    The feasibility of producing ethanol from carbohydrates in the State of South Carolina is discussed. It is preliminary in the sense that it provides partial answers to some of the questions that exist concerning ethanol production in the state, and is not intended to be a comprehensive treatment of the subject. A great deal more work needs to be done as ethanol fuels become a more significant element in South Carolina's energy mix. The existing carbohydrate resource base in the state is reviewed, the extent to which this base can be increased is estimated, and importation of out-of-state feedstocks to expand the base further is discussed. A discussion of the economics of ethanol production is provided for farm-scale and commercial-sized plants, as is a general discussion of environmental impacts and state permitting and approval requirements. Several other considerations affecting the small-scale producer are addressed, including the use of agricultural residues and manure-derived methane to fuel the ethanol production process. Research needs are identified, and brief case studies for Williamsburg and Orangeburg counties are provided.

    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved.

    A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

    The disclosure herein provides an apparatus for location of a quantity of current vectors in an electrical device, where the current vector has a known direction and a known relative magnitude to an input current supplied to the electrical device. Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

    ABS>This patent presents a method for locating a ground in a d-c circult having a number of parallel branches connected across a d-c source or generator. The complete method comprises the steps of locating the ground with reference to the mildpoint of the parallel branches by connecting a potentiometer across the terminals of the circuit and connecting the slider of the potentiometer to ground through a current indicating instrument, adjusting the slider to right or left of the mildpoint so as to cause the instrument to indicate zero, connecting the terminal of the network which is farthest from the ground as thus indicated by the potentiometer to ground through a condenser, impressing a ripple voltage on the circuit, and then measuring the ripple voltage at the midpoint of each parallel branch to find the branch in which is the lowest value of ripple voltage, and then measuring the distribution of the ripple voltage along this branch to determine the point at which the ripple voltage drops off to zero or substantially zero due to the existence of a ground. The invention has particular application where a circuit ground is present which will disappear if the normal circuit voltage is removed.

    The purpose of this report is to present the current design and implementation of the DIORAMA location type object (LocationType) and to provide examples and use cases. The LocationType object is included in the diorama-app package in the diorama::types namespace. Abstractly, the object is intended to capture the full time history of the location of an object or reference point. For example, a location may be speci ed as a near-Earth orbit in terms of a two-line element set, in which case the location type is capable of propagating the orbit both forward and backward in time to provide a location for any given time. Alternatively, the location may be speci ed as a xed set of geodetic coordinates (latitude, longitude, and altitude), in which case the geodetic location of the object is expected to remain constant for all time. From an implementation perspective, the location type is de ned as a union of multiple independent objects defi ned in the DIORAMA tle library. Types presently included in the union are listed and described in subsections below, and all conversions or transformation between these location types are handled by utilities provided by the tle library with the exception of the \\special-values" location type.

    The IceCube Neutrino Observatory is located in the ice near the geographic South Pole. Particle showers from neutrino interactions in the ice produce light which is detected by IceCube modules, and the amount and pattern of deposited light are used to reconstruct the properties of the incident neutrino. Since light is scattered and absorbed by ice between the neutrino interaction vertex and the sensor, IceCube event reconstruction depends on understanding the propagation of light through the ice. This paper presents the current status of modeling light propagation in South Pole ice, including the recent observation of an azimuthal anisotropy in the scattering.

    To date, four Federal offshore oil-and-gas leasing actions have occurred in the South Atlantic Region. Two additional South Atlantic lease offerings remain on the July 1982 final 5-year OCS oil-and-gas leasing schedule before June 1987. The South Atlantic Region consists of three major sedimentary basins: the Carolina Trough, the Blake Plateau, and the Southeast Georgia Embayment. Lease Sale 43, the first in the South Atlantic Region, featured blocks for exploration in the Southeast Georgia Embayment. Offshore operators drilled a total of six exploratory wells on blocks leased in Lease Sale 43. All were dry. The 43 leases from Lease Sale 43 have now expired, some blocks were relinquished earlier by their lease-holders. In the recent Lease Sales 56 and RS-2, and in the South Atlantic Lease Offering (July 1983), blocks leased were largely concentrated in the Carolina Trough Basin. Exploration of these blocks may begin anew in early 1984. The blocks are in deep water and will require careful, long-range planning before drilling can commence. As of July 1983, all 66 leases from the above three sales are active. Two plans of exploration have been approved by Minerals Management Service for exploration on blocks leased in Lease Sale 56. The plans are for Russell Area, Blocks 709 and 710, and Manteo Area, Block 510. Blocks 709 and 710 are held by ARCO, and Block 510 is held by Chevron. Based on current plans of exploration, operations will begin in 1984, first by Chevron, and sometime later by ARCO. Operations will be supported by a temporary service base to be established at Morehead City, North Carolina. 6 references, 4 figures.

    A helicopter magnetic survey was conducted in August 2007 over 15.6 sq mi at the Naval Petroleum Reserve No. 3s (NPR-3) Teapot Dome Field near Casper, Wyoming. The surveys purpose was to accurately locate wells drilled there during more than 90 years of continuous oilfield operation. The survey was conducted at low altitude and with closely spaced flight lines to improve the detection of wells with weak magnetic response and to increase the resolution of closely spaced wells. The survey was in preparation for a planned CO2 flood for EOR, which requires a complete well inventory with accurate locations for all existing wells. The magnetic survey was intended to locate wells missing from the well database and to provide accurate locations for all wells. The ability of the helicopter magnetic survey to accurately locate wells was accomplished by comparing airborne well picks with well locations from an intense ground search of a small test area.

    The South Caspian Basin is a large Alpine intermontane trough located between Azerbaijan and Western Turkmenistan in the South Caspian Sea. It is about 500 km by 300 km in size. The sedimentary section ranges from 10-15 km thickness near the basin edges and reaches has more than 20 km in the deepest part of the basin. All of the known hydrocarbon production is from the Pliocene-Quaternary section. Characteristic features of the South Caspian Basin include: (1) The enormous thickness of the sedimentary sections; (2) Thick, terrigenous Middle Pliocene sediments deposited under conditions of markedly contrasting tectonic movements-rapid sinking of the basin and growth of the surrounding mountain structures; (3) Extensive development of diapirism and mud volcanism and their geostructural association mainly with the marginal zone of the basin; (4) The block nature of the crystalline basement; and (5) The close relationship of the western part of the South Caspian to the Kura Depression. Individual structures can reach 35 kilometers in length with up to 3000 meters of closure. Structures are complicated by a high degree of crestal faulting, and commonly, mud diapirs and volcanoes. Based on the direction and intensity of structuring, five separate structural-tectonic regions can be identified within the South Caspian Basin: the Apsheron-Balkhan Fold Zone, the Apsheron Archipelago, the Baku Archipelago, the Turkmen Structural Terrace, the Central Fold Zone of the South Caspian.

