Acceleration disturbances due to local gravity gradients in ASTROD I

The Astrodynamical Space Test of Relativity using Optical Devices (ASTROD) mission consists of three spacecraft in separate solar orbits and carries out laser interferometric ranging. ASTROD aims at testing relativistic gravity, measuring the solar system and detecting gravitational waves. Because of the larger arm length, the sensitivity of ASTROD to gravitational waves is estimated to be about 30 times better than Laser Interferometer Space Antenna (LISA) in the frequency range lower than about 0.1 mHz. ASTROD I is a simple version of ASTROD, employing one spacecraft in a solar orbit. It is the first step for ASTROD and serves as a technology demonstration mission for ASTROD. In addition, several scientific results are expected in the ASTROD I experiment. The required acceleration noise level of ASTROD I is 10^-13 m s^-2 Hz^{-1/2} at the frequency of 0.1 mHz. In this paper, we focus on local gravity gradient noise that could be one of the largest acceleration disturbances in the ASTROD I experiment. We have carried out gravitational modelling for the current test-mass design and simplified configurations of ASTROD I by using an analytical method and the Monte Carlo method. Our analyses can be applied to figure out the optimal designs of the test mass and the constructing materials of the spacecraft, and the configuration of compensation mass to reduce local gravity gradients.

The Price of Synchrony: Resistive Losses due to Phase Synchronization in Power Networks

We investigate the total resistive losses incurred in returning a power network of identical generators to a synchronous state following a transient stability event or in maintaining this state in the presence of persistent stochastic disturbances. We formulate this cost as the input-output $H^2$ norm of a linear dynamical system with distributed disturbances. We derive an expression for the total resistive losses that scales with the size of the network as well as properties of the generators and power lines, but is independent of the network topology. This topologically invariant scaling of what we term the price of synchrony is in contrast to typical power system stability notions like rate of convergence or the region of attraction for rotor-angle stability. Our result indicates that highly connected power networks, whilst desirable for higher phase synchrony, do not offer an advantage in terms of the total resistive power losses needed to achieve this synchrony. Furthermore, if power flow is the mechanism used to achieve synchrony in highly-distributed-generation networks, the cost increases unboundedly with the number of generators.

Suppression of stimulated Raman scattering due to localization of electron plasma wave in laser beam filaments

The filamentation of the high power laser beam by taking off-axial contribution is investigated when ponderomotive nonlinearity is taken into account. The splitted profile of the laser beam is obtained due to uneven focusing of the off-axial rays. It is observed that the weak electron plasma wave (EPW) propagating in the z direction is nonlinearly coupled in the modified filamentary regions of the laser beam. The semianalytical solution of the nonlinear coupled EPW equation in the presence of laser beam filaments has been found and it is observed that the nonlinear coupling between these two waves leads to localization of the EPW. Stimulated Raman scattering (SRS) of this EPW is studied and backreflectivity has been calculated. Further, the localization of EPW affects the eigenfrequency and damping of plasma wave. As a result of this, mismatch and modified enhanced Landau damping lead to the disruption of SRS process and a substantial reduction in the backreflectivity. For the typical laser beam and plasma parameters with wavelength ({lambda}=1064 nm), power flux ({approx_equal}10{sup 16} W cm{sup -2}), and plasma density (n/n{sub cr})=0.2; the backreflectivity was found to be suppressed by a factor of around 20%.

7 7 Notes: Retail gasoline prices, like those for distillate fuels, have hit record prices nationally and in several regions this year. The national average regular gasoline price peaked at $1.68 per gallon in mid-June, but quickly declined, and now stands at $1.45, 17 cents higher than a year ago. Two regions, in particular, experienced sharp gasoline price runups this year. California, which often has some of the highest prices in the nation, saw prices peak near $1.85 in mid-September, while the Midwest had average prices over $1.87 in mid-June. City Gate City Gate City gate prices represent the total cost paid by gas distribu- tion companies for gas received at the point where the gas is physically transferred from a pipeline company or trans- mission system. This price is intended to reflect all charges for the acquisition, storage, and transportation of gas as well as other charges associated with the LDC's obtaining the gas for sale to consumers. Prices paid at the city gate by local distribution companies rose substantially between 1995 and 1996, climbing from $2.78 per thousand cubic feet to $3.27, an increase of 18 percent. Residential Residential consumers pay the highest price for natural gas. It increased to $6.34 per thousand cubic feet from the 1995 price of $6.06 per thousand cubic feet. However, the 1996 price was 1 percent lower than the 1994 price. In recent years, only modest changes in constant dollars have been

