    A model of local government choice of solid waste disposal strategies is developed. The conditions under which incineration is an optimal strategy is derived. The effects of mandatory recycling legislation and extra-local policies that reduce the cost of recycling and the size of the waste stream are investigated.

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

    The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. This paper provides an overview of the program development, creation of partnerships and trust, and some of the results from implementation of the program. Following the first 18 months of the program, 35 businesses were recognized as Business Partners. The Business Partners program has also received an achievement award from the National Association of Counties for promoting {open_quotes}responsible, responsive, and effective government{close_quotes} and two governor`s awards from the State of Colorado. Participating businesses have demonstrated that a pollution prevention program can reduce environmental waste, increase employee safety, and decrease costs. 4 refs., 4 figs., 5 tabs.

    Native Americans` concerns arising from the possibility of establishment of a nuclear repository for high level wastes at Yucca Mountain fall principally into two main categories. First, the strongest objection to the repository comes from traditional Western Shoshones. Their objections are based on a claim that the Western Shoshones still own Yucca Mountain and also on the assertion that putting high level nuclear wastes into the ground is a violation of their religious views regarding nature. Second, there are several reservations around the Yucca Mountain site that might be affected in various ways by building of the repository. There is a question about how many such reservations there are, which can only be decided when more information is available. This report discusses two questions: the bearing of the continued vigorous assertion by traditionalist Western Shoshones of their land claim; and the extent to which Nevada state and local governments are able to understand and represent Indian viewpoints about Yucca Mountain.

    An examination is made of the incentives which influence the decisions by local governments to adopt energy-efficiency programs, either unilaterally or in partnership with the Federal government. It is found that there is significant potential for improved energy efficiency in urban residential, commercial, and industrial buildings and that exploiting these opportunities is in the interest of both Federal and local governments. Unless there is a unique combination of strong local leadership, a tradition of resource management, and external energy shocks, communities are unlikely to realize this potential. Conflicting demands, traditional perceptions, and lack of funding pose a major barrier to a strong unilateral commitment by local governments. A Federal-local partnership built upon and complementary to existing efforts in areas such as housing, social welfare, and economic development offers an excellent opportunity to realize the inherent potential of local energy-efficiency programs. At the local level, energy is not perceived as an isolated issue, but one which is part of a number of problems arising from the continuing increase in energy prices.

    Public power has long been a cornerstone of consumer leverage in the electric industry. But its foundation consists of a much broader and deeper consumer authority. Understanding that authority - and present threats to it - is critical to restructuring of the electric industry as well as to the future of public power. The country has largely forgotten the role that local governments have played and continue to play in the development of the electric industry. Moreover, we risk losing sight of the options local governments may offer to protect consumers, to advance competition in the marketplace, and to enhance opportunities for technology and economic development. The future role of local government is one of the most important issues in the restructuring discussion. The basic authority of consumers rests at the local level. The resulting options consumers have to act as more than just respondents to private brokers and telemarketing calls are at the local level.     In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

  3. Recovery of essential nutrients from municipal solid waste – Impact of waste management infrastructure and governance aspects

    Every year 120–140 million tonnes of bio-waste are generated in Europe, most of which is landfilled, incinerated or stabilized and used as covering material in landfill operation. None of these practices enables the recovery of essential nutrients such as phosphorus (P) and nitrogen (N), which are in great demand for agricultural production. Recovery of these nutrients is a matter of international concern considering the non-renewable nature of P sources and the energy intensive production process required for the synthesis of N fertilizers. The objective of this research is to understand the relation between the municipal solid waste management (MSWM) system, both its the physical components and governance aspects, and the recovery of nutrients in Vitoria-Gasteiz (Basque Country) as a benchmark for European medium-size cities. The analysis shows that the existing physical infrastructure and facilities for bio-waste have high potential for nutrient recovery, 49% for N and 83% for P contained in bio-waste. However, governance aspects of the MSWM system such as legislation and user inclusivity play an important role and decrease the actual nutrient recovery to 3.4% and 7.4% for N and P respectively.

