    A new report from the National Renewable Energy Laboratory (NREL) explores the role of alternative fuels and energy efficient vehicles in motor fuel taxes. Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    Motor fuel taxes were established to finance our nation’s transportation infrastructure, yet evolving economic, political, and technological influences are constraining this ability. At the federal level, the Highway Trust Fund (HTF), which is primarily funded by motor fuel taxes, has become increasingly dependent on general fund contributions and short-term reauthorizations to prevent insolvency. As a result, there are discussions at both the federal and state levels in which stakeholders are examining the future of motor fuel excise taxes as well as the role of electric and alternative fuel vehicles in that future. On July 1, 2015, six states increased their motor fuel tax rates.

    The Annual Energy Outlook 2007 (AEO) reference case and alternative cases generally assume compliance with current laws and regulations affecting the energy sector. Some provisions of the U.S. Tax Code are scheduled to expire, or may be subject to adjustment, before the end of the projection period. In general, scheduled expirations and adjustments provided in legislation or regulations are assumed to occur, unless there is significant historical evidence to support an alternative assumption. This section examines the AEO2007 treatment of three provisions that could have significant impacts on U.S. energy markets: the gasoline excise tax, biofuel (ethanol and biodiesel) tax credits, and the production tax credit for electricity generation from certain renewable resources.

    The Scandinavian countries, and in particular Norway and Sweden, have since 1990/91 taxed CO{sub 2}-emissions with carbon tax of about US $150 per ton of CO{sub 2}. One may therefore say that these countries have placed themselves in a role as {open_quotes}carbon tax laboratories{close_quotes}. These very high CO{sub 2}-taxes have been in place for about four years and the first lessons from this experience are reported. In general it would seem as if the taxation mechanism is less efficient than economists have expected. The CO{sub 2}-emissions are increasing in both Norway and Sweden and the stabilization goal to the year 2000 will not be achieved in spite of the high taxation. The fossil fuel industry will have to learn to live with the climate change question which is inherently hostile to fossil fuels. It is argued that a more informed and active participation by the fossil fuel industry is needed in the climate change discussion. In addition the image of fossil fuels will benefit from showing real and potential improvement in the area of greenhouse gas emissions in the whole energy chain from production to combustion. The R&D effort being done into CO{sub 2}-capture and -disposal is creating such an option for the future. It is argued that the image of the entire fossil fuel industry will benefit from the creation of a {open_quotes}CO{sub 2}-free{close_quote} option or vision for oil, gas and coal. A number of examples are shown where today (or in the near future) actual CO{sub 2}-disposal in underground formations are taking place.

    This report documents a review of State practices of reporting International Fuel Tax Agreement (IFTA) data to the U.S. Federal Highway Administration (FHWA). The purpose of the review is described in a notice published in the Federal Register (Vol. 65, No. 160, August 17, 2000, 50269-50272). The purpose is ''to increase the understanding of States on the importance of reporting adjusted IFTA data to the FHWA'', and ''to develop additional guidance on IFTA reporting''. The purpose is not to critique IFTA or any State. The review includes a survey of the forty eight IFTA member States, which was conducted January-April 2002. The States' responses to the survey are discussed in this report. The organization of the report follows further discussion in the Federal Register notice. Section 2 of the report is a general overview of IFTA. Section 3 describes in more detail how each State collects IFTA revenues. Section 4 is about how States separate out revenues not related to gallons of motor-fuel and direct motor-fuel gallon taxes. Section 5 describes how States calculate net IFTA gallons and the time delay in the processing. Section 6 is about difficulties in processing and reporting IFTA data. Timeliness is discussed further in Section 7, and alternatives for IFTA calculations if complete IFTA data are not available are discussed in Section 8. The IFTA survey questionnaire and instructions are in Appendices A and B. The survey responses of the States and the review of the IFTA system suggest that IFTA collections and data reporting are for the most part working well. Possible exceptions include (1) using off-road fuel use in IFTA mileage-per-gallon (mpg) estimates, (2) inconsistencies among States in definitions of taxable mileage or taxable fuel and consequential reporting differences, and (3) possible misinterpretations of ''net taxable gallons''.

