    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

Originally conceived in 2000 and terminated (as a WPA activity) at the end of FY 2011, the ALP has resulted in the installation of anemometers at 90 locations.     The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    This report is a synopsis of the progress of the well plugging and abandonment program at the Y-12 Plant, Oak Ridge, Tennessee, from September 1994 through August 1995. A total of 67 wells, piezometers, and borings were plugged and abandoned during the period of time covered in this report. All wells and borings were plugged and abandoned if (1) its construction did not meet current standards (substandard construction); (2) it was irreparably damaged or had deteriorated beyond practical repair; (3) its location interfered with or otherwise impeded site operations, construction, or closure activities; or (4) special circumstances existed as defined on a case-by-case basis and approved by the Y-12 Plant Groundwater Protection Program (GWPP) Manager.     This report summarizes the well installation activities conducted during the federal fiscal year (FY) 1995 drilling program at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee (including activities that were performed in late FY 1994, but not included in the FY 1994 Well Installation Program Summary Report). Synopses of monitoring well construction/well development data, well location rationale, geological/hydrological observations, quality assurance/quality control methods, and health and safety monitoring are included. Three groundwater monitoring wells and two gas monitoring probes were installed during the FY 1995 drilling program. One of the groundwater monitoring wells was installed at Landfill VI, the other two in the Boneyard/Burnyard area. All of the groundwater monitoring wells were constructed with stainless steel screens and casings. The two gas monitoring probes were installed at the Centralized Sanitary Landfill II and were of polyvinyl chloride (PVC) screened construction. Eleven well rehabilitation/redevelopment efforts were undertaken during FY 1995 at the Y-12 Plant. All new monitoring wells and wells targeted for redevelopment were developed by either a 2.0-in. diameter swab rig or by hand bailing until nonspecific parameters (pH and specific conductance) attained steady-state levels. Turbidity levels were lowered, if required, to the extent practicable by continued development beyond a steady-state level of pH and conductance.

    This characterization plan has been developed as part of the U.S. Department of Energy`s (DOE`s) investigation of the Groundwater Operable Unit (GWOU) at Oak Ridge National Laboratory (ORNL) located near Oak Ridge, Tennessee. The first iteration of the characterization plan is intended to serve as a strategy document to guide subsequent GWOU remedial investigations. The plan provides a rationale and organization for groundwater data acquisition, monitoring, and remedial actions to be performed during implementation of environmental restoration activities associated with the ORNL GWOU. It is important to note that the characterization plan for the ORNL GWOU is not a prototypical work plan. As such, remedial investigations will be conducted using annual work plans to manage the work activities, and task reports will be used to document the results of the investigations. Sampling and analysis results will be compiled and reported annually with a review of data relative to risk (screening level risk assessment review) for groundwater. This characterization plan outlines the overall strategy for the remedial investigations and defines tasks that are to be conducted during the initial phase of investigation. This plan is presented with the understanding that more specific addenda to the plan will follow.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Tennessee Army National Guard (TNARNG) property near Smyrna, Tennessee. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Grubbs/Kyle Training Center property, the requirement of the Department of Defense Installation Restoration Program.

    The U.S. Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1042) that evaluates potential impacts of proposed changes in the sanitary sludge land application program on the DOE Oak Ridge Reservation (ORR), Oak Ridge, Tennessee. Changes in lifetime sludge land application limits and radionuclide loading are proposed, and two new sources of sewage sludge from DOE facilities would be transported to the City of Oak Ridge Publicly Owned Treatment Works (COR POTW). Lifetime sludge land application limits would increase from 22 tons/acre to 50 tons/acre, which is the limit approved and permitted by the Tennessee Department of Environment and Conservation (TDEC). With the approval of TDEC, the permissible radiological dose from sludge land application would change from the current limit of 2x background radionuclide concentrations in receiving soils to a risk-based dose limit of 4 millirem (mrem) per year for the maximally exposed individual. Sludge land application sites would not change from those that are currently part of the program. Based on the results of the analysis reported in the EA, DOE has determined that the proposed action is not a major federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this Finding of No Significant Impact (FONSI). 70 refs., 2 figs., 17 tabs.

