    The main focus of this American Recovery and Reinvestment Act of 2009 (ARRA) funded project was to design an energy efficient carbon capture and storage (CCS) process using the Recipient�s membrane system for H{sub 2} separation and CO{sub 2} capture. In the ARRA-funded project, the Recipient accelerated development and scale-up of ongoing hydrogen membrane technology research and development (R&D). Specifically, this project focused on accelerating the current R&D work scope of the base program-funded project, involving lab scale tests, detail design of a 250 lb/day H{sub 2} process development unit (PDU), and scale-up of membrane tube and coating manufacturing. This project scope included the site selection and a Front End Engineering Design (FEED) study of a nominally 4 to 10 ton-per-day (TPD) Pre-Commercial Module (PCM) hydrogen separation membrane system. Process models and techno-economic analysis were updated to include studies on integration of this technology into an Integrated Gasification Combined Cycle (IGCC) power generation system with CCS.

    This project compiles medium-duty (MD) aggregated deployment data and provides the compiled detailed analyses to industry. The U.S. Department of Energy's (DOE's) American Recovery and Reinvestment Act (ARRA) deployment and demonstration projects are helping to commercialize technologies for all-electric vehicles, electrified accessories, and electric charging infrastructure. Over 3.2 million miles of in-service all-electric MD truck data from 560 different vehicles have been collected since 2011, and usage data from over 1,000 truck electrification sites have been collected since 2013. Through the DOE's Vehicle Technologies Office, NREL is working to analyze real-time data from these deployment and demonstration projects to quantify the benefits: results and summary statistics are made available through the NREL website as quarterly and annual reports; 23 aggregated reports have been published on the performance and operation of these vehicles; and detailed data are being extracted to help further understand battery use and performance.

    Weatherization reduces energy usage by low-income households, and thereby reduces the environmental impacts of the production and consumption of energy and reduces the social costs associated with those environmental impacts. The nonenergy benefits study conducted as part of the American Recovery and Reinvestment Act of 2009 (ARRA) Weatherization Assistance Program (WAP) evaluation focused on measuring the emissions reductions resulting from WAP program energy usage reductions and estimating the societal value of those emission reductions. While there are other environmental impacts associated with the WAP program, this study focused on emissions impacts because the 2010 National Research Council (NRC) report Hidden Costs of Energy: The Unpriced Consequences of Energy Production and Use recommended that Congress focus on emissions costs because they have the highest documented social impact costs

    Technologies including NMR logging apparatus and methods are disclosed. Example NMR logging apparatus may include surface instrumentation and one or more downhole probes configured to fit within an earth borehole. The surface instrumentation may comprise a power amplifier, which may be coupled to the downhole probes via one or more transmission lines, and a controller configured to cause the power amplifier to generate a NMR activating pulse or sequence of pulses. Impedance matching means may be configured to match an output impedance of the power amplifier through a transmission line to a load impedance of a downhole probe. Methods may include deploying the various elements of disclosed NMR logging apparatus and using the apparatus to perform NMR measurements.

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    Techniques have been developed to use coiled tubing containing a seven-conductor wireline to facilitate logging operations. Equipment has been designed to permit the connection of conventional logging tools to the tubing and the recording of logs. Operating techniques have been developed and applied under various wellbore conditions. The system allows traditional log measurements in a well while wellbore conditions are controlled. Advantages of the system include reduced wellbore pressure during peroration to maximize perforation performance; lubrication during pulling or pushing a logging tool through a borehole so that a more uniform velocity can be maintained with a logging sonde; continued circulation and thus borehole stability during logging; temperature reduction for improved reliability of logging sonde electronics in hot holes; and more stable positioning of perforation equipment. The ability of coiled tubing to push tools down highly deviated or horizontal wellbores makes logging or perforating feasible in these wells. Expenses can often be reduced with coiled-tubing logging because a rig is unnecessary during many operations.

