To date, the majority of clean energy policy research focuses on the state and federal levels. While there has been a substantial amount of research on local level climate change initiatives, this is one of the first analyses of clean energy policies separate from climate change initiatives. This report is one in a suite of reports analyzing clean energy and climate policy development at the local, state, and regional levels.

  3. Solar in Remote Applications in the U.S.: Challenges & Implications for Local Policy

    Since the landfall of Hurricane Sandy in October 2012, municipalities and jurisdictions in the United States have been increasingly focused on the vulnerability of their electricity infrastructure and enhancing resilience to extreme events. Renewable energy and distributed generation resources have a critical role to play in increasing the resilience of electric grids. In remote areas and on islands, these issues have risen to the forefront because remote electric grids function in near isolation, making grid reliability, electricity supply, cost controls, and stability essential. The integration of such resources into smaller, isolated grids poses unique challenges given the relatively high penetration rates of solar photovoltaics (PV). In the U.S. these remote locations include Hawaii, Puerto Rico, Guam, Marianas, and the U.S. Virgin Islands, communities off the coast of Maine and Massachusetts, mainland communities in Alaska, and even U.S. government installations such as national parks and military bases. This paper explores how policy makers and planners interested in furthering grid resilience and increasing reliance on renewable energy resources can learn from the opportunities and challenges facing remote communities as they work to shift their generation mix to higher levels of solar PV.

    Although the Mediterranean region is blessed with abundant solar resources, photovoltaic energy currently represents a very small share of power production. In Germany however, a much less sunny country, the photovoltaic (PV) industry is booming. This country has become a front runner in the adoption of PV because of effective policy incentives. Based on a cross-case study analysis of the German, Spanish and Greek PV markets, this paper investigates factors determining the effectiveness of PV policies. Our analysis shows that, above a certain level of return, risk-related factors (such as policy instability and administrative hurdles) play a more important role in influencing investment decisions than return-related factors (such as the level of a feed-in tariff).     Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOEs '20% Wind Energy by 2030' report and helping to meet COE targets.

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets.

    Robert Griffiths has recently addressed, within the framework of a consistent quantum theory (CQT) that he has developed, the issue of whether, as is often claimed, quantum mechanics entails a need for faster-than-light transfers of information over long distances. He argues, on the basis of his examination of certain arguments that claim to demonstrate the existence of such nonlocal influences, that such influences do not exist. However, his examination was restricted mainly to hidden-variable-based arguments that include in their premises some essentially classical-physics-type assumptions that are fundamentally incompatible with the precepts of quantum physics. One cannot logically prove properties of a system by attributing to the system properties alien to that system. Hence Griffiths rejection of hidden-variable-based proofs is logically warranted. Griffiths mentions the existence of a certain alternative proof that does not involve hidden variables, and that uses only macroscopically described observable properties. He notes that he had examined in his book proofs of this general kind, and concluded that they provide no evidence for nonlocal influences. But he did not examine the particular proof that he cites. An examination of that particular proof by the method specified by his consistent quantum theory shows that the cited proof is valid within that restrictive framework. This necessary existence, within the consistent framework, of long range essentially instantaneous influences refutes the claim made by Griffiths that his consistent framework is superior to the orthodox quantum theory of von Neumann because it does not entail instantaneous influences. An added section responds to Griffiths reply, which cites a litany of ambiguities that seem to restrict, devastatingly, the scope of his CQT formalism, apparently to buttress his claim that my use of that formalism to validate the nonlocality theorem is flawed. But the vagaries that he cites do not upset the proof in question. It is show here in detail why the precise statement of this theorem justifies the specified application of CQT. It is also shown, in response to his challenge, why a putative proof of locality that he has proposed is not valid.

    Local climate regulation by urban green areas is an important urban ecosystem service, as it reduces the extent of the urban heat island and therefore enhances quality of life. Local and regional planning policies can control land use changes in an urban region, which in turn alter local climate regulation. Thus, this paper describes a method for estimating the impacts of current land uses as well as local and regional planning policies on local climate regulation, using evapotranspiration and land surface emissivity as indicators. This method can be used by practitioners to evaluate their policies. An application of this method is demonstrated for the case study Leipzig (Germany). Results for six selected planning policies in Leipzig indicate their distinct impacts on climate regulation and especially the role of their spatial extent. The proposed method was found to easily produce a qualitative assessment of impacts of planning policies on climate regulation.

