    We introduce orbital specific virtuals (OSVs) to represent the truncated pair-specific virtual space in periodic local Møller-Plesset perturbation theory of second order (LMP2). The OSVs are constructed by diagonalization of the LMP2 amplitude matrices which correspond to diagonal Wannier-function (WF) pairs. Only a subset of these OSVs is adopted for the subsequent OSV-LMP2 calculation, namely, those with largest contribution to the diagonal pair correlation energy and with the accumulated value of these contributions reaching a certain accuracy. The virtual space for a general (non diagonal) pair is spanned by the union of the two OSV sets related to the individual WFs of the pair. In the periodic LMP2 method, the diagonal LMP2 amplitude matrices needed for the construction of the OSVs are calculated in the basis of projected atomic orbitals (PAOs), employing very large PAO domains. It turns out that the OSVs are excellent to describe short range correlation, yet less appropriate for long range van der Waals correlation. In order to compensate for this bias towards short range correlation, we augment the virtual space spanned by the OSVs by the most diffuse PAOs of the corresponding minimal PAO domain. The Fock and overlap matrices in OSV basis are constructed in the reciprocal space. The 4-index electron repulsion integrals are calculated by local density fitting and, for distant pairs, via multipole approximation. New procedures for determining the fit-domains and the distant-pair lists, leading to higher efficiency in the 4-index integral evaluation, have been implemented. Generally, and in contrast to our previous PAO based periodic LMP2 method, the OSV-LMP2 method does not require anymore great care in the specification of the individual domains (to get a balanced description when calculating energy differences) and is in that sense a black box procedure.     The report is a layman's description of the COALTOWN simulation model. COALTOWN simulates future employment, population, wages, migration, state and local tax receipts and intergovernmental transfers, and local government expenditures for counties in Montana, Wyoming, and North Dakota. It is designed to assess impacts of energy projects. Input data and output formats and uses of the model are described. The predictive accuracy of the estimated equations and the model limitations and shortcomings are cited.

In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

    The report provides semiannual 20-year forecasts of electricity and primary fuel prices. Its purposes is to review current and past trends in energy prices as well as report on the California Energy Commission staff's periodic price forecasts. Both in actual and inflation-adjusted terms, energy prices are expected to continue to rise in the next 20 years, although not at the extreme rates witnessed during the 1973-1974 oil embargo and again in 1979. The impact of rising energy prices of electricity, natural gas, gasoline, coal, and petroleum on a hypothetical California household's energy bill (based on estimated 1980 consumption) is characterized. Although price increases will not be easy to sustain, the proven and anticipated abilities of households and businesses to adjust to higher prices will mitigate the impacts of higher energy prices so that they are consistent with a growing state economy and improved standard of living.

    This report is an issue of the original draft copy of the Interim Staff Report on Uranium Exploration on the Colorado Plateau, dated June 1951. The original draft copy was only recently located and is being published at this time because of the interest in the contained historical content. The table of contents of this report lists: history of uranium mining; geology; proposed program for the geologic investigations section; general activities of industry and government; and future exploration of sedimentary uranium deposits and anticipated results. Under the proposed program section are: future of the copper-uranium deposits as a source of uranium; uraniferous asphaltite deposits; and commission exploration and future possibilities. The section on general activities of industry and government includes: exploratory and development drilling; field investigations and mapping; early geologic investigations and investigations by the US geological survey; and geophysical exploration.     The Geothermal Energy Association (GEA) is ofteh asked about the socioeconomic and employment impact of the industry. Since available literature dealing with employment involved in the geothermal sector appeared relatively outdated, unduly focused on certain activities of the industry (e.g. operation and maintenance of geothermal power plants) or poorly reliable, GEA, in consultation with the DOE, decided to conduct a new employment survey to provide better answers to these questions. The main objective of this survey is to assess and characterize the current workforce involved in geothermal activities in the US. Several initiatives have therefore been undertaken to reach as many organizations involved in geothermal activities as possible and assess their current workforce. The first section of this document describes the methodology used to contact the companies involved in the geothermal sector. The second section presents the survey results and analyzes them. This analysis includes two major parts. The first part analyzes the survey responses, presents employment numbers that were captured and describes the major characteristics of the industry that have been identified. The second part of the analysis estimates the number of workers involved in companies that are active in the geothermal business but did not respond to the survey or could not be reached. Preliminary conclusions and the study limits and restrictions are then presented. The third section addresses the potential employment impact related to manufacturing and construction of new geothermal power facilities. Indirect and induced economic impacts related with such investment are also investigated.

