Contingency Analysis of Cascading Line Outage Events

As the US power systems continue to increase in size and complexity, including the growth of smart grids, larger blackouts due to cascading outages become more likely. Grid congestion is often associated with a cascading collapse leading to a major blackout. Such a collapse is characterized by a self-sustaining sequence of line outages followed by a topology breakup of the network. This paper addresses the implementation and testing of a process for N-k contingency analysis and sequential cascading outage simulation in order to identify potential cascading modes. A modeling approach described in this paper offers a unique capability to identify initiating events that may lead to cascading outages. It predicts the development of cascading events by identifying and visualizing potential cascading tiers. The proposed approach was implemented using a 328-bus simplified SERC power system network. The results of the study indicate that initiating events and possible cascading chains may be identified, ranked and visualized. This approach may be used to improve the reliability of a transmission grid and reduce its vulnerability to cascading outages.

Lassoing Line Outages in the Smart Power Grid

Fast and accurate unveiling of power line outages is of paramount importance not only for preventing faults that may lead to blackouts, but also for routine monitoring and control tasks of the smart grid, including state estimation and optimal power flow. Existing approaches are either challenged by the \\emph{combinatorial complexity} issues involved, and are thus limited to identifying single- and double-line outages; or, they invoke less pragmatic assumptions such as \\emph{conditionally independent} phasor angle measurements available across the grid. MATCASC: A tool to analyse cascading line outages in power grids

Blackouts in power grids typically result from cascading failures. The key importance of the electric power grid to society encourages further research into sustaining power system reliability and developing new methods to manage the risks of cascading blackouts. Adequate software tools are required to better analyze, understand, and assess the consequences of the cascading failures. This paper presents MATCASC, an open source MATLAB based tool to analyse cascading failures in power grids. Cascading effects due to line overload outages are considered. The applicability of the MATCASC tool is demonstrated by assessing the robustness of IEEE test systems and real-world power grids with respect to cascading failures.

This research effort is a part of the Light-Water Reactor Sustainability (LWRS) Program, which is a research and development (R&D) program sponsored by Department of Energy (DOE) and performed in close collaboration with industry R&D programs that provide the technical foundations for licensing and managing the long-term, safe, and economical operation of current nuclear power plants. The LWRS program serves to help the U.S. nuclear industry adopt new technologies and engineering solutions that facilitate the continued safe operation of the plants and extension of the current operating licenses. Managing NPP outages is a complex and difficult task due to the large number of maintenance and repair activities that are accomplished in a short period of time. During an outage, the outage control center (OCC) is the temporary command center for outage managers and provides several critical functions for the successful execution of the outage schedule. Essentially, the OCC functions to facilitate information inflow, assist outage management in processing information, and to facilitate the dissemination of information to stakeholders. Currently, outage management activities primarily rely on telephone communication, face to face reports of status, and periodic briefings in the OCC. It is a difficult task to maintain current the information related to outage progress and discovered conditions. Several advanced communication and collaboration technologies have shown promise for facilitating the information flow into, across, and out of the OCC. The use of these technologies will allow information to be shared electronically, providing greater amounts of real-time information to the decision makers and allowing OCC coordinators to meet with supporting staff remotely. Passively monitoring status electronically through advances in the areas of mobile worker technologies, computer-based procedures, and automated work packages will reduce the current reliance on manually reporting progress. The use of these technologies will also improve the knowledge capture and management capabilities of the organization. The purpose of this research is to improve management of NPP outages through the development of an advanced outage control center (AOCC) that is specifically designed to maximize the usefulness of communication and collaboration technologies for outage coordination and problem resolution activities. This technical report for industry implementation outlines methods and considerations for the establishment of an AOCC. This report provides a process for implementation of a change management plan, evaluation of current outage processes, the selection of technology, and guidance for the implementation of the selected technology. Methods are presented for both adoption of technologies within an existing OCC and for a complete OCC replacement, including human factors considerations for OCC design and setup.

Technology Integration Initiative In Support of Outage Management

Plant outage management is a high priority concern for the nuclear industry from cost and safety perspectives. Often, command and control during outages is maintained in the outage control center where many of the underlying technologies supporting outage control are the same as those used in the 1980’s. This research reports on the use of advanced integrating software technologies and hand held mobile devices as a means by which to reduce cycle time, improve accuracy, and enhance transparency among outage team members. This paper reports on the first phase of research supported by the DOE Light Water Reactor Sustainability (LWRS) Program that is performed in close collaboration with industry to examine the introduction of newly available technology allowing for safe and efficient outage performance. It is thought that this research will result in: improved resource management among various plant stakeholder groups, reduced paper work, and enhanced overall situation awareness for the outage control center management team. A description of field data collection methods, including personnel interview data, success factors, end-user evaluation and integration of hand held devices in achieving an integrated design are also evaluated. Finally, the necessity of obtaining operations cooperation support in field studies and technology evaluation is acknowledged.