This one predicts monthly average WTI price as a function of OECD total petroleum stock deviations from the normal levels . The graph shows the model as it begins predicting prices in 1992. It shows how well the model has predicted not only the direction, but the magnitude of prices over this 8+ year period. While the model is simple and not perfect, it does predict the overall trends and, in particular, the recent rise in prices. It also shows that prices may have over-shot the fundamental balance for a while -- at least partially due to speculative concerns over Mideast tensions, winter supply adequacy, and Iraq's export policies. Notes: Notes: Prices have already recovered from the spike, but are expected to remain elevated over year-ago levels because of the higher crude oil prices. There is a lot of uncertainty in the market as to where crude oil prices will be next winter, but our current forecast has them declining about $2.50 per barrel (6 cents per gallon) from today's levels by next October. U.S. average residential heating oil prices peaked at almost $1.50 as a result of the problems in the Northeast this past winter. The current forecast has them peaking at $1.08 next winter, but we will be revisiting the outlook in more detail next fall and presenting our findings at the annual Winter Fuels Conference. Similarly, diesel prices are also expected to fall. The current outlook projects retail diesel prices dropping about 14 cents per gallon

Timely observation on prices of gasoline at the wholesale and retail level by geographical area can serve several purposes: (1) to facilitate the monitoring of compliance with controls on distributor margins; (2) to indicate changes in the competitive structure of the distribution system; (3) to measure the incidence of changes in crude oil and refiner costs on retail prices by grade of gasoline, by type of retail outlet, and by geographic area; (4) to identify anomalies in the retail pricing structure that may create incentives for misfueling; and (5) to provide detailed time series data for use in evaluating conservation response to price changes. In order to provide the needed data for these purposes, the following detail on gasoline prices and characteristics of the sampling procedure appear to be appropriate: (1) monthly sample observations on wholesale and retail prices by gasoline grade and type of wholesale or retail dealer, together with volume weights; (2) sample size sufficient to provide detail by state and large cities; (3) responses to be tabulated and reports provided within 30 days after date of observation; and (4) a quick response sampling procedure that can provide weekly data, at least at the national level, when needed in time of rapidly changing prices. Price detail by state is suggested due to its significance for administrative purposes and since gasoline consumption data are estimated by state from other sources. Price detail for large cities are suggested in view of their relevancy as problem areas for vehicle emissions, reflecting one of the analytical uses of the data. In this report, current reporting systems and data on gasoline prices are reviewed and evaluated in terms of the needs outlined above. Recommendations are made for ways to fill the gaps in existing data systems to meet these needs.

I represent the Energy Information Administration, the independent statistical and analytical agency within the Department of Energy. My division has the responsibility to monitor petroleum supplies and prices in the United States. As part of that work, we operate a number of surveys on a weekly, monthly, and annual basis. One of these is a weekly survey of retail gasoline prices at about 800 stations nationwide. This survey in particular allows us to observe the differences between local gasoline markets in the United States. While we track relatively few stations in the El Paso area, we have compared our price data with that collected by the El Paso City-County Health and Environmental District and

The price of crude oil in the U.S. had never exceeded $40 per barrel until mid-2004. By 2006 it reached $70 per barrel, and in July 2008 it reached a peak of $145. By the end of 2008 it had plummeted to about $30 before increasing again, reaching about $110 in 2011. Are “speculators ” to blame for at least part of the volatility and sharp run-ups in price? We clarify the potential and actual effects of speculators, and investors in general, on commodity prices. We focus on crude oil, but our approach can be applied to other commodities. We first address the question of what is meant by “oil price speculation, ” and how it relates to investments in oil reserves, oil inventories, or oil price derivatives (such as futures contracts). Next we outline the ways in which one could speculate on oil prices. Finally, we turn to the data, and calculate counterfactual prices that would have occurred from 1999 to 2012 in the absence of speculation. Our framework is based on a simple and transparent model of supply and demand in the cash and storage markets for a commodity. It lets us determine whether speculation as the driver of price changes is consistent with the data on production, consumption, inventory changes, and changes in convenience yields given reasonable elasticity assumptions. We show speculation had little, if any, effect on prices and volatility.

