    Bonneville Power Administration (BPA) proposes to fund wildlife management and enhancement activities for the Burlington bottoms wetlands mitigation site. Acquired by BPA in 1991, wildlife habitat at Burlington bottoms would contribute toward the goal of mitigation for wildlife losses and inundation of wildlife habitat due to the construction of Federal dams in the lower Columbia and Willamette River Basins. Target wildlife species identified for mitigation purposes are yellow warbler, great blue heron, black-capped chickadee, red-tailed hawk, valley quail, spotted sandpiper, wood duck, and beaver. The Draft Management Plan/Environmental Assessment (EA) describes alternatives for managing the Burlington Bottoms area, and evaluates the potential environmental impacts of the alternatives. Included in the Draft Management Plan/EA is an implementation schedule, and a monitoring and evaluation program, both of which are subject to further review pending determination of final ownership of the Burlington Bottoms property.

    The extent of human exposure to persistent anthropogenic environmental contaminants is a complex function of the amount of chemical emitted, its physico-chemical properties and reactivity, the nature of the environment, and the characteristics of the pathways for human exposure, such as inhalation, intake of food and water and dermal contact. For some chemicals, the location of emissions relative to areas of high population density or intense food production may also be an important factor. The relative importance of these variables is explored using the regionally segmented BETR North America contaminant fate model and data for food production patterns and population density for North America. The model is applied to four contaminants emitted to air: benzene, carbon tetrachloride, benzo[a]pyrene and 2,3,7,8-tetrachlorodibenzo dioxin. The total continental intake fraction (iF), relating exposure quantity to emission quantity, is employed as a metric for assessing population exposure to environmental contaminants. The results show that the use of continentally averaged parameters for population density and food production provides an accurate estimate of the median of iF calculated for emissions in individual regions, however iF can range from this median by up to 3 orders of magnitude, especially for chemicals transferred to humans through the food pathway. The location of population relative to food production and emissions of chemicals are important variables that should be considered in assessing the public health implications of chemical emissions.

    The first U.S. demonstration of a gas turbine operating on fuel gas produced by the thermal gasification of biomass occurred at Battelle Columbus Labs (BCL) during 1994 using their high throughput indirect medium Btu gasification Process Research Unit (PRU). Zurn/NEPCO was retained to build a commercial scale gas plant utilizing this technology. This plant will have a throughput rating of 8 to 12 dry tons per hour. During a subsequent phase of the Burlington project, this fuel gas will be utilized in a commercial scale gas turbine. It is felt that this process holds unique promise for economically converting a wide variety of biomass feedstocks efficiently into both a medium Btu (500 Btu/scf) gas turbine and IC engine quality fuel gas that can be burned in engines without modification, derating or efficiency loss. Others are currently demonstrating sub-commercial scale thermal biomass gasification processes for turbine gas, utilizing both atmospheric and pressurized air and oxygen-blown fluid bed processes. While some of these approaches hold merit for coal, there is significant question as to whether they will prove economically viable in biomass facilities which are typically scale limited by fuel availability and transportation logistics below 60 MW. Atmospheric air-blown technologies suffer from large sensible heat loss, high gas volume and cleaning cost, huge gas compressor power consumption and engine deratings. Pressurized units and/or oxygen-blown gas plants are extremely expensive for plant scales below 250 MW. The FERCO/BCL process shows great promise for overcoming the above limitations by utilizing an extremely high throughout circulation fluid bed (CFB) gasifier, in which biomass is fully devolitalized with hot sand from a CFB char combustor. The fuel gas can be cooled and cleaned by a conventional scrubbing system. Fuel gas compressor power consumption is reduced 3 to 4 fold verses low Btu biomass gas.

    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved.

    A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. One receiver provides a synchronizing gating pulse to itself and all the other receivers. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information. 5 figs.

