    Although the gas and electricity markets have their organizational and operational idiosyncrasies, the principles of a competitive market apply to both. The gas industry model of functional and services unbundling, and the elimination of the pipeline merchant function should be emulated. This process of one industry learning from another is inevitable as electricity and natural gas come to be traded in a nearly unified energy market. As their markets merge, two once-distinct industries will be come much more alike, each borrowing the best features of the other and leaving less-desirable features behind. Factors are discussed.

    The nation faces two severe challenges that will determine our prosperity for decades to come: assuring clean, secure, and sustainable energy to power our world, and establishing a new foundation for enduring economic and jobs growth. These challenges are linked: the global demand for clean sustainable energy is an unprecedented economic opportunity for creating jobs and exporting energy technology to the developing and developed world. But achieving the tremendous potential of clean energy technology is not easy. In contrast to traditional fossil fuel-based technologies, clean energy technologies are in their infancy, operating far below their potential, with many scientific and technological challenges to overcome. Industry is ultimately the agent for commercializing clean energy technology and for reestablishing the foundation for our economic and jobs growth. For industry to succeed in these challenges, it must overcome many roadblocks and continuously innovate new generations of renewable, sustainable, and low-carbon energy technologies such as solar energy, carbon sequestration, nuclear energy, electricity delivery and efficiency, solid state lighting, batteries and biofuels. The roadblocks to higher performing clean energy technology are not just challenges of engineering design but are also limited by scientific understanding.Innovation relies on contributions from basic research to bridge major gaps in our understanding of the phenomena that limit efficiency, performance, or lifetime of the materials or chemistries of these sustainable energy technologies. Thus, efforts aimed at understanding the scientific issues behind performance limitations can have a real and immediate impact on cost, reliability, and performance of technology, and ultimately a transformative impact on our economy.     Nuclear energy, in weapons production and electrical power generation, is a technology that has endured public scrutiny since the late 1940s. Societal acceptance of this industry has been affected by controversy in the following areas: health effects of exposure to radiation, possible consequences resulting from accidents, and nuclear nonproliferation. The literature review begins in Chapter 2 by examining the changing public perceptions of nuclear energy over the last forty years. Support for the ideals and practices of the industry has often wavered, due to media representation of incidents, accidents, and potential catastrophic events. The second part of the chapter highlights the crimes associated with nuclear energy in a chronological order of concern by nuclear industry security specialists. Research has found certain types of crime to be more prevalent during particular eras than others. Crimes instigated by spies, peace activists, terrorists, and the insider (employee) are reviewed, with an emphasis on insider crime.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams. Many GHG emission mitigation options have been developed for the industrial sector. They fall into three categories: operating procedures, sector-wide technologies and process-specific technologies. A sampling of these options is discussed in Sections 7.2-7.4.     Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the Prosperity Game conducted under the sponsorship of the Electronic Industries Association. Almost all of the players were from the electronics industry. The game explored policy changes that could enhance US competitiveness in the manufacturing of consumer electronics. Four teams simulated a presidentially appointed commission comprised of high-level representatives from government, industry, universities and national laboratories. A single team represented the foreign equivalent of this commission, formed to develop counter strategies for any changes in US policies. The deliberations and recommendations of these teams provide valuable insights as to the views of this industry concerning policy changes, foreign competition, and the development, delivery and commercialization of new technologies.