    The Ecological Footprint is a synthetic index useful to assess sustainability of anthropic systems. Its operational use, however, has been hampered by some difficulties, especially at a local scale. Being conceived as a measure of the biologically productive area requested to sustain individual consumptions in a human community, it leaves out the impacts associated to economic activities. Accordingly, the index cannot contribute much to define local policies, whose target are economic activities, and only marginally affect citizens' behaviour. Ecological Footprint calculation scheme can be modified to include the depletion of natural capital due to local activities such as industry, agriculture, tertiary sector, transport, waste and water management. We provide here an approach which takes into account these different aspects, while we discuss its application to a municipal area as a case study.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    The guidebook defines the barriers to geothermal energy development at all levels of government and proposes ways to overcome these various barriers. In recognition that wholesale development of the region's geothermal resources could create a series of environmental problems and possible conflicts between groundwater users, resource management options are identified as possible ways to ensure the quality and quantity of the resource for future generations. It is important for local governments to get beyond the discussion of the merits of geothermal energy and take positive actions to develop or to encourage the development of the resource. To this end, several sources of technical and financial assistance are described. These sources of assistance can enable local governments and others to take action should they choose to do so. Even though the Yakima Valley is the setting for the analysis of local issues that could hamper geothermal development, this guidebook could be used by any locale with geothermal energy resources. The guidebook is not a scientific manual, but rather a policy document written especially for local government staff and officials who do not have technical backgrounds in geology or hydrology.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

    State and local governments have grown increasingly aware of the economic, environmental, and societal benefits of taking a lead role in U.S. implementation of renewable energy, particularly distributed photovoltaic (PV) installations. Recently, solar energy's cost premium has declined as a result of technology improvements and an increase in the cost of traditional energy generation. At the same time, a nationwide public policy focus on carbon-free, renewable energy has created a wide range of financial incentives to lower the costs of deploying PV even further. These changes have led to exponential increases in the availability of capital for solar projects, and tremendous creativity in the development of third-party ownership structures. As significant users of electricity, state and local governments can be an excellent example for solar PV system deployment on a national scale. Many public entities are not only considering deployment on public building rooftops, but also large-scale applications on available public lands. The changing marketplace requires that state and local governments be financially sophisticated to capture as much of the economic potential of a PV system as possible. This report examines ways that state and local governments can optimize the financial structure of deploying solar PV for public uses.

    Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ​

  8. LCA of local strategies for energy recovery from waste in England, applied to a large municipal flow

    An intense waste management (WM) planning activity is currently undergoing in England to build the infrastructure necessary to treat residual wastes, increase recycling levels and the recovery of energy from waste. From the analyses of local WM strategic and planning documents we have identified the emerging of three different energy recovery strategies: established combustion of residual waste; pre-treatment of residual waste and energy recovery from Solid Recovered Fuel in a dedicated plant, usually assumed to be a gasifier; pre-treatment of residual waste and reliance on the market to accept the 'fuel from waste' so produced. Each energy recovery strategy will result in a different solution in terms of the technology selected; moreover, on the basis of the favoured solution, the total number, scale and location of thermal treatment plants built in England will dramatically change. To support the evaluation and comparison of these three WM strategy in terms of global environmental impacts, energy recovery possibilities and performance with respect to changing 'fuel from waste' market conditions, the LCA comparison of eight alternative WM scenarios for a real case study dealing with a large flow of municipal wastes was performed with the modelling tool WRATE. The large flow of waste modelled allowed to formulate and assess realistic alternative WM scenarios and to design infrastructural systems which are likely to correspond to those submitted for approval to the local authorities. The results show that all alternative scenarios contribute to saving abiotic resources and reducing global warming potential. Particularly relevant to the current English debate, the performance of a scenario was shown to depend not from the thermal treatment technology but from a combination of parameters, among which most relevant are the efficiency of energy recovery processes (both electricity and heat) and the calorific value of residual waste and pre-treated material. The

  9. Local government energy management: liquid petroleum gas (LPG) as a motor vehicle fuel

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

    Various government entities in North Carolina have seen the need to implement specific policy which requires organizations responsible for certain development activities to perform a detailed assessment of comprehensive environmental impacts. Some governments have enacted policy, and a number of others are evaluating the need for policy implementation. The consideration of environmental effects of the development action early in the project planning process is, in many cases, an effect of the implementation of such policies, rather than a purpose. This study evaluates the varying ideals and rationale upon which local leaders have based environmental policies. Also, this study assesses the effectiveness of a variety of policies currently enacted and compares the final results of projects which have had to comply with the policies. Through the use of a survey distributed to officials responsible for policy enactment, local government personnel responsible for implementation and others involved in both public and private development, a relative assessment of effectiveness of different policies is postulated.

