  8. Opportunities for Energy Efficiency Improvements in the U.S. Electricity Transmission and Distribution System

    From 2000-2012, about 6% of U.S. electricity generation did not reach any customer, instead being lost in the transmission and distribution system. This report describes sources of energy loss in the transmission and distribution of electricity, and reviews research on both the magnitude and potential for reducing these losses. Strategies to improve energy efficiency on the grid include upgrades in physical infrastructure as well as information technologies and operational strategies that can help grid operators make the system run more efficiently. The report also describes engineering, economic, and policy barriers to implementing these loss reduction strategies. For transmission, emerging technologies such as superconductors and power flow control technologies can reduce transmission loss 50% or more, but these technologies may not be cost-effective in all areas. On the distribution system, theoretical studies of reducing overloading lines through reconfiguration have identified loss reductions of up to 40%; however, studies of real systems have observed loss reductions of only 5-20%.

    Since 2000, more than 172 quads of electricity have been transmitted on the US transmission and distribution (T&D) grid. Given this significant amount of energy flow, establishing and maintaining an efficient T&D grid is paramount. As shown in the figure below, the total percentage of overall losses in the US electric grid is approximately 6% (5.12% in 2012) (30% lower than the world average since 2000). While these efficiency losses appear to be relatively small from a percentage perspective, the total estimated electricity loss during this time is 10.8 quads.

    This report is a primer for solar developers who wish to engage directly in expediting the regulatory process and removing market barriers related to policy and planning. Market barriers unrelated to technology often limit the expansion of utility-scale solar power, even in areas with exceptional resource potential. Many of these non-technical barriers have to do with policy, regulation, and planning, and hardly ever do they resolve themselves in a timely fashion. In most cases, pre-emptive intervention by interested stakeholders is the easiest way to remove/address such barriers, but it requires knowing how to navigate the institutional waters of the relevant agencies and boards. This report is a primer for solar developers who wish to engage directly in expediting the regulatory process and removing market barriers related to policy and planning. It focuses on the Western Interconnection (WI), primarily because the quality of solar resources in the Southwest makes utility-scale concentrating solar power (CSP) and photovoltaics (PV) economically feasible, and because the relevant institutions have evolved in a way that has opened up opportunities for removing non-technical market barriers. Developers will find in this report a high-level field manual to identify the venues for mitigating and possibly eliminating systemic market obstacles and ensuring that the economic playing field is reasonably level. Project-specific issues such as siting for transmission and generation resources are beyond the scope of this report. Instead, the aim is to examine issues that pervasively affect all utility-scale PV and CSP in the region regardless of where the project may be. While the focus is on the WI, many of the institutions described here also have their counterparts in the Eastern and the Texas interconnections. Specifically, this report suggests a number of critical engagement points relating to generation and transmission planning.

    This report summarizes a 2011 workshop that addressed the potential role of rapid, time-resolved electron microscopy measurements in accelerating the solution of important scientific and technical problems. A series of U.S. Department of Energy (DOE) and National Academy of Science workshops have highlighted the critical role advanced research tools play in addressing scientific challenges relevant to biology, sustainable energy, and technologies that will fuel economic development without degrading our environment. Among the specific capability needs for advancing science and technology are tools that extract more detailed information in realistic environments (in situ or operando) at extreme conditions (pressure and temperature) and as a function of time (dynamic and time-dependent). One of the DOE workshops, Future Science Needs and Opportunities for Electron Scattering: Next Generation Instrumentation and Beyond, specifically addressed the importance of electron-based characterization methods for a wide range of energy-relevant Grand Scientific Challenges. Boosted by the electron optical advancement in the last decade, a diversity of in situ capabilities already is available in many laboratories. The obvious remaining major capability gap in electron microscopy is in the ability to make these direct in situ observations over a broad spectrum of fast (µs) to ultrafast (picosecond [ps] and faster) temporal regimes. In an effort to address current capability gaps, EMSL, the Environmental Molecular Sciences Laboratory, organized an Ultrafast Electron Microscopy Workshop, held June 14-15, 2011, with the primary goal to identify the scientific needs that could be met by creating a facility capable of a strongly improved time resolution with integrated in situ capabilities. The workshop brought together more than 40 leading scientists involved in applying and/or advancing electron microscopy to address important scientific problems of relevance to DOE’s research

    The paper consists of viewgraphs from a conference presentation. A comparison is made of opportunity fuels, defined as fuels that can be converted to other forms of energy at lower cost than standard fossil fuels. Types of fuels for which some limited technical data is provided include petroleum coke, garbage, wood waste, and tires. Power plant economics and pollution concerns are listed for each fuel, and compared to coal and natural gas power plant costs. A detailed cost breakdown for different plant types is provided for use in base fuel pricing.