Supplementary analyses by other techniques are reported for U (extractable), Ag, As, Ba, Be, Ca, Co, Cr, Cu, K, Li, Mg, Mo, Nb, Ni, P, Pb, Se, Sn, Sr, W, Y, and Zn. These analyses were made on 248 sediment samples from Tennessee. Field measurements and observations are reported for each site. Oak Ridge National Laboratory analyzed sediment samples which were not analyzed by Savannah River Laboratory neutron activation.

The data was analyzed weekly to check inconsistencies and validity and processed using Excel, Flexpro and Windographer standard Edition Version 2.04. The site analyzed is located in the Waldron, Arkansas in Scott County. It is an open site for most of the direction sectors with immediate roughness class of 1.5. It has seasonally directional winds, of which the most energetic come from the southern direction. The vertical wind profile shows moderate wind shear that varies by season as well.

    This document is the monitoring optimization plan for groundwater monitoring wells associated with the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee. The plan describes the technical approach that is implemented under the Y-12 Groundwater Protection Program (GWPP) to focus available resources on the monitoring wells at Y-12 that provide the most useful hydrologic and groundwater quality monitoring data. The technical approach is based on the GWPP status designation for each well. Under this approach, wells granted ?active? status are used by the GWPP for hydrologic monitoring and/or groundwater quality sampling, whereas wells granted ?inactive? status are not used for either purpose. The status designation also defines the frequency at which the GWPP will inspect applicable wells, the scope of these well inspections, and extent of any maintenance actions initiated by the GWPP. Details regarding the ancillary activities associated with implementation of this plan (e.g., well inspection) are deferred to the referenced GWPP plans. This plan applies to groundwater wells associated with Y-12 and related waste management areas and facilities located within three hydrogeologic regimes.

    This field sampling and analysis (S & A) plan has been developed as part of the Department of Energy`s (DOE`s) remedial investigation (RI) of Waste Area Grouping (WAG) 2 at Oak Ridge National Laboratory (ORNL) located in Oak Ridge, Tennessee. The S & A plan has been written in support of the remedial investigation (RI) plan for WAG 2 (ORNL 1990). WAG 2 consists of White Oak Creek (WOC) and its tributaries downstream of the ORNL main plant area, White Oak Lake (WOL), White Oak Creek embayment (WOCE) on the Clinch River, and the associated floodplain and subsurface environment (Fig. 1.1). The WOC system is the surface drainage for the major ORNL WAGs and has been exposed to a diversity of contaminants from operations and waste disposal activities in the WOC watershed. WAG 2 acts as a conduit through which hydrologic fluxes carry contaminants from upgradient areas to the Clinch River. Water, sediment, soil, and biota in WAG 2 are contaminated and continue to receive contaminants from upgradient WAGs. This document describes the following: an overview of the RI plan, background information for the WAG 2 system, and objectives of the S & A plan; the scope and implementation of the first 2 years of effort of the S & A plan and includes recent information about contaminants of concern, organization of S & A activities, interactions with other programs, and quality assurance specific to the S & A activities; provides details of the field sampling plans for sediment, surface water, groundwater, and biota, respectively; and describes the sample tracking and records management plan.