5 5 Notes: This slide shows the strong influence crude oil prices have on retail distillate prices. The price for distillate fuel oil tracks the crude price increases seen in 1996 and the subsequent fall in 1997 and 1998. Distillate prices have also followed crude oil prices up since the beginning of 1999. Actual data show heating oil prices on the East Coast in June at $1.20 per gallon, up 39 cents over last June. However, if heating oil prices are following diesel, they may be up another 5 cents in August. That would put heating oil prices about 40 cents over last August prices. Crude oil prices are only up about 25 cents in August over year ago levels. The extra 15 cents represents improved refiner margins due in part to the very low distillate inventory level.

Wind power is the most important renewable energy source in many countries today, characterized by a rapid and extensive diffusion since the 1990s. However, it has also triggered much debate with regard to the impact on landscape and vista. Therefore, siting processes of wind farm projects are often accompanied by massive public protest, because of visual and aural impacts on the surrounding area. These mostly negative consequences are often reflected in property values and house prices. The aim of this paper is to investigate the impact of wind farms on the surrounding property values by means of a geographically-weighted hedonic pricing model. By comparing the predictive performance of standard Ordinary Least Squares (OLS) regression models and Geographically Weighted Regression (GWR) models, we find that, mainly due to a local clustering bias, global OLS estimation is inadequate for capturing the impacts of wind farm proximity on

In this paper the authors present the results of a coupled nonlinear finite element geomechanics model for reservoir compaction and well-to-well interactions for the high-porosity, low strength diatomite reservoirs of the Belridge field near Bakersfield, California. They show that well damage and failures can occur under the action of two distinct mechanisms: shear deformations induced by pore compaction, and subsidence, and shear deformations due to well-to-well interactions during production or water injection. They show such casting damage or failure can be localized to weak layers that slide or slip under shear due to subsidence. The magnitude of shear displacements and surface subsidence agree with field observations.

The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977. The foreign-domestic comparisons are made with respect to four major US cities, namely, Boston, New York, New Orleans, and Los Angeles. 20 figures, 14 tables.

This one predicts monthly average WTI price as a function of OECD total petroleum stock deviations from the normal levels. The graph shows the model as it begins predicting prices in 1992. It shows how well the model has predicted not only the direction, but the magnitude of prices over this 8+ year period. While the model is simple and not perfect, it does predict the overall trends and, in particular, the recent rise in prices. It also shows that prices may have over-shot the fundamental balance for a while -- at least partially due to speculative concerns over Mideast tensions, winter supply adequacy, and Iraq's export policies. Higher oil prices: Can OPEC raise prices by cutting production

OPEC's ability to raise prices is evaluated with a model that projects the supply and demand. As part of the model, a new methodology to forecast for the rate of production by non-OPEC nations is developed. A literature review of techniques for estimating oil supply and annual rates of production indicates a new methodology is needed. The new technique incorporates the geological, engineering, and economic aspects of the oil industry by synthesizing curve fitting and econometric techniques. It is used to analyze data for eight regions for non-OPEC oil production: the lower 48 states, Alaska, Canada, Mexico, non-OPEC South America, Western Europe, non-OPEC Africa, and non-OPEC Asia. OPEC's ability to raise prices is examined by tracking the percentage oil US oil demand supplied by imports, the portion of oil demand in Western Europe supplied by local production, the percentage of WOCA oil demand supplied by OPEC and Real OPEC revenues. Results of the model indicate that OPEC can raise oil prices in the early 1990s. OPEC can raise and sustain oil prices near $25 (1982 dollars). Higher oil prices ($35) are not sustainable before 2000 because reduced demand and increased non-OPEC production shrink OPEC revenues below acceptable levels. After 2000, $35 prices are sustainable.

