Procedures are a critical element of maintaining a safety envelope to ensure safe facility operation. This DOE Writer`s Guide for Technical Procedures addresses the content, format, and style of technical procedures that prescribe production, operation of equipment and facilities, and maintenance activities. The DOE Writer`s Guide for Management Control Procedures and DOE Writer`s Guide for Emergency and Alarm Response Procedures are being developed to assist writers in developing nontechnical procedures. DOE is providing this guide to assist writers across the DOE complex in producing accurate, complete, and usable procedures that promote safe and efficient operations that comply with DOE orders, including DOE Order 5480.19, Conduct of Operations for DOE Facilities, and 5480.6, Safety of Department of Energy-Owned Nuclear Reactors.

Methods for characterizing magnetic footprints of perpendicular magnetic recording writer heads

In this work, the magnetic footprints, along with some of its dynamic features in recording process, of perpendicular magnetic recording writer heads have been characterized by using three different techniques. Those techniques are the spin-stand stationary footprint technique, the spin-stand dynamic footprint technique, and the coherent writing technique combined with magnetic force microscope imaging method. The characteristics of those techniques have been compared to one another. It was found experimentally that the spin-stand stationary method could not precisely catch some peculiar recording dynamics of the write heads in certain conditions. The advantages and disadvantages among all those techniques are also examined and discussed in detail.

Application of optical lens of a CD writer for detecting the blood glucose semi-invasively

Recent technological advancements in the photonics industry have led to a resurgence of interest in optical glucose sensing and to realistic progress toward the development of an optical glucose sensor. Such a sensor has the potential to significantly improve the quality of life for the estimated 16 million diabetics in this country by making routine glucose measurements more convenient. Currently over 100 small companies and universities are working to develop noninvasive or minimally invasive glucose sensing technologies, and optical methods play a large role in these efforts. It has become overwhelmingly clear that frequent monitoring and tight control of blood sugar levels are requisite for effective management of Diabetes mellitus and reduction of the complications associated with this disease. The pain and trouble associated with current “finger-stick” methods for blood glucose monitoring result in decreased patient compliance and a failure to control blood sugar levels. Thus, the development of a convenient noninvasive blood glucose monitor holds the potential to significantly reduce the morbidity and mortality associated with Diabetes. A method and apparatus for noninvasive measurement of blood glucose concentration based on transilluminated laser beam via the Index Finger has been reported in this paper. This method depends on photodiode based laser operating at 632.8 nm wavelength. During measurement, the index finger is inserted into the glucose sensing unit, the transilluminated optical signal is converted into an electrical signal, compared with the reference electrical signal, and the obtained difference signal is processed by signal processing unit which presents the results in the form of blood glucose concentration. This method would enable the monitoring blood glucose level of the diabetic patient continuously, safely and noninvasively.

The purpose of the document is to provide guidance to RCRA Permit Writers and other interested parties regarding the implementation of WMA and SPW approaches according to the proposed amendments to the Subpart F Rule. The document will assist permit writers in defining single or multiple WMAs and includes a description of the proposed criteria to be considered when defining WMAs. The document also provides guidance for identifying the need for SPWs, describes the difference between SPWs and POC wells, and explains the use of SPWs for corrective action. Real and hypothetical cases are presented as examples throughout the document. Appendix I contains proposed modifications to the model permit language to be used in implementing the WMA and SPW approaches. Appendix II compares and contrasts the objectives and uses of WMAs and Corrective Action Management Units (CAMUs).

The National Technical Workgroup on Mixed Waste Thermal Treatment held its annual meeting in Atlanta Georgia on March 12-14, 1996. The National Technical Workgroup (NTW) and this meeting were sponsored under an interagency agreement between EPA and DOE. The 1996 Annual Meeting was hosted by US DOE Oak Ridge Operations in conjunction with Lockheed Martin Energy Systems - Center for Waste Management. A new feature of the annual meeting was the Permit Writer Panel Session which provided an opportunity for the state and federal permit writers to discuss issues and potential solutions to permitting mixed waste treatment systems. In addition, there was substantial discussion on the impacts of the Waste Combustion Performance Standards on mixed waste thermal treatment which are expected to proposed very soon. The 1996 meeting also focussed on two draft technical resource documents produced by NTW on Waste Analysis Plans and Compliance Test Procedures. Issues discussed included public involvement, waste characterization, and emission issues.

