    The method of parametrization of an EFR-DWBA overlap integral developed by T. Udagawa and T. Tamura et al./sup 1/ is improved. Using the improved method we have fitted the experimental double differential energy spectrum of the /sup 8/Be cluster coming from the reaction /sup 208/Pb(/sup 12/C, /sup 8/Be) /sup 212/Po leading to the continuum states and extracted the preformation probability of the ..cap alpha.. cluster at the surface of the /sup 212/Po nucleus. Within the range of calculation error, the result is in agreement with that extracted from fitting the experimental data of ..cap alpha.. decay.

    To be prepared for a range of oil spills, emergency response organizations must have an arsenal of powerful and adaptable equipment. Around the coastal United States, a network of oil spill cooperatives and emergency response organizations stand ready with the technology and the know-how to respond to the first sign of an oil spill. When the telephone rings, they may be required to mop up 200 gallons of oil that leaked off the deck of a ship or to contain and skim 2,000 gallons of oil from a broken hose at a loading terminal. In a few cases each year, they may find themselves responding to a major pollution incident, one that involves hundreds of people and tons of equipment. To clean an oil spill at a New Jersey marine terminal, the local cooperative used the Lundin Oil Recovery Inc. (LORI) skimming system to separate the oil and water and the lift the oil out of the river. The LORI skimming technology is based on sound principles of fluid management - using the natural movement of water instead of trying to fight against it. A natural feeding mechanism delivers oily water through the separation process, and a simple mechanical separation and recovery device - a brush conveyor - removes the pollutants from the water.

    The U.S. Department of Energy Office of Nuclear Energy (DOE-NE), in collaboration with the nuclear industry, has been conducting research and development (R&D) activities on advanced Light Water Reactor (LWR) fuels for the last few years. The emphasis for these activities was on improving the fuel performance in terms of increased burnup for waste minimization and increased power density for power upgrades, as well as collaborating with industry on fuel reliability. After the events at the Fukushima Nuclear Power Plant in Japan in March 2011, enhancing the accident tolerance of LWRs became a topic of serious discussion. In the Consolidated Appropriations Act, 2012, Conference Report 112-75, the U.S. Congress directed DOE-NE to: Give priority to developing enhanced fuels and cladding for light water reactors to improve safety in the event of accidents in the reactor or spent fuel pools. Give special technical emphasis and funding priorityto activities aimed at the development and near-term qualification of meltdown-resistant, accident-tolerant nuclear fuels that would enhance the safety of present and future generations of light water reactors. Report to the Committee, within 90 days of enactment of this act, on its plan for development of meltdown-resistant fuels leading to reactor testing and utilization by 2020. Fuels with enhanced accident tolerance are those that, in comparison with the standard UO2-zirconium alloy system currently used by the nuclear industry, can tolerate loss of active cooling in the reactor core for a considerably longer time period (depending on the LWR system and accident scenario) while maintaining or improving the fuel performance during normal operations, and operational transients, as well as design-basis and beyond design-basis events. The overall draft strategy for development and demonstration is comprised of three phases: Feasibility Assessment and Down-selection; Development and Qualification; and Commercialization. The activities performed during the feasibility assessment phase include laboratory scale experiments; fuel performance code updates; and analytical assessment of economic, operational, safety, fuel cycle, and environmental impacts of the new concepts. The development and qualification stage will consist of fuel fabrication and large scale irradiation and safety basis testing, leading to qualification and ultimate NRC licensing of the new fuel. The commercialization phase initiates technology transfer to industry for implementation. Attributes for fuels with enhanced accident tolerance include improved reaction kinetics with steam and slower hydrogen generation rate, while maintaining acceptable cladding thermo-mechanical properties; fuel thermo-mechanical properties; fuel-clad interactions; and fission-product behavior. These attributes provide a qualitative guidance for parameters that must be considered in the development of fuels and cladding with enhanced accident tolerance. However, quantitative metrics must be developed for these attributes.     Final Report on Award No. DE-FG0201ER63171 Principal Investigator: LeRoy B. Walters February 18, 2008 This project successfully completed its goal of surveying and reporting on the DNA patenting and licensing policies at 30 major U.S. academic institutions. The report of survey results was published in the January 2006 issue of Nature Biotechnology under the title The Licensing of DNA Patents by US Academic Institutions: An Empirical Survey. Lori Pressman was the lead author on this feature article. A PDF reprint of the article will be submitted to our Program Officer under separate cover. The project team has continued to update the DNA Patent Database on a weekly basis since the conclusion of the project. The database can be accessed at dnapatents.georgetown.edu. This database provides a valuable research tool for academic researchers, policymakers, and citizens. A report entitled Reaping the Benefits of Genomic and Proteomic Research: Intellectual Property Rights, Innovation, and Public Health was published in 2006 by the Committee on Intellectual Property Rights in Genomic and Protein Research and Innovation, Board on Science, Technology, and Economic Policy at the National Academies. The report was edited by Stephen A. Merrill and Anne-Marie Mazza. This report employed and then adapted the methodology developed by our research project and quoted our findings at several points.