  3. Novel mutations in the connexin 32 gene associated with X-linked Charcot-Marie-Tooth disease

    Charcot-Marie-Tooth disease is a pathologically and genetically hetergenous group of disorders that cause a progressive neuropathy, defined pathologically by degeneration of the myelin (CMT 1) of the axon (CMT 2) of the peripheral nerves. An X-linked type of the demyelinating form of this disorder (CMT X) has recently been linked to mutations in the connexin 32 (Cx32) gene, which codes for a 284 amino acid gap junction protein found in myelinated peripheral nerve. To date some 7 different mutations in this gene have been identified as being responsible for CMT X. The majority of these predict nonconservative amino acid substitutions, while one is a frameshift mutation which predicts a premature stop at codon 21. We report the results of molecular studies on three further local CMT X kindreds. The Cx32 gene was amplified by PCR in three overlapping fragments 300-450 bp in length using leukocyte-derived DNA as template. These were either sequenced directly using a deaza dGTP sequencing protocol, or were cloned and sequenced using a TA vector. In two of the kindreds the affected members carried a point mutation which was predicted to effect a non-conservative amino acid change within the first transmembrane domain. Both of these mutations caused a restriction site alteration (the loss of an Nla III and the creation of a Pvu II, respectively), and the former mutation was observed to segregate with the clinicial phenotype in affected family members. Affected members of the third kindred, which was a very large multigenerational family that had been extensively studied previously, were shown to carry a point mutation predicted to cause a premature truncation of the Cx32 gene product in the intracellular carboxy terminus. This mutation obliterated an Rsa I site which allowed a rapid screen of several other family members.

    Insulin increases glucose transport in fat and muscle cells by stimulating the exocytosis of specialized vesicles containing the glucose transporter GLUT4. This process, which is referred to as GLUT4 translocation, increases the amount of GLUT4 at the cell surface. Previous studies have provided evidence that insulin signaling increases the amount of Rab10-GTP in the GLUT4 vesicles and that GLUT4 translocation requires the exocyst, a complex that functions in the tethering of vesicles to the plasma membrane, leading to exocytosis. In the present study we show that Rab10 in its GTP form binds to Exoc6 and Exoc6b, which are the two highly homologous isotypes of an exocyst subunit, that both isotypes are found in 3T3-L1 adipocytes, and that knockdown of Exoc6, Exoc6b, or both inhibits GLUT4 translocation in 3T3-L1 adipocytes. These results suggest that the association of Rab10-GTP with Exoc6/6b is a molecular link between insulin signaling and the exocytic machinery in GLUT4 translocation. - Highlights: • Insulin stimulates the fusion of vesicles containing GLUT4 with the plasma membrane. • This requires vesicular Rab10-GTP and the exocyst plasma membrane tethering complex. • We find that Rab10-GTP associates with the Exoc6 subunit of the exocyst. • We find that knockdown of Exoc6 inhibits fusion of GLUT4 vesicles with the membrane. • The interaction of Rab10-GTP with Exoc6 potentially links signaling to exocytosis.

    As a result of oil and gas production and processing operations, naturally occurring radioactive materials (NORM) sometimes accumulate at elevated concentrations in by-product waste streams. The primary radionuclides of concern in NORM wastes are radium-226 of the uranium-238 decay series, and radium-228, of the thorium-232 decay series. The production waste streams most likely to be contaminated by elevated radium concentrations include produced water, scale, and sludge. Scales and sludges removed from production equipment often are disposed of by landspreading, a method in which wastes are spread over the soil surface to allow the hydrocarbon component of the wastes to degrade. In this study, the disposal of NORM-contaminated wastes by landspreading was modeled to evaluate potential radiological doses and resultant health risks to workers and the general public. A variety of future land use scenarios--including residential, industrial, recreational, and agricultural scenarios--were considered. The waste streams considered included scales and sludges containing NORM above background levels. The objectives of this study were to (1) estimate potential radiological doses to workers and the general public resulting from the disposal of NORM wastes by noncommercial landspreading activities and (2) analyze the effect of different land use scenarios on potential doses.

    This paper describes basic principles underlying the methodology for obtaining quantitative estimates of benzene exposure in the petroleum marketing and distribution industry. Work histories for 91 cases of leukemia and 364 matched controls (4 per case) identified for a cohort of oil distribution workers up to the end of 1992 were obtained, primarily from personnel records. Information on the distribution sites, more than 90% of which were closed at the time of data collection, was obtained from site visits and archive material. Industrial hygiene measurements measured under known conditions were assembled for different tasks. These were adjusted for conditions where measured data were not available using variables known to influence exposure, such as temperature, technology, percentage of benzene in fuel handled, products handled, number of loads, and job activity. A quantitative estimate of dermal contact and peak exposure was also made. 20 refs., 1 fig., 3 tabs.

