    The Waste Isolation Pilot Plant (WIPP) Records Management Handbook provides the WIPP Project Records Management personnel with a tool to use to fulfill the requirements of the WIPP Records Program and direct their actions in the important area of records management. The handbook describes the various project areas involved in records management, and how they function. The handbook provides the requirements for Record Coordinators and Master Record Center (MRC) personnel to follow in the normal course of file management, records scheduling, records turnover, records disposition, and records retrieval. More importantly, the handbook provides a single reference which encompasses the procedures set fourth in DOE Order 1324.2A, Records Disposition'' ASME NQA-1, Quality Assurance Program Requirements for Nuclear Facilities'' and DOE-AL 5700.6B, General Operations Quality Assurance.'' These documents dictate how an efficient system of records management will be achieved on the WIPP Project.

    The Bonneville Power Administration (BPA) has decided to offer contract terms for interconnection of 250 megawatts (MW) of power to be generated by the proposed Windy Point Wind Energy Project (Wind Project) into the Federal Columbia River Transmission System (FCRTS). Windy Point Partners, LLC (WPP) propose to construct and operate the proposed Wind Project and has requested interconnection to the FCRTS. The Wind Project will be interconnected at BPA's Rock Creek Substation, which is under construction in Klickitat County, Washington. The Rock Creek Substation will provide transmission access for the Wind Project to BPA's Wautoma-John Day No.1 500-kilovolt (kV) transmission line. BPA's decision to offer terms to interconnect the Wind Project is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 15, 1995). This decision thus is tiered to the BP ROD.

    The Bonneville Power Administration (BPA) has decided to amend its July 25, 2003, Record of Decision (ROD) regarding the proposed Summit/Westward Project (Project) to offer contract terms for an optional interconnection of this Project into the Federal Columbia River Transmission System (FCRTS). Under this optional interconnection plan, BPA would integrate electric power from the Project into the FCRTS at a point adjacent to Clatskanie People's Utility District (CPUD) existing Wauna Substation. In order to deliver power to this location, CPUD would develop a new substation (Bradbury Substation) at a site near the Project and a new 230-kV transmission line from there to CPUD's Wauna Substation, which is already connected to the FCRTS. As part of this revised decision, BPA will facilitate CPUD development of the Bradbury-Wauna transmission line by allowing joint use of BPA right-of-way. This will involve reconstructing a section of BPA's 115-kV Allston-Astoria No. 1 transmission line from single-circuit H-frame wood-pole design to double-circuit single metal pole design. Terms of BPA participation in CPUD's development of the Bradbury-Wauna transmission line will be documented in a Construction Agreement. This optional interconnection plan is in addition to BPA's previous offer for interconnection of the Project at BPA's Allston Substation, as documented in the July 25, 2003, ROD. As with the initial interconnection plan, the decision to offer terms to interconnect the Project through the optional interconnection plan is consistent with BPA's Business Plan Final Environmental Impact Statement (BP EIS) (DOE/EIS-0183, June 1995), and the Business Plan Record of Decision (BP ROD, August 1995). This decision thus is similarly tiered to the Business Plan ROD.

The line would then proceed west for about 70 miles along the Columbia River. At the John Day Dam, the line would again cross the Columbia River into Oregon and terminate at Bonneville's John Day Substation. The new line would parallel existing transmission lines for the entire length; mostly within existing available right-of-way. Presently, the existing transmission lines in the area are operating at capacity. These lines help move power from the east side of the Cascades to the west side, where there is a high need for electricity (cities along the I-5 corridor). Because the Northwest has only recently recovered from a shortfall in electric energy supply and a volatile wholesale power market in which prices reached record highs, there are many new proposals for facilities to generate new power. Some of these facilities are in the vicinity of the McNary-John Day project; the proposed line would help insure that existing and newly generated power could move through the system. Bonneville is also considering the No Action Alternative and several short-line routing alternatives. The short routing alternatives include three half-mile-long routes for getting from the McNary Substation to the Columbia River crossing; three two-mile-long routes where the Hanford-John Day transmission line joins the existing corridor; two 1,000-foot-long routes at corridor mile 32; and two 500-foot-long routes at corridor mile 35.