The LWRS Program serves to help the US nuclear industry adopt new technologies and engineering solutions that facilitate the continued safe operation of the plants and extension of the current operating licenses. The Outage Control Center (OCC) Pilot Project was directed at carrying out the applied research for development and pilot of technology designed to enhance safe outage and maintenance operations, improve human performance and reliability, increase overall operational efficiency, and improve plant status control. Plant outage management is a high priority concern for the nuclear industry from cost and safety perspectives. Unfortunately, many of the underlying technologies supporting outage control are the same as those used in the 1980’s. They depend heavily upon large teams of staff, multiple work and coordination locations, and manual administrative actions that require large amounts of paper. Previous work in human reliability analysis suggests that many repetitive tasks, including paper work tasks, may have a failure rate of 1.0E-3 or higher (Gertman, 1996). With between 10,000 and 45,000 subtasks being performed during an outage (Gomes, 1996), the opportunity for human error of some consequence is a realistic concern. Although a number of factors exist that can make these errors recoverable, reducing and effectively coordinating the sheer number of tasks to be performed, particularly those that are error prone, has the potential to enhance outage efficiency and safety. Additionally, outage management requires precise coordination of work groups that do not always share similar objectives. Outage managers are concerned with schedule and cost, union workers are concerned with performing work that is commensurate with their trade, and support functions (safety, quality assurance, and radiological controls, etc.) are concerned with performing the work within the plants controls and procedures. Approaches to outage management should be designed to increase the active participation of work groups and managers in making decisions that closed the gap between competing objectives and the potential for error and process inefficiency.

The LWRS program serves to help the U.S. nuclear industry adopt new technologies and engineering solutions that facilitate the continued safe operation of the plants and extension of the current operating licenses. The long term viability of existing nuclear power plants in the U.S. will depend upon maintaining high capacity factors, avoiding nuclear safety issues and reducing operating costs. The slow progress in the construction on new nuclear power plants has placed in increased importance on maintaining the output of the current fleet of nuclear power plants. Recently expanded natural gas production has placed increased economic pressure on nuclear power plants due to lower cost competition. Until recently, power uprate projects had steadily increased the total output of the U.S. nuclear fleet. Errors made during power plant upgrade projects have now removed three nuclear power plants from the U.S. fleet and economic considerations have caused the permanent shutdown of a fourth plant. Additionally, several utilities have cancelled power uprate projects citing economic concerns. For the past several years net electrical generation from U.S. nuclear power plants has been declining. One of few remaining areas where significant improvements in plant capacity factors can be made is in minimizing the duration of refueling outages. Managing nuclear power plant outages is a complex and difficult task. Due to the large number of complex tasks and the uncertainty that accompanies them, outage durations routinely exceed the planned duration. The ability to complete an outage on or near schedule depends upon the performance of the outage management organization. During an outage, the outage control center (OCC) is the temporary command center for outage managers and provides several critical functions for the successful execution of the outage schedule. Essentially, the OCC functions to facilitate information inflow, assist outage management in processing information and to facilitate the dissemination of information to stakeholders. Currently, outage management activities primarily rely on telephone communication, face to face reports of status and periodic briefings in the OCC. Much of the information displayed in OCCs is static and out of date requiring an evaluation to determine if it is still valid. Several advanced communication and collaboration technologies have shown promise for facilitating the information flow into, across and out of the OCC. Additionally, advances in the areas of mobile worker technologies, computer based procedures and electronic work packages can be leveraged to improve the availability of real time status to outage managers.

Status Report on the Development of Micro-Scheduling Software for the Advanced Outage Control Center Project

The long-term viability of existing nuclear power plants (NPPs) in the United States (U.S.) is dependent upon a number of factors, including maintaining high capacity factors, maintaining nuclear safety, and reducing operating costs, particularly those associated with refueling outages. Refueling outages typically take 20-30 days, and for existing light water NPPs in the U.S., the reactor cannot be in operation during the outage. Furthermore, given that many NPPs generate between $1-1.5 million/day in revenue when in operation, there is considerable interest in shortening the length of refueling outages. Yet, refueling outages are highly complex operations, involving multiple concurrent and dependent activities that are difficult to coordinate. Finding ways to improve refueling outage performance while maintaining nuclear safety has proven to be difficult. The Advanced Outage Control Center project is a research and development (R&D) demonstration activity under the Light Water Reactor Sustainability (LWRS) Program. LWRS is a R&D program which works with industry R&D programs to establish technical foundations for the licensing and managing of long-term, safe, and economical operation of current NPPs. The Advanced Outage Control Center project has the goal of improving the management of commercial NPP refueling outages. To accomplish this goal, this INL R&D project is developing an advanced outage control center (OCC) that is specifically designed to maximize the usefulness of communication and collaboration technologies for outage coordination and problem resolution activities. This report describes specific recent efforts to develop a capability called outage Micro-Scheduling. Micro-Scheduling is the ability to allocate and schedule outage support task resources on a sub-hour basis. Micro-Scheduling is the real-time fine-tuning of the outage schedule to react to the actual progress of the primary outage activities to ensure that support task resources are optimally deployed with the least amount of delay and unproductive use of resources. The remaining sections of this report describe in more detail the scheduling challenges that occur during outages, how a Micro-Scheduling capability helps address those challenges, and provides a status update on work accomplished to date and the path forward.

