For some, faculty positions are scarce, so they take staff-scientist position at national laboratories (i.e. Pacific Northwest, Idaho, Los Alamos, and Brookhaven). Many plan to work at the National Laboratory for 5 to 7 years and then seek an academic post. For many (these authors included), before they know it it’s 15 or 20 years later and they never seriously considered leaving the laboratory system.

    The NRC staff uses probabilistic risk assessment (PRA) and risk management as important elements its licensing and regulatory processes. In October 1991, the NRC`s Executive Director for Operations established the PRA Working Group to address concerns identified by the Advisory Committee on Reactor Safeguards with respect to unevenness and inconsistency in the staff`s current uses of PRA. After surveying current staff uses of PRA and identifying needed improvements, the Working Group defined a set of basic principles for staff PRA use and identified three areas for improvements: guidance development, training enhancements, and PRA methods development. For each area of improvement, the Working Group took certain actions and recommended additional work. The Working Group recommended integrating its work with other recent PRA-related activities the staff completed and improving staff interactions with PRA users in the nuclear industry. The Working Group took two key actions by developing general guidance for two uses of PRA within the NRC (that is, screening or prioritizing reactor safety issues and analyzing such issues in detail) and developing guidance on basic terms and methods important to the staff`s uses of PRA.

    Statistical science provides important techniques for decision making in a large variety of fields of human endeavor mainly through statistical practice. According to Deming (1965), ``Statistical practice is mostly a collaborative venture between (professional) statisticians and experts in subject-matter (area).`` The professional statistician must be properly trained in areas of statistical science most suited to the discipline in which the applications are made. Due to a large variety of applications. The education of a professional statistician by universities can only be very general. Higher education provides the theoretical basis of statistical science whereas the specific expertise needed by the professional statistician is given by the application areas. In this paper, the authors review the approach of academic programs which are geared towards applications and discuss some of the innovative strategies for preparing statisticians as consultants in industry and business. A survey (census) of statisticians at the national laboratories of the US Department of Energy was made to assess their training by universities and to get a broad view of additional training which has brought them to their present professional status. A particular interest is the extent to which employers have contributed to the training of statisticians. A few recommendations are made which may serve to improve the future training of statisticians for applied collaborative work by universities and employers.

    The Geothermal Energy Association (GEA) is ofteh asked about the socioeconomic and employment impact of the industry. Since available literature dealing with employment involved in the geothermal sector appeared relatively outdated, unduly focused on certain activities of the industry (e.g. operation and maintenance of geothermal power plants) or poorly reliable, GEA, in consultation with the DOE, decided to conduct a new employment survey to provide better answers to these questions. The main objective of this survey is to assess and characterize the current workforce involved in geothermal activities in the US. Several initiatives have therefore been undertaken to reach as many organizations involved in geothermal activities as possible and assess their current workforce. The first section of this document describes the methodology used to contact the companies involved in the geothermal sector. The second section presents the survey results and analyzes them. This analysis includes two major parts. The first part analyzes the survey responses, presents employment numbers that were captured and describes the major characteristics of the industry that have been identified. The second part of the analysis estimates the number of workers involved in companies that are active in the geothermal business but did not respond to the survey or could not be reached. Preliminary conclusions and the study limits and restrictions are then presented. The third section addresses the potential employment impact related to manufacturing and construction of new geothermal power facilities. Indirect and induced economic impacts related with such investment are also investigated.

    In June 1995, the New York Public Service Commission (NYPSC) released a Staff investigation of Orange and Rockland Utilities, Inc. (O&R). The primary focus of the Staffs investigation was the Corporate Policy and External Affairs Department, a restricted disbursements account, the Internal Auditing Department, and O&R officer malfeasance. The Staffs` investigation uncovered widespread, alleged instances of lax internal controls, unethical and illegal actions, and lavish officer behavior. In addition, the Staff investigated O&R`s internal control and purchasing functions. The Staff proposed a series of recommendations to improve the Company`s internal control, purchasing, ethical, climate and addressed the issue of a New York ratepayer reimbursement. The Staffs findings and recommendations were presented in the form of a report, entitled Staff Investigation of Orange and Rockland Utilities, Inc. This article summarizes the Report.

    The purpose of the study was to determine the risks of radiation-induced cancer and deterministic effects for the patient and staff in transarterial chemoembolization (TACE) of hepatocellular carcinoma (HCC). Sixty-five patients with HCC underwent the first cycle of TACE. Thermoluminescence dosemeters and conversion factors were used to measure surface doses and to calculate organ doses and effective dose. For the patient, the risk of fatal cancer and severe genetic defect was in the magnitude of 10{sup -4} and 10{sup -5}, respectively. Five patients showed surface doses over the first lumbar vertebra exceeding 2000 mSv and 45 patients showed doses over the spine or the liver region above 500 mSv. The risk of fatal cancer and severe genetic defect for the radiologist and assistant was in the magnitude of 10{sup -7} to 10{sup -8}. They could exceed the threshold for lens opacity in the case of more than 490 and 1613 TACE yearly for a period of many years, respectively. Radiation dose could lead to local transient erythema and/or local depression of hematopoiesis in many patients after TACE. For the radiologist and assistant, risk of fatal cancer and genetic defect and lens opacity might arise when they perform interventions such as TACE intensively.

