    The Information Management Technology Architecture (TA) is being driven by the business objectives of reducing costs and improving effectiveness. The strategy is to reduce the cost of computing through standardization. The Lockheed Martin Idaho Technologies Company (LMITCO) TA is a set of standards and products for use at the Idaho National Engineering Laboratory (INEL). The TA will provide direction for information management resource acquisitions, development of information systems, formulation of plans, and resolution of issues involving LMITCO computing resources. Exceptions to the preferred products may be granted by the Information Management Executive Council (IMEC). Certain implementation and deployment strategies are inherent in the design and structure of LMITCO TA. These include: migration from centralized toward distributed computing; deployment of the networks, servers, and other information technology infrastructure components necessary for a more integrated information technology support environment; increased emphasis on standards to make it easier to link systems and to share information; and improved use of the company`s investment in desktop computing resources. The intent is for the LMITCO TA to be a living document constantly being reviewed to take advantage of industry directions to reduce costs while balancing technological diversity with business flexibility.

    Hybrid Band{trademark} (H-band) is a Lockheed Martin Missiles and Fire Control (LMMFC) designation for a specific RF modulation that causes disruption of select electronic components and circuits. H-Band enables conventional high-power microwave (HPM) effects (with a center frequency of 1 to 2 GHz, for example) using a higher frequency carrier signal. The primary technical objective of this project was to understand the fundamental physics of Hybrid Band{trademark} Radio Frequency effects on electronic systems.     This edition of the Lockheed Martin Energy Systems, Inc., (Energy Systems) Groundwater Program Annual Report summarizes the work carried out by the Energy Systems Groundwater Program Office (GWPO) for fiscal year (FY) 1994. The GWPO is responsible for coordination and oversight for all components of the groundwater programs at the three Oak Ridge facilities [Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site], as well as the Paducah and Portsmouth Gaseous Diffusion Plants (PGDP and PORTS, respectively.) This report describes the administrative framework of the GWPO including staffing, organization, and funding sources. In addition, summaries are provided of activities involving the Technical Support staff at the five facilities. Finally, the results of basic investigations designed to improve our understanding of the major processes governing groundwater flow and contaminant migration on the Oak Ridge Reservation (ORR) are reported. These investigations are conducted as part of the Oak Ridge Reservation Hydrology and Geology Studies (ORRHAGS) program. The relevance of these studies to the overall remediation responsibilities of Energy Systems is discussed.

    To Whom It May Concern, Thank you for your work on infrastructure siting. I have been developing several wind projects in Wyoming for the last seven years. The state of Wyoming is blessed with incredible amounts of fantastic wind and natural gas resources that if developed, could provide the cleanest and lowest cost incremental additions of electricity available to California.....even without the PTC. However, it is generally accepted that due to the significant challenges in siting the Gateway and TransWest Transmission Projects, there may not be any room to build new transmission lines out of Wyoming in the future without impacting other visual and environmental resources. This fact can be confirmed by the BLM officials here in Wyoming. Furthermore, these projects may not even be built to their full capacity due to the restrictions on incumbent utilities ability to rate base investments and a lack of investors with a long enough time horizon. If nothing is done, in ten years when the aforementioned transmission projects are at their capacity, there will be no way to access the remaining generation resources in Wyoming and they will be stranded for decades to come. These big transmission lines take decades to develop and no one will start a new project until this perceived situation is altered. This would be a major setback for the American, and more specifically, the California economy if we knowingly limited our access to the western grid's cheapest and cleanest resources. Something should be done sooner rather than later. This is a looming crisis that has been forgotten as the focus has remained on just getting the current ones across the finish line. There are many ways that this situation can be addressed, such as allowing permitting agencies such as the BLM more latitude when it comes to evaluating impacts from critical transmission corridors. Alternatively, the federal government could find ways to encourage owners of existing and planned transmission lines to upgrade the corridors for maximum transmission capacity and to facilitate that process with both the investment of federal dollars as well as easing rate basing restrictions.     Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied. An internal extraction layer comprises two essential components: a light extraction element (LEE) that does the actual extraction of emitted light and a light coupling layer (LCL) that allows the emitted light to interact with the extraction element. Modeling results show that the optical index of the LCL needs to be high, preferably higher than that of the organic layers with an n value of {approx}1.8. In addition, since the OLED structure needs to be built on top of it the LCL needs to be physically and chemically benign. As the project concluded, our focus was on the tandem hybrid device, which proved to be the more efficient architecture. Cost-efficient device fabrication will provide the next challenges with this device architecture in order to allow this architecture to be commercialized.

