    We investigate a system of interacting clusters evolving through mass exchange and supplemented by input of small clusters. Three possibilities depending on the rate of exchange generically occur when input is homogeneous: continuous growth, gelation, and instantaneous gelation. We mostly study the growth regime using scaling methods. An exchange process with reaction rates equal to the product of reactant masses admits an exact solution which allows us to justify the validity of scaling approaches in this special case. We also investigate exchange processes with a localized input. We show that if the diffusion coefficients are mass-independent, the cluster mass distribution becomes stationary and develops an algebraic tail far away from the source.

    Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

    Dss1p is an evolutionarily conserved small protein that interacts with BRCA2, a tumor suppressor protein, in humans. The Schizosaccharomyces pombe strain lacking the dss1{sup +} gene ({delta}dss1) shows a temperature-sensitive growth defect and accumulation of bulk poly(A){sup +} RNA in the nucleus at a nonpermissive temperature. In situ hybridization using probes for several specific mRNAs, however, revealed that the analyzed mRNAs were exported normally to the cytoplasm in {delta}dss1, suggesting that Dss1p is required for export of some subsets of mRNAs. We identified the pad1{sup +} gene, which encodes a component of the 26S proteasome, as a suppressor for the ts{sup -} phenotype of {delta}dss1. Unexpectedly, overexpression of Pad1p could suppress neither the defect in nuclear mRNA export nor a defect in proteasome function. In addition, loss of proteasome functions does not cause defective nuclear mRNA export. Dss1p seems to be a multifunctional protein involved in nuclear export of specific sets of mRNAs and the ubiquitin-proteasome pathway in fission yeast.

    This paper represents the Department of Energy Office of Nonproliferation Research and Development (NA-22) Simulations, Algorithms and Modeling (SAM) Program's first effort to identify and frame analytical methods and tools to aid export control professionals in effectively predicting proliferation intent; a complex, multi-step and multi-agency process. The report focuses on analytical modeling methodologies that alone, or combined, may improve the proliferation export control license approval process. It is a follow-up to an earlier paper describing information sources and environments related to international nuclear technology transfer. This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context. Macro-level assessment technologies scored higher in the area of uniqueness because less work has been done at the macro level. An approach to developing testable hypotheses for the macro-level assessment methodologies is provided. The outcome of this works suggests that we should develop a Bayes Net for micro-level analysis and continue to focus on Bayes Net, System Dynamics and Economic Input/Output models for assessing macro-level problems. Simultaneously, we need to develop metrics for assessing intent in export control, including the risks and consequences associated with all aspects of export control.

    The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

A generic modeling approach is used that permits simulating a variety of thermal hydraulic systems.     This report will focus on the estimation of unmeasured dynamic inputs to a structure given a numerical model of the structure and measured response acquired at discrete locations. While the estimation of inputs has not received as much attention historically as state estimation, there are many applications where an improved understanding of the immeasurable input to a structure is vital (e.g. validating temporally varying and spatially-varying load models for large structures such as buildings and ships). In this paper, the introduction contains a brief summary of previous input estimation studies. Next, an adjoint-based optimization method is used to estimate dynamic inputs to two experimental structures. The technique is evaluated in simulation and with experimental data both on a cantilever beam and on a three-story frame structure. The performance and limitations of the adjoint-based input estimation technique are discussed.

    The study develops a novel stochastic frontier modeling approach to the gravity equation for rare earth element (REE) trade between China and its trading partners between 2001 and 2009. The novelty lies in differentiating betweenbehind the border' trade costs by China and theimplicit beyond the border costs' of China's trading partners. Results indicate that the significance level of the independent variables change dramatically over the time period. While geographical distance matters for trade flows in both periods, the effect of income on trade flows is significantly attenuated, possibly capturing the negative effects of financial crises in the developed world. Second, the total export losses due tobehind the border' trade costs almost tripled over the time period. Finally, looking atimplicit beyond the border' trade costs, results show China gaining in some markets, although it is likely that some countries are substituting away from Chinese REE exports.

