Air pollution and morbidity: a further analysis of the Los Angeles student nurses data

Hammer et al. analyzed daily diary reports of headache, eye irritation, cough, and chest discomfort in a study of Los Angeles student nurses, and found a statistically significant association between these symptoms and daily maximum one-hour oxidant concentrations at a nearby air quality monitor. Our analysis examines the student nurse data for the possible significance of other pollutants. We used new model specifications designed to account for the probabilistic nature of the outcome variables, and to allow for complications arising from the time series aspects of the data. We replicated the finding of a significant relationship between oxidants and coughing and eye irritation, and also found that; carbon monoxide was significantly related to headache symptoms; nitrogen dioxide was significantly related to eye irritation; and sulfur dioxide was significantly related to chest discomfort.

This paper focuses on novel, innovative approaches for reducing or delaying the production of photochemical smog in the Los Angeles Basin. These approaches include modifying the surface characteristics of the basin by increasing surface albedo and an extensive tree-planting program. The changes in surface conditions are designed to reduce the basin air temperatures, especially during the summer months, which will result in two possible effects. First, a decrease in temperature would lead to a reduction in energy use with an associated decline in emissions of nitrogen oxides (NO{sub x}) and a lowering of evaporative emission of reactive organic gases. Reductions in these smog precursors could improve the air quality of the basin without imposing additional emissions regulations. The second effect is associated with the possible causal relationship between air temperature and smog formation (i.e., lower temperatures and lower incidence of smog). Since this approach to mitigating air emissions is broad, the studies to date have concentrated on how changes in surface characteristics affect the meteorological conditions of the basin and on how these meteorological changes subsequently affect smog production. A geographic information system database of key surface characteristics (i.e., vegetative cover, albedo, moisture availability, and roughness) was compiled, and these characteristics were evaluated using prognostic meteorological models. The results of two- and three-dimensional meteorological simulations will be presented and discussed in this paper.

Molecular Characterization of Organosulfates in Organic Aerosols from Shanghai and Los Angeles Urban Areas by Nanospray-Desorption Electrospray Ionization High-Resolution Mass Spectrometry

Aerosol samples collected in the urban areas of Shanghai and Los Angeles were analyzed by nanospray-desorption electrospray ionization mass spectrometry (nano-DESI MS) with high mass resolution (m/?m=100,000). Solvent mixtures of acetonitrile/water and acetonitrile/toluene were used to extract and ionize polar and non-polar compounds, respectively. A diverse mixture of oxygenated hydrocarbons, organosulfates, organonitrates, and organics with reduced nitrogen were detected in the Los Angeles sample. Majority of the organics in the Shanghai sample were detected as organosulfates. The dominant organosulfates in the two samples have distinctly different molecular characteristics. Specifically, organosulfates in the Los Angeles sample were dominated by isoprene- or monoterpene-derived products, while organosulfates of yet unknown origin in the Shanghai sample had distinctive characteristics of long aliphatic carbon chains and low degree of oxidation and unsaturation. The use of acetonitrile/toluene solvent facilitated identification of this type of organosulfates, suggesting they could be missed in previous studies relying on sample extraction using common polar solvents. The high molecular weight and low degree of unsaturation and oxidization of the organosulfates detected in the Shanghai sample suggest that they may act as surfactants, and plausibly affect the surface tension and hygroscopicity of the atmospheric particulate matter. We propose that direct esterification of carbonyl or hydroxyl compounds by sulfates or sulfuric acid in liquid phase could be the formation pathway of these special organosulfates. Long-chain alkanes from vehicle emissions might be their precursors.