    A multilevel DC link inverter and method for improving torque response and current regulation in permanent magnet motors and switched reluctance motors having a low inductance includes a plurality of voltage controlled cells connected in series for applying a resulting dc voltage comprised of one or more incremental dc voltages. The cells are provided with switches for increasing the resulting applied dc voltage as speed and back EMF increase, while limiting the voltage that is applied to the commutation switches to perform PWM or dc voltage stepping functions, so as to limit current ripple in the stator windings below an acceptable level, typically 5%. Several embodiments are disclosed including inverters using IGBT's, inverters using thyristors. All of the inverters are operable in both motoring and regenerating modes.

    Although it is widely recognized that reducing freshwater consumption is of critical importance, generating interest in industrial water reduction programs can be hindered for a variety of reasons. These include the low cost of water, greater focus on water use in other sectors such as the agriculture and residential sectors, high levels of unbilled and/or unregulated self-supplied water use in industry, and lack of water metering and tracking capabilities at industrial facilities. However, there are many additional components to the resource savings associated with reducing site water use beyond the water savings alone, such as reductions in energy consumption, greenhouse gas emissions, treatment chemicals, and impact on the local watershed. Understanding and quantifying these additional resource savings can expand the community of businesses, NGOs, government agencies, and researchers with a vested interest in water reduction. This paper will develop a methodology for evaluating the embedded energy consumption associated with water use at an industrial facility. The methodology developed will use available data and references to evaluate the energy consumption associated with water supply and wastewater treatment outside of a facility’s fence line for various water sources. It will also include a framework for evaluating the energy consumption associated with water use within a facility’s fence line. The methodology will develop a more complete picture of the total resource savings associated with water reduction efforts and allow industrial water reduction programs to assess the energy and CO2 savings associated with their efforts.

The UIA 1994 is prepared for use by the Congress, Federal and State agencies, the uranium and nuclear electric utility industries, and the public. It contains data for the 10-year period 1985 through 1994 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data collected on the ``Uranium Industry Annual Survey`` (UIAS) provide a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Where aggregate data are presented in the UIA 1994, care has been taken to protect the confidentiality of company-specific information while still conveying accurate and complete statistical data. A feature article, ``Comparison of Uranium Mill Tailings Reclamation in the United States and Canada,`` is included in the UIA 1994. Data on uranium raw materials activities including exploration activities and expenditures, EIA-estimated resources and reserves, mine production of uranium, production of uranium concentrate, and industry employment are presented in Chapter 1. Data on uranium marketing activities, including purchases of uranium and enrichment services, and uranium inventories, enrichment feed deliveries (actual and projected), and unfilled market requirements are shown in Chapter 2.

    The objective of this report is to develop a vision of the future steelmaking industry including its general characteristics and technologies. In addition, the technical obstacles and research and development opportunities for commercialization of these technologies are identified. The report is being prepared by the Sloan Steel Industry Competitiveness Study with extensive input from the industry. Industry input has been through AISI (American Iron and Steel Institute), SMA (Steel Manufacturers Association) and contacts with individual company executives and technical leaders. The report identifies the major industry drivers which will influence technological developments in the industry for the next 5--25 years. Initially, the role of past drivers in shaping the current industry was examined to help understand the future developments. Whereas this report concentrates on future technologies other major factors such as national and international competition, human resource management and capital concerns are examined to determine their influence on the future industry. The future industry vision does not specify specific technologies but rather their general characteristics. Finally, the technical obstacles and the corresponding research and development required for commercialization are detailed.