    The newly restructured natural gas industry is providing greater opportunities for independent energy producers searching to match fuel supply contracts with project needs. Order No. 636's unbundling of the services offered by pipelines completed the deregulation of the gas industry started by the Natural Gas Policy Act of 1978, which began a phased deregulation of wellhead natural gas prices. Traditionally, the pipelines aggregated gas from numerous producers, transported it, stored it if necessary and sold it to a local distribution company or major customer, such as an electric generator. Order No. 636 separates pipeline transportation, sales and storage services and provides open access to pipelines. Customers are now subject to balancing requirements, scheduling penalties and operational flow orders, but there are new flexibilities in purchase and receipt of gas. The capacity release provisions allow those with excess transportation capacity entitlements to market that capacity. The order also favors the straight fixed-variable rate design which increases demand charges by including all fixed charges, including a pipeline's return and taxes, in the demand component of the rate. Under the previous modified fixed-variable methodology, a pipeline's fixed-cost recovery and earnings depended at least in part on maintaining throughput. Critics say the change will reduce the pipelines' incentive to operate efficiently and to market gas aggressively to power generators.

    A power transmission having three planetary assemblies, each having its own carrier and its own planet, sun, and ring gears. A speed-varying module is connected in driving relation to the input shaft and in driving relationship to the three sun gears, all of which are connected together. The speed-varying means may comprise a pair of hydraulic units hydraulically interconnected so that one serves as a pump while the other serves as a motor and vice versa, one of the units having a variable stroke and being connected in driving relation to the input shaft, the other unit, which may have a fixed stroke, being connected in driving relation to the sun gears. The input shaft also drives the carrier of the third planetary assembly. A brake grounds the first carrier in the first range and in reverse and causes drive to be delivered to the output through the first ring gear in a hydrostatic mode. The carrier of the third planetary assembly drives the ring gear of the second planetary assembly, and a first clutching means connects the second carrier with the output in a second range, the brake for grounding the first carrier then being released. A second clutching means enables the third ring gear to drive the output shaft in a third range.

    The objective of Energy Transmission and Infrastructure Northern Ohio (OH) was to lay the conceptual and analytical foundation for an energy economy in northern Ohio that will: • improve the efficiency with which energy is used in the residential, commercial, industrial, agricultural, and transportation sectors for Oberlin, Ohio as a district-wide model for Congressional District OH-09; • identify the potential to deploy wind and solar technologies and the most effective configuration for the regional energy system (i.e., the ratio of distributed or centralized power generation); • analyze the potential within the district to utilize farm wastes to produce biofuels; • enhance long-term energy security by identifying ways to deploy local resources and building Ohio-based enterprises; • identify the policy, regulatory, and financial barriers impeding development of a new energy system; and • improve energy infrastructure within Congressional District OH-09. This objective of laying the foundation for a renewable energy system in Ohio was achieved through four primary areas of activity: 1. district-wide energy infrastructure assessments and alternative-energy transmission studies; 2. energy infrastructure improvement projects undertaken by American Municipal Power (AMP) affiliates in the northern Ohio communities of Elmore, Oak Harbor, and Wellington; 3. Oberlin, OH-area energy assessment initiatives; and 4. a district-wide conference held in September 2011 to disseminate year-one findings. The grant supported 17 research studies by leading energy, policy, and financial specialists, including studies on: current energy use in the district and the Oberlin area; regional potential for energy generation from renewable sources such as solar power, wind, and farm-waste; energy and transportation strategies for transitioning the City of Oberlin entirely to renewable resources and considering pedestrians, bicyclists, and public transportation as well as drivers

    A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

As the electric industry works to become a more efficient market, transmission stands as a key link between the competitive generation and the regulated distribution sectors. In this role as a key link, transmission is a major focus of government efforts to improve reliability and reduce congestion costs. The scope of the report is to analyze the dominant reliability, investment, siting, and competition/open access trends that are occurring in the domestic electric transmission industry.     A transmission system in a downhole component comprises a data transmission element in both ends of the downhole component. Each data transmission element houses an electrically conducting coil in a MCEI circular trough. An electrical conductor connects both the transmission elements. The electrical conductor comprises at least three electrically conductive elements insulated from each other. In the preferred embodiment the electrical conductor comprises an electrically conducting outer shield, an electrically conducting inner shield and an electrical conducting core. In some embodiments of the present invention, the electrical conductor comprises an electrically insulating jacket. In other embodiments, the electrical conductor comprises a pair of twisted wires. In some embodiments, the electrical conductor comprises semi-conductive material.

    A transmission system in a downhole component comprises a data transmission element in both ends of the downhole component. In the preferred embodiment, the transmission elements are connected by an electrical conductor. Preferably, the electrical conductor is a coaxial cable. Preferably, the MCEI trough comprises ferrite. In the preferred embodiment, the fractional loops are connected by a connecting cable. In one aspect of the present invention, the connecting cable is a pair of twisted wires. In one embodiment the connecting cable is a shielded pair of twisted wires. In another aspect of the present invention, the connecting cable is a coaxial cable. The connecting cable may be disposed outside of the MCEI circular trough.

    The National Energy Policy Plan directed the U.S. Department of Energy (DOE) to conduct a study to examine the benefits of establishing a national electricity transmission grid and to identify transmission bottlenecks and measures to address them. DOE began by conducting an independent analysis of U.S. electricity markets and identifying transmission system bottlenecks using DOE’s Policy Office Electricity Modeling System (POEMS). DOE’s analysis, presented in Section 2, confirms the central role of the nation’s transmission system in lowering costs to consumers through increased trade. More importantly, DOE’s analysis also confirms the results of previous studies, which show that transmission bottlenecks and related transmission system market practices are adding hundreds of millions of dollars to consumers’ electricity bills each year. A more detailed technical overview of the use of POEMS is provided in Appendix A. DOE led an extensive, open, public input process and heard a wide range of comments and recommendations that have all been considered.1 More than 150 participants registered for three public workshops held in Detroit, MI (September 24, 2001); Atlanta, GA (September 26, 2001); and Phoenix, AZ (September 28, 2001).

