    Waste material from the reprocessing of irradiated fuel has been stored under water for several decades leading to the water becoming highly radioactive. As a critical enabler to the decommissioning strategy for the Sellafield site, the Liquor Activity Reduction (LAR) programme has been established to provide a processing route for this highly radioactive liquor. This paper reviews the progress that has been made since the start of routine LAR transfer cycles (July 2010) and follows on from the earlier paper presented at WM2011. The paper focuses on the learning from the first full year of routine LAR transfer cycles and the application of this learning to the wider strategies for the treatment of further radioactive liquid effluents on the Sellafield site. During this period over 100,000 Curies of radioactivity has been safely removed and treated. The past year has witnessed the very successful introduction of the LAR programme. This has lead to hazard reduction at MSSS and demonstration that the SIXEP facility can meet the significantly increased challenge that the LAR programme represents. Part of the success has been the ability to predict and deliver a realistic production schedule with the availability of the MSSS, EDT and SIXEP facilities being central to this. Most importantly, the LAR programme has been successful in bringing together key stakeholders to deliver this work while integrating with the existing, day to day, demands of the Sellafield site.     The ATLAS detector was designed and built to study proton-proton colli- sions produced at the LHC at centre-of-mass energies up to 14 TeV and in- stantaneous luminosities up to $10^{34} \\text{cm}^{-2} \\text{s}^{-1}$. Liquid argon (LAr) sampling calorimeters are employed for all electromagnetic calorimetry in the pseudorapidity region $|\\eta|run a total luminosity of 27 $\\text{fb}^{-1}$ as been collected at center-of-mass energies of 7-8 TeV with very high operational efficiency of the LAr Calorimeters and excellent performance. The well calibrated and highly granular detector achieved its design values both in energy measurement as well as in direction resolution, which was a main ingredient for the successul discovery of a Higgs boson in the di-photon decay channel.     ARGONTUBE is a liquid argon time projection chamber (LAr TPC) with a drift field generated in-situ by a Greinacher voltage multiplier circuit. We present results on the measurement of the drift-field distribution inside ARGONTUBE using straight ionization tracks generated by an intense UV laser beam. Our analysis is based on a simplified model of the charging of a multi-stage Greinacher circuit to describe the voltages on the field cage rings.

    Radiation-tolerant, high speed, high density and low power commercial off-the-shelf (COTS) analog-to-digital converters (ADCs) are planned to be used in the upgrade to the Liquid Argon (LAr) calorimeter front end (FE) trigger readout electronics. Total ionization dose (TID) and single event effect (SEE) are two important radiation effects which need to be characterized on COTS ADCs. In our initial TID test, Texas Instruments (TI) ADS5272 was identified to be the top performer after screening a total 17 COTS ADCs from different manufacturers with dynamic range and sampling rate meeting the requirements of the FE electronics. Another interesting feature of ADS5272 is its 6.5 clock cycles latency, which is the shortest among the 17 candidates. Based on the TID performance, we have designed a SEE evaluation system for ADS5272, which allows us to further assess its radiation tolerance. In this paper, we present a detailed design of ADS5272 SEE evaluation system and show the effectiveness of this system while evaluating ADS5272 SEE characteristics in multiple irradiation tests. According to TID and SEE test results, ADS5272 was chosen to be implemented in the full-size LAr Trigger Digitizer Board (LTDB) demonstrator, which will be installed on ATLAS calorimeter during the 2014 Long Shutdown 1 (LS1).

    The cytoplasmic domains of two human transmembrane protein tyrosine phosphatases (PTPases), LAR and CD45, have been expressed in Escherichia coli, purified to near-homogeneity, and compared for catalytic efficiency toward several phosphotyrosine-containing peptide substrates. A 615-residue LAR fragment (LAR-D1D2) containing both tandemly repeated PTPase domains shows almost identical specific activity and high catalytic efficiency as the 40-kDa single-domain LAR-D1 fragment, consistent with a single functional active site in the 70-kDa LAR-D1D2 enzyme. A 90-kDa fragment of the human leukocyte CD45 PTPase, containing two similar tandemly repeated PTPase domains, shows parallel specificity to LAR-D1 and LAR-D1D2 with a high k{sub cat}/K{sub M} value for a phosphotyrosyl undecapeptide. Sufficient purified LAR-D1 and LAR-D1D2 PTPases were available to demonstrate enzymatic exchange of {sup 18}O from {sup 18}O{sub 4} inorganic phosphate into H{sub 2} {sup 16}O at rates of {approximately}1 {times} 10{sup {minus}2} s{sup {minus}1}. The oxygen-18 exchange probably proceeds via a phosphoenzyme intermediate. Brief incubation of all three PTPase fragments with a ({sup 32}P)phosphotyrosyl peptide substrate prior to quench with SDS sample buffer and gel electrophoresis led to autoradiographic detection of {sup 32}P-labeled enzymes. Pulse/chase studies on the LAR {sup 32}P-enzyme showed turnover of the labeled phosphoryl group.