Resolving piping analysis issues to minimize impact on installation activities during refueling outage at nuclear power plants

While it is required to maintain piping code compliance for all phases of installation activities during outages at a nuclear plant, it is equally essential to reduce challenges to the installation personnel on how plant modification work should be performed. Plant betterment activities that incorporate proposed design changes are continually implemented during the outages. Supporting analysis are performed to back these activities for operable systems. The goal is to reduce engineering and craft man-hours and minimize outage time. This paper outlines how plant modification process can be streamlined to facilitate construction teams to do their tasks that involve safety related piping. In this manner, installation can proceed by minimizing on the spot analytical effort and reduce downtime to support the proposed modifications. Examples are provided that permit performance of installation work in any sequence. Piping and hangers including the branch lines are prequalified and determined operable. The system is up front analyzed for all possible scenarios. The modification instructions in the work packages is flexible enough to permit any possible installation sequence. The benefit to this approach is large enough in the sense that valuable outage time is not extended and on site analytical work is not required.

SAMPLE RESULTS FROM MCU SOLIDS OUTAGE

Savannah River National Laboratory (SRNL) has received several solid and liquid samples from MCU in an effort to understand and recover from the system outage starting on April 6, 2014. SRNL concludes that the presence of solids in the Salt Solution Feed Tank (SSFT) is the likely root cause for the outage, based upon the following discoveries ? A solids sample from the extraction contactor #1 proved to be mostly sodium oxalate ? A solids sample from the scrub contactor#1 proved to be mostly sodium oxalate ? A solids sample from the Salt Solution Feed Tank (SSFT) proved to be mostly sodium oxalate ? An archived sample from Tank 49H taken last year was shown to contain a fine precipitate of sodium oxalate ? A solids sample from the extraction contactor #1 drain pipe from extraction contactor#1 proved to be mostly sodium aluminosilicate ? A liquid sample from the SSFT was shown to have elevated levels of oxalate anion compared to the expected concentration in the feed Visual inspection of the SSFT indicated the presence of precipitated or transferred solids, which were likely also in the Salt Solution Receipt Tank (SSRT). The presence of the solids coupled with agitation performed to maintain feed temperature resulted in oxalate solids migration through the MCU system and caused hydraulic issues that resulted in unplanned phase carryover from the extraction into the scrub, and ultimately the strip contactors. Not only did this carryover result in the Strip Effluent (SE) being pushed out of waste acceptance specification, but it resulted in the deposition of solids into several of the contactors. At the same time, extensive deposits of aluminosilicates were found in the drain tube in the extraction contactor #1. However it is not known at this time how the aluminosilicate solids are related to the oxalate solids. The solids were successfully cleaned out of the MCU system. However, future consideration must be given to the exclusion of oxalate solids into the MCU system. There were 53 recommendations for improving operations recently identified. Some additional considerations or additional details are provided below as recommendations. ? From this point on, IC-Anions analyses of the DSSHT should be part of the monthly routine analysis in order to spot negative trends in the oxalate leaving the MCU system. Care must be taken to monitor the oxalate content to watch for sudden precipitation of oxalate salts in the system. ? Conduct a study to optimize the cleaning strategy at ARP-MCU through decreasing the concentration or entirely eliminating the oxalic acid. ? The contents of the SSFT should remain unagitated. Routine visual observation should be maintained to ensure there is not a large buildup of solids. As water with agitation provided sufficient removal of the solids in the feed tank, it should be considered as a good means for dissolving oxalate solids if they are found in the future. ? Conduct a study to improve prediction of oxalate solubility in salt batch feed materials. As titanium and mercury have been found in various solids in this report, evaluate if either element plays a role in oxalate solubility during processing. ? Salt batch characterization focuses primarily on characterization and testing of unaltered Tank 21H material; however, non-typical feeds are developed through cleaning, washing, and/or sump transfers. As these solutions are processed through MCU, they may precipitate solids or reduce performance. Salt batch characterization and testing should be expanded to encompass a broader range of feeds that may be processed through ARPMCU.

Teollisuuden Voima Oyj (TVO) is a non-listed public company founded in 1969 to produce electricity for its stakeholders. TVO is the operator of the Olkiluoto nuclear power plant. TVO follows the principle of continuous improvement in the operation and maintenance of the Olkiluoto plant units. The PELE project (Plant Efficiency Improvement and Lifetime Extension), mainly completed during the annual outages in 2010 and 2011, and forms one part of the systematic development of Olkiluoto units. TVO maintains a long-term development program that aims at systematically modernizing the plant unit systems and equipment based on the latest technology. According to the program, the Olkiluoto 1 and Olkiluoto 2 plant units are constantly renovated with the intention of keeping them safe and reliable, The aim of the modernization projects is to improve the safety, reliability, and performance of the plant units. PELE project at Olkiluoto 1 was done in 2010 and at Olkiluoto 2 in 2011. The outage length of Olkiluoto 1 was 26 d 12 h 4 min and Olkiluoto 2 outage length was 28 d 23 h 46 min. (Normal service-outage is about 14 days including refueling and refueling-outage length is about seven days. See figure 1) The PELE project consisted of several single projects collected into one for coordinated project management. Some of the main projects were as follows: - Low pressure turbines: rotor, stator vane, casing and turbine instrumentation replacement. - Replacement of Condenser Cooling Water (later called seawater pumps) pumps - Replacement of inner isolation valves on the main steam lines. - Generator and the generator cooling system replacement. - Low voltage switchgear replacement. This project will continue during future outages. PELE was a success. 100 TVO employees and 1500 subcontractor employees participated in the project. The execution of the PELE projects went extremely well during the outages. The replacement of the low pressure turbines and seawater pumps improved the efficiency of the plant units, and a power increase of nearly 20 MW was achieved at both plant units. PELE wonderfully manifests one of the strategic goals of our company; developing the competence of our in-house personnel by working in projects. (authors)