    Frequency domain measurements with Martin-Puplett interferometer is one of a few techniques capable of bunch length measurements at the level of ~ 100 fs. As the bunch length becomes shorter, it is important to know and be able to measure the limitations of the instrument in terms of shortest measurable bunch length. In this paper we describe an experiment using a blackbody source with the modified Martin-Puplett interferometer that is routine- ly used for bunch length measurements at the JLab FEL, as a way to estimate the shortest, measurable bunch length. The limitation comes from high frequency cut-off of the wire-grid polarizer currently used and is estimated to be 50 fs RMS. The measurements are made with the same Golay cell detector that is used for beam measure- ments. We demonstrate that, even though the blackbody source is many orders of magnitude less bright than the coherent transition or synchrotron radiation, it can be used for the measurements and gives a very good signal to noise ratio in combination with lock-in detection. We also compare the measurements made in air and in vacuum to characterize the very strong effect of the atmospheric absorption.

    The Portsmouth plant is one of two US Department of Energy (DOE)-owned, contractor-managed uranium enrichment facilities in operation. As of July 1, 1993, responsibility for implementing environmental compliance at the facility was split between DOE, as site owner, and the US Enrichment Corporation (USEC), a government-owned corporation formed by the Energy Policy Act of 1992, to operate the nation`s uranium enrichment business. The management contractor for DOE in 1997 was Lockheed Martin Energy Systems, which was responsible for environmental restoration, waste management, removal of highly enriched uranium, and operation of nonleased facilities at the Portsmouth Gaseous Diffusion Plant (DOE/PORTS). A new 5 1/2-year management and integration contract was awarded by DOE to Bechtel Jacobs Company LLC on December 18, 1997. Bechtel Jacobs Company officially assumed management responsibilities on April 1, 1998, when the Lockheed Martin Energy Systems contract expired. Lockheed Martin Utility Services provides management services for USEC. The Nuclear Regulatory Commission assumed direct oversight of USEC operations, formerly a DOE function, in March 1997.

    Martin Marietta Energy Systems, Inc. (Energy Systems), manages five sites for the US Department of Energy. Personnel dosimetry for four of the five sites is coordinated through a Centralized External Dosimetry System (CEDS). These four sites are the Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant (Y-12), the Oak Ridge K-25 Site (K-25), and the Paducah Gaseous Diffusion Plant (PGDP). The fifth Energy Systems site, Portsmouth Gaseous Diffusion Plant, has an independent personnel dosimetry program. The current CEDS personnel neutron dosimeter was first issued in January 1989, after an evaluation and characterization of the dosimeters` response in the workplaces was performed. For the workplace characterization, Energy Systems contracted with Battelle Pacific Northwest Laboratory (PNL) to perform neutron measurements at selected locations at ORNL and Y-12. K-25 and PGDP were not included because their neutron radiation fields were similar to others already planned for characterization at ORNL and Y-12. Since the initial characterization, PNL has returned to Oak Ridge twice to perform follow up measurements, and another visit is planned in the near future.

The focus of the paper is on the implementation of virtual asset management teams that were assembled with small independent oil companies.     The Portsmouth Gaseous Diffusion Plant (PORTS) is one of two U.S. Department of Energy (DOE)-owned contractor-managed uranium enrichment facilities operating in the United States. Responsibility for implementing environmental compliance at PORTS is split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a corporation formed by the Energy Policy Act of 1992 to operate the nation's uranium enrichment business. The uranium enrichment production and operations facilities at the site are leased to USEC. Martin Marietta Energy Systems and Lockheed Martin Energy Systems were the management contractors for DOE from November 1986 through March 1998. On April 1, 1998, Bechtel Jacobs Company LLC assumed responsibility as the management contractor for DOE. Bechtel Jacobs Company is responsible for environmental restoration, waste management, removal of highly enriched uranium, and operation of nonleased facilities (facilities that are not leased to USEC) at PORTS. This report does not cover USEC operations at PORTS.

    We present preliminary measurements of the electron bunch lengths at the Fermilab A0 Photoinjector using a Martin-Puplett interferometer on loan from DESY. The photoinjector provides a relatively wide range of bunch lengths through laser pulse width adjustment and compression of the beam using a magnetic chicane. We present comparisons of data with simulations that account for diffraction distortions in the signal and discuss future plans for improving the measurement.

In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    Equitable Resources, Inc., in Pittsburgh, Pennsylvania, reports that consolidated income for calendar year 1989 was $50.9 million, or $2.43 per share, up from 1988's $47.1 million, or $2.27 per share. The difference was primarily due to a general increase in retail rates which became effective in January 1989 for distribution customers in the state. A December 1989 settlement of a pipeline subsidiary's rate increase also added to the increase. The rate increase had been in effect since 1986, but the full effect had been reserved pending the outcome of regulatory proceedings, the company stated.

DOSEXPRT computes the intake of a radionuclide in any year (considering both acute and chronic intakes) from in vivo measurements of the retained activity and/or measurements of the activity in excreta. The committed effective and organ doses for the intake are computed as well as the effective and organ doses expected to be received in each calendar year out to 50 years beyond the year of intake. The bioassay records used as input for DOSEXPRT are extracted from the Martin Marietta Energy Systems Occupational Health Information System (OHIS). DOSEXPRT implements a set of algorithms with parameters governing the translocation, retention, and excretion of the nuclide contained in data files specific to the nuclide. These files also contain dose-per-unit-intake coefficients used to compute the committed dose equivalent for the intakes in the year. Annual organ and effective doses are computed using additional dose-rate files that contain data on the dose rate at various times following a unit intake. If measurements are presented for more than one assay for a given nuclide, DOSEXPRT estimates the intake by applying weights assigned in the nuclide file for each assay. DOSEXPRT is accessed off the OHIS MENU No. 4 and designed to be run as a batch processor, but can also be run interactively for testing purposes.