    We have designed and fabricated a very low noise preamplifier and shaper to replace the existing ATLAS Liquid Argon readout for use at the Large Hadron Collider upgrade (sLHC). IBM’s 8WL 130nm SiGe process was chosen for it’s radiation tolerance, low noise bipolar NPN devices, wide voltage rand and potential use in other sLHC detector subsystems. Although the requirements for the final design can not be set at this time, the prototype was designed to accommodate a 16 bit dynamic range. This was accomplished by using a single stage, low noise, wide dynamic range preamp followed by a dual range shaper. The low noise of the preamp is made possible by the low base spreading resistance of the Silicon Germanium NPN bipolar transistors. The relatively high voltage rating of the NPN transistors is exploited to allow a gain of 650V/A in the preamplifier which eases the input voltage noise requirement on the shaper.     We have designed and fabricated a very low noise preamplifier and shaper with a (RC)2 – CR response to replace the existing ATLAS Liquid Argon readout for use at SLHC. IBM’s 8WL 130nm SiGe process was chosen for its radiation tolerance wide voltage range and potential for use in other LHC detector subsystems. The required dynamic range of 15 bits is accomplished by utilization of a single stage, low noise, wide dynamic range preamp connected to a dual range shaper.     The testimony presented the position of NIOSH regarding the proposed rule of OSHA concerning lockout/tagout procedures for controlling hazardous energy sources. The proposed rule fills a need for requirements to prevent employee injuries and fatalities due to exposure to such hazards during servicing and maintenance. Specific sections of the rule include the use of the Bureau of Labor statistics work injury report study for accident data; the scope, application and purpose of the suggested rule; definitions applicable to the section; protective materials and hardware; and the verification of isolation. Several questions concerning the appropriateness of the rule for construction, the modification of the rule to make it more responsive to the unique hazards and working conditions found at construction sites, the use of additional accident and injury data for developing proposals in the area, and recommendations concerning record keeping were addressed.

    The testimony addressed the proposed rule on control of hazardous energy sources and was offered in support of the position of the Occupational Safety and Health Administration on this issue. Provisions already in existence for cranes, derricks, and power presses require lockout provisions for electrical connections. The proposed rule will extend these protections to nonelectric power sources and add a requirement for isolating nonelectric hazards. The new rule requires a written procedure and training program. NIOSH opposed the use of tags instead of locks, as tags only provide a warning and are subject to several abuses including removal before maintenance is complete and negligence in removing the tag by the service operator when maintenance is completed. Over 20 electrically related fatalities were noted where a deenergized locked-out electrical circuit would have prevented the fatality. In a review of 160 responses concerning injuries where the equipment was turned off, six indicated the equipment was tagged out. Concern was also expressed over the simple tagout permitted for mechanical power transmission systems. NIOSH recommends that each worker should apply and remove his or her own lock.

    The testimony summarized information contained in the Proposed Rule on Electrical Safety-Related Work Practices as put forth by OSHA, specifically expanding for clarification the sections dealing with the definition, training, and work practices. NIOSH believes that every worker should be trained to identify and respond appropriately to electrical hazards in the workplace. NIOSH also suggests that the training include a written training program administered by a qualified person. In the selection and use of work practices, NIOSH would recommend that this section also include a specific requirement for the inspect of permanently installed electrical equipment, wiring, and connections, similar to that provided in the section dealing with portable electrical equipment. Modifications of the lockout and tagging procedures are suggested. Regarding definitions, NIOSH suggests that the definition for a qualified person be modified to more appropriately apply to the large range of job classifications covered by Part-S. For the buddy system, a NIOSH definition is offered which stresses the requirement that at least two qualified persons be in the immediate area of work being performed, both of whom have current certifications in cardiopulmonary resuscitation.