    Kyrgyzstan is a country of 4.3 million persons in Central Asia with Kazakhstan bordering to the north, China to the southeast, Uzbekistan to the west, and Tajikistan to the southwest. Among Kyrgyzstan's major ethnic groups, Kyrgyz account of 52% of the population, Russians 22%, and Uzbeks 13%. Since independence Sept. 7, 1991, from the Soviet Union, Kyrgyzstan has found itself in a very difficult position. The situation in the energy sector is particularly strained. Oil and gas production are minimal, there are no refineries in the country, and all petroleum products are brought in from Russia, Kazakhstan, and Uzbekistan. Natural gas in supplied from Turkmenistan. Although there are domestic reserves of coal, imports from Russia and Kazakhstan account for 55% of supply. However, there is significant hydropower potential in Kyrgyzstan. Energy officials have clearly identified development of this resource as the path to energy independence and economic progress. An overview of Kyrgyzstan's energy sector is given in this article for crude oil, natural gas, coal resources, electrical power, and investment opportunities.

    Graphene is a new material of a single or multiple layer carbon structure with impressive properties. A brief introduction is initially presented. Graphene does not have a bandwidth and is a semimetal with charge carriers of zero mass. A bandgap can be formed by confining the graphene width in nanoribbon or nanoconstricition structures. For example, the induced bandgap by a 20?nm wide nanoribbon is about 50 meV. The charge carrier mass then increases, but is still very small. This material can especially be employed for various Terahertz applications. Here several examples are to be described, namely a) a THz transistor, b) the opportunities of ballistic electron resonances for THz signal generation, c) the simultaneous optical transmission and electrical conduction up to THz frequencies and d) Cascaded THz emitters. The optical advantages of multilayer graphene can be compared to ITO (Indium Tin Oxide)

    GTMax was developed to study complex marketing and system operational issues facing electric utility power systems. The model maximizes the value of the electric system taking into account not only a single system''s limited energy and transmission resources but also firm contracts, independent power producer (IPP) agreements, and bulk power transaction opportunities on the spot market. GTMax maximizes net revenues of power systems by finding a solution that increases income while keeping expenses at amore » minimum. It does this while ensuring that market transactions and system operations are within the physical and institutional limitations of the power system. When multiple systems are simulated, GTMax identifies utilities that can successfully compete on the market by tracking hourly energy transactions, costs, and revenues. Some limitations that are modeled are power plant seasonal capabilities and terms specified in firm and IPP contracts.   18. Transmission line capital costs

    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    EIA plays an important role in enhancing the environmental performance of the construction sector. In recent years, the construction sector has been developing green procurement practices. Green procurement is a process that involves the incorporation of environmental requirements during the procurement of services and products. However, discussion on green procurement is rarely seen during the EIA phase. This paper addresses possible opportunities for improving the coordination between EIA and green procurement within the construction sector. The linking of EIA and green procurement has been postulated in the paper as an aid to strengthen the coordination between project planning and implementation. The paper is based on a literature review and is an outcome of an on-going research project concerning EIA and green procurement. This study indicated that it would be appropriate to introduce green procurement during the pre-decision phase of an EIA. In the present study, the opportunities for integrating green procurement at the stage of EIA are associated with the integration of project planning and EIA. Future research should investigate the mechanism through which the link can be established. - Highlights: Black-Right-Pointing-Pointer This paper identifies opportunities to link EIA and green procurement. Black-Right-Pointing-Pointer Pre-decision phase of EIA could be appropriate for planning green procurement.     A transmission line assembly for transmitting information along a downhole tool comprising a pin end, a box end, and a central bore traveling between the pin end and the box end, is disclosed in one embodiment of the invention as including a protective conduit. A transmission line is routed through the protective conduit. The protective conduit is routed through the central bore and the ends of the protective conduit are routed through channels formed in the pin end and box end of the downhole tool. The protective conduit is elastically forced into a spiral or other non-linear path along the interior surface of the central bore by compressing the protective conduit to a length within the downhole tool shorter than the protective conduit.

    Will demand resources such as energy efficiency (EE), demand response (DR), and distributed generation (DG) have an impact on electricity transmission requirements? Five drivers for transmission expansion are discussed: interconnection, reliability, economics, replacement, and policy. With that background, we review the results of a set of transmission studies that were conducted between 2010 and 2013 by electricity regulators, industry representatives, and other stakeholders in the three physical interconnections within the United States. These broad-based studies were funded by the US Department of Energy and included scenarios of reduced load growth due to EE, DR, and DG. While the studies were independent and used different modeling tools and interconnect-specific assumptions, all provided valuable results and insights. However, some caveats exist. Demand resources were evaluated in conjunction with other factors, and limitations on transmission additions between scenarios made understanding the role of demand resources difficult. One study, the western study, included analyses over both 10- and 20-year planning horizons; the 10-year analysis did not show near-term reductions in transmission, but the 20-year indicated fewer transmission additions, yielding a 36percent capital cost reduction. In the eastern study the reductions in demand largely led to reductions in local generation capacity and an increased opportunity for low-cost and renewable generation to export to other regions. The Texas study evaluated generation changes due to demand, and is in the process of examining demand resource impacts on transmission.