    New methods and apparatus are disclosed which allow measurement of the presence of oil and water in geological formations using a new physical effect called the Acoustic Paramagnetic Logging Effect (APLE). The presence of petroleum in formation causes a slight increase in the earth's magnetic field in the vicinity of the reservoir. This is the phenomena of paramagnetism. Application of an acoustic source to a geological formation at the Larmor frequency of the nucleons present causes the paramagnetism of the formation to disappear. This results in a decrease in the earth3 s magnetic field in the vicinity of the oil bearing formation. Repetitively frequency sweeping the acoustic source through the Larmor frequency of the nucleons present (approx. 2 kHz) causes an amplitude modulation of the earth's magnetic field which is a consequence of the APLE. The amplitude modulation of the earth's magnetic field is measured with an induction coil gradiometer and provides a direct measure of the amount of oil and water in the excitation zone of the formation . The phase of the signal is used to infer the longitudinal relaxation times of the fluids present, which results in the ability in general to separate oil and water and to measure the viscosity of the oil present. Such measurements may be preformed in open boreholes and in cased well bores.

    This paper describes a method of generating pseudovelocity logs using measurements of electrical resistivity. A theoretical relation between electrical resistivity and transit time, which is applicable to a wide range of lithologies, has been developed. The application of this relation using a method which defines lithoresistivity zones as lithological intervals related to the same formation and showing small resistivity variations, has been tested in the Reconcavo sedimentary basin in Bahia, Brazil. A comparison of derived pseudovelocity logs with actual sonic logs for five wells shows the validity of the present approach.

    This NREL Hydrogen and Fuel Cell Technical Highlight describes how early market end users are operating 1,111 fuel cell units at 301 sites in 20 states with funding from the U.S. Department of Energy Fuel Cell Technologies Program and analysis by NREL. The American Recovery and Reinvestment Act (ARRA) funded the deployment of approximately 1,000 fuel cell systems in key early markets to accelerate the commercialization and deployment of fuel cells and fuel cell manufacturing, installation, maintenance, and support services. In support of the ARRA fuel cell deployment objectives, NREL analyzes and validates the technology in real-world applications, reports on the technology status, and facilitates the development of fuel cell technologies, manufacturing, and operations in strategic markets-including material handling equipment, backup power, and stationary power-where fuel cells can compete with conventional technologies. NREL is validating hydrogen and fuel cell systems in real-world settings through data collection, analysis, and reporting. The fuel cell and infrastructure analysis provides an independent, third-party assessment that focuses on fuel cell system and hydrogen infrastructure performance, operation, maintenance, use, and safety. An objective of the ARRA fuel cell project-to deploy approximately 1,000 fuel cell systems in key early markets - has been met in two years. By the end of 2011, 504 material handling equipment (MHE) fuel cell units were operating at 8 facilities and 607 backup power fuel cell units were operating at 293 sites. MHE and backup power are two markets where fuel cells are capable of meeting the operating demands, and deployments can be leveraged to accelerate fuel cell commercialization.

    High initial costs and lack of public awareness of ground-source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy-saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This report highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projectsa distributed GSHP system at a new 500-bed apartment-style student residence hall at the University at Albany. This case study is based on the analysis of detailed design documents, measured performance data, published catalog data of heat pump equipment, and actual construction costs. Simulations with a calibrated computer model are performed for both the demonstrated GSHP system and a baseline heating, ventilation, and airconditioning (HVAC) system to determine the energy savings and other related benefits achieved by the GSHP system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GSHP system, as well as the pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the demonstrated GSHP system compared with the baseline HVAC system. This case study also identifies opportunities for improving the operational efficiency of the demonstrated GSHP system.

This paper highlights the findings of a case study of one of the ARRA-funded GSHP demonstration projects, a ground-source variable refrigerant flow (GS-VRF) system installed at the Human Health Building at Oakland University in Rochester, Michigan. This case study is based on the analysis of measured performance data, maintenance records, construction costs, and simulations of the energy consumption of conventional central heating, ventilation, and air-conditioning (HVAC) systems providing the same level of space conditioning as the demonstrated GS-VRF system. The evaluated performance metrics include the energy efficiency of the heat pump equipment and the overall GS-VRF system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of the GS-VRF system compared with conventional HVAC systems. This case study also identified opportunities for reducing uncertainties in the performance evaluation, improving the operational efficiency, and reducing the installed cost of similar GSHP systems in the future.

