As part of that study a map containing technical data on the geothermal resources of California is now available to help planners, local governments, etc. develop their local resources.

    California is about to complete its third year of a deregulated competitive wholesale power market. During the first two years of the competitive market, power prices averaged between 2 and 3˘/kWh. During 2000, electric supply to California was constrained a number of times causing maximum the price of power to peak over 100˘/kWh, and the average price of power to quadruple. The power output from solar plants tends to coincide with the high power demand periods in California. This fact had been demonstrated by the solar electric generating stations (SEGS) located in the California Mojave Desert, which operate under specific contracts signed in the 1980’s and early 1990’s with the local utility. This paper, on the other hand, examines how new parabolic trough solar plants would have faired on the wholesale competitive power market during 1999 and 2000.

    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved. 7 figs.

    A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part.     Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a ���¢��������real-world���¢������� retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation���¢��������s hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations with a focus on safe, convenient, fast-fills. These potential areas were then compared to and overlaid with suitable sites from various energy companies and other potential station operators. Work continues to match vehicle needs with suitable fueling station locations. Once a specific site was identified, the necessary agreements could be completed with the station operator and expected station users. Detailed work could then begin on the site drawings, permits, safety procedures and training needs. Permanent stations were successfully installed in Irvine (delivered liquid hydrogen), Torrance (delivered pipeline hydrogen) and Fountain Valley (renewable hydrogen from anaerobic digester gas). Mobile fueling stations were also deployed to meet short-term fueling needs in Long Beach and Placerville. Once these stations were brought online, infrastructure data was collected and reported to DOE using Air Products���¢�������� Enterprise Remote Access Monitoring system. Feedback from station operators was incorporated to improve the station user���¢��������s fueling experience.

    The Ventura County Air Pollution Control District (also known as the District) Monitoring and Technical Services Division, relocated the State and Local Air Monitoring Station (SLAMS) for the Ojai Valley. The SLAMS was located on property that was being abandoned and sold by the County of Ventura, thus necessitating a station relocation. From August 3, through October 31, 1995, the District performed parallel ozone monitoring at two sites. The former site was located at 1768 Maricopa Road, Ojai, California (AIRS Site 06111-1003) and the existing site at 1201 Ojai Avenue, Ojai California (County Fire Station {number_sign}21). This paper outlines the process of parallel monitoring, the statistical tests used and their justification. In addition, there is a discussion on station equivalency.

    San Nicolas Island (SNI) is the site of the Navy Range Instrumentation Test Site which relies on an isolated diesel-powered grid for its energy needs. The island is located in the Pacific Ocean 85 miles southwest of Los Angeles, California and 65 miles south of the Naval Air Weapons Station (NAWS), Point Mugu, California. SNI is situated on the continental shelf at latitude N33{degree}14` and longitude W119{degree}27`. It is approximately 9 miles long and 3.6 miles wide and encompasses an area of 13,370 acres of land owned by the Navy in fee title. Winds on San Nicolas are prevailingly northwest and are strong most of the year. The average wind speed is 7.2 m/s (14 knots) and seasonal variation is small. The windiest months, March through July, have wind speeds averaging 8.2 m/s (16 knots). The least windy months, August through February, have wind speeds averaging 6.2 m/s (12 knots).

    The Yowlumne field, located at the southern end of the San Joaquin Valley of California, is one of the largest new onshore oil fields discovered in California in the past twenty years. The field, at an average depth of 12,200', has produced over 42 million barrels of oil since its discovery in 1974. In May, 1982, a portion of the Yowlumne field was unitized and called Yowlumne Unit ''B''. Nine operators and about 160 royalty owners cooperated to form this unit. A two phase unitization formula based on remaining primary and initial hydrocarbon pore volume was used to form Unit ''B''. A secondary waterflood project is being implemented which is estimated to increase oil recovery by some 25 million barrels.

    Epigenetic uranium deposits with potential commercial value have been found in the lower part of the upper Eocene to lower Miocene Sespe Formation near Ojai, in Ventura County, California. This report describes the geological and geochemical setting of these deposits and postulates a model for their origin. Several uranium deposits are located on Superior Ridge, a topographic high about 3 miles long located just south of White Ledge Peak and 6 to 9 miles west of Ojai (Photo 1). A single uranium deposit on Laguna Ridge is located about 3 miles south of Superior Ridge, and was included with the Superior Ridge deposits in the White Ledge Peak district. A few small deposits are known to exist in other parts of Ventura County. A preliminary model for uranium mineralization in the Sespe Formation postulated that the organic material necessary for concentrating the uranium by chemical reduction or precipitation originated as terrestrial humic acid or humate.

    This report documents the results of the Routine Environmental Audit of the Sandia National Laboratories, Livermore, California (SNL/CA). During this audit the activities the Audit Team conducted included reviews of internal documents and reports from preview audits and assessments; interviews with US Department of Energy (DOE), State of California regulators, and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted from February 22 through March 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH). The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements. The audit`s functional scope was comprehensive and included all areas of environmental management and a programmatic evaluation of NEPA and inactive waste sites.

