The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

In 1989, shortly after Westinghouse Hanford Company (WHC) assumed maintenance responsibilities for the Hanford site, a Department of Energy (DOE) maintenance audit found that field (working level) maintenance procedures and procedure practices of the facilities scattered across Hanford`s 560 square miles varied as greatly as the locations of those facilities. In some of the audited facilities there were few or no procedures; in others, procedures conflicted with or were redundant to procedures at other facilities. This report describes methods for prioritizing the risk importances of maintenances using a Probabilistic Risk Assessment (PRA). Approaches then are described for quantifying their reliability and risk effects. Two different PRA importance measures, minimal cutset importances and risk reduction importances, were used to prioritize maintenances; the findings show that both give similar results if appropriate criteria are used. The justifications for the particular importance measures also are developed. The methods developed to quantify the reliability and risk effects of maintenance actions are extensions of the usual reliability models now used in PRAs. These extended models consider degraded states of the component, and quantify the benefits of maintenance in correcting degradations and preventing failures. The negative effects of maintenance, including downtimes, also are included. These models are specific types of Markov models. The data for these models can be obtained from plant maintenance logs and from the Nuclear Plant Reliability Data System (NPRDS). To explore the potential usefulness of these models, the authors analyzed a range of postulated values of input data. These models were used to examine maintenance effects on a components reliability and performance for various maintenance programs and component data. Maintenance schedules were analyzed to optimize the component`s availability. In specific cases, the effects of maintenance were found to be large.

In 1989, an internal study in the Coke and Iron Maintenance Department identified the opportunities available to increase production, by decreasing unscheduled maintenance delays from 4.6%. A five year front loaded plan was developed, and presented to the company president. The plan required an initial investment of $1.4 million and a conservative break-even point was calculated to be 2.5 years. Due to budget restraints, it would have to be self-funded, i.e., generate additional production or savings, to pay for the program. The program began in 1991 at number 2 coke plant and the blast furnaces. This paper will describe the Iron Production Maintenance Effectiveness System (ME), which began with the mechanical and pipefitting trades.

Accelerating site cleanup to reduce facility risks to the workers, the public and the environment during a time of declining federal budgets represents a significant technical and economic challenge to U.S. Department of Energy (DOE) Operations Offices and their respective contractors. A significant portion of a facility's recurring annual expenses are associated with routine, long-term surveillance and maintenance (S&M) activities. However, ongoing S&M activities do nothing to reduce risks and basically spend money that could be reallocated towards facility deactivation. This paper discusses the background around DOE efforts to reduce surveillance and maintenance costs, one approach used to perform cost reviews, lessons learned from field implementation and what assistance is available to assist DOE sites in performing these evaluations.

Designing a scrubber for maintenance

Under Round 4 of the U.S. Department of Energy`s (DOE) Clean Coal Technology program, New York State Electric & Gas Corporation (NYSEG), in partnership with Saarberg-Holter-Umwelttechnik (SHU), Consolidation Coal Company and Stebbins Engineering and Manufacturing Company, has retrofitted a formic acid enhanced forced oxidation wet limestone scrubber on Units I and 2 at the Milliken Steam Electric Station. Units I and 2 are 1950s vintage Combustion Engineering tangentially fired pulverized coal units, which are rated at nominal 150 MW each and operate in balanced draft mode. The Flue Gas Desulfurization (FGD) system for Unit 2 was placed into operation in January 1995 and the Unit I system in June 1995. The project incorporates several unique aspects: low pH operation; a ceramic tile-lined cocurrent/countercurrent, split module absorber; a wet stack supported on the roof of the FGD building; and closed loop, zero liquid discharge operation that produces commercial grade gypsum and calcium chloride brine. The project objectives include 98% SO{sub 2} removal efficiency while burning high sulfur coal, the production of marketable byproducts to minimize solid waste disposal, zero wastewater discharge, space-saving design, and minimization of maintenance requirements of a wet scrubber. The paper provides a brief overview of the project scrubber design relating to maintenance considerations. A discussion of the early results of the maintenance history is also provided. Repair techniques that have been developed and tested for ceramic tile lined modules are included. 1 fig.