  16. Sustainable recycling of municipal solid waste in developing countries

    This research focuses on recycling in developing countries as one form of sustainable municipal solid waste management (MSWM). Twenty-three case studies provided municipal solid waste (MSW) generation and recovery rates and composition for compilation and assessment. The average MSW generation rate was 0.77 kg/person/day, with recovery rates from 5-40%. The waste streams of 19 of these case studies consisted of 0-70% recyclables and 17-80% organics. Qualitative analysis of all 23 case studies identified barriers or incentives to recycling, which resulted in the development of factors influencing recycling of MSW in developing countries. The factors are government policy, government finances, waste characterization, waste collection and segregation, household education, household economics, MSWM (municipal solid waste management) administration, MSWM personnel education, MSWM plan, local recycled-material market, technological and human resources, and land availability. Necessary and beneficial relationships drawn among these factors revealed the collaborative nature of sustainable MSWM. The functionality of the factor relationships greatly influenced the success of sustainable MSWM. A correlation existed between stakeholder involvement and the three dimensions of sustainability: environment, society, and economy. The only factors driven by all three dimensions (waste collection and segregation, MSWM plan, and local recycled-material market) were those requiring the greatest collaboration with other factors.

    The Urban Consortium Energy Task Force pioneers energy and environmental solutions for US cities and counties. When local officials participate in the task force, they open the door to many resources for their communities. The US is entering a period of renewed interest in energy management. Improvements in municipal energy management allow communities to free up energy operating funds to meet other needs. These improvements can even keep energy dollars in the community through the purchase of services and products used to save energy. With this idea in mind, the US Department of Energy Municipal Energy Management Program has funded more than 250 projects that demonstrate innovative energy technologies and management tools in cities and counties through the Urban Consortium Energy Task Force (UCETF). UCETF helps the US Department of Energy foster municipal energy management through networks with cities and urbanized counties and through links with three national associations of local governments. UCETF provides funding for projects that demonstrate innovative and realistic technologies, strategies, and methods that help urban America become more energy efficient and environmentally responsible. The task force provides technical support to local jurisdictions selected for projects. UCETF also shares information about successful energy management projects with cities and counties throughout the country via technical reports and project papers.     Currently, each person on the average produces 1.15 kg of the municipal waste per day and a total of 9 million metric tons were generated annually in Taiwan. The disposal of such a huge amount of waste presents tremendous challenge for the island due to the scarcity of landfills and incineration facilities available locally. EPA of Taiwan, R.O.C. thus takes an active role in promoting waste recycling to reduce the garbage produced in municipalities. In order to efficiently utilize the government`s human and financial resources used in recycling, started from January 31, 1989, EPA has mandated the producer responsibility recycling program for several designated post-consumer products such as PET, PVC bottles, scrap tires, scrap motor vehicles, etc. Producer responsibility recycling program specifies that the manufacturers, importers and sellers of these designated products have the responsibility to retrieve their products and recycle them properly. Several negative effects have been encountered while the implementation of this producer responsibility recycling program in Taiwan which resulted in a modification of this recycling program recently. This paper presents the encountered experiences on the implementation of municipal waste recycling program in Taiwan.

