    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    Title XVII of the Energy Policy Act 2005 (EPACT) authorized the Department of Energy (DOE) to issue loan guarantees for projects involving new or improved technologies to avoid, reduce, or sequester greenhouse gases (GHGs). The law specified that the amount of the guarantee would be up to 80% of a project's cost. EPACT2005 also specified that DOE must receive funds equal to the subsidy cost either through the federal appropriations process or from the firm receiving the guarantee. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    High initial costs can impede the deployment of clean energy technologies. Financing can reduce these costs. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending. In general, public loan programs are more favorable to clean energy technologies than are those offered by traditional lending institutions; however, public loan programs address only the high up-front costs of clean energy systems, and the technology installed under these loan programs rarely supports clean energy production at levels that have a notable impact on the broader energy sector.     The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

    In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    The Geothermal Loan Guaranty Program was established by Congress in 1974 to assist industry with the financing requirements for the development and commercialization of geothermal energy. It was the only substantive federal aid program to an emerging technology at that time. Yet in six years (as of April 1980) only four projects have been approved for a loan guaranty, three of which are electric projects and one is a small direct thermal application. Many small business/small project energy producers, developers, and users have found or concluded that they cannot qualify for a geothermal loan guaranty. This paper reports the results and recommendations of a comprehensive evaluation of the GLGP from the perspective of the small business/small project entrepreneur and from the practices of the small to medium size lending institutions. The findings are divided into administrative, regulatory and legislative recommendations.

    The proposed federal action addressed by this environmental assessment is the authorization of disbursements under a loan guaranteed by the US Department of Energy for the Niland Geothermal Energy Program. The disbursements will partially finance the development of a geothermal well field in the Imperial Valley of California to supply a 25-MW(e) (net) power plant. Phase I of the project is the production of 25 MW(e) (net) of power; the full rate of 49 MW (net) would be achieved during Phase II. The project is located on approximately 1600 acres (648 ha) near the city of Niland in Imperial County, California. Well field development includes the initial drilling of 8 production wells for Phase I, 8 production wells for Phase II, and the possible need for as many as 16 replacement wells over the anticipated 30-year life of the facility. Activities associated with the power plant in addition to operation are excavation and construction of the facility and associated systems (such as cooling towers). Significant environmental impacts, as defined in Council on Environmental Quality regulation 40 CFR Part 1508.27, are not expected to occur as a result of this project. Minor impacts could include the following: local degradation of ambient air quality due to particulate and/or hydrogen sulfide emissions, temporarily increased ambient noise levels due to drilling and construction activities, and increased traffic. Impacts could be significant in the event of a major spill of geothermal fluid, which could contaminate groundwater and surface waters and alter or eliminate nearby habitat. Careful land use planning and engineering design, implementation of mitigation measures for pollution control, and design and implementation of an environmental monitoring program that can provide an early indication of potential problems should ensure that impacts, except for certain accidents, will be minimized.

    Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

It functions as supporting documentation to the SNL/CA Environmental Management System Program Manual. This program annual report describes the activities undertaken during the calender past year, and activities planned in future years to implement the Chemical Management Program, one of six programs that supports environmental management at SNL/CA. SNL/CA is responsible for tracking chemicals (chemical and biological materials), providing Material Safety Data Sheets (MSDS) and for regulatory compliance reporting according to a variety of chemical regulations. The principal regulations for chemical tracking are the Emergency Planning Community Right-to-Know Act (EPCRA) and the California Right-to-Know regulations. The regulations, the Hazard Communication/Lab Standard of the Occupational Safety and Health Administration (OSHA) are also key to the CM Program. The CM Program is also responsible for supporting chemical safety and information requirements for a variety of Integrated Enabling Services (IMS) programs primarily the Industrial Hygiene, Waste Management, Fire Protection, Air Quality, Emergency Management, Environmental Monitoring and Pollution Prevention programs. The principal program tool is the Chemical Information System (CIS). The system contains two key elements: the MSDS library and the chemical container-tracking database that is readily accessible to all Members of the Sandia Workforce. The primary goal of the CM Program is to ensure safe and effective chemical management at Sandia/CA. This is done by efficiently collecting and managing chemical information for our customers who include Line, regulators, DOE and ES and H programs to ensure compliance with regulations and to streamline customer business processes that require chemical information.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

    Stroud, Inc., was awarded a contract by the Department of Energy San Francisco Operations Office (DOE-SAN) to evaluate the weatherization programs for selected grantees and subgrantees in Arizona, California, and Nevada. The provisions of the contract specified an initial year and renewable optional periods of two (2) additional years. The first year of the contract began on October 1, 1985, and expired on September 30, 1986. The final report for that first year was submitted to DOE-SAN in August, 1986. The second year of the contract began on October 1, 1986, and expired on September 30, 1987. The final report for that second year was submitted to DOE-SAN in August, 1987. This report covers the monitoring of grantees and subgrantees for the second option year, or what is the third year of the contract. The first two (2) weeks of the third year's activities were devoted to scheduling the agencies to be monitored. The actual field monitoring began on November 16, 1987, and was completed on August 19, 1988. During this nine-month period, twenty-nine (29) agencies, both grantees and subgrantees, were visited and evaluated under this contract.