1 1 Notes: While EIA cannot claim to explain all of the factors that drive retail gasoline prices, we have had a fair amount of success in exploring the relationship between wholesale and retail prices. In particular, we have looked closely at the "pass-through" of changes in spot prices to the retail market. This graph shows a weighted national average of spot prices for regular gasoline -both conventional and reformulated (shown in red), and EIA's weekly survey price for retail regular (again both conventional and reformulated). As you can see, spot prices tend to be more volatile (and would be even more so on a daily basis), while these changes are smoother by the time they reach the retail pump. Furthermore, by looking at the peaks, you can see the retail prices seem to lag the spot price changes

Determining Price Reasonableness in Federal ESPCs

This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services obtained through conventional procurements. While claims of excessive prices are largely unsubstantiated and based on anecdotal evidence, the perception that there is a problem is shared by many in the ESPC community and has been noted by auditors and oversight organizations. The Price Reasonableness Working Group determined that a more formal emphasis on FAR 15.404-1 in the ESPC process could remove much of the doubt about price reasonableness determinations. The working group's recommended consensus policy on price reasonableness stresses the price analysis techniques described in the FAR that are applicable to ESPCs and includes guidance for agencies use of these techniques in determining price reasonableness for their ESPC delivery orders. The recommended policy and guidance, if communicated to federal ESPC stakeholders, can ensure that agencies will comply with the FAR in awarding ESPCs, obtain fair and reasonable prices and best value for the government, and follow procedures that provide auditable documentation of due diligence in price reasonableness determinations.

il prices have been increasing at an alarming rate since the start of the year. From an average retail price for diesel and unleaded gas of P16.50/liter and P20.90/liter respectively in January, prices have averaged about P19.70/liter and P25.20/liter respectively as of June 8, 2004. These increases represent a jump in oil prices this year of about 20%. The 90 centavo increase in June is the seventh round of increase since January this year. The increase of one peso in May was the biggest since the P1.20 increase made in September 2000 when world crude oil prices rose by 13%. Cause of Rising Prices These recent increases in fuel prices have been attributed mainly to the rising world prices of crude oil. The price of oil has been steadily climbing since September 2003 and countries across the globe have been scrambling to address the apparent inequality between the supply and demand of oil. The expected higher demand for oil in China and the United States (US), due to increased economic activity in both countries, continues to drive up oil prices in the world market. Further, the Organization of Petroleum Exporting Countries (OPEC) imposed a production cut last April 2004 in order to keep price levels floating between US$25 and US$35 per barrel. Low supply levels were further compounded by a decrease in refinery output in the US in May 2004.

Beginning with gasoline, we looked at the two ends of the pricing structure in the U.S. market: daily spot prices, which capture sales of large quantities of product between refiners, importers/exporters, and traders; and weekly retail prices, measured at local gasoline outlets nationwide. In the course of this analysis, EIA has found that the relationships between spot and retail prices are consistent and predictable, to the extent that changes in spot prices can be used to forecast subsequent changes in retail prices for the appropriate regions. This article represents the extension of this type of analysis and modeling into the diesel fuel markets.

Do Producer Prices Lead Consumer Prices?

increased rapidly. Excluding food and energy, prices of crude materials and intermediate goods rose at annual rates of 7.2 and 16.7 percent, respectively. At the same time, however, prices of consumer goods and services excluding food and energy increased a more modest 2.9 percent. Many analysts are concerned that recent increases in the prices of crude and intermediate goods may be passed through to consumers, resulting in a higher rate of inflation in consumer prices later this year and perhaps in 1996. This article examines whether price increases at the early stages of production should be expected to move through the production chain, leading to increases in consumer prices. In the first section, a review of basic economic theory suggests there should be a pass-through effect—that is, producer prices should lead and thereby help predict consumer prices. A more sophisticated analysis, though, suggests the pass-through effect may be weak. In the second section, an examination of the empirical evidence indicates that producer prices are not always good predictors of consumer prices. The article Todd E. Clark is an economist at the Federal Reserve Bank of Kansas City. Mangal Goswami, a research associate at the bank, helped prepare the article. concludes that the recent increases in some producer prices do not necessarily signal higher inflation.