    The transport of municipal solid waste through legal means is commonly known as waste flow control. Flow control ordinances prohibit the export of locally generated solid waste to disposal sites outside of a jurisdiction, requiring delivery to a locally designated facility for disposal or processing. Local governments use flow control to support public facilities and to comply with federal and state mandates. A decision by Supreme Court in May, 1994 invalidated the use of flow control by local governments raising important policy questions concerning balances between providing low-cost service to rate-payers, the value of conserving disposal capacity be developing expensive waste management programs, and the protection of the environment from the dangers of poor solid waste management. Since Congress is currently considering passage of federal legislation which would restore flow control authority to local government, there is a need to evaluate waste flow control from economic, environmental, political and social perspectives. This analysis attempts to evaluate flow control policies within an interdisciplinary framework. It examines not only the economic consequences of flow control policies, but also the social and environmental objectives that local governments claim are achieved via use of flow control. The analysis reveals that flow control introduces economic distortions into a highly competitive market for solid waste services, a market which consistently produces lower costs than flow-controlled, publicly-sponsored facilities. Important questions are raised concerning the allocation of risk in capital investments made by municipalities that use flow control to insulate investors and themselves from financial liability. Controlling waste flow helps local governments fulfill regulatory responsibilities that may not be met by reliance on competitive market forces.

    This paper examines Municipal Wireless (MW) deployments in the United States. In particular, the interest is in understanding how discourse has worked to mobilize widespread support for MW networks. We explore how local governments discursively deploy the language of social movements to create a shared understanding of the networking needs of communities. Through the process of"framing" local governments assign meaning to the MW networks in ways intended to mobilize support anddemobilize opposition. The mobilizing potential of a frame varies and is dependent on its centrality and cultural resonance. We examine the framing efforts of MW networks by using a sample of Request for Proposals for community wireless networks, semi-structured interviews and local media sources. Prominent values that are central to a majority of the projects and others that are culturally specific are identified and analyzed for their mobilizing potency.

    The purpose of this survey was to assess one dimension of the energy problem that confronts cities - energy costs for public buildings - and to see how a sample of local governments had confronted that problem. While cities of all sizes tend to have a considerable variety of buildings, most are related to the basic municipal service of administration, police and fire protection, public works, and recreation. Most of these buildings consume natural gas and electricity as their primary source of energy, sources whose price is likely to rise more rapidly than the rate of inflation in the next few years. While it is difficult to assess the reports of energy costs without comparing them to the total city budget, these costs were found to be sizable among small and medium cities, and quite large among larger cities. While several of the conservation programs in the sample dated back to 1976, almost half (14) were relatively new, having been undertaken only in the last three years. Administratively, most have been placed under the direction of budget or public works officials, and, substantively, have emphasized no-cost/low-cost measures, such as employee awareness programs and improvements in building maintenance. In keeping with this, most of the programs have been supported by reprogramming funds, supplemented with local capital improvement funds, and state and federal grants. Case studies for five localities are appended.

    This booklet is intended for city and county government personnel, as well as community organizations, who deal with supplying, regulating, or recommending electric power resources. Specifically, this document deals with photovoltaic (PV) power, or power from solar cells, which is currently the most cost-effective energy source for electricity requirements that are relatively small, located in isolated areas, or difficult to serve with conventional technology. Recently, PV has been documented to be more cost-effective than conventional alternatives (such as line extensions or engine generators) in dozens of applications within the service territories of electric, gas, and communications utilities. Here, we document numerous cost-effective urban applications, chosen by planners and utilities because they were the most cost-effective option or because they were appropriate for environmental or logistical reasons. These applications occur within various municipal departments, including utility, parks and recreation, traffic engineering, transportation, and planning, and they include lighting applications, communications equipment, corrosion protection, irrigation control equipment, remote monitoring, and even portable power supplies for emergency situations.