    The presence of geothermal aquifers can be detected while drilling in geothermal formations by maintaining a chemical log of the ratio of the concentrations of calcium to carbonate and bicarbonate ions in the return drilling fluid.     The crystal structures of the eubacterial translation initiation factor 2 in apo form and with bound GDP and GTP reveal conformational changes upon nucleotide binding and hydrolysis, notably of the catalytically important histidine in the switch II region. Translation initiation factor 2 (IF2) is involved in the early steps of bacterial protein synthesis. It promotes the stabilization of the initiator tRNA on the 30S initiation complex (IC) and triggers GTP hydrolysis upon ribosomal subunit joining. While the structure of an archaeal homologue (a/eIF5B) is known, there are significant sequence and functional differences in eubacterial IF2, while the trimeric eukaryotic IF2 is completely unrelated. Here, the crystal structure of the apo IF2 protein core from Thermus thermophilus has been determined by MAD phasing and the structures of GTP and GDP complexes were also obtained. The IF2GTP complex was trapped by soaking with GTP in the cryoprotectant. The structures revealed conformational changes of the protein upon nucleotide binding, in particular in the P-loop region, which extend to the functionally relevant switch II region. The latter carries a catalytically important and conserved histidine residue which is observed in different conformations in the GTP and GDP complexes. Overall, this work provides the first crystal structure of a eubacterial IF2 and suggests that activation of GTP hydrolysis may occur by a conformational repositioning of the histidine residue.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following report describes lessons learned about the consumer charging behavior from the EV Project. The EV Project partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.

    Rat sarcoma (Ras) GTPases regulate cell proliferation and survival through effector pathways including Raf-MAPK, and are the most frequently mutated genes in human cancer. Although it is well established that Ras activity requires binding to both GTP and the membrane, details of how Ras operates on the cell membrane to activate its effectors remain elusive. Efforts to target mutant Ras in human cancers to therapeutic benefit have also been largely unsuccessful. Here we show that Ras-GTP forms dimers to activate MAPK. We used quantitative photoactivated localization microscopy (PALM) to analyze the nanoscale spatial organization of PAmCherry1-tagged KRas 4B (hereafter referred to KRas) on the cell membrane under various signaling conditions. We found that at endogenous expression levels KRas forms dimers, and KRasG12D, a mutant that constitutively binds GTP, activates MAPK. Overexpression of KRas leads to formation of higher order Ras nanoclusters. Conversely, at lower expression levels, KRasG12D is monomeric and activates MAPK only when artificially dimerized. Moreover, dimerization and signaling of KRas are both dependent on an intact CAAX (C, cysteine; A, aliphatic; X, any amino acid) motif that is also known to mediate membrane localization. These results reveal a new, dimerization-dependent signaling mechanism of Ras, and suggest Ras dimers as a potential therapeutic target in mutant Ras-driven tumors.

  4. Characterization of a Ras Mutant with Identical GDP- and GTP-Bound Structures

    We previously characterized the G60A mutant of Ras and showed that the switch regions of the GTP-bound but not the GDP-bound form of this mutant adopt an 'open conformation' similar to that seen in nucleotide-free Ras. Here, we mutate Lys147 of the conserved {sup 145}SAK{sup 147} motif in the G60A background and characterize the resulting double mutant (DM). We show that RasDM is the first structure of a Ras protein with identical GDP- and GTP-bound structures. Both structures adopt the open conformation of the active form of RasG60A. The increase in the accessible surface area of the nucleotide is consistent with a 4-fold increase in its dissociation rate. Stopped-flow experiments show no major difference in the two-step kinetics of association of GDP or GTP with the wild type, G60A, or RasDM. Addition of Sos fails to accelerate nucleotide exchange. Overexpression of the G60A or double mutant of Ras in COS-1 cells fails to activate Erk and shows a strong dominant negative effect. Our data suggest that flexibility at position 60 is required for proper Sos-catalyzed nucleotide exchange and that structural information is somehow shared among the switch regions and the different nucleotide binding motifs.

