Local stabilizer codes in three dimensions without string logical operators

We suggest concrete models for self-correcting quantum memory by reporting examples of local stabilizer codes in 3D that have no string logical operators. Previously known local stabilizer codes in 3D all have stringlike logical operators, which make the codes non-self-correcting. We introduce a notion of ''logical string segments'' to avoid difficulties in defining one-dimensional objects in discrete lattices. We prove that every stringlike logical operator of our code can be deformed to a disjoint union of short segments, each of which is in the stabilizer group. The code has surfacelike logical operators whose partial implementation has unsatisfied stabilizers along its boundary.

The Pr\\"ufer code is a bijection between trees on the vertex set $[n]$ and strings on the set $[n]$ of length $n-2$ (Pr\\"ufer strings of order $n$). In this paper we examine the `locality' properties of the Pr\\"ufer code, i.e. the effect of changing an element of the Pr\\"ufer string on the structure of the corresponding tree. Our measure for the distance between two trees $T,T^*$ is $\\Delta(T,T^*)=n-1-| E(T)\\cap E(T^*)|$. We randomly mutate the $\\mu$th element of the Pr\\"ufer string of the tree $T$, changing it to the tree $T^*$, and we asymptotically estimate the probability that this results in a change of $\\ell$ edges, i.e. $P(\\Delta=\\ell | \\mu).$ We find that P(\\Delta=\\ell | \\mu)$ is on the order of $ n^{-1/3+o(1)}$ for any integer $\\ell>1,$ and that $P(\\Delta=1 | \\mu)=(1-\\mu/n)^2+o(1).$ This result implies that the probability of a `perfect' mutation in the Pr\\"ufer code (one for which $\\Delta(T,T^*)=1$) is $1/3.$

Perface: Research advances in vadose zone hydrology throughsimulations with the TOUGH codes

Numerical simulators are playing an increasingly important role in advancing our fundamental understanding of hydrological systems. They are indispensable tools for managing groundwater resources, analyzing proposed and actual remediation activities at contaminated sites, optimizing recovery of oil, gas, and geothermal energy, evaluating subsurface structures and mining activities, designing monitoring systems, assessing the long-term impacts of chemical and nuclear waste disposal, and devising improved irrigation and drainage practices in agricultural areas, among many other applications. The complexity of subsurface hydrology in the vadose zone calls for sophisticated modeling codes capable of handling the strong nonlinearities involved, the interactions of coupled physical, chemical and biological processes, and the multiscale heterogeneities inherent in such systems. The papers in this special section of ''Vadose Zone Journal'' are illustrative of the enormous potential of such numerical simulators as applied to the vadose zone. The papers describe recent developments and applications of one particular set of codes, the TOUGH family of codes, as applied to nonisothermal flow and transport in heterogeneous porous and fractured media (http://www-esd.lbl.gov/TOUGH2). The contributions were selected from presentations given at the TOUGH Symposium 2003, which brought together developers and users of the TOUGH codes at the Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California, for three days of information exchange in May 2003 (http://www-esd.lbl.gov/TOUGHsymposium). The papers presented at the symposium covered a wide range of topics, including geothermal reservoir engineering, fracture flow and vadose zone hydrology, nuclear waste disposal, mining engineering, reactive chemical transport, environmental remediation, and gas transport. This Special Section of ''Vadose Zone Journal'' contains revised and expanded versions of selected papers from the symposium, with special attention to issues related to the vadose zone and unsaturated flow systems. The first paper, written by the original developer of TOUGH, Karsten Pruess, provides an overview of the history of the TOUGH codes, the main physical processes considered, their mathematical and numerical implementation, and case studies. That paper is followed by a review article summarizing inverse modeling applications performed by iTOUGH2. A subsequent group of papers deals with diverse unsaturated zone systems, highlighting the versatility of the code to handle a variety of processes in different geologic settings. Simulation capabilities of the TOUGH codes are increasingly used for geologic carbon sequestration studies as testified by the next group of papers. The final series of papers demonstrates the use of the TOUGH codes in support of remediation and engineering applications. These studies discuss biological and reactive chemical transport simulations, the design of clean-up operations and landfill management, and the analysis of engineered soil stabilization. As guest editors, we thank the authors for their interesting contributions, and the many reviewers for their careful and constructive review comments. Assessment of Cracks in Stress Concentration Regions with Localized Plastic Zones

Marty brittle fracture evaluation procedures include plasticity corrections to elastically computed stress intensity factors. These corrections, which are based on the existence of a plastic zone in the vicinity of the crack tip, can overestimate the plasticity effect for a crack embedded in a stress concentration region in which the elastically computed stress exceeds the yield strength of the material in a localized zone. The interactions between the crack, which acts to relieve the high stresses driving the crack, plasticity effects in the stress concentration region, and the nature and source of the loading are examined by formulating explicit flaw finite element models for a crack emanating from the root of a notch located in a panel subject to an applied tensile stress. The results of these calculations provide conditions under which a crack-tip plasticity correction based on the Irwin plastic zone size overestimates the plasticity effect. A failure assessment diagram (FAD) curve is used to characterize the effect of plasticity on the crack driving force and to define a less restrictive plasticity correction for cracks at notch roots when load-controlled boundary conditions are imposed. The explicit flaw finite element results also demonstrate that stress intensity factors associated with load-controlled boundary conditions, such as those inherent in the ASME Boiler and Pressure Vessel Code as well as in most handbooks of stress intensity factors, can be much higher than those associated with displacement-controlled conditions, such as those that produce residual or thermal stresses. Under certain conditions, the inclusion of plasticity effects for cracks loaded by displacement-controlled boundary conditions reduces the crack driving force thus justifying the elimination of a plasticity correction for such loadings. The results of this study form the basis for removing unnecessary conservatism from flaw evaluation procedures that utilize plasticity corrections.

An Analysis of Statewide Adoption Rates of Building Energy Code by Local Jurisdictions

The purpose of this study is to generally inform the U.S. Department of Energys Building Energy Codes Program of the local, effective energy code adoption rate for a sample set of 21 states, some which have adopted statewide codes and some that have not. Information related to the residential energy code adoption process and status at the local jurisdiction was examined for each of the states. Energy code status information was gathered for approximately 2,800 jurisdictions, which effectively covered approximately 80 percent of the new residential building construction in the 21 states included in the study.

