    Hybrid Band{trademark} (H-band) is a Lockheed Martin Missiles and Fire Control (LMMFC) designation for a specific RF modulation that causes disruption of select electronic components and circuits. H-Band enables conventional high-power microwave (HPM) effects (with a center frequency of 1 to 2 GHz, for example) using a higher frequency carrier signal. The primary technical objective of this project was to understand the fundamental physics of Hybrid Band{trademark} Radio Frequency effects on electronic systems. The follow-on objective was to develop and validate a Hybrid Band{trademark} effects analysis process.

    The Information Management Technology Architecture (TA) is being driven by the business objectives of reducing costs and improving effectiveness. The strategy is to reduce the cost of computing through standardization. The Lockheed Martin Idaho Technologies Company (LMITCO) TA is a set of standards and products for use at the Idaho National Engineering Laboratory (INEL). The TA will provide direction for information management resource acquisitions, development of information systems, formulation of plans, and resolution of issues involving LMITCO computing resources. Exceptions to the preferred products may be granted by the Information Management Executive Council (IMEC). Certain implementation and deployment strategies are inherent in the design and structure of LMITCO TA. These include: migration from centralized toward distributed computing; deployment of the networks, servers, and other information technology infrastructure components necessary for a more integrated information technology support environment; increased emphasis on standards to make it easier to link systems and to share information; and improved use of the company`s investment in desktop computing resources. The intent is for the LMITCO TA to be a living document constantly being reviewed to take advantage of industry directions to reduce costs while balancing technological diversity with business flexibility.

    This edition of the Lockheed Martin Energy Systems, Inc., (Energy Systems) Groundwater Program Annual Report summarizes the work carried out by the Energy Systems Groundwater Program Office (GWPO) for fiscal year (FY) 1994. The GWPO is responsible for coordination and oversight for all components of the groundwater programs at the three Oak Ridge facilities [Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site], as well as the Paducah and Portsmouth Gaseous Diffusion Plants (PGDP and PORTS, respectively.) This report describes the administrative framework of the GWPO including staffing, organization, and funding sources. In addition, summaries are provided of activities involving the Technical Support staff at the five facilities. Finally, the results of basic investigations designed to improve our understanding of the major processes governing groundwater flow and contaminant migration on the Oak Ridge Reservation (ORR) are reported. These investigations are conducted as part of the Oak Ridge Reservation Hydrology and Geology Studies (ORRHAGS) program. The relevance of these studies to the overall remediation responsibilities of Energy Systems is discussed.

    This study characterizes theoretical and industry approaches to organizational capabilities management and ascertains whether there is a distinct ''best practice'' in this regard. We consider both physical capabilities, such as technical disciplines and infrastructure, and non-physical capabilities such as corporate culture and organizational procedures. We examine Resource-Based Theory (RBT), which is the predominant organizational management theory focused on capabilities. RBT seeks to explain the effect of capabilities on competitiveness, and thus provide a basis for investment/divestment decisions. We then analyze industry approaches described to us in interviews with representatives from Goodyear, 3M, Intel, Ford, NASA, Lockheed Martin, and Boeing. We found diversity amongst the industry capability management approaches. Although all organizations manage capabilities and consider them to some degree in their strategies, no two approaches that we observed were identical. Furthermore, we observed that theory is not a strong driver in this regard. No organization used the term ''Resource-Based Theory'', nor did any organization mention any other guiding theory or practice from the organizational management literature when explaining their capabilities management approaches. As such, we concluded that there is no single best practice for capabilities management. Nevertheless, we believe that RBT and the diverse industry experiences described herein can provide useful insights to support development of capabilities management approaches.

    Paducah Gaseous Diffusion Plant, located in McCracken County, Kentucky, has been producing enriched uranium since 1952. In July 1993, the US Department of Energy (DOE) leased the production areas of the site to the United States Enrichment Corporation (USEC). A new subsidiary of Lockheed Martin Corporation (formerly Martin Marietta Corporation), Lockheed Martin Utility Services, manages the leased facilities for USEC. DOE maintains responsibility for the environmental restoration and waste management activities at the plant through its management contractor, Lockheed Martin Energy Systems. The purpose of this document is to summarize calendar year 1994 environmental monitoring activities for DOE activities at the Paducah site. DOE requires all of its facilities to conduct and document such activities annually. This report does not include USEC environmental activities.