    Rat sarcoma (Ras) GTPases regulate cell proliferation and survival through effector pathways including Raf-MAPK, and are the most frequently mutated genes in human cancer. Although it is well established that Ras activity requires binding to both GTP and the membrane, details of how Ras operates on the cell membrane to activate its effectors remain elusive. Efforts to target mutant Ras in human cancers to therapeutic benefit have also been largely unsuccessful. Here we show that Ras-GTP forms dimers to activate MAPK. We used quantitative photoactivated localization microscopy (PALM) to analyze the nanoscale spatial organization of PAmCherry1-tagged KRas 4B (hereafter referredmore » to KRas) on the cell membrane under various signaling conditions. We found that at endogenous expression levels KRas forms dimers, and KRasG12D, a mutant that constitutively binds GTP, activates MAPK. Overexpression of KRas leads to formation of higher order Ras nanoclusters. Conversely, at lower expression levels, KRasG12D is monomeric and activates MAPK only when artificially dimerized. Moreover, dimerization and signaling of KRas are both dependent on an intact CAAX (C, cysteine; A, aliphatic; X, any amino acid) motif that is also known to mediate membrane localization. These results reveal a new, dimerization-dependent signaling mechanism of Ras, and suggest Ras dimers as a potential therapeutic target in mutant Ras-driven tumors.« less

    This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation. The Energy Center led grantee and subgrantee data collection efforts, administering surveys to 51 grantees and 851 of the approximately 900 subgrantees that were slated to receive DOE weatherization funds in PY08. In all, seven different data collection instruments were used to gather the needed data two instruments for grantees and five for subgrantees. See Table 1 for a list of these survey instruments.     In April 2009, the Department of Energy (DOE) Richland Operations Office (RL) was allocated $1.6 billion (B) in ARRA funding to be applied to cleanup projects at the Hanford Site. DOE-RL selected projects to receive ARRA funding based on 3-criteria: creating/saving jobs, reducing the footprint of the Hanford Site, and reducing life-cycle costs for cleanup. They further selected projects that were currently covered under regulatory documents and existing prime contracts, which allowed work to proceed quickly. CH2M HILL Plateau Remediation Company (CHPRC) is a prime contractor to the DOE focused on the environmental cleanup of the DOE Hanford Site Central Plateau. CHPRC was slated to receive $1.36B in ARRA funding. As of January, 2010, CHPRC has awarded over $200 million (M) in subcontracts (64% to small businesses), created more that 1,100 jobs, and touched more than 2,300 lives - all in support of long-term objectives for remediation of the Central Plateau, on or ahead of schedule. ARRA funding is being used to accelerate and augment cleanup activities already underway under the baseline Plateau Remediation Contract (PRC). This paper details challenges and accomplishments using ARRA funding to meet DOE-RL objectives of creating/saving jobs, expediting cleanup, and reducing lifecycle costs for cleanup during the first months of implementation.

    Under the American Recovery and Reinvestment Act (ARRA), 26 ground source heat pump (GSHP) projects were competitively selected in 2009 to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. One of the selected demonstration projects was proposed by Montana Tech of the University of Montana for a 56,000 sq ft, newly constructed, on-campus research facility the Natural Resources Building (NRB) located in Butte, Montana. This demonstrated GSHP system consists of a 50 ton water-to-water heat pump and a closed-loop ground heat exchanger with two redundant 7.5 hp constant-speed pumps to use water in the nearby flooded mines as a heat source or heat sink. It works in conjunction with the originally installed steam HX and an aircooled chiller to provide space heating and cooling. It is coupled with the existing hot water and chilled water piping in the building and operates in the heating or cooling mode based on the outdoor air temperature. The ground loop pumps operate in conjunction with the existing pumps in the building hot and chilled water loops for the operation of the heat pump unit. The goal of this demonstration project is to validate the technical and economic feasibility of the demonstrated commercial-scale GSHP system in the region, and illustrate the feasibility of using mine waters as the heat sink and source for GSHP systems. Should the demonstration prove satisfactory and feasible, it will encourage similar GSHP applications using mine water, thus help save energy and reduce carbon emissions. The actual performance of the system is analyzed with available measured data for January through July 2014. The annual energy performance is predicted and compared with a baseline scenario, with the heating and cooling provided by the originally designed systems. The comparison is made in terms of energy savings, operating cost savings, cost-effectiveness, and environmental benefits. Finally, limitations in conducting the analysis are identified and recommendations for improvement in the control and operation of such systems are made.

