    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

    Under the Superfund Amendments and Reauthorization Act (SARA), section 123 of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), Congress enacted the Local Governments Reimbursement (LGR) Program. The program`s goal is to provide financial relief to local governments that conduct emergency measures in response to releases or threats of releases of hazardous substances, pollutants, or contaminants. The intent of this program is to supply reimbursements of up to $25,000 per incident to the most deserving applicants, specifically local governments, for responses that exceed funds normally available for temporary emergency measures. These monies provide greatly needed support when potentially responsible party (PRP) searches and other cost recovery efforts fail. The standards and the approach for this program are set forth in 40 CFR Part 310, and are consistent with the overall policies and goals of the Superfund program. The maximum amount allocated to the reimbursement program is equal to 0.1 percent of the total amount appropriated for the Superfund, or approximately $1.7 million per year. A major focus of this program is to make known the availability of these funds for reimbursement to local governments in need of financial assistance. This paper highlights the features of this program, illustrates the types of incidents that have been awarded reimbursement, and describes common mistakes to be avoided when applying for reimbursement.

    To promote energy conservation at its government owned/contractor operated (GOCO) facilities, DOE implemented the In-house Energy Management (IHEM) Program. In early FY 1984, the IHEM program became interested in the concept of third-party financing as a potential supplement for its appropriated budget.     Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

    The aim of the project was to develop an effective, in-house energy review process for County building design, covering new buildings and major renovations of existing buildings. Montgomery County enacted regulations for energy efficient design of buildings in July 1986. In essence, the regulation sets energy consumption limits for buildings and calls for life-cycle-cost analysis of design choices. In the course of this project significant achievements were realized in the following areas: Energy Design Guidelines were established or refined in several areas of energy technology and design practice. The Energy Review Process was formalized and implemented. Energy personnel received supplemental training in lighting technologies and design methods, energy analysis programs and commercial design standards. The key technical findings of the project are as follows: A combination of energy design tools was found to provide optimum results, including energy analysis, life-cycle-cost analysis, prescriptive standards and guide specifications. There is a dramatic decrease in design energy consumption in buildings processed under the guidelines, ranging from 30 % to 50 % decrease in energy consumption compared to existing County buildings. On average, it was found that energy-efficient new buildings cost no more to build than energy-hog buildings. An economic analysis indicates a very high rate of return in utility savings compared to the cost of implementing the program. 10 figs.

    State and local governments have grown increasingly aware of the economic, environmental, and societal benefits of taking a lead role in U.S. implementation of renewable energy, particularly distributed photovoltaic (PV) installations. Recently, solar energy's cost premium has declined as a result of technology improvements and an increase in the cost of traditional energy generation. At the same time, a nationwide public policy focus on carbon-free, renewable energy has created a wide range of financial incentives to lower the costs of deploying PV even further. These changes have led to exponential increases in the availability of capital for solar projects, and tremendous creativity in the development of third-party ownership structures. As significant users of electricity, state and local governments can be an excellent example for solar PV system deployment on a national scale. Many public entities are not only considering deployment on public building rooftops, but also large-scale applications on available public lands. The changing marketplace requires that state and local governments be financially sophisticated to capture as much of the economic potential of a PV system as possible. This report examines ways that state and local governments can optimize the financial structure of deploying solar PV for public uses.

    The Department of Energy (DOE) is responsible for cleaning up the radioactive and chemical contamination that resulted from the production of nuclear weapons. At more than one hundred sites throughout the country DOE will leave some contamination in place after the cleanup is complete. In order to protect human health and the environment from the remaining contamination DOE, U.S. Environmental Protection Agency (EPA), state environmental regulatory agencies, local governments, citizens and other entities will need to undertake long-term stewardship of such sites. Long-term stewardship includes a wide range of actions needed to protect human health in the environment for as long as the risk from the contamination remains above acceptable levels, such as barriers, caps, and other engineering controls and land use controls, signs, notices, records, and other institutional controls. In this report the Environmental Law Institute (ELI) and the Energy Communities Alliance (ECA) examine how local governments, state environmental agencies, and real property professionals implement long-term stewardship at two DOE facilities, Losa Alamos National Laboratory and Oak Ridge Reservation.