    The Oak Ridge Reservation (ORR) Water Resources Restoration Program (WRRP) was established by the U. S. Department of Energy (DOE) in 1996 to implement a consistent approach to long-term environmental monitoring across the ORR. Water quality projects were established for each of the major facilities on the ORR: East Tennessee Technology Park (ETTP); Oak Ridge National Laboratory (ORNL), including Bethel Valley and Melton Valley; and the Y-12 National Security Complex (Y-12 Complex or Y-12), including Bear Creek Valley (BCV), Upper East Fork Poplar Creek (UEFPC), and Chestnut Ridge. Off-site (i.e., located beyond the ORR boundary) sampling requirements are also managed as part of the Y-12 Water Quality Project (YWQP). Offsite locations include those at Lower East Fork Poplar Creek (LEFPC), the Clinch River/Poplar Creek (CR/PC), and Lower Watts Bar Reservoir (LWBR). The Oak Ridge Associated Universities (ORAU) South Campus Facility (SCF) is also included as an 'off-site' location, although it is actually situated on property owned by DOE. The administrative watersheds are shown in Fig. A.l (Appendix A). The WRRP provides a central administrative and reporting function that integrates and coordinates the activities of the water quality projects, including preparation and administration of the WRRP Sampling and Analysis Plan (SAP). A brief summary is given of the organization of the SAP appendices, which provide the monitoring specifics and details of sampling and analytical requirements for each of the water quality programs on the ORR. Section 2 of this SAP provides a brief overview and monitoring strategy for the ETTP. Section 3 discusses monitoring strategy for Bethel Valley, and Melton Valley background information and monitoring strategy is provided in Section 4.     This report documents the drilling and installation of 18 groundwater quality monitoring (GQM) wells on the perimeter of Waste Area Grouping (WAG) 11. WAG 11 (White Wing Scrap Yard) is located on the west end of East Fork Ridge between White Wing Road and the Oak Ridge Turnpike. The scrap yard is approximately 25 acres in size. The wells at WAG 11 were drilled and developed between January 1990 and October 1990. These wells were installed to characterize and assess the WAG in accordance with applicable Department of Energy, state, and Environmental Protection Agency regulatory requirements. The wells at WAG 11 were drilled with auger or air rotary rigs. Depending on the hydrogeologic conditions present at each proposed well location, one of four basic installation methods was utilized. Detailed procedures for well construction were specified by the Engineering Division to ensure that the wells would provide water samples representative of the aquifer. To ensure conformance with the specifications, Energy Systems Construction Engineering and ERCE provided continuous oversight of field activities. The purpose of the well installation program was to install GQM wells for groundwater characterization at WAG 11. Data packages produced during installation activities by the ERCE hydrogeologists are an important product of the program. These packages document the well drilling, installation, and development activities and provide valuable data for well sampling and WAG characterization. The forms contained in the packages include predrilling and postdrilling checklists, drilling and construction logs, development and hydraulic conductivity records, and quality control-related documents.

The plan describes the technical approach that will be implemented under the Y-12 Groundwater Protection Program (GWPP) to focus available resources on the monitoring wells at Y-12 that provide the most useful hydrologic and groundwater quality monitoring data. Under this approach, wells granted 'active' status are used by the GWPP for hydrologic monitoring and/or groundwater quality sampling (Section 3.0), whereas wells granted 'inactive' status are not used for either purpose. This plan applies to groundwater wells associated with Y-12 and related waste management areas and facilities located within three hydrogeologic regimes (Figure A.1): the Bear Creek Hydrogeologic Regime (Bear Creek Regime), the Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime), and the Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime). The Bear Creek Regime encompasses a section of Bear Creek Valley (BCV) immediately west of Y-12.     Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    The Oak Ridge National Laboratory (ORNL) Surveillance and Maintenance (S&M) Program performs a variety of activities to ensure that sites and facilities within its responsibility remain in a safe condition and in compliance with applicable regulations. All S&M Program activities during fiscal year (FY) 1997 were accomplished safely, with no health and safety incidents, no lost work days, and no environmental noncompliances. In addition, all activities were performed within schedule thresholds and under budget. Many remedial action (RA) sites and decontamination and decommissioning (D&D) facilities are inspected and maintained by the S&M Program. RA sites encompass approximately 650 acres and 33 D&D facilities, including 4 inactive reactors. During FY 1997, routine, preventative, and emergency maintenance activities were performed as needed at these sites and facilities. Stabilization activities were also performed to reduce risks and reduce future S&M costs. Major activities at the RA sites during FY 1997 included maintaining proper liquid levels in surface impoundments and inactive -liquid low-level waste storage tanks as well as installing a new cover at the tumulus pads in Waste Area Grouping (WAG) 6, planting trees in the First Creek Riparian Corridor, and performing over 900 well inspections. Postremediation monitoring was conducted at the 3001 Canal, Core Hole 8, the WAG 6 Resource Conservation and Recovery caps, and WAG 5 Seeps C and D; groundwater monitoring was performed in WAGs 4, 5, and 6 and at the 3001 Canal Well. At ORNL D&D facilities, significant accomplishments included contaminated lead brick removal, asbestos abatement, contaminated equipment and debris removal, and radiologically contaminated area painting.