Computational Analysis of Coriant and PNNL Radioxenon Data Viewers

The analysis by Coriant of the beta-gamma coincidence data coming from the ARSA systems show a systematic basis towards lower concentrations for all isotopes and a systematic increase in the minimum detectable concentrations. These variations can be directly traced to the method of analysis that is used by the Coriant software compared to the methods that have been developed by the International Noble Gas Experiment collaboration. This report details the differences and suggests solutions where appropriate. The report writers recommend that the algorithm changes be made to the Coriant software to bring up to the international standards.

Sand transverse dune aerodynamics: 3D Coherent Flow Structures from a computational study

The engineering interest about dune fields is dictated by the their interaction with a number of human infrastructures in arid environments. The aerodynamic behaviour of sand dunes in atmospheric boundary layer belongs to the class of bluff bodies. Because of their simple geometry and their frequent occurrence in desert area, transverse sand dunes are usually adopted in literature as a benchmark to investigate dune aerodynamics by means of both computational or experimental approach, usually in nominally 2D setups. The writers suspect the flow in the wake is characterised by 3D features and affected by wind tunnel setup - e.g. blockage effect, duct side wall boundary layer, incoming velocity profile - when experimental studies are carried out. The present study aims at evaluating the 3D flow features of an idealised transverse dune under different setup conditions by means of computational simulations and to compare the obtained results with experimental measurements.

Each facility is tasked with maintaining personnel radiation exposure as low as reasonably achievable (ALARA). A continued effort is required to meet this goal by developing and implementing improvements to technical work documents (TWDs) and work performance. A review of selected TWDs from most facilities shows there is a need to incorporate more radiological control requirements into the TWD. The Radioactive Work Permit (RWP) provides a mechanism to place some of the requirements but does not provide all the information needed by the worker as he/she is accomplishing the steps of the TWD. Requiring the engineers, planners and procedure writers to put the radiological control requirements in the work steps would be very easy if all personnel had a strong background in radiological work planning and radiological controls. Analysis of the morality of intention in nuclear deterrence, with special reference to final retaliation. Doctoral thesis

Quite apart from its apparent political obsolescence, the policy of nuclear deterrence is vulnerable to attack for its seemingly obvious immorality. Nuclear war is blatantly immoral, and nuclear deterrence requires a genuine intention to resort to the nuclear retaliation which would precipitate such a war. Therefore, since it is wrong to intend that which is wrong to do, deterrence is immoral. This thesis seeks to examine the nature of the deterrent intention as a means of verifying the soundness of the above deontological argument. This examination is carried out by first suggesting an acceptable notion of intention in general and then, after analysing the views of deterrent intention by other writers, proceeding to demonstrate the uniqueness of that intention. Having done this, and having explored the possibility that deterrence need not contain a genuine intention to retaliate, the thesis moves on to suggest and defend a moral principle which states that endeavours requiring the formation of an immoral intention may nevertheless be moral. Called the Principle of Double Intention (and based on the Principle of Double Effect), it offers a method for the moral assessment of agents who form immoral intentions within larger contexts. By applying this principle to nuclear deterrence, it is demonstrated that agents who undertake such a policy may be morally justified in doing so, provided certain conditions are met. The thesis closes with a refutation of the objection that an agent cannot rationally form an intention (such as that required in deterrence) which he has no reason to carry out.

Guidance for writing permits for the use or disposal of sewage sludge. Draft report

Section 405(d) of the Clean Water Act (CWA) directs the U.S. Environmental Protection Agency (EPA) to develop regulations containing guidelines for the use and disposal of sewage sludge. On February 19th, 1993, EPA published final regulations at 40 Code of Federal Regulations (CFR) Part 503 as the culmination of a major effort to develop technical standards in response to Section 405(d). These regulations govern three sewage sludge use and disposal practices: land application, surface disposal, and incineration. A key element in EPA's implementation of the Part 503 regulations is educating Agency and State personnel about these new requirements. Although the regulations are generally directly enforceable against all persons involved in the use and disposal of sewage sludge, they will also be implemented through permits issued to treatment works treating domestic sewage as defined in 40 CFR 122.22. Thus, the primary focus of the manual is to assist permit writers in incorporating the Part 503 requirements into permits; it serves as an update to the Guidance for Writing Case-by-Case Permit Conditions for Municipal Sewage Sludge (PB91-145508/HDM).

Recommendations for reducing ambiguity in written procedures.