    In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota.     A powertrain system for a hybrid vehicle. The hybrid vehicle includes a heat engine, such as a diesel engine, and an electric machine, which operates as both an electric motor and an alternator, to power the vehicle. The hybrid vehicle also includes a manual-style transmission configured to operate as an automatic transmission from the perspective of the driver. The engine and the electric machine drive an input shaft which in turn drives an output shaft of the transmission. In addition to driving the transmission, the electric machine regulates the speed of the input shaft in order to synchronize the input shaft during either an upshift or downshift of the transmission by either decreasing or increasing the speed of the input shaft. When decreasing the speed of the input shaft, the electric motor functions as an alternator to produce electrical energy which may be stored by a storage device. Operation of the transmission is controlled by a transmission controller which receives input signals and generates output signals to control shift and clutch motors to effect smooth launch, upshift shifts, and downshifts of the transmission, so that the transmission functions substantially as an automatic transmission from the perspective of the driver, while internally substantially functioning as a manual transmission.

    Dynamic transmission electron microscopy (DTEM) combines the benefits of high spatial resolution electron microscopy with the high temporal resolution of ultrafast lasers. The incorporation of these two components into a single instrument provides a perfect platform for in situ observations of material processes. However, previous DTEM applications have focused on observing structural changes occurring in samples exposed to high vacuum. Therefore, in order to expand the pump-probe experimental regime to more natural environmental conditions, in situ gas and liquid chambers must be coupled with Dynamic TEM. This chapter describes the current and future applications of in situ liquid DTEM to permit time-resolved atomic scale observations in an aqueous environment, Although this chapter focuses mostly on in situ liquid imaging, the same research potential exists for in situ gas experiments and the successful integration of these techniques promises new insights for understanding nanoparticle, catalyst and biological protein dynamics with unprecedented spatiotemporal resolution.

    Radiation tolerant, high speed optoelectronic data transmission links are fundamental building blocks in today's large scale High Energy Physics (HEP) detectors, as exemplified by the four experiments currently under commissioning at the Large Hadron Collider (LHC), see for example. New experiments or upgrades will impose even more stringent demands on these systems from the point of view of performance and radiation tolerance. This can already be seen from the developments underway for the Super Large Hadron Collider (SLHC) project, a proposed upgrade to the LHC aiming at increasing the luminosity of the machine by factor of 10 to 10{sup 35} cm{sup -2}s{sup -1}, and thus providing a better chance to see rare processes and improving statistically marginal measurements. In the past, specific data transmission links have been independently developed by each LHC experiment for data acquisition (DAQ), detector control as well as trigger and timing distribution (TTC). This was justified by the different types of applications being targeted as well as by technological limitations preventing one single solution from fitting all requirements. However with today's maturity of optoelectronic and CMOS technologies it is possible to envisage the development of a general purpose optical link which can cover most transmission applications: a Versatile Link. Such an approach has the clear advantage of concentrating the development effort on one single project targeting an optical link whose final functionality will only result from the topology and configuration settings adopted.

    The original study of transmission for a Hanford Nuclear Energy Center (HNEC), which was completed in September 1975, was updated in June 1978. The present 1983 revision takes cognizance of recent changes in the electric power situation of the PNW with respect to: (1) forecasts of load growth, (2) the feasibility of early use of 1100 kV transmission, and (3) the narrowing opportunities for siting nuclear plants in the region. The purpose of this update is to explore and describe additions to the existing transmission system that would be necessary to accommodate three levels of generation at HNEC. Comparisons with a PNW system having new thermal generating capacity distributed throughout the marketing region are not made as was done in earlier versions.

    The small passenger car transmission test was initiated to supply electric vehicle manufacturers with technical information regarding the performance of commercially available transmissions. This information would enable EV manufacturers to design a more energy efficient vehicle. With this information the manufacturers would be able to estimate vehicle driving range as well as speed and torque requirements for specific roadload performance characteristics. This report covers the 1978 Chevrolet Luv Truck manual transmission. This transmission was tested per a passenger car automatic transmission test code (SAE J65lb) which required drive performance, coast performance, and no load test conditions. The portion of the test code which involved the throttle valve modulation and line pressure were deleted since they did not apply to the manual transmission. Under these test conditions the transmission attained maximum efficiencies in the upper 90% range at rated load for both drive performance tests and coast performance tests. The major results of this test are the torque speed and efficiency curves which are located in the data section of this report. These graphs map the complete performance characteristics for the Chevrolet Luv Truck Manual transmission. This information will facilitate the vehicle manufacturer in the design of a more energy efficient vehicle.

