    As part of Lawrence Berkeley Laboratory's (LBL) technical assistance to the Sustainable City Project, the issue of DSM bidding was examined as a possible option for local government. The recent interest and activity in DSM bidding around the country presents an opportunity for local government. Potential benefits for local government include increased installation of energy efficiency measures in municipal facilities and in the community, economic development, an additional source of revenue to help pay for municipal programs (including additional conservation efforts), and an enhanced local image. Local government will most likely participate in DSM bidding as a customer or as a client of an energy service company (ESCO). The exact role will depend on local government's response to key issues associated with DSM bidding, such as performance guarantees, quality assurance procedures (measuring savings and providing financial security), and the administrative burden. In addition, local government will have to weigh the advantages and disadvantages of working with an ESCO. While local government has not yet participated in DSM bidding, local government is in a unique position to take advantage of energy efficiency opportunities as owner-operators of municipal facilities which consume significant amounts of energy, planners and regulators of new development, and general providers of services and assistance to their communities. Furthermore, local governments have lower risks (in terms of program success) than small businesses, and local governments' credibility and experience in dealing with customers may reduce high transaction costs associated with DSM bidding. Despite these advantages, local governments should take a cautious approach in participating in DSM bidding processes, and should carefully examine other strategies for promoting energy efficiency (including participation in conventional utility programs) prior to participating in DSM bidding.

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

    Under the Superfund Amendments and Reauthorization Act (SARA), section 123 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), Congress enacted the Local Governments Reimbursement (LGR) Program. The program`s goal is to provide financial relief to local governments that conduct emergency measures in response to releases or threats of releases of hazardous substances, pollutants, or contaminants. The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. This paper highlights the features of this program, illustrates the types of incidents that have been awarded reimbursement, and describes common mistakes to be avoided when applying for reimbursement.

    To promote energy conservation at its government owned/contractor operated (GOCO) facilities, DOE implemented the In-house Energy Management (IHEM) Program. In early FY 1984, the IHEM program became interested in the concept of third-party financing as a potential supplement for its appropriated budget.     Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

    The aim of the project was to develop an effective, in-house energy review process for County building design, covering new buildings and major renovations of existing buildings. Montgomery County enacted regulations for energy efficient design of buildings in July 1986. In essence, the regulation sets energy consumption limits for buildings and calls for life-cycle-cost analysis of design choices. In the course of this project significant achievements were realized in the following areas: Energy Design Guidelines were established or refined in several areas of energy technology and design practice. The Energy Review Process was formalized and implemented. Energy personnel received supplemental training in lighting technologies and design methods, energy analysis programs and commercial design standards. The key technical findings of the project are as follows: A combination of energy design tools was found to provide optimum results, including energy analysis, life-cycle-cost analysis, prescriptive standards and guide specifications. There is a dramatic decrease in design energy consumption in buildings processed under the guidelines, ranging from 30 % to 50 % decrease in energy consumption compared to existing County buildings. On average, it was found that energy-efficient new buildings cost no more to build than energy-hog buildings. An economic analysis indicates a very high rate of return in utility savings compared to the cost of implementing the program. 10 figs.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    State and local governments have grown increasingly aware of the economic, environmental, and societal benefits of taking a lead role in U.S. implementation of renewable energy, particularly distributed photovoltaic (PV) installations. Recently, solar energy's cost premium has declined as a result of technology improvements and an increase in the cost of traditional energy generation. At the same time, a nationwide public policy focus on carbon-free, renewable energy has created a wide range of financial incentives to lower the costs of deploying PV even further. These changes have led to exponential increases in the availability of capital for solar projects, and tremendous creativity in the development of third-party ownership structures. As significant users of electricity, state and local governments can be an excellent example for solar PV system deployment on a national scale. Many public entities are not only considering deployment on public building rooftops, but also large-scale applications on available public lands. The changing marketplace requires that state and local governments be financially sophisticated to capture as much of the economic potential of a PV system as possible. This report examines ways that state and local governments can optimize the financial structure of deploying solar PV for public uses.