Previous studies in the nuclear weapons complex have shown that ambiguous work instructions (WIs) and operating procedures (OPs) can lead to human error, which is a major cause for concern. This report outlines some of the sources of ambiguity in written English and describes three recommendations for reducing ambiguity in WIs and OPs. The recommendations are based on commonly used research techniques in the fields of linguistics and cognitive psychology. The first recommendation is to gather empirical data that can be used to improve the recommended word lists that are provided to technical writers. The second recommendation is to have a review in which new WIs and OPs and checked for ambiguities and clarity. The third recommendation is to use self-paced reading time studies to identify any remaining ambiguities before the new WIs and OPs are put into use. If these three steps are followed for new WIs and OPs, the likelihood of human errors related to ambiguity could be greatly reduced.

The goal of this study is to provide a literature search and write a historical narrative of the cultural significance of the study area for the proposed WyCoalGas Inc., pipeline, railroad, well fields, and coal gasification plant. The request for a cultural resource investigation states at a minimum the study shall be a literature search on the narrow one mile corridor along the proposed pipelines, areas included within the various facilities plus a one mile buffer surrounding these facilities. In addition, the study must be tied into appropriate local, state, and national history. The writer of this history has felt a responsibility for providing a realistic assessment of the themes of the study area's historical development. Several ideas have been concentrated upon: its American Indian heritage; the Euro-American's exploitive relationship with the region; and the overriding fragile, arid nature of its land. It is hoped that the government agencies and ultimately the energy company will feel a similiar responsibility toward the study area's historical integrity.

Biking to work in Miami. Final technical report

The objective of the project was to produce and distribute a guide to commuting by bicycle in the Miami metropolitan area. The area is uniquely suited to bicycling because of its pleasant year-round climate and relatively flat topography. Persuading even a small percentage of automobile commuters to try biking to work could result in substantial energy savings in Miami as in most other major metropolitan areas. Seven of the largest employment centers in the area were selected as major commuter destinations suitable for bicycle commuters. Safe and scenic ways of commuting to these areas by bicycle were mapped and described in a series of short narratives. Additional material on safe riding techniques and the choice of equipment was developed. The resulting 40 page booklet, Biking to Work in Miami, was printed and distributed by the author to local cycling groups, bicycle interests, and others. Copies were also sent to interested parties outside the Miami area. The initial reception has been very encouraging and a number of favorable reply cards have been received with useful comments and suggestions. A revised version aimed at stimulating bikers to avail of the soon-to-be-opened rapid transit system is being considered. A writer for the Miami Herald is interested in using parts of the Guide for a series in the newspaper.

A Feasibility Study for Recycling Used Automotive Oil Filters In A Blast Furnace

This feasibility study has indicated that of the approximately 120,000 tons of steel available to be recycled from used oil filters (UOF's), a maximum blast furnace charge of 2% of the burden may be anticipated for short term use of a few months. The oil contained in the most readily processed UOF's being properly hot drained and crushed is approximately 12% to 14% by weight. This oil will be pyrolized at a rate of 98% resulting in additional fuel gas of 68% and a condensable hydrocarbon fraction of 30%, with the remaining 2% resulting as carbon being added into the burden. Based upon the writer's collected information and assessment, there appears to be no operational problems relating to the recycling of UOF's to the blast furnace. One steel plant in the US has been routinely charging UOF's at about 100 tons to 200 tons per month for many years. Extensive analysis and calculations appear to indicate no toxic consideration as a result of the pyrolysis of the small contained oil ( in the 'prepared' UOFs) within the blast furnace. However, a hydrocarbon condensate in the ''gasoline'' fraction will condense in the blast furnace scrubber water and may require additional processing the water treatment system to remove benzene and toluene from the condensate. Used oil filters represent an additional source of high quality iron units that may be effectively added to the charge of a blast furnace for beneficial value to the operator and to the removal of this resource from landfills.

Savannah River National Laboratory - Savannah River Packaging Technology (SRNL-SRPT) delivered the inaugural offering of the Packaging Operations and Maintenance Course for DOE-EM-45's Packaging Certification Program (PCP) at the University of South Carolina Aiken on September 1 and 2, 2009. Twenty-nine students registered, attended, and completed this training. The DOE-EM-45 Packaging Certification Program (PCP) sponsored the presentation of a new training course, Packaging Maintenance and Operations, on September 1-2, 2009 at the University of South Carolina Aiken (USC-Aiken) campus in Aiken, SC. The premier offering of the course was developed and presented by the Savannah River National Laboratory, and attended by twenty-nine students across the DOE, NNSA and private industry. This training informed package users of the requirements associated with handling shipping containers at a facility (user) level and provided a basic overview of the requirements typically outlined in Safety Analysis Report for Packaging (SARP) Chapters 1, 7, and 8. The course taught packaging personnel about the regulatory nature of SARPs to help reduce associated and often costly packaging errors. Some of the topics covered were package contents, loading, unloading, storage, torque requirements, maintaining records, how to handle abnormal conditions, lessons learned, leakage testing (including demonstration), and replacement parts. The target audience for this course was facility operations personnel, facility maintenance personnel, and field quality assurance personnel who are directly involved in the handling of shipping containers. The training also aimed at writers of SARP Chapters 1, 7, and 8, package designers, and anyone else involved in radioactive material packaging and transportation safety. Student feedback and critiques of the training were very positive. SRNL will offer the course again at USC Aiken in September 2010.