    The authority to regulate public utilities is vested generally in the Illinois Commerce Commission, comprised of five members appointed by the governor with the advice and consent of the senate and appointed for five year terms. They must be free from any employment or pecuniary interests in any business subject to regulation by the Commission. Local governments may exercise a large degree of regulatory authority over public utilities providing services within a municipality. The question of whether a municipality will exercise regulatory control over local public utilities must be put to the voters of the city. If the proposition is approved by a majority of the voters, the municipality may regulate services and rates and exercise most of the regulatory functions otherwise assigned to the Commission. If any public utility is dissatisfied with any action of a municipality, the utility is entitled to apply to the Commission for review of the action. On review, the Commission may take any determination which it deems just and reasonable. In addition, municipally-owned utilities are excluded specifically from the definition of public utility. These utilities are not within the jurisdiction of the Commission and are regulated locally.     The integration of the informal sector into municipal solid waste management is a challenge many developing countries face. In Iloilo City, Philippines around 220 tons of municipal solid waste are collected every day and disposed at a 10 ha large dumpsite. In order to improve the local waste management system the Local Government decided to develop a new Waste Management Center with integrated landfill. However, the proposed area is adjacent to the presently used dumpsite where more than 300 waste pickers dwell and depend on waste picking as their source of livelihood. The Local Government recognized the hidden threat imposed by the waste picker's presence for this development project and proposed various measures to integrate the informal sector into the municipal solid waste management (MSWM) program. As a key intervention a Waste Workers Association, called USWAG Calahunan Livelihood Association Inc. (UCLA) was initiated and registered as a formal business enterprise in May 2009. Up to date, UCLA counts 240 members who commit to follow certain rules and to work within a team that jointly recovers wasted materials. As a cooperative they are empowered to explore new livelihood options such as the recovery of Alternative Fuels for commercial (cement industry) and household use, production of compost and making of handicrafts out of used packages. These activities do not only provide alternative livelihood for them but also lessen the generation of leachate and Greenhouse Gases (GHG) emissions from waste disposal, whereby the life time of the proposed new sanitary landfill can be extended likewise.

    Municipal solid waste management (MSWM) in China warrants particular attention as China has become the largest MSW generator in the world and the total amount of MSW it produces continues to increase. In recent years, central and local governments have made great efforts to improve MSWM in China. New regulations and policies have been issued, urban infrastructure has been improved, and commercialization and international cooperation have been encouraged. Considering these developments, an overview is necessary to analyze the current state as well as new opportunities and challenges regarding MSWM in China. This paper shows that since the late 1990s, the amount of MSW collected has been largely decoupled from economic growth and incineration has become an increasingly widespread treatment method for MSW. We identify and discuss four major challenges and barriers related to China's MSWM, and propose an integrated management framework to improve the overall eco-efficiency of MSWM.

    Rapid economic development and population growth, inadequate infrastructure and expertise, and land scarcity make the management of municipal solid waste become one of Malaysia's most critical environmental issues. The study is aimed at evaluating the generation, characteristics, and management of solid waste in Malaysia based on published information. In general, the per capita generation rate is about 0.5-0.8 kg/person/day in which domestic waste is the primary source. Currently, solid waste is managed by the Ministry of Housing and Local Government, with the participation of the private sector. A new institutional and legislation framework has been structured with the objectives to establish a holistic, integrated, and cost-effective solid waste management system, with an emphasis on environmental protection and public health. Therefore, the hierarchy of solid waste management has given the highest priority to source reduction through 3R, intermediate treatment and final disposal.

    The authority to regulate public utilities in Texas is generally vested in the Public Utilities Commission. The Commission is comprised of three members appointed by the governor, with the advice of at least two-thirds of the senate, for a six-year term. Prior to the passage of the Texas Public Utility Regulatory Act (PURA) in 1975, the power to regulate public utilities was vested almost exclusively in municipalities. Under PURA, municipalities retain exclusive original jurisdiction over all electric, water, and sewer utilities within the municipality. PURA provides that all regulations pertaining to public utilities promulgated by local regulatory agencies remain in effect unless they are superceded by Commission rules. The municipality's governing body is required to exercise its regulatory authority under rules and standards consistent with those promulgated by the Commission. The Commission has exclusive appellate jurisdiction to review orders and ordinances of regulatory municipalities.     Refuse disposal is a matter of increasing concern for municipalities and state governments. As existing land-fills become filled to capacity, and new landfills become more costly to site, it has become critical to develop alternative disposal methods. Some of the refuse that is presently being landfilled has the potential to provide considerable quantities of energy and thereby replace conventional fossil fuels. Another environmental concern is the problem of the emissions associated with combustion of traditional fossil fuels. The Clean Air Act Amendments of 1990 significantly restrict the level of sulfur dioxide (SO{sub 2}) and nitrogen oxides (NO{sub x}) emissions permissible as effluent from combustion facilities. To address both of these concerns, Argonne National Laboratory, under sponsorship of the U.S. Department of Energy (DOE), has developed a means of producing fuel from municipal solid waste that can be co-fired with coal to supplement coal supplies and reduce problematic emissions.