Using the results of the self-assessment, PNL has selected nine of the 18 elements of the Maintenance Program defined by DOE Order 4330.4A for improvement. And, state, municipal, and utility-sponsored loan programs have emerged to fill the gap between clean energy technology financing needs and private sector lending. In general, public loan programs are more favorable to clean energy technologies than are those offered by traditional lending institutions; however, public loan programs address only the high up-front costs of clean energy systems, and the technology installed under these loan programs rarely supports clean energy production at levels that have a notable impact on the broader energy sector. Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

Audit Report "The Department of Energy's Loan Guarantee Program for Innovative Energy Technologies"

The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over its Loan Guarantee Program.

Selling an Energy Efficiency Loan Portfolio in Oregon: Resale of the Craft3 loan portfolio to Self-Help Credit Union

Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

This paper reports on reliability centered maintenance (RCM) which is considered a crucial part of future reliability engineering. RCM determines the maintenance requirements of plants and equipment in their operating context. The RCM method has been applied to the management of critical sealless pumps in fire/toxic risk services, typical of the petrochemical industry. The method provides advantages from a detailed study of any critical engineering system. RCM is a team exercise and fosters team spirit in the plant environment. The maintenance strategy that evolves is based on team decisions and relies on maximizing the inherent reliability built into the equipment. RCM recommends design upgrades where this inherent reliability is being questioned. Sealless pumps of canned motor design are used as main reactor charge pumps in PVC plants. These pumps handle fresh vinyl chloride monomer (VCM), which is both carcinogenic and flammable.

Maintenance strategies to improve sootblower availability

Sootblowers are electromechanical devices used for removal of ash and slag deposits from boiler tube surfaces. By directing steam, air, or water cleaning medium through a nozzle to remove deposits from boiler tubes, boilers are kept on-line for longer periods of time reducing the need for outages to clean the boiler by mechanical means. Fuel must be burned efficiently to minimize stagging and fouling of the heat transfer surfaces. Tuning the boiler to maximize combustion efficiency should not be limited to optimizing fuel conditions, air-fuel ratios, firing rates, excess air, and over-fire air, but should also include the use of sootblowers. The goal is to know when to clean, and if the cleaning cycle has effectively removed the deposit and increased heat transfer. Today, boiler cleaning technology not only focuses on the impact of the sootblowing system on overall boiler performance, but it also focuses on design improvements that impact an individual sootblower`s performance. Proper sootblower maintenance is an integral part of making existing designs and new designs work. Existing computer technologies provide a viable means of documenting and trending sootblower performance data and maintenance history. The personal computer and the availability of spreadsheet and database software make the task of quantifying sootblower performance data and maintenance history easier to achieve. This report discusses numerous elements of the maintenance program at the Idaho Chemical Processing Plant (ICPP) which have undergone changes during the last 5 years. Looking back, many of the maintenance program changes prior to 1991 were fragmented. Maintenance program elements were being ratcheted to address specific productivity and safety concerns. The improvements were warranted, but often improvements were implemented without a systematic review of how they impacted other maintenance program elements. After 1990 when WINCO began using the Chapter II guidelines of DOE Order 4330.4A as a maintenance program model, there was a marked improvement in the quality of the maintenance program changes. The post 1990 changes have been part of a systematic plan that has been communicated to all of the maintenance players. The Chapter II guidelines and the maintenance implementation plan (MIP) personnel with a focus for improvement that was missing prior to 1991.