    The Bear Creek Valley watershed drains the area surrounding several closed Oak Ridge Y-12 Plant waste disposal facilities. Past waste disposal practices in the Bear Creek Valley resulted in the contamination of Bear Creek and consequent ecological damage. Ecological monitoring by the Biological Monitoring and Abatement Program (BMAP) was initiated in the Bear Creek watershed in May 1984 and continues at present. Studies conducted during the first year provided a detailed characterization of the benthic invertebrate and fish communities in Bear Creek. The initial characterization was followed by a biological monitoring phase in which studies were conducted at reduced intensities.

    This report documents the drilling and installation of 11 groundwater quality monitoring (GQM) wells on the perimeter of Lower Waste Area Grouping (WAG) 2. Lower WAG 2 consists of White Oak Lake and the embayment below White Oak Dam above the Clinch River. The wells in Lower WAG 2 were drilled and developed between December 1989 and September 1990. These wells were installed to characterize and assess the WAG in accordance with applicable Department of Energy, state, and Environmental Protection Agency regulatory requirements. The wells at Lower WAG 2 were drilled with auger or air rotary rigs. Depending on the hydrogeologic conditions present at each proposed well location, one of three basic installation methods was utilized. Detailed procedures for well construction were specified by the Engineering Division to ensure that the wells would provide water samples representative of the aquifer. To ensure conformance with the specifications, Energy Systems Construction Engineering and ERCE provided continuous oversight of field activities. The purpose of the well installation program was to install GQM wells for groundwater characterization at Lower WAG 2. Data packages produced during installation activities by the ERCE hydrogeologists are an important product of the program. These packages document the well drilling, installation, and development activities and provide valuable data for well sampling and WAG characterization. The forms contained in the packages include predrilling and postdrilling checklists, drilling and construction logs, development and hydraulic conductivity records, and quality control-related documents.

    This health and safety plan (HASP) was developed by the members of the Measurement Applications and Development Group of the Health Science Research Division at the Oak Ridge National Laboratory (ORNL). This plan was prepared to ensure that health and safety related items for the Waste Area Grouping (WAG) 2 Remedial Investigation (RI)/Feasibility Study and Site Investigation projects conform with the requirements of 29 CFR 1910.120 (April 18, 1992). The RI Plan calls for the characterization, monitoring, risk assessment, and identification of remedial needs and alternatives that have been structured and staged with short-term and long-term objectives. In early FY 1992, the WAG 2 RI was integrated with the ORNL Environmental Restoration (ER) Site Investigations program in order to achieve the complimentary objectives of the projects more effectively by providing an integrated basis of support. The combined effort was named the WAG 2 Remedial Investigation and Site Investigations Program (WAG 2 RI&SI). The Site Investigation activities are a series of monitoring efforts and directed investigations that support other ER activities by providing information about (1) watershed hydrogeology; (2) contaminants, pathways, and fluxes for groundwater at ORNL; (3) shallow subsurface areas that can act as secondary sources of contaminants; and (4) biological populations and contaminants in biota, in addition to other support and coordination activities.