    An improved method of locating an underground mine fire by comparing the pattern of measured combustion product arrival times at detector locations with a real time computer-generated array of simulated patterns. A number of electronic fire detection devices are linked thru telemetry to a control station on the surface. The mine's ventilation is modeled on a digital computer using network analysis software. The time reguired to locate a fire consists of the time required to model the mines' ventilation, generate the arrival time array, scan the array, and to match measured arrival time patterns to the simulated patterns.

    This study presents an assessment of multiple approaches to determine the home and/or other important locations to a Twitter user. In this study, we present a unique approach to the problem of geotagged data sparsity in social media when performing geoinferencing tasks. Given the sparsity of explicitly geotagged Twitter data, the ability to perform accurate and reliable user geolocation from a limited number of geotagged posts has proven to be quite useful. In our survey, we have achieved accuracy rates of over 86% in matching Twitter user profile locations with their inferred home locations derived from geotagged posts.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    Defects in nuclear fuel elements are ascertained and located within an assembled fuel assembly by ultrasonic means. In a typical embodiment of the invention, an ultrasonic search unit is positioned within the fuel assembly opposite the lower plenum of the fuel element to be tested. An ultrasonic pulse is radially projected into the element. Defective fuel elements are ascertained by ultrasonic reflection measurements.

    A leak detecting microphone inserted directly into fluid within a pipe includes a housing having a first end being inserted within the pipe and a second opposed end extending outside the pipe. A diaphragm is mounted within the first housing end and an acoustic transducer is coupled to the diaphragm for converting acoustical signals to electrical signals. A plurality of apertures are provided in the housing first end, the apertures located both above and below the diaphragm, whereby to equalize fluid pressure on either side of the diaphragm. A leak locating system and method are provided for locating fluid leaks within a pipe. A first microphone is installed within fluid in the pipe at a first selected location and sound is detected at the first location. A second microphone is installed within fluid in the pipe at a second selected location and sound is detected at the second location. A cross-correlation is identified between the detected sound at the first and second locations for identifying a leak location.

    An apparatus for locating a fault within an optical fiber is disclosed. The apparatus, which can be formed as a part of a fiber-optic transmitter or as a stand-alone instrument, utilizes a vertical-cavity surface-emitting laser (VCSEL) to generate a test pulse of light which is coupled into an optical fiber under test. The VCSEL is subsequently reconfigured by changing a bias voltage thereto and is used as a resonant-cavity photodetector (RCPD) to detect a portion of the test light pulse which is reflected or scattered from any fault within the optical fiber. A time interval .DELTA.t between an instant in time when the test light pulse is generated and the time the reflected or scattered portion is detected can then be used to determine the location of the fault within the optical fiber.

  14. Detrecting and Locating Partial Discharges in Transformers

    A collaborative research between the Oak Ridge National Laboratory (ORNL), the American Electric Power (AEP), the Tennessee Valley Authority (TVA), and the State of Ohio Energy Office (OEO) has been formed to conduct a feasibility study to detect and locate partial discharges (PDs) inside large transformers. The success of early detection of the PDs is necessary to avoid costly catastrophic failures that can occur if the process of PD is ignored. The detection method under this research is based on an innovative technology developed by ORNL researchers using optical methods to sense the acoustical energy produced by the PDs. ORNL researchers conducted experimental studies to detect PD using an optical fiber as an acoustic sensor capable of detecting acoustical disturbances at any point along its length. This technical approach also has the potential to locate the point at which the PD was sensed within the transformer. Several optical approaches were experimentally investigated, including interferometric detection of acoustical disturbances along the sensing fiber, light detection and ranging (LIDAR) techniques using frequency modulation continuous wave (FMCW), frequency modulated (FM) laser with a multimode fiber, FM laser with a single mode fiber, and amplitude modulated (AM) laser with a multimode fiber. The implementation of the optical fiber-based acoustic measurement technique would include installing a fiber inside a transformer allowing real-time detection of PDs and determining their locations. The fibers are nonconductive and very small (core plus cladding are diameters of 125 μm for single-mode fibers and 230 μm for multimode fibers). The research identified the capabilities and limitations of using optical technology to detect and locate sources of acoustical disturbances such as in PDs in large transformers. Amplitude modulation techniques showed the most promising results and deserve further research to better quantify the technique’s sensitivity

    A system is described that makes use of positron emitting isotopes for locating brain tumors. This system inherently provides more information about the distribution of radioactivity in the head in less time than existing scanners which use one or two detectors. A stationary circular array of 32 scintillation detectors scans a horizontal layer of the head from many directions simultaneously. The data, consisting of the number of counts in all possible coincidence pairs, are coded and stored in the memory of a Two-Dimensional Pulse-Height Analyzer. A unique method of displaying and interpreting the data is described that enables rapid approximate analysis of complex source distribution patterns. (auth)

It will also seek to quantify the frequency of inspections and review the methods for establishing techniques to ensure reliability and repeatability of inspections at TMLs using qualified inspectors. Also discussed will be the most useful way to document the results of an inspection and how to effectively maintain consistency in the mechanical integrity program. It reviews different methods of inspection and uses lessons learned from in-service experience with numerous mechanical projects in the petrochemical industry.     The Cooperative Network for Renewable Resource Measurements (CONFRRM) is a cooperative effort between NREL and other agencies to conduct long-term solar radiation and wind measurements at selected locations in the United States. CONFRRM expands the geographic coverage of measurement locations and provides high quality data for determining site-specific resources, as well as data for the validation and testing of models to predict available resources based on meteorological or satellite data. Twelve sites are currently active in the CONFRRM network. CONFRRM complements and provides additional geographic coverage to the National Oceanic and Atmospheric Administration's (NOAA's) Integrated Surface Irradiance Study (ISIS) network. Solar data elements measured and reported by the CONFRRM sites include global horizontal irradiance (GHI), direct normal irradiance (DNI), diffuse horizontal irradiance (DHI), and global horizontal irradiance measured with a LI-COR pyranometer. Meteorological data include air temperature, relative humidity, pressure, wind speed, wind direction and peak wind speed. Data logger temperature and battery voltage may also be reported. Prior to January 1, 1996, five CONFRRM sites together with South Caroline State College in Orangeburg, South Carolina, made up the Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network, located in the Southeastern United States. In January 1997 the HBCU sites became part of CONFRRM.