    There is growing interest in energy efficiency (EE) among state policymakers as a result of increasing environmental concerns, rising electricity and natural gas prices, and lean economic times that motivate states to look more aggressively for cost-saving opportunities in public sector buildings. One logical place for state policymakers to demonstrate their commitment to energy efficiency is to 'lead by example' by developing and implementing strategies to reduce the energy consumption of state government facilities through investments in energy efficient technologies. Traditionally, energy efficiency improvements at state government facilities are viewed as a subset in the general category of building maintenance and construction. These projects are typically funded through direct appropriations. However, energy efficiency projects are often delayed or reduced in scope whereby not all cost-effective measures are implemented because many states have tight capital budgets. Energy Savings Performance Contracting (ESPC) offers a potentially useful strategy for state program and facility managers to proactively finance and develop energy efficiency projects. In an ESPC project, Energy Service Companies (ESCOs) typically guarantee that the energy and cost savings produced by the project will equal or exceed all costs associated with implementing the project over the term of the contract. ESCOs typically provide turnkey design, installation, and maintenance services and also help arrange project financing. Between 1990 and 2006, U.S. ESCOs reported market activity of {approx}$28 Billion, with about {approx}75-80% of that activity concentrated in the institutional markets (K-12 schools, colleges/universities, state/local/federal government and hospitals). In this study, we review the magnitude of energy efficiency investment in state facilities and identify 'best practices' while employing performance contracting in the state government sector. The state government market is defined to include state offices, state universities, correctional facilities, and other state facilities. This study is part of a series of reports prepared by Lawrence Berkeley National Laboratory (LBNL) and the National Association of Energy Services Companies (NAESCO) on the ESCO market and industry trends. The scope of previous reports was much broader: Goldman et al. (2002) analyzed ESCO project costs and savings in public and private sector facilities, Hopper et al. (2005) focused on ESCO project activity in all public and institutional sectors, while Hopper et al (2007) provided aggregate results of a comprehensive survey of ESCOs on current industry activity and future prospects. We decided to focus the current study on ESCO and energy efficiency activity and potential market barriers in the state government market because previous studies suggested that this institutional sector has significant remaining energy efficiency opportunities. Moreover, ESCO activity in the state government market has lagged behind other institutional markets (e.g., K-12 schools, local governments, and the federal market). Our primary objectives were as follows: (1) Assess existing state agency energy information and data sources that could be utilized to develop performance metrics to assess progress among ESPC programs in states; (2) Conduct a comparative review of the performance of selected state ESPC programs in reducing energy usage and costs in state government buildings; and (3) Delineate the extent to which state government sector facilities are implementing energy efficiency projects apart from ESPC programs using other strategies (e.g. utility ratepayer-funded energy efficiency programs, loan funds).

    Using light-emitting diode technology to replace incandescent lamps in traffic signals promises energy savings upwards of 60 percent for each of the estimated quarter of a million controlled intersections in the United States. LED units use only 9 to 25 watts instead of the 67 to 150 watts used by each incandescent lamp. Though their first cost is relatively high, energy savings result in paybacks of 1 to 5 years. LED retrofit kits are available for red signal disks and arrows, and installations in several states have proven successful, although minor improvements are addressing concerns about varying light output and controller circuitry. Retrofitting green lamps is not yet feasible, because color standards of the Institute of Traffic Engineers cannot be met with existing LED technology. Yellow lamps have such low duty factors (they`re on only 3 percent of the time) that retrofitting with LED signals is not cost-effective. LEDs last much longer than incandescents, allowing municipalities to not only reduce their electricity bills, but to save on maintenance costs as well. As further incentive, some utilities are beginning to implement rebate programs for LED traffic signal retrofits. Full approval of LED units is still awaited from the Institute of Traffic Engineers (ITE), the standard-setting body for traffic safety devices. Local and state governments ultimately decide what specifications to require for traffic lights, and the growing body of successful field experience with LEDs appears to be raising their comfort level with the technology. The California Department of Transportation is developing an LED traffic light specification, and two California utilities, Southern California Edison and Pacific Gas and Electric, have provided rebates for some pilot installations.