I show that relative levels of aggregate consumption and personal oil consumption provide an excellent proxy for oil prices, and that high oil prices predict low future aggregate consumption growth. Motivated by these facts, I add an oil consumption good to the long-run risk model of Bansal and Yaron [2004] to study the asset pricing implications of observed changes in the dynamic interaction of consumption and oil prices. Empirically I observe that, compared to the first half of my 1987- 2010 sample, oil consumption growth in the last 10 years is unresponsive to levels of oil prices, creating an decrease in the mean-reversion of oil prices, and an increase in the persistence of oil price shocks. The model implies that the change in the dynamics of oil consumption generates increased systematic risk from oil price shocks due to their increased persistence. However, persistent oil prices also act as a counterweight for shocks to expected consumption growth, with high expected growth creating high expectations of future oil prices which in turn slow down growth. The combined effect is to reduce overall consumption risk and lower the equity premium. The average price paid by US consumers for energy in 1984 was $8.43 per million Btu, down 0.5% from the 1983 average price of $8.47 per million Btu. While the average price changed very little, total expenditures rose 5% from $418 billion in 1983 to $438 billion in 1984 due to increased energy consumption. By energy source, prices showed the most change in petroleum and electricity: the average price paid for petroleum products fell from $7.79 per million Btu in 1983 to $7.62 per million Btu in 1984, and the average price paid for electricity increased from $18.62 per million Btu in 1983 to $19.29 per million Btu in 1984. Expenditures in 1984 hit record high levels for coal, natural gas, nuclear fuel, and electricity, but were 16% below the 1981 peak for petroleum.

MTBE is an oxygenate used in most of the RFG consumed in the U.S. Generally, it follows gasoline prices and its own supply/demand balance factors. But this winter, we saw it respond strongly to natural gas prices. MTBE is made from methanol and isobutylene, which in turn come from methane and butane. Both methane and butane come from natural gas streams. Until this year, the price of natural gas has been so low that it had little effect. But the surge that occurred in December and January pulled MTBE up . Keep in mind that about 11% MTBE is used in a gallon of RFG, so a 30 cent increase in MTBE is only about a 3 cent increase in the price of RFG. While we look ahead at this summer, natural gas prices should be

In this article we study the pointwise decay properties of solutions to the wave equation on a class of nonstationary asymptotically flat backgrounds in three space dimensions. Under the assumption that uniform energy bounds and a weak form of local energy decay hold forward in time we establish a $t^{-3}$ local uniform decay rate (Price's law \\cite{MR0376103}) for linear waves. As a corollary, we also prove Price's law for certain small perturbations of the Kerr metric. This result was previously established by the second author in \\cite{Tat} on stationary backgrounds. The present work was motivated by the problem of nonlinear stability of the Kerr/Schwarzschild solutions for the vacuum Einstein equations, which seems to require a more robust approach to proving linear decay estimates.

GETTING THE PRICES RIGHT: AN EVALUATION OF PRICING PARKING BY DEMAND IN SAN FRANCISCO

Underpriced and overcrowded curb parking creates problems for everyone except a few lucky drivers who find a cheap space; all the other drivers who cruise to find an open space waste time and fuel, congest traffic, and pollute the air. Overpriced and underoccupied parking also creates problems; when curb spaces remain empty, nearby merchants lose potential customers, workers lose jobs, and cities lose tax revenue. To address these problems, San Francisco has established SFpark, a program that adjusts parking prices to achieve a target parking availability of one or two open spaces on each block. To measure how parking prices affected parking occupancy in San Francisco we calculated the price elasticity of demand for onstreet parking revealed by 5,294 individual price and occupancy changes during the program’s first year. Price elasticity varies greatly by time of day, location, and several other factors, with an average value of –0.4. The average meter price fell 1 percent during the first year, so SFpark adjusted prices up and down according to local demand without increasing prices overall. The city can improve the program by making drivers more aware of the variable prices, reducing the abuse of disabled parking placards, and introducing seasonal adjustments for parking prices.

Future trends in pricing options for wholesale electrical generation are discussed. Specifically, the effect of price derivatives on electricity consumption are examined. Economic analyses are presented for customer demand in real-time pricing scenarios with and without a price derivative hedge. It is determined that consumption will be curtailed even when price caps have been purchased. Consumption behavior is also analyzed to determine the effect of different price caps; regardless of price, consumption is curtailed in response to price.

7 7 Notes: This chart shows the day-to-day volatility in spot crude and heating oil prices, and clearly shows the regional nature of the price spike that occurred last winter. Due to a combination of extreme cold weather, low inventories, and refinery and transportation problems, New York Harbor spot prices shot up as high as $1.77 per gallon in a brief period in late January and early February. In June of this year, distillate spreads had dropped to 2.5 cents per gallon as a result of crude oil prices increasing faster than product prices. But by August spreads had strengthened to about 15 cents, and were as high as 21 cents on average in November 2000, which is almost 15 cents above average -- reflecting continued low stocks and the lack of even a normal summer/autumn build in inventories.