    Robert Griffiths has recently addressed, within the framework of a ‘consistent quantum theory’ (CQT) that he has developed, the issue of whether, as is often claimed, quantum mechanics entails a need for faster-than-light transfers of information over long distances. He argues, on the basis of his examination of certain arguments that claim to demonstrate the existence of such nonlocal influences, that such influences do not exist. However, his examination was restricted mainly to hidden-variable-based arguments that include in their premises some essentially classical-physics-type assumptions that are fundamentally incompatible with the precepts of quantum physics. One cannot logically prove properties of a system by attributing to the system properties alien to that system. Hence Griffiths’ rejection of hidden-variable-based proofs is logically warranted. Griffiths mentions the existence of a certain alternative proof that does not involve hidden variables, and that uses only macroscopically described observable properties. He notes that he had examined in his book proofs of this general kind, and concluded that they provide no evidence for nonlocal influences. But he did not examine the particular proof that he cites. An examination of that particular proof by the method specified by his ‘consistent quantum theory’ shows that the cited proof is valid within that restrictive framework. This necessary existence, within the ‘consistent’ framework, of long range essentially instantaneous influences refutes the claim made by Griffiths that his ‘consistent’ framework is superior to the orthodox quantum theory of von Neumann because it does not entail instantaneous influences. An added section responds to Griffiths’ reply, which cites a litany of ambiguities that seem to restrict, devastatingly, the scope of his CQT formalism, apparently to buttress his claim that my use of that formalism to validate the nonlocality theorem is flawed. But the vagaries that he cites do not upset the proof in question. It is show here in detail why the precise statement of this theorem justifies the specified application of CQT. It is also shown, in response to his challenge, why a putative proof of locality that he has proposed is not valid.

    The objective of the exchange between Pacific Northwest Laboratory (PNL) and Finnigan Corporation is a transfer of expertise and technology for the design and operation of efficient and sensitive atmospheric pressure/vacuum electrospray ionization (ESI) sources. The development of such ion sources will permit wider application of mass spectrometry instrumentation in applied studies in a variety of disciplines including clinical, forensic, biochemical, biotechnical, and environmental studies where sensitivity is a paramount concern. Two meetings were held between representatives of Finnigan Corporation (led by Dr. Ian Jardine, Director for Marketing, Finnigan Corporation) and PNL staff members. During these meetings, Finnigan and PNL staff surveyed the existing technology for atmosphere/vacuum interface of mass spectrometry to ESI. The representatives from Finnigan viewed demonstrations of recent developments that increased efficiency and sensitivity for ESI mass spectrometry. During these meetings, knowledge and expertise were shared in the development of instrumentation, methods, and applications of ESI mass spectrometry with particular emphasis on current and planned Finnigan instrumentation. With the objective of more effective and competitive products for Finnigan Corporation, concepts for a Cooperative Research and Development Agreement (CRADA) were directed toward the development and commercialization of advanced high efficiency and sensitivity ESI technology. A detailed proposal and work plan for the cooperative project was developed and is included in this report.

    1981 employment in nuclear-related activities is described, and compared to previous years. Employment characteristics examined include detailed occupations of scientists, engineers, and technicians; worker involvement in research and development activities; employment by industrial segment (e.g., reactor operation and maintenance, weapons production, and commercial laboratory services); employment by establishment type (government-owned, contractor-operated (GOCO), private, and nonprofit); regional employment; and employment by establishment size. Total 1981 nuclear-related employment is estimated to be 249,500 - a growth of 22,600 workers over the 1977 total. GOCO workers make up 36.9% of this total. Among all the nuclear-related workers, scientists comprise 5.1%, engineers, 15.3%; and technicians, 17.5%; the remaining 62.1% is composed of managers, skilled craft and clerical workers, and other support services. Research and development involvement has declined from the 1977 survey results, with 60.4% of scientists and 27.0% of engineers currently involved in R and D. The largest single industrial segment activity is weapons development (16.9% of total employment), followed closely by reactor operation and maintenance employment (16.7%). There has been considerable change in the distribution of employment by industrial segment from 1977 to 1981; the reactor and reactor component design and manufacturing segment fell by over 9700 workers while reactor operation and maintenance employment grew by over 24,000 workers.

    This report provides a framework which energy planners can use to readily estimate the size and timing of the population and employment changes associated with energy development. The direct employment requirements for eight different technologies are listed. This direct employment requirement can be combined with the set of employment multipliers and other information provided to obtain practical estimates of the employment and population impacts of new energy development. Some explanation is given for the variation of the multipliers among counties in the same region. A description is presented of a demographic model for deriving the annual population changes that can be expected as a result of in-migrating workers and their families. Several hypothetical examples of the procedure for making the calculations are discussed as practical exercises in using the multipliers. The necessary data are provided for obtaining estimates of population and employment changes in any county in the US.