Outage Rate Regions for the MISO Interference Channel: Definitions and Interpretations

We consider the slow-fading two-user multiple-input single-output (MISO) interference channel (IC), where the receivers treat the interference as additive Gaussian noise. We study the rate points that can be achieved, allowing a non-zero outage probability. The points which meet the outage probability specification constitute a so-called outage rate region. There exist several definitions of the outage rate regions for the IC, as for the broadcast and the multiple-access channels. We give four definitions for the outage region of the MISO IC. The definitions differ on whether the rates are declared in outage jointly or individually and whether there is instantaneous or statistical channel state information (CSI) at the transmitters. For the statistical CSI scenario, we discuss how to find the outage probabilities in closed form. We provide interpretations of the definitions and compare the corresponding regions via analytical and numerical results.

Abstract-This paper is a result of ongoing activity carried out by Understanding, Prediction, Mitigation and Restoration of Cascading Failures Task Force under IEEE Computer Analytical Methods Subcommittee (CAMS). The task force's previous papers [1, 2] are focused on general aspects of cascading outages such as understanding, prediction, prevention and restoration from cascading failures. This is the second of two new papers, which extend this previous work to summarize the state of the art in cascading failure risk analysis methodologies and modeling tools. The first paper reviews the state of the art in methodologies for performing risk assessment of potential cascading outages [3]. This paper describes the state of the art in cascading failure modeling tools, documenting the view of experts representing utilities, universities and consulting companies. The paper is intended to constitute a valid source of information and references about presently available tools that deal with prediction of cascading failure events. This effort involves reviewing published literature and other documentation from vendors, universities and research institutions. The assessment of cascading outages risk evaluation is in continuous evolution. Investigations to gain even better understanding and identification of cascading events are the subject of several research programs underway aimed at solving the complexity of these events that electrical utilities face today. Assessing the risk of cascading failure events in planning and operation for power transmission systems require adequate mathematical tools/software.

In the industry`s growing competitive climate, utilities are seeking ways to tap the economic benefits to be derived from maximizing intervals between major turbine-generator (T-G) inspections and overhauls--while ensuring protection of these assets. EPRI and others have developed a substantial body of technology which addresses many of the condition assessment issues that underlie T-G inspection and overhaul decisions. Examples include remaining life determination of critical components such as rotors and blades. While the initial focus of this technology had previously been to support T-G run-repair-replace decision making, this technology can also serve as a basis for run-inspect decisions. This paper describes EPRI`s initiative to develop and implement a T-G Health Management System. By providing key status reports reflecting the on-line health of critical components, in terms of life consumption, performance degradation and probability of failure, this system will provide a means to justify extending T-G operations between inspections and overhauls.

PERFORMING DIAGNOSTICS ON THE SPALLATION NEUTRON SOURCE VISION BEAM LINE TO ELIMINATE HIGH VIBRATION LEVELS AND PROVIDE A SUSTAINABLE OPERATION

The Spallation Neutron Source (SNS) at the Oak Ridge National Laboratory (ORNL) provides variable energy neutrons for a variety of experiments. The neutrons proceed down beam lines to the experiment hall, which houses a variety of experiments and test articles. Each beam line has one or more neutron choppers which filter the neutron beam based on the neutron energy by using a rotating neutron absorbing material passing through the neutron beam. Excessive vibration of the Vision beam line, believed to be caused by the T0 chopper, prevented the Vision beam line from operating at full capacity. This problem had been addressed several times by rebalancing/reworking the T0 beam chopper but the problem stubbornly persisted. To determine the cause of the high vibration, dynamic testing was performed. Twenty-seven accelerometer and motor current channels of data were collected during drive up, drive down, coast down, and steady-state conditions; resonance testing and motor current signature analysis were also performed. The data was analyzed for traditional mechanical/machinery issues such as misalignment and imbalance using time series analysis, frequency domain analysis, and operating deflection shape analysis. The analysis showed that the chopper base plate was experiencing an amplified response to the excitation provided by the T0 beam chopper. The amplified response was diagnosed to be caused by higher than expected base plate flexibility, possibly due to improper grouting or loose floor anchors. Based on this diagnosis, a decision was made to dismantle the beam line chopper and remount the base plate. Neutron activation of the beam line components make modifications to the beam line especially expensive and time consuming due to the radiation handling requirements, so this decision had significant financial and schedule implications. It was found that the base plate was indeed loose because of improper grouting during its initial installation. The base plate was modified by splitting it into multiple sections, isolating the T0 chopper from the rest of the beam line, and each section was then reinstalled and re-grouted. After these modifications, the vibration levels were reduced by a factor of 30. The reduction in vibration level was sufficient to allow the Vision beam line to operate at full capacity for the first time since its completed construction date.