    Accurate seismic event location is integral to the effective monitoring of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), as well as being a fundamental component of earthquake source characterization. To account for the effects of crustal and mantle structure on seismic travel times, and to improve seismic event location in the Middle East and North Africa (MENA), we are developing a set of radially heterogeneous and azimuthally invariant travel-time models of the crust and upper mantle for each MENA seismic station. We begin by developing an average one-dimensional velocity model that minimizes the P-phase travel-time residuals from regional through teleseismic distance at each station. To do this we (1) generate a suite of 1-D velocity models of the earth, (2) compute travel times through the 1-D models using a tau-p formulation to produce standard travel-time tables, and (3) minimize the root-mean-square (rms) residuals between the P-phase arrivals predicted by each model and a groomed set of ISC P-phase arrival times (Engdahl et al., 1991). Once we have an average one-dimensional velocity model that minimizes the P-phase travel-time residuals for all distances, we repeat steps 1 through 3, systematically perturbing the travel-time model and using a grid search procedure to optimize models within regional, upper mantle, and teleseismic distance ranges. Regionalized models are combined into one two-dimensional model, using indicator functions and smoother methodologies to reduce distance and depth discontinuity artifacts between the individual models. Preliminary results of this study at a subset of MENA stations show that we are improving predictability with these models. Cross-validating the travel-time predictions with an independent data set demonstrates a marked reduction in the variance of the travel-time model error distributions.     To promote cooperation in South Asia on environmental research, an international working group comprised of participants from Bangladesh, India, Nepal, Pakistan, Sri Lanka, and the US convened at the Soaltee Hotel in Kathmandu, Nepal, September 12 to 14, 1999. The workshop was sponsored in part by the Cooperative Monitoring Center (CMC) at Sandia National Laboratories in Albuquerque, New Mexico, through funding provided by the Department of Energy (DOE) Office of Nonproliferation and National Security. The CMC promotes collaborations among scientists and researchers in regions throughout the world as a means of achieving common regional security objectives. In the long term, the workshop organizers and participants are interested in the significance of regional information sharing as a means to build confidence and reduce conflict. The intermediate interests of the group focus on activities that might eventually foster regional management of some aspects of water resources utilization. The immediate purpose of the workshop was to begin the implementation phase of a project to collect and share water quality information at a number of river and coastal estuary locations throughout the region. The workshop participants achieved four objectives: (1) gaining a better understanding of the partner organizations involved; (2) garnering the support of existing regional organizations promoting environmental cooperation in South Asia; (3) identifying sites within the region at which data is to be collected; and (4) instituting a data and information collection and sharing process.

    This pilot study project explored the problem of providing access to the nomadic worker who desires to connect a computer through network access points at a number of different locations within the SNL/NM campus as well as outside the campus. The design and prototype development gathered knowledge that may allow a design to be developed that could be extended to a larger number of SNL/NM network drop boxes. The focus was to provide a capability for a worker to access the SNL IRN from a network drop box (e.g. in a conference room) as easily as when accessing the computer network from the office normally used by the worker. Additional study was done on new methods to authenticate the off campus worker, and protect and control access to data.

    Fifty-four objectives were identified to guide the screening of the Nevada Research and Development Area of the Nevada Test Site for relatively favorable locations for the disposal of nuclear waste in a mined geologic repository. The objectives were organized as a hierarchy composed of 4 upper-level, 12 middle-level, and 38 lower-level objectives. The four upper-level objectives account for broad national goals to contain and isolate nuclear waste in an environmentally sound and economically acceptable manner. The middle-level objectives correspond to topical categories that logically relate the upper-level objectives to site-specific concerns such as seismicity, sensitive species, and flooding hazards (represented by the lower-level objectives). The relative merits of alternative locations were compared by an application of decision analysis based on standard utility theory. The relative favorabilities of pertinent physical conditions at each alternative location were weighted in relation to the importance of objectives, and summed to produce maps indicating the most and the least favorable locations. Descriptions of the objectives were organized by the hierarchical format; they detail the applicability of each objective to geologic repository siting, previously published siting criteria corresponding to each objective, and the rationale for the weight assigned to each objective, and the pertinent attributes for evaluating locations with respect to each objective. 51 references, 47 figures, 4 tables.

    One of the main objectives of this DOE-sponsored project was to reduce customer outage time. Fault location, prediction, and protection are the most important aspects of fault management for the reduction of outage time. In the past most of the research and development on power system faults in these areas has focused on transmission systems, and it is not until recently with deregulation and competition that research on power system faults has begun to focus on the unique aspects of distribution systems. This project was planned with three Phases, approximately one year per phase. The first phase of the project involved an assessment of the state-of-the-art in fault location, prediction, and detection as well as the design, lab testing, and field installation of the advanced protection system on the SCE Circuit of the Future located north of San Bernardino, CA. The new feeder automation scheme, with vacuum fault interrupters, will limit the number of customers affected by the fault. Depending on the fault location, the substation breaker might not even trip. Through the use of fast communications (fiber) the fault locations can be determined and the proper fault interrupting switches opened automatically. With knowledge of circuit loadings at the time of the fault, ties to other circuits can be closed automatically to restore all customers except the faulted section. This new automation scheme limits outage time and increases reliability for customers. The second phase of the project involved the selection, modeling, testing and installation of a fault current limiter on the Circuit of the Future. While this project did not pay for the installation and testing of the fault current limiter, it did perform the evaluation of the fault current limiter and its impacts on the protection system of the Circuit of the Future.     The Savannah River National Laboratory (SRNL) was requested to lead a Law Enforcement Working Group that was formed to collaborate on common operational needs. All agencies represented on the working group ranked their need to tag, track, and locate a witting or unwitting target as their highest priority. Specifically, they were looking for technologies more robust than Global Positioning Satellite (GPS), could communicate back to the owner, and worked where normal cell phone communications did not work or were unreliable. SRNL brought together multiple technologies in a demonstration that was held in in various Alaska venues, including metropolitan, wilderness, and at-sea that met the working group's requirements. Using prototypical technologies from Boeing, On Ramp, and Fortress, SRNL was able to demonstrate the ability to track personnel and material in all scenarios including indoors, in heavily wooden areas, canyons, and in parking garages. In all cases GPS signals were too weak to measure. Bi-directional communication was achieved in areas that Wi-Fi, cell towers, or traditional radios would not perform. The results of the exercise will be presented. These technologies are considered ideal for tracking high value material such has nuclear material with a platform that allows seamless tracking anywhere in the world, indoors or outdoors.

    We present the Sandia Advanced Personnel Locator Engine (SAPLE) web application, a directory search application for use by Sandia National Laboratories personnel. SAPLE's purpose is to return Sandia personnel 'results' as a function of user search queries, with its mission to make it easier and faster to find people at Sandia. To accomplish this, SAPLE breaks from more traditional directory application approaches by aiming to return the correct set of results while placing minimal constraints on the user's query. Two key features form the core of SAPLE: advanced search query interpretation and inexact string matching. SAPLE's query interpretation permits the user to perform compound queries when typing into a single search field; where able, SAPLE infers the type of field that the user intends to search on based on the value of the search term. SAPLE's inexact string matching feature yields a high-quality ranking of personnel search results even when there are no exact matches to the user's query. This paper explores these two key features, describing in detail the architecture and operation of SAPLE. Finally, an extensive analysis on logged search query data taken from an 11-week sample period is presented.

    This paper evaluates the opportunity to load co-located wind and solar generation capacity onto a constrained transmission system while engendering only minimal losses. It quantifies the economic and energy opportunities and costs associated with pursuing this strategy in two Texas locations – one in west Texas and the other in south Texas. The study builds upon previous work published by the American Solar Energy Society (ASES) which illuminated the potential benefits of negative correlation of wind and solar generation in some locations by quantifying the economic and energy losses which would arise from deployment of solar generation in areas with existing wind generation and constrained transmission capacity. Clean Energy Associates (CEA) obtained and incorporated wind and solar resource data and the Electric Reliability Council of Texas (ERCOT)) load and price data into a model which evaluates varying levels of solar thermal, solar photovoltaic (PV) and wind capacity against an assumed transmission capacity limit at each of the two locations.