    Log files are a necessary record of events on any system. However, as systems scale, so does the volume of data captured. To complicate matters, this data can be distributed across all nodes within the system. This creates challenges in ways to obtain these files as well as archiving them in a consistent manner. It has become commonplace to develop a custom written utility for each system that is tailored specifically to that system. Formore » computer centers that contain multiple systems, each system would have their own respective utility for gathering and archiving log files. Each time a new log file is produced, a modification to the utility is necessary. With each modification, risks of errors could be introduced as well as spending time to introduce that change. This is precisely the purpose of logjam. Once installed, the code only requires modification when new features are required. A configuration file is used to identify each log file as well as where to harvest it and how to archive it. Adding a new log file is as simple as defining it in a configuration file and testing can be performed in the production environment.« less

    This article introduces a development of pulsed neutron uranium logging instrument. By analyzing the temporal distribution of epithermal neutrons generated from the thermal fission of {sup 235}U, we propose a new method with a uranium-bearing index to calculate the uranium content in the formation. An instrument employing a D-T neutron generator and two epithermal neutron detectors has been developed. The logging response is studied using Monte Carlo simulation and experiments in calibration wells. The simulation and experimental results show that the uranium-bearing index is linearly correlated with the uranium content, and the porosity and thermal neutron lifetime of the formation can be acquired simultaneously.

    SPIRES, an aging high-energy physics publication data base, is in the process of being replaced by INSPIRE. In order to ease the transition from SPIRES to INSPIRE it is important to understand user behavior and the drivers for adoption. The goal of this project was to address some questions in regards to the presumed two-thirds of the users still using SPIRES. These questions are answered through analysis of the log files from both websites. A series of scripts were developed to collect and interpret the data contained in the log files. The common search patterns and usage comparisons are made between INSPIRE and SPIRES, and a method for detecting user frustration is presented. The analysis reveals a more even split than originally thought as well as the expected trend of user transition to INSPIRE.

    A logarithmic amplifier circuit provides pole-zero compensation for improved stability and response time over 6-8 decades of input signal frequency. The amplifer circuit includes a first operational amplifier with a first feedback loop which includes a second, inverting operational amplifier in a second feedstock loop. The compensated output signal is provided by the second operational amplifier with the log elements, i.e., resistors, and the compensating capacitors in each of the feedback loops having equal values so that each break point is offset by a compensating break point or zero.

    New methods and apparatus are disclosed which allow measurement of the presence of oil and water in geological formations using a new physical effect called the Acoustic Paramagnetic Logging Effect (APLE). The presence of petroleum in formation causes a slight increase in the earth's magnetic field in the vicinity of the reservoir. This is the phenomena of paramagnetism. Application of an acoustic source to a geological formation at the Larmor frequency of the nucleons present causes the paramagnetism of the formation to disappear. This results in a decrease in the earth's magnetic field in the vicinity of the oil bearing formation. Repetitively frequency sweeping the acoustic source through the Larmor frequency of the nucleons present (approx. 2 kHz) causes an amplitude modulation of the earth's magnetic field which is a consequence of the APLE. The amplitude modulation of the earth's magnetic field is measured with an induction coil gradiometer and provides a direct measure of the amount of oil and water in the excitation zone of the formation. The phase of the signal is used to infer the longitudinal relaxation times of the fluids present, which results in the ability in general to separate oil and water and to measure the viscosity of the oil present.     This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