    The North Central atlas assimilates six collections of wind resource data: one for the region and one for each of the five states that compose the North Central region (Iowa, Minnesota, Nebraska, North Dakota, and South Dakota). At the state level, features of the climate, topography and wind resource are discussed in greater detail than is provided in the regional discussion, and that data locations on which the assessment is based are mapped. Variations, over several time scales, in the wind resource at selected stations in each state are shown on graphs of monthly average and international wind speed and power, and hourly average wind speed for each season. Other graphs present speed direction and duration frequencies of the wind at these locations.

    One of the main objectives of this DOE-sponsored project was to reduce customer outage time. Fault location, prediction, and protection are the most important aspects of fault management for the reduction of outage time. In the past most of the research and development on power system faults in these areas has focused on transmission systems, and it is not until recently with deregulation and competition that research on power system faults has begun to focus on the unique aspects of distribution systems. This project was planned with three Phases, approximately one year per phase. The first phase of the project involved an assessment of the state-of-the-art in fault location, prediction, and detection as well as the design, lab testing, and field installation of the advanced protection system on the SCE Circuit of the Future located north of San Bernardino, CA. The new feeder automation scheme, with vacuum fault interrupters, will limit the number of customers affected by the fault. Depending on the fault location, the substation breaker might not even trip. Through the use of fast communications (fiber) the fault locations can be determined and the proper fault interrupting switches opened automatically. With knowledge of circuit loadings at the time of the fault, ties to other circuits can be closed automatically to restore all customers except the faulted section. This new automation scheme limits outage time and increases reliability for customers. The second phase of the project involved the selection, modeling, testing and installation of a fault current limiter on the Circuit of the Future. While this project did not pay for the installation and testing of the fault current limiter, it did perform the evaluation of the fault current limiter and its impacts on the protection system of the Circuit of the Future. After investigation of several fault current limiters, the Zenergy superconducting, saturable core fault current limiter was selected for installation. Because of some testing problems with the Zenergy fault current limiter, installation was delayed until early 2009 with it being put into operation on March 6, 2009. A malfunction of the FCL controller caused the DC power supply to the superconducting magnet to be turned off. This inserted the FCL impedance into the circuit while it was in normal operation causing a voltage resonance condition. While these voltages never reached a point where damage would occur on customer equipment, steps were taken to insure this would not happen again. The FCL was reenergized with load on December 18, 2009. A fault was experienced on the circuit with the FCL in operation on January 14, 2010. The FCL operated properly and reduced the fault current by about 8%, what was expected from tests and modeling. As of the end of the project, the FCL was still in operation on the circuit. The third phase of the project involved the exploration of several advanced protection ideas that might be at a state where they could be applied to the Circuit of the Future and elsewhere in the SCE electrical system. Based on the work done as part of the literature review and survey, as well as a number of internal meetings with engineering staff at SCE, a number of ideas were compiled. These ideas were then evaluated for applicability and ability to be applied on the Circuit of the Future in the time remaining for the project. Some of these basic ideas were implemented on the circuit including measurement of power quality before and after the FCL. It was also decided that we would take what was learned as part of the Circuit of the Future work and extend it to the next generation circuit protection for SCE. Also at this time, SCE put in a proposal to the DOE for the Irvine Smart Grid Demonstration using ARRA funding. SCE was successful in obtaining funding for this proposal, so it was felt that exploration of new protection schemes for this Irvine Smart Grid Demonstration would be a good use of the project resources.     Many of the early North Sea platforms are reaching their end-of-field life. Most are still equipped with their original drilling package. In a few cases the package has either been removed or decommissioned. The early installations were designed for much simpler and less demanding wells than the horizontal, extended-reach or designer wells common today. Extended-reach wells now can be drilled realistically from ageing platforms, without incurring massive capital expenditure. This can be achieved using the existing drilling package to the limit of its capabilities and supplementing where necessary with relatively minor upgrades or the use of temporary equipment. Drilling even a few more wells from existing platforms not only prolongs field life, it enables any surplus processing capacity to be made available to develop near-field potential with extended-reach drilling (ERD) or by tying back subsea satellite wells, or for processing third-party fluids. The paper describes well design, surface equipment, mud pumps, shakers and solids control equipment, drill cuttings disposal systems, derrick and hoisting system, top drive and drillstring, downhole equipment, well planning, casing wear, logistics, rig preparations, and ERD vs. subsea tie-backs.