Austin's Adoption of ASHRAE S.P. #41 into the Local Energy Code

The City of Austin amended the local Energy Code in December 1984 to incorporate the principal recommendations of ASHRAE Standard Project #41. Revisions to the Code were recommended by a special Task Force appointed by the City Council; Task Force members represented major elements of the construction industry and local community. The Code revisions were reviewed and supported by numerous local City boards and commissions after nearly a year's work by the Task Force. Principal changes effecting commercial construction involved deleting OTTV criteria and adding three new criteria: 1. Wall heating criteria 2. Wall cooling criteria 3. Peak cooling criteria The new envelope criteria makes adjustments for building geometry, orientation, shading, insulation, lighting power and controls. A performance index encourages good design by increased awareness of what factors make a difference, The new lighting code methodology is based upon specified watts per square foot for different tasks and gives credit for ceiling height and room size. Cooling equipment efficiencies were increased by 5 to 15%. Pipe and tank insulation Levels were raised and a variety of minor control modifications were added. This paper discusses the code changes related to commercial building envelopes and lighting s-system.

The objective of this project was to determine if the local brittle zone (LBZ) problem, encountered in the testing of the heat-affected zone (HAZ) part of welds in offshore platform construction, can also be found in reactor pressure vessel (RPV) welds. Time dependent simulations of multiwavelength variability of the blazar Mrk 421 with a Monte Carlo multi-zone code

(abridged) We present a new time-dependent multi-zone radiative transfer code and its application to study the SSC emission of Mrk 421. The code couples Fokker-Planck and Monte Carlo methods, in a 2D geometry. For the first time all the light travel time effects (LCTE) are fully considered, along with a proper treatment of Compton cooling, which depends on them. We study a set of simple scenarios where the variability is produced by injection of relativistic electrons as a `shock front' crosses the emission region. We consider emission from two components, with the second one either being pre-existing and co-spatial and participating in the evolution of the active region, or spatially separated and independent, only diluting the observed variability. Temporal and spectral results of the simulation are compared to the multiwavelength observations of Mrk 421 in March 2001. Capacity-building: an inquiry into the local coastal program component of coastal zone management in Louisiana

Social research specifically aimed at evaluating the efficacy of coastal zone management programs at the parish (county) level in building local capacities has been meager in academic literatures and absent from Louisiana Department of Natural Resources evaluative reports. This study addresses this deficiency by examining the effectiveness of Louisiana's Local Coastal Program (LCP) in building local coastal zone management capacity. Using levels of LCP development as a proxy for capacity-building, the study examines the influence of: 1) aggregate level social and demographic characteristics, 2) structural differences, and 3) different types of issue framing (i.e. "regulator" framing versus "regulated" framing). A multiple case design, using survey, interview, observation, and archival methods of data collection, produces two multi-layered data sets - one at the parish level (nineteen Coastal Zone parishes) and the other at the individual level (a target population of parish officials, CZM administrators and advisory panel members). Patterns in findings from quantitative and qualitative analysis are matched to rival theories, namely, resource mobilization theory and social construction theory. The analyses show that parishes with LCPs have a much stronger presence of "regulator" framing than do parishes without LCPs. The "regulator" frame is particularly strong among LCP/CZM advisory panel members, while agreement with regulator frames is lowest among parish council or police jury members. Coastal hazards vulnerability is highly salient to parishes both with and without LCPs, but the translation of hazard impacts to economic vulnerabilities, such as infrastructure damage, property loss and business interruption, is far weaker for non-LCP parishes. Themes prevalent in the data include contentions over wetland mitigation issues, disjunctions between the restorative and regulatory arm of LADNR, and disparate perceptions between non-LCP parishes and LCP parishes concerning the benefits of a parish LCP over developmental and maintenance costs. Overall findings indicate that while resource mobilization is necessary to programmatic participation and the building of capacity, social construction theory can explain the differences between respondent agreement with the regulator frame, and thus the presence of institutional capacity.

A Comparative Analysis of Residential Energy Use for 2009 IECC Code Compliance and 2001 IECC Compliance with 2006 NAECA Appliance Standards for Selected Climate Zones in Texas

This paper presents results of a comparative analysis of the electricity and natural gas savings from the implementation of 2009 International Energy Conservation Code (IECC) when compared with the 2001 IECC1 specifications with 2006 NAECA for a new single-family residential construction. The analysis uses a DOE-2 simulation for five locations in Texas (Houston, Brownsville, Dallas/Fort Worth, El Paso and Amarillo). The analysis shows that a code compliant house built to the specifications of the 2009 IECC uses 10% 16% less site energy annually than a house meeting the specifications of the 2001 IECC, for an air-conditioned house with a natural gas furnace. The results also show that an air conditioned 2009 code - compliant house with a heat pump uses 10% - 14% less site energy annually.

These ventilation requirements can be found in the International Residential Code for homes and the International Mechanical Code for dwelling units in multifamily buildings. Shape overlays provide a means of statically imposing a physical region containing specified material properties onto a zoned mesh. In the most general case, material interface boundaries are unrelated to mesh zone boundaries, causing zones to contain a mixture of materials, and the mesh itself is not uniform in physical space. We develop and apply an algorithm for shape overlays on nonorthogonal, nonuniform meshes in two dimensions. Examples of shape generation in a multiblock uid dynamics code are shown.

FLUX EMERGENCE IN A MAGNETIZED CONVECTION ZONE

We study the influence of a dynamo magnetic field on the buoyant rise and emergence of twisted magnetic flux ropes and their influence on the global external magnetic field. We ran three-dimensional MHD numerical simulations using the ASH code (anelastic spherical harmonics) and analyzed the dynamical evolution of such buoyant flux ropes from the bottom of the convection zone until the post-emergence phases. The global nature of this model can only very crudely and inaccurately represent the local dynamics of the buoyant rise of the implanted magnetic structure, but nonetheless allows us to study the influence of global effects, such as self-consistently generated differential rotation and meridional circulation, and of Coriolis forces. Although motivated by the solar context, this model cannot be thought of as a realistic model of the rise of magnetic structures and their emergence in the Sun, where the local dynamics are completely different. The properties of initial phases of the buoyant rise are determined essentially by the flux-rope's properties and the convective flows and consequently are in good agreement with previous studies. However, the effects of the interaction of the background dynamo field become increasingly strong as the flux ropes evolve. During the buoyant rise across the convection zone, the flux-rope's magnetic field strength scales as B{proportional_to}{rho}{sup {alpha}}, with {alpha} {approx}current density is observed to precede flux emergence at all longitudes. The geometry, latitude, and relative orientation of the flux ropes with respect to the background magnetic field influences the resulting rise speeds, zonal flow amplitudes (which develop within the flux ropes), and the corresponding surface signatures. This influences the morphology, duration and amplitude of the surface shearing, and the Poynting flux associated with magnetic flux-rope emergence. The emerged magnetic flux influences the system's global polarity, leading in some cases to a polarity reversal while inhibiting the background dynamo from doing so in others. The emerged magnetic flux is slowly advected poleward while being diffused and assimilated by the background dynamo field.