    Isotopes are vital to the science and technology base of the US economy. Isotopes, both stable and radioactive, are essential tools in the growing science, technology, engineering, and health enterprises of the 21st century. The scientific discoveries and associated advances made as a result of the availability of isotopes today span widely from medicine to biology, physics, chemistry, and a broad range of applications in environmental and material sciences. Isotope issues have become crucial aspects of homeland security. Isotopes are utilized in new resource development, in energy from bio-fuels, petrochemical and nuclear fuels, in drug discovery, health care therapies and diagnostics, in nutrition, in agriculture, and in many other areas. The development and production of isotope products unavailable or difficult to get commercially have been most recently the responsibility of the Department of Energy's Nuclear Energy program. The President's FY09 Budget request proposed the transfer of the Isotope Production program to the Department of Energy's Office of Science in Nuclear Physics and to rename it the National Isotope Production and Application program (NIPA). The transfer has now taken place with the signing of the 2009 appropriations bill. In preparation for this, the Nuclear Science Advisory Committee (NSAC) was requested to establish a standing subcommittee, the NSAC Isotope Subcommittee (NSACI), to advise the DOE Office of Nuclear Physics. The request came in the form of two charges: one, on setting research priorities in the short term for the most compelling opportunities from the vast array of disciplines that develop and use isotopes and two, on making a long term strategic plan for the NIPA program. This is the final report to address charge 1. NSACI membership is comprised of experts from the diverse research communities, industry, production, and homeland security.     The purpose of this document is to identify materials acceptable for use in the US ITER Project Office (USIPO)-supplied components for the ITER Electron cyclotron Heating and Current Drive (ECH&CD) transmission lines (TL), PBS-52. The source of material property information for design analysis shall be either the applicable structural code or the ITER Material Properties Handbook. In the case of conflict, the ITER Material Properties Handbook shall take precedence. Materials selection, and use, shall follow the guidelines established in the Materials Assessment Report (MAR). Materials exposed to vacuum shall conform to the ITER Vacuum Handbook. [Ref. 2] Commercial materials shall conform to the applicable standard (e.g., ASTM, JIS, DIN) for the definition of their grade, physical, chemical and electrical properties and related testing. All materials for which a suitable certification from the supplier is not available shall be tested to determine the relevant properties, as part of the procurement. A complete traceability of all the materials including welding materials shall be provided. Halogenated materials (example: insulating materials) shall be forbidden in areas served by the detritiation systems. Exceptions must be approved by the Tritium System and Safety Section Responsible Officers.

    The purpose of this study was to develop an assessment of the national utility system`s needs for electric transmission during the period 1995-2020 that could be met by future reduced-cost HVDC systems. The assessment was to include an economic evaluation of HVDC as a means for meeting those needs as well as a comparison with competing technologies such as ac transmission with and without Flexible AC Transmission System (FACTS) controllers. The role of force commutated dc converters was to be assumed where appropriate. The assessment begins by identifying the general needs for transmission in the U.S. in the context of a future deregulated power industry. The possible roles for direct current transmission are then postulated in terms of representative scenarios. A few of the scenarios are illustrated with the help of actual U.S. system examples. non-traditional applications as well as traditional applications such as long lines and asynchronous interconnections are discussed. The classical ``break-even distance`` concept for comparing HVDC and ac lines is used to assess the selected scenarios. The impact of reduced-cost converters is reflected in terms of the break-even distance. This report presents a comprehensive review of the functional benefits of HVDC transmission and updated cost data for both ac and dc system components. It also provides some provocative thoughts on how direct current transmission might be applied to better utilize and expand our nation`s increasingly stressed transmission assets.

    The Keystone Center convened and facilitated a year-long Dialogue on "Regional Transmission Projects: Finding Solutions" to develop recommendations that will help address the difficult and contentious issues related to expansions of regional electric transmission systems that are needed for reliable and economic transmission of power within and across regions. This effort brought together a cross-section of affected stakeholders and thought leaders to address the problem with the collective wisdom of their experience and interests. Transmission owners sat at the table with consumer advocates and environmental organizations. Representatives from regional transmission organizations exchanged ideas with state and federal regulators. Generation developers explored common interests with public power suppliers. Together, the Dialogue participants developed consensus solutions about how to begin unraveling some of the more intractable issues surrounding identification of need, allocation of costs, and reaching consensus on siting issues that can frustrate the development of regional transmission infrastructure. The recommendations fall into three broad categories: 1. Recommendations on appropriate institutional arrangements and processes for achieving regional consensus on the need for new or expanded transmission infrastructure 2. Recommendations on the process for siting of transmission lines 3. Recommendations on the tools needed to support regional planning, cost allocation, and siting efforts.     This report is an outcome of the workshop Multiphysics Simulations: Challenges and Opportunities, sponsored by the Institute of Computing in Science (ICiS). Additional information about the workshop, including relevant reading and presentations on multiphysics issues in applications, algorithms, and software, is available via https://sites.google.com/site/icismultiphysics2011/. We consider multiphysics applications from algorithmic and architectural perspectives, where 'algorithmic' includes both mathematical analysis and computational complexity and 'architectural' includes both software and hardware environments. Many diverse multiphysics applications can be reduced, en route to their computational simulation, to a common algebraic coupling paradigm. Mathematical analysis of multiphysics coupling in this form is not always practical for realistic applications, but model problems representative of applications discussed herein can provide insight. A variety of software frameworks for multiphysics applications have been constructed and refined within disciplinary communities and executed on leading-edge computer systems. We examine several of these, expose some commonalities among them, and attempt to extrapolate best practices to future systems. From our study, we summarize challenges and forecast opportunities. We also initiate a modest suite of test problems encompassing features present in many applications.