Thermodynamic aspects of reformulation of automotive fuels

A study of procedures for measuring and predicting the RVP and the initial vapor emissions of reformulated gasoline blends which contain one or more oxygenated compounds, viz., Ethanol, MTBE, ETBE, and TAME is discussed. Two computer simulation methods were programmed and tested. In one method, Method A, the D-86 distillation data on the blend are used for predicting the blend`s RVP from a simulation of the Mini RVPE (RVP Equivalent) experiment. The other method, Method B, relies on analytical information (PIANO analyzes) on the nature of the base gasoline and utilizes classical thermodynamics for simulating the same RVPE, Mini experiment. Method B, also, predicts the composition and other properties of the initial vapor emission from the fuel. The results indicate that predictions made with both methods agree very well with experimental values. The predictions with Method B illustrate that the admixture of an oxygenate to a gasoline blend changes the volatility of the blend and, also, the composition of the vapor emission. From the example simulations, a blend with 10 vol % ethanol increases the RVP by about 0.8 psi. The accompanying vapor emission will contain about 15% ethanol. Similarly, the vapor emission of a fuel blend with 11 vol % MTBE was calculated to contain about 11 vol % MTBE. Predictions of the behavior of blends with ETBE and ETBE+Ethanol are also presented and discussed. Recognizing that quite some efforts have been invested in developing empirical correlations for predicting RVP, the writers consider the purpose of this paper to be pointing out that the methods of classical thermodynamics are adequate and that there is a need for additional work in developing certain fundamental data that are still lacking.

Job Satisfaction, Disgruntlement and Insider Risk

The prediction of future events and trends was the purview of fortune tellers and science writers; however futuristic studies are now an acceptable form of sociological research including workplace dynamics. The nuclear industry is also affected by workplace trends which currently indicate that there will be fewer jobs and individuals who are employed will be required to have greater technical skills. This reshaping of the workforce is partially due to an aging workforce and diversity within the work environment. The reshaping brings with it the need for greater productivity and employee expectations for increased pay and/or benefits. If employee satisfaction is not realized there is a real possibility of disgruntled employees who then become a potential insider risk to the organization. Typically this is an individual who has been employed for several years, becomes dissatisfied with the job, or some other aspect of their life. If the dissatisfaction is directly related to work the individual may retaliate in a destructive manner. Perceived inequities are a major factor and directly related to situational pressures, opportunity, and personal integrity. It is known that the greatest losses within an organization are attributed to employees working alone or in a conspiracy with fellow employees who engage in theft and other fraudulent activities. In the nuclear industry this threat is intensified by the nature of the work, the materials employees come in contact with and the potential of an occurrence that could adversely affect a large geographic region and/or the security of a country. The paper will address motivating factors, recommendations, and include a profile discussion of a possible disgruntled employee.

Final Draft of RACER Audit

This document describes the approach Waste and Environmental Services - Environmental Data and Analysis plans to take to resolve the issues presented in a recent audit of the WES-EDA Environmental Database relative to the RACER database. A majority of the issues discovered in the audit will be resolved in May 2011 when the WES-EDA Environmental Database, along with other LANL databases, are integrated and moved to a new vendor providing an Environmental Information Management (EIM) system that allows reporting capabilities for all users directly from the database. The EIM system will reside in a publicly accessible LANL cloud-based software system. When this transition occurs, the data quality, completeness, and access will change significantly. In the remainder of this document, this new structure will be referred to as the LANL Cloud System In general, our plan is to address the issues brought up in this audit in three ways: (1) Data quality issues such as units and detection status, which impinge upon data usability, will be resolved as soon possible so that data quality is maintained. (2) Issues requiring data cleanup, such as look up tables, legacy data, locations, codes, and significant data discrepancies, will be addressed as resources permit. (3) Issues associated with data feed problems will be eliminated by the LANL Cloud System, because there will be no data feed. As discussed in the paragraph above, in the future the data will reside in a publicly accessible system. Note that report writers may choose to convert, adapt, or simplify the information they receive officially through our data base, thereby introducing data discrepancies between the data base and the public report. It is not always possible to incorporate and/or correct these errors when they occur. Issues in the audit will be discussed in the order in which they are presented in the audit report. Clarifications will also be noted as the audit report was a draft document, at the time of this response.