    In response to concerns expressed by the California Legislature and the citizenry of the State of California, the State Water Resources Control Board (SWRCB), implemented a program to assess groundwater quality, and provide a predictive capability for identifying areas that are vulnerable to contamination. The program was initiated in response to concern over public supply well closures due to contamination by chemicals such as methyl tert butyl ether (MTBE) from gasoline, and solvents from industrial operations. As a result of this increased awareness regarding groundwater quality, the Supplemental Report of the 1999 Budget Act mandated the SWRCB to develop a comprehensive ambient groundwater monitoring plan, and led to the initiation of the Groundwater Ambient Monitoring and Assessment (GAMA) Program. The primary objective of the California Aquifer Susceptibility (CAS) project (under the GAMA Program) is to assess water quality and to predict the relative susceptibility to contamination of groundwater resources throughout the state of California. Under the GAMA program, scientists from Lawrence Livermore National Laboratory (LLNL) collaborate with the SWRCB, the U.S. Geological Survey, the California Department of Health Services (DHS), and the California Department of Water Resources (DWR) to implement this groundwater assessment program. In 2003, LLNL carried out this vulnerability study in the Sacramento Valley and Volcanic Provinces. The goal of the study is to provide a probabilistic assessment of the relative vulnerability of groundwater used for the public water supply to contamination from surface sources. This assessment of relative contamination vulnerability is made based on the results of two types of analyses that are not routinely carried out at public water supply wells: ultra low-level measurement of volatile organic compounds (VOCs), and groundwater age dating (using the tritium-helium-3 method). In addition, stable oxygen isotope measurements help determine the recharge water source location. Interpreted together, and in the context of existing water quality and hydrogeologic data, these observable parameters help define the flow field of a groundwater basin, and indicate the degree of vertical communication between near-surface sources (or potential sources) of contamination, and deeper groundwater pumped at high capacity production wells.

    The U.S. Department of Energy (DOE) Office of Industrial Technologies (OIT) established the Industries of the Future (IOF) program to increase energy efficiency, reduce waste production and to improve competitiveness, currently focusing on nine sectors. The IOF is a partnership strategy involving industry, the research community and the government, working together to identify technology needs, promote industrial partnerships and implement joint measures with all partners involved. The State Industries of the Future (SIOF) program delivers the accomplishments of the national Industries of the Future strategy to the local level, to expand the technology opportunities to a larger number of partners and reach smaller businesses and manufacturers that were not initially involved in the IOF effort. The state programs bring together industry, academia, and state agencies to address the important issues confronting industry in the state. These public-private coalitions facilitate industry solutions locally and enhance economic development. California has started a State Industries of the Future effort, in collaboration with the U.S. Department of Energy. The California Energy Commission (CEC) is leading the SIOF program in California, as part of many other programs to improve the energy efficiency and performance of industries in California. The California State IOF program aims to build a network of participants from industry, academia and government in four selected industrial sectors as a basis for the development of a strategic partnership for industrial energy efficient technology in the state. In California the IOF effort focuses petroleum refining, chemical processing, food processing and electronics. As part of this effort, the SIOF program will develop roadmaps for technology development for the selected sectors. On the basis of the roadmap, the program will develop successful projects with co-funding from state and federal government, and promote industry-specific energy-efficiency. An important element of the SIOF-program is the preparation of R&D roadmaps for each of the selected industries. The roadmap will help to identify priority needs for the participating industries to meet their energy challenges. The roadmap effort builds on the roadmaps developed by DOE, and on the conditions specific for the industry in California. Key to the successful preparation of a roadmap in the selected industries is the development of a profile of the industries. The profile provides a basis for the participants in the roadmap-effort, especially as the structure of the industries in California can be different than in the nation. The sector profiles describe the current economic and energy situation of these industries in California, the processes and energy uses, and the potential future developments in each industry. The profiles are an integral part of the roadmap, to help working group partners to evaluate the industry's R&D needs for their industry in California. In this report, we focus on the chemicals industry. The industry is an important economic factor in the state, providing over 82,300 jobs directly, and more in indirect employment. Value of shipments in 2001 was just under $25.7 Billion, or 6% of all manufacturing in California. There are over 1,500 chemical plants in California, of which 52% are pharmaceutical companies. Many companies operate chemical plants in California. The industry consumes 8% of the electricity and 5% of the natural gas in California. In this report, we start with a description of the chemical industry in the United States and California. This is followed by a discussion of the energy consumption and energy intensity of the Californian chemical industry. Chapter 3 focuses on the main sub-sectors. For each of the sub-sectors a general process description is provided in Chapter 4. Based on this analysis, in Chapter 5, we discuss potential technology developments that can contribute to further improving the energy efficiency in chemical plants, with a focus on the situation in California.

