    The Hazardous Waste Remedial Actions Program (HAZWRAP), in collaboration with the University of Nevada at Reno (UNR), has developed and is investigating an in situ plutonium treatment for soils at the Nevada Test Site (NTS). The concept, conceived by Dr. T. Tamura and refined at HAZWRAP, was developed during the Nevada Applied Ecology Program investigation. In analyzing for plutonium in soils, it was noted that the alpha emanation of plutonium was greatly attenuated if traces of iron or manganese oxides were present in the final electroplating stage. The technique would reduce resuspension of alpha particles into the air by coating the contaminants in soils in situ with an environmentally compatible, durable, and nontoxic material. The coating materials (calcium hydroxide, ferrous sulfate) reduce resuspension by providing a cementitious barrier against radiation penetration while retaining soil porosity. This technique not only stabilizes plutonium-contaminated soils, but also provides an additional protection from worker exposure to radiation during remediation activities. Additionally, the coating would decrease the water solubility of the contaminant and, thus, reduce its migration through soil and uptake by plants.

    Purpose: Misalignment artifacts are a serious problem in medical flat-detector computed tomography. Generally, the geometrical parameters, which are essential for reconstruction, are provided by preceding calibration routines. These procedures are time consuming and the later use of stored parameters is sensitive toward external impacts or patient movement. The method of choice in a clinical environment would be a markerless online-calibration procedure that allows flexible scan trajectories and simultaneously corrects misalignment and motion artifacts during the reconstruction process. Therefore, different image features were evaluated according to their capability of quantifying misalignment. Methods: Projections of the FORBILD head and thorax phantoms were simulated. Additionally, acquisitions of a head phantom and patient data were used for evaluation. For the reconstruction different sources and magnitudes of misalignment were introduced in the geometry description. The resulting volumes were analyzed by entropy (based on the gray-level histogram), total variation, Gabor filter texture features, Haralick co-occurrence features, and Tamura texture features. The feature results were compared to the back-projection mismatch of the disturbed geometry. Results: The evaluations demonstrate the ability of several well-established image features to classify misalignment. The authors elaborated the particular suitability of the gray-level histogram-based entropy on identifying misalignment artifacts, after applying an appropriate window level (bone window). Conclusions: Some of the proposed feature extraction algorithms show a strong correlation with the misalignment level. Especially, entropy-based methods showed very good correspondence, with the best of these being the type that uses the gray-level histogram for calculation. This makes it a suitable image feature for online-calibration.

    In 2001 Lori M. Lubin and Allan Sandage, using big-bang cosmology for interpreting the data, found the surface brightness of galaxies to be inversely proportional to about the third power of (1+z), while the contemporary big-bang cosmology predicts that the surface brightness is inversely proportional to the fourth power of (1+z). In contrast, these surface brightness observations are in agreement with the predictions of the plasma-redshift cosmology. Lubin and Sandage (2001) and Barden et al. (2005), who surmised the big-bang expansion, interpreted the observations to indicate that the diameters of galaxies are inversely proportional to (1+z). In contrast, when assuming plasma-redshift cosmology, the diameters of galaxies are observed to be constant independent of redshift and any expansion. Lubin and Sandage (2001) and Barden et al. (2005), when using big-bang cosmology, observed the average absolute magnitude of galaxies to decrease with redshift; while in plasma redshift cosmology it is a constant. Lubin and Sandage and Barden et al. suggested that a coherent evolution could explain the discrepancy between the observed relations and those predicted in the big-bang cosmology. We have failed to find support for this explanation. We consider the observed relations between the redshift and the surface-brightness, the galaxy diameter, and the absolute magnitude to be robust confirmations of plasma-redshift cosmology.

    The U.S. Department of Energy Office of Nuclear Energy (DOE-NE), in collaboration with the nuclear industry, has been conducting research and development (R&D) activities on advanced Light Water Reactor (LWR) fuels for the last few years. The emphasis for these activities was on improving the fuel performance in terms of increased burnup for waste minimization and increased power density for power upgrades, as well as collaborating with industry on fuel reliability. After the events at the Fukushima Nuclear Power Plant in Japan in March 2011, enhancing the accident tolerance of LWRs became a topic of serious discussion. In the Consolidated Appropriations Act, 2012, Conference Report 112-75, the U.S. Congress directed DOE-NE to: • Give “priority to developing enhanced fuels and cladding for light water reactors to improve safety in the event of accidents in the reactor or spent fuel pools.” • Give “special technical emphasis and funding priority…to activities aimed at the development and near-term qualification of meltdown-resistant, accident-tolerant nuclear fuels that would enhance the safety of present and future generations of light water reactors.” • Report “to the Committee, within 90 days of enactment of this act, on its plan for development of meltdown-resistant fuels leading to reactor testing and utilization by 2020.” Fuels with enhanced accident tolerance are those that, in comparison with the standard UO2-zirconium alloy system currently used by the nuclear industry, can tolerate loss of active cooling in the reactor core for a considerably longer time period (depending on the LWR system and accident scenario) while maintaining or improving the fuel performance during normal operations, and operational transients, as well as design-basis and beyond design-basis events. The overall draft strategy for development and demonstration is comprised of three phases: Feasibility Assessment and Down-selection; Development and Qualification; and Commercialization. The activities performed during the feasibility assessment phase include laboratory scale experiments; fuel performance code updates; and analytical assessment of economic, operational, safety, fuel cycle, and environmental impacts of the new concepts. The development and qualification stage will consist of fuel fabrication and large scale irradiation and safety basis testing, leading to qualification and ultimate NRC licensing of the new fuel. The commercialization phase initiates technology transfer to industry for implementation. Attributes for fuels with enhanced accident tolerance include improved reaction kinetics with steam and slower hydrogen generation rate, while maintaining acceptable cladding thermo-mechanical properties; fuel thermo-mechanical properties; fuel-clad interactions; and fission-product behavior. These attributes provide a qualitative guidance for parameters that must be considered in the development of fuels and cladding with enhanced accident tolerance. However, quantitative metrics must be developed for these attributes. To initiate the quantitative metrics development, a Light Water Reactor Enhanced Accident Tolerant Fuels Metrics Development Workshop was held October 10-11, 2012, in Germantown, Maryland.   16. Enhancing the DNA Patent Database

    Final Report on Award No. DE-FG0201ER63171 Principal Investigator: LeRoy B. Walters February 18, 2008 This project successfully completed its goal of surveying and reporting on the DNA patenting and licensing policies at 30 major U.S. academic institutions. The report of survey results was published in the January 2006 issue of Nature Biotechnology under the title “The Licensing of DNA Patents by US Academic Institutions: An Empirical Survey.” Lori Pressman was the lead author on this feature article. A PDF reprint of the article will be submitted to our Program Officer under separate cover. The project team has continued to update the DNA Patent Database on a weekly basis since the conclusion of the project. The database can be accessed at dnapatents.georgetown.edu. This database provides a valuable research tool for academic researchers, policymakers, and citizens. A report entitled Reaping the Benefits of Genomic and Proteomic Research: Intellectual Property Rights, Innovation, and Public Health was published in 2006 by the Committee on Intellectual Property Rights in Genomic and Protein Research and Innovation, Board on Science, Technology, and Economic Policy at the National Academies. The report was edited by Stephen A. Merrill and Anne-Marie Mazza. This report employed and then adapted the methodology developed by our research project and quoted our findings at several points.