The effort was funded by the American Recovery and Reinvestment Act (ARRA) as follow-on to the 2005 Department of Defense (DoD) Renewables Assessment.   16. Drag reduction in coal log pipelines

    It is well-known that solutions of dissolved long-chain macromolecules produce lower friction or drag losses than with the solvent alone. In coal log pipeline (CLP), water is the conveying medium. Synthetic polymers such as poly(ethylene oxide) have been dissolved in water and tested for their extent of drag reduction as a function of concentration and other variables. Lab-scale experimental results for CLP indicate substantial drag reduction at low concentration levels of polymer. But, the macromolecules exhibit degradation under mechanical shear stresses. The large molecules break into smaller units. This degradation effect causes a loss of drag reduction. However, high levels of drag reduction can be maintained as follows: (1) by injecting polymer into the CLP at several locations along the pipeline, (2) by injecting polymer of different particle sizes, (3) by using more robust types of polymers, or (4) by using polymer-fiber mixtures. This report presents the value of drag-reducing agents in terms of pumping power net cost savings. In addition, this report outlines the environmental impact of drag reduction polymers, and end-of-pipeline water treatment processes. For an operating CLP, hundreds of miles in length, the use of poly(ethylene oxide) as a drag reducing agent provides significant pumping power cost savings at a minimal materials cost.

    This report presents a summary of the American Recovery and Reinvestment Act of 2009 (ARRA) evaluation of the U.S. Department of Energy s low-income Weatherization Program. This evaluation focused on the WAP Program Year 2010. The ARRA evaluation produced fourteen separate reports, including this summary. Three separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, and large multifamily. Other reports address the environmental emissions benefits attributable to WAP, and characterize the program. Special studies were conducted to: estimate the impacts of weatherization and healthy homes interventions on asthma-related Medicaid claims in a small cohort in Washington State; assess how weatherization recipients communicate their weatherization experiences to those in their social network, and assess processes implemented to defer homes for weatherization. Small studies addressed energy use in refrigerators, WAP as implemented in the U.S. territories for the first time, and weatherization s impacts on air conditioning energy savings. The national occupant survey was mined for additional insights on the impacts of weatherization on household budgets and energy behaviors post-weatherization. Lastly, the results of a survey of weatherization training centers are summarized.

    Eukaryotic and archaeal translation initiation factors 2, heterotrimers that consist of {alpha}-, {beta}-, and {gamma}-subunits, deliver methionylated initiator tRNA to a small ribosomal subunit in a manner that depends on GTP. To evaluate correlation of the function and association of the subunits, we used isothermal titration calorimetry to analyze the thermodynamics of the interactions between the {alpha}- and {gamma}-subunits in the presence or absence of a nonhydrolyzable GTP analog or GDP. The {alpha}-subunits bound to the {gamma}-subunit with large heat capacity change ({delta}C{sub p}) values. The {delta}H and {delta}C{sub p} values for the interaction between the {alpha}- and {gamma}-subunits varied in the presence of the GTP analog but not in the presence of GDP. These results suggest that the binding of both the {alpha}-subunit and GTP changes the conformation of the switch region of the {gamma}-subunit and increases the affinity of the {gamma}-subunit for tRNA.

    An in-depth study of the state of the art in Geothermal Well Log Interpretation has been made encompassing case histories, technical papers, computerized literature searches, and actual processing of geothermal wells from New Mexico, Idaho, and California. A classification scheme of geothermal reservoir types was defined which distinguishes fluid phase and temperature, lithology, geologic province, pore geometry, salinity, and fluid chemistry. Major deficiencies of Geothermal Well Log Interpretation are defined and discussed with recommendations of possible solutions or research for solutions. The Geothermal Well Log Interpretation study and report has concentrated primarily on Western US reservoirs. Geopressured geothermal reservoirs are not considered.