    This Quality Assurance Project Plan (QAPP) applies to the Environmental Monitoring Program at the Sandia National Laboratories/California. This QAPP follows DOE Quality Assurance Management System Guide for Use with 10 CFR 830 Subpart A, Quality Assurance Requirements, and DOE O 414.1C, Quality Assurance (DOE G 414.1-2A June 17, 2005). The Environmental Monitoring Program is located within the Environmental Operations Department. The Environmental Operations Department is responsible for ensuring that SNL/CA operations have minimal impact on the environment. The Department provides guidance to line organizations to help them comply with applicable environmental regulations and DOE orders. To fulfill its mission, the department has groups responsible for waste management; pollution prevention, air quality; environmental planning; hazardous materials management; and environmental monitoring. The Environmental Monitoring Program is responsible for ensuring that SNL/CA complies with all Federal, State, and local regulations and with DOE orders regarding the quality of wastewater and stormwater discharges. The Program monitors these discharges both visually and through effluent sampling. The Program ensures that activities at the SNL/CA site do not negatively impact the quality of surface waters in the vicinity, or those of the San Francisco Bay. The Program verifies that wastewater and stormwater discharges are in compliance with established standards and requirements. The Program is also responsible for compliance with groundwater monitoring, and underground and above ground storage tanks regulatory compliance. The Program prepares numerous reports, plans, permit applications, and other documents that demonstrate compliance.

The provisions of the contract specified an initial year and renewable optional periods of two (2) additional years. This report covers the monitoring of grantees and subgrantees for the first option year, or what is the second year of the contract. The first two (2) weeks of the second year's activities were devoted to scheduling the agencies to be monitored. The actual field monitoring began on October 14, 1986, and was completed on May 22, 1987. During this seven-month period, thirty-five (35) agencies were visited and evaluated under this contract.

    In FY94, EG and G Energy Measurements, Inc. (EG and G/EM) continued to support efforts to conserve endangered species and cultural resources at the Naval Petroleum Reserves in California (NPRC). These efforts are conducted to ensure NPRC compliance with regulations regarding the protection of listed species and cultural resources on Federal properties. Population monitoring activities are conducted annually for San Joaquin kit foxes, giant kangaroo rats, blunt-nosed leopard lizards, and Hoover`s wooly star. To mitigate impacts of oil field activities on listed species, 400 preactivity surveys covering approximately 315 acres were conducted in FY94. Mitigation measures implemented as a result of survey findings resulted in avoidance of incidental takes of listed species during construction activities. EG and G/EM also assisted with mitigating effects from third-party projects, primarily by conducting biological and cultural resource consultations with regulatory agencies. Third-party projects in FY94 included three pipeline projects and two well abandonment/clean-up projects. Cultural resource support provided to NPRC consisted primarily of conducting preliminary surveys for cultural resources, and preparing a Cultural Resource Management Plan and Programmatic Agreement for NPR-1. These two documents will be finalized in FY95. EG and G/EM has conducted an applied habitat reclamation program at NPRC since 1985. In FY94, an evaluation of revegetation rates on reclaimed and non-reclaimed disturbed lands was initiated to assess reclamation efficacy. Results will be used to direct future habitat reclamation efforts at NPRC. In addition to this effort, 347 reclaimed sites were assessed to evaluate reclamation success.

EG and G/EM has conducted an applied habitat reclamation program at NPRC since 1985. In FY95, an evaluation of revegetation rates on reclaimed and non-reclaimed disturbed lands was completed, and the results will be used to direct future habitat reclamation efforts at NPRC. In FY95, reclamation success was monitored on 50 sites reclaimed in 1985. An investigation of factors influencing the distribution and abundance of kit foxes at NPRC was initiated in FY94. Factors being examined include habitat disturbance, topography, grazing, coyote abundance, lagomorph abundance, and shrub density. This investigation continued in FY95 and a manuscript on this topic will be completed in FY96. Also, Eg and G/EM completed collection of field data to evaluate the effects of a well blow-out on plant and animal populations. A final report will be prepared in FY96. Finally, EG and G/EM completed a life table analysis on San Joaquin kit foxes at NPRC.