    A helicopter magnetic survey was conducted in August 2007 over 15.6 sq mi at the Naval Petroleum Reserve No. 3s (NPR-3) Teapot Dome Field near Casper, Wyoming. The surveys purpose was to accurately locate wells drilled there during more than 90 years of continuous oilfield operation. The survey was conducted at low altitude and with closely spaced flight lines to improve the detection of wells with weak magnetic response and to increase the resolution of closely spaced wells. The survey was in preparation for a planned CO2 flood for EOR, which requires a complete well inventory with accurate locations for all existing wells. The magnetic survey was intended to locate wells missing from the well database and to provide accurate locations for all wells. The ability of the helicopter magnetic survey to accurately locate wells was accomplished by comparing airborne well picks with well locations from an intense ground search of a small test area.

    This study presents an assessment of multiple approaches to determine the home and/or other important locations to a Twitter user. In this study, we present a unique approach to the problem of geotagged data sparsity in social media when performing geoinferencing tasks. Given the sparsity of explicitly geotagged Twitter data, the ability to perform accurate and reliable user geolocation from a limited number of geotagged posts has proven to be quite useful. In our survey, we have achieved accuracy rates of over 86% in matching Twitter user profile locations with their inferred home locations derived from geotagged posts.

    An improved method of locating an underground mine fire by comparing the pattern of measured combustion product arrival times at detector locations with a real time computer-generated array of simulated patterns. A number of electronic fire detection devices are linked thru telemetry to a control station on the surface. The mine's ventilation is modeled on a digital computer using network analysis software. The time reguired to locate a fire consists of the time required to model the mines' ventilation, generate the arrival time array, scan the array, and to match measured arrival time patterns to the simulated patterns.

    Data from studies of the cross-sectional area of terrestrial transverse dunes have been combined with maps of dune morphometry derived from Viking orbiter images to generate new estimates of sediment thickness and dune sediment volume in the north polar sand seas of Mars. A relationship between dune spacing and equivalent sediment thickness (EST) was developed from field data on Namibian and North American dunes and was applied to data on dune spacing and dune cover measured on Viking orbiter images to generate maps of dune sediment thickness for Martian north polar sand seas. There are four major sand seas in the north polar region of Mars, covering an area of 6.8 x 10{sup 5} km{sup 2}. Equivalent sediment thickness ranges between 0.5 and 6.1 m with a mean of 1.8 m. The sand seas contain a total of 1158 km{sup 3} of dune sediment, which may have been derived by erosion of polar layered deposits and concentrated in its present location by winds that change direction seasonally.

    A leak detecting microphone inserted directly into fluid within a pipe includes a housing having a first end being inserted within the pipe and a second opposed end extending outside the pipe. A diaphragm is mounted within the first housing end and an acoustic transducer is coupled to the diaphragm for converting acoustical signals to electrical signals. A plurality of apertures are provided in the housing first end, the apertures located both above and below the diaphragm, whereby to equalize fluid pressure on either side of the diaphragm. A leak locating system and method are provided for locating fluid leaks within a pipe. A first microphone is installed within fluid in the pipe at a first selected location and sound is detected at the first location. A second microphone is installed within fluid in the pipe at a second selected location and sound is detected at the second location. A cross-correlation is identified between the detected sound at the first and second locations for identifying a leak location.