OTRA-THS MAC to reduce Power Outage Data Collection Latency in a smart meter network

The deployment of advanced metering infrastructure by the electric utilities poses unique communication challenges, particularly as the number of meters per aggregator increases. During a power outage, a smart meter tries to report it instantaneously to the electric utility. In a densely populated residential/industrial locality, it is possible that a large number of smart meters simultaneously try to get access to the communication network to report the power outage. If the number of smart meters is very high of the order of tens of thousands (metropolitan areas), the power outage data flooding can lead to Random Access CHannel (RACH) congestion. Several utilities are considering the use of cellular network for smart meter communications. In 3G/4G cellular networks, RACH congestion not only leads to collisions, retransmissions and increased RACH delays, but also has the potential to disrupt the dedicated traffic flow by increasing the interference levels (3G CDMA). In order to overcome this problem, in this paper we propose a Time Hierarchical Scheme (THS) that reduces the intensity of power outage data flooding and power outage reporting delay by 6/7th, and 17/18th when compared to their respective values without THS. Also, we propose an Optimum Transmission Rate Adaptive (OTRA) MAC to optimize the latency in power outage data collection. The analysis and simulation results presented in this paper show that both the OTRA and THS features of the proposed MAC results in a Power Outage Data Collection Latency (PODCL) that is 1/10th of the 4G LTE PODCL.

For a given requirement on the rate outage probability for receivers, we aim to maximize the system utility (e.g., the weighted sum rate, weighted proportional fairness rate, and the weighed harmonic mean rate) subject to the rate outage constraints and individual power constraints. The North American Electric Reliability Council (NAERC) reported that the average loss of equivalent availability per outage for a major fossil turbine overhaul is 323,000 MW-HR. The Electric Power Research Institute (EPRI) Generation and Storage Division, is in the first phase of a major research project to reduce the duration and/or frequency of steam turbine maintenance outages. This project consists of an assessment of the current state-of-the-art turbine maintenance and repair techniques and technologies. It is based on a review of current turbine maintenance practices of the US, European, Japanese, and Australian utility industries. Emphasized are maintenance and repair activities that have the most significant impact on outage duration or frequency. Twenty-six key turbine maintenance activities and the current best techniques were identified for use by utility maintenance personnel. Overall outage durations could be reduced if the duration of these activities were shortened or if they were performed more effectively. Common to all of these outages was the failure of an underground cable as the initiating event, followed by multiple equipment failures. There was significant variation in the voltage ratings and types of cables which failed. The investigation was unable to delineate a single specific Boston Edison design operating or maintenance practice that could be cited as the cause of the outages. After reviewing the investigative report the following actions were recommended: the development and implementation of a plan to eliminate the direct current cable network; develop a network outage restoration plan; regroup primary feeder cables wherever possible to minimize the number of circuits in manholes, and to separate feeders to high load density areas; develop a program to detect incipient cable faults; evaluate the separation of the north and south sections of Back Bay network into separate networks; and, as a minimum, install the necessary facilities to make it possible to re-energize one section without interfering with the other; and re-evaluate the cathodic protection scheme where necessary. The free-space optical channel has the potential to facilitate inexpensive, wireless communication with fiber-like bandwidth under short deployment timelines. However, atmospheric effects can significantly degrade the reliability of a free-space optical link. In particular, atmospheric turbulence causes random fluctuations in the irradiance of the received laser beam, commonly referred to as scintillation. The scintillation process is slow compared to the large data rates typical of optical transmission. As such, we adopt a quasi-static block fading model and study the outage probability of the channel under the assumption of orthogonal pulse-position modulation. We investigate the mitigation of scintillation through the use of multiple lasers and multiple apertures, thereby creating a multiple-input multiple output (MIMO) channel. If the repair cannot be completed within the AOT, or no AOT is allowed, the plant is required to be shut down for the repair. However, if the capability to remove decay heat is degraded, shutting down the plant with the need to operate the affected decay-heat removal systems may impose a substantial risk compared to continued power operation over a usual repair time. Thus, defining a proper AOT in such situations can be considered as a risk-comparison between the repair in frill power state with a temporarily increased level of risk, and the altemative of shutting down the plant for the repair in zero power state with a specific associated risk. The methodology of the risk-comparison approach, with a due consideration of the shutdown risk, has been further developed and applied to the AOT considerations of residual heat removal and standby service water systems of a boiling water reactor (BWR) plant. Based on the completed work, several improvements to the TS requirements for the systems studied can be suggested.

Plant Outage Time Savings Provided by Subcritical Physics Testing at Vogtle Unit 2

The most recent core reload design verification physics testing done at Southern Nuclear Company's (SNC) Vogtle Unit 2, performed prior to initial power operations in operating cycle 12, was successfully completed while the reactor was at least 1% {delta}K/K subcritical. The testing program used was the first application of the Subcritical Physics Testing (SPT) program developed by the Westinghouse Electric Company LLC. The SPT program centers on the application of the Westinghouse Subcritical Rod Worth Measurement (SRWM) methodology that was developed in cooperation with the Vogtle Reactor Engineering staff. The SRWM methodology received U. S. Nuclear Regulatory Commission (NRC) approval in August of 2005. The first application of the SPT program occurred at Vogtle Unit 2 in October of 2005. The results of the core design verification measurements obtained during the SPT program demonstrated excellent agreement with prediction, demonstrating that the predicted core characteristics were in excellent agreement with the actual operating characteristics of the core. This paper presents an overview of the SPT Program used at Vogtle Unit 2 during operating cycle 12, and a discussion of the critical path outage time savings the SPT program is capable of providing. Reliability of lightning resistant overhead distribution lines