    The US Department of Energy LMFBR Lines-of-Assurance are briefly stated and local faults are given perspective with an historical review and definition to help define the constraints of LMFBR fuel-element designs. Local-fault-propagation (fuel-element failure-propagation and blockage propagation) perceptions are reviewed. Fuel pin designs and major LMFBR parameters affecting pin performance are summarized. The interpretation of failed-fuel data is aided by a discussion of the effects of nonprototypicalities. The fuel-pin endurance expected in the US, USSR, France, UK, Japan, and West Germany is outlined. Finally, fuel-failure detection and location by delayed-neutron and gaseous-fission-product monitors are briefly discussed to better realize the operational limits.

    This study addresses the over-prediction of local power when the burn-up distribution in each half-element of the NBSR is assumed to be uniform. A single-element model was utilized to quantify the impact of axial and plate-wise burn-up on the power distribution within the NBSR fuel elements for both high-enriched uranium (HEU) and low-enriched uranium (LEU) fuel. To validate this approach, key parameters in the single-element model were compared to parameters from an equilibrium core model, including neutron energy spectrum, power distribution, and integral U-235 vector. The power distribution changes significantly when incorporating local burn-up effects and has lower power peaking relative to the uniform burn-up case. In the uniform burn-up case, the axial relative power peaking is over-predicted by as much as 59% in the HEU single-element and 46% in the LEU single-element with uniform burn-up. In the uniform burn-up case, the plate-wise power peaking is over-predicted by as much as 23% in the HEU single-element and 18% in the LEU single-element. The degree of over-prediction increases as a function of burn-up cycle, with the greatest over-prediction at the end of Cycle 8.     The goal of this research was to provide a proof-of-concept (POC) system for preventing non-taxable (non-highway diesel use) or low-taxable (jet fuel) petrochemical products from being blended with taxable fuel products and preventing taxable fuel products from cross-jurisdiction evasion. The research worked to fill the need to validate the legitimacy of individual loads, offloads, and movements by integrating and validating, on a near-real-time basis, information from global positioning system (GPS), valve sensors, level sensors, and fuel-marker sensors.

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

    The Feed System Innovation for Gasification of Locally Economical Alternative Fuels (FIGLEAF) project was conducted by the Energy & Environmental Research Center and Gasification Engineering Corporation of Houston, Texas (a subsidiary of Global Energy Inc., Cincinnati, Ohio), with 80% cofunding from the U.S. Department of Energy (DOE). The goal of the project was to identify and evaluate low-value fuels that could serve as alternative feedstocks and to develop a feed system to facilitate their use in integrated gasification combined-cycle and gasification coproduction facilities. The long-term goal, to be accomplished in a subsequent project, is to install a feed system for the selected fuel(s) at Global Energy's commercial-scale 262-MW Wabash River Coal Gasification Facility in West Terre Haute, Indiana. The feasibility study undertaken for the project consisted of identifying and evaluating the economic feasibility of potential fuel sources, developing a feed system design capable of providing a fuel at 400 psig to the second stage of the E-Gas (Destec) gasifier to be cogasified with coal, performing bench- and pilot-scale testing to verify concepts and clarify decision-based options, reviewing information on high-pressure feed system designs, and determining the economics of cofeeding alternative feedstocks with the conceptual feed system design. A preliminary assessment of feedstock availability within Indiana and Illinois was conducted. Feedstocks evaluated included those with potential tipping fees to offset processing cost: sewage sludge, municipal solid waste, used railroad ties, urban wood waste (UWW), and used tires/tire-derived fuel. Agricultural residues and dedicated energy crop fuels were not considered since they would have a net positive cost to the plant. Based on the feedstock assessment, sewage sludge was selected as the primary feedstock for consideration at the Wabash River Plant. Because of the limited waste heat available for drying and the ability of the gasifier to operate with alternative feedstocks at up to 80% moisture, a decision was made to investigate a pumping system for delivering the as-received fuel across the pressure boundary into the second stage of the gasifier. A high-pressure feed pump and fuel dispersion nozzles were tested for their ability to cross the pressure boundary and adequately disperse the sludge into the second stage of the gasifier. These results suggest that it is technically feasible to get the sludge dispersed to an appropriate size into the second stage of the gasifier although the recycle syngas pressure needed to disperse the sludge would be higher than originally desired. A preliminary design was prepared for a sludge-receiving, storage, and high-pressure feeding system at the Wabash River Plant. The installed capital costs were estimated at approximately $9.7 million, within an accuracy of {+-}10%. An economic analysis using DOE's IGCC Model, Version 3 spreadsheet indicates that in order to justify the additional capital cost of the system, Global Energy would have to receive a tipping fee of $12.40 per wet ton of municipal sludge delivered. This is based on operation with petroleum coke as the primary fuel. Similarly, with coal as the primary fuel, a minimum tipping of $16.70 would be required. The availability of delivered sludge from Indianapolis, Indiana, in this tipping-fee range is unlikely; however, given the higher treatment costs associated with sludge treatment in Chicago, Illinois, delivery of sludge from Chicago, given adequate rail access, might be economically viable.