    Wallula Generation, LLC proposes to construct a 1,300-megawatt (MW) natural gas-fired combined-cycle combustion gas turbine facility (the Wallula Power Project). The project would be located in the northwestern portion of Walla Walla County, Washington, approximately 8 miles south of the City of Pasco, 2 miles north of the unincorporated community of Wallula, and 7 miles southeast of the unincorporated community of Burbank. The purpose of the proposed power project is to provide energy to meet the needs of the Northwest and other interconnected electric transmission areas where electrical energy is needed. Firm transmission of the power generated by the Wallula Power Project would require construction of a new 500-kilovolt (kV) transmission line and construction of a new switchyard near Smiths Harbor. Approximately 5.1 miles of new transmission line from the proposed generation plant to the new switchyard would be completed. An additional 28 miles of new transmission line from the Smiths Harbor Switchyard to the McNary Substation would be constructed adjacent to the existing Lower Monumental-McNary transmission line and upgrades completed to the existing McNary Substation if loads are exceeded on the existing line. Wallula Generation, LLC, would construct and operate the generation plant and associated facilities, including the makeup water supply line. Bonneville would design, construct, and operate the two 500 kV transmission line segments and switchyard. To supply natural gas to the plant site, a 5.9-mile pipeline interconnection would be engineered, constructed, owned, and operated by PG&E Gas Transmission-Northwest (GTN). This EIS evaluates the environmental impacts of the proposed action, which includes the proposed power plant and 33-mile transmission line. It also evaluates an alternative using taller towers and longer spans between towers along part of the transmission line, and the use of an alternative approach for the transmission line where it would

    The UPAFC Records Management Plan is based on the life cycle of a record - the evolution of a record from creation until final disposition. There are three major phases in the life cycle of a record: (1) creation and receipt, (2) maintenance and use, and (3) disposition. Accordingly, the Records Management Plan is structured to follow each of those phases. During each of the three phases, some kind of control is mandatory. The Records Management Plan establishes appropriate standards, policies, and procedures to ensure adequate control is always maintained. It includes a plan for records management, a plan for records management training activities, and a plan for auditing and appraising the program.

    An optically recording velocity interferometer system (ORVIS) can be operated in a line-imaging configuration that effectively combines subnanosecond temporal resolution with high spatial resolution (length scales<10 {mu}m). This technique easily captures very small temporal variations in the onset of motion across the face of a small-scale (400-{mu}m diameter) laser-driven flyer. In another application, line-imaging ORVIS has been used to obtain spatially resolved particle velocity vs. time information at flyer impact on a lithium fluoride witness plate. Subnanosecond differences in flyer arrival time are clearly resolved and the results also show subtle amplitude variations in the pulse delivered at different locations of the acceptor. Observed velocity field variations in laser acceleration of a patterned flyer target demonstrate the feasibility of using line ORVIS in studies of instability formation and growth. These results indicate that this diagnostic can be applied to a wide variety of shock phenomena.

    An optically recording velocity interferometer system (ORVIS) can be operated in a line-imaging configuration that effectively combines subnanosecond temporal resolution with high spatial resolution (length scales{lt}10{mu}m). This technique easily captures very small temporal variations in the onset of motion across the face of a small-scale (400-{mu}m diameter) laser-driven flyer. In another application, line-imaging ORVIS has been used to obtain spatially resolved particle velocity vs. time information at flyer impact on a lithium fluoride witness plate. Subnanosecond differences in flyer arrival time are clearly resolved and the results also show subtle amplitude variations in the pulse delivered at different locations of the acceptor. Observed velocity field variations in laser acceleration of a patterned flyer target demonstrate the feasibility of using line ORVIS in studies of instability formation and growth.     Western Area Power Administration (Western) and the Platte River Power Authority (Platte River) propose to upgrade portions of the existing electric transmission and substation system that serves the Town of Estes Park, Colorado. The existing transmission lines between the Estes Power Plant Switchyard and the Marys Lake Substation include a 115,000 volt (115-kV) line and 69,000 volt (69-kV) line. Approximately one mile is a double-circuit 115/69-kV line on steel lattice structures, and approximately two miles consists of separate single-circuit 115-kV and a 69-kV lines, constructed on wood H-Frame structures. Both lines were constructed in 1951 by the US Bureau of Reclamation. The existing transmission lines are on rights-of-way (ROW) that vary from 75 feet to 120 feet and are owned by Western. There are 48 landowners adjacent to the existing ROW. All of the houses were built adjacent to the existing ROW after the transmission lines were constructed. Upgrading the existing 69-kV transmission line between the Marys Lake Substation and the Estes Power Plant Switchyard to 115-kV and expanding the Marys Lake Substation was identified as the most effective way in which to improve electric service to Estes Park. The primary purpose and need of the proposed project is to improve the reliability of electric service to the Town of Estes Park. Lack of reliability has been a historical concern, and reliability will always be less than desired until physical improvements are made to the electrical facilities serving Estes Park.