An assessment of the 32 year historical reliability of the 13.8 kV electrical distribution system at the Oak Ridge National Laboratory (ORNL) in Tennessee has yielded several conclusions useful In the planning of Industrial power Systems. The system configuration at ORNL has essentially remained unchanged in the last 32 years which allows a meaningful comparison of reliability trends for the plant`s eight overhead distribution lines, two of which were built in the 1960`s with lightning resistant construction techniques. Meticulous records indicating the cause, duration, and location of 135 electric outages in the plant`s distribution system have allowed a reliability assessment to be performed. The assessment clearly shows how differences in voltage construction class, length, age, and maximum elevation above a reference elevation influence the reliability of overhead power distribution lines. Comparisons are also made between the ORNL historical data and predicted failure rates from ANSI and IEEE industry surveys.

The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

Review of sustainability indices and indicators: Towards a new City Sustainability Index (CSI)

The purpose of this paper is to discuss conceptual requirements for a City Sustainability Index (CSI) and to review existing major sustainability indices/indicators in terms of the requirements. The following indices are reviewed: Ecological Footprint (EF), Environmental Sustainability Index (ESI), Dashboard of Sustainability (DS), Welfare Index, Genuine Progress Indicator (GPI), Index of Sustainable Economic Welfare, City Development Index, emergy/exergy, Human Development Index (HDI), Environmental Vulnerability Index (EVI), Environmental Policy Index (EPI), Living Planet Index (LPI), Environmentally-adjusted Domestic Product (EDP), Genuine Saving (GS), and some applications of composite indices or/and multivariate indicators to local or regional context as case studies. The key conceptual requirements for an adequate CSI are: (i) to consider environmental, economic and social aspects (the triple bottom line of sustainability) from the viewpoint of strong sustainability; (ii) to capture external impacts (leakage effects) of city on other areas beyond the city boundaries particularly in terms of environmental aspects; (iii) to create indices/indicators originally for the purpose of assessing city sustainability; and (iv) to be able to assess world cities in both developed and developing countries using common axes of evaluation. Based on the review, we conclude that it is necessary to create a new CSI that enables us to assess and compare cities' sustainability performance in order to understand the global impact of cities on the environment and human life as compared with their economic contribution. In the future, the CSI will be able to provide local authorities with guidance toward sustainable paths. - Highlights: Black-Right-Pointing-Pointer We derive the four key requirements for a new City Sustainability Index (CSI) system. Black-Right-Pointing-Pointer First, the triple bottom line must be considered in terms of strong sustainability. Black-Right-Pointing-Pointer Second, environmental leakage effects beyond city boundaries should be captured. Black-Right-Pointing-Pointer Third, 'city sustainability' should be originally considered when CSI is created. Black-Right-Pointing-Pointer Fourth, cities in developed and developing countries can be evaluated without bias.

THIS IS THE THIRD YEAR BPA has reported on sustainability program accomplishments. The report provides an opportunity to review progress made on sustainability initiatives, evaluate how far we have come and how much we can improve. The program has demonstrated maturation as the concepts of sustainability and resource conservation are communicated and understood. The sustainability program started as an employee-driven “grass roots” effort in 2010. Sustainability is becoming a consideration in how work is performed. The establishment of several policies supporting sustainability efforts proves the positive progress being made. In 2009, BPA became a founder and member of The Climate Registry, a nonprofit collaboration that sets standards to calculate, verify and report greenhouse gas emissions. This year, BPA completed and published our Greenhouse Gas inventory for the years of 2009, 2010 and 2011. The 2012 inventory is currently in the process of third-party verification and scheduled for public release in January 2014. These inventories provide a concrete measure of the progress we are making.

Icing of power lines and other structures caused by freezing rain events occurs annually in the United States, and leads to severe and prolonged power outages. These outages cause untold economic and personal distress for many American families and businesses. Researchers at the Department of Energy s Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee have previously developed a set of superhydrophobic coatings with remarkable anti-icing properties that could potentially be sprayed or painted onto high-tension power lines and pylons. These coatings drastically reduce ice accumulation on these structures during freezing rain events. The project involved obtaining technical input, supplies and test high voltage cables from Southwire, along with the joint development of anti-icing coating techniques, which would result in a commercial license agreement between Southwire and ORNL, and potentially other companies requiring water repellent anti-icing coatings.