    The North Carolina Field Test will test the effectiveness of two weatherization approaches: the current North Carolina Low-Income Weatherization Assistance Program and the North Carolina Field Test Audit. The Field Test Audit will differ from North Carolina's current weatherization program in that it will incorporate new weatherization measures and techniques, a procedure for basing measure selection of the characteristics of the individual house and the cost-effectiveness of the measure, and also emphasize cooling energy savings. The field test will determine the differences of the two weatherization approaches from the viewpoints of energy savings, cost effectiveness, and implementation ease. This Experimental Plan details the steps in performing the field test. The field test will be a group effort by several participating organizations. Pre- and post-weatherization data will be collected over a two-year period (November 1989 through August 1991). The 120 houses included in the test will be divided into a control group and two treatment groups (one for each weatherization procedure) of 40 houses each. Weekly energy use data will be collected for each house representing whole-house electric, space heating and cooling, and water heating energy uses. Corresponding outdoor weather and house indoor temperature data will also be collected. The energy savings of each house will be determined using linear-regression based models. To account for variations between the pre- and post-weatherization periods, house energy savings will be normalized for differences in outdoor weather conditions and indoor temperatures. Differences between the average energy savings of treatment groups will be identified using an analysis of variance approach. Differences between energy savings will be quantified using multiple comparison techniques. 9 refs., 8 figs., 5 tabs.

The apparatus, which can be formed as a part of a fiber-optic transmitter or as a stand-alone instrument, utilizes a vertical-cavity surface-emitting laser (VCSEL) to generate a test pulse of light which is coupled into an optical fiber under test. The VCSEL is subsequently reconfigured by changing a bias voltage thereto and is used as a resonant-cavity photodetector (RCPD) to detect a portion of the test light pulse which is reflected or scattered from any fault within the optical fiber. A time interval .DELTA.t between an instant in time when the test light pulse is generated and the time the reflected or scattered portion is detected can then be used to determine the location of the fault within the optical fiber.

    A collaborative research between the Oak Ridge National Laboratory (ORNL), the American Electric Power (AEP), the Tennessee Valley Authority (TVA), and the State of Ohio Energy Office (OEO) has been formed to conduct a feasibility study to detect and locate partial discharges (PDs) inside large transformers. The success of early detection of the PDs is necessary to avoid costly catastrophic failures that can occur if the process of PD is ignored. The detection method under this research is based on an innovative technology developed by ORNL researchers using optical methods to sense the acoustical energy produced by the PDs. ORNL researchers conducted experimental studies to detect PD using an optical fiber as an acoustic sensor capable of detecting acoustical disturbances at any point along its length. This technical approach also has the potential to locate the point at which the PD was sensed within the transformer. Several optical approaches were experimentally investigated, including interferometric detection of acoustical disturbances along the sensing fiber, light detection and ranging (LIDAR) techniques using frequency modulation continuous wave (FMCW), frequency modulated (FM) laser with a multimode fiber, FM laser with a single mode fiber, and amplitude modulated (AM) laser with a multimode fiber. The implementation of the optical fiber-based acoustic measurement technique would include installing a fiber inside a transformer allowing real-time detection of PDs and determining their locations. The fibers are nonconductive and very small (core plus cladding are diameters of 125 μm for single-mode fibers and 230 μm for multimode fibers). The research identified the capabilities and limitations of using optical technology to detect and locate sources of acoustical disturbances such as in PDs in large transformers. Amplitude modulation techniques showed the most promising results and deserve further research to better quantify the technique’s sensitivity and its ability to characterize a PD event. Other sensing techniques have been also identified, such as the wavelength shifting fiber optics and custom fabricated fibers with special coatings.

It will also seek to quantify the frequency of inspections and review the methods for establishing techniques to ensure reliability and repeatability of inspections at TMLs using qualified inspectors. It reviews different methods of inspection and uses lessons learned from in-service experience with numerous mechanical projects in the petrochemical industry. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case).     Fifty-four objectives were identified to guide the screening of the Nevada Research and Development Area of the Nevada Test Site for relatively favorable locations for the disposal of nuclear waste in a mined geologic repository. The objectives were organized as a hierarchy composed of 4 upper-level, 12 middle-level, and 38 lower-level objectives. The four upper-level objectives account for broad national goals to contain and isolate nuclear waste in an environmentally sound and economically acceptable manner. The middle-level objectives correspond to topical categories that logically relate the upper-level objectives to site-specific concerns such as seismicity, sensitive species, and flooding hazards (represented by the lower-level objectives). The relative merits of alternative locations were compared by an application of decision analysis based on standard utility theory. The relative favorabilities of pertinent physical conditions at each alternative location were weighted in relation to the importance of objectives, and summed to produce maps indicating the most and the least favorable locations. Descriptions of the objectives were organized by the hierarchical format; they detail the applicability of each objective to geologic repository siting, previously published siting criteria corresponding to each objective, and the rationale for the weight assigned to each objective, and the pertinent attributes for evaluating locations with respect to each objective. 51 references, 47 figures, 4 tables.