The crushed materials may be fed onto the conveyor belt by a vibrating feed plate which shakes the materials so that they tend to lie flat.

    Istanbul, with a population of around 13 million people, is located between Europe and Asia and is the biggest city in Turkey. Metropolitan Istanbul produces about 14,000 tons of solid waste per day. The aim of this study was to assess the situation of municipal solid-waste (MSW) management in Istanbul. This was achieved by reviewing the quantity and composition of waste produced in Istanbul. Current requirements and challenges in relation to the optimization of Istanbul's MSW collection and management system are also discussed, and several suggestions for solving the problems identified are presented. The recovery of solid waste from the landfills, as well as the amounts of landfill-generated biogas and electricity, were evaluated. In recent years, MSW management in Istanbul has improved because of strong governance and institutional involvement. However, efforts directed toward applied research are still required to enable better waste management. These efforts will greatly support decision making on the part of municipal authorities. There remains a great need to reduce the volume of MSW in Istanbul.

    The authority to regulate the operatons of public utilities in Nevada is vested generally in the Public Service Commission. The Commission is comprised of three members appointed by the governor to four year terms. One of the members is designated by the governor to act as chairman and serves in that capacity at the pleasure of the governor. Commissioners must be free from employment or pecuniary interests which are incompatible with the duties of the Commission. Within the purview of its powers, the authority of the Commission supercedes that of local governments. Local governments play a role in regulating public utilities only through the exercise of their zoning and franchising powers. In addition, municipally-owned utilities are totally exempt from Commission control. No specific procedure is provided by which the decisions of local governments regarding utilities may be reviewed by the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

Landfilling is the historical baseline MSW management option central to every community`s solid waste management plan. It generally encompasses shredfills, balefills, landfill gas recovery, and landfill mining. While landfilling is virtually universal in use, it continues to undergo intense scrutiny by the public and regulators alike. Most recently, the US Environmental Protection Agency (EPA) issued its final rule on criteria for designing, operating, monitoring, and closing municipal solid waste landfills. While the Federal government has established nationwide standards and will assist the States in planning and developing their own practices, the States and local governments will carry out the actual planning and direct implementation. The States will also be authorized to devise programs to deal with their specific conditions and needs. While the main body of this appendix and corresponding research was originally prepared in July of 1991, references to the new RCRA Subtitle D, Part 258 EPA regulations have been included in this resubmission (908). By virtue of timing, this appendix is, necessarily, a ``transition`` document, combining basic landfill design and operation information as well as reference to new regulatory requirements. Given the speed with which landfill practices are and will be changing, the reader is encouraged to refer to Part 258 for additional details. As States set additional requirements and schedules and owners and operators of MSW landfills seek to comply, additional guidance and technical information, including case studies, will likely become available in the literature.

  16. GHG emission factors developed for the recycling and composting of municipal waste in South African municipalities

    Highlights: • GHG emission factors for local recycling of municipal waste are presented. • GHG emission factors for two composting technologies for garden waste are included. • Local GHG emission factors were compared to international ones and discussed. • Uncertainties and limitations are presented and areas for new research highlighted. - Abstract: GHG (greenhouse gas) emission factors for waste management are increasingly used, but such factors are very scarce for developing countries. This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from −290 kg CO{sub 2} e (glass) to −19 111 kg CO{sub 2} e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO{sub 2} e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.