Expected economic benefits of restructuring are being lost due to price distortions resulting from transitional rules. Key culprits include the ability of customers to switch back to utility supply service without appropriate compensation and accounting rules that artificially mask the disparities between retail sales prices and wholesale acquisition costs. These pricing issues facing the power industry are not unique. The Federal Energy Regulatory Commission (FERC) was confronted with variants of each during the transition of the gas pipeline industry to an open-access regime. Accordingly, the objective of this article is to explore the factors that have contributed to the pricing distortions in light of the gas industry experience. The authors also examine the implications that uncorrected and inefficient pricing may have on suppliers and customers -- and competition. They conclude with some suggested steps that may be implemented to address these problems and to preserve the benefits of retail competition.

This paper proposes a novel nonparametric approach for the modeling and analysis of electricity price curves by applying the manifold learning methodology—locally linear embedding (LLE). The prediction method based on manifold learning and reconstruction is employed to make short-term and mediumterm price forecasts. Our method not only performs accurately in forecasting one-day-ahead prices, but also has a great advantage in predicting one-week-ahead and one-month-ahead prices over other methods. The forecast accuracy is demonstrated by numerical results using historical price data taken from the Eastern U.S. electric power markets.

Breakeven Prices for Photovoltaics on Supermarkets in the United States

The photovoltaic (PV) breakeven price is the PV system price at which the cost of PV-generated electricity equals the cost of electricity purchased from the grid. This point is also called 'grid parity' and can be expressed as dollars per watt ($/W) of installed PV system capacity. Achieving the PV breakeven price depends on many factors, including the solar resource, local electricity prices, customer load profile, PV incentives, and financing. In the United States, where these factors vary substantially across regions, breakeven prices vary substantially across regions as well. In this study, we estimate current and future breakeven prices for PV systems installed on supermarkets in the United States. We also evaluate key drivers of current and future commercial PV breakeven prices by region. The results suggest that breakeven prices for PV systems installed on supermarkets vary significantly across the United States. Non-technical factors -- including electricity rates, rate structures, incentives, and the availability of system financing -- drive break-even prices more than technical factors like solar resource or system orientation. In 2020 (where we assume higher electricity prices and lower PV incentives), under base-case assumptions, we estimate that about 17% of supermarkets will be in utility territories where breakeven conditions exist at a PV system price of $3/W; this increases to 79% at $1.25/W (the DOE SunShot Initiative's commercial PV price target for 2020). These percentages increase to 26% and 91%, respectively, when rate structures favorable to PV are used.

6 6 Notes: Gasoline pump prices have backed down from the high prices experienced last summer and fall. The retail price for regular motor gasoline fell 11 cents per gallon from September to December. However, with crude oil prices rebounding somewhat from their December lows combined with lower than normal stock levels, we project that prices at the pump will rise modestly as the 2001 driving season begins this spring. For the summer of 2001, we expect only a little difference from the average price of $1.50 per gallon seen during the previous driving season, as motor gasoline stocks going into the driving season are projected to be slightly less than they were last year. Natural Natural gas prices are developed for the residential, commercial, indus- trial, transportation, and electric power sectors. Reported natural gas prices are retail prices for sales of natural gas to ultimate users. Natural gas prices are intended to include all federal, state, and local taxes, surcharges, and adjustments billed to consumers. High Electricity Prices

Generators supplying electricity markets are subject to volatile input and output prices and uncertain fuel availability. Price-risk may be hedged to a considerable extent but fuel-risk — water flows in the case of hydro and gas availability in the case of thermal plants — may not be. We show that a price-taking generator will only generate when the output price exceeds its marginal cost by an amount that reflects the value of the option to delay the use of stored fuel. The corresponding offer price is different from the theorized offer prices of static uniform auctions and more akin to pay-as-bid auction prices. We argue that the option value of delaying fuel use, which is an increasing function of spot price volatility and the uncertainty about fuel availability, must be considered when evaluating whether market power is present in electricity markets. The engineering approach to simulating an electricity supply curve, which has been used in market power evaluations to date, may lead to supply curves that are quite different from those that recognize possible fuel availability limitations, even in the complete absence of market power.