    According to a 2008 report issued by the United States Geological Survey, North Dakota and Montana have an estimated 3.0 to 4.3 billion barrels of undiscovered, technically recoverable oil in an area known as the Bakken Formation. With the size and remoteness of the discovery, the question became 'can a business case be made for increasing refining capacity in North Dakota?' And, if so what is the impact to existing players in the region. To answer the question, a study committee comprised of leaders in the region's petroleum industry were brought together to define the scope of the study, hire a consulting firm and oversee the study. The study committee met frequently to provide input on the findings and modify the course of the study, as needed. The study concluded that the Petroleum Area Defense District II (PADD II) has an oversupply of gasoline. With that in mind, a niche market, naphtha, was identified. Naphtha is used as a diluent used for pipelining the bitumen (heavy crude) from Canada to crude markets. The study predicted there will continue to be an increase in the demand for naphtha through 2030. The study estimated the optimal configuration for the refinery at 34,000 barrels per day (BPD) producing 15,000 BPD of naphtha and a 52 percent refinery charge for jet and diesel yield. The financial modeling assumed the sponsor of a refinery would invest its own capital to pay for construction costs. With this assumption, the internal rate of return is 9.2 percent which is not sufficient to attract traditional investment given the risk factor of the project. With that in mind, those interested in pursuing this niche market will need to identify incentives to improve the rate of return.

SAPLE's purpose is to return Sandia personnel 'results' as a function of user search queries, with its mission to make it easier and faster to find people at Sandia. To accomplish this, SAPLE breaks from more traditional directory application approaches by aiming to return the correct set of results while placing minimal constraints on the user's query. Two key features form the core of SAPLE: advanced search query interpretation and inexact string matching. SAPLE's query interpretation permits the user to perform compound queries when typing into a single search field; where able, SAPLE infers the type of field that the user intends to search on based on the value of the search term. SAPLE's inexact string matching feature yields a high-quality ranking of personnel search results even when there are no exact matches to the user's query. This paper explores these two key features, describing in detail the architecture and operation of SAPLE. Finally, an extensive analysis on logged search query data taken from an 11-week sample period is presented.

  2. TAGGING, TRACKING AND LOCATING WITHOUT GPS

    The Savannah River National Laboratory (SRNL) was requested to lead a Law Enforcement Working Group that was formed to collaborate on common operational needs. All agencies represented on the working group ranked their need to tag, track, and locate a witting or unwitting target as their highest priority. Specifically, they were looking for technologies more robust than Global Positioning Satellite (GPS), could communicate back to the owner, and worked where normal cell phone communications did not work or were unreliable. SRNL brought together multiple technologies in a demonstration that was held in in various Alaska venues, including metropolitan, wilderness, and at-sea that met the working group's requirements. Using prototypical technologies from Boeing, On Ramp, and Fortress, SRNL was able to demonstrate the ability to track personnel and material in all scenarios including indoors, in heavily wooden areas, canyons, and in parking garages. In all cases GPS signals were too weak to measure. Bi-directional communication was achieved in areas that Wi-Fi, cell towers, or traditional radios would not perform. The results of the exercise will be presented. These technologies are considered ideal for tracking high value material such has nuclear material with a platform that allows seamless tracking anywhere in the world, indoors or outdoors.

    In preparation for oil and gas lease sales on the outer continental shelf offshore of North Carolina, the Minerals Management Service was requested to investigate the potential transport and impacts of oil spilled offshore. The Gulf Stream and associated eddies are an important aspect of the transport. Although the speed and location of the Gulf Stream are reasonably well known, knowledge of the meanders of the Gulf Stream is limited. How the circulatory structure and movement of associated frontal eddies and filaments affect the North Carolina coastal waters is not clear. This study investigates the interactions of these circulatory elements and follows the evolution of frontal eddies as they migrate along the North Carolina coast.