In one embodiment of the invention it is a system for retaining an electrical transmission line within down hole components. In accordance with one aspect of the invention, the system includes a plurality of downhole components, such as sections of pipe in a drill string. The system also includes a coaxial cable running between the first and second end of a drill pipe, the coaxial cable having a conductive tube and a conductive core within it. The invention allows the electrical transmission line to with stand the tension and compression of drill pipe during routine drilling cycles.

    Section 216(a) of the Federal Power Act, as amended by the Energy Policy Act of 2005, directs the U.S. Department of Energy (DOE) to conduct a study every three years on electric transmission congestion and constraints within the Eastern and Western Interconnections. The American Reinvestment and Recovery Act of 2009 (Recovery Act) further directed the Secretary to include in the 2009 Congestion Study an analysis of significant potential sources of renewable energy that are constrained by lack of adequate transmission capacity. Based on this study, and comments concerning it from states and other stakeholders, the Secretary of Energy may designate any geographic area experiencing electric transmission capacity constraints or congestion as a national interest electric transmission corridor (National Corridor).

    Over the past two decades, meson photo- and electro-production data of unprecedented quality and quantity have been measured at electromagnetic facilities worldwide. By contrast, the meson-beam data for the same hadronic final states are mostly outdated and largely of poor quality, or even nonexistent, and thus provide inadequate input to help interpret, analyze, and exploit the full potential of the new electromagnetic data. To reap the full benefit of the high-precision electromagnetic data, new high-statistics data from measurements with meson beams, with good angle and energy coverage for a wide range of reactions, are critically needed to advance our knowledge in baryon and meson spectroscopy and other related areas of hadron physics. To address this situation, a state of-the-art meson-beam facility needs to be constructed. Furthermore, the present paper summarizes unresolved issues in hadron physics and outlines the vast opportunities and advances that only become possible with such a facility.

    This report assesses the market potential and identifies a number of potential paths for developing the small nuclear reactor business. There are several potential opportunities identified and evaluated. Selecting a specific approach for the business development requires additional information related to a specific market and sources of capital to support the investment. If and how a market for small nuclear plants may develop is difficult to predict because of the complexity of the economic and institutional factors that will influence such development. Key factors are; economics, safety, proliferation resistance and investment risk. The economic and political interest of any of the identified markets is also dependent on successful demonstration of the safety and reliability of small nuclear reactor. Obtaining a US-NRC Standard Design approval would be an important development step toward establishing a market for small reactors. (authors)

    A multilevel DC link inverter and method for improving torque response and current regulation in permanent magnet motors and switched reluctance motors having a low inductance includes a plurality of voltage controlled cells connected in series for applying a resulting dc voltage comprised of one or more incremental dc voltages. The cells are provided with switches for increasing the resulting applied dc voltage as speed and back EMF increase, while limiting the voltage that is applied to the commutation switches to perform PWM or dc voltage stepping functions, so as to limit current ripple in the stator windings below an acceptable level, typically 5%. Several embodiments are disclosed including inverters using IGBT's, inverters using thyristors. All of the inverters are operable in both motoring and regenerating modes.

The invention is further characterized by being adapted to provide an immediate indication of the failure of the optical transmission link of the circuit. Commerically available voltage to frequency converter chips are used in conjunction with suitable wiring arrays and in combination with readily available indicator means for constructing the communication circuit of the invention. A V/F converter in the communications circuit is coupled to an offset adjustment means to cause the converter to continuously produce a string of output voltage pulses having a frequency of about 1Khz responsive to the input analog signal to the converter being zero. The continuous presence of the 1Khz frequency on the optical transmission link is monitored at the receiving end of the communication circuit and the indicator means is connected to immediately provide an easily detected indication of a failure of the optical transmission link to transmit the 1Khz frequency pulses.

    Over the past two decades, meson photo- and electro-production data of unprecedented quality and quantity have been measured at electromagnetic facilities worldwide. By contrast, the meson-beam data for the same hadronic final states are mostly outdated and largely of poor quality, or even nonexistent, and thus provide inadequate input to help interpret, analyze, and exploit the full potential of the new electromagnetic data. To reap the full benefit of the high-precision electromagnetic data, new high-statistics data from measurements with meson beams, with good angle and energy coverage for a wide range of reactions, are critically needed to advance our knowledgemore » in baryon and meson spectroscopy and other related areas of hadron physics. To address this situation, a state of-the-art meson-beam facility needs to be constructed. Furthermore, the present paper summarizes unresolved issues in hadron physics and outlines the vast opportunities and advances that only become possible with such a facility.« less

    This document describes the rationale, procedures, and results of a carefully controlled study conducted to establish whether chronic exposure of female (ewe) Suffolk lambs to the environment of a 500-kV 60-Hz transmission line would affect various characteristics of growth, endocrine function, and reproductive development. This experiment used identical housing and management schemes for control and line-exposed ewes, thus minimizing these factors as contributors to between-group experimental error. Further, throughout the 10-month duration of this study, changes in electric and magnetic fields, audible noise, and weather conditions were monitored continuously by a computerized system. Such measurements provided the opportunity to identify any relationship between environmental factors and biological responses. Because of reports in the literature that electric and magnetic fields alter concentrations of melatonin in laboratory animals, the primary objective of this study was to ascertain whether a similar effect occurs in lambs exposed to a 500-kV a-c line in a natural setting. In addition, onset of puberty, changes in body weight, wool growth, and behavior were monitored. To determine whether the environment of a 500-kV line caused stress in the study animals, serum levels of cortisol were measured. The study was conducted at Bonneville Power Administration's Ostrander Substation near Estacada, Oregon.