    Dynamic Line Rating (DLR) is a smart grid technology that allows the rating of electrical conductors to be increased based on local weather conditions. Overhead lines are conventionally given a conservative rating based on worst case scenarios. We demonstrate that observing the conditions in real time leads to additional capacity and safer operation. This paper provides a report of a pioneering scheme in the United States of America in which DLR has been applied. Thereby, we demonstrate that observing the local weather conditions in real time leads to additional capacity and safer operation. Secondly, we discuss limitations involved. In doing so, we arrive at novel insights which will inform and improve future DLR projects. Third, we provide a policy background and discussion to clarify the technology’s potential and identifies barriers to the imminent adoption of dynamic line rating systems. We provide suggestions for regulatory bodies about possible improvements in policy to encourage adoption of this beneficial technology.

    In response to public interest in customer-sited distributed solar photovoltaics (PV), state and local policymakers have implemented policy initiatives with the goal of encouraging private investment and building a robust PV market. Policymakers face challenges, including limited budgets and incomplete information about the effectiveness of the various policy options in their specific situation, in crafting and executing policy that supports market development goals. Recent work investigated the effect of the order in which policies are implemented (referred to as 'policy stacking') and the presence of low-cost enabling policies, such as interconnection standards and net metering, can have on the success of states in promoting PV markets. Findings indicate that implementation of interconnection standards and policy related to the valuation of excess electricity (e.g., net metering), along with indicators of long term government support for a solar PV market (e.g., RPS) and a non-policy determinant (population), explain about 70% of the variation among states in new PV capacity. This paper builds on that research to determine the most effective policy strategies for different types of states, as determined by their physical, demographic and macroeconomic context. A number of researchers have investigated the effectiveness of state-level policy using various statistical methods to determine relationships between installed solar PV projects and policy initiatives. In this study, the grouping of states by non-policy factors adds dimension to these analyses by identifying how policies function in different non-policy environments.

    Various government entities in North Carolina have seen the need to implement specific policy which requires organizations responsible for certain development activities to perform a detailed assessment of comprehensive environmental impacts. Some governments have enacted policy, and a number of others are evaluating the need for policy implementation. The consideration of environmental effects of the development action early in the project planning process is, in many cases, an effect of the implementation of such policies, rather than a purpose. This study evaluates the varying ideals and rationale upon which local leaders have based environmental policies. Also, this study assesses the effectiveness of a variety of policies currently enacted and compares the final results of projects which have had to comply with the policies. Through the use of a survey distributed to officials responsible for policy enactment, local government personnel responsible for implementation and others involved in both public and private development, a relative assessment of effectiveness of different policies is postulated.

    More than half of the electricity produced in the southeastern states is fuelled by coal. Although the region produces some coal, most of the states depend heavily on coal imports. Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; however, total public spending on energy efficiency is limited. The most common state-level policies to support renewable energy development are personal and corporate tax incentives and loans. The region produced 1.8% of the electricity from renewable resources other than conventional hydroelectricity in 2009, half of the national average. There is significant potential for development of a biomass market in the region, as well as use of local wind, solar, methane-to-energy, small hydro, and combined heat and power resources. Options are offered for expanding and strengthening state-level policies such as decoupling, integrated resource planning, building codes, net metering, and interconnection standards to support further clean energy development. Benefits would include energy security, job creation, insurance against price fluctuations, increased value of marginal lands, and local and global environmental paybacks.

    There are an increasing number of state and local policy initiatives with the goal of encouraging private investment and building robust solar photovoltaic (PV) markets. While some states have seen many-fold increases in solar PV installations over the last decade, many other states, some with very similar policies, have been less successful. The lack of a clear relationship between implementation of specific policies and increases in solar installations has been challenging to policymakers seeking to support such markets within their jurisdictions. This paper builds on recent work that has aimed at clarifying the relationships between policy implementation and successful solar PV markets.