    This atlas of the south central region combines seven collections of wind resource data: one for the region, and one for each of the six states (Arkansas, Kansas, Louisiana, Missouri, Oklahoma, and Texas). At the state level, features of the climate, topography, and wind resource are discussed in greater detail than that provided in the regional discussion, and the data locations on which the assessment is based are mapped. Variations, over several time scales, in the wind resource at selected stations in each state are shown on graphs of monthly average and interannual wind speed and power, and hourly average wind speed for each season. Other graphs present speed, direction, and duration frequencies of the wind at these locations.

    The Cooperative Monitoring Center (CMC) promotes collaborations among scientists and researchers in several regions as a means of achieving common regional security objectives. To promote cooperation in South Asia on environmental research, an international working group made up of participants from Bangladesh, India, Nepal, Pakistan, and the United States convened in Kathmandu, Nepal, from February 17-23,2002. The workshop was held to further develop the South Asia Transboundary Water Quality Monitoring (SATWQM) project. The project is sponsored in part by the CMC located at Sandia National Laboratories in Albuquerque, New Mexico through funding provided by the US. Department of State, Regional Environmental Affairs Office, American Embassy, Kathmandu, Nepal, and the National Nuclear Security Administration's (NNSA) Office of Nonproliferation and National Security. This report summarizes the SATWQM project, the workshop objectives, process and results. The long-term interests of the participants are to develop systems for sharing regional environmental information as a means of building confidence and improving relations among South Asian countries. The more immediate interests of the group are focused on activities that foster regional sharing of water quality data in the Ganges and Indus River basins. Issues of concern to the SATWQM network participants include studying the impacts from untreated sewage and industrial effluents, agricultural run-off, salinity increases in fresh waters, the siltation and shifting of river channels, and the environmental degradation of critical habitats such as wetlands, protected forests, and endangered aquatic species conservation areas. The workshop focused on five objectives: (1) a deepened understanding of the partner organizations involved; (2) garnering the support of additional regional and national government and non-government organizations in South Asia involved in river water quality monitoring; (3) identification of

    Urban waste management is becoming an increasingly complex task, absorbing a huge amount of resources, and having a major environmental impact. The design of a waste management system consists in various activities, and one of these is related to the location of waste collection sites. In this paper, we propose an integer programming model that helps decision makers in choosing the sites where to locate the unsorted waste collection bins in a residential town, as well as the capacities of the bins to be located at each collection site. This model helps in assessing tactical decisions through constraints that force each collection area to be capacitated enough to fit the expected waste to be directed to that area, while taking into account Quality of Service constraints from the citizens' point of view. Moreover, we propose an effective constructive heuristic approach whose aim is to provide a good solution quality in an extremely reduced computational time. Computational results on data related to the city of Nardo, in the south of Italy, show that both exact and heuristic approaches provide consistently better solutions than that currently implemented, resulting in a lower number of activated collection sites, and a lower number of bins to be used.

    The basalt stratigraphy and geologic structures of eastern Umtanum Ridge have been mapped and studied in detail to help assess the feasibility of nuclear waste terminal storage on the Hanford Site in southeastern Washington State. Eastern Umtanum Ridge is an asymmetric east-west-trending anticline of Columbia River basalt that plunges 5 degrees eastward into the Pasco Basin. Geologic mapping and determination of natural remanent magnetic polarity and chemical composition reveal that flows of the Pomona and Umatilla Members (Saddle Mountains Basalt), Priest Rapids and Frenchman Springs Members (Wanapum Basalt), and Grande Ronde Basalt were erupted as fairly uniform sheets. The Wahluke and Huntzinger flows (Saddle Mountains Basalt) fill a paleovalley cut into Wanapum Basalt. No evidence was found to indicate Quaternary-age movement on any structures in the map area. The basalt strata on the south limb of the Umtanum anticline display relatively little tectonic deformation since Miocene-Pliocene time. Thus, the buried south flank of Umtanum Ridge may provide an excellent location for a nuclear waste repository beneath the Hanford Site.

    Exploration for hydrocarbons along the Pacific margin of Central America and northern South America has been limited and spasmodic. Less than 100 exploration wells have been drilled, with nearly 50 of these being in the Santa Elena, Progreso, and Guayas basins in Ecuador. Shows have been reported in some wells, and a few oil seeps are known. The only commercial production established to date has been from the Santa Elena Peninsula in Ecuador in the extreme south of the study area. Understanding of the geology in this part of the continental margin is incomplete at best. This paper reviews present-day knowledge in an attempt to define the sedimentary basins better, to characterize their structure and stratigraphy, and to assess their petroleum prospects. The area of continental margin reviewed is to the north, located northwest of the trench system where oceanic crust of the Cocos plate subducts under the Caribbean plate, and to the south, where the northern part of the Nazca plate collides with the South American plate. This plate tectonic setting forms the framework on which local structural and sedimentary events have created a series of relatively small trench-slope and forearc basins in what is now the coastal plain and adjacent offshore area of Central and South America, south or west of a line of mountain ranges with active volcanism. Sedimentary fill is generally of Tertiary age. The basins and subbasins recognized and described include: in Ecuador - Guayas, Santa Elena, Progreso, Valdivia, Bajo Grande, Manta, Muisne-Esmeraldas, and Borbon; in Colombia - Choco-Pacific; in Panama - Gulf of Panama basin complex (Santiago, Tonosi, Sambu), and Burica-Chiriqui; in Costa Rica - Terraba and Coronado/Tempisque; in Nicaragua - San Juan del Sur; and in the Honduras, El Salvador, and Guatemala - the Pacific coastal basin.

The length of a fiber would be continuously shorted as it is progressively destroyed by a shock wave traveling parallel to its axis. The resulting backscattered and shifted light would eventually enter a detector and be converted into a proportional electrical signals which would be evaluated to determine shock velocity and damage location. The corresponding reduction in output, because of the shortening of the optical fibers, is used as it is received to determine the velocity and position of the shock front as a function of time. As a damage location sensor the sensor fiber cracks along with the structure to which it is mounted. The size of the resulting drop in detector output is indicative of the location of the crack.

    We present methods to calculate the location of EMP pulses when observed by 5 or more satellites. Simulations show that, even with a good initial guess and fitting a location to all of the data, there are sometime outlier results whose locations are much worse than most cases. By comparing simulations using different ionospheric transfer functions (ITFs), it appears that the outliers are caused by not including the additional path length due to refraction rather than being caused by not including higher order terms in the Appleton-Hartree equation. We suggest ways that the outliers can be corrected. These correction methods require one to use an electron density profile along the line of sight from the event to the satellite rather than using the total electron content (TEC) to characterize the ionosphere.