Implementing greenhouse gas emissions caps: A case study of the Los Angeles Department of Water and Power

Our almost forty-year experience with landmark federal environmental statutes, demonstrates unequivocally that implementing grand and noble environmental goals is an arduous and difficult experience. California is now embarking on a similar project: implementing the country's most ambitious greenhouse gas emissions limitations, including rolling back the state's emissions to 1990 levels by 2020. The state's leadership on climate change legislation deserves significant praise. But the hard work in actually achieving emissions limits is just beginning. In this Essay, Professor Ann Carlson provides a case study of the country's largest municipally owned utility - the Los Angeles Department of Water and Power (DWP) - and the challenges it will face in holding its emissions to 1990 levels by 2020. The case study is particularly useful to anticipate challenges utilities across the country will face if the federal government also mandates greenhouse gas emissions reductions. The DWP's energy mix, with its heavy reliance on coal, looks quite similar to the energy mix of the country as a whole (and quite different from the rest of California's electricity market). The challenges are daunting. They include shifting rapidly to renewable energy sources in the face of labor pressures to have DWP own its own sources; building miles of transmission lines to bring the renewable energy to DWP's customer base; repowering natural gas facilities while attempting to comply with stringent Clean Water Act requirements; and eliminating the utility's reliance on coal over the next two decades. These efforts will raise complex environmental and other value clashes, pitting those concerned about jobs, water pollution, species protection, and aesthetic harms against a utility admirably committed to cutting its greenhouse gas emissions significantly. Whether and how we resolve these clashes remains an open and contested question.

From October 2012 through September 2013, the second ARM Mobile Facility (AMF2) was deployed on the container ship Spirit, operated by Horizon Lines, for the Marine ARM GPCI* Investigation of Clouds (MAGIC) field campaign. During approximately 20 round trips between Los Angeles, California, and Honolulu, Hawaii, AMF2 obtained continuous on-board measurements of cloud and precipitation, aerosols, and atmospheric radiation; surface meteorological and oceanographic variables; and atmospheric profiles from weather balloons launched every six hours. During two two-week intensive observational periods in January and July 2013, additional instruments were deployed and balloon soundings were be increased to every three hours. These additional data provided a more detailed characterization of the state of the atmosphere and its daily cycle during two distinctly different seasons. The primary objective of MAGIC was to improve the representation of the stratocumulus-to-cumulus transition in climate models. AMF2 data documented the small-scale physical processes associated with turbulence, convection, and radiation in a variety of marine cloud types.

The purpose of an Environmental Assessment (EA) is to provide the DOE with sufficient evidence and analysis to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI). Additional considerations (such as costs, timing, or non-environmental legal issues) that influence DOE decisions are not analyzed in this EA. As part of its initiative to fulfill its responsibilities to provide support for the County of Los Alamos (the County), in northern New Mexico, the US Department of Energy (DOE) proposes to transfer ownership of the undeveloped, so called, DP Road property to the County. Transfer of this tract would permanently reduce the size of Los Alamos National Laboratory (LANL) by approximately 0.1%. Approximately 12 hectares (28 acres) would be changed from an undeveloped to a developed status. This would result in an equivalent loss of wildlife habitat. A hypothetical accident was analyzed that evaluated potential radiological dose to the public at the DP Road tract from LANL operations. The dose to the hypothetical worker population of 450 new employees could result in an increase of approximately three latent cancer fatalities in the population. The DOE finds that there would be no significant impact from proceeding with the transfer of the 28-acre tract for development and use as a business park or for light industrial purposes.

Estimated effective dose rates from radon exposure in workplaces and residences within Los Alamos county in New Mexico

Many millions of office workers are exposed to radon while at work and at home. Though there has been a multitude of studies reporting the measurements of radon concentrations and potential lung and effective doses associated with radon and progeny exposure in homes, similar studies on the concentrations and subsequent effective dose rates in the workplace are lacking. The purposes of this study were to measure radon concentrations in office and residential spaces in the same county and explore the radiation dose implications. Sixty-five track-etch detectors were deployed in office spaces and 47 were deployed in residences, all within Los Alamos County, New Mexico, USA. The sampling periods for these measurements were generally about three months. The measured concentrations were then used to calculate and compare effective dose rates resulting from exposure while at work and at home. Results showed that full-time office workers receive on average about nine times greater exposure at home than while in the office (691 mrem yr{sup -1} versus 78 mrem yr{sup -1}). The estimated effective dose rate for a more homebound person was 896 mrem yr{sup -1}. These effective dose rates are contrasted against the 100 mrem yr{sup -1} threshold for regulation of a 'radiological worker' defined in the Department of Energy regulations occupational exposure and the 10 mrem yr{sup -1} air pathway effective public dose limit regulated by the Environmental Protection Agency.