    One of the greatest challenges facing China today is the central government's ability to ensure that policies are implemented effectively at the local level, particularly policies that seek to make China's economic growth model more sustainable. These policies face resistance from local authorities and enterprises that benefit from the status quo. This raises a key research question: why do some provinces more fully implement these central policies? We argue the extent of local implementation is best conceptualized as a rational balance between economic and political incentives: localities with regulatory autonomy, low regulatory capacity and alternative interests will not fully implementmore » policies that are at odds with local economic imperatives. By examining a critical case of central policy implementation—industrial energy intensity reduction in the eleventh five-year plan—this article demonstrates that, regardless of industrial makeup or economic development, provinces that have greater regulatory autonomy for noncompliance coupled with alternative economic interests do not, on average, perform as well. As a result, using a nested analysis approach this study illustrates this argument with both quantitative analysis and original case study evidence from fieldwork interviews.« less

Design considerations include which sectors to tax, where to set the tax rate, how to use tax revenues, what the impact will be on consumers, and how to ensure emissions reduction goals are achieved. Emission reductions that are due to carbon taxes can be difficult to measure, though some jurisdictions have quantified reductions in overall emissions and other jurisdictions have examined impacts that are due to programs funded by carbon tax revenues.

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The project's final products include the Distributed Wind Policy Comparison Tool, found at www.windpolicytool.org, and its accompanying documentation: Distributed Wind Policy Comparison Tool Guidebook: User Instructions, Assumptions, and Case Studies. With only two initial user inputs required, the Policy Tool allows users to adjust and test a wide range of policy-related variables through a user-friendly dashboard interface with slider bars. The Policy Tool is populated with a variety of financial variables, including turbine costs, electricity rates, policies, and financial incentives; economic variables including discount and escalation rates; as well as technical variables that impact electricity production, such as turbine power curves and wind speed. The Policy Tool allows users to change many of the variables, including the policies, to gauge the expected impacts that various policy combinations could have on the cost of energy (COE), net present value (NPV), internal rate of return (IRR), and the simple payback of distributed wind projects ranging in size from 2.4 kilowatts (kW) to 100 kW. The project conducted case studies to demonstrate how the Policy Tool can provide insights into 'what if' scenarios and also allow the current status of incentives to be examined or defended when necessary. The ranking of distributed wind state policy and economic environments summarized in the attached report, based on the Policy Tool's default COE results, highlights favorable market opportunities for distributed wind growth as well as market conditions ripe for improvement. Best practices for distributed wind state policies are identified through an evaluation of their effect on improving the bottom line of project investments. The case studies and state rankings were based on incentives, power curves, and turbine pricing as of 2010, and may not match the current results from the Policy Tool. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets. In providing a simple and easy-to-use policy comparison tool that estimates financial performance, the Policy Tool and guidebook are expected to enhance market expansion by the small wind industry by increasing and refining the understanding of distributed wind costs, policy best practices, and key market opportunities in all 50 states. This comprehensive overview and customized software to quickly calculate and compare policy scenarios represent a fundamental step in allowing policymakers to see how their decisions impact the bottom line for distributed wind consumers, while estimating the relative advantages of different options available in their policy toolboxes. Interested stakeholders have suggested numerous ways to enhance and expand the initial effort to develop an even more user-friendly Policy Tool and guidebook, including the enhancement and expansion of the current tool, and conducting further analysis.     Local tomography is enhanced to determine the location and value of a discontinuity between a first internal density of an object and a second density of a region within the object. A beam of radiation is directed in a predetermined pattern through the region of the object containing the discontinuity. Relative attenuation data of the beam is determined within the predetermined pattern having a first data component that includes attenuation data through the region. In a first method for evaluating the value of the discontinuity, the relative attenuation data is inputted to a local tomography function .function..sub..LAMBDA. to define the location S of the density discontinuity. The asymptotic behavior of .function..sub..LAMBDA. is determined in a neighborhood of S, and the value for the discontinuity is estimated from the asymptotic behavior of .function..sub..LAMBDA.. In a second method for evaluating the value of the discontinuity, a gradient value for a mollified local tomography function .gradient..function..sub..LAMBDA..epsilon. (x.sub.ij) is determined along the discontinuity; and the value of the jump of the density across the discontinuity curve (or surface) S is estimated from the gradient values.