    Upper East Fork Popular Creek Operable Unit 3 (UEFPC OU 3) is a source term OU composed of seven sites, and is located in the western portion of the Y-12 Plant. For the most part, the UEFPC OU 3 sites served unrelated purposes and are geographically removed from one another. The seven sites include the following: Building 81-10, the S-2 Site, Salvage Yard oil storage tanks, the Salvage Yard oil/solvent drum storage area, Tank Site 2063-U, the Salvage Yard drum deheader, and the Salvage Yard scrap metal storage area. All of these sites are contaminated with at least one or more hazardous and/or radioactive chemicals. All sites have had some previous investigation under the Y-12 Plant RCRA Program. The work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to each OU 3 site. The potential for release of contaminants to receptors through various media is addressed, and a sampling and analysis plan is presented to obtain objectives for the remedial investigation. Proposed sampling activities are contingent upon the screening level risk assessment, which includes shallow soil sampling, soil borings, monitoring well installation, groundwater sampling, and surface water sampling. Data from the site characterization activities will be used to meet the above objectives. A Field Sampling Investigation Plan, Health and Safety Plan, and Waste Management Plan are also included in this work plan.

    This report is prepared for the East Tennessee Technology Park (formerly the Oak Ridge K-25 Site) (ETTP) in compliance with the ''Tennessee Hazardous Waste Reduction Act of 1990'' (THWRA) (TDEC 1990), Tennessee Code Annotated 68-212-306. Annually, THWRA requires a review of the site waste reduction plan, completion of summary waste reduction information as part of the site's annual hazardous waste reporting, and completion of an annual progress report analyzing and quantifying progress toward THWRA-required waste stream-specific reduction goals. This THWRA-required progress report provides information about ETTP's hazardous waste streams regulated under THWRA and waste reduction progress made in calendar year (CY) 1999. This progress report also documents the annual review of the site plan, ''Oak Ridge Operations Environmental Management and Enrichment Facilities (EMEF) Pollution Prevention Program Plan'', BJC/OR-306/R1 (Bechtel Jacobs Company 199a). In 1996, ETTP established new goal year ratios that extended the goal year to CY 1999 and targeted 50 percent waste stream-specific reduction goals. In CY 1999, these CY 1999 goals were extended to CY 2000 for all waste streams that generated waste in 1999. Of the 70 ETTP RCRA waste streams tracked in this report from base years as early as CY 1991, 51 waste streams met or exceeded their reduction goal based on the CY 1999 data.

    This report summarizes an indoor nitrogen dioxide (NO{sub 2}) sampling study conducted during January through March of 1987 in five Chattanooga public housing developments. The origins of this study date to the summer of 1983 when the Piney Woods Community Organization (a citizens action group) expressed concern about toxic industrial air pollution and the effects it might have on their community. In response to these concerns, the Chattanooga-Hamilton County Air Pollution Control Bureau (Bureau) requested assistance from the Tennessee Department of Health and Environment (TDHE) in conducting a community health survey and assistance from the Tennessee Valley Authority (TVA) in conducting a community air quality measurement program. The TDHE community health study did not find any significant differences between the mortality statistics for the Piney Woods community and a demographically similar control group. However, a health survey revealed that Piney Woods residents did not have a statistically significant higher self-reported prevalence of cough, wheezing, phlegm, breathlessness, colds, and respiratory illness.

    The City of Oak Ridge, Tennessee, has been applying municipal sanitary sludge to 9 sites comprising 90 ha on the US Department of Energy (DOE) Oak Ridge Reservation (ORR) since 1983. Approximately 13,000,000 L are applied annually by spraying sludge (2 to 3% solids) under pressure from a tanker. Under an ongoing monitoring program, both the sludge and the soil in the application areas are analyzed for organic, inorganic, and radioactive parameters on a regular basis. Organic pollutants are analyzed in sludge on a semiannual basis and in the soil application areas on an annual basis. Inorganic parameters are analyzed daily (e.g., pH, total solids) or monthly (e.g., nitrogen, manganese) in sludge and annually in soil in application areas. Radionuclides (Co-60, Cs-137, I-131, Be-7, K-40, Ra-228, U-235, U-238) are scanned daily during application by the sewage treatment plant and analyzed weekly in composite sludge samples and annually in soil. Additionally, data on radioactive body burden for maximally exposed workers who apply the sludge show no detectable exposures. This monitoring program is comprehensive and is one of the few in the United States that analyzes radionuclides. Results from the monitoring program show heavy metals and radionuclides are not accumulating to levels in the soil application areas.