    A method of determining the location and history of metallic nitride and/or oxynitride inclusions in metallic melts. The method includes the steps of labeling metallic nitride and/or oxynitride inclusions by making a coreduced metallic-hafnium sponge from a mixture of hafnium chloride and the chloride of a metal, reducing the mixed chlorides with magnesium, nitriding the hafnium-labeled metallic-hafnium sponge, and seeding the sponge to be melted with hafnium-labeled nitride inclusions. The ingots are neutron activated and the hafnium is located by radiometric means. Hafnium possesses exactly the proper metallurgical and radiochemical properties for this use.

    Milankovitch-type bedding cycles are well developed in the Upper Cretaceous Fort Hays Limestone Member, Niobrara Formation. These time-equivalent cycles can be correlated across much of Colorado, Kansas, and northeastern New Mexico by combining subsurface and outcrop data. Documentation of thickness variations within the regionally persistent Fort Hays bedding sequences furnishes a basis for fine-scale analysis of Late Cretaceous crustal movements within the eastern ramp region of the Western Interior foreland basin. Regional thickness changes in groups of shale-limestone couplets were correlated and mapped in outcrop and in the subsurface to locate structural elements that influenced Fort Hays deposition. In the Denver-Julesburg basin of Colorado and western Kansas, up to 6.1 m (20 ft) of thinning of the section occurs dominantly along northeastwardly trending belts formed during Late Cretaceous reactivation of the Transcontinental arch. Mapping of these small-scale thickness changes in the Fort Hays demonstrates that Cretaceous reactivation of the Transcontinental arch was not restricted to the northern part of the Denver-Julesburg basin. Additional structures may occur as far south as the Colorado-New Mexico border. A northwestwardly thinning trend is also apparent and may have resulted from increased compaction and diagenesis, reduction of sediment input during transgression, or from uplift in the vicinity of the Colorado Front Range. 8 figures.

    The Ocean Drilling Program (ODP) has completed three expeditions bordering South America and is in the planning stages of a further expedition. The first cruise, Leg 110, drilled at six sites on a transect across the structural boundary between the overthrusting Barbados Ridge Complex and Atlantic abyssal plain (Caribbean/Atlantic Plate Boundary) in order to investigate structural, hydrological, and diagenetic effects of the transition from undeformed deep sea sediments to stratally disrupted melange on land. The second cruise, Leg 112, drilled ten sites to investigate the geological and paleoceanographic history of the area between the Peru Trench (which marks the suture between the Nazca and South American Plates) and the Peruvian coast. A third cruise, Leg 1 41, drilled the Chile Triple Junction, which represents the only presently active ridge-crest subduction and the physical properties and geochemistry of gas hydrates in oceanic sediments. A fourth cruise off South America is presently in the planning stage by the international science community. This proposed paleoceanographic transect is on the Ceara Rise off northern Brazil and has a proposed objective, amongst others, of studying the history of deep water flow of the Atlantic during the Cenozoic with an emphasis on the relationships between deep water circulation chemistry and the Earth's climate. This paper focuses on the significant scientific results of the above cruises and discusses future plans off South America.

No formal method had been developed to communicate the location and nature of ACBM to maintenance personnel in the Fast Flux Test Facility (FFTF) 400 Area. The scope of this Data Package Document is to locate and evaluate any ACBM found at FFTF which constitutes a baseline. This includes all buildings within the protected area. These findings are compiled from earlier reports, numerous work packages and engineering evaluations of employee findings.

    Fluor Daniel Northwest (FDNW) has been tasked by Lockheed Martin Hanford Corporation (LMHC) to incorporate current location data for 64 of the 200-Area plateau inactive miscellaneous underground storage tanks (IMUST) into the centralized mapping computer database for the Hanford facilities. The IMUST coordinate locations and tank names for the tanks currently assigned to the Hanford Site contractors are listed in Appendix A. The IMUST are inactive tanks installed in underground vaults or buried directly in the ground within the 200-East and 200-West Areas of the Hanford Site. The tanks are categorized as tanks with a capacity of less than 190,000 liters (50,000 gal). Some of the IMUST have been stabilized, pumped dry, filled with grout, or may contain an inventory or radioactive and/or hazardous materials. The IMUST have been out of service for at least 12 years.

    The accurate location and identification of hazardous waste materials dumped in the world`s oceans are becoming an increasing concern. For years, the oceans have been viewed as a convenient and economical place to dispose of all types of waste. In all but a few cases, major dump sites have been closed leaving behind years of accumulated debris. The extent of past environmental damage, the possibility of continued environmental damage, and the possibility of hazardous substances reaching the human food chain need to be carefully investigated. This paper reports an attempt to accurately locate and identify the radioactive component of the waste material. The Department of Energy`s Remote Sensing Laboratory (RSL), in support of the US Environmental Protection Agency (EPA), provided the precision navigation system and prototype underwater radiological monitoring equipment that were used during this project. The paper also describes the equipment used, presents the data obtained, and discusses future equipment development.

For sparsely populated areas or highways it's typically road name and nearest milepost number. This is paired with road intersection information to help responders approach the incident as quickly and safely as possible. If responders are new to the area, or for cross-country response, more assistance is needed. If dispatchers had mileposts as points on their maps they could provide this assistance as well as vital information to public safety authorities as the incident unfolds. Mileposts are already universally understood and used. The missing rural response piece is to get milepost locations onto dispatch and control center screens.

    The Pacific Northwest National Laboratory researchers used a computational fluid dynamics (CFD) computer code to evaluate the mixing at a sampling system location of a research and development facility. The facility requires continuous sampling for radioactive air emissions. Researchers sought to determine whether the location would meet the criteria for uniform air velocity and contaminant concentration as prescribed in the American National Standard Institute (ANSI) standard, Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stacks and Ducts of Nuclear Facilities. Standard ANSI/HPS N13.1-1999 requires that the sampling location be well-mixed and stipulates specific tests (e.g., velocity, gas, and aerosol uniformity and cyclonic flow angle) to verify the extent of mixing.. The exhaust system for the Radiochemical Processing Laboratory was modeled with a CFD code to better understand the flow and contaminant mixing and to predict mixing test results. The CFD results were compared to actual measurements made at a scale-model stack and to the limited data set for the full-scale facility stack. Results indicated that the CFD code provides reasonably conservative predictions for velocity, gas, and aerosol uniformity. Cyclonic flow predicted by the code is less than that measured by the required methods. In expanding from small to full scale, the CFD predictions for full-scale measurements show similar trends as in the scale model and no unusual effects. This work indicates that a CFD code can be a cost-effective aid in design or retrofit of a facilitys stack sampling location that will be required to meet Standard ANSI/HPS N13.1-1999.

We show that the essential spectrum coincides with the spectrum of a planar tube provided that the second fundamental form of the manifold vanishes at infinity and the transport of the cross-section along the manifold is asymptotically parallel. For low dimensions and codimension, the result applies to the location of propagating states in nanostructures under physically natural conditions.