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    Transmission line faults must be located accurately to allow maintenance crews to arrive at the scene and repair the faulted section as soon as possible. Rugged terrain and geographical layout cause some sections of power transmission lines to be difficult to reach. In the past, a variety of fault location algorithms were introduced as either an add-on feature in protective relays or stand-alone implementation in fault locators. In both cases, the measurements of current and voltages were taken at one terminal of a transmission line only. Under such conditions, it may become difficult to determine the fault location accurately, since data from other transmission line ends are required for more precise computations. In the absence of data from the other end, existing algorithms have accuracy problems under several circumstances, such as varying switching and loading conditions, fault infeed from the other end, and random value of fault resistance. Most of the one-end algorithms were based on estimation of voltage and current phasors. The need to estimate phasors introduces additional difficulty in high-speed tripping situations where the algorithms may not be fast enough in determining fault location accurately before the current signals disappear due to the relay operation and breaker opening. This article introduces a unique concept of high-speed fault location that can be implemented either as a simple add-on to the digital fault recorders (DFRs) or as a stand-alone new relaying function. This advanced concept is based on the use of voltage and current samples that are synchronously taken at both ends of a transmission line. This sampling technique can be made readily available in some new DFR designs incorporating receivers for accurate sampling clock synchronization using the satellite Global Positioning System (GPS).

    In response to concerns expressed by the California Legislature and the citizenry of the State of California, the State Water Resources Control Board (SWRCB), implemented a program to assess groundwater quality, and provide a predictive capability for identifying areas that are vulnerable to contamination. The program was initiated in response to concern over public supply well closures due to contamination by chemicals such as methyl tert butyl ether (MTBE) from gasoline, and solvents from industrial operations. As a result of this increased awareness regarding groundwater quality, the Supplemental Report of the 1999 Budget Act mandated the SWRCB to develop a comprehensive ambient groundwater monitoring plan, and led to the initiation of the Groundwater Ambient Monitoring and Assessment (GAMA) Program. The primary objective of the California Aquifer Susceptibility (CAS) project (under the GAMA Program) is to assess water quality and to predict the relative susceptibility to contamination of groundwater resources throughout the state of California. Under the GAMA program, scientists from Lawrence Livermore National Laboratory (LLNL) collaborate with the SWRCB, the U.S. Geological Survey, the California Department of Health Services (DHS), and the California Department of Water Resources (DWR) to implement this groundwater assessment program. In 2003, LLNL carried out this vulnerability study in the Sacramento Valley and Volcanic Provinces. The goal of the study is to provide a probabilistic assessment of the relative vulnerability of groundwater used for the public water supply to contamination from surface sources. This assessment of relative contamination vulnerability is made based on the results of two types of analyses that are not routinely carried out at public water supply wells: ultra low-level measurement of volatile organic compounds (VOCs), and groundwater age dating (using the tritium-helium-3 method). In addition, stable oxygen isotope measurements help determine the recharge water source location. Interpreted together, and in the context of existing water quality and hydrogeologic data, these observable parameters help define the flow field of a groundwater basin, and indicate the degree of vertical communication between near-surface sources (or potential sources) of contamination, and deeper groundwater pumped at high capacity production wells.

    Deployment of high-penetration photovoltaic (PV) power is expected to have a range of effects -- both positive and negative -- on the distribution grid. The magnitude of these effects may vary greatly depending upon feeder topology, climate, PV penetration level, and other factors. In this paper we present a simulation study of eight representative distribution feeders in three California climates at PV penetration levels up to 100\\%, supported by a unique database of distributed PV generation data that enables us to capture the impact of PV variability on feeder voltage and voltage regulating equipment. When comparing the influence of feeder location (i.e. climate) versus feeder type on outcomes, we find that location more strongly influences the incidence of reverse power flow, reductions in peak loading and the presence of voltage excursions.     The Landslide field, located at the southern margin of the San Joaquin basin, was discovered in 1985 by a partnership headed by Channel Exploration Company, on a farm out from Tenneco Oil Company. Initial production from the Tenneco San Emidio 63X-30 was 2064 BOPD, making landslide one of the largest onshore discoveries in California during the past decade. Current production is 7100 BOPD from a sandstone reservoir at 12,500 ft. Fifteen wells have been drilled in the field, six of which are water injectors. Production from the Landslide field occurs from a series of upper Miocene Stevens turbidite sandstones that lie obliquely across an east-plunging structural nose. These turbidite sandstones were deposited as channel-fill sequences within a narrowly bounded levied channel complex. Both the Landslide field and the larger Yowlumne field, located 3 mi to the northwest, comprise a single channel-fan depositional system that developed in the restricted deep-water portion of the San Joaquin basin. Information from the open-hole logs, three-dimensional surveys, vertical seismic profiles, repeat formation tester data, cores, and pressure buildup tests allowed continuous drilling from the initial discovery to the final waterflood injector, without a single dry hole. In addition, the successful application of three-dimensional seismic data in the Landslide development program has helped correctly image channel-fan anomalies in the southern Maricopa basin, where data quality and severe velocity problems have hampered previous efforts. New exploration targets are currently being evaluated on the acreage surrounding the Landslide discovery and should lead to an interesting new round of drilling activity in the Maricopa basin.

    The region that includes Mono Basin, Long Valley, the Bridgeport-Bodie Hills area, and Aurora, in eastern California and western Nevada was studied to determine the possible causes and interactions of the geothermal anomalies in the Mono Basin-Long Valley region as a whole. A special goal of the study was to locate possible shallow bodies of magma and to determine their influence on the hydrothermal systems in the region. (ACR)