    This report documents the results of the routine environmental audit of the Oak Ridge Y-12 Plant (Y-12 Plant), Anderson County, Tennessee. The onsite portion of the audit was conducted August 22-September 2, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} establishes the mission of EH-24 to provide comprehensive, independent oversight of DOE environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment. EH-24 accomplishes its mission by conducting systematic and periodic evaluations of DOE`s environmental programs within line organizations, and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations. The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

    This report presents an evaluation of the water quality monitoring data obtained by the Y-12 Plant Groundwater Protection Program (GWPP) in the Bear Creek Hydrogeologic Regime (Bear Creek Regime) during calendar year (CY) 1998. The Bear Creek Regime contains many confirmed and potential sources of groundwater and surface water contamination associated with the U.S. Department of Energy (DOE) Oak Ridge Y-12 Plant. Applicable provisions of DOE Order 5400.1A - General Environmental Protection Program - require evaluation of groundwater and surface water quality near the Y-12 Plant to: (1) gauge groundwater quality in areas that are, or could be, affected by plant operations, (2) determine the quality of surface water and groundwater where contaminants are most likely to migrate beyond the DOE Oak Ridge Reservation (ORR) property line, and (3) identify and characterize long-term trends in groundwater quality. The following sections of this report contain relevant background information (Section 2.0); describe the results of the respective data evaluations required under DOE Order 5400.1A (Section 3.0); summarize significant findings of each evaluation (Section 4.0); and list the technical reports and regulatory documents cited for more detailed information (Section 5.0). All of the figures (maps and trend graphs) and data tables referenced in each section are presented in Appendix A and Appendix B, respectively.

    The purpose of this Phased Construction Completion Report (PCCR) is to present the fiscal year (FY) 2007 results of characterization activities and recommended remedial actions (RAs) for 11 exposure units (EUs) in Zone 2 (Z2-01, Z2-03, Z2-08, Z2-23, Z2-24, Z2-28, Z2-34, Z2-37, Z2-41, Z2-43, and Z2-44) at the East Tennessee Technology Park (ETTP), which is located in the northwest corner of the U.S. Department of Energy (DOE) Oak Ridge Reservation in Oak Ridge, Tennessee (Fig. 1). ETTP encompasses a total land area of approximately 5000 acres that has been subdivided into three zones--Zone 1 ({approx}1400 acres), Zone 2 ({approx}800 acres), and the Boundary Area ({approx}2800 acres). Zone 2, which encompasses the highly industrialized portion of ETTP shown in Fig. 1, consists of all formerly secured areas of the facility, including the large processing buildings and direct support facilities; experimental laboratories and chemical and materials handling facilities; materials storage and waste disposal facilities; secure document records libraries; and shipping and receiving warehouses. The Zone 2 Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE 2005) (Zone 2 ROD) specifies the future end use for Zone 2 acreage as uncontrolled industrial for the upper 10 ft of soils. Characterization activities in these areas were conducted in compliance with the Zone 2 ROD and the Dynamic Verification Strategy (DVS) and data quality objectives (DQOs) presented in the Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE 2007) (Zone 2 RDR/RAWP). The purpose of this PCCR is to address the following: (1) Document DVS characterization results for the accessible EUs in FY 2007; (2) Describe and document the risk evaluation for each EU, and determine if the EU met the Zone 2 ROD requirements for unrestricted industrial use to 10 ft bgs; (3) Identify additional areas not defined in the Zone 2 ROD that require remediation based on the DVS evaluation results; and (4) Describe the RAs performed in Zone 2. The Zone 2 ROD divided the Zone 2 area into 7 geographic areas and 44 EUs. To facilitate the DQOs of the DVS process, the Zone 2 RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together and allowed identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed, and characterization was conducted as areas became accessible. As the opportunity to complete characterization became available, the planned DVS program was executed and completed in FY 2007 for the 11 EUs addressed in this document. The main body of this report describes both the DVS process and scope of work performed and the RAs completed. The scope and approach for performing DVS activities performed in FY 2007 that lead to action/no further action decisions are presented in Sects. 2 through 4. RAs performed in FY 2007 are presented in Sects. 5 through 10. Future land use is described in Sect. 11, and the status of all Zone 2 EUs as of this PCCR is presented in Sect. 12.