    A transmission lithography mask that utilizes a transparent substrate or a partially transparent membrane as the active region of the mask. A reflective single layer or multilayer coating is deposited on the membrane surface facing the illumination system. The coating is selectively patterned (removed) to form transmissive (bright) regions. Structural imperfections and defects in the coating have negligible effect on the aerial image of the mask master pattern since the coating is used to reflect radiation out of the entrance pupil of the imaging system. Similarly, structural imperfections in the clear regions of the membrane have little influence on the amplitude or phase of the transmitted electromagnetic fields. Since the mask "discards," rather than absorbs, unwanted radiation, it has reduced optical absorption and reduced thermal loading as compared to conventional designs. For EUV applications, the mask circumvents the phase defect problem, and is independent of the thermal load during exposure.

    Monochromatic wave reflection and transmission over a submerged impermeable breakwater is predicted numerically by slightly modifying the numerical model developed previously for predicting wave reflection and run-up on rough or smooth impermeable slopes. The slight modification is related to the landward boundary condition required for the transmitted wave propagating landward. In addition to the conservation equations of mass and momentum used to compute the flow field, an equation of energy is derived to estimate the rate of energy dissipation due to wave breaking. The computed reflection and transmission coefficients are shown to be in agreement with available small-scale test data. The numerical model also predicts the spatial variation of the energy dissipation, the mean water level difference, and the time-averaged volume flux per unit width, although available measurements are not sufficient for evaluating the capabilities and limitations of the numerical model for predicting these quantities.

    The disclosed SQUID (Superconducting quantum interference device) comprises two superposed superconductive layers with an insulating layer therebetween. A plurality of holes through the insulating layer filled with superconductive material form weak links between the superconductive layers.     In this document, we propose that scientific investments for the disposal of nuclear and hazardous wastes should not be focused solely on what may be viewed as current Department of Energy needs, but also upon longer-term investments in specific areas of science that underpin technologies presently in use. In the latter regard, we propose four science theme areas: 1) the structure and dynamics of materials and interfaces, 2) coupled chemical and physical processes, 3) complex solution phase phenomena, and 4) chemical recognition phenomena. The proposed scientific focus for each of these theme areas and the scientific opportunities are identified, along with links to major risks within the initiative areas identified in EMs Engineering and Technology Roadmap.

    Methods and apparatus are provided for fabricating and constructing solid dielectric "Coiled Transmission Line" pulse generators in radial or axial coiled geometries. The pour and cure fabrication process enables a wide variety of geometries and form factors. The volume between the conductors is filled with liquid blends of monomers, polymers, oligomers, and/or cross-linkers and dielectric powders; and then cured to form high field strength and high dielectric constant solid dielectric transmission lines that intrinsically produce ideal rectangular high voltage pulses when charged and switched into matched impedance loads. Voltage levels may be increased by Marx and/or Blumlein principles incorporating spark gap or, preferentially, solid state switches (such as optically triggered thyristors) which produce reliable, high repetition rate operation. Moreover, these Marxed pulse generators can be DC charged and do not require additional pulse forming circuitry, pulse forming lines, transformers, or an a high voltage spark gap output switch. The apparatus accommodates a wide range of voltages, impedances, pulse durations, pulse repetition rates, and duty cycles. The resulting mobile or flight platform friendly cylindrical geometric configuration is much more compact, light-weight, and robust than conventional linear geometries, or pulse generators constructed from conventional components. Installing additional circuitry may accommodate optional pulse shape improvements. The Coiled Transmission Lines can also be connected in parallel to decrease the impedance, or in series to increase the pulse length.

    Abstract: The purpose of this study was to evaluate the potential for using biorenewable feedstocks in oil refineries. Economic analyses were conducted, with support from process modeling and proof of principle experiments, to assess a variety of potential processes and configurations. The study considered two primary alternatives: the production of biodiesel and green diesel from vegetable oils and greases and opportunities for utilization of pyrolysis oil.     Distributed, generation, demand response, distributed storage, smart appliances, electric vehicles and renewable energy resources are expected to play a key part in the transformation of the American power system. Control, coordination and compensation of these smart grid assets are inherently interlinked. Advanced control strategies to warrant large-scale penetration of distributed smart grid assets do not currently exist. While many of the smart grid technologies proposed involve assets being deployed at the distribution level, most of the significant benefits accrue at the transmission level. The development of advanced smart grid simulation tools, such as GridLAB-D, has led to a dramatic improvement in the models of smart grid assets available for design and evaluation of smart grid technology. However, one of the main challenges to quantifying the benefits of smart grid assets at the transmission level is the lack of tools and framework for integrating transmission and distribution technologies into a single simulation environment. Furthermore, given the size and complexity of the distribution system, it is crucial to be able to represent the behavior of distributed smart grid assets using reduced-order controllable models and to analyze their impacts on the bulk power system in terms of stability and reliability. The objectives of the project were to: • Develop a simulation environment for integrating transmission and distribution control, • Construct reduced-order controllable models for smart grid assets at the distribution level, • Design and validate closed-loop control strategies for distributed smart grid assets, and • Demonstrate impact of integrating thousands of smart grid assets under closed-loop control demand response strategies on the transmission system. More specifically, GridLAB-D, a distribution system tool, and PowerWorld, a transmission planning tool, are integrated into a single simulation environment. The integrated environment