    Petroleum rights in the 6 North African countries (Algeria, Egypt, Libya, Morocco, Sudan, and Tunisia) covered in this paper were 1,906,065 km/sup 2/ at the end of 1984, an increase of 4.6% from the 1,821,966 km/sup 2/ in force at the end of 1983. This increase is due to large awards in the Sudan despite significant relinquishments elsewhere. Seismic surveys conducted during 1984 decreased to about 510.5 crew-months onshore and 29.5 crew-months offshore. However, exploration in and off Egypt was higher compared to 1983. Exploratory drilling was lower, with only 125 wells drilled compared to 179 tests completed in 1983. The main decrease was in Egypt and Sudan, but drilling in Libya resulted in 20 more completions. A significant oil discovery was made in the offshore part of the Sirte basin, off southwest Cyrenaica. The success rate in North Africa ranged from 19% to 50% (Libya). Development drilling increased during 1984, as higher activity appears to have taken place in 3 countries. Oil production, with an estimated daily rate of 2,952,570 bbl, was up 2.8% from 1983 (2,871,460 BOPD). In Egypt, 7 fields located in the Gulf of Suez area went on stream during the year. Political unrest, which prevailed in southern Sudan during most of 1984, will likely delay the start-up of production in several fields. No statistics are available on gas production in North African countries.

The Triton project will allow three fields (Bittern, Guillemot West and Gullemot Northwest) to be developed simultaneously using subsea technology, with the wellheads on the seafloor and 68 miles (110 km) of flowlines taking oil and gas produced from the fields to a central floating production storage and offloading (FPSO) vessel. These fields are located in the central area of the North Sea, about 118 miles from Aberdeen in 295 ft of water. The paper discusses the development of the fields, subsea technology, technical challenges, laying the pipeline, and project completion.

    We investigate source locations of P-wave microseisms within a narrow frequency band (0.671.33 Hz) that is significantly higher than the classic microseism band (~0.050.3 Hz). Employing a backprojection method, we analyze data recorded during January 2010 from five International Monitoring System arrays that border the Pacific Ocean. We develop a ranking scheme that allows us to combine beam power from multiple arrays to obtain robust locations of the microseisms. Some individual arrays exhibit a strong regional component, but results from the combination of all arrays show high-frequency P wave energy emanating from the North Pacific basin, in general agreement with previous observations in the double-frequency (DF) microseism band (~0.10.3 Hz). This suggests that the North Pacific source of ambient P noise covers a broad range of frequencies and that the wave-wave interaction model is likely valid at shorter periods.

    This study examines the changes of landfalling atmospheric rivers (ARs) over the west coast of North America in response to future warming using model outputs from the Coupled Model Intercomparison Project phase 5 (CMIP5). The result reveals a strikingly large magnitude of increase of AR days by the end of the 21st century in the RCP8.5 climate change scenario, with fractional increases ranging between ~50% and 600%, depending on the seasons and the landfall locations. These increases are predominantly controlled by the super-Clausius-Clapeyron rate of increase of atmospheric water vapor with warming, while changes of winds that transport moisture in the ARs, or dynamical effect, mostly counter the thermodynamical effect of increasing water vapor, limiting the increase of AR events in the future. The consistent negative effect of wind changes on AR days during spring and fall can be further linked to the robust poleward shift of the subtropical jet in the North Pacific basin.

    A number of blocks off Cape Hatteras have been leased by Mobil Oil, which has requested permission to drill an exploratory well, at 820-m depth, in a block identified as Manteo 467. The proposed well location is 39 miles from the coast of North Carolina. The possibility of extracting gas from the continental slope off the coast of North Carolina, particularly at slope depths, has raised a number of environmental concerns that cannot be addressed from existing data. The present study was developed by the Minerals Management Service to better define the nature of the continental slope benthic communities off Cape Hatteras and to delineate their areal extent. Emphasis was placed on the area around the proposed drill site in the Manteo 467 lease block.