    To Whom It May Concern, Thank you for your work on infrastructure siting. I have been developing several wind projects in Wyoming for the last seven years. The state of Wyoming is blessed with incredible amounts of fantastic wind and natural gas resources that if developed, could provide the cleanest and lowest cost incremental additions of electricity available to California.....even without the PTC. However, it is generally accepted that due to the significant challenges in siting the Gateway and TransWest Transmission Projects, there may not be any room to build new transmission lines out of Wyoming in the future without impacting other visual and environmental resources. This fact can be confirmed by the BLM officials here in Wyoming. Furthermore, these projects may not even be built to their full capacity due to the restrictions on incumbent utilities ability to rate base investments and a lack of investors with a long enough time horizon. If nothing is done, in ten years when the aforementioned transmission projects are at their capacity, there will be no way to access the remaining generation resources in Wyoming and they will be stranded for decades to come. These big transmission lines take decades to develop and no one will start a new project until this perceived situation is altered. This would be a major setback for the American, and more specifically, the California economy if we knowingly limited our access to the western grid's cheapest and cleanest resources. Something should be done sooner rather than later. This is a looming crisis that has been forgotten as the focus has remained on just getting the current ones across the finish line. There are many ways that this situation can be addressed, such as allowing permitting agencies such as the BLM more latitude when it comes to evaluating impacts from critical transmission corridors. Alternatively, the federal government could find ways to encourage owners of existing and planned transmission lines to upgrade the corridors for maximum transmission capacity and to facilitate that process with both the investment of federal dollars as well as easing rate basing restrictions.     In September 2008, the U.S. Department of Energy and Martin County Economic Development Corporation entered into an agreement to further the advancement of a microtubular PEM fuel cell developed by Microcell Corporation. The overall focus of this project was on research and development related to high volume manufacturing of fuel cells and cost reduction in the fuel cell manufacturing process. The extrusion process used for the microfiber fuel cells in this project is inherently a low cost, high volume, high speed manufacturing process. In order to take advantage of the capabilities that the extrusion process provides, all subsequent manufacturing processes must be enhanced to meet the extrusion line’s speed and output. Significant research and development was completed on these subsequent processes to ensure that power output and performance were not negatively impacted by the higher speeds, design changes and process improvements developed in this project. All tasks were successfully completed resulting in cost reductions, performance improvements and process enhancements in the areas of speed and quality. These results support the Department of Energy’s goal of fuel cell commercialization.

    After almost 40 years of operation, the federal government is withdrawing from the uranium enrichment business. On July 1, the Department of Energy turned over to a new government-owned entity--the US Enrichment Corp. (USEC)--both the DOE enrichment plants at Paducah, Ky., and Portsmouth, Ohio, and domestic and international marketing of enriched uranium from them. Pushed by the inability of DOE's enrichment operations to meet foreign competition, Congress established USEC under the National Energy Policy Act of 1992, envisioning the new corporation as the first step to full privatization. With gross revenues of $1.5 billion in fiscal 1992, USEC would rank 275th on the Fortune 500 list of top US companies. USEC will lease from DOE the Paducah and Portsmouth facilities, built in the early 1950s, which use the gaseous diffusion process for uranium enrichment. USEC's stock is held by the US Treasury, to which it will pay annual dividends. Martin Marietta Energy Systems, which has operated Paducah since 1984 and Portsmouth since 1986 for DOE, will continue to operate both plants for USEC. Closing one of the two facilities will be studied, especially in light of a 40% world surplus of capacity over demand. USEC also will consider other nuclear-fuel-related ventures. USEC will produce only low-enriched uranium, not weapons-grade material. Indeed, USEC will implement a contract now being completed under which the US will purchase weapons-grade uranium from dismantled Russian nuclear weapons and convert it into low-enriched uranium for power reactor fuel.

    The Portsmouth plant is one of two U.S. Department of Energy (DOE)-owned, contractor-managed uranium enrichment facilities in operation. As of July 1, 1993, responsibility for implementing environmental compliance at the facility was split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a government-owned corporation formed by the National Energy Policy Act of 1992, to operate the nation`s uranium enrichment business. The management contractor for DOE is Lockheed Martin Energy Systems (formerly Martin Marietta Energy Systems), which is responsible for waste management, environmental restoration, removal of highly enriched uranium (HEU), and operation of nonleased facilities at the Portsmouth Gaseous Diffusion Plant (DOE/PORTS). Lockheed Martin Utility Services (formerly Martin Marietta Utility Services) provides management services for USEC. The Nuclear Regulatory Commission will assume direct oversight of USEC operations in 1997. Until then, DOE will provide oversight of nuclear safety and safeguards and security. DOE/PORTS is located on about six square miles in Pike County, Ohio. The County has approximately 24,250 residents. The total population within 50 miles of the plant is about 900,000. The main process at PORTS has been the separation of uranium isotopes through gaseous diffusion. Uranium is no longer enriched by DOE at PORTS. The uranium enrichment production operation facilities at the site are leased to USEC and are managed and operated by Lockheed Martin Utility Services.