    Background: Health Impact Assessment (HIA) in Ireland has developed significantly since its endorsement in the health strategies of the Republic of Ireland (2001) and Northern Ireland (2002). Throughout 2007 and 2008, research was conducted to examine HIA as a policy-informing tool throughout both jurisdictions. One aspect of this research investigated the role of local government and its relationship in advancing HIA practise and use in Ireland. Methods: A case study research design was used which employed qualitative research methods, including semistructured interviewing and participant observation. In total 48 interviews were conducted with members of the HIA steering committees and individuals closely involved in the HIAs. Results: The relationship between local government and HIA in Northern Ireland is a positive one given the strong tradition of local government in the jurisdiction. The Review of Public Administration (RPA) negatively influenced the integration of HIA into local authority procedures. In the Republic of Ireland, the influence of social values and political will was found to be negatively present with the HIA on Traveller accommodation. Evidence from the HIA conducted on traffic and transport in Dublin was used to plan further health promotion and community planning activities in the area. Conclusion: Local government plays a vital role in HIA practise and development in both jurisdictions. The willingness to work with external partners (such as the health care services) was an important enabler or barrier to HIA operation. This will remain the case in the foreseeable future. - Highlights: Black-Right-Pointing-Pointer We investigated influences on the use of HIA knowledge of four cases from Northern Ireland and the Republic of Ireland. Black-Right-Pointing-Pointer The engagement of the public authorities assists implementation of the findings of the HIA. Black-Right-Pointing-Pointer Tension continues between positivist and incrementalist approaches towards HIA.

    The Department of Energy (DOE) is responsible for cleaning up the radioactive and chemical contamination that resulted from the production of nuclear weapons. At more than one hundred sites throughout the country DOE will leave some contamination in place after the cleanup is complete. In order to protect human health and the environment from the remaining contamination DOE, U.S. Environmental Protection Agency (EPA), state environmental regulatory agencies, local governments, citizens and other entities will need to undertake long-term stewardship of such sites. Long-term stewardship includes a wide range of actions needed to protect human health in the environment for as long as the risk from the contamination remains above acceptable levels, such as barriers, caps, and other engineering controls and land use controls, signs, notices, records, and other institutional controls. In this report the Environmental Law Institute (ELI) and the Energy Communities Alliance (ECA) examine how local governments, state environmental agencies, and real property professionals implement long-term stewardship at two DOE facilities, Losa Alamos National Laboratory and Oak Ridge Reservation.

    This panel presents information on four approaches to energy-efficient procurement: the Federal Procurement Challenge, the Energy-Efficient Procurement Collaborative, the ENERGY STAR program, and Green Seal. To provide a context for these presentations, the authors present an overview and background on the significance of and recent trends in government procurement. In the United States, the combined annual expenditures by the Federal government for energy-consuming equipment and appliances have been estimated at $10-$20 billion. The Energy Policy Act of 1992 and Executive Order 12902 direct Federal agencies to exercise leadership as the world`s largest customer to promote the purchase of energy-efficient, renewable energy, and water conserving products. The Department of Energy`s Federal Energy Management Program, through the Federal Procurement Challenge, offers Federal agencies the opportunity to coordinate these purchasing activities through a broad-based program that also links efforts at the Federal level with state and local purchasing. The Challenge is designed to use the buying power of the Federal government to: support and expand markets for today`s `best practice` energy-efficient, renewable energy, and water-conserving products; create new entry markets for advanced energy-saving technologies and products; and lower the cost of efficient products for all consumers by providing a large, reliable market. Other program objectives include: reducing operating costs for Federal agencies; reducing Federal energy use and greenhouse gas emissions; and providing a model for other levels of government, corporate, and institutional purchasers. Purchases of energy-related products by state and local governments are estimated at 3-4 times those of the entire Federal market. The multi-state Energy-Efficient Procurement Collaborative affords state and local governments the opportunity to share information and technical information on energy-efficient purchasing.

These are completely positive, trace preserving transformations which when acting locally on a bipartite quantum system initially prepared into a maximally entangled configuration, preserve its entanglement even when applied an arbitrary number of times. In other words, a quantum channel $\\psi$ is said to be ES if its powers $\\psi^n$ are not entanglement-breaking for all integers $n$. We also characterize the properties of the Asymptotic Entanglement Saving (AES) maps. These form a proper subset of the ES channels that is constituted by those maps which, not only preserve entanglement for all finite $n$, but which also sustain an explicitly not null level of entanglement in the asymptotic limit~$n\\rightarrow \\infty$.     There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