However, demand for the equipment is finite, and opportunities are limited. U.S. demand is estimated to drive total annual investments in renewable energy equipment to $14-$20 billion by 2030. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry. State marketing strategies for acquiring renewable energy manufacturers are likely best served by an approach that: (1) is multi-faceted and long-term, (2) fits within existing broad-based economic development strategies, (3) includes specific components such as support for renewable energy markets and low barriers to renewable energy deployment, and (4) involves increased differentiation by leveraging existing assets when applicable.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    Geothermal electricity production capacity has grown over time because of multiple factors, including its renewable, baseload, and domestic attributes; volatile and high prices for competing technologies; and policy intervention. Overarching federal policies, namely the Public Utilities Regulatory Policies Act (PURPA), provided certainty to project investors in the 1980s, leading to a boom in geothermal development. In addition to market expansion through PURPA, research and development policies provided an investment of public dollars toward developing technologies and reducing costs over time to increase the market competitiveness of geothermal electricity. Together, these efforts are cited as the primary policy drivers for the currently installed capacity. Informing policy decisions depends on the combined impacts of policies at the federal and state level on geothermal development. Identifying high-impact suites of policies for different contexts, and the government levels best equipped to implement them, would provide a wealth of information to both policy makers and project developers.

While each framework yields important insights, we argue that the gross uncertainties associated with climate change and the distribution of impacts between present and future generations constrain the usefulness of cost-benefit criteria in evaluating climate policy. If one accepts the ethical proposition that it is morally wrong to impose catastrophic risks on unborn generations when reducing those risks would not noticeably diminish the quality of life of existing persons, a case can be made for concerted policy action to reduce greenhouse gas emissions.

    There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

    The overall objective of the “Solar Salt Lake” (SSL) team is to develop a fully-scoped city and county-level implementation plan that will facilitate at least an additional ten megawatts of solar photovoltaic (PV) installations in the government, commercial, industrial, and residential sectors by 2015. To achieve this aggressive goal, the program strategy includes a combination of barrier identification, research, and policy analysis that utilizes the input of various stakeholders. Coupled with these activities will be the development and implementation of pilot installations in the government and residential sectors, and broad outreach to builders and potential practitioners of solar energy products in the process. In this way, while creating mechanisms to enable a demand for solar, SSL will also facilitate capacity building for suppliers, thereby helping to ensure long-term sustainability for the regional market.

    Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

    Air Quality Guidelines for General Plans (Air Quality Guidelines) is a guidance document and resource for cities and counties to use to address air quality in their long-range planning efforts. It includes goals, policies, and programs that when adopted as part of a long-range plan will reduce vehicle trips and miles traveled and improve air quality. Although this is a voluntary program, the San Joaquin Valley Unified Air Pollution Control District (District) has strongly encouraged cities and counties in the San Joaquin Valley to use their land use and transportation planning authority to help achieve air quality goals by adopting the policies and programs suggested by the Air Quality Guidelines. Implementing the goals and policies will result in a win-win situation where cities, counties, and developers save money through more efficient land use and transportation systems and where the public benefits from a more livable community and better air quality. The purpose of the Air Quality Guidelines is threefold: (1) to provide local planning agencies with a comprehensive set of goals and policies that will improve air quality if adopted as part of a long-range plan; (2) to provide a guide to cities and counties for determining which goals and policies are appropriate in their particular community; and (3) to provide justification and rationale for the goals and policies that will convince decision-makers and the public that they are appropriate and necessary.

    This report addresses the single largest source of greenhouse gas emissions and the greatest opportunity to reduce these emissions. The IPCC 4th Assessment Report estimates that globally 35% to 40% of all energy-related CO{sub 2} emissions (relative to a growing baseline) result from energy use in buildings. Emissions reductions from a combination of energy efficiency and conservation (using less energy) in buildings have the potential to cut emissions as much as all other energy-using sectors combined. This is especially the case for China, India and other developing countries that are expected to account for 80% or more of growth in building energy use worldwide over the coming decades. In short, buildings constitute the largest opportunity to mitigate climate change and special attention needs to be devoted to developing countries. At the same time, the buildings sector has been particularly resistant to achieving this potential. Technology in other sectors has advanced more rapidly than in buildings. In the recent past, automobile companies have made large investments in designing, engineering, and marketing energy efficient and alternative fuel vehicles that reduce greenhouse gas emissions. At the same time, the buildings sector – dependent on millions and millions of decisions by consumers and homeowners – face a large variety of market barriers that cause very substantial underinvestment in energy efficiency. How can the trajectory of energy use in buildings be changed to reduce the associated CO{sub 2} emissions? Is it possible to greatly accelerate this change? The answer to these questions depends on policy, technology, and behavior. Can policies be crafted and implemented to drive the trajectory down? Can the use of existing energy efficiency technologies be increased greatly and new technologies developed and brought to market? And what is the role of behavior in reducing or increasing energy use in buildings? These are the three overarching issues. The information assembled in this study and the knowledge derived from it needs to be brought to bear on these three questions. And thus we turn to some of the insights from the study, presented in the form of findings and recommendation.