    The Portsmouth plant is one of two US Department of Energy (DOE)-owned, contractor-managed uranium enrichment facilities in operation. As of July 1, 1993, responsibility for implementing environmental compliance at the facility was split between DOE, as site owner, and the US Enrichment Corporation (USEC), a government-owned corporation formed by the Energy Policy Act of 1992, to operate the nation`s uranium enrichment business. The management contractor for DOE in 1997 was Lockheed Martin Energy Systems, which was responsible for environmental restoration, waste management, removal of highly enriched uranium, and operation of nonleased facilities at the Portsmouth Gaseous Diffusion Plant (DOE/PORTS). A new 5 1/2-year management and integration contract was awarded by DOE to Bechtel Jacobs Company LLC on December 18, 1997. Bechtel Jacobs Company officially assumed management responsibilities on April 1, 1998, when the Lockheed Martin Energy Systems contract expired. Lockheed Martin Utility Services provides management services for USEC. The Nuclear Regulatory Commission assumed direct oversight of USEC operations, formerly a DOE function, in March 1997.

    In this work, we consider Corporate Governance ties among companies from a multiple network perspective. Such a structurenaturally arises from the close interrelation between the Shareholding Network and the Board of Directors network. Inorder to capture the simultaneous effects on both networks on Corporate Governance, we propose to model the Corporate Governance multiple network structure via tensor analysis. In particular, we consider the TOPHITS model, based on the PARAFAC tensor decomposition, to show that tensor techniques can be successfully applied in this context. After providing some empirical results from the Italian financial market in the univariate case, we will show that a tensor-based multiple network approach can reveal important information.

    Frequency domain measurements with Martin-Puplett interferometer is one of a few techniques capable of bunch length measurements at the level of ~ 100 fs. As the bunch length becomes shorter, it is important to know and be able to measure the limitations of the instrument in terms of shortest measurable bunch length. In this paper we describe an experiment using a blackbody source with the modified Martin-Puplett interferometer that is routine- ly used for bunch length measurements at the JLab FEL, as a way to estimate the shortest, measurable bunch length. The limitation comes from high frequency cut-off of the wire-grid polarizer currently used and is estimated to be 50 fs RMS. The measurements are made with the same Golay cell detector that is used for beam measure- ments. We demonstrate that, even though the blackbody source is many orders of magnitude less bright than the coherent transition or synchrotron radiation, it can be used for the measurements and gives a very good signal to noise ratio in combination with lock-in detection. We also compare the measurements made in air and in vacuum to characterize the very strong effect of the atmospheric absorption.

    Martin Marietta Energy Systems, Inc. (Energy Systems), manages five sites for the US Department of Energy. Personnel dosimetry for four of the five sites is coordinated through a Centralized External Dosimetry System (CEDS). These four sites are the Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant (Y-12), the Oak Ridge K-25 Site (K-25), and the Paducah Gaseous Diffusion Plant (PGDP). The fifth Energy Systems site, Portsmouth Gaseous Diffusion Plant, has an independent personnel dosimetry program. The current CEDS personnel neutron dosimeter was first issued in January 1989, after an evaluation and characterization of the dosimeters` response in the workplaces was performed. For the workplace characterization, Energy Systems contracted with Battelle Pacific Northwest Laboratory (PNL) to perform neutron measurements at selected locations at ORNL and Y-12. K-25 and PGDP were not included because their neutron radiation fields were similar to others already planned for characterization at ORNL and Y-12. Since the initial characterization, PNL has returned to Oak Ridge twice to perform follow up measurements, and another visit is planned in the near future.

    The HTS wire development program at Intermagnetics General Corporation is outlined. Technical achievements in the Bi-2223, Tl-1223 and Tl-based conductor program are summarized. Long lengths of Tl-based HTS tapes with uniform transport properties have been fabricated. Multifilament samples of Tl-based HTS tapes have been fabricated for the first time. Optimization of thermomechanical processing is ongoing and weak links is still a major problem in P-I-T tapes. Future work is summarized.

    Sandia National Laboratories, New Mexico (SNL/NM) is a government-owned/contractor-operated facility.     The Portsmouth Gaseous Diffusion Plant (PORTS) is one of two U.S. Department of Energy (DOE)-owned contractor-managed uranium enrichment facilities operating in the United States. Responsibility for implementing environmental compliance at PORTS is split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a corporation formed by the Energy Policy Act of 1992 to operate the nation's uranium enrichment business. The uranium enrichment production and operations facilities at the site are leased to USEC. Martin Marietta Energy Systems and Lockheed Martin Energy Systems were the management contractors for DOE from November 1986 through March 1998. On April 1, 1998, Bechtel Jacobs Company LLC assumed responsibility as the management contractor for DOE. Bechtel Jacobs Company is responsible for environmental restoration, waste management, removal of highly enriched uranium, and operation of nonleased facilities (facilities that are not leased to USEC) at PORTS. This report does not cover USEC operations at PORTS.

This work established a new paradigm for photodetectors.