    We investigate source locations of P-wave microseisms within a narrow frequency band (0.67–1.33 Hz) that is significantly higher than the classic microseism band (~0.05–0.3 Hz). Employing a backprojection method, we analyze data recorded during January 2010 from five International Monitoring System arrays that border the Pacific Ocean. We develop a ranking scheme that allows us to combine beam power from multiple arrays to obtain robust locations of the microseisms. Some individual arrays exhibit a strong regional component, but results from the combination of all arrays show high-frequency P wave energy emanating from the North Pacific basin, in general agreement withmore » previous observations in the double-frequency (DF) microseism band (~0.1–0.3 Hz).     The Point is an area that supports a most productive pelagic fishery, including tuna, swordfish, marlin, and more. The objective of the study is to analyze video tapes from near the Point, in order to provide data on epibenthic, megafaunal invertebrates including species composition, relative abundances, and large scale (1 km) distribution. The Point is not a defined spot on a chart. Although fishermen do use the steep shelf break for location, they generally look for the west wall of the Gulf Stream. The Point and the oil lease site coincidentally occur where the Gulf Stream parts the continental slope, just north of the eastern-most tip of Cape Hatteras.

    A shock, detonation, and damage location sensor providing continuous fiber-optic means of measuring shock speed and damage location, and could be designed through proper cabling to have virtually any desired crush pressure. The sensor has one or a plurality of parallel multimode optical fibers, or a singlemode fiber core, surrounded by an elongated cladding, doped along their entire length with impurities to fluoresce in response to light at a different wavelength entering one end of the fiber(s). The length of a fiber would be continuously shorted as it is progressively destroyed by a shock wave traveling parallel to its axis. The resulting backscattered and shifted light would eventually enter a detector and be converted into a proportional electrical signals which would be evaluated to determine shock velocity and damage location. The corresponding reduction in output, because of the shortening of the optical fibers, is used as it is received to determine the velocity and position of the shock front as a function of time. As a damage location sensor the sensor fiber cracks along with the structure to which it is mounted. The size of the resulting drop in detector output is indicative of the location of the crack. 8 figs.

    A method of determining the location and history of metallic nitride and/or oxynitride inclusions in metallic melts. The method includes the steps of labeling metallic nitride and/or oxynitride inclusions by making a coreduced metallic-hafnium sponge from a mixture of hafnium chloride and the chloride of a metal, reducing the mixed chlorides with magnesium, nitriding the hafnium-labeled metallic-hafnium sponge, and seeding the sponge to be melted with hafnium-labeled nitride inclusions. The ingots are neutron activated and the hafnium is located by radiometric means. Hafnium possesses exactly the proper metallurgical and radiochemical properties for this use.

The apparatus comprises a focused and pulsed laser, a photo electric detector/imaging means, and a timer. The weak spots emit photoelectrons when subjected to laser intensities that are less than the intensity actually required to produce the damage. The group`s findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

    Cenozoic biostratigraphy and climatology of the North Atlantic and adjacent land areas reflects the continuing fragmentation of Eurasia and concomitant changes on ocean-continent geometry. A latitudinal (zonal) Mesozoic circulation pattern evolved into a predominantly longitudinal (meridional) pattern during the Cenozoic in which the development of oceanic gateways and barriers gradually decreased the efficiency of poleward heat transfer resulting in the progressive climatic change which has taken place over the past 50 million years. Cenozoic distributional data from the North Atlantic and adjacent land areas will be reviewed from the following fields: a) terrestrial vertebrates and floras: b) marine calcareous microplankton and benthic foraminifera; c) other marine invertebrates. Available data suggests that the present climate in the northern hemisphere has resulted from a gradual, but inexorable, strengthening of latitudinal and vertical temperature gradients punctuated by several brief intervals of accelerated change. The absence of evidence for northern hemisphere polar glaciation prior to the late Neogene does not preclude seasonal cooling near the freezing point in post-Eocene time. Evidence for early Paleogene cold climates is not reflected in the fossil record.