Second law analysis techniques have been widely used to evaluate the sources of irreversibility in components and systems of components but the evaluation of local sources of irreversibility in thermal processes has received little attention. While analytical procedures for evaluating local entropy generation have been developed, applications have been limited to fluid flows with analytical solutions for the velocity and temperature fields. The analysis of local entropy generation can be used to evaluate more complicated flows by including entropy generation calculations in a computational fluid dynamics (CFD) code. The research documented in this report consists of incorporating local entropy generation calculations in an existing CFD code and then using the code to evaluate the distribution of thermodynamic losses in two applications: an impinging jet and a magnetic heat pump. 22 refs., 13 figs., 9 tabs.

Credit: iStockphoto Once an energy-efficient technology or practice is widely available in the market, it can become the baseline of performance through building energy codes and equipment standards. The Building Technologies Office (BTO) provides support to states and local governments as they adopt and monitor commercial building code as well as builders working to meet and exceed code. BTO also develops test procedures and minimum efficiency standards for commercial equipment. Building Energy Codes DOE encourages using new technologies and better building practices to improve energy efficiency. Mandating building energy efficiency by including it in state and local codes is an effective strategy for achieving that goal. The Building Energy Codes Program works with the International Code Council (ICC), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE), Illuminating Engineering Society of North America (IESNA), American Institute of Architects (AIA), the building industry, and state and local officials to develop and promote more stringent and easy-to-understand building energy codes and to assess potential code barriers to new energy-efficient technologies.

Quantum error control codes

It is conjectured that quantum computers are able to solve certain problems more quickly than any deterministic or probabilistic computer. For instance, Shor's algorithm is able to factor large integers in polynomial time on a quantum computer. A quantum computer exploits the rules of quantum mechanics to speed up computations. However, it is a formidable task to build a quantum computer, since the quantum mechanical systems storing the information unavoidably interact with their environment. Therefore, one has to mitigate the resulting noise and decoherence effects to avoid computational errors. In this dissertation, I study various aspects of quantum error control codes - the key component of fault-tolerant quantum information processing. I present the fundamental theory and necessary background of quantum codes and construct many families of quantum block and convolutional codes over finite fields, in addition to families of subsystem codes. This dissertation is organized into three parts: Quantum Block Codes. After introducing the theory of quantum block codes, I establish conditions when BCH codes are self-orthogonal (or dual-containing) with respect to Euclidean and Hermitian inner products. In particular, I derive two families of nonbinary quantum BCH codes using the stabilizer formalism. I study duadic codes and establish the existence of families of degenerate quantum codes, as well as families of quantum codes derived from projective geometries. Subsystem Codes. Subsystem codes form a new class of quantum codes in which the underlying classical codes do not need to be self-orthogonal. I give an introduction to subsystem codes and present several methods for subsystem code constructions. I derive families of subsystem codes from classical BCH and RS codes and establish a family of optimal MDS subsystem codes. I establish propagation rules of subsystem codes and construct tables of upper and lower bounds on subsystem code parameters. Quantum Convolutional Codes. Quantum convolutional codes are particularly well-suited for communication applications. I develop the theory of quantum convolutional codes and give families of quantum convolutional codes based on RS codes. Furthermore, I establish a bound on the code parameters of quantum convolutional codes - the generalized Singleton bound. I develop a general framework for deriving convolutional codes from block codes and use it to derive families of non-catastrophic quantum convolutional codes from BCH codes. The dissertation concludes with a discussion of some open problems.

The DRC2 code, which couples MASH or MASHX adjoint leakages with DORT 2-D discrete ordinates forward directional fluences, is described. The forward fluences are allowed to vary both axially and radially over the coupling surface, as opposed to the strictly axial variation allowed by the predecessor DRC code. Input instructions are presented along with descriptions and results from several sample problems. Results from the sample problems are used to compare DRC2 with DRC, DRC2 with DORT, and DRC2 with itself for the case of x-y dependence versus no x-y dependence of the forward fluence. The test problems demonstrate that for small systems DRC and DRC2 give essentially the same results. Some significant differences are noted for larger systems. Additionally, DRC2 results with no x-y dependence of the forward directional fluences are practically the same as those calculated by DRC.

This analytical study examines the opportunities for cost-effective energy efficiency and renewable energy retrofits in residential archetypes constructed prior to 1980 (Pre-Code) in fourteen U.S. cities. These fourteen cities are representative of each of the International Energy Conservation Code (IECC) climate zones in the contiguous U.S. The analysis is conducted using an in-house version of EnergyGauge USA v.2.8.05 named CostOpt that has been programmed to perform iterative, incremental economic optimization on a large list of residential energy efficiency and renewable energy retrofit measures. The principle objectives of the study are as follows: to determine the opportunities for cost effective source energy reductions in this large cohort of existing residential building stock as a function of local climate and energy costs; and to examine how retrofit financing alternatives impact the source energy reductions that are cost effectively achievable.

This report describes the source term estimation codes, XSORs. The codes are written for three pressurized water reactors (Surry, Sequoyah, and Zion) and two boiling water reactors (Peach Bottom and Grand Gulf). The ensemble of codes has been named ``XSOR``. The purpose of XSOR codes is to estimate the source terms which would be released to the atmosphere in severe accidents. A source term includes the release fractions of several radionuclide groups, the timing and duration of releases, the rates of energy release, and the elevation of releases. The codes have been developed by Sandia National Laboratories for the US Nuclear Regulatory Commission (NRC) in support of the NUREG-1150 program. The XSOR codes are fast running parametric codes and are used as surrogates for detailed mechanistic codes. The XSOR codes also provide the capability to explore the phenomena and their uncertainty which are not currently modeled by the mechanistic codes. The uncertainty distributions of input parameters may be used by an. XSOR code to estimate the uncertainty of source terms.