    Measurements of the efficiency, pulse shape, and energy and time resolution of liquid argon (LAr) detectors are presented. Liquefied noble gas-based (LNbG) detectors have been developed for the detection of dark matter and neutrinoless double-beta decay. However, the same qualities that make LNbG detectors ideal for these applications, namely their size, cost, efficiency, pulse shape discrimination and resolution, make them promising for portal screening and the detection of Special Nuclear Materials (SNM). Two 18-liter prototype detectors were designed, fabricated, and tested, one with pure LAr and the other doped with liquid Xe (LArXe). The LArXe detector presented the better time and energy resolution of 3.3 ns and 20% at 662 KeV, respectively. The total efficiency of the detector was measured to be 35% with 4.5% of the total photons detected in the photopeak.

    Purpose: To compare organ specific cancer incidence risks for standard and complex external beam radiotherapy (including cone beam CT verification) following breast conservation surgery for early breast cancer.Method: Doses from breast radiotherapy and kilovoltage cone beam CT (CBCT) exposures were obtained from thermoluminescent dosimeter measurements in an anthropomorphic phantom in which the positions of radiosensitive organs were delineated. Five treatment deliveries were investigated: (i) conventional tangential field whole breast radiotherapy (WBRT), (ii) noncoplanar conformal delivery applicable to accelerated partial beast irradiation (APBI), (iii) two-volume simultaneous integrated boost (SIB) treatment, (iv) forward planned three-volume SIB, and (v) inverse-planned three volume SIB. Conformal and intensity modulated radiotherapy methods were used to plan the complex treatments. Techniques spanned the range from simple methods appropriate for patient cohorts with a low cancer recurrence risk to complex plans relevant to cohorts with high recurrence risk. Delineated organs at risk included brain, salivary glands, thyroid, contralateral breast, left and right lung, esophagus, stomach, liver, colon, and bladder. Biological Effects of Ionizing Radiation (BEIR) VII cancer incidence models were applied to the measured mean organ doses to determine lifetime attributable risk (LAR) for ages at exposure from 35 to 80 yr according to radiotherapy techniques, and included dose from the CBCT imaging. Results: All LAR decreased with age at exposure and were lowest for brain, thyroid, liver, and bladder (<0.1%). There was little dependence of LAR on radiotherapy technique for these organs and for colon and stomach. LAR values for the lungs for the three SIB techniques were two to three times those from WBRT and APBI. Uncertainties in the LAR models outweigh any differences in lung LAR between the SIB methods. Constraints in the planning of the SIB methods ensured that contralateral breast doses and LAR were comparable to WBRT, despite their added complexity. The smaller irradiated volume of the ABPI plan contributed to a halving of LAR for contralateral breast compared with the other plan types. Daily image guided radiotherapy (IGRT) for a left breast protocol using kilovoltage CBCT contributed <10% to LAR for the majority of organs, and did not exceed 22% of total organ dose. Conclusions: Phantom measurements and calculations of LAR from the BEIR VII models predict that complex breast radiotherapy techniques do not increase the theoretical risk of second cancer incidence for organs distant from the treated breast, or the contralateral breast where appropriate plan constraints are applied. Complex SIB treatments are predicted to increase the risk of second cancer incidence in the lungs compared to standard whole breast radiotherapy; this is outweighed by the threefold reduction in 5 yr local recurrence risk for patients of high risk of recurrence, and young age, from the use of radiotherapy. APBI may have a favorable impact on risk of second cancer in the contralateral breast and lung for older patients at low risk of recurrence. Intensive use of IGRTincreased the estimated values of LAR but these are dominated by the effect of the dose from the radiotherapy, and any increase in LAR from IGRT is much lower than the models' uncertainties.

    Scintillation light produced in liquid argon (LAr) must be shifted from 128 nm to visible wavelengths in light detection systems used for liquid argon time-projection chambers (LArTPCs). To date, LArTPC light collection systems have employed tetraphenyl butadiene (TPB) coatings on photomultiplier tubes (PMTs) or plates placed in front of the PMTs. Recently, a new approach using TPB-coated light guides was proposed. In this paper, we report on light guides with improved attenuation lengths above 100 cm when measured in air. This is an important step in the development of meter-scale light guides for future LArTPCs. Improvements come from using a new acrylic-based coating, diamond-polished cast UV transmitting acrylic bars, and a hand-dipping technique to coat the bars. We discuss a model for connecting bar response in air to response in liquid argon and compare this to data taken in liquid argon. The good agreement between the prediction of the model and the measured response in liquid argon demonstrates that characterization in air is sufficient for quality control of bar production. This model can be used in simulations of light guides for future experiments.