    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings, and the homes on these farms. The expected measurable outcomes of the project were to improve the environment and stimulate the economy by: • Reducing annual fossil fuel emissions by 1,942 metric tons of carbon dioxide equivalent, reducing the total annual energy use on at least 323 small animal farms and 100 farm homes by at least 8,000 kWh and 2,343 therms per farm. • Stimulating the economy by creating or retaining at least 69 jobs, and saving small animal farmers an average of $2,071 per farm in annual energy expenditures. B. Project Scope The MAESTRO team chose the target population of small farms because while all agriculture is traditionally underserved in energy efficiency programs, small farms were particularly underserved because they lack the financial resources and access to energy efficiency technologies that larger farms deploy. The MAESTRO team reasoned that energy conservation, financial and educational programs developed while serving the agricultural community could serve as a national model for other states and their agricultural sectors. The target population was approximately 2,365 small animal farm operations in Missouri, specifically those farms that were not by definition a confined animal feeding operation (CAFO). The program was designed to create jobs by training Missouri contractors and Missouri University Extension staff how to conduct farm audits. The local economy would be stimulated by an increase in construction activity and an increasing demand for energy efficient farm equipment. Additionally, the energy savings were deemed critical in keeping Missouri farms in business. This project leveraged funds using a combination of funds from the Missouri Department of Natural Resources’ Missouri Energy Center and its Soil and Water Conservation Program, from the state's Linked Deposits, MASBDA's agricultural loan guarantee programs, and through the in-kind contribution of faculty and staff time to the project from these agencies and MU.     In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    The growing investment by governments and electric utilities in energy efficiency programs highlights the need for simple tools to help assess and explain the size of the potential resource. One technique that is commonly used in this effort is to characterize electricity savings in terms of avoided power plants, because it is easier for people to visualize a power plant than it is to understand an abstraction such as billions of kilowatt-hours. Unfortunately, there is no standardization around the characteristics of such power plants. In this letter we define parameters for a standard avoided power plant that have physical meaning and intuitive plausibility, for use in back-of-the-envelope calculations. For the prototypical plant this article settles on a 500 MW existing coal plant operating at a 70percent capacity factor with 7percent T&D losses. Displacing such a plant for one year would save 3 billion kW h per year at the meter and reduce emissions by 3 million metric tons of CO2 per year. The proposed name for this metric is the Rosenfeld, in keeping with the tradition among scientists of naming units in honor of the person most responsible for the discovery and widespread adoption of the underlying scientific principle in question--Dr. Arthur H. Rosenfeld.

    Significant energy savings will result from compliance to the foundation insulation recommendations in ASHRAE Standard 90.2P, /open quotes/Energy Efficient Design of New, Low-Rise Residential Buildings/close quotes/ (ASHRAE 1987). This paper summarizes an assessment of current US energy savings from foundation insulation and estimates future savings resulting from broad-scale adoption of ASHRAE 90.2P. The assessment is based on the premise that the detailed analysis behind ASHRAE 90.2P and its systematic method of determining insulation levels in a balanced manner will allow it to become the accepted base energy performance standard for all residential construction. The total energy currently being saved by foundation insulation (30% of 1.7 million new units) in one year's worth of new housing starts in the United States is estimated at 9.6 /times/ 10/sup 12/ Btu/yr (10.1 PJ/yr (petajoule = 10/sup 15/ joule)). The full compliance with ASHRAE 90.2P leads to more than a doubling of current foundation insulation energy savings. The extrapolation of existing practice and the addition of other contributions resulting from compliance with ASHRAE 90.2 lead to an estimated energy savings by the year 2010 between 0.38 and 0.45 quad/yr (400 and 475 PJ/yr (quad = 10/sup 15/ Btu)). 11 refs., 14 tabs., 7 figs.

    Describes the use of an automatic control system designated the Central Control System (CCS), which requires no wiring to be run between controller and control points. The controller is simply plugged into any wall receptacle; it uses exising building power wiring to transmit command signals to the receiver control modules at the control points. The command pulses from the controller are sent through to the receiver modules when the 60 Hz power sine wave crosses the zero axis. Three types of controllers are available: the basic central programmable controller, a miniature desktop unit for limited local control, and a portable unit that security guards or janitorial personnel can use to override the central controller. Installed for less than $19,000, the new system is delivering approximately $50,000 in annual pretax savings.

    Light-colored roofs reflect more sunlight than dark roofs, thus they keep buildings cooler and reduce air-conditioning demand. Typical roofs in the United States are dark, which creates a potential for savings energy and money by changing to reflective roofs. In this report, the authors make quantitative estimates of the impact of roof color by simulating prototypical buildings with light- and dark-colored roofs and calculating savings by taking the differences in annual cooling and heating energy use, and peak electricity demand. Monetary savings are calculated using local utility rates. Savings are estimated for 11 U.S. Metropolitan Statistical Areas (MSAs) in a variety of climates.