Abstract: Pricing schemes that vary prices in response to demand shocks may antagonize consumers and reduce demand. At the same time, consumers may take advantage of the opportunities offered by price changes. Overall, the net impact of varying price on demand is ambiguous. We investigate the issue empirically, exploiting a unique dataset from a firm that has experimented with different pricing schemes. Each scheme is characterized by how much prices respond to demand variations. Holding average price and other variables constant, we find that demand is higher when prices vary more. We discuss the implications of our findings with regard to the consumer antagonism hypothesis.

0 0 Notes: Before looking at El Paso gasoline prices, letÂ’s take a minute to look at the U.S. average price for context. Gasoline prices this year, adjusted for inflation, are the lowest ever. Back in March, before prices began to rise ahead of the traditional high-demand season, the U.S. average retail price fell to $1.00 per gallon. Prices rose an average of 7.5 cents, less than the typical seasonal runup, to peak in early June. Since then, prices have fallen back to $1.013. Given recent declines in crude oil and wholesale gasoline prices, we expect retail prices to continue to ease over at least the next few weeks. Since their sharp runup during the energy crises of the 1970Â’s, gasoline prices have actually been non-inflationary. Adjusting the historical prices by the Consumer Price Index, we can see that todayÂ’s

Pricing of electricity in Indonesia  

SciTech Connect

The objectives of this study are 1) to establish a sound theoretical basis for the determinants of electricity demand in Indonesia, 2) to measure the welfare losses of existing electricity pricing, and 3) to suggest a method of reducing these welfare losses. An econometric model for electricity demand is estimated using pooled time-series of fifteen regions in Indonesia covering the period 1970-1979. The short run price elasticities for both residential and industrial/business sectors are found to be inelastic, while the long run price elasticities for these sectors are found to be quite elastic with a value of -.61 for the residential sector and of -1.1 for the industrial/business sector. Income elasticity is .8 in the short run and around 1.00 for the long run. The exposure variable that captures the accessibility of electricity, has long run elasticity of 1.00 for the residential sector and less than 1.00 for the industrial/business sector. Due to distributional considerations, the 1980's electricity rate was set below its efficient level, and has created a welfare loss of Rp.8273.23 million per month. This accounts for 36.03% of the monthly electricity revenue. A rebate mechanism is recommended in this study, which provides a way to mitigate conflicting aspects of efficiency and equity.

Wiser Pagination 46 Date Published 10/2011 Publisher LBNL City Berkeley Keywords electricity markets and policy group, energy analysis and environmental impacts department Abstract Berkeley Lab has gathered price data on 81 U.S. wind turbine transactions totaling 23,850 MW announced from 1997 through early 2011. Figure ES-1 depicts these reported wind turbine transaction prices (along with the associated trend line), broken out by the size of the transaction (in MW). Figure ES-1 also presents average (global) turbine prices reported by Vestas for the years 2005 through 2010, as well as a range of reported pricing (among various turbine manufacturers) for transactions signed in 2010 and so far in 2011 (with 2011 prices generally lower than 2010 prices). After hitting a low of roughly $750/kW from 2000 to 2002, average wind turbine prices doubled through 2008, rising to an average of roughly $1,500/kW. Wind turbine prices have since declined substantially, with price quotes for transactions executed in 2010 and to date in 2011 ranging from $900-$1,400/kW depending on the manufacturer and turbine model. For example, turbines designed for lower wind speed sites - deploying higher hub heights and larger rotor diameters for a given nameplate capacity - are priced at the higher end of this range. These quotes suggest price declines of as much as 33% or more since late 2008, with an average decline closer to perhaps 20% for orders announced in 2010 (as opposed to in 2011, which has seen further price declines). These two substantial and opposing wind turbine price trends over the past decade - and particularly the doubling in prices in the 2002-2008 period - run counter to the smooth, gradually declining technology cost trajectories that are often assumed by energy analysts modeling the diffusion of new technologies, including wind power. Understanding and explaining this notable discrepancy between theory and historical reality is the primary motivation for this work. Taking a bottom-up approach, this report examines seven primary drivers of wind turbine prices in the United States, with the goal of estimating the degree to which each contributed to the doubling in turbine prices from 2002 through 2008, as well as the subsequent decline in prices through 2010 (our analysis does not extend into 2011 because several of these drivers are best gauged on a full-year basis due to seasonality issues).