In the late 1980`s, ANL-W Management foresaw a need to provide dedicated technical support for maintenance supervisors. Maintenance supervisors were facing increased challenges to ensure all environmental, safety, and waste management regulations were followed in daily maintenance activities. This increased burden was diverting supervisory time away from on-the-job supervision. Supervisors were finding less time for their ``mentor`` roles to ensure maintenance focused on finding and correcting root causes. Additionally the traditional maintenance organization could not keep up with the explosion in predictive maintenance technologies. As a result, engineers were tasked to provide direct technical support to the maintenance organization. Today the maintenance technical support group consists of two mechanical engineers, two electrical engineers and an I&C engineer. The group provides a readily available, quick response resource for crafts people and their supervisors. They can and frequently do ask the support group for help to determine the root cause and to effect permanent fixes. Crafts and engineers work together informally to make an effective maintenance team. In addition to day-to-day problem solving, the technical support group has established several maintenance improvement programs for the site. This includes vibration analysis of rotating machinery, testing of fuel for emergency diesel generators, improving techniques for testing of high efficiency particulate air (HEPA) filters, and capacity testing of UPS and emergency diesel starting batteries. These programs have increased equipment reliability, reduced conventional routine maintenance, reduced unexpected maintenance, and improved testing accuracy. This paper will discuss the interaction of the technical support group within the maintenance department. Additionally the maintenance improvement programs will be presented along with actual cases encountered, the resolutions and lessons learned.

Steam turbine path evaluation during maintenance

The deterioration of a turbine (Steam & Gas) flow path affects the efficiency of the turbine. The most critical factors which affect the efficiency of turbines are: wearing out of the trailing edges of the blades by solid particle erosion, deposits, material loss due to corrosion (also sand blast) which increases the flow area, increases in blade surface roughness, etc. Wearing out of the seals caused by shaft vibrations or rapid start-up leads to significant leakage losses. Some of these effects can be estimated with some precision during operation of the turbine, but an exact evaluation can be carried out during a maintenance applying a special fluid flow analysis program. Such a program has been developed and then adapted to achieve this goal. During maintenance the complete geometry of the steam path is measured (blades lengths, widths, angles, clearances, etc.) in the condition encountered before any corrections. Then the similar measurement is undertaken after, for example, clearance corrections, blade replacements, cleaning of the blades, etc. Using the program first of all the design data is calculated. Then the actual data is fed into the program and compared to the design data. Thus the effect of the blade surface roughness, increased seal clearances, flow area increase, solid particle damage to the trailing edge and so on for each particular stage is calculated. The effect is expressed in [kW] as a deviation from the design points. This data can be helpful during online evaluation of the turbine performance. This evaluation helps the management of the plant in undertaking the correct decision concerning the date of the next major maintenance and replacement part procurement. Many turbines in the Mexican utility have been evaluated in such a manner. Some examples are presented.

A cask maintenance facility feasibility study

The Oak Ridge National Laboratory (ORNL) is developing a transportation system for spent nuclear fuel (SNF) and defense high level waste (HLW) as a part of the Federal Waste Management System (FWMS). In early 1988, a feasibility study was undertaken to design a stand-alone, ''green field'' facility for maintaining the FWMS casks. The feasibility study provided an initial layout facility design, an estimate of the construction cost, and an acquisition schedule for a Cask Maintenance Facility (CMF). The study also helped to define the interfaces between the transportation system and the waste generators, the repository, and a Monitored Retrievable Storage (MRS) facility. The data, design, and estimated costs resulting from the study have been organized for use in the total transportation system decision-making process. Most importantly, the feasibility study also provides a foundation for continuing design and planning efforts. Fleet servicing facility studies, operational studies from current cask system operators, a definition of the CMF system requirements, and the experience of others in the radioactive waste transportation field were used as a basis for the feasibility study. In addition, several cask handling facilities were visited to observe and discuss cask operations to establish the functions and methods of cask maintenance expected to be used in the facility. Finally, a peer review meeting was held at Oak Ridge, Tennessee in August, 1988, in which the assumptions, design, layout, and functions of the CMF were significantly refined. Attendees included representatives from industry, the repository and transportation operations.