    This study explores the local economic impacts of the phase I requirements of the 1990 acid rain legislation. This legislation allows electric utilities to adopt least cost ways of reducing sulfur dioxide pollution. The impact on employment, income and size distribution of income due to a switch to low sulfur coal is examined for a selected number of high sulfur coal producing counties in southern Illinois. In order to achieve the above objectives a generalized non-survey input-output model, IMPLAN (Impact Analysis for Planning), is employed to estimate first- and second-order employment and income effects of a switch to low sulfur coal. Two models, I and II, are constructed to provide these estimates. In Model I, income is generated and adjusted to reflect income retained and spent within the four county region. In Model II, no adjustment is made for flows into and out of the region. In addition to adjustments in income, adjustments in direct employment impacts were made in both models to account for retirements. Scenarios reflecting different degrees of coal switching, low and high switching options, were examined under both models. With regards to size distribution impacts, a newly developed operational model compatible with IMPLAN and developed by Rose et al (1988) was employed. This model is a member of a class of models collectively termed extended input-output models. As in the case of employment and income, allowance was made for income generated, retained and spent within the four counties in the assessment of income distribution impacts. The findings indicate that the adverse effects of a switch to low sulfur coal under the 1990 acid rain legislation will primarily hurt the coal mining industry. Coal mining employment and income will be adversely affected. Employment and income declines in other industries in the region will be fairly slight. Second, income distribution becomes slightly more equal for the local area due to acid rain control.

    The present invention provides novel block copolymers as structural supplements for injectible bodily prosthetics employed in medical or cosmetic procedures. The invention also includes the use of such block copolymers as nucleus pulposus replacement materials for the treatment of degenerative disc disorders and spinal injuries. The copolymers are constructed by polymerization of a tertiary amine methacrylate with either a (poly(ethylene oxide)-b-poly(propylene oxide)-b-poly(ethylene oxide) polymer, such as the commercially available Pluronic.RTM. polymers, or a poly(ethylene glycol) methyl ether polymer.

    In 1975, the General Electric Company (GE) published a Nuclear Reactor Study, also referred to as ''the Reed Report,'' an internal product-improvement study. GE considered the document ''proprietary'' and thus, under the regulations of the Nuclear Regulatory Commission (NRC), exempt from mandatory public disclosure. Nonetheless, members of the NRC staff reviewed the document in 1976 and determined that it did not raise any significant new safety issues. The staff also reached the same conclusion in subsequent reviews. However, in response to recent inquiries about the report, the staff reevaluated the Reed Report from a 1987 perspective. This re-evaluation, documented in this staff report, concluded that: (1) there are no issues raised in the Reed Report that support a need to curtail the operation of any GE boiling water reactor (BWR); (2) there are no new safety issues raised in the Reed Report of which the staff was unaware; and (3) although certain issues addressed by the Reed Report are still being studied by the NRC and the industry, there is no basis for suspending licensing and operation of GE BWR plants while these issues are being resolved.

    Molecular laser isotope separation (MLIS) techniques using condensation repression (CR) harvesting are reviewed and compared with atomic vapor laser isotope separation (AVLIS), gaseous diffusion (DIF), ultracentrifuges (UCF), and electromagnetic separations (EMS). Two different CR-MLIS or CRISLA (Condensation Repression Isotope Separation by Laser Activation) approaches have been under investigation at the University of Missouri (MU), one involving supersonic super-cooled free jets and dimer formation, and the other subsonic cold-wall condensation. Both employ mixtures of an isotopomer (e.g. {sup i}QF{sub 6}) and a carrier gas, operated at low temperatures and pressures. Present theories of VT relaxation, dimerization, and condensation are found to be unsatisfactory to explain/predict experimental CRISLA results. They were replaced by fundamentally new models that allow ab-initio calculation of isotope enrichments and predictions of condensation parameters for laser-excited and non-excited vapors which are in good agreement with experiment. Because of supersonic speeds, throughputs for free-jet CRISLA are a thousand times higher than cold-wall CRISLA schemes, and thus preferred for large-quantity Uranium enrichments. For small-quantity separations of (radioactive) medical isotopes, the simpler coldwall CRISLA method may be adequate.

Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise.     Annual U.S. coal production rose by nearly 17 percent in the years following the oil crisis of 1973. This increase induced slight gains in population in the Nation's 289 coal counties but greater gains in employment--both in coal mining and in other industries. Coal counties in the West increased production and employment more than those in the Interior and East. Increased coal mining caused employment to expand in secondary industries (contract construction, transportation, finance), but had little effect on agriculture (employment down) and manufacturing (employment up slightly).

    This report provides a framework which energy planners can use to readily estimate the size and timing of the population and employment changes associated with energy development. The direct employment requirements for eight different technologies are listed. This direct employment requirement can be combined with the set of employment multipliers and other information provided to obtain practical estimates of the employment and population impacts of new energy development. Some explanation is given for the variation of the multipliers among counties in the same region. A description is presented of a demographic model for deriving the annual population changes that can be expected as a result of in-migrating workers and their families. Several hypothetical examples of the procedure for making the calculations are discussed as practical exercises in using the multipliers. The necessary data are provided for obtaining estimates of population and employment changes in any county in the US.

    Communication plays a fundamental role in science and engineering disciplines. However, many higher education programs provide little, if any, technical communication coursework. Without strong communication skills scientists and engineers have less opportunity to publish, obtain competitive research funds, or grow their careers. This article describes the role of scientific communication training as an innovative staff development program in a learning-intensive workplace – a national scientific research and development laboratory. The findings show that involvement in the workshop has increased overall participating staff annual publications by an average of 61 percent compared to their pre-workshop publishing performance as well as confidence level in their ability to write and publish peer-reviewed literature. Secondary benefits include improved information literacy skills and the development of informal communities of practice. This work provides insight into adult education in the workplace.

    Commercial nuclear power plant operating experience has indicated that pressure locking and thermal binding represent potential common mode failure mechanisms that can cause safety-related power-operated gate valves to fail in the closed position, thus rendering redundant safety-related systems incapable of performing their safety functions. In Generic Letter (GL) 95-07, {open_quotes}Pressure Locking and Thermal Binding of Safety-Related Power-Operated Gate Valves,{close_quotes} the U.S. Nuclear Regulatory Commission (NRC) staff requested that nuclear power plant licensees take certain actions to ensure that valves susceptible to pressure locking or thermal binding are capable of performing their safety functions within the current licensing bases of the facility. The NRC staff has received summary information from licensees in response to GL 95-07 describing actions they have taken to prevent the occurrence of pressure locking and thermal binding. The NRC staff has developed a systematic process to help ensure uniform and consistent review of licensee submittals in response to GL 95-07.

    The purpose of this paper is to provide information about existing models and methods used to estimate coal mining employment impacts of pollution control policies. The EPA is currently assessing the consequences of various alternative policies to reduce air pollution. One important potential consequence of these policies is that coal mining employment may decline or shift from low-sulfur to high-sulfur coal producing regions. The EPA requires models that can estimate the magnitude and cost of these employment changes at the local level. This paper contains descriptions and evaluations of three models and methods currently used to estimate the size and cost of coal mining employment changes. The first model reviewed is the Coal and Electric Utilities Model (CEUM), a well established, general purpose model that has been used by the EPA and other groups to simulate air pollution control policies. The second model reviewed is the Advanced Utility Simulation Model (AUSM), which was developed for the EPA specifically to analyze the impacts of air pollution control policies. Finally, the methodology used by Arthur D. Little, Inc. to estimate the costs of alternative air pollution control policies for the Consolidated Coal Company is discussed. These descriptions and evaluations are based on information obtained from published reports and from draft documentation of the models provided by the EPA. 12 refs., 1 fig.

    Local tomography is enhanced to determine the location and value of a discontinuity between a first internal density of an object and a second density of a region within the object. A beam of radiation is directed in a predetermined pattern through the region of the object containing the discontinuity. Relative attenuation data of the beam is determined within the predetermined pattern having a first data component that includes attenuation data through the region. In a first method for evaluating the value of the discontinuity, the relative attenuation data is inputted to a local tomography function .function..sub..LAMBDA. to define the location S of the density discontinuity. The asymptotic behavior of .function..sub..LAMBDA. is determined in a neighborhood of S, and the value for the discontinuity is estimated from the asymptotic behavior of .function..sub..LAMBDA.. In a second method for evaluating the value of the discontinuity, a gradient value for a mollified local tomography function .gradient..function..sub..LAMBDA..epsilon. (x.sub.ij) is determined along the discontinuity; and the value of the jump of the density across the discontinuity curve (or surface) S is estimated from the gradient values.

Funding levels for each exchange typically range from $20,000 to $40,000.