    Plug-in hybrid electric vehicle (PREV) is an environment friendly modem transportation method and has been rapidly penetrate the transportation system. Renewable energy is another contributor to clean power but the associated intermittence increases the uncertainty in power generation. As a foreseen benefit of a vchicle-to-grid (V2G) system, PREV supporting infrastructures like battery exchange stations can provide battery service to PREV customers as well as being plugged into a power grid as energy sources and stabilizer. The locations of exchange stations are important for these two objectives under constraints from both ,transportation system and power grid. To model this location problem and to understand and analyze the benefit of a V2G system, we develop a two-stage stochastic program to optimally locate the stations prior to the realizations of battery demands, loads, and generation capacity of renewable power sources. Based on this model, we use two data sets to construct the V2G systems and test the benefit and the performance of these systems.

    Blackness (neutron absorption) testing was conducted in August 1994 on selected South Texas Project (STP) electric generating station spent-fuel pool (SFP) storage racks as required by the surveillance monitoring program. The tests were performed to determine if gaps had developed in the Boraflex neutron poison material and to determine size and location of any gaps identified. The testing was performed by HOLTEC International using a specially designed logging tool containing a {sup 252}Cf neutron source and four boron trifluoride (BF{sub 3}) thermal neutron detectors.

    WRAN is a network of instrument stations sited throughout South Dakota. As of 2010, there are eleven stations, and some have been collecting data since 2001. The purpose of the WRAN:

    There are several reasons why the WRAN was built. One of the most obvious is that it will allow verification of the existing resource assessments of our state. South Dakota has tremendous potential as an exporter of wind-generated electricity. There has recently been a great deal of publicity over a Pacific Northwest National Laboratories study conducted in the early 1990s that ranked the contiguous 48 states in terms of their potential to produce windpower. (Click here for the results of this study as given by the American Wind Energy Association.) South Dakota ranked fourth in that study. Also, more recently, detailed maps of the wind resource in South Dakota were produced by the National Renewable Energy Laboratory (NREL). Unfortunately, both of these studies had to rely heavily on computer-generated models and very sparse measured data, because very little appropriate measured data exists. The WRAN will provide valuable data that we anticipate will validate the NREL maps, and perhaps suggest minor adjustments.

    There are many other benefits the WRAN will provide. The data it will measure will be at heights above ground that are more appropriate for predicting the performance of large modern wind turbines, as opposed to data collected at National Weather Service stations whose anemometers are usually only about 9 m (30 feet) above ground. Also, we will collect some different types of data than most wind measurement networks, which will allow a series of important studies of the potential impact and value of South Dakota's windpower. In addition, all of the WRAN data will be made available to the public via this WWWeb site. Reregulation and demand for energy resources to support economic growth are driving international natural gas and electricity exchange initiatives. Panelists focused on the gas and electric power industry in Latin America in terms of the: transport of gas or transmission of electricity; energy market integration in the southern cone of South America; and issues on gas use for electricity generation in South America countries.     We report that double-difference methods applied to cross-correlation measured Rayleigh wave time shifts are an effective tool to improve epicentroid locations and relative origin time shifts in remote regions. We apply these methods to seismicity offshore of southwestern Canada and the U.S. Pacific Northwest, occurring along the boundaries of the Pacific and Juan de Fuca (including the Explorer Plate and Gorda Block) Plates. The Blanco, Mendocino, Revere-Dellwood, Nootka, and Sovanco fracture zones host the majority of this seismicity, largely consisting of strike-slip earthquakes. The Explorer, Juan de Fuca, and Gorda spreading ridges join these fracture zones and host normal faultingmore » earthquakes. Our results show that at least the moderate-magnitude activity clusters along fault strike, supporting suggestions of large variations in seismic coupling along oceanic transform faults. Our improved relative locations corroborate earlier interpretations of the internal deformation in the Explorer and Gorda Plates. North of the Explorer Plate, improved locations support models that propose northern extension of the Revere-Dellwood fault. Relocations also support interpretations that favor multiple parallel active faults along the Blanco Transform Fault Zone. Seismicity of the western half of the Blanco appears more scattered and less collinear than the eastern half, possibly related to fault maturity. We use azimuthal variations in the Rayleigh wave cross-correlation amplitude to detect and model rupture directivity for a moderate size earthquake along the eastern Blanco Fault.     The South Tank Farm Plume (STFP) is located in the southern half of sections 1 and 2. It is a composite plume of C6H6, MEC6H5, XYLEN, DCPD, and BCHPD which is migrating from the area of tank 464A. Recent investigations have shown that the STFP is being biodegraded naturally and will not migrate into either Lake Ladora or Lower Derby Lake prior to implementation of the final remedy. Monitoring with the specific objectives of (1) Verifying the rate of migration and (2) Locating the leading edge of the plume over the time frame of the IRA is proposed as the preferred alternative action. To this end, the Deactivation and Decommissioning Focus Area of DOE's Office of Science and Technology sponsors Large-Scale Demonstration and Deployment Projects (LSDDP) to test new technologies. As part of these projects, developers and vendors showcase new products designed to decrease health and safety risks to personnel and the environment, increase productivity, and lower costs. As part of the FY 2000 and 2001 LSDDP, the Idaho National Engineering and Environmental Laboratory (INEEL) collaborated with the Russian Research and Development Institute of Construction Technology (NIKIMT). This collaboration resulted in the development of the Robotic Gamma Locating and Isotopic Identification Device (RGL&IID) which integrated DOE Robotics Crosscutting (Rbx) technology with NIKIMT Russian gamma locating and isotopic identification technology. This paper will discuss the technologies involved in this integration and results from the demonstration including reduction of personnel exposure, increase in productivity, and reduced risk.

    The United States Department of Energy (DOE) continually seeks safer and more cost-effective technologies for use in decontaminating and decommissioning nuclear facilities. To this end, the Deactivation and Decommissioning Focus Area of DOE's Office of Science and Technology sponsors Large-Scale Demonstration and Deployment Projects (LSDDP) to test new technologies. As part of these projects, developers and vendors showcase new products designed to decrease health and safety risks to personnel and the environment, increase productivity, and lower costs. As part of the FY 2000 and 2001 LSDDP, the Idaho National Engineering and Environmental Laboratory (INEEL) collaborated with the Russian Research and Development Institute of Construction Technology (NIKIMT). This collaboration resulted in the development of the Robotic Gamma Locating and Isotopic Identification Device (RGL and IID) which integrated DOE Robotics Crosscutting (Rbx) technology with NIKIMT Russian gamma locating and isotopic identification technology. This paper will discuss the technologies involved in this integration and results from the demonstration including reduction of personnel exposure, increase in productivity, and reduced risk.

