    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    From September 1949 until September 1966, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) leased property at the southeastern end of Montgomery City, Missouri, for the operation of a grain storage facility. During this time, commercial grain fumigants containing carbon tetrachloride were commonly used by the CCC/USDA and the private grain storage industry to preserve grain in their facilities. In January 2000, carbon tetrachloride was detected in a soil sample (220 {micro}g/kg) and two soil gas samples (58 {micro}g/m{sup 3} and 550 {micro}g/m{sup 3}) collected at the former CCC/USDA facility, as a result of a pre-CERCLIS site screening investigation (SSI) performed by TN & Associates, Inc., on behalf of the U.S. Environmental Protection Agency (EPA), Region VII (MoDNR 2001). In June 2001, the Missouri Department of Natural Resources (MoDNR) conducted further sampling of the soils and groundwater at the former CCC/USDA facility as part of a preliminary assessment/site inspection (PA/SI). The MoDNR confirmed the presence of carbon tetrachloride (at a maximum identified concentration of 2,810 {micro}g/kg) and chloroform (maximum 82 {micro}g/kg) in the soils and also detected carbon tetrachloride and chloroform (42.2 {micro}g/L and 58.4 {micro}g/L, respectively) in a groundwater sample collected at the former facility (MoDNR 2001). The carbon tetrachloride levels identified in the soils and groundwater are above the default target level (DTL) values established by the MoDNR for this contaminant in soils of all types (79.6 {micro}g/kg) and in groundwater (5.0 {micro}g/L), as outlined in Missouri Risk-Based Corrective Action (MRBCA): Departmental Technical Guidance (MoDNR 2006a). The corresponding MRBCA DTL values for chloroform are 76.6 {micro}g/kg in soils of all types and 80 {micro}g/L in groundwater. It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking.     A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

    The Northern Counties Area Development Plan evaluated the regional market potential for utilizing geothermal energy. This study identified five potential geothermal resource areas, four of which have low temperature (<90{sup 0}C, 194{sup 0}F) potential and one possible igneous system. The average population growth rate in the Northern Counties is expected to be five percent per year over the next 40 years, with Mohave and Yavapai Counties growing the fastest. Rapid growth is anticipated in all major employment sectors, including trade, service, manufacturing, mining and utilities. A regional energy use analysis is included, containing information on current energy use patterns for all user classes. Water supplies are expected to be adequate for expected growth generally, though Yavapai and Gila Counties will experience water deficiencies. A preliminary district heating analysis is included for the towns of Alpine and Springerville. Both communities are believed located on geothermal resource sites. The study also contains a section identifying potential geothermal resource users in northern Arizona.

    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

The invention has particular application where a circuit ground is present which will disappear if the normal circuit voltage is removed.

    The purpose of this report is to present the current design and implementation of the DIORAMA location type object (LocationType) and to provide examples and use cases. The LocationType object is included in the diorama-app package in the diorama::types namespace. Abstractly, the object is intended to capture the full time history of the location of an object or reference point. For example, a location may be speci ed as a near-Earth orbit in terms of a two-line element set, in which case the location type is capable of propagating the orbit both forward and backward in time to provide a location for any given time. Alternatively, the location may be speci ed as a xed set of geodetic coordinates (latitude, longitude, and altitude), in which case the geodetic location of the object is expected to remain constant for all time. From an implementation perspective, the location type is de ned as a union of multiple independent objects defi ned in the DIORAMA tle library. Types presently included in the union are listed and described in subsections below, and all conversions or transformation between these location types are handled by utilities provided by the tle library with the exception of the \\special-values" location type.