    With financial support from the U.S. Department of Energy (DOE), Layman Energy Associates, Inc. (LEA) has completed a program of geothermal exploration at the Truckhaven area in Imperial County, California. The exploratory work conducted by LEA included the following activities: compilation of public domain resource data (wells, seismic data, geologic maps); detailed field geologic mapping at the project site; acquisition and interpretation of remote sensing imagery such as aerial and satellite photographs; acquisition, quality control and interpretation of gravity data; and acquisition, quality control and interpretation of resistivity data using state of the art magnetotelluric (MT) methods. The results of this exploratory program have allowed LEA to develop a structural and hydrologic interpretation of the Truckhaven geothermal resource which can be used to guide subsequent exploratory drilling and resource development. Of primary significance, is the identification of an 8 kilometer-long, WNW-trending zone of low resistivity associated with geothermal activity in nearby wells. The long axis of this low resistivity zone is inferred to mark a zone of faulting which likely provides the primary control on the distribution of geothermal resources in the Truckhaven area. Abundant cross-faults cutting the main WNW-trending zone in its western half may indicate elevated fracture permeability in this region, possibly associated with thermal upwelling and higher resource temperatures. Regional groundwater flow is inferred to push thermal fluids from west to east along the trend of the main low resistivity zone, with resource temperatures likely declining from west to east away from the inferred upwelling zone. Resistivity mapping and well data have also shown that within the WNW-trending low resistivity zone, the thickness of the Plio-Pleistocene sedimentary section above granite basement ranges from 1,900–2,600 meters. Well data indicates the lower part of this sedimentary section is sand-rich, suggesting good potential for a sediment-hosted geothermal reservoir in porous sands, similar to other fields in the region such as Heber and East Mesa. Sand porosity may remain higher in the eastern portion of the low resistivity zone. This is based on its location hydrologically downstream of the probable area of thermal upwelling, intense fracture development, and associated pore-filling hydrothermal mineral deposition to the west.

    For the third consecutive year (1987) the US Department of Energy (DOE) funded a coyote (Canis latrans) control program in an attempt to reduce coyote predation on the endangered San Joaquin kit fox (Vulpes macrotis mutica) on Naval Petroleum Reserve No. 1 (NPR-1, Elk Hills) in Kern County, California. During approximately 8 weeks of control activities, personnel from the US Department of Agriculture, Division of Animal Damage Control (ADC), removed 16 adult coyotes: 14 were trapped, 2 were shot. Data were gathered on standard measurements, weights, ages, and reproductive condition. No kit foxes were accidently trapped. Based on the results of canid scent-station surveys, the coyote population on NPR-1 declined and the kit fox population was relatively stable. Recommendations were made to conduct the 1987/1988 coyote control program between December 1987 and February 1988, use helicopters for aerial gunning and locating coyote dens, and develop a cooperative agreement between DOE, ADC, US Fish and Wildlife Service, Bureau of Land Management, and the California Department of Fish and Game to conduct the coyote control program on lands surrounding NPR-1 owned by DOE and others. 8 refs., 2 figs., 2 tabs.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

    In FY96, Enterprise Advisory Services, Inc. (EASI) continued to support efforts to protect endangered species and cultural resources at the Naval Petroleum Reserves in California (NPRC). These efforts are conducted to ensure NPRC compliance with regulations regarding the protection of listed species and cultural resources on federal properties. Population monitoring activities were conducted for San Joaquin kit foxes, giant kangaroo rats, blunt-nosed leopard lizards, and Hoover`s wooly-star. Kit fox abundance and distribution was assessed by live-trapping over a 329-km{sup 2} area. Kit fox reproduction and mortality were assessed by radiocollaring and monitoring 22 adults and two pups. Reproductive success and litter size were determined through live-trapping and den observations. Rates and sources of kit fox mortality were assessed by recovering dead radiocollared kit foxes and conducting necropsies to determine cause of death. Abundance of coyotes and bobcats, which compete with kit foxes, was determined by conducting scent station surveys. Kit fox diet was assessed through analysis of fecal samples collected from live-trapped foxes. Abundance of potential prey for kit foxes was determined by conducting transect surveys for lagornorphs and live-trapping small mammals.