Quantum error correction codes were introduced as a means to protect quantum information from decoherance and operational errors. Based on their approach to error control, error correcting codes can be divided into two different classes: block codes and convolutional codes. There has been significant development towards finding quantum block codes, since they were first discovered in 1995. In contrast, quantum convolutional codes remained mainly uninvestigated. In this thesis, we develop the stabilizer formalism for quantum convolutional codes. We define distance properties of these codes and give a general method for constructing encoding circuits, given a set of generators of the stabilizer of a quantum convolutional stabilizer code, is shown. The resulting encoding circuit enables online encoding of the qubits, i.e., the encoder does not have to wait for the input transmission to end before starting the encoding process. We develop the quantum analogue of the Viterbi algorithm. The quantum Viterbi algorithm (QVA) is a maximum likehood error estimation algorithm, the complexity of which grows linearly with the number of encoded qubits. A variation of the quantum Viterbi algorithm, the Windowed QVA, is also discussed. Using Windowed QVA, we can estimate the most likely error without waiting for the entire received sequence.

Simulation of heat transfer in the unsaturated zone

Heat transfer can play an important role in fluid flow near the emplacement site of high-level nuclear waste. The effects on far- field flow can be important in understanding net moisture fluxes above the repository zone. The convection in the unsaturated zone at the Yucca Mountain site was responsible for this movement. If this is so, then the convection could provide a mechanism for drying the rock above the repository zone and thus provide a buffer for heavy rainfall events. In addition, the convection would increase the movement of gaseous radionuclides such as {sup 14}CO{sub 2}, tritiated water vapor, and {sup 129}I (Weeks, 1987). Because of the complexity of the problem, numerical models were required to calculate gas flow and vapor transport at the site. Kipp previously modeled this problem using the code HST3D. This code represents the flow of a single-phase fluid with both heat- and mass-transfer effects included. Water density and partial pressure effects are accounted for by the virtual temperature method. In this paper, the problem was simulated using the code FEHMN, a finite-element heat- and mass-transfer code being developed for the Yucca Mountain Project. The work described in this paper was done in preparation of the upcoming problem to be formulated for the Performance Assessment Calculation Exercise. 5 refs., 9 figs., 1 tab.

The primary purpose of the Multispectral Nuclear Logging project is to assess the effectiveness of applying nuclear borehole-logging techniques to the Department of Energy`s (DOE) Environmental Restoration (ER) program, adapt the technology to improve these capabilities, and transfer that technology to industry. The purpose of the Monte Carlo simulations using MCNP is to predict the minimum concentration levels for environmental contaminants that could be detected by Multispectral Logging (MSL). The Monte Carlo code used for this type of simulation, MCNP, should be benchmarked against experimental data to show that the user can accurately reproduce the proper gamma-ray spectrum. Experimental data was obtained from Westinghouse-Hanford Company using the Environmental Measurements Corp. (EMC) logging tool in the Upper Barren Zone (UBZ) and Ore Zone (OZ) calibration models at Grand Junction. This paper continues the discussion of benchmarking MCNP using the UBZ and OZ data.

6 6 Residential Building Code Compliance: Recent Findings and Implications Energy use in residential buildings in the U.S. is significant-about 20% of primary energy use. While several approaches reduce energy use such as appliance standards and utility programs, enforcing state building energy codes is one of the most promising. However, one of the challenges is to understand the rate of compliance within the building community. Utility companies typically use these codes as the baseline for providing incentives to builders participating in utility-sponsored residential new construction (RNC) programs. Quantum stabilizer codes and beyond

The importance of quantum error correction in paving the way to build a practical quantum computer is no longer in doubt. Despite the large body of literature in quantum coding theory, many important questions, especially those centering on the issue of "good codes" are unresolved. In this dissertation the dominant underlying theme is that of constructing good quantum codes. It approaches this problem from three rather different but not exclusive strategies. Broadly, its contribution to the theory of quantum error correction is threefold. Firstly, it extends the framework of an important class of quantum codes - nonbinary stabilizer codes. It clarifies the connections of stabilizer codes to classical codes over quadratic extension fields, provides many new constructions of quantum codes, and develops further the theory of optimal quantum codes and punctured quantum codes. In particular it provides many explicit constructions of stabilizer codes, most notably it simplifies the criteria by which quantum BCH codes can be constructed from classical codes. Secondly, it contributes to the theory of operator quantum error correcting codes also called as subsystem codes. These codes are expected to have efficient error recovery schemes than stabilizer codes. Prior to our work however, systematic methods to construct these codes were few and it was not clear how to fairly compare them with other classes of quantum codes. This dissertation develops a framework for study and analysis of subsystem codes using character theoretic methods. In particular, this work established a close link between subsystem codes and classical codes and it became clear that the subsystem codes can be constructed from arbitrary classical codes. Thirdly, it seeks to exploit the knowledge of noise to design efficient quantum codes and considers more realistic channels than the commonly studied depolarizing channel. It gives systematic constructions of asymmetric quantum stabilizer codes that exploit the asymmetry of errors in certain quantum channels. This approach is based on a Calderbank- Shor-Steane construction that combines BCH and finite geometry LDPC codes.

The report codes are substantially based on the American National Standards Institute, Standard Technical Report Number (STRN)-Format and Creation Z39.23-1983. The Standard Technical Report Number (STRN) provides one of the primary methods of identifying a specific technical report. The STRN consists of two parts: The report code and the sequential number. The report code identifies the issuing organization, a specific program, or a type of document. The sequential number, which is assigned in sequence by each report issuing entity, is not included in this publication. Part I of this compilation is alphabetized by report codes followed by issuing installations. Part II lists the issuing organization followed by the assigned report code(s). In both Parts I and II, the names of issuing organizations appear for the most part in the form used at the time the reports were issued. Error correcting codes for adiabatic quantum computation

Recently, there has been growing interest in using adiabatic quantum computation as an architecture for experimentally realizable quantum computers. One of the reasons for this is the idea that the energy gap should provide some inherent resistance to noise. It is now known that universal quantum computation can be achieved adiabatically using 2-local Hamiltonians. The energy gap in these Hamiltonians scales as an inverse polynomial in the problem size. Here we present stabilizer codes which can be used to produce a constant energy gap against 1-local and 2-local noise. The corresponding fault-tolerant universal Hamiltonians are 4-local and 6-local respectively, which is the optimal result achievable within this framework.