This document provides an analysis of the potential impacts associated with the proposed action, which is continued operation of Naval Petroleum Reserve No. I (NPR-1) at the Maximum Efficient Rate (MER) as authorized by Public law 94-258, the Naval Petroleum Reserves Production Act of 1976 (Act). The document also provides a similar analysis of alternatives to the proposed action, which also involve continued operations, but under lower development scenarios and lower rates of production. NPR-1 is a large oil and gas field jointly owned and operated by the federal government and Chevron U.SA Inc. (CUSA) pursuant to a Unit Plan Contract that became effective in 1944; the government`s interest is approximately 78% and CUSA`s interest is approximately 22%. The government`s interest is under the jurisdiction of the United States Department of Energy (DOE). The facility is approximately 17,409 acres (74 square miles), and it is located in Kern County, California, about 25 miles southwest of Bakersfield and 100 miles north of Los Angeles in the south central portion of the state. The environmental analysis presented herein is a supplement to the NPR-1 Final Environmental Impact Statement of that was issued by DOE in 1979 (1979 EIS). As such, this document is a Supplemental Environmental Impact Statement (SEIS).

Full text of publication follows: Since 1988, Clark County has been one of the counties designated by the United States Department of Energy (DOE) as an 'Affected Unit of Local Government' (AULG). The AULG designation is an acknowledgement by the federal government that could be negatively impacted to a considerable degree by activities associated with the Yucca Mountain High Level Nuclear Waste Repository. These negative effects would have an impact on residents as individuals and the community as a whole. As an AULG, Clark County is authorized to identify 'any potential economic, social, public health and safety, and environmental impacts' of the potential repository (42 USC Section 10135(C)(1)(B)(1)). Toward this end, Clark County has conducted numerous studies of potential impacts, many of which are summarized in the Clark County's Impact Assessment Report that was submitted by the DOE and the president of the United States in February 2002. Given the unprecedented magnitude and duration of the DoE's proposal, as well as the many unanswered questions about the number of shipments and the modal mix, the estimate of impacts described in these studies are preliminary. In order to refine these estimates, Clark County Comprehensive Planning Department's Nuclear Waste Division is continuing to assess potential impacts. In addition, the County has implemented a Monitoring Program designed to capture changes to the social, environmental, and economic well-being of its residents resulting from the Yucca Mountain project and other significant events within the County. The Monitoring Program acts as an 'early warning system' that allows Clark County decision makers to proactive respond to impacts from the Yucca Mountain Project. (authors)

The U.S. Department of Energy's National Renewable Energy Laboratory collaborates with the solar industry to establish high quality solar and meteorological measurements. This Solar Resource and Meteorological Assessment Project (SOLRMAP) provides high quality measurements to support deployment of power projects in the United States. The no-funds-exchanged collaboration brings NREL solar resource assessment expertise together with industry needs for measurements. The end result is high quality data sets to support the financing, design, and monitoring of large scale solar power projects for industry in addition to research-quality data for NREL model development. NREL provides consultation for instrumentation and station deployment, along with instrument calibrations, data acquisition, quality assessment, data distribution, and summary reports. Industry participants provide equipment, infrastructure, and station maintenance.

Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to ���¢��������grow���¢������� this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature. This report has been developed in response to a request from the Los Alamos National Laboratory (LANL) to evaluate the need for fire department services so as to enable the Laboratory to plan effective fire protection and thereby: meet LANL`s regulatory and contractual obligations; interface with the Department of Energy (DOE) and other agencies on matters relating to fire and emergency services; and ensure appropriate protection of the community and environment. This study is an outgrowth of the 1993 Fire Department Needs Assessment (prepared for DOE) but is developed from the LANL perspective. Input has been received from cognizant and responsible representatives at LANL, DOE, Los Alamos County (LAC) and the Los Alamos Fire Department (LAFD).

Environmental assessment: Deaf Smith County site, Texas

In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

Costilla County Biodiesel Pilot Project

The Costilla County Biodiesel Pilot Project has demonstrated the compatibility of biodiesel technology and economics on a local scale. The project has been committed to making homegrown biodiesel a viable form of community economic development. The project has benefited by reducing risks by building the facility gradually and avoiding large initial outlays of money for facilities and technologies. A primary advantage of this type of community-scale biodiesel production is that it allows for a relatively independent, local solution to fuel production. Successfully using locally sourced feedstocks and putting the fuel into local use emphasizes the feasibility of different business models under the biodiesel tent and that there is more than just a one size fits all template for successful biodiesel production.

Water Supply at Los Alamos 1998-2001

For the period 1998 through 2001, the total water used at Los Alamos from all sources ranged from 1325 million gallons (Mg) in 1999 to 1515 Mg in 2000. Groundwater production ranged from 1323 Mg in 1999 to 1506 Mg in 2000 from the Guaje, Pajarito, and Otowi fields. Nonpotable surface water used from Los Alamos reservoir ranged from zero gallons in 2001 to 9.3 Mg in 2000. For years 1998 through 2001, over 99% of all water used at Los Alamos was groundwater. Water use by Los Alamos National Laboratory (LANL) between 1998 and 2001 ranged from 379 Mg in 2000 to 461 Mg in 1998. The LANL water use in 2001 was 393 Mg or 27% of the total water use at Los Alamos. Water use by Los Alamos County ranged from 872 Mg in 1999 to 1137 Mg in 2000, and averaged 1006 Mg/yr. Four new replacement wells in the Guaje field (G-2A, G-3A, G-4A, and G-5A) were drilled in 1998 and began production in 1999; with existing well G-1A, the Guaje field currently has five producing wells. Five of the old Guaje wells (G-1, G-2, G-4, G-5, and G-6) were plugged and abandoned in 1999, and one well (G-3) was abandoned but remains as an observation well for the Guaje field. The long-term water level observations in production and observation (test) wells at Los Alamos are consistent with the formation of a cone of depression in response to water production. The water level decline is gradual and at most has been about 0.7 to 2 ft per year for production wells and from 0.4 to 0.9 ft/yr for observation (test) wells. The largest water level declines have been in the Guaje field where nonpumping water levels were about 91 ft lower in 2001 than in 1951. The initial water levels of the Guaje replacement wells were 32 to 57 ft lower than the initial water levels of adjacent original Guaje wells. When production wells are taken off-line for pump replacement or repair, water levels have returned to within about 25 ft of initial static levels within 6 to 12 months. Thus, the water-level trends suggest no adverse impacts by production on long-term water supply sustainability at Los Alamos. This report summarizes production data and aquifer conditions for water production and monitor wells in the Los Alamos, New Mexico, and Los Alamos National Laboratory (LANL) area (Figure 1). Water production wells are grouped within the Guaje, Pajarito, and Otowi fields, the locations of which are shown on Figure 1. Wells from these fields supply all the potable water used for municipal and most industrial purposes in Los Alamos County (LAC), at LANL, and at Bandelier National Monument. This report has three primary objectives: (1) Provide a continuing historical record of metered well production and overall water usage; (2) Provide data to the Department of Energy (DOE) and LANL management, and Los Alamos County planners for operation of the water supply system and for long-range water resource planning; and (3) Provide water-level data from regional aquifer production wells, test wells, and monitoring wells.