    Cogeneration of heat and electricity is being considered by the South Dakota Soybean Processors for its facility in Volga, South Dakota, and a new facility to be located in Brewster, Minnesota. The Energy & Environmental Research Center has completed a feasibility study, with 40% funding provided from the U.S. Department of Energy's Jointly Sponsored Research Program to determine the potential application of firing biomass fuels combined with coal and comparative economics of natural gas-fired turbines. Various biomass fuels are available at each location. The most promising options based on availability are as follows. The economic impact of firing 25% biomass with coal can increase return on investment by 0.5 to 1.5 years when compared to firing natural gas. The results of the comparative economics suggest that a fluidized-bed cogeneration system will have the best economic performance. Installation for the Brewster site is recommended based on natural gas prices not dropping below a $4.00/MMBtu annual average delivered cost. Installation at the Volga site is only recommended if natural gas prices substantially increase to $5.00/MMBtu on average. A 1- to 2-year time frame will be needed for permitting and equipment procurement.

    An estimated 12 million wells have been drilled during the 150 years of oil and gas production in the United States. Many old oil and gas fields are now populated areas where the presence of improperly plugged wells may constitute a hazard to residents. Natural gas emissions from wells have forced people from their houses and businesses and have caused explosions that injured or killed people and destroyed property. To mitigate this hazard, wells must be located and properly plugged, a task made more difficult by the presence of houses, businesses, and associated utilities. This paper describes well finding methods conducted by the National Energy Technology Laboratory (NETL) that were effective at two small towns in Wyoming and in a suburb of Pittsburgh, Pennsylvania.

    Observations of relativistic jets from black hole systems suggest that particle acceleration often occurs at fixed locations within the flow. These sites could be associated with critical points that allow the formation of standing shock regions, such as the magnetosonic modified fast point (MFP). Using the self-similar formulation of special relativistic magnetohydrodynamics by Vlahakis and Koenigl, we derive a new class of flow solutions that are both relativistic and cross the MFP at a finite height. Our solutions span a range of Lorentz factors up to at least 10, appropriate for most jets in X-ray binaries and active galactic nuclei, and a range in injected particle internal energy. A broad range of solutions exists, which will allow the eventual matching of these scale-free models to physical boundary conditions in the analysis of observed sources.

    Semiconductor quantum dots (QDs) with high fluorescent brightness, stability, and tunable sizes, have received considerable interest for imaging, sensing, and delivery of biomolecules. In this research, we demonstrate location deterministic biochemical detection from arrays of QD-nanowire hybrid assemblies. QDs with diameters less than 10 nm are manipulated and precisely positioned on the tips of the assembled Gold (Au) nanowires. The manipulation mechanisms are quantitatively understood as the synergetic effects of dielectrophoretic (DEP) and alternating current electroosmosis (ACEO) due to AC electric fields. The QD-nanowire hybrid sensors operate uniquely by concentrating bioanalytes to QDs on the tips of nanowires before detection, offering much enhanced efficiency and sensitivity, in addition to the position-predictable rationality. This research could result in advances in QD-based biomedical detection and inspires an innovative approach for fabricating various QD-based nanodevices.

    A submarine fan complex, comprising five arenaceous fan systems separated by basinal shale units, occurs in the southwestern part of the intracratonic Karoo basin in South Africa. Although basin development is related to a subduction zone bordering the palaeo-Pacific ocean to the south of Gondwanaland and the evolution of the Cape Fold Belt, the entire Lower Permian Ecca Group basin-fill succession reflects depositional characteristics of a passive-margin setting. The submarine fan complex, 250 m thick, originated from sediments supplied by Mississippi-type deltas dominating the Ecca coastline. The fine grain-size and low sand/shale ratio of the submarine fan and deltaic deposits reflect the maturity of the ancient river systems. Outcrops of the fan complex are well exposed and cover an area of 650 km{sup 2}. The strata are not affected by folding, and deep erosion allows three-dimensional viewing of mid-fan to outer-fan deposits. Features of interest include stacked lobe deposits displayed along 2.5 km of a 60 m high cliff section, and a transverse cliff section through channel-fill deposits 500 m wide. Paleocurrent directions reveal that each sequence had its own main source area located to the northwest and south of its present geographic location. The cyclic nature of the fan complex is attributed to relative sea-level changes; deposition took place on the basin floor in water depths that do not exceed 500 m. Shoaling of the basin to wave base depths is reflected in the pro-delta and delta front deposits overlying the uppermost fan sequence. Major factors in controlling direction of fan progradation were delta switching and basin floor topography.

    The extensive network of high-pressure natural gas transmission pipelines covering the United States provides an important infrastructure for our energy independence. Early detection of pipeline leaks and infringements by construction equipment, resulting in corrosion fractures, presents an important aspect of our national security policy. The National Energy Technology Laboratory Strategic Center for Natural Gas (SCVG) is and has been funding research on various applicable techniques. The WVU research team has focused on monitoring pipeline background acoustic signals generated and transmitted by gas flowing through the gas inside the pipeline. In case of a pipeline infringement, any mechanical impact on the pipe wall, or escape of high-pressure gas, generates acoustic signals traveling both up and down stream through the gas. Sudden changes in flow noise are detectable with a Portable Acoustic Monitoring Package (PAMP), developed under this contract. It incorporates a pressure compensating microphone and a signal- recording device. Direct access to the gas inside the line is obtained by mounting such a PAMP, with a 1/2 inch NPT connection, to a pipeline pressure port found near most shut-off valves. An FFT of the recorded signal subtracted by that of the background noise recorded one-second earlier appears to sufficiently isolate the infringement signal to allow source interpretation. Using cell phones for data downloading might allow a network of such 1000-psi rated PAMP's to acoustically monitor a pipeline system and be trained by neural network software to positively identify and locate any pipeline infringement.

    In February 1983, the US Department of Energy (DOE) identified a reference repository location at the Hanford Site in Washington as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Columbia Plateau, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Hanford site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE has found that the Hanford site is not disqualified under the guidelines. The DOE has also found that is is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is nominating the Hanford site as one of five sites available for characterization.

    An echo-location method for microwaves, sound and light capable of using incoherent and arbitrary waveforms of wide bandwidth to measure velocity and range (and target size) simultaneously to high resolution is disclosed. Two interferometers having very long and nearly equal delays are used in series with the target interposed. The delays can be longer than the target range of interest. The first interferometer imprints a partial coherence on an initially incoherent source which allows autocorrelation to be performed on the reflected signal to determine velocity. A coherent cross-correlation subsequent to the second interferometer with the source determines a velocity discriminated range. Dithering the second interferometer identifies portions of the cross-correlation belonging to a target apart from clutter moving at a different velocity. The velocity discrimination is insensitive to all slowly varying distortions in the signal path. Speckle in the image of target and antenna lobing due to parasitic reflections is minimal for an incoherent source. An arbitrary source which varies its spectrum dramatically and randomly from pulse to pulse creates a radar elusive to jamming. Monochromatic sources which jigger in frequency from pulse to pulse or combinations of monochromatic sources can simulate some benefits of incoherent broadband sources. Clutter which has a symmetrical velocity spectrum will self-cancel for short wavelengths, such as the apparent motion of ground surrounding target from a sidelooking airborne antenna. 46 figs.