Zone refining of plutonium metal

The zone refining process was applied to Pu metal containing known amounts of impurities. Rod specimens of plutonium metal were melted into and contained in tantalum boats, each of which was passed horizontally through a three-turn, high-frequency coil in such a manner as to cause a narrow molten zone to pass through the Pu metal rod 10 times. The impurity elements Co, Cr, Fe, Ni, Np, U were found to move in the same direction as the molten zone as predicted by binary phase diagrams. The elements Al, Am, and Ga moved in the opposite direction of the molten zone as predicted by binary phase diagrams. As the impurity alloy was zone refined, {delta}-phase plutonium metal crystals were produced. The first few zone refining passes were more effective than each later pass because an oxide layer formed on the rod surface. There was no clear evidence of better impurity movement at the slower zone refining speed. Also, constant or variable coil power appeared to have no effect on impurity movement during a single run (10 passes). This experiment was the first step to developing a zone refining process for plutonium metal.

Locating illicit radiological sources using gamma ray or neutron detection is a key challenge for both homeland security and nuclear nonproliferation. Localization methods using an array of detectors or a sequence of observations in time and space must provide rapid results while accounting for a dynamic attenuating environment. In the presence of significant attenuation and scatter, more extensive numerical transport calculations in place of the standard analytical approximations may be required to achieve accurate results. Numerical adjoints based on deterministic transport codes provide relatively efficient detector response calculations needed to determine the most likely location of a true source. Probabilistic representations account for uncertainty in the source location resulting from uncertainties in detector responses, the approximations that are used, and the potential for nonunique solutions. A Bayesian approach improves on previous likelihood methods for source localization by allowing the incorporation of all available information to help constrain solutions.

A parallel dynamical system for computing sparse representations of data, i.e., where the data can be fully represented in terms of a small number of non-zero code elements, and for reconstructing compressively sensed images. A new computer program, LINES, has been developed for simulating atomic line emission and absorption spectra using the accurate fine structure energy levels and transition strengths calculated by the (CATS) Cowan Atomic Structure code. Population distributions for the ion stages are obtained in LINES by using the Local Thermodynamic Equilibrium (LTE) model. LINES is also useful for displaying the pertinent atomic data generated by CATS. This report describes the use of LINES. The application of building codes to solar energy systems for heating and cooling of buildings is discussed, using as typical codes the three model building codes most widely adopted by states and localities. Some potential barriers to solar energy systems are found, federal and state programs to deal with these barriers are discussed, and alternatives are suggested. To remedy this, a federal program is needed to encourage state adoption of standards and acceptance of certification of solar systems for code approval, and to encourage revisions to codes based on model legislation prepared for the federal government by the model codes groups.

This report provides an overview of the energy standards and model codes process for the voluntary sector within the United States. The report was prepared by Pacific Northwest Laboratory (PNL) for the Building Energy Standards Program and is intended to be used as a primer or reference on this process. Building standards and model codes that address energy have been developed by organizations in the voluntary sector since the early 1970s. These standards and model codes provide minimum energy-efficient design and construction requirements for new buildings and, in some instances, existing buildings. The first step in the process is developing new or revising existing standards or codes. There are two overall differences between standards and codes. Energy standards are developed by a consensus process and are revised as needed. Model codes are revised on a regular annual cycle through a public hearing process. In addition to these overall differences, the specific steps in developing/revising energy standards differ from model codes. These energy standards or model codes are then available for adoption by states and local governments. Typically, energy standards are adopted by or adopted into model codes. Model codes are in turn adopted by states through either legislation or regulation. Enforcement is essential to the implementation of energy standards and model codes. Low-rise residential construction is generally evaluated for compliance at the local level, whereas state agencies tend to be more involved with other types of buildings. Low-rise residential buildings also may be more easily evaluated for compliance because the governing requirements tend to be less complex than for commercial buildings.

Coded modulation with Low Density Parity Check codes

This thesis proposes the design of Low Density Parity Check (LDPC) codes for cases where coded modulation is used. We design these codes by extending the idea of Density Evolution (DE) that has been introduced as a powerful tool to analyze LDPC codes. We first discuss methods by which we can design these codes for higher order constellations like 8 Phase Shift Keying (PSK) and 16 Quadrature Amplitude Modulation (QAM). We present simulation results that are within 0.22 dB and 0.4 dB within the constrained capacity of 8 PSK and 16 QAM constellations respectively in an Additive White Gaussian Noise (AWGN) channel. In the second part, we investigate serial concatenation of LDPC codes and minimum shift keying (MSK) with iterative decoding. We show that the design of LDPC codes is crucially dependent on the realization of the MSK modulator. For MSK modulators with non-recursive continuous phase encoders (CPEs), optimal codes for BPSK are optimal whereas for MSK modulators with recursive CPEs the BPSK codes are not optimal. We show that for non-recursive CPEs, iterative demodulation and decoding is not required even though the CPE has memory. However, iterative demodulation is essential for recursive CPEs. For recursive CPEs, we design LDPC codes using density evolution and differential evolution by looking at the graph structure of the CPE and considering message passing between both these codes. The resulting codes provide significantly improved performance over the existing codes.

Local and state jurisdictions in many areas of the country require that all electrical power systems be installed in compliance with the requirements of the National Electrical Code{reg_sign} (NEC{reg_sign}). Utilities and governmental agencies are now requiring that PV installations and components also meet a number of Institute of Electrical and Electronic Engineers (IEEE) standards. PV installers are working more closely with licensed electricians and electrical contractors who are familiar with existing local codes and installation practices. PV manufacturers, utilities, balance of systems manufacturers, and standards representatives have come together to address safety and code related issues for future PV installations. BECP has also developed several resources to help states uniformly assess the rate of compliance with their energy codes for residential and commercial buildings. It is important to note that regardless of the level of enforcement, as a law the building owner/developer is ultimately responsible to comply with the energy code. Compliance will be increased if the adopting agency prepares the building construction community to comply with the energy code and provides resources to code officials to enforce it.