    The Idaho state legislature has created the Idaho Public Utilities Commission and has given the Commission the power and jurisdiction to supervise and regulate every public utility in the state. The Commission is comprised of three members appointed by the governor with the approval of the senate. Commissioners serve full time and are appointed for six year terms. No more than two of the members may be from the same political party. Title 61 of the Idaho Code, which establishes the Commission and delineates its powers, vests all regulatory responsibility in the Commission to the exclusion of local government. However, as an incident to their franchising power, municipalities may impose reasonable regulations on the use of their streets. The Idaho Supreme Court holds that the transfer of regulatory power over public utilities to the Commission did not diminish the powers and duties of municipalities to control and maintain their streets and alleys. Limited statutory authority also exists giving municipalities the power to regulate the fares, rates, rentals, or charges made for the service rendered under any franchise granted in such city, except such as are subject to regulation by the Public Utilities Commission. With the exception of this limited power, the Commission is the sole agency having regulatory power over Idaho public utilities.     Generally, solid waste handling and management are performed by municipality or local authority. In most of developing countries, local authorities suffer from serious solid waste management (SWM) problems and insufficient data and strategic planning. Thus it is important to develop robust solid waste generation forecasting model. It helps to proper manage the generated solid waste and to develop future plan based on relatively accurate figures. In Malaysia, solid waste generation rate increases rapidly due to the population growth and new consumption trends that characterize the modern life style. This paper aims to develop monthly solid waste forecasting model using Autoregressive Integrated Moving Average (ARIMA), such model is applicable even though there is lack of data and will help the municipality properly establish the annual service plan. The results show that ARIMA (6,1,0) model predicts monthly municipal solid waste generation with root mean square error equals to 0.0952 and the model forecast residuals are within accepted 95% confident interval.

    The authority to regulate public utilities is vested generally in the New York Public Service Commission. The Commission is composed of five members appointed by the governor with the advice and consent of the senate. Commissioners are appointed for six-year terms. Commissioners may not have any pecuniary or financial interest in any public utility. Local governing bodies are authorized to exercise such power, jurisdiction and authority in enforcing the laws of the state and the orders, rules, and regulations of the commission as may be prescribed by statute or by the commission with respect to public utilities. A Commission spokesman confirmed that no statutes have been passed pursuant to this provision and the Commission has not ceded any of its regulatory powers to local governments. With the exception of the granting of franchises and permits to use public ways, local governments exercise no regulatory powers over public utilities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

Specifically, this document deals with photovoltaic (PV) power, or power from solar cells, which is currently the most cost-effective energy source for electricity requirements that are relatively small, located in isolated areas, or difficult to serve with conventional technology. Recently, PV has been documented to be more cost-effective than conventional alternatives (such as line extensions or engine generators) in dozens of applications within the service territories of electric, gas, and communications utilities. Here, we document numerous cost-effective urban applications, chosen by planners and utilities because they were the most cost-effective option or because they were appropriate for environmental or logistical reasons.     The United States generates more than 450,000 tons per day of municipal solid waste (MSW). Disposal of municipal waste is a rapidly growing problem for many areas of the country, where traditional methods (e.g., landfilling and uncontrolled incineration) are becoming too expensive or environmentally unacceptable. At the same time, price increases and supply disruptions, such as the 1973 oil embargo, have caused uncertainty about the future availability and cost of petroleum-derived energy. This uncertainty has in turn led to increased efforts to find alternative energy sources. If new technologies being developed for utilization of municipal solid waste can recover useful energy and/or materials, they can potentially stabilize or reduce the cost of community services and promote local development, as well as serve the interests of health, environmental protection, economic well being, and waste disposal. This annotated bibliography provides information about technical reports on energy from municipal waste that were prepared under grants or contracts from the US Department of Energy (DOE). Reports listed are limited to those that focus on energy from municipal waste technologies and energy conservation in wastewater treatment.