    This Energy Savings Opportunity Survey (ESOS) at Ft. Bliss Texas was prepared by Engineering Design Management, Inc., St. Louis, MO., under contract with the Department of the Army, Fort Worth District, Corps of Engineers. In summary, the ESOS can be divided into six essentially separate studies. These are: (1) Re-evaluate previous ECIP on family housing ceiling insulation. (2) Examine 60 to 400 Hz converters for opportunities to reduce utility costs. Review includes examination of alternative technologies, as well as optional utilization of existing stock. (3) Examine the possibility of adding additional storage to potable water system to allow pumping during `off peak` hours as defined by local utility. Savings will occur as demand savings. (4) Study three `typical` buildings on base for savings due to fenestration improvements. These improvements include exterior shading, double pane glazing, reflective films, and window area reduction. (5) Evaluate the feasibility of down-sizing existing transformers and/or connecting additional load to improve transformer utilization and reduce transformer core energy losses. (6) Evaluate the feasibility of implementing several common ECOs at the base. These ECOs include wall and roof insulation, timeclocks, etc.

    Entergy Corp.-the New Orleans-based utility holding company-is applying lessons learned in procurement reorganization to streamline other areas of the company. Utilities willing to retool their procurement organizations and try new approaches to management can also reap benefits. Entergy Operations Inc. saved approximately $10 million in 1991 in personnel, system-wide contracts and combined purchasing. For 1992, EOI expects to show savings of $20 million, significantly better than original projections. EOI estimates that it has been able to avoid an additional $10 million in inventory expenditures. Entergy Corp. has put what its learned to work in other areas. Functional restructuring that formed Entergy Operations was expanded in 1991 with formation of three other company teams: Distribution and Customer Services, Generation and Transmission and Entergy Business Support. Each of these has also already begun to show significant benefits. A utility need not be a large multistate holding company with multiple nuclear plants in order to profit from Entergy's experiences. The key is to recognize the potential benefits of functional reorganization, and to approach the process in a timely, disciplined manner, while ensuring total buy-in from local/site management. Above all, utilities must be willing to try new approaches. Many utilities still independently organize procurement and materials management functions around individual plants and business units. Further, utilities may still approach procurement and materials management as two separate processes. Significant benefits can be gained by implementing a consolidated, information-driven approach to procurement and materials management. Overcoming turf issues and managing the change in thinking can be a real challenge. The chances for success are greatly improved by carefully organizing the redesign with an information-driven approach and shared performance measures.

    The Digital Television (DTV) Converter Box Coupon Program was administered by the U.S. government to subsidize purchases of digital-to-analog converter boxes, with up to two $40 coupons for each eligible household. In order to qualify as Coupon Eligible Converter Boxes (CECBs), these devices had to meet a number of minimum performance specifications, including energy efficiency standards. The Energy Star Program also established voluntary energy efficiency specifications that are more stringent than the CECB requirements. In this study, we measured the power and energy consumptions for a sample of 12 CECBs (including 6 Energy Star labeled models) in-use in homes and estimated aggregate energy savings produced by the energy efficiency policies. Based on the 35 million coupons redeemed through the end of the program, our analysis indicates that between 2500 and 3700 GWh per year are saved as a result of the energy efficiency policies implemented on digital-to-analog converter boxes. The energy savings generated are equivalent to the annual electricity use of 280,000 average US homes.

    This report summarizes a preliminary study aimed at estimating the potential of saving potable water, (and the electrical energy used to heat it), that is presently lost directly to the drain while occupants wait for hot water to arrive at the faucet (point of use). Data were collected from five single-family homes in Palo Alto, California. Despite the small sample size in this study, the results make a compelling case for retrofitting homes with hot water recirculation systems to eliminate unnecessary wastage of water at the point of use. Technical as well as behavioral and attitudinal changes towards water conservation are necessary for a fulfilling and successful conservation effort. This report focuses on the technical issues, but behavioral issues are also noted, which may be factored into future studies involving local and state governments and utility companies.

    This chapter focuses on the methods used to estimate net energy savings in evaluation, measurement, and verification (EM&V) studies for energy efficiency (EE) programs. The chapter provides a definition of net savings, which remains an unsettled topic both within the EE evaluation community and across the broader public policy evaluation community, particularly in the context of attribution of savings to particular program. The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.