MELCOR is a fully integrated, engineering-level computer code that models the progression of severe accidents in light water reactor nuclear power plants. MELCOR is being developed at Sandia National Laboratories for the U.S. Nuclear Regulatory Commission as a second-generation plant risk assessment tool and the successor to the Source Term Code Package. A broad spectrum of severe accident phenomena in both boiling and pressurized water reactors is treated in MELCOR in a unified framework. These include: thermal-hydraulic response in the reactor coolant system, reactor cavity, containment, and confinement buildings; core heatup, degradation, and relocation; core-concrete attack; hydrogen production, transport, and combustion; fission product release and transport; and the impact of engineered safety features on thermal-hydraulic and radionuclide behavior. Current uses of MELCOR include estimation of severe accident source terms and their sensitivities and uncertainties in a variety of applications. This publication of the MELCOR computer code manuals corresponds to MELCOR 1.8.3, released to users in August, 1994. The Study on Thermal Performance and Applicability of Energy-saving Wall Materials in Hot Summer and Cold Winter Zones

The hot summer and cold winter zone is a transition zone between the cold zone and hot zone, sweltering in summer and chilly in winter, of which climate is worse. In recent years, with people's raised requirements on indoor living environments, the energy consumption of buildings in hot summer and cold winter zone has been greatly increased. However, the thermal performance of walls in this zone is worse, and thus a mass of energy is wasted. This paper thoroughly analyzes and compares some energy-saving wall materials and thermal insulation systems used in projects in general, according to the climate in the zone combined with the design standard for the walls of residential buildings in the hot summer and cold winter zone. The results indicate that reasonably selecting the applicable wall materials and thermal insulation systems according to the local energy consumption characteristics could optimize resource utilization and have a positive effect on energy efficiency.

This document describes a parallel finite-difference code for modeling wave propagation in 2D, fully anisotropic materials. The code utilizes a mesh refinement scheme to improve computational efficiency. Mesh refinement allows the grid spacing to be tailored to the velocity model, so that fine grid spacing can be used in low velocity zones where the seismic wavelength is short, and coarse grid spacing can be used in zones with higher material velocities. Over-sampling of the seismic wavefield in high velocity zones is therefore avoided. The code has been implemented to run in parallel over multiple processors and allows large-scale models and models with large velocity contrasts to be simulated with ease.

This work provides a site-scale transport model for calculating radionuclide transport in the saturated zone (SZ) at Yucca Mountain, for use in the abstractions model in support of ''Total System Performance Assessment for License Application'' (TSPA-LA). The purpose of this model report is to provide documentation for the components of the site-scale SZ transport model in accordance with administrative procedure AP-SIII.10Q, Models. The initial documentation of this model report was conducted under the ''Technical Work Plan For: Saturated Zone Flow and Transport Modeling and Testing'' (BSC 2003 [DIRS 163965]). The model report has been revised in accordance with the ''Technical Work Plan For: Natural System--Saturated Zone Analysis and Model Report Integration'', Section 2.1.1.4 (BSC 2004 [DIRS 171421]) to incorporate Regulatory Integration Team comments. All activities listed in the technical work plan that are appropriate to the transport model are documented in this report and are described in Section 2.1.1.4 (BSC 2004 [DIRS 171421]). This report documents: (1) the advection-dispersion transport model including matrix diffusion (Sections 6.3 and 6.4); (2) a description and validation of the transport model (Sections 6.3 and 7); (3) the numerical methods for simulating radionuclide transport (Section 6.4); (4) the parameters (sorption coefficient, Kd ) and their uncertainty distributions used for modeling radionuclide sorption (Appendices A and C); (5) the parameters used for modeling colloid-facilitated radionuclide transport (Table 4-1, Section 6.4.2.6, and Appendix B); and (6) alternative conceptual models and their dispositions (Section 6.6). The intended use of this model is to simulate transport in saturated fractured porous rock (double porosity) and alluvium. The particle-tracking method of simulating radionuclide transport is incorporated in the finite-volume heat and mass transfer numerical analysis (FEHM) computer code, (FEHM V2.20, STN: 10086-2.20-00) (LANL 2003 [DIRS 161725]) and is described in Section 6.4 of this report. FEHM is a three-dimensional (3-D), finite-volume, finite-element, heat and mass flow-and-transport code. This report documents the features and capabilities of the site-scale transport model for calculating radionuclide transport in the SZ at Yucca Mountain in support of the TSPA-LA. Correlative flow-model calculations using FEHM are carried out and documented in the model report ''Saturated Zone Site-Scale Flow Model'' (BSC 2004 [DIRS 170037]). The velocity fields are calculated by the flow model independent of the transport processes and supplied as a part of the output package from the flow model, which is then used as inputs to the transport model. Several SZ analysis model reports provide information and data needed as feed-ins for this report, and this report in turn provides technical product outputs that feed into other SZ reports. The details of inputs to the site-scale transport model are provided in Section 4.

Program Impact Analysis Program Impact Analysis BECP periodically assesses the impacts of its activities by estimating historical and projected energy savings, consumer savings, and avoided emissions. Since the inception of the Program 20 years ago, cumulative full-fuel-cycle (FFC) energy savings from 1992- 2012 are estimated to be approximately 4.8 quads and cost savings to consumers have been more than $44 billion. These savings have resulted primarily from the Program's activities which upgrade the model energy codes, accelerate their adoption by states and localities, and improve code compliance by means of various software tools and other types of training and technical support. The federal budgetary cost of the Program over this same period (1992-2012) was estimated to be around $110 million, resulting in a ratio of more than $400

Zone refining of plutonium metal

The purpose of this study was to investigate zone refining techniques for the purification of plutonium metal. The redistribution of 10 impurity elements from zone melting was examined. Four tantalum boats were loaded with plutonium impurity alloy, placed in a vacuum furnace, heated to 700{degrees}C, and held at temperature for one hour. Ten passes were made with each boat. Metallographic and chemical analyses performed on the plutonium rods showed that, after 10 passes, moderate movement of certain elements were achieved. Molten zone speeds of 1 or 2 inches per hour had no effect on impurity element movement. Likewise, the application of constant or variable power had no effect on impurity movement. The study implies that development of a zone refining process to purify plutonium is feasible. Development of a process will be hampered by two factors: (1) the effect on impurity element redistribution of the oxide layer formed on the exposed surface of the material is not understood, and (2) the tantalum container material is not inert in the presence of plutonium. Cold boat studies are planned, with higher temperature and vacuum levels, to determine the effect on these factors. 5 refs., 1 tab., 5 figs.

Network Coded Transmission of Fountain Codes over Cooperative Relay Networks

In this paper, a transmission strategy of fountain codes over cooperative relay networks is proposed. When more than one relay nodes are available, we apply network coding to fountain-coded packets. By doing this, partial information is made available to the destination node about the upcoming message block. It is therefore able to reduce the required number of transmissions over erasure channels, hence increasing the effective throughput. Its application to wireless channels with Rayleigh fading and AWGN noise is also analysed, whereby the role of analogue network coding and optimal weight selection is demonstrated.

