    In February 1983, the US Department of Energy (DOE) identified a reference repository location at the Hanford Site in Washington as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Columbia Plateau, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Hanford Site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE has found that the Hanford site is not disqualified under the guidelines. The DOE has also found that it is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is nominating the Hanford site as one of five sites suitable for characterization.

    The dominant shrubs were sagebrush and spiny hopsage; the herbs were dominated by cheatgrass and Sandberg bluegrass. Spiny hopsage appeared to be vulnerable to burning and also to damage by off-road vehicular traffic. It appears to have little or no ability to reproduce through seedlings; once the existing plants are killed they are not likely to be replaced, even if seed-producing plants are nearby. The only pure stand of spiny hopsage known to exist on the Hanford Site is on and near study plot 2H. Sagebrush, like spiny hopsage, is killed by burning and by heavy vehicles. Sagebrush is capable of reproducing via seeds, indicating that it is an inherently aggressive species with a capacity to reestablish itself if parent plants are in the vicinity to act as seed sources. Alien, annual plants, especially cheatgrass, were a major contributor to the herbaceous canopy cover in plots 3S, 4S, and 5S. However, native perennial grasses, especially Sandberg bluegrass, were a major contributor to the canopy cover in plots 1S and 2H. These differences are probably caused by differences in soil properties (e.g., water retention capacity), rather than to historical disturbances such as livestock grazing or wildfire. Specimens of Sandwort, Arenaria franklinii, growing near the Reference Repository Location were collected for examination by taxonomists to determine if the specimens are of the variety A. f. thompsonii, a taxon currently listed as threatened in the state of Washington. 16 refs., 7 figs., 3 tabs.

  6. Water Quality Sampling Locations Along the Shoreline of the Columbia River, Hanford Site, Washington

    As environmental monitoring evolved on the Hanford Site, several different conventions were used to name or describe location information for various sampling sites along the Hanford Reach of the Columbia River. These methods range from handwritten descriptions in field notebooks to the use of modern electronic surveying equipment, such as Global Positioning System receivers. These diverse methods resulted in inconsistent archiving of analytical results in various electronic databases and published reports because of multiple names being used for the same site and inaccurate position data. This document provides listings of sampling sites that are associated with groundwater and river water sampling. The report identifies names and locations for sites associated with sampling: (a) near-river groundwater using aquifer sampling tubes; (b) riverbank springs and springs areas; (c) pore water collected from riverbed sediment; and (d) Columbia River water. Included in the listings are historical names used for a particular site and the best available geographic coordinates for the site, as of 2009. In an effort to create more consistency in the descriptive names used for water quality sampling sites, a naming convention is proposed in this document. The convention assumes that a unique identifier is assigned to each site that is monitored and that this identifier serves electronic database management requirements. The descriptive name is assigned for the convenience of the subsequent data user. As the historical database is used more intensively, this document may be revised as a consequence of discovering potential errors and also because of a need to gain consensus on the proposed naming convention for some water quality monitoring sites.

  11. Water quality: Historic values and impact of drilling activities during FY 1988 at the reference repository location in southeastern Washington

    The purpose of the Environmental Monitoring Program was to monitor the characterization activities related to the Basalt Waste Isolation Project (BWIP) at boreholes DC-24CX and DC-25CX and document any environmental impacts as a result of these activities including contamination and/or degradation of the aquifer water quality from the invasion of drilling fluids into the formation and surface contamination from the disposal of drilling fluid at the land surface. The first phase of this program involved describing the baseline water quality at the Reference Repository Location (RRL) including data for spring and surface waters, and both the unconfined and confined aquifers. The second phase involved the collection and analysis of samples collected during drilling operations at wells DC-24CX and DC-25CX. Five surface water and 25 spring sampling sites were designated for chemical and radiological background data collection for BWIP. Chemical and radiological background data from 61 wells that obtain water from the unconfined aquifers indicate that the chemistry of these aquifers is similar to the spring and surface water samples. However, some of the wells show contamination from existing operations and past operations of various facilities on the Hanford Site. These contaminants are both chemical and radiological in nature with nitrate as the primary chemical constituent and tritium as the major radiological constituent. 20 refs., 9 figs., 8 tabs.

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.