  3. Energy at the state and local level: an evolving perspective

    A review is presented of the development and evolution of state and local energy programs during the 1970's. The origins of the federal government's relationship with state and local governments are traced and the implication of the new federal agenda for that relationship is explored. A major focus is on the disagreement between state and local officials over their respective roles and the effect of that disagreement on federal policy. The responsibilities of both state and local governments, if both choose to have an energy presence, are examined. Four energy functions are assessed: planning and implementation; transferring information; subsidized financial assistance; and regulation and standard-setting. The relative strengths and weaknesses of assigning responsibility for each to one level of government versus another are determined. Certain services are best handled by one government or the other. For certain functions, the potential societal benefits of increased cooperation and collaboration may be significant. Some of the existing models for such cooperation and collaboration are reviewed. Attempts to extract from these models those attributes which may be relevant to the design of future state and local programs are also reviewed. (MCW)

  5. An economic evaluation of waste flow control policies in municipal solid waste management

    The transport of municipal solid waste through legal means is commonly known as waste flow control. Flow control ordinances prohibit the export of locally generated solid waste to disposal sites outside of a jurisdiction, requiring delivery to a locally designated facility for disposal or processing. Local governments use flow control to support public facilities and to comply with federal and state mandates. A decision by Supreme Court in May, 1994 invalidated the use of flow control by local governments raising important policy questions concerning balances between providing low-cost service to rate-payers, the value of conserving disposal capacity be developing expensive waste management programs, and the protection of the environment from the dangers of poor solid waste management. Since Congress is currently considering passage of federal legislation which would restore flow control authority to local government, there is a need to evaluate waste flow control from economic, environmental, political and social perspectives. This analysis attempts to evaluate flow control policies within an interdisciplinary framework. It examines not only the economic consequences of flow control policies, but also the social and environmental objectives that local governments claim are achieved via use of flow control. The analysis reveals that flow control introduces economic distortions into a highly competitive market for solid waste services, a market which consistently produces lower costs than flow-controlled, publicly-sponsored facilities. Important questions are raised concerning the allocation of risk in capital investments made by municipalities that use flow control to insulate investors and themselves from financial liability. Controlling waste flow helps local governments fulfill regulatory responsibilities that may not be met by reliance on competitive market forces.

    A number of policies have been used historically in order to stimulate the growth of the renewable electricity sector. This paper examines four of these policy instruments: competitive tendering, sometimes called renewable electricity auctions, feed-in tariffs, net metering and net billing, and tradable renewable energy certificates. In recent years, however, a number of changes to both market circumstances and to policy priorities have resulted in numerous policy innovations, including the emergence of policy hybrids. With no common language for these evolving policy mechanisms, policymakers have generally continued to use the same traditional policy labels, occasionally generating confusion as many of these new policies no longer look, or act, like their traditional predecessors. In reviewing these changes, this paper makes two separate but related claims: first, policy labels themselves are breaking down and evolving. As a result, policy comparisons that rely on the conventional labels may no longer be appropriate, or advisable. Second, as policymakers continue to adapt, we are in effect witnessing the emergence of the next generation of renewable electricity policies, a change that could have significant impacts on investment, as well as on market growth in both developed and developing countries.

    The report presents a summary of international perceptions and beliefs about US nuclear policy, focusing on four countries--China, Iran, Pakistan and Germany--chosen because they span the spectrum of states with which the United States has relationships. A paradox is pointed out: that although the goal of US nuclear policy is to make the United States and its allies safer through a policy of deterrence, international perceptions of US nuclear policy may actually be making the US less safe by eroding its soft power and global leadership position. Broadly held perceptions include a pattern of US hypocrisy and double standards--one set for the US and its allies, and another set for all others. Importantly, the US nuclear posture is not seen in a vacuum, but as one piece of the United States behavior on the world stage. Because of this, the potential direct side effects of any negative international perceptions of US nuclear policy can be somewhat mitigated, dependent on other US policies and actions. The more indirect and long term relation of US nuclear policy to US international reputation and soft power, however, matters immensely to successful multilateral and proactive engagement on other pressing global issues.