    In today's petroleum industry, more and more emphasis is being placed on logging and completion techniques for highly deviated (extended-reach) and horizontal boreholes. This is the result of cost-effective development of oil and gas via: a minimum number of production platforms on large structures, incremental but marginal reserves in outlying and/or small fault blocks, shallow reservoirs in deep offshore waters, and significant hydrocarbon accumulations in environmentally sensitive and/or restrictive areas, e.g., perma-frost, urban areas, etc. The major challenge in logging such high-angle, extended-reach, and also horizontal boreholes is guiding the logging tool string to the bottom of the wellbore. In the horizontal portion of a borehole, the use of coiled tubing has proven successful in ''pushing'' the logging instrumentation toward the bottom (end) of the borehole.

    This report contains results of a technical review of software, identified as LGCALC, that processes data collected by a high-resolution gamma-ray borehole logging system. The software presently operates within Westinghouse Hanford Company, Department of Geosciences, to process data collected by the Radionuclide Logging System. The software has been reviewed for its suitability for processing data to be collected by new high-resolution gamma-ray logging trucks scheduled to begin operational tests within Westinghouse Tank Waste Remediation Systems during 1994. Examination of the program code and hands-on operational tests have shown that this software is suitable for its intended use of processing high-resolution gamma-ray data obtained from borehole logging. Most of the code requires no changes, but in a few limited cases, suggestions have been made to correct errors or improve operation. Section 4 describes these changes. The technical review has confirmed the appropriateness, correctness, completeness, and coding accuracy of algorithms used to process spectral gamma-ray data, leading to a calculation of subsurface radionuclide contaminants. Running the program with test data from calibration models has confirmed that the program operates correctly. Comparisons with hand calculations have shown the correctness of the output from the program, based on known input data. Section 3 describes these tests. The recommended action is to make the near term programming changes suggested in Section 4.1 and then use the LGCALC analysis program with the new high-resolution logging systems once they have been properly calibrated.

  8. Logging with coiled tubing less effective than with drill pipe

    Coiled tubing offered neither economic nor operational advantages over drill pipe for conveying logging tools in open hole shallow horizontal wells in Germany. In the past 2 years, Mobil Erdgas-Erdoel GMbH (MEEG) participated in completing eight shallow horizontal wells. These were medium-to-short radius wells at measured depths of between 850 and 2,000 m. The average horizontal section was 350 m. The logging tools were conveyed by coiled tubing or drill pipe. MEEG attempted to log five wells with coiled tubing-conveyed tools, four with 1 1/2-in. tubing. Total depth was reached reliably in only one well, the shallowest and with the shortest horizontal section. Simulation programs were unreliable for calculating the downhole forces of the coil/tool combination or predicting possible helical lockups. In wells with drill pipe-conveyed logs, the tool combination could always be pushed to total depth, and the operations were generally faster and cost less than logging with coiled tubing. Also, drill pipe allowed longer and heavier tool strings. For reliable operations, coiled tubing needs to be more rigid, rig-up/rig-down times need to be improved, and the simulation programs must be more reliable for predicting downhole lock-up.

    The objective of this report is to characterize the fluid properties and fluid-rock interactions that are needed for formation evaluation by NMR well logging. The advances made in the understanding of NMR fluid properties are summarized in a chapter written for an AAPG book on NMR well logging. This includes live oils, viscous oils, natural gas mixtures, and the relation between relaxation time and diffusivity. Oil based drilling fluids can have an adverse effect on NMR well logging if it alters the wettability of the formation. The effect of various surfactants on wettability and surface relaxivity are evaluated for silica sand. The relation between the relaxation time and diffusivity distinguishes the response of brine, oil, and gas in a NMR well log. A new NMR pulse sequence in the presence of a field gradient and a new inversion technique enables the T{sub 2} and diffusivity distributions to be displayed as a two-dimensional map. The objectives of pore morphology and rock characterization are to identify vug connectivity by using X-ray CT scan, and to improve NMR permeability correlation. Improved estimation of permeability from NMR response is possible by using estimated tortuosity as a parameter to interpolate between two existing permeability models.