  4. The Effect of Ionospheric Models on Electromagnetic Pulse Locations

    Locations of electromagnetic pulses (EMPs) determined by time-of-arrival (TOA) often have outliers with significantly larger errors than expected. In the past, these errors were thought to arise from high order terms in the Appleton-Hartree equation. We simulated 1000 events randomly spread around the Earth into a constellation of 22 GPS satellites. We used four different ionospheres: simple where the time delay goes as the inverse of the frequency-squared, full Appleton-Hartree, the BobRD integrals and a full raytracing code. The simple and full Appleton-Hartree ionospheres do not show outliers whereas the BobRD and raytracing do. This strongly suggests that the cause of the outliers is not additional terms in the Appleton-Hartree equation, but rather is due to the additional path length due to refraction. A method to fix the outliers is suggested based on fitting a time to the delays calculated at the 5 GPS frequencies with BobRD and simple ionospheres. The difference in time is used as a correction to the TOAs.

    In South America, drilling activity is increasing rapidly. Three-dimensional seismic is being used offshore Brazil. Argentina has increased its processing capability by several companies. Venezuela has increased its survey mileage. Hundreds of post holes are being drilled in the Orinoco oil belt. Deep, difficult holes are being drilled in N. Argentina and N.E. Columbia. Offshore Chile, Enap is drilling high angle deviated holes in the Strait of Magellan. Belco is continuing its slant hole drilling campaign off Peru. In production, Venezuela has a major steam flood project and 2 large steam soak projects underway. Occidental is increasing its waterflood project in Talara, Peru, to 600,000 bbl of water/day. There are a number of projects underway in Argentina and Petrobras is continuing its experiments with steam and fire-flooding. Brazil has reached an all-time production high. Of the major producing countries in South America. Only Trinidad is declining in drilling and oil production. Ecuador is still attempting to develop Amistad field in the Gulf of Guayaquil.

    Quality-assured meteorological and tracer data sets are vital for establishing confidence that indoor and outdoor dispersion models used to simulate dispersal of potential toxic agents in urban atmospheres are giving trustworthy results. The U.S. Department of Defense-Defense Threat Reduction Agency and the U.S. Department of Homeland Security joined together to conduct the Joint Urban 2003 atmospheric dispersion study to provide this critically-needed high-resolution dispersion data. This major urban study was conducted from June 28 through July 31, 2003, in Oklahoma City, Oklahoma, with the participation of over 150 scientists and engineers from over 20 U.S. and foreign institutions. The Joint Urban 2003 lead scientist was Jerry Allwine (Pacific Northwest National Laboratory) who oversaw study design, logistical arrangements and field operations with the help of Joe Shinn (Lawrence Livermore National Laboratory), Marty Leach (Lawrence Livermore National Laboratory), Ray Hosker (Atmospheric Turbulence and Diffusion Division), Leo Stockham (Northrop Grumman Information Technology) and Jim Bowers (Dugway Proving Grounds). This report gives a brief overview of the field campaign, describing the scientific objectives, the dates of the intensive observation periods, and the instruments deployed. The data from this field study is available to the scientific community through an on-line database that is managed by Dugway Proving Ground. This report will be included in the database to provide its users with some general information about the field study, and specific information about the instrument coordinates. Appendix A of this document provides the definitive record of the instrument locations during this field campaign, and Appendix B lists all the study principal investigators and participants.

  9. Radar-Derived Characteristics of Precipitation in South East Queensland

    Statistics of radar-retrievals of precipitation are presented. A K-means clustering algorithm is applied to an historical record of radiosonde measurements which identified three major synoptic regimes; a dry, stable regime with mainly westerly winds prevalent during winter, a moist south easterly trade wind regime and a moist northerly regime both prevalent during summer. These are referred to as westerly, trade wind and northerly regimes, respectively. Cell statistics are calculated using an objective cell identification and tracking methodology on data obtained from a nearby S-band radar. Cell statistics are investigated for the entire radar observational period and also during sub-periods corresponding to the three major synoptic regimes. The statistics investigated are cell initiation location, area, rainrate, volume, height, height of the maximum reflectivity, volume greater than 40 dBZ and storm speed and direction. Cells are found predominantly along the elevated topography. The cell statistics reveal that storms which form in the dry, stable westerly regime are of comparable size to the deep cells which form in the northerly regime, larger than those in the trade regime and, furthermore, have the largest rainrate. However, they occur less frequently and have shorter lifetimes than cells in the other regimes. Diurnal statistics of precipitation area and rainrate exhibit early morning and mid afternoon peaks, although the areal coverage lags the rainrate by several hours indicative of a transition from convective to stratiform precipitation. The probability distributions of cell area, rainrate, volume, height and height of the maximum re ectivity are found to follow lognormal distributions.

    The PEAK Institute was developed to provide a linkage for formal (schoolteachers) and nonformal educators (extension agents) with agricultural scientists of Clemson University`s South Carolina Agricultural Experiment Station System. The goal of the Institute was to enable teams of educators and researchers to develop and provide PEAK science and math learning experiences related to relevant agricultural and environmental issues of local communities for both classroom and 4-H Club experiences. The Peak Institute was conducted through a twenty day residential Institute held in June for middle school and high school teachers who were teamed with an Extension agent from their community. These educators participated in hands-on, minds-on sessions conducted by agricultural researchers and Clemson University Cooperative Extension specialists. Participants were given the opportunity to see frontier science being conducted by scientists from a variety of agricultural laboratories.

  1. Leucaena and tall grasses as energy crops in humid lower south USA

    The tropical leguminous shrub/tree, leucaena (Leucaena spp. mainly leucocephala), and perennial tropical tall grasses such as elephantgrass (Pennisetum purpureum), sugarcane, and energycane (Saccharum spp.) are well adapted to the long growing seasons and high rainfall of the humid lower South. In much of the area the topgrowth is killed by frost during winter and plants regenerate from underground parts in spring. Selected accessions from a duplicated 373 accession leucaena nursery had an average annual woody stem dry matter production of 31.4 Mg ha{sup -1}. Average oven dry stem wood yields from selected accessions adjusted for environmental enrichment over the 4 growth seasons were 78.9 Mg ha{sup -1} total and average annual yield of 19.7 Mg ha{sup -1}. The tall perennial grasses have linear growth rates of 18 to 27 g m{sup 2}d{sup -1} for long periods (140 to 196 d and sometimes longer) each season. Oven dry biomass yields of tall grasses have varied from 20 to 45 Mg ha{sup -1} in mild temperature locations to over 60 Mg ha{sup -1} yr{sup -1} in warm subtropics of the lower Florida peninsula. Tall grasses and leucaena, once established, may persist for many seasons. A map showing the possible range of the crops in lower South is shown. Highest biomass yields of tall grasses have been produced when irrigated with sewage effluent or when grown on phosphatic clay and muck soils of south Florida. Several companies are considering using leucaena and/or tall grasses for bioenergy in the phosphatic mining area of Polk County, Florida.