    More than five years after Congress mandated controls for industrial and municipal stormwater discharges, many in the regulated community remain unclear about how the rules apply to them. The regulations' progress since the 1987 CWA amendments opened the door for their development often has been shaky and marked by setbacks. According to a federal appeals court decision issued last summer, that struggle is likely to continue. Although the original stormwater rules issued by EPA in November 1990 appeared to focus on heavy manufacturing facilities, as well as municipalities, the appellate court cleared a path that could draw light industrial plants and small construction sites within the regulations' domain. The rules in dispute bring under their umbrella any stormwater discharges associated with industrial activity to surface waters or municipal storm sewer systems. However, the regulations distinguish between facilities engaged in heavy industry and light, or enclosed industrial facilities, based on the probability that stormwater discharges will be contaminated and require regulation.

It utilizes data from the mandatory ''Uranium Industry Annual Survey,'' Form EIA-858; historical data collected by the Energy Information Administration (EIA) and by the Grand Junction (Colorado) Project Office of the Idaho Operations Office of the US Department of Energy (DOE); and other data from federal agencies that preceded the DOE. The data provide a comprehensive statistical characterization of the industry's annual activities and include some information about industry plans and commitments over the next several years.     Throughout its history the methanol industry has been backward in research and development and in industry cooperation on public image and regulatory matters. It has been extremely reticent as to the virtue of its product for new uses, especially for motor fuel. While this is perhaps understandable looking back, it is inexcusable looking forward. The industry needs to cooperate on a worldwide basis in research and market development, on the one hand, and in image-building and political influence, on the other, staying, of course, within the US and European and other regional antitrust regulations. Unless the industry develops the motor fuel market, and especially the exciting new approach through fuel cell operated EVs, to siphon off incremental capacity and keep plants running at 90% or more of capacity, it will continue to live in a price roller-coaster climate. A few low-cost producers will do reasonably well and the rest will just get along or drop out here and there along the way, as in the past. Having come so far from such a humble beginning, it is a shame not to realize the full potential that is clearly there: a potential to nearly double sales dollars without new plants and to produce from a plentiful resource, at least for the next half-century, all the methanol that can be imagined to be needed. Beyond that the industry can turn to renewable energy--the sun--via biomass growth, to make their product. In so doing, it can perhaps apply methanol as a plant growth stimulant, in effect making the product fully self-sustainable. The world needs to know what methanol can do to provide--economically and reliably--the things upon which a better life rests.

    Armco is a large customer on the West Penn Power, Ohio Power, and Ohio Edison systems. Two of the three utilities are considered low cost providers, one as a high cost provider. Even though all three utilities provide the same product in the same region of the country, the established regulatory system for setting rates has resulted in a price disparity between these suppliers that is economically unjustified. Deregulation and retail wheeling would correct this efficiency problem to the benefit of the ratepayers. Armco, along with many other energy intensive industrials, has a long history of involvement in traditional utility matters. Typically, this role has had two phases: First, at the local level, a partnership with the utility on the efficient transmission and distribution of energy into our facilities and involvement with the utility on the customer side of the meter with projects that affect power consumption and quality in the plant. The second phase is in the regulatory world. Typically, Armco is one of many adversaries jockeying for adoption of a particular revenue requirement and method of cost allocation in PUC hearings. At the state level, Armco has successfully appealed several PUC decisions that could adversely affect business. Armco management continues to support industrial positions at the federal level through trade associations such as ELCON. Armco`s role in the changing electric power industry is discussed.