GAINING CONSENSUS: THE STORY OF ''OAK RIDGE TENNESSEE - A CITIZEN'S GUIDE TO THE ENVIRONMENT''

In 2001, a diverse group of citizens ranging from conservationists to industrial developers joined forces to produce a factual description of Oak Ridge's environment and the issues associated with contamination on the U.S. Department of Energy (DOE) reservation. This consensus effort was a result of common values not generally seen in this spectrum of philosophies, and of shared concerns about rising property taxes, declining city services, fleeing retail establishments, and diminishing real estate values. These problems are attributed to waning local DOE budgets coupled with Oak Ridge's national reputation of being contaminated and unsafe. This undeserved reputation harms the city's ability to attract new industry to replace declining federal employment and to induce families to live in the community. Representatives from a spectrum of conservation, environmental, economic development, local government, and civic organizations were invited to meet regarding how to best explain the complex environmental story of Oak Ridge and the DOE reservation. This large group decided to publish a straightforward explanation of the environmental quality of the city and its relationship to the DOE reservation in easy-to-understand language. The result was Oak Ridge, Tennessee--A Citizen's Guide to the Environment, a 28-page glossy booklet, distributed through the Chamber of Commerce and other organizations. The Oak Ridger ensured wide distribution in the community by publishing it as an insert in the daily paper. The material is also available on several web sites. A trifold brochure summarizing and promoting the larger document was also produced for wider distribution. The integrity of the Citizen's Guide was ensured by having a six-member editorial team manage writing and review of the document. There was no direct involvement by the DOE and its contractor. Knowledgeable citizen writers from throughout the community contributed technical and descriptive text. A professional technical editor melded the disparate styles into a cohesive publication. Volunteers from about 100 organizations reviewed the draft for accuracy of content and readability. Participating organizations, upon review of the final draft, then decided whether their names would be listed in the document as contributors and supporters. While the writing and editing was primarily accomplished by conservation and civic organizations, funding to print the final publications came largely from economic development interests and their supporters. The positive reception from the public upon release of Oak Ridge, Tennessee--A Citizen's Guide to the Environment stands as testament to the ability of diverse interest groups to come to consensus and communicate the environmental value of their community.

FOILFEST :community enabled security.

The Advanced Concepts Group of Sandia National Laboratories hosted a workshop, ''FOILFest: Community Enabled Security'', on July 18-21, 2005, in Albuquerque, NM. This was a far-reaching look into the future of physical protection consisting of a series of structured brainstorming sessions focused on preventing and foiling attacks on public places and soft targets such as airports, shopping malls, hotels, and public events. These facilities are difficult to protect using traditional security devices since they could easily be pushed out of business through the addition of arduous and expensive security measures. The idea behind this Fest was to explore how the public, which is vital to the function of these institutions, can be leveraged as part of a physical protection system. The workshop considered procedures, space design, and approaches for building community through technology. The workshop explored ways to make the ''good guys'' in public places feel safe and be vigilant while making potential perpetrators of harm feel exposed and convinced that they will not succeed. Participants in the Fest included operators of public places, social scientists, technology experts, representatives of government agencies including DHS and the intelligence community, writers and media experts. Many innovative ideas were explored during the fest with most of the time spent on airports, including consideration of the local airport, the Albuquerque Sunport. Some provocative ideas included: (1) sniffers installed in passage areas like revolving door, escalators, (2) a ''jumbotron'' showing current camera shots in the public space, (3) transparent portal screeners allowing viewing of the screening, (4) a layered open/funnel/open/funnel design where open spaces are used to encourage a sense of ''communitas'' and take advantage of citizen ''sensing'' and funnels are technological tunnels of sensors (the tunnels of truth), (5) curved benches with blast proof walls or backs, (6) making it easy for the public to report, even if not sure/''non-event'' (e.g. ''I'm uncomfortable'') and processing those reports in aggregate not individually, (7) transforming the resident working population into a part-time undercover security/sensor force through more innovative training and (8) adding ambassadors/security that engage in unexpected conversation with the public. The group recommended that we take actions to pursue the following ideas next: (a) A concept for a mobile sensor transport (JMP); (b) Conduct a follow-on workshop; (c) Conduct social experiments/activities to see how people would react to the concepts related to community and security; (d) Explore further aesthetically pleasing, blast-resistance seating areas; and (e) The Art of Freedom (an educational, multi-media campaign).