    An option of growing interest to utilities and their customers is the energy service company or ESCO. It typically provides or coordinates several energy services including performing energy audits or analyses, designing and engineering of retrofit projects, managing the installation of more efficient equipment, and maintaining systems for optimal performance. Perhaps the key distinguishing feature of an ESCO is financing that allows the customer to avoid or reduce first costs and pay for the energy services through savings on electric and fuel bills. By paying for the energy services through savings on energy bills, the arrangement becomes a performance contract. It is difficult to find a major utility in North America that is not considering establishing or working with an ESCO. Many have made that commitment and many more are likely to do so. From the perspective of the facility owner, the increased presence of ESCOs will present some challenges in determining the best option, but the rewards for selecting an ESCO of high quality and reliability should be worth it. A facility manager considering a contract with an ESCO that is not a utility subsidiary should call their local utility for comparative information.     The term ESCO has a different meaning to different people. Increasingly, the term is used in its broadest sense to describe any company providing services related to a customer's energy acquisition and use. Previously, the term ESCO was synonymous with contractors who installed new equipment that was paid for by the energy cost savings that resulted. As a result of competition, restructuring and de-regulation of the electricity and gas sectors, the range of firms offering energy services now includes: local utilities using services to retain customers, remote utilities offering services to customers outside their franchise as a door opener to future commodity sales, local and remote utilities who see services as a more lucrative growth opportunity than commodities or transportation of the commodity, facility managers taking advantage of outsourcing trends and using energy management to reduce costs, power marketers, power brokers, aggregators combining energy analysis to segment their customers with processes to identify potential conservation and load management opportunities, cogeneration developers, and agents who help their customers navigate the uncharted waters of the deregulated energy business. This paper will review the impact of the broader definition of ESCOs with a view toward forecasting future trends in the industry including consideration of the fact that the term, energy service, may, itself, be too narrow a definition for a successful business of industry.

    This paper explores the application of contemporary land use planning principles in the Kingdom of Saudi Aramco, the world`s largest oil company, relative to Company-controlled land located in the Eastern Province of the Kingdom. The Eastern Province is the world`s most productive hydrocarbon resource. The Province has witnessed extraordinary industrialization over 25 years due to the exploitation of the oil resource. Saudi Aramco commissioned the planning study to set a course of action which fully considers the consequences such development may have on the social, economic and environmental characteristics of the metropolitan area. In addition to existing developed areas, the study area encompasses a unique desert environment including salts flats, native vegetation, habitat for migrating wildlife and extraordinary geologic formations overlying an important water resource. A Master Plan established a framework of land use, open space, transportation and infrastructure to guide the development of the region over the next 25 years. The Plan emphasizes the redevelopment of industrialized areas for other uses leveraging capital investment to improve quality of the built environment and establishes institutional mechanisms necessary to fully achieve implementation. The study is innovative because (1) a global energy company assumes a leadership role in stewarding its land resource, (2) incorporates contemporary land use planning techniques within a context where such planning is absent, (3) emphasizes redevelopment of industrialized areas, where historically development has simply been directed to the next available undeveloped site, and (4) applies the principles of sustainable land use planning by responding to cultural influences, strengthening local economies and preserving important natural assets. The study establishes a precendent for {open_quotes}corporate environmentalism{close_quotes}and offers a model approach to land use planning in the developing world.

    Several developments have occurred since the 32nd WANTO Meeting that effect the status of the Savannah River Site. A request to restart K-Reactor was issued after nearly three years of intensive engineering analysis, procedure revisions and enhanced operator training to upgrade all aspects of reactor operation. In early December 1991, the Westinghouse Savannah River Company requested permission from DOE to start the K-Reactor. In mid-December the DOE and the Defense Nuclear Facility Safety Board concurred with readiness to operate and a Federal Circuit Court of Appeals ruled against a lawsuit to delay restart until a cooling tower is completed. The K-Reactor was restarted and has been in an evaluation and testing mode. Full power operation at thirty percent of maximum capacity is projected for March 1992 after which actual tritium generation will begin. Operation will continue until October when the cooling tower will be tied into the reactor cooling system. In conjunction with the restart of K-Reactor, the P-Reactor has been placed in permanent shutdown status and the L-Reactor has been placed in warm stand-by. In another reactor related situation, the DOE will delay the decision on construction of the New Production Reactor (NPR) until 1993. The choice of reactor type and location of the NPR will be integrated into the overall programmatic decision on Reconfiguration of the Weapons Complex. Finally, construction of the Replacement Tritium Facility (RTF) was resumed in December 1991 after several months stoppage for evaluation and revision of project funding procedures.