These projects also show how renewable DER systems such as photovoltaics (PV) can be effectively integrated into utility power grids to provide added power during peak demand periods in populous regions and states. This four-page case study describes a recent project in which the United States Postal Service (USPS) worked with the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP), a national laboratory, the local utility, and a private company to install a PV DER system at the USPS Marina Processing and Distribution Center in Inglewood, California.     The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings, and the homes on these farms. The expected measurable outcomes of the project were to improve the environment and stimulate the economy by: • Reducing annual fossil fuel emissions by 1,942 metric tons of carbon dioxide equivalent, reducing the total annual energy use on at least 323 small animal farms and 100 farm homes by at least 8,000 kWh and 2,343 therms per farm. • Stimulating the economy by creating or retaining at least 69 jobs, and saving small animal farmers an average of $2,071 per farm in annual energy expenditures. B. Project Scope The MAESTRO team chose the target population of small farms because while all agriculture is traditionally underserved in energy efficiency programs, small farms were particularly underserved because they lack the financial resources and access to energy efficiency technologies that larger farms deploy. The MAESTRO team reasoned that energy conservation, financial and educational programs developed while serving the agricultural community could serve as a national model for other states and their agricultural sectors. The target population was approximately 2,365 small animal farm operations in Missouri, specifically those farms that were not by definition a confined animal feeding operation (CAFO). The program was designed to create jobs by training Missouri contractors and Missouri University Extension staff how to conduct farm audits. The local economy would be stimulated by an increase in construction activity and an increasing demand for energy efficient farm equipment. Additionally, the energy savings were deemed critical in keeping Missouri farms in business. This project leveraged funds using a combination of funds from the Missouri Department of Natural Resources’ Missouri Energy Center and its Soil and Water Conservation Program, from the state's Linked Deposits, MASBDA's agricultural loan guarantee programs, and through the in-kind contribution of faculty and staff time to the project from these agencies and MU.     In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. In the special case of a large ESPC project at the Army's Fort Polk, the analysis of utility bills carried out by the authors does unequivocally confirm and quantify savings. The data requirements and methods for arriving at definitive answers through utility bill analysis are demonstrated in our discussion of the Fort Polk project. The following paragraphs address why the government generally should not expect to see savings from ESPC projects in their utility bills. We also review lessons learned and best practices for measurement and verification (M&V) that can assure best value for the government and are more practical, straightforward, and cost-effective than utility bill analysis.

    The growing investment by governments and electric utilities in energy efficiency programs highlights the need for simple tools to help assess and explain the size of the potential resource. One technique that is commonly used in this effort is to characterize electricity savings in terms of avoided power plants, because it is easier for people to visualize a power plant than it is to understand an abstraction such as billions of kilowatt-hours. Unfortunately, there is no standardization around the characteristics of such power plants. In this letter we define parameters for a standard avoided power plant that have physical meaning and intuitive plausibility, for use in back-of-the-envelope calculations. For the prototypical plant this article settles on a 500 MW existing coal plant operating at a 70percent capacity factor with 7percent T&D losses. Displacing such a plant for one year would save 3 billion kW h per year at the meter and reduce emissions by 3 million metric tons of CO2 per year. The proposed name for this metric is the Rosenfeld, in keeping with the tradition among scientists of naming units in honor of the person most responsible for the discovery and widespread adoption of the underlying scientific principle in question--Dr. Arthur H. Rosenfeld.

    This is the second issue of the third volume (Fall 2000) of a technical bulletin produced for the Department of Energy's (DOE's) Federal Energy Management Program (FEMP). It is intended for Federal solar energy champions, that is, energy officers, contracting officials, facility managers, and others who participate in projects in which solar and other renewable energy technologies are installed in Federal government facilities in order to meet the directives of Executive Order 13123 and the President's Million Solar Roofs Initiative. This issue recognizes the contributions of the Federal agencies and specific individuals who enabled the government to meet its goal of installing 2,000 solar energy systems (and related systems) on Federal roofs by the year 2000. Although only about 30 solar energy champions were given awards, they represent hundreds of government employees who are working to save energy, money, and the environment through energy efficiency and renewable energy.