    The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE/OR/01-2161&D2) (Zone 2 ROD) acknowledged that most of the 800 acres in Zone 2 were contaminated, but that sufficient data to confirm the levels of contamination were lacking. The Zone 2 ROD further specified that a sampling strategy for filling the data gaps would be developed. The Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOE/OR/01-2224&D3) (Zone 2 RDR/RAWP) defined the sampling strategy as the Dynamic Verification Strategy (DVS), generally following the approach used for characterization of the Zone 1 exposure units (EUs). The Zone 2 ROD divided the Zone 2 area into seven geographic areas and 44 EUs. To facilitate the data quality objectives (DQOs) of the DVS process, the Zone 2 RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together and allowing identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed and characterization was conducted as areas became accessible. As the opportunity to complete characterization became available, the planned DVS program and remedial actions (RAs) were completed for EU Z2-33. Remedial action was also performed at two additional areas in adjacent EU Z2-42 because of their close proximity and similar nature to a small surface soil RA in EU Z2-33. Remedial actions for building slabs performed in EU Z2-33 during fiscal year (FY) 2007 were reported in the Fiscal Year 2007 Phased Construction Completion Report for the Zone 2 Soils, Slabs, and Subsurface Structures at East Tennessee Technology Park, Oak Ridge, Tennessee (DOE/OR/01-2723&D1). Recommended RAs for EU Z2-42 were described in the Fiscal Year 2006 Phased Construction Completion Report for the Zone 2 Soils, Slabs, and Subsurface Structures at East Tennessee Technology Park, Oak Ridge, Tennessee (DOE/OR/01-2317&D2). Remedial actions performed in the Balance of Site (BOS) Laboratory Area of EU Z2-33 and two small areas in EU Z2-42 are described in Sects. 5 through 10 of this Phased Construction Completion Report (PCCR). The purpose of this PCCR is to address the following: (1) Document DVS characterization results for EU Z2-33; (2) Describe and document the risk evaluation and determine if the EU meets the Zone 2 ROD requirements for unrestricted industrial use to 10 ft bgs; (3) Identify additional areas not defined in the Zone 2 ROD that require remediation based on the DVS evaluation results; and (4) Describe RAs performed in the EU Z2-33 BOS Laboratory Area and two small areas in EU Z2-42. Approximately 18 acres in EU Z2-33 are addressed in this PCCR. Based on the results of the DVS evaluation and RAs performed, all 18 acres are recommended for unrestricted industrial use to 10 ft bgs. Three Federal Facility Agreement sites are addressed and recommended for no further action within this acreage, including: (1) K-1004-L Recirculating Cooling Water Lines Leak Sites; (2) K-1044 Heavy Equipment Repair Shop; and (3) K-1015-A Laundry Pit. Remedial actions for EU Z2-33 were developed in response to DVS characterization results described in the EU Z2-33 Technical Memorandum (Appendix A) and to support reindustrialization of the East Tennessee Technology Park as a commercial industrial park. Remediation criteria were designed for the protection of a future industrial worker who normally would not have the potential for exposure to soil below 10ft bgs. Accordingly, the Zone 2 ROD required land use controls to prevent disturbance of soils below 10 ft deep and to restrict future land use to industrial/commercial activities.     The Tennessee Department of Health (TDH) has completed the fourth full year of the Oak Ridge Health Studies Agreement grant. This report summarizes the accomplishments and concerns of the State for the period January 1, 1995, to December 31, 1995. The focus of work during the fourth grant year was the actual work on the dose reconstruction. The final work plan for Task 5, Plan to Perform a Systematic Document Search was received in November 1994. Final work plans for Task 1, Investigation of Radioiodine from Radioactive Lanthanum Processing; Task 2, Investigation of Mercury Releases from Lithium Enrichment; Task 3, Investigation of Releases of PCBs from Oak Ridge Facilities; and Task 4, Investigation of Releases of Radionuclides from White Oak Creek to the Clinch River, were received in February 1995. Final work plans for Task 6, Investigation of the Quality of Historical Uranium Effluent Monitoring at Oak Ridge Facilities; and Task 7, Additional Screening of Materials Not Evaluated in the Dose Reconstruction Feasibility Study, were received in April 1995. ChemRisk`s 4th Quarterly Report, for October through December 1995, is included in Attachment 1. Attachment 2 contains a study which developed a quality improvement program for data imported to the Tennessee Cancer Reporting System and Birth Defects Verification Program.