    Readily accessible credit has often been cited as a necessary ingredient to open up the market for residential photovoltaic (PV) systems. Though financing does not reduce the high up-front cost of PV, by spreading that cost over some portion of the system's life, financing can certainly make PV systems more affordable. As a result, a number of states have, in the past, set up special residential loan programs targeting the installation of renewable energy systems and/or energy-efficiency improvements and often featuring low interest rates, longer terms and no-hassle application requirements. Historically, these loan programs have had mixed success (particularly for PV), for a variety of reasons, including a historical lack of homeowner interest in PV, a lack of program awareness, a reduced appeal in a low-interest-rate environment, and a tendency for early PV adopters to be wealthy and not in need of financing. Some of these barriers have begun to fade. Most notably, homeowner interest in PV has grown in some states, particularly those that offer solar rebates. The passage of the Energy Policy Act of 2005 (EPAct 2005), however, introduced one additional roadblock to the success of low-interest PV loan programs: a residential solar investment tax credit (ITC), subject to the Federal government's 'anti-double-dipping' rules. Specifically, the residential solar ITC--equal to 30% of the system's tax basis, capped at $2000--will be reduced or offset if the system also benefits from what is known as 'subsidized energy financing', which is likely to include most government-sponsored low-interest loan programs. Within this context, it has been interesting to note the recent flurry of announcements from a number of U.S cities concerning a new type of PV financing program. Led by the city of Berkeley, Calif., these cities propose to offer their residents the ability to finance the installation of a PV system using increased property tax assessments, rather than a more-traditional credit vehicle, to recover both system and administrative costs. This approach has a number of features that should appeal to PV owners, including long-term, fixed-cost, attractive financing; loans that are tied to the tax capacity of the property rather than to the owner's credit standing; a repayment obligation that transfers along with the sale of the property; and a potential ability to deduct the repayment obligation from federal taxable income as part of the local property tax deduction. For these reasons, Berkeley's program, which was first announced on October 23, 2007, has received considerable nationwide attention in both the trade and general press. Since the announcement, cities from throughout California and the broader U.S. have expressed keen interest in the possibility of replicating this type of program. In California alone, the cities of Santa Cruz, Santa Monica and Palm Desert are all reportedly considering similar programs, while the city of San Francisco has recently announced its own program, portions of which closely parallel Berkeley's approach. In addition, a bill (AB 811) that would authorize all cities in California, not just charter cities like Berkeley, to create this type of program was approved by the California General Assembly on January 29 and is currently under consideration in the State Senate. A similar bill in Colorado (HB 1350) was signed into law on May 28. Elsewhere, the city of Tucson, Arizona has also considered this financing approach.

    The Coalition of Labor, Agriculture, and Business (COLAB) appointed a task force during 1993 to evaluate changes to the Santa Barbara County's LUFT and SMU programs to make them more responsive to the RP's needs, more cost efficient, more expeditious, and to regain local control of the LUFT program without sacrificing environmental quality or jeopardizing the health and safety of the local residents. The COLAB task force provided the County Health Care Services director with a comprehensive report recommending 25 changes to the LUFT/SMU guidance document and to department policy. These recommendations included the appointment of an advisory committee to review department policy and guidelines, limiting LUFT/SMU staff efforts that duplicate consultant activities, the development of a deminimus rule that would immediately close sites with insignificant levels and quantities of soil and/or groundwater contamination, adopt guidelines for the use of fate and transport models and risk assessments as a mechanism for site closure, speed review of work plans, develop uniform standards for sampling and reporting, consolidation of county permits for contaminated sites into one or two departments, grant exemptions for some permit requirements, develop a policy for distributing responsibility for commingled plumes among several parties, and to develop an appeals board for resolving disagreements between the responsible parties' consultants and the county. Various personnel changes were recommended with the intention of increasing the level of technical expertise and professionalism of the county's staff, and making the staff more responsive to the public. These recommendations included hiring an individual licensed in the field of engineering geology or hydrogeology, developing guidelines for conflict of interest, and hiring of an individual to aid the responsible parties in obtaining reimbursement from the state fund set up for that purpose pursuant to AB 2004.

The current program, conducted in accordance with the DOE Hydrogen Program Plan FY 1993--FY 1997 published in June 1992, establishes program priorities and guidance for allocating funding. The core program, currently under the Office of Energy Management, supports projects in the areas of hydrogen production, storage, and systems research. At an annual program review, each research project is evaluated by a panel of technical experts for technical quality, progress, and programmatic benefit. This Proceedings of the April 1994 Hydrogen Program Review compiles all research projects supported by the Hydrogen Program during FY 1994. For those people interested in the status of hydrogen technologies, we hope that the Proceedings will serve as a useful technical reference. Individual reports are processed separately.