    Significant energy savings will result from compliance to the foundation insulation recommendations in ASHRAE Standard 90.2P, /open quotes/Energy Efficient Design of New, Low-Rise Residential Buildings/close quotes/ (ASHRAE 1987). This paper summarizes an assessment of current US energy savings from foundation insulation and estimates future savings resulting from broad-scale adoption of ASHRAE 90.2P. The assessment is based on the premise that the detailed analysis behind ASHRAE 90.2P and its systematic method of determining insulation levels in a balanced manner will allow it to become the accepted base energy performance standard for all residential construction. The total energy currently being saved by foundation insulation (30% of 1.7 million new units) in one year's worth of new housing starts in the United States is estimated at 9.6 /times/ 10/sup 12/ Btu/yr (10.1 PJ/yr (petajoule = 10/sup 15/ joule)). The full compliance with ASHRAE 90.2P leads to more than a doubling of current foundation insulation energy savings. The extrapolation of existing practice and the addition of other contributions resulting from compliance with ASHRAE 90.2 lead to an estimated energy savings by the year 2010 between 0.38 and 0.45 quad/yr (400 and 475 PJ/yr (quad = 10/sup 15/ Btu)). 11 refs., 14 tabs., 7 figs.

    This paper discusses the use of a Shared Energy Savings (SES) contract as the procurement vehicle to provide, install, and maintain closed-loop ground-coupled heat pumps (CLGCHP`s) for 4,003 family-housing units at Fort Polk, Louisiana. In addition to the requirement relative to heat pumps, the contract allows the energy service company (ESCO) to propose additional projects needed to take full advantage of energy cost-saving opportunities that may exist at Fort Polk. The paper traces the development of the SES contract from feasibility study through development of the request for proposal (RFP) to contract award and implementation. In tracing this development, technical aspects of the project are set forth and various benefits inherent in SES contracting are indicated. The paper concludes that, due to the positive motivation inherent in the shared-savings, as well as partnering aspects of SES contracts, SES contracting is well suited to use as a procurement vehicle.

    Light-colored roofs reflect more sunlight than dark roofs, thus they keep buildings cooler and reduce air-conditioning demand. Typical roofs in the United States are dark, which creates a potential for savings energy and money by changing to reflective roofs. In this report, the authors make quantitative estimates of the impact of roof color by simulating prototypical buildings with light- and dark-colored roofs and calculating savings by taking the differences in annual cooling and heating energy use, and peak electricity demand. Monetary savings are calculated using local utility rates. Savings are estimated for 11 U.S. Metropolitan Statistical Areas (MSAs) in a variety of climates.

    This report summarizes a preliminary study aimed at estimating the potential of saving potable water, (and the electrical energy used to heat it), that is presently lost directly to the drain while occupants wait for hot water to arrive at the faucet (point of use). Data were collected from five single-family homes in Palo Alto, California. Despite the small sample size in this study, the results make a compelling case for retrofitting homes with hot water recirculation systems to eliminate unnecessary wastage of water at the point of use. Technical as well as behavioral and attitudinal changes towards water conservation are necessary for a fulfilling and successful conservation effort. This report focuses on the technical issues, but behavioral issues are also noted, which may be factored into future studies involving local and state governments and utility companies.

    The Digital Television (DTV) Converter Box Coupon Program was administered by the U.S. government to subsidize purchases of digital-to-analog converter boxes, with up to two $40 coupons for each eligible household. In order to qualify as Coupon Eligible Converter Boxes (CECBs), these devices had to meet a number of minimum performance specifications, including energy efficiency standards. The Energy Star Program also established voluntary energy efficiency specifications that are more stringent than the CECB requirements. In this study, we measured the power and energy consumptions for a sample of 12 CECBs (including 6 Energy Star labeled models) in-use in homes and estimated aggregate energy savings produced by the energy efficiency policies. Based on the 35 million coupons redeemed through the end of the program, our analysis indicates that between 2500 and 3700 GWh per year are saved as a result of the energy efficiency policies implemented on digital-to-analog converter boxes. The energy savings generated are equivalent to the annual electricity use of 280,000 average US homes.