This Analysis/Model Report (AMR) summarizes transport properties for the lower unsaturated zone hydrogeologic units and the saturated zone at Yucca Mountain and provides a summary of data from the Busted Butte Unsaturated Zone Transport Test (UZTT). The purpose of this report is to summarize the sorption and transport knowledge relevant to flow and transport in the units below Yucca Mountain and to provide backup documentation for the sorption parameters decided upon for each rock type. Because of the complexity of processes such as sorption, and because of the lack of direct data for many conditions that may be relevant for Yucca Mountain, data from systems outside of Yucca Mountain are also included. The data reported in this AMR will be used in Total System Performance Assessment (TSPA) calculations and as general scientific support for various Process Model Reports (PMRs) requiring knowledge of the transport properties of different materials. This report provides, but is not limited to, sorption coefficients and other relevant thermodynamic and transport properties for the radioisotopes of concern, especially neptunium (Np), plutonium (Pu), Uranium (U), technetium (Tc), iodine (I), and selenium (Se). The unsaturated-zone (UZ) transport properties in the vitric Calico Hills (CHv) are discussed, as are colloidal transport data based on the Busted Butte UZTT, the saturated tuff, and alluvium. These values were determined through expert elicitation, direct measurements, and data analysis. The transport parameters include information on interactions of the fractures and matrix. In addition, core matrix permeability data from the Busted Butte UZTT are summarized by both percent alteration and dispersion.

Using the EXIT chart approach, a necessary and sufficient condition is developed for the local stability of iterative decoding of multi-edge type (MET) doubly-generalized low-density parity-check (D-GLDPC) code ensembles. In such code ensembles, the use of arbitrary linear block codes as component codes is combined with the further design of local Tanner graph connectivity through the use of multiple edge types. The stability condition for these code ensembles is shown to be succinctly described in terms of the value of the spectral radius of an appropriately defined polynomial matrix.

Experience is described with use of a fast-running Stirling engine optimization code developed at Argonne intended for public release. Stirling engine modeling is provided by the SEAM1 thermodynamic code. An interface was written to combine SEAM1 with a general optimization code and assess maximum component stress levels. Thus full engine thermodynamic and structural simulation is done during the optimization process. Several examples of the use of this code to optimize the GPU-3 engine are described. In one case efficiency was improved by over 25%.

Recommendations for 2009 IECC 15% Above Code Energy Efficiency Measures for Residential Buildings

In the 79th Legislature (2005) the Energy Systems Laboratory was required to develop three alternative methods for achieving 15% above-code energy savings in new residential, commercial and industrial construction. The Laboratory continues to work closely with code officials, energy raters, manufacturers, state officials and other stakeholders to develop cost effective energy efficiency measures. This report presents detailed information about the recommendations for achieving 15% above-code energy performance, which are based on the 2009 International Energy Conservation Code (IECC), for single-family residences across the State of Texas. To estimate above-code savings (%) of energy efficiency measures, total source energy savings from heating, cooling, lighting, equipment, and DHW were considered for emissions reductions determination. The recommendations were developed for three 2009 IECC climate zones in Texas along with simple payback calculations. This information is useful to homebuilders, utility demand side energy managers, homeowners and others who wish to construct residential buildings that exceed the minimum national energy code requirements. The analysis was performed using an ESL simulation model based on the DOE-2.1e simulation of a 2009 IECC code-compliant, single family residence and the appropriate TMY2 weather files for seventeen counties in Texas for which TMY2 data is available. According to 2009 IECC Climate Zone, seventeen counties were categorized into three climate zones: Climate Zone 2, 3, and 4, and the 2009 IECC code-compliance base-case models were constructed for each climate zone. Two options based on the choice of heating fuel type were considered: (a) natural gas (gas-fired furnace for space heating, and gas water heater for domestic water heating), and (b) electricity (heat pump for space heating, and electric water heater for domestic water heating). A total of eighteen measures based on the energy savings above the base-case house were selected. These measures include building envelope and fenestration, HVAC system, domestic hot water (DHW) system, lighting and renewable options. The implementation costs of each individual measure were also calculated along with simple payback calculations. These measures were then combined to achieve the total source energy savings of the group is 15% above the base-case 2009 code-compliant house. As a result, three example combinations were proposed for each base case ((a) electric/gas house and (b) all-electric house) in each climate zone. Each combination was formed to have a different payback period. Finally, the corresponding emissions savings of each combination were calculated based on the eGrid for Texas.

Houston is the only major city in North America without zoning. The growth of Houston illustrates a traditional free market philosophy in which land use zoning is seen as a violation to private property and personal liberty. This dissertation explores how the lack of zoning has an impact on land use and urban form in Houston. It is based on a theoretical framework derived from economics and public policy theories for institutional analyses of land development controls. The dissertation uses cluster analysis integrating socioeconomic factors from census data to select three case study neighborhoods, and then applies GIS to analyze their urban form spatial characteristics with spatial data from Houston Planning Department. It also uses qualitative methods such as archives and documentations for the three neighborhoods. The study investigates the change of urban form in three case study neighborhoods over two decades. It also explores how local land use policies made by both the local government and non-governmental sectors shape urban form in Houston. The study results show that despite the citys lack of zoning, local land use regulatory policies made by the municipality have significant influence on urban development. Additionally, civic and private organizations such as super neighborhoods and homeowner associations fill the gaps left by the lack of land use zoning. These two aspects contribute to land use planning and urban form of the city. Houston presents a contradiction of limited government intervention and public investments and subsidies. Land use controls by private contract and by government legislative intervention are not mutually exclusive or immutable. The study finds that it is difficult to achieve mixed race and income neighborhoods, even without zoning. Equity goals are not met in market approaches. Deed restrictions might be better at facilitating property sales and maintenance than at improving community welfare and governance. From the theoretical perspective, the study argues that a spectrum of market solutions and planning approaches at the ends are more relevant than the bipolarity view. Equity goals are not met in market approaches. For welfare and rights, public planning intervention is necessary. The market might provide physical land use diversity, but it fails to support socioeconomic diversity.