    The Federal Motor Carrier Safety Administration (FMCSA) Wireless Roadside Inspection (WRI) Program is researching the feasibility and value of electronically assessing truck and bus driver and vehicle safety at least 25 times more often than is possible using only roadside physical inspections. The WRI program is evaluating the potential benefits to both the motor carrier industry and to government. These potential benefits include reduction in accidents, fatalities and injuries on our highways and keeping safe and legal drivers and vehicles moving on the highways. WRI Pilot tests were conducted to prototype, test and demonstrate the feasibility and benefits of electronically collecting safety data message sets from in-service commercial vehicles and performing wireless roadside inspections using three different communication methods. This report summarizes the design, conduct and results of the Tennessee CMRS WRI Pilot Test. The purpose of this Pilot test was to demonstrate the implementation of commercial mobile radio services to electronically request and collect safety data message sets from a limited number of commercial vehicles operating in Tennessee. The results of this test have been used in conjunction with the results of the complimentary pilot tests to support an overall assessment of the feasibility and benefits of WRI in enhancing motor carrier safety (reduction in accidents) due to increased compliance (change in motor carrier and driver behavior) caused by conducting frequent safety inspections electronically, at highway speeds, without delay or need to divert into a weigh station

    The Tennessee Valley Authority (TVA) initiated a Reservoir Monitoring Program on 12 TVA reservoirs (the nine main stream Tennessee river reservoirs -- Kentucky through Fort Loudoun and three major tributary storage reservoirs -- Cherokee, Douglas, and Norris) in autumn 1989. The objective of the Reservoir Monitoring Program is to provide basic information on the ``health`` or integrity of the aquatic ecosystem in each TVA reservoir (``Vital Signs``) and to provide screening level information for describing how well each reservoir meets the swimmable and fishable goals of the Clean Water Act (Use Impairments). This is the first time in the history of the agency that a commitment to a long-term, systematic sampling of major TVA reservoirs has been made. The basis of the Vital Signs Monitoring is examination of appropriate physical, chemical, and biological indicators in three areas of each reservoir. These three areas are the forebay immediately upstream of the dam; the transition zone (the mid-reservoir region where the water changes from free flowing to more quiescent, impounded water); and the inflow or headwater region of the reservoir. The Use Impairments monitoring provides screening level information on the suitability of selected areas within TVA reservoirs for water contact activities (swimmable) and suitability of fish from TVA reservoirs for human consumption (fishable).

    The DOE Loan Programs Office is proposing to offer a loan guarantee to Cape Wind Associates, LLC for the construction and start-up of the Cape Wind Energy Project in Nantucket Sound, offshore of Massachusetts. The proposed Cape Wind Energy Project would consist of up to 130, 3.6-MW turbine generators, in an area of roughly 25-square miles, and would include 12.5 miles of 115-kilovolt submarine transmission cable and an electric service platform. To inform DOE's decision regarding a loan guarantee, DOE adopted the Department of the Interior’s 2009 Final Cape Wind Energy Project EIS, in combination with two Cape Wind Environmental Assessments dated May 2010 and April 2011 (per 40 CFR 1506.4), as a DOE Final EIS (DOE/EIS-0470). The adequacy of the Department of the Interior final EIS adopted by DOE is the subject of a judicial action. This project is inactive.