While the average consumer probably has a general notion that gasoline prices are related to those for crude oil, he or she likely has little idea that gasoline, like most other goods, is priced at many different levels in the marketing chain, and that changes ripple through the system as prices rise and fall. When substantial price changes occur, especially upward, there are often allegations of impropriety, even price gouging, on the part of petroleum refiners and/or marketers. In order to understand the movement of gasoline prices over time, it is necessary to examine the relationship between prices at retail and various wholesale levels.

Prices jumped dramatically (by over 11 cents per gallon) in the third week of January, and rose 2 or more cents a week through February 7. The increases were much more rapid in the Northeast. As oil prices have climbed over the last several years, the memory of the 1970s and early 1980s has not been far from the minds of the public or of monetary policymakers. In those earlier episodes, rising oil prices were accompanied by doubledigit overall inflation in the U.S. and in several other developed economies. Indeed, central bankers say they are determined not to let this experience recur, emphasizing that they intend to maintain their credibility with the public in securing low inflation and achieving stable and well-anchored inflation expectations. In pursuing these goals, a key measure policymakers often focus on is core inflation; this may seem surprising, since core inflation excludes energy prices, among other things.

When heating oil is in short supply, low sulfur diesel fuel can be diverted to heating oil supply. Thus, diesel fuel prices rise with heating heating oil prices. 8 8 Notes: World oil prices have tripled from their low point in December 1998 to August this year, pulling product prices up as well. But crude prices are expected to show a gradual decline as increased oil production from OPEC and others enters the world oil market. We won't likely see much decline this year, however, as prices are expected to end the year at about $30 per barrel. The average price of WTI was almost $30 per barrel in March, but dropped to $26 in April as the market responded to the additional OPEC production. However, prices strengthened again, averaging almost $32 in June, $30 in July, and $31 in August. The continued increases in crude oil prices indicate buyers are having trouble finding crude oil, bidding higher prices to obtain the barrels available.

State Energy Price System: 1983 update overview and documentation

This report documents the update of the State Energy Price System (STEPS) for the 1970-1983 period. The STEPS data base, developed by the Pacific Northwest Laboratory (PNL) under contract to the Office of Energy Markets and End Use, Energy Information Administration, contains national and state-level energy price data for ten fuels and five end-use sectors. STEPS is intended to provide energy price information for Federal, state, and local government and private sector applications. The primary objective of this study is to document the update of the price series to include data for 1983. Concurrent with the 1983 update, PNL also began verifying the reproducibility of individual prices in the data base for the 1970 to 1982 period. While the reproducibility check work is completed for six of the ten fuels and is integrated in the documentation for those fuels, the findings from this task are not discussed.

The Dynamics of Price Discovery ?

When arbitrage related prices share the same underlying asset, there are multiple channels to incorporate new information on the fundamental value of the asset. In this paper, we present an empirical microstructure model to characterize each channel’s price discovery speed. We identify the information sources of price adjustments to separate price discovery from the market responses to liquidity shocks. We assess market efficiency of price discovery visually, by the time paths of price convergence toward the new fundamental value, and numerically, by the magnitude of pricing errors during the price discovery process. We also use our price discovery model to illustrate the structural determinants of two often used price discovery measures: the information share and component share. We show that two measures are static and unable to reveal the underlying price discovery dynamics between markets. Applying our new measures to quotes from spot foreign exchange rates, we find that substantial price discovery of the yen/euro exchange rate occurs through the US dollar. The dollar’s price discovery contribution is positively related to the relative liquidity of the dollar markets versus the cross rate market, and reaches a minimum during the European business hours.

We investigate the time behaviour of the model, and we compare the results with the real EURO/USD change rate. 7 7 Notes: Residential heating oil prices reflect a similar pattern to that shown in spot prices. However, like other retail petroleum prices, they tend to lag changes in wholesale prices in both directions, with the result that they don't rise as rapidly or as much, but they take longer to recede. This chart shows the residential heating oil prices collected under the State Heating Oil and Propane Program (SHOPP), which only runs during the heating season, from October through March. The spike in New York Harbor spot prices last winter carried through to residential prices throughout New England and the Central Atlantic states. Though the spike actually lasted only a few weeks, residential prices ended the heating season well above where they had started.