    The deformation localization behavior of sheet specimens containing geometric perturbations in the form of pairs of through-thickness holes is examined. Both experiments and computational modeling are performed in either uniaxial or equal-biaxial tension in order to examine the effect of applied loading path on the far-field strain needed to initiate localized necking in the ligament between the hole pairs. The models also examine the influence of hole spacing and matrix strain hardening on ligament localization. The far-field strain needed to cause the localization of the ligament is shown to increase as the biaxiality of the loading path increases, the hole spacing increases, and the strain-hardening exponent increases. The present study also indicates that the onset of localized necking can be predicted by employing the Hill criterion, if the local strain states within the ligament are taken into account.

    We investigate Isotropic - Nematic transition in liquid crystal elastomers employing non-Boltzmann Monte Carlo techniques. We consider a lattice model of a liquid elastomer and Selinger-Jeon-Ratna Hamiltonian which accounts for homogeneous/inhomogeneous interactions among liquid crystalline units, interaction of local nematics with global strain, and with inhomogeneous external fields and stress. We find that when the local director is coupled strongly to the global strain the transition is strongly first order; the transition softens when the coupling becomes weaker. Also the transition temperature decreases with decrease of coupling strength. Besides we find that the nematic order scales nonlinearly with global strain especially for strong coupling and at low temperatures.

    Second law analysis techniques have been widely used to evaluate the sources of irreversibility in components and systems of components but the evaluation of local sources of irreversibility in thermal processes has received little attention. While analytical procedures for evaluating local entropy generation have been developed, applications have been limited to fluid flows with analytical solutions for the velocity and temperature fields. The analysis of local entropy generation can be used to evaluate more complicated flows by including entropy generation calculations in a computational fluid dynamics (CFD) code. The research documented in this report consists of incorporating local entropy generation calculations in an existing CFD code and then using the code to evaluate the distribution of thermodynamic losses in two applications: an impinging jet and a magnetic heat pump. 22 refs., 13 figs., 9 tabs.

    The Nuclear Regulatory Commission (NRC) is conducting an enhanced participatory rulemaking to establish radiological criteria for the decommissioning of NRC licensed facilities. The NRC obtained comments on the scope, issues, and approaches through a series of workshops (57 FR 58727), Generic Environmental Impact Statement (GEIS) scoping meetings (58 FR 33570), a dedicated electronic bulletin board system (58 FR 37760), and written submissions. A summary of workshop and scope-meeting comments was published as NUREG/CR-6156. On February 2, 1994, the Commission published in the Federal Register (59 FR 4868) a notice that the NRC staff had prepared a ``staff draft`` proposed rule on radiological criteria for decommissioning. Copies of the staff draft were distributed to the Agreement States, participants in the earlier meetings, and other interested parties for comment. This report summarizes the comments identified from the 96 docketed letters received on the staff draft. No analysis or response is included in this report. The comments reflect a broad spectrum of viewpoints. Two subjects on which the commenters were in general agreement were (1) that the enhanced participatory rulemaking should proceed, and (2) that the forthcoming GEIS and guidance documents are needed for better understanding of the draft rule.

    Room temperature local magnetoresistance in two-terminal scheme is reported. By employing 1.6?nm-thick MgO tunnel barrier, spin injection efficiency is increased, resulting in large non-local magnetoresistance. The magnitude of the non-local magnetoresistance is estimated to be 0.0057 ? at room temperature. As a result, a clear rectangle signal is observed in local magnetoresistance measurement even at room temperature. We also investigate the origin of local magnetoresistance by measuring the spin accumulation voltage of each contact separately.

    The Soviet designed VVER-440 model V230 and VVER-440 model V213 reactors do not use full containments to mitigate the effects of accidents. Instead, these VVER-440 units employ a sealed set of interconnected compartments, collectively called the accident localization system (ALS), to reduce the release of radionuclides to the atmosphere during accidents. Descriptions of the VVER accident localization structures may be found in the report DOE NE-0084. The objective of this paper is to evaluate the structural integrity of the VVER-440 ALS at the Soviet design pressure, and to determine their response to pressure loadings beyond the design value. Complex, three-dimensional, nonlinear, finite element models were developed to represent the major structural components of the localization systems of the VVER-440 models V230 and V213. The interior boundary of the localization system was incrementally pressurized in the calculations until the prediction of gross failure. 6 refs., 9 figs.

    The Pacific Northwest Laboratory (PNL) evaluated several power resource alternatives under consideration by the Bonneville Power Administration in its Resource Program Environmental Impact Statement (RPEIS). The purpose of this evaluation was to determine the potential impacts of each alternative in terms of land use and employment. We reviewed the literature that describes land-use and employment impacts to derive estimates of each type of effect. These estimates were scaled to a per-megawatt basis for use as multipliers in the RPEIS analysis. Multipliers for employment were taken from the literature and developed from power plant capital cost estimates. Land-use multipliers were taken from the literature or estimated from existing plants. In this report we compared information sources and estimates to develop the most applicable multipliers. Employment levels required (in terms of employee years per MW of plant capacity) for the construction and operation phases of each energy-generating resource alternative analyzed are shown.