    At the Large Hadron Collider (LHC) a beam loss system will be installed for a continuous surveillance of particle losses. These beam particles deposit their energy in the super-conducting coils leading to temperature increase, possible magnet quenches and damages. Detailed simulations have shown that a set of six detectors outside the cryostats of the quadrupole magnets in the regular arc cells are needed to completely diagnose the expected beam losses and hence protect the magnets. To characterize the quench levels different loss rates are identified. In order to cover all possible quench scenarios the dynamic range of the beam loss monitors has to be matched to the simulated loss rates. For that purpose different detector systems (PIN-diodes and ionization chambers) are compared.

    A mass balance approach was used to model contaminant cycling in the lower Fox River from the DePere Dam to Green Bay. The objectives of this research were (1) to estimate present contaminant export from the Fox River to Green Bay, and (2) to quantify contaminant transport and fate pathways in the lower river for the study period. Specifically, a model describing the transport, fate, and export of chlorides, total suspended solids, total PCBs, and six PCB congeners for the lower Fox River was developed. Field data collected as part of the U.S. Environmental Protection Agency's Green Bay Mass Balance Study were used to calibrate the model. Model results suggest that the transport of inplace pollutants significantly contributed to the cumulative export of total PCBs over this period. Estimated total PCB transport in the Fox River during 1989 increased 60% between the dam and river mouth due to the resuspension of lower river sediments. Total suspended solids and PCB predictions are most sensitive to particle transport parameters, particularly the settling and resuspension velocities. The significant components of the total PCB mass balance are import (loading over the DePere Dam), settling, resuspension, and export to Green Bay. Volatilization, porewater transport, and point source input were not significant to the mass balance. Present point source discharges to the river are not significant total PCB sources, collectively contributing less than 6 kg of PCB to the river during the mass balance period.

The 15 member delegation was in Moscow on invitation from Russia's Ministry of Finance and State Committee on Taxation to help develop guidelines for laws governing Russia's taxation of foreign investment. The US group was sponsored by the Tax Foundation, Washington, DC, a nonprofit, nonpartisan tax and fiscal policy research and public education group.

    This paper presents a refined design of a high-speed synchronous reluctance machine with minimized eddy-current losses in the rotor. Design criteria are the ability of the rotor to withstand high speeds, ability to operate in vacuum, negligible zero-torque spinning losses, high reliability, high efficiency, and low manufacturing cost. The rotor of the synchronous reluctance machine consists of bonded sections of ferromagnetic and non-magnetic steels. Finite-element code, incorporating rotor rotation, has been developed in MATLAB that calculates steady-state eddy currents (and losses) in the rotor. A stator iron and stator winding have been designed to minimize rotor losses, and two such prototype machines have been fabricated. Experimental results show an efficiency of 91% at a 10-kW 10,000-r/min operating point, and rotor losses less than 0.5% of input power.

This paper summarizes some of the key lessons learned regarding the development of the capabilities needed to make strategic export controls truly effective.

    The control of nuclear-related exports, a critical component of the nonproliferation regime, is facing several opportunities and challenges. As countries sign and ratify the International Atomic Energy Agency's (IAEA) safeguards Additional Protocol (AP), they will begin to report far more export information, including exports of a list of items similar to the Nuclear Supplier Group's Trigger List that existed when the AP was developed in the mid-1990s. This positive development contrasts with challenges such as globalization, transshipments, and tracking of end-uses. Pacific Northwest National Laboratory is proposing that the US Department of Energy (DOE) develop regional seminars that address these types of issues related to export/import controls. The DOE seminars would be designed to supplement regional seminars sponsored by the IAEA and member states on topics related to the Additional Protocol (referred to as "IAEA seminars"). The topic of nuclear export/import controls is not thoroughly addressed in the IAEA seminars. The proposed DOE seminars would therefore have two objectives: familiarizing countries with the export/import provisions of the Additional Protocol, and addressing challenges such as those noted above. The seminars would be directed particularly at countries that have not ratified the AP, and at regions where export-related problems are particularly prevalent. The intent is to encourage governments to implement more effective nuclear export control systems that meet the challenges of the 21st century.

    Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

    This paper investigates ballasting and remineralization controls of carbon sedimentation in the twilight zone (100-1000 m) of the Southern Ocean. Size-fractionated (<1 {micro}m, 1-51 {micro}m, >51 {micro}m) suspended particulate matter was collected by large volume in-situ filtration from the upper 1000 m in the Subantarctic (55 S, 172 W) and Antarctic (66 S, 172 W) zones of the Southern Ocean during the Southern Ocean Iron Experiment (SOFeX) in January-February 2002. Particles were analyzed for major chemical constituents (POC, P, biogenic Si, CaCO3), and digital and SEM image analyses of particles were used to aid in the interpretation of the chemical profiles. Twilight zone waters at 66 S in the Antarctic had a steeper decrease in POC with depth than at 55 S in the Subantarctic, with lower POC concentrations in all size fractions at 66 S than at 55 S, despite up to an order of magnitude higher POC in surface waters at 66 S. The decay length scale of >51 {micro}m POC was significantly shorter in the upper twilight zone at 66 S ({delta}{sub e}=26 m) compared to 55 S ({delta}{sub e}=81 m). Particles in the carbonate-producing 55 S did not have higher excess densities than particles from the diatom-dominated 66 S, indicating that there was no direct ballast effect that accounted for deeper POC penetration at 55 S. An indirect ballast effect due to differences in particle packaging and porosities cannot be ruled out, however, as aggregate porosities were high ({approx}97%) and variable. Image analyses point to the importance of particle loss rates from zooplankton grazing and remineralization as determining factors for the difference in twilight zone POC concentrations at 55 S and 66 S, with stronger and more focused shallow remineralization at 66 S. At 66 S, an abundance of large (several mm long) fecal pellets from the surface to 150 m, and almost total removal of large aggregates by 200 m, reflected the actions of a single or few zooplankton species capable of grazing diatoms in the euphotic zone, coupled with a more diverse particle feeding zooplankton community immediately below. Surface waters with high biomass levels and high proportion of biomass in the large size fraction were associated with low particle loading at depth, with all indications implying conditions of low export. The 66 S region exhibits this 'High Biomass, Low Export' (HBLE) condition, with very high >51 {micro}m POC concentrations at the surface ({approx}2.1 {micro}M POC), but low concentrations below 200 m (<0.07 {micro}M POC). The 66 S region remained HBLE after iron fertilization. Iron addition at 55 S caused a ten fold increase in >51 {micro}m biomass concentrations in the euphotic zone, bringing surface POC concentrations to levels found at 66 S ({approx}3.8 {micro}M), and a concurrent decrease in POC concentrations below 200 m. The 55 S region, which began with moderate levels of biomass and stronger particle export, transitioned to being HBLE after iron fertilization. We propose that iron addition to already HBLE waters will not cause mass sedimentation events. The stability of an iron-induced HBLE condition is unknown. Better understanding of biological pump processes in non-HBLE Subantarctic waters is needed.

  19. Exporting Alaskan North Slope crude oil: Benefits and costs

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    A key enzyme for leukotriene biosynthesis is 5-lipoxygenase (5-LO), which we found is exported from the nucleus when p38 MAPK is activated. CHO-K1 cells stably express green fluorescent protein-5-lipoxygenase fusion protein (GFP-5LO), which is located predominantly in the nucleus, and is exported by anisomycin, hydrogen peroxide, and sorbitol, with activation of p38 MAPK. SB203580, an inhibitor of p38 MAPK, and Leptomycin B, an inhibitor of the nuclear export, blocked the anisomycin-induced export of GFP-5LO. When HEK293 cells were transformed with plasmids for wild-type GFP-5LO, GFP-5LO-S271A or GFP-5LO-S271E mutants, most wild-type GFP-5LO and GFP-5LO-S271A localized in the nucleus, but GFP-5LO-S271E localized in the cytosol. Thus, phosphorylation at Ser-271 of 5-LO is important for its export. Endogenous 5-LO in RBL cells stimulated with anisomycin was also exported from the nucleus. These results suggest that the nuclear export of 5-LO depends on the stress-induced activation of the p38 MAPK pathway.