    The energy sector was responsible for approximately 84% of carbon dioxide equivalent (CO2e) greenhouse gas (GHG) emissions in the U.S. in 2012 (EPA 2014a). Methane is the second most important GHG, contributing 9% of total U.S. CO2e emissions. A large portion of those methane emissions result from energy production and use; the natural gas, coal, and oil industries produce approximately 39% of anthropogenic methane emissions in the U.S. As a result, fossil-fuel systems have been consistently identified as high priority sectors to contribute to U.S. GHG reduction goals (White House 2015). Only two studies have recently attempted to quantify the abatement potential and cost associated with the breadth of opportunities to reduce GHG emissions within natural gas, oil, and coal supply chains in the United States, namely the U.S. Environmental Protection Agency (EPA) (2013a) and ICF (2014). EPA, in its 2013 analysis, estimated the marginal cost of abatement for non-CO2 GHG emissions from the natural gas, oil, and coal supply chains for multiple regions globally, including the United States. Building on this work, ICF International (ICF) (2014) provided an update and re-analysis of the potential opportunities in U.S. natural gas and oil systems. In this report we synthesize these previously published estimates as well as incorporate additional data provided by ICF to provide a comprehensive national analysis of methane abatement opportunities and their associated costs across the natural gas, oil, and coal supply chains. Results are presented as a suite of marginal abatement cost curves (MACCs), which depict the total potential and cost of reducing emissions through different abatement measures. We report results by sector (natural gas, oil, and coal) and by supply chain segment - production, gathering and boosting, processing, transmission and storage, or distribution - to facilitate identification of which sectors and supply chain

    This paper enables the synthesis of flexure-based transmission mechanisms that possess multiple decoupled inputs and outputs of any type (e.g. rotations, translations, and/or screw motions), which are linked by designer-specified transmission ratios. A comprehensive library of geometric shapes is utilized from which every feasible concept that possesses the desired transmission characteristics may be rapidly conceptualized and compared before an optimal concept is selected. These geometric shapes represent the rigorous mathematics of screw theory and uniquely link a body's desired motions to the flexible constraints that enable those motions. This paper's impact is most significant to the design of nano-positioners, microscopy stages, optical mounts, and sensors. A flexure-based microscopy stage was designed, fabricated, and tested to demonstrate the utility of the theory.

    HIV-1 sequencing has been used extensively in epidemiologic and forensic studies to investigate patterns of HIV-1 transmission. However, the criteria for establishing genetic linkage between HIV-1 strains in HIV-1 prevention trials have not been formalized. The Partners in Prevention HSV/HIV Transmission Study (ClinicaITrials.gov NCT00194519) enrolled 3408 HIV-1 serodiscordant heterosexual African couples to determine the efficacy of genital herpes suppression with acyclovir in reducing HIV-1 transmission. The trial analysis required laboratory confirmation of HIV-1 linkage between enrolled partners in couples in which seroconversion occurred. Here we describe the process and results from HIV-1 sequencing studies used to perform transmission linkage determination in this clinical trial. Consensus Sanger sequencing of env (C2-V3-C3) and gag (p17-p24) genes was performed on plasma HIV-1 RNA from both partners within 3 months of seroconversion; env single molecule or pyrosequencing was also performed in some cases. For linkage, we required monophyletic clustering between HIV-1 sequences in the transmitting and seroconverting partners, and developed a Bayesian algorithm using genetic distances to evaluate the posterior probability of linkage of participants sequences. Adjudicators classified transmissions as linked, unlinked, or indeterminate. Among 151 seroconversion events, we found 108 (71.5%) linked, 40 (26.5%) unlinked, and 3 (2.0%) to have indeterminate transmissions. Nine (8.3%) were linked by consensus gag sequencing only and 8 (7.4%) required deep sequencing of env. In this first use of HIV-1 sequencing to establish endpoints in a large clinical trial, more than one-fourth of transmissions were unlinked to the enrolled partner, illustrating the relevance of these methods in the design of future HIV-1 prevention trials in serodiscordant couples.     This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    Wavelength-division-multiplexing fibreoptic communication links with optical 2R regenerators based on a saturable absorber are mathematically simulated. The results of optimisation of specific configurations of symmetric lines are presented, and it is shown that the transmission distance in systems with the periodic optical regeneration of signals considerably exceeds that in systems without optical regenerators.   20. Parallel optics technology assessment for the versatile link project

    This poster describes the assessment of commercially available and prototype parallel optics modules for possible use as back end components for the Versatile Link common project. The assessment covers SNAP12 transmitter and receiver modules as well as optical engine technologies in dense packaging options. Tests were performed using vendor evaluation boards (SNAP12) as well as custom evaluation boards (optical engines). The measurements obtained were used to compare the performance of these components with single channel SFP+ components operating at a transmission wavelength of 850 nm over multimode fibers.