    Molecular traffic between the nucleus and the cytoplasm is regulated by the nuclear pore complex (NPC), which acts as a highly selective channel perforating the nuclear envelope in eukaryotic cells. The human immunodeficiency virus (HIV) exploits the nucleocytoplasmic pathway to export its RNA transcripts across the NPC to the cytoplasm. Despite extensive study on the HIV life cycle and the many drugs developed to target this cycle, no current drugs have been successful in targeting the critical process of viral nuclear export, even though HIV’s reliance on a single host protein, CRM1, to export its unspliced and partially spliced RNA transcripts makes it a tempting target. Due to recent findings implicating a DEAD-box helicase, DDX3, in HIV replication and a member of the export complex, it has become an appealing target for anti-HIV drug inhibition. In the present research, we have applied a hybrid computational protocol to analyze protein-protein interactions in the HIV mRNA export cycle. This method is based on molecular docking followed by molecular dynamics simulation and accompanied by approximate free energy calculation (MM/GBSA), computational alanine scanning, clustering, and evolutionary analysis. We highlight here some of the most likely binding modes and interfacial residues between DDX3 and CRM1 both in the absence and presence of RanGTP. This work shows that although DDX3 can bind to free CRM1, addition of RanGTP leads to more concentrated distribution of binding modes and stronger binding between CRM1 and RanGTP.

    A high voltage supply is provided for a neutron tube used in well logging. The "biased pulse" supply of the invention combines DC and "full pulse" techniques and produces a target voltage comprising a substantial negative DC bias component on which is superimposed a pulse whose negative peak provides the desired negative voltage level for the neutron tube. The target voltage is preferably generated using voltage doubling techniques and employing a voltage source which generates bipolar pulse pairs having an amplitude corresponding to the DC bias level.

    Two machined blocks of magnesium and aluminum alloys form the basis for Hanford`s density models. The blocks provide known densities of 1.780 {plus_minus} 0.002 g/cm{sup 3} and 2.804 {plus_minus} 0.002 g/cm{sup 3} for calibrating borehole logging tools that measure density based on gamma-ray scattering from a source in the tool. Each block is approximately 33 x 58 x 91 cm (13 x 23 x 36 in.) with cylindrical grooves cut into the sides of the blocks to hold steel casings of inner diameter 15 cm (6 in.) and 20 cm (8 in.). Spacers that can be inserted between the blocks and casings can create air gaps of thickness 0.64, 1.3, 1.9, and 2.5 cm (0.25, 0.5, 0.75 and 1.0 in.), simulating air gaps that can occur in actual wells from hole enlargements behind the casing.

    The objective of this project is to characterize the fluid properties and fluid-rock interactions that are needed for formation evaluation by NMR well logging. This is the first annual progress report submitted to the DOE. It reports on the work completed during the reporting period even if it may have started before this period. This project is a partnership between Professor George J. Hirasaki at Rice University and Professor Kishore Mohanty at University of Houston. In addition to the DOE, this project is supported by a consortium of oil companies and service companies. The fluid properties characterization has emphasized the departure of live oils from correlations based on dead oils. Also, asphaltic components can result in a difference between the T1 and T2 relaxation time distributions as well as reduce the hydrogen index. The fluid rock characterizations that are reported here are the effects of wettability and internal magnetic field gradients. A pore reconstruction method ha s been developed to recreate three-dimensional porous media from two-dimensional images that reproduce some of their key statistical properties. A Monte Carlo simulation technique has been developed to calculate the magnetization decay in fluid saturated porous media given their pore structure.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The American Recovery and Reinvestment Act supported a number of projects that together made up the largest ever deployment of plug-in electric vehicles and charging infrastructure in the U.S. The following document describes the context of the EV Project, which partnered with city, regional and state governments, utilities, and other organizations in 16 cities to deploy about 14,000 Level 2 PEV chargers and 300 DC fast chargers. It also deployed 5,700 all-electric Nissan Leafs and 2,600 plug-in hybrid electric Chevrolet Volts. This research was conducted by Idaho National Laboratory.