The road to sustainability

Sustainability is the hottest topic in energy research today, but what does it actually mean? George Crabtree and John Sarrao describe what makes a technology sustainable, and outline the materials-science challenges standing between us and clean, long-lasting energy. Although most people agree that more-sustainable energy technologies are desirable, they often find it harder to agree on exactly how sustainable these technologies need to be, and even precisely what is meant by sustainability. To clarify the debate, we suggest three criteria for sustainability, each of which captures a different feature of the problem. While we do not have the lUxury of achieving full sustainability for all of our next-generation energy technologies, we can use these definitions to select our strategic sustainability targets and track our progress toward achieving them. As will become clear, the most sustainable energy technologies require the most challenging fundamental science breakthroughs. The first criterion for sustainability is 'lasts a long time'. This quality has been a feature of many energy sources we have used historically, including wood in ancient times and oil throughout most of the 20th century. The definition of 'long time' is, of course, relative: the world's demand for energy long ago outpaced the ability of wood to supply it, and the production of oil is likely to peak sometime within the next few decades. Substantial reductions in the rate of oil consumption through higher-efficiency processes can significantly impact on how long non-renewable resources last. In applying the 'long time' criterion, we need to distinguish between energy sources that are effectively limitless and those that are finite but, for the moment, adequate. The second criterion for sustainability is 'does no harm'. Burning fossil fuels releases pollutants such as sulphur and mercury that endanger human health, as well as greenhouse gases like carbon dioxide that threaten climate stability. Some alternatives to fossil fuels have their own degrees of potential harm, including the underground migration and leakage of sequestered carbon dioxide and the hazards of storing spent nuclear fuel. The third and most strict criterion for sustainability is 'leaves no change'. When the material outputs of energy generation and use are recycled to replace the inputs, the chemical cycle is said to be closed and the chemical state of the world is unchanged. The process of converting renewable energy sources like sunlight and wind to carriers like hydrogen or electricity comes closest to fulfilling this restrictive definition. Communicating about bioenergy sustainability

Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives, including problems and opportunities in various bioenergy production pathways. Scientists also need to develop approaches that contribute information relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports, and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that nonscientists can understand; and (3) the implications of methods, assumptions and limitations should be clear. The scientists job is to analyze information in order to build a better understanding of environmental, cultural and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on Sustainability of Bioenergy Systems: Cradle to Grave because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives in order to foster sustainability.

Sustainable Biomass Supply Systems

The U.S. Department of Energy (DOE) aims to displace 30% of the 2004 gasoline use (60 billion gal/yr) with biofuels by 2030 as outlined in the Energy Independence and Security Act of 2007, which will require 700 million tons of biomass to be sustainably delivered to biorefineries annually. Lignocellulosic biomass will make an important contribution towards meeting DOE’s ethanol production goals. For the biofuels industry to be an economically viable enterprise, the feedstock supply system (i.e., moving the biomass from the field to the refinery) cannot contribute more that 30% of the total cost of the biofuel production. The Idaho National Laboratory in collaboration with Oak Ridge National Laboratory, University of California, Davis and Kansas State University are developing a set of tools for identifying economical, sustainable feedstocks on a regional basis based on biorefinery siting.

This paper will describe sustainability in the context of product development, which is where much of the buzz is currently being generated. Once described, it will discuss how expectations for Sustainability are changing product lines, and then discuss the controversial issues now emerging from trying to measure Sustainability. One of the most organized efforts in the U.S. is the U.S. Green Building Council revolutionizing how the built environment is conceptualized, designed, built, used, and disposed of - and born again. The appeal of the US Green Building Council is that it has managed to checklist how to "do" Sustainability. By following this checklist, better described as a rating system, a more Sustainable product should be achieved. That is, a product that uses less energy, less water, is less noxious to the user, and consumes fewer resources. We care because these Sustainable products are viewed as preferable by a growing number of consumers and, consequently, are more valuable. One of the most interesting aspects of the Sustainability movement is a quantitative assessment of how sustainable a product is. Life Cycle Assessment techniques (not to be confused with life cycle economic costs) developed since the early 1990s are gaining ground as a less biased method to measure the ultimate "bad" consequences of creating a product (depletion of natural resources, nutrification, acid rain, air borne particulates, solid waste, etc.). For example, one assertion is that these studies have shown that recycling can sometimes do more environmental harm than good.

On-line maintenance methodology development and its applications

With the increasing economic pressures being faced and the potential for shortening outage times under the conditions of deregulated electricity markets in the world, licensees are motivated to get an increasing amount of the on-line maintenance (OLM). The benefits of the OLM includes increased system and plant reliability, reduction of plant equipment and system material condition deficiencies that could adversely impact operations, and reduction of work scope during plant refueling outages. In Korea, allowance guidelines of risk assessment is specified in the safety regulation guidelines 16.7 and 16.8 of the Korea Inst. of Nuclear Safety (KINS), which is 'General guidelines of Risk-informed application for requesting permission of changes' and 'Requesting permission of changes of Risk-informed application for Technical Specification'. We select the emergency diesel generator (EDG) of the Ulchin unit 3 and 4 for risk assessment analysis by applying configuration changes. The EDG which has plant safety level IE belongs to on-site standby power (A, B train EDG) in electric distribution system. The EDG is important component because it should maintain standby status during plant is operating, therefore we select the EDG for target component of risk assessment analysis. The risk assessment is limited to CDF. The risk assessment is performed by using AIMS-PSA Release2. We evaluate CDF by applying the configuration changes with some assumptions. Evaluation of the full power operation and Low power/Shut down operation was performed. This study has been performed for introducing a methodology and performing risk assessment. (authors)

The concept of being "green" started as a buzzword several years ago, something companies would attach to their advertising to convince customers they cared about more than just making a buck. Since that time, the concept now referred to as "sustainability" has evolved considerably and is becoming a fundamental part of how companies do business. As such, marketing efforts to tout sustainability, previously seen as fluffy, are now respected for their proven power to affect the bottom line.