  1. Emulsified industrial oils recycling

    The industrial lubricant market has been analyzed with emphasis on current and/or developing recycling and re-refining technologies. This task has been performed for the United States and other industrialized countries, specifically France, West Germany, Italy and Japan. Attention has been focused at emulsion-type fluids regardless of the industrial application involved. It was found that emulsion-type fluids in the United States represent a much higher percentage of the total fluids used than in other industrialized countries. While recycling is an active matter explored by the industry, re-refining is rather a result of other issues than the mere fact that oil can be regenerated from a used industrial emulsion. To extend the longevity of an emulsion is a logical step to keep expenses down by using the emulsion as long as possible. There is, however, another important factor influencing this issue: regulations governing the disposal of such fluids. The ecological question, the respect for nature and the natural balances, is often seen now as everybody's task. Regulations forbid dumping used emulsions in the environment without prior treatment of the water phase and separation of the oil phase. This is a costly procedure, so recycling is attractive since it postpones the problem. It is questionable whether re-refining of these emulsions - as a business - could stand on its own if these emulsions did not have to be taken apart for disposal purposes. Once the emulsion is separated into a water and an oil phase, however, re-refining of the oil does become economical.

    Los Alamos Technical Associates, Inc (LATA) conducted an evaluation of the potential impact and value of a portion of the current portfolio of r&d projects supported by the Office of Industrial Technology and the Forest Products Industry of the Future. The mission of the evaluation was to (a) assess the potential impact of the projects to meet the critical goals of the industry as identified in the vision and roadmapping documents. (b) Evaluate the relationship between the current portfolio of projects and the Agenda 202 Implementation Plan. In addition, evaluate the relationship between the portfolio and the newly revised draft technology strategy being created by the industry. (c) Identify areas where current efforts are making significant progress towards meeting industry goals and identify areas where additional work my be required to meet these goals. (d) Make recommendations to the DOE and the Forest Products Industry on possible improvements in the portfolio and in the current methodology that DOE uses to assess potential impacts on its R&D activities.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

The adjustable link is a low-cost, passive device that provides backlash-free adjustment along its single constraint direction and flexural freedom in all other directions. The adjustable link comprises two spheres, two sockets in which the spheres are adjustable retain, and a connection link threadly connected at each end to the spheres, to provide a single direction of restraint and to adjust the length or distance between the sockets. Six such adjustable links provide for six degrees of freedom for mounting an instrument on a support. The adjustable link has applications in any machine or instrument requiring precision adjustment in six degrees of freedom, isolation from deformations of the supporting platform, and/or additional structural damping. The damping is accomplished by using a hollow connection link that contains an inner rod and a viscoelastic separation layer between the two. 3 figs.

Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts.     This study examines the oil industry in Iran from the early discovery of oil nearly two hundred years ago in Mazandaran (north part) to the development of a giant modern industry in the twentieth century. Chapter I presents a brief historical setting to introduce the reader to the importance of oil in Iran. It focuses on the economic implications of the early oil concessions in the period 1901 to 1951. Chapter II discusses the nationalization of the Iranian oil industry and creation of NIOC in 1951 and the international political and economic implication of these activities. Chapter III explains the activities of NIOC in Iran. Exploration and drilling, production, exports, refineries, natural gas, petrochemicals and internal distributions are studied. Chapter IV discusses the role of the development planning of Iran. A brief presentation of the First Development Plan through the Fifth Development Plan is given. Sources and uses of funds by plan organization during these Five Plans is studied. The Iran and Iraq War is also studied briefly, but the uncertainty of its resolution prevents any close analysis of its impact on the Iranian oil industry. One conclusion, however, is certain; oil has been a vital resource in Iran's past and it will remain the lifetime of its economic development in the future.

    This paper describes the cement and concrete industry, and provides data on energy use and carbon dioxide emissions. The potential impact of an energy tax on the industry is briefly assessed. Opportunities identified for reducing carbon dioxide emissions include improved energy efficiency, alternative fuels, and alternative materials. The key factor in determining CO{sub 2} emissions is the level of domestic production. The projected improvement in energy efficiency and the relatively slow growth in domestic shipments indicate that CO{sub 2} emissions in 2000 should be about 5% above the 1990 target. However, due to the cyclical nature of cement demand, emissions will probably be above target levels during peak demand and below target levels during demand troughs. 7 figs., 2 tabs.