Several potential alternative fuels have been obtained for evaluation and testing as potential feedstocks, including sewage sludge, used railroad ties, urban wood waste, municipal solid waste, and used waste tires/tire-derived fuel. Only fuels with potential tipping fees were considered; potential energy crop fuels were not considered since they would have a net positive cost to the plant. Based on the feedstock assessment, sewage sludge has been selected as one of the primary feedstocks for consideration at the Wabash plant. Because of the limited waste heat available for drying and the ability of the gasifier to operate with alternative feedstocks at up to 80% moisture, a decision was made to investigate a pumping system for delivering the as-received fuel across the pressure boundary. High-temperature drop-tube furnace tests were conducted to determine if explosive fragmentation of high-moisture sludge droplets could be expected, but showed that these droplets underwent a shrinking and densification process that implies that the sludge will have to be well dispersed when injected into the gasifier. Fuel dispersion nozzles have been obtained for measuring how well the sludge can be dispersed in the second stage of the gasifier. Future work will include leasing a Schwing America pump to test pumping sewage sludge against 400 psig. In addition, sludge dispersion testing will be completed using two different dispersion nozzles to determine their ability to generate sludge particles small enough to be entrained out of the E-Gas entrained-flow gasifier.

    Wood pellet manufacturing in the Intermountain West is a recently founded and rapidly expanding energy industry for small-scale producers. Within a three-year period, the total number of manufacturers in the region has increased from seven to twelve (Folk et al., 1988). Small-scale industry development is evolving because a supply of raw materials from small and some medium-sized primary and secondary wood processors that has been largely unused. For the residue producer considering pellet fuel manufacturing, the wastewood generated from primary products often carries a cost associated with residue disposal when methods at-e stockpiling, landfilling or incinerating. Regional processors use these methods for a variety of reasons, including the relatively small amounts of residue produced, residue form, mixed residue types, high transportation costs and lack of a local market, convenience and absence of regulation. Direct costs associated with residue disposal include the expenses required to own and operate residue handling equipment, costs for operating and maintaining a combustor and tipping fees charged to accept wood waste at public landfills. Economic and social costs related to environmental concerns may also be incurred to include local air and water quality degradation from open-air combustion and leachate movement into streams and drinking water.

The reason for including these taxes in end-use energy prices is to provide consistent and accurate information on the total cost of energy purchased by the final consumer.     We present simulated fuel economy and emissions city transit buses powered by conventional diesel engines and diesel-hybrid electric powertrains of varying size. Six representative city drive cycles were included in the study. In addition, we included previously published aftertreatment device models for control of CO, HC, NOx, and particulate matter (PM) emissions. Our results reveal that bus hybridization can significantly enhance fuel economy by reducing engine idling time, reducing demands for accessory loads, exploiting regenerative braking, and shifting engine operation to speeds and loads with higher fuel efficiency. Increased hybridization also tends to monotonically reduce engine-out emissions, but trends in the tailpipe (post-aftertreatment) emissions involve more complex interactions that significantly depend on motor size and drive cycle details.

    Volatile fuel prices affect both the cost and price of electricity in a liberalized market. Generators with the price-setting technology will face less risk to their profit margins than those with costs that are not correlated with price, even if those costs are not volatile. Emissions permit prices may respond to relative fuel prices, further increasing volatility. This paper simulates the impact of this on generators' profits, comparing an emissions trading scheme and a carbon tax against predictions for the UK in 2020. The carbon tax reduces the volatility faced by nuclear generators, but raises that faced by fossil fuel stations. Optimal portfolios would contain a higher proportion of nuclear plant if a carbon tax was adopted.