    This analysis is one of the technical reports containing documentation of the Environmental Radiation Model for Yucca Mountain Nevada (ERMYN), a biosphere model supporting the Total System Performance Assessment (TSPA) for the geologic repository at Yucca Mountain. The biosphere model is one of a series of process models supporting the Total System Performance Assessment (TSPA) for the Yucca Mountain repository. A graphical representation of the documentation hierarchy for the ERMYN biosphere model is presented in Figure 1-1. This figure shows the interrelationships among the products (i.e., analysis and model reports) developed for biosphere modeling, and the plan for development of the biosphere abstraction products for TSPA, as identified in the ''Technical Work Plan: for Biosphere Modeling and Expert Support'' (BSC 2003 [163602]). It should be noted that some documents identified in Figure 1-1 may be under development at the time this report is issued and therefore not available. This figure is included to provide an understanding of how this analysis report contributes to biosphere modeling in support of the license application, and is not intended to imply that access to the listed documents is required to understand the contents of this report. This report, ''Soil Related Input Parameters for the Biosphere Model'', is one of the five analysis reports that develop input parameters for use in the ERMYN model. This report is the source documentation for the six biosphere parameters identified in Table 1-1. ''The Biosphere Model Report'' (BSC 2003 [160699]) describes in detail the conceptual model as well as the mathematical model and its input parameters. The purpose of this analysis was to develop the biosphere model parameters needed to evaluate doses from pathways associated with the accumulation and depletion of radionuclides in the soil. These parameters support the calculation of radionuclide concentrations in soil from on-going irrigation and ash deposition and, as a direct consequence, radionuclide concentration in resuspended particulate matter in the atmosphere. The analysis was performed in accordance with the technical work plan for the biosphere modeling and expert support (TWP) (BSC 2003 [163602]). This analysis revises the previous one titled ''Evaluate Soil/Radionuclide Removal by Erosion and Leaching'' (CRWMS M&O 2001 [152517]). In REV 00 of this report, the data generated were fixed (i.e., taking no account of uncertainty and variability) values. This revision incorporates uncertainty and variability into the values for the bulk density, elemental partition coefficients, average annual loss of soil from erosion, resuspension enhancement factor, and field capacity water content.

    This report presents one of the analyses that support the Environmental Radiation Model for Yucca Mountain Nevada (ERMYN). The ''Biosphere Model Report'' (BSC 2004 [DIRS 169460]) describes the details of the conceptual model as well as the mathematical model and the required input parameters. The biosphere model is one of a series of process models supporting the postclosure Total System Performance Assessment (TSPA) for the Yucca Mountain repository. A schematic representation of the documentation flow for the Biosphere input to TSPA is presented in Figure 1-1. This figure shows the evolutionary relationships among the products (i.e., analysis and model reports) developed for biosphere modeling, and the biosphere abstraction products for TSPA, as identified in the ''Technical Work Plan for Biosphere Modeling and Expert Support'' (TWP) (BSC 2004 [DIRS 169573]). This figure is included to provide an understanding of how this analysis report contributes to biosphere modeling in support of the license application, and is not intended to imply that access to the listed documents is required to understand the contents of this report. This report, ''Soil-Related Input Parameters for the Biosphere Model'', is one of the five analysis reports that develop input parameters for use in the ERMYN model. This report is the source documentation for the six biosphere parameters identified in Table 1-1. The purpose of this analysis was to develop the biosphere model parameters associated with the accumulation and depletion of radionuclides in the soil. These parameters support the calculation of radionuclide concentrations in soil from on-going irrigation or ash deposition and, as a direct consequence, radionuclide concentration in other environmental media that are affected by radionuclide concentrations in soil. The analysis was performed in accordance with the TWP (BSC 2004 [DIRS 169573]) where the governing procedure was defined as AP-SIII.9Q, ''Scientific Analyses''. This analysis revises the previous version with the same name (BSC 2003 [DIRS 161239]), which was itself a revision of one titled ''Evaluate Soil/Radionuclide Removal by Erosion and Leaching'' (CRWMS M&O 2001 [DIRS 152517]). In Revision 00 of this report, the data generated were fixed values (i.e., taking no account of uncertainty and variability). Revision 01 (BSC 2003 [DIRS 161239]) incorporated uncertainty and variability into the values for the bulk density, elemental partition coefficients, average annual loss of soil from erosion, resuspension enhancement factor, and field capacity water content. The current revision of this document improves the transparency and traceability of the products without changing the details of the analysis. This analysis report supports the treatment of six of the features, events, and processes (FEPs) applicable to the Yucca Mountain reference biosphere (DTN: MO0407SEPFEPLA.000 [DIRS 170760]). The use of the more recent FEP list in DTN: MO0407SEPFEPLA.000 [DIRS 170760] represents a deviation from the detail provided in the TWP (BSC 2004 [DIRS 169573]), which referenced a previous version of the FEP list. The parameters developed in this report support treatment of these six FEPs addressed in the biosphere model that are listed in Table 1-1. Inclusion and treatment of FEPs in the biosphere model is described in the ''Biosphere Model Report'' (BSC 2004 [DIRS 169460], Section 6.2).