    Federal legislation allows federal agencies to retain up to 50% of the savings associated with implementing energy efficiency and water conservation measures and practices. Given budget pressures to reduce expenditures, the use of retained savings to fund additional projects represents a source of funds outside of the traditional budget cycle. The Southwest Region Federal Aviation Administration (FAA) has tasked Pacific Northwest National Laboratory (PNNL) to develop a model retained savings program for Southwest Region FAA use and as a prototype for consideration by the FAA. PNNL recommends the following steps be taken in developing a Southwest Region FAA retained savings program: Establish a retained savings mechanism. Determine the level at which the retained savings should be consolidated into a fund. The preliminary recommendation is to establish a revolving efficiency loan fund at the regional level. Such a mechanism allows some consolidation of savings to fund larger projects, while maintaining a sense of facility ownership in that the funds will remain within the region.

    This updated publication, produced for DOE's Federal Energy Management Program (FEMP), is an overview of DOE's streamlined energy savings performance contracting ("Super ESPC") process. It is intended for Federal energy and facility managers, contracting officers, procurement staff, private energy service companies (ESCOs), and any others involved in this contracting process. A Super ESPC is an indefinite-delivery, indefinite-quantity contract that allows a qualifying, preselected ESCO to pay the initial capital cost of energy efficiency improvements or renewable energy technologies at a Federal facility. The ESCO is then repaid over time from the Federal agency's resulting cost savings over the term of the contract, which can be up to 25 years. Among other benefits, Super ESPCs allow Federal agencies to obtain energy efficiency improvements and new technologies without having to go through the entire contracting process or having to pay the up-front costs of new equipment and services.

As funding for the Environmental Management (EM) program began to level off in response to Administration and Congressional efforts to balance the Federal budget, the program redoubled its efforts to increase efficiency and get more productivity out of every dollar. Cost savings and enhanced performance are an integral pair of Hanford Site operations. FY1997 was the third year of a cost savings program that was initially defined in FY 1995.     This four-page publication describes the U.S. Department of Energy's (DOE's) streamlined energy savings performance contracting, or ''Super ESPC,'' process, which is managed by DOE's Federal Energy Management Program (FEMP). Under a Super ESPC, a qualifying energy service company (ESCO) from the private sector pays for energy efficiency improvements or advanced renewable energy technologies (e.g., photovoltaic systems, wind turbines, or geothermal heat pumps, among others) for a facility of a government agency.     This paper shows how to design efficient arithmetic elements out of quantum gates using "carry-save" techniques borrowed from classical computer design. This allows bit-parallel evaluation of all the arithmetic elements required for Shor's algorithm, including modular arithmetic, deferring all carry propagation until the end of the entire computation. This reduces the quantum gate delay from O(N^3) to O(N log N) at a cost of increasing the number of qubits required from O(N) to O(N^2).

Federal agency sites anywhere in the nation will be able to implement GHP-centered ESPC projects as delivery orders against the awarded contracts.

    According to the widely accepted opinion, classical (statistical) physics does not support objective indeterminism, since the statistical laws of classical physics allow a deterministic hidden background, while --- as Arthur Fine writes polemizing with Gr\\"unbaum --- "{\\sl the antilibertarian position finds little room to breathe in a statistical world if we take laws of the quantum theory as exemplars of the statistical laws in such a world. So, it appears that, contrary to what Gr\\"unbaum claims, the libertarians' 'could have done otherwise' does indeed find support from indeterminism if we take the indeterministic laws to be of the sort found in the quantum theory.}" In this paper I will show that, quite the contrary, quantum mechanics does not save free will. For instance, the EPR experiments are compatible with a deterministic world. They admit a deterministic local hidden parameter description if the deterministic model is 'allowed' to describe not only the measurement outcomes, but also the outcomes of the 'decisions' whether this or that measurement will be performed. So, the derivation of the freedom of the will from quantum mechanics is a tautology: from the assumption that the world is indeterministic it is derived that the world cannot be deterministic.

    Energy savings are often used to help finance a facility`s modernization program. The process of determining these savings has come under the microscope as facility owners often pay energy service companies based on savings measurements. Unfortunately, financiers and facility owners usually do not appreciate that determination of savings is an Art, subject to discretion. To them, savings are determined by accountants subtracting one year`s costs from another year`s costs. For those wishing to properly quantify avoided cost, engineering judgments must be added to this simplistic subtraction process. How do you measure something you don`t have? This is the challenge in measuring energy savings. The absence of energy use cannot be measured. However, energy savings can be determined indirectly, using measurements of the presence of energy use, engineering judgment and analysis. This article summarizes the state of the art in savings measurement, particularly as it may be applied by an energy service company (ESCO) in an energy performance contract.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.