In 1973, the organization of state building code officials asked the National Bureau of Standards for guidelines on energy conservation to be incorporated into state building codes. Prescriptive codes on the proper approach became quite controversial. One group advocated a prescriptive type of code under which all building components influencing energy consumption would be individually specified. A second group favored an overall energy consumption budget for buildings expressed in Btu/sq ft of floor area/yr. Then it was conceded that different buildings required different specifications. This article illustrates some specific examples of why building codes to conserve energy must permit a trade-off between the various components of a building. (MCW)

Results from experimental studies of extreme UV (EUV) radiation from the compression zone of a magnetoplasma compressor (MPC) operating with xenon are presented. Two MPC operating modes that differ in the method of xenon injection into the discharge were studied. It is shown that EUV radiation in the wavelength range of 5-80 nm is emitted from the compression zone. In the MPC operating mode with local xenon injection directly into the compression zone surrounded by helium plasma, the radiation power reaches it peak value of 16-18 kW in the wavelength range of 12.2-15.8 nm.

Quantum Locality?

Robert Griffiths has recently addressed, within the framework of a consistent quantum theory (CQT) that he has developed, the issue of whether, as is often claimed, quantum mechanics entails a need for faster-than-light transfers of information over long distances. He argues, on the basis of his examination of certain arguments that claim to demonstrate the existence of such nonlocal influences, that such influences do not exist. However, his examination was restricted mainly to hidden-variable-based arguments that include in their premises some essentially classical-physics-type assumptions that are fundamentally incompatible with the precepts of quantum physics. One cannot logically prove properties of a system by attributing to the system properties alien to that system. Hence Griffiths rejection of hidden-variable-based proofs is logically warranted. Griffiths mentions the existence of a certain alternative proof that does not involve hidden variables, and that uses only macroscopically described observable properties. He notes that he had examined in his book proofs of this general kind, and concluded that they provide no evidence for nonlocal influences. But he did not examine the particular proof that he cites. An examination of that particular proof by the method specified by his consistent quantum theory shows that the cited proof is valid within that restrictive framework. This necessary existence, within the consistent framework, of long range essentially instantaneous influences refutes the claim made by Griffiths that his consistent framework is superior to the orthodox quantum theory of von Neumann because it does not entail instantaneous influences. An added section responds to Griffiths reply, which cites a litany of ambiguities that seem to restrict, devastatingly, the scope of his CQT formalism, apparently to buttress his claim that my use of that formalism to validate the nonlocality theorem is flawed. But the vagaries that he cites do not upset the proof in question. It is show here in detail why the precise statement of this theorem justifies the specified application of CQT. It is also shown, in response to his challenge, why a putative proof of locality that he has proposed is not valid.

Geothermal Lost Circulation Zone Mapping Tool

Lost circulation is an expensive and often encountered problem when drilling into geothermal formations. A method is needed to more accurately describe loss zones encountered during geothermal drilling to allow for more realistic testing since present testing techniques are inadequate. A Lost Circulation Zone Mapping Tool (LCZMT) is being developed that will quickly locate a loss zone and then provide a visual image of this zone as it intersects the wellbore. A modified Sandia high temperature Acoustic Borehole Televiewer should allow modeling of geothermal loss zones, which would in turn lead to testing that can be performed to evaluate lost circulation materials under simulated downhole conditions. 5 refs., 5 figs.

This patent describes a zoned heating and air conditioning system comprising: a central air handling system with an air heating means and an air cooling means and a blower connected to an air duct system; thermostats each have heating and cooling set points, respectively associated with and located in different zones of a building; dampers respectively associated with each building zone positioned in the air duct system. Each damper has an open position allowing air into the respective zone from the duct system and a closed position; relay means for connecting one thermostat to the air handling system upon a call for heating or cooling by one thermostat and disconnecting all other thermostats by connecting one thermostat's connections between the thermostat and air handling system. Only one thermostat is connected to the air handling system at a time and the relay means disconnects one thermostat from the air handling system after one thermostat is satisified; and damper actuating means for unlocking each damper in one building zone responsive actuated by a respective zone thermostat connected to the air handling system by the relay means. The damper actuates means including a damper solenoid for each damper located adjacent each damper and connected to a respective zone thermostat. It unlocks each damper in one building zone responsive to being actuated by the respective zone thermostat and unlocks the dampers in one building zone when one thermostat is actuated while preventing the dampers in another thermostat's building zone from unlocking.

Surface code implementation of block code state distillation

State distillation is the process of taking a number of imperfect copies of a particular quantum state and producing fewer better copies. Until recently, the lowest overhead method of distilling states |A>=(|0>+e^{i\\pi/4}|1>)/\\sqrt{2} produced a single improved |A> state given 15 input copies. New block code state distillation methods can produce k improved |A> states given 3k+8 input copies, potentially significantly reducing the overhead associated with state distillation. We construct an explicit surface code implementation of block code state distillation and quantitatively compare the overhead of this approach to the old. We find that, using the best available techniques, for parameters of practical interest, block code state distillation does not always lead to lower overhead, and, when it does, the overhead reduction is typically less than a factor of three.

Impact of seismic code provisions in the central U.S.: a performance evaluation of a reinforced concrete building

The close proximity to the New Madrid Seismic Zone and the significant population and infrastructure presents a potentially substantial risk for central U.S. cities such as Memphis, Tennessee. However, seismic provisions in currently adopted Memphis building codes for non-essential structures have a lower seismic design intensity level than the 2003 International Building Code (IBC) with broader acceptance nationally. As such, it is important to evaluate structures designed with these local seismic provisions to determine whether they will perform adequately during two different design-level earthquakes in this region. A four-story reinforced concrete (RC) moment frame with wide-module pan joists was designed according to current building codes relevant to the central U.S.: the 2003 IBC, the City of Memphis and Shelby County locally amended version of the 2003 IBC, and the 1999 Standard Building Code (SBC). Special moment frames (SMFs) were required for the IBC and SBC designs, but lower design forces in the amended IBC case study permitted an intermediate moment frame (IMF). However, the margin by which a SMF was required was very small for the SBC design. For slightly different conditions IMFs could be used. Nonlinear push-over and dynamic analyses using synthetic ground motions developed for Memphis for 2% and 10% probabilities of exceedance in 50 years were conducted for each of the three designs. The FEMA 356 recommended Basic Safety Objective (BSO) is to dually achieve Life Safety (LS) for the 10% in 50 years earthquake and Collapse Prevention (CP) for the 2% in 50 years earthquake. For the member-level evaluation, the SMF designs met the LS performance objective, but none of the designs met the CP performance objective or the BSO. However, the margin by which the SMF buildings exceeded CP performance was relatively small compared to that of the IMF building. Fragility curves were also developed to provide an estimate of the probability of exceeding various performance levels and quantitative performance limits. These relationships further emphasize the benefits of using an SMF as required by the IBC and, in this case, the SBC.