    The implementation of landfill gas to energy (LFGTE) projects has greatly assisted in reducing the greenhouse gases and air pollutants, leading to an improved local air quality and reduced health risks. The majority of cities in developing countries still dispose of their municipal waste in uncontrolled 'open dumps.' Municipal solid waste landfill construction practices and operating procedures in these countries pose a challenge to implementation of LFGTE projects because of concern about damage to the gas collection infrastructure (horizontal headers and vertical wells) caused by minor, relatively shallow slumps and slides within the waste mass. While major slope failures can and have occurred, such failures in most cases have been shown to involve contributory factors or triggers such as high pore pressures, weak foundation soil or failure along weak geosynthetic interfaces. Many researchers who have studied waste mechanics propose that the shear strength of municipal waste is sufficient such that major deep-seated catastrophic failures under most circumstances require such contributory factors. Obviously, evaluation of such potential major failures requires expert analysis by geotechnical specialists with detailed site-specific information regarding foundation soils, interface shearing resistances and pore pressures both within the waste and in clayey barrier layers or foundation soils. The objective of this paper is to evaluate the potential use of very simple stability analyses which can be used to study the potential for slumps and slides within the waste mass and which may represent a significant constraint on construction and development of the landfill, on reclamation and closure and on the feasibility of a LFGTE project. The stability analyses rely on site-specific but simple estimates of the unit weight of waste and the pore pressure conditions and use 'generic' published shear strength envelopes for municipal waste.     Until April 1, 1979, the Public Service Commission had been vested with exclusive jurisdiction over the regulation of rates and service of utilities. As of that date two new agencies, the Energy Regulatory Commission (ERC) and the Utility Regulatory Commission (URC), have replaced the Public Service Commission. The ERC consists of three full-time members appointed by the governor for four year terms and is responsible for enforcing the provisions of the Kentucky statutes relating to electric and gas utilities. The three-member URC is responsible for enforcing the provisions relating to non-energy utilities such as telephone, sewer, and water utilities. The statutes vest all regulatory authority over public utilities in either the ERC or the URC. Local governments retain only the power to grant local franchises. However, it should be noted, that any utility owned or operated by a political subdivision of the state is exempt from regulation. Thus, local government has complete authority over utilities which are self-owned. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

However, these factors have been calculated for developed countries of the Northern Hemisphere and are lacking for developing countries. This paper shows how such factors have been developed for the collection, transport and landfilling of municipal waste in South Africa. As such it presents a model on how international results and methodology can be adapted and used to calculate country-specific GHG emission factors from waste. For the collection and transport of municipal waste in South Africa, the average diesel consumption is around 5 dm{sup 3} (litres) per tonne of wet waste and the associated GHG emissions are about 15 kg CO{sub 2} equivalents (CO{sub 2} e). Depending on the type of landfill, the GHG emissions from the landfilling of waste have been calculated to range from −145 to 1016 kg CO{sub 2} e per tonne of wet waste, when taking into account carbon storage, and from 441 to 2532 kg CO{sub 2} e per tonne of wet waste, when carbon storage is left out. The highest emission factor per unit of wet waste is for landfill sites without landfill gas collection and these are the dominant waste disposal facilities in South Africa. However, cash strapped municipalities in Africa and the developing world will not be able to significantly upgrade these sites and reduce their GHG burdens if there is no equivalent replacement of the Clean Development Mechanism (CDM) resulting from the Kyoto agreement

    The Environmental Protection Agency and the National Renewable Energy Laboratory developed this best practices document to address common technical challenges for siting solar photovoltaics (PV) on municipal solid waste (MSW) landfills. The purpose of this document is to promote the use of MSW landfills for solar energy systems. Closed landfills and portions of active landfills with closed cells represent thousands of acres of property that may be suitable for siting solar photovoltaics (PV). These closed landfills may be suitable for near-term construction, making these sites strong candidate to take advantage of the 30% Federal Business Energy Investment Tax Credit. It was prepared in response to the increasing interest in siting renewable energy on landfills from solar developers; landfill owners; and federal, state, and local governments. It contains examples of solar PV projects on landfills and technical considerations and best practices that were gathered from examining the implementation of several of these projects.

    An assessment is made of the technical and economical feasibility of converting municipal waste into useful and useable energy. The concept presented involves retrofitting an existing municipal incinerator with the systems and equipment necessary to produce process steam and electric power. The concept is economically attractive since the cost of necessary waste heat recovery equipment is usually a comparatively small percentage of the cost of the original incinerator installation. Technical data obtained from presently operating incinerators designed specifically for generating energy, documents the technical feasibility and stipulates certain design constraints.