    The SCDAP/RELAP5 code has been developed for best estimate transient simulation of light water reactor coolant systems during a severe accident. The code models the coupled behavior of the reactor coolant system, core, fission product released during a severe accident transient as well as large and small break loss of coolant accidents, operational transients such as anticipated transient without SCRAM, loss of offsite power, loss of feedwater, and loss of flow. A generic modeling approach is used that permits as much of a particular system to be modeled as necessary. Control system and secondary system components are included to permit modeling of plant controls, turbines, condensers, and secondary feedwater conditioning systems. This volume provides guidelines to code users based upon lessons learned during the developmental assessment process. A description of problem control and the installation process is included. Appendix a contains the description of the input requirements.

    International safeguards and export controls are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.

    This quarter`s feature report focuses on natural gas exports to Mexico. OFP invites ideas from the public on future topics dealing with North American natural gas import/export trade. Such suggestions should be left on OFP`s electronic bulletin board. Natural Gas exports to Mexico continued to grow and reached an historic high for the month of June (7.8 Bcf). Two new long-term contracts were activated; Pennsylvania Gas & Water Company began importing 14.7 MMcf per day from TransCanada PipeLines Ltd., and Renaissance Energy (U.S.) Inc. began importing 2.8 MMcf per day from Renaissance Energy Ltd. for resale to Delmarva Power & Light Company. Algerian LNG imports remained stagnant with only one tanker being imported by Pan National Gas Sales, Inc. (Pan National). During the first six months of 1995, data indicates gas imports increased by about 10 percent over the 1994 level (1,418 vs. 1,285 Bcf), with Canadian imports increasing by 14 percent and Algerian imports decreasing by 81 percent. During the same time period, exports increased by 18 percent (83 vs. 70.1 Bcf).

    Nations, states, and even communities must generate exportable products that earn money for buying needed imports. Exports have ranged from tourist services to hardwood logs. Fertile land, with irrigation water and fertilizer, grows exportable food. On the other hand a hot dry desert with no mineral resources presents a challenge to its occupants. Solar power could be generated and exported, but that requires construction of expensive transmission lines which are in service only when the sun shines. Among new options is a solar-powered plant that recovers zinc from the zinc oxide produced during discharge of zinc-air electric-vehicle batteries. A hectare-size solar-power plant with 30-percent efficient solar cells can in eight hours recover enough zinc to power 36,000 /km (22,000 miles) of travel in lightweight 4-passenger electric vehicles. A by-product could be renewable fuel for use by local residents in electric bicycles. One oriented solar panel, 10 meters by 10 meters in size, with 30-percent efficient solar cells, could in one day deliver enough energy for traveling 14,700 km (9176 miles) on bicycles. This by far exceeds the travel distance that could be obtained in one day by riding on an animal that is pastured on a s0-by-10 meter area.

    This report documents the procedures and results of a study sponsored jointly by the US Department of Transportation and the US Department of Energy. The study was conducted to provide, Bureau of Economic Analysis (BEA)-level production/consumption data for energy materials for 1985 and 1990 in support of an analysis of transportation requirements for export coal. Base data for energy forecasts at the regional level were obtained from the Department of Energy, Energy Information Administration. The forecasts selected for this study are described in DOE/EIA's 1980 Annual Report to Congress, and are: 1985 Series, B, medium oil import price ($37.00/barrel); and 1990 Series B, medium oil import price ($41.00/barrel). Each forecast period is extensively described by approximately forty-three statistical tables prepared by EIA and made available to TERA for this study. This report provides sufficient information to enable the transportation analyst to appreciate the procedures employed by TERA to produce the BEA-level energy production/consumption data. The report presents the results of the procedures, abstracts of data tabulations, and various assumptions used for the preparation of the BEA-level data. The end-product of this effort was the BEA to BEA energy commodity flow data by more which serve as direct input to DOT's transportation network model being used for a detailed analysis of export coal transportation.