Extending the frontiers of mass spectrometric instrumentation and methods

The focus of this dissertation is two-fold: developing novel analysis methods using mass spectrometry and the implementation and characterization of a novel ion mobility mass spectrometry instrumentation. The novel mass spectrometry combines ion trap for ion/ion reactions coupled to an ion mobility cell. The long term goal of this instrumentation is to use ion/ion reactions to probe the structure of gas phase biomolecule ions. The three ion source - ion trap - ion mobility - qTOF mass spectrometer (IT - IM - TOF MS) instrument is described. The analysis of the degradation products in coal (Chapter 2) and the imaging plant metabolites (Appendix III) fall under the methods development category. These projects use existing commercial instrumentation (JEOL AccuTOF MS and Thermo Finnigan LCQ IT, respectively) for the mass analysis of the degraded coal products and the plant metabolites, respectively. The coal degradation paper discusses the use of the DART ion source for fast and easy sample analysis. The sample preparation consisted of a simple 50 fold dilution of the soluble coal products in water and placing the liquid in front of the heated gas stream. This is the first time the DART ion source has been used for analysis of coal. Steven Raders under the guidance of John Verkade came up with the coal degradation projects. Raders performed the coal degradation reactions, worked up the products, and sent them to me. Gregg Schieffer developed the method and wrote the paper demonstrating the use of the DART ion source for the fast and easy sample analysis. The plant metabolite imaging project extends the use of colloidal graphite as a sample coating for atmospheric pressure LDI. DC Perdian and I closely worked together to make this project work. Perdian focused on building the LDI setup whereas Schieffer focused on the MSn analysis of the metabolites. Both Perdian and I took the data featured in the paper. Perdian was the primary writer of the paper and used it as a chapter in his dissertation. Perdian and Schieffer worked together to address the revisions and publish it in Rapid Communications in Mass Spectrometry Journal.

Frontiers of Plant Cell Biology: Signals and Pathways, System-Based Approaches 22nd Symposium in Plant Biology (University of California-Riverside)

The symposium ''Frontiers of Plant Cell Biology: Signals and Pathways, Systems-Based Approaches'' was held January 15-18, 2003 at the Riverside Convention Center in Riverside, California. The host organization for the symposium was the Center for Plant Cell Biology (CEPCEB) at the University of California, Riverside (UCR). The meeting, focusing on systems-based approaches to plant cell biology research, was the first of this kind in the field of plant biology. The speakers and nearly 100 posters placed emphasis on recent developments in plant cellular biology and molecular genetics, particularly those employing emerging genomic tools, thereby sharing the most current knowledge in the field and stimulating future advances. In attendance were many well-established scientists and young investigators who approach plant cell biology from different but complementary conceptual and technical perspectives. Indeed, many disciplines are converging in the field of cell biology, producing synergies that will enable plant scientists to determine the function of gene products in the context of living cells in whole organisms. New, cross-disciplinary collaborations, as well as the involvement of computer scientists and chemists in plant biology research, are likely additional outcomes of the symposium. The program included 39 invited session speakers and workshop/panel speakers. Sessions were convened on the following themes: Cell-Cell Communication; Protein Trafficking; Cell Surface, Extracellular Matrix and Cell Wall; Signal Transduction; Signal Transduction and Proteosome; and Systems-Based Approaches to Plant Cell Biology. Workshops on Chemical Genetics and Visual Microscopy were also presented. Abstracts from each of the speaker presentations, as well as the posters presented at the meeting were published in a program booklet given to the 239 faculty members, researchers, postdoctoral scientists and graduate students in attendance. The booklet thus serves as a reference for symposium attendees to locate additional information about a topic of their particular interest and to contact other investigators. In addition, an article reviewing the symposium by science writer Peter V. Minorsky appeared in the June 2003 issue of Plant Physiology, a special issue devoted to systems-based approaches in the study of the model plant Arabidopsis (article submitted as part of this Final Technical Report).

Nuclear Crisis Communications: The Plan Worked. A Critique of NRC Communications in the Fukushima Daiichi Reactor Crisis - 12073

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)