The accomplishments to date and the long-range planning of the Y-12 Energy Management and Sustainability and Stewardship programs support the DOE and the National Nuclear Security Administration (NNSA) vision for a commitment to energy efficiency and sustainability and to achievement of the Guiding Principles. Specifically, the Y-12 vision is to support the Environment, Safety and Health Policy and the DOE Strategic Sustainability Performance Plan (SSPP) while promoting overall sustainability and reduction of greenhouse gas (GHG) emissions. Table ES.2 gives a comprehensive overview of Y-12's performance status and planned actions. B&W Y-12's Energy Management mission is to incorporate renewable energy and energy efficient technologies site-wide and to position Y-12 to meet NNSA energy requirement needs through 2025 and beyond. During FY 2011, the site formed a sustainability team (Fig. ES.1). The sustainability team provides a coordinated approach to meeting the various sustainability requirements and serves as a forum for increased communication and consistent implementation of sustainability activities at Y-12. The sustainability team serves as an information exchange mechanism to promote general awareness of sustainability information, while providing a system to document progress and to identify resources. These resources are necessary to implement activities that support the overall goals of sustainability, including reducing the use of resources and conserving energy. Additionally, the team's objectives include: (1) Foster a Y-12-wide philosophy to conserve resources; (2) Reduce the impacts of production operations in a cost-effective manner; (3) Increase materials recycling; (4) Use a minimum amount of energy and fuel; (5) Create a minimum of waste and pollution in achieving Y-12-strategic objectives; (6) Develop and implement techniques, technologies, process modifications, and programs that support sustainable acquisition; (7) Minimize the impacts to resources, including energy/fuel, water, waste, pesticides, and pollution generation; (8) Incorporate sustainable design principles into the design and construction of facility upgrades, new facilities, and infrastructure; and (9) Comply with federal and state regulations, executive orders, and DOE requirements. Y-12 is working to communicate its sustainment vision through procedural, engineering, operational, and management practices. The site will make informed decisions based on the application of the five Guiding Principles for HPSBs to the maximum extent possible.

The Western Area Power Administration (Western) is proposing to rebuild, operate, and maintain a 115-kilovolt (kV) transmission line between the Big George and Carter Mountain Substations in northwest Wyoming (Park and Hot Springs Counties). This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ) and the Department of Energy (DOE). The existing Big George to Carter Mountain 69-kV transmission line was constructed in 1941 by the US Department of Interior, Bureau of Reclamation, with 1/0 copper conductor on wood-pole H-frame structures without an overhead ground wire. The line should be replaced because of the deteriorated condition of the wood-pole H-frame structures. Because the line lacks an overhead ground wire, it is subject to numerous outages caused by lightning. The line will be 54 years old in 1995, which is the target date for line replacement. The normal service life of a wood-pole line is 45 years. Under the No Action Alternative, no new transmission lines would be built in the project area. The existing 69-kV transmission line would continue to operate with routine maintenance, with no provisions made for replacement.

During Fiscal Year 2012, a team from the Pacific Northwest National Laboratory (PNNL) conducted an assessment and analysis of the Second Line of Defense (SLD) Sustainability spare parts program. Spare parts management touches many aspects of the SLD Sustainability Program including contracting and integration of Local Maintenance Providers (LMP), equipment vendors, analyses and metrics on program performance, system state of health, and maintenance practices. Standardized spares management will provide better data for decisions during site transition phase and will facilitate transition to host country sustainability ownership. The effort was coordinated with related SLD Sustainability Program initiatives, including a configuration items baselining initiative, a metrics initiative, and a maintenance initiative. The spares study has also led to pilot programs for sourcing alternatives that include regional intermediate inventories and partnering agreements that leverage existing supply chains. Many partners from the SLD Sustainability program contributed to and were consulted in the course of the study. This document provides a description of the findings, recommendations, and implemented solutions that have resulted from the study.

In 1989 the US Nuclear Regulatory Commission (NRC) initiated an extensive program to examine carefully the potential risks during low-power and shutdown operations. The program included two parallel projects, one at Sandia National Laboratories studying a boiling water reactor (Grand Gulf), and the other at Brookhaven National Laboratory studying a pressurized water reactor (Surry Unit 1). Both the Sandia and Brookhaven projects have examined only accidents initiated by internal plant faults---so-called ``internal initiators.`` This project, which has explored the likelihood of seismic-initiated core damage accidents during refueling outage conditions, is complementary to the internal-initiator analyses at Brookhaven and Sandia. This report covers the seismic analysis at Grand Gulf. All of the many systems modeling assumptions, component non-seismic failure rates, and human effort rates that were used in the internal-initiator study at Grand Gulf have been adopted here, so that the results of the study can be as comparable as possible. Both the Sandia study and this study examine only one shutdown plant operating state (POS) at Grand Gulf, namely POS 5 representing cold shutdown during a refueling outage. This analysis has been limited to work analogous to a level-1 seismic PRA, in which estimates have been developed for the core-damage frequency from seismic events during POS 5. The results of the analysis are that the core-damage frequency for earthquake-initiated accidents during refueling outages in POS 5 is found to be quite low in absolute terms, less than 10{sup {minus}7}/year.