    The Department of Energy (DOE), Western Area Power Administration (Western) proposes to consolidate segments of two transmission lines near the Gering Substation in Gering, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska. The transmission lines are both located in Scotts Bluff County, Nebraska, within the city of Gering. Presently, there are three parallel 115-kilovolt (kV) transmission lines on separate rights-of-way (ROW) that terminate at the Gering Substation. The project would include dismantling the Archer-Gering wood-pole transmission line and rebuilding the remaining two lines on single-pole steel double circuit structures. The project would consolidate the Gering-Stegall North and Gering-Stegall South 115-kV transmission lines on to one ROW for a 1.33-mile segment between the Gering Substation and a point west of the Gering Landfill. All existing wood-pole H-frame structures would be removed, and the Gering-Stegall North and South ROWs abandoned. Western is responsible for the design, construction, operation, and maintenance of the line. Western prepared an environmental assessment (EA) that analyzed the potential environmental impacts of the proposed construction, operation, and maintenance of the 115-kV transmission line consolidation. Based on the analyses in the EA, the DOE finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA).

    The Genomes On Line Database (GOLD) is a comprehensive resource for centralized monitoring of genome and metagenome projects worldwide. Both complete and ongoing projects, along with their associated metadata, can be accessed in GOLD through precomputed tables and a search page. As of September 2009, GOLD contains information for more than 5800 sequencing projects, of which 1100 have been completed and their sequence data deposited in a public repository. GOLD continues to expand, moving toward the goal of providing the most comprehensive repository of metadata information related to the projects and their organisms/environments in accordance with the Minimum Information about a (Meta)Genome Sequence (MIGS/MIMS) specification.

    The Western Area Power Administration (Western) is proposing to rebuild, operate, and maintain a 115-kilovolt (kV) transmission line between the Big George and Carter Mountain Substations in northwest Wyoming (Park and Hot Springs Counties). This environmental assessment (EA) was prepared in compliance with the National Environmental Policy Act (NEPA) and the regulations of the Council on Environmental Quality (CEQ) and the Department of Energy (DOE). The existing Big George to Carter Mountain 69-kV transmission line was constructed in 1941 by the US Department of Interior, Bureau of Reclamation, with 1/0 copper conductor on wood-pole H-frame structures without an overhead ground wire. The line should be replaced because of the deteriorated condition of the wood-pole H-frame structures. Because the line lacks an overhead ground wire, it is subject to numerous outages caused by lightning. The line will be 54 years old in 1995, which is the target date for line replacement. The normal service life of a wood-pole line is 45 years. Under the No Action Alternative, no new transmission lines would be built in the project area. The existing 69-kV transmission line would continue to operate with routine maintenance, with no provisions made for replacement.

    BPA proposes to build a single-circuit 500-kV transmission line from a tap point on an existing 500-kV line near Kangley, Washington, to its Echo Lake Substation near North Bend, Washington. The proposed route for this line, also called Alternative 1, is about nine miles long. About five miles of the proposed route would go through the Cedar River Municipal Watershed. In addition, Echo Lake Substation would be expanded about three acres to the east and new equipment would be installed there to accommodate the new line (common to all transmission alternatives). This alternative was proposed because it would be located immediately parallel to an existing BPA existing 500-kV transmission line, the Raver-Echo Lake Transmission Line. Locating a new line next to an existing one reduces right-of-way (ROW) clearing needed for the new line and reduces the need for additional access roads. Lattice steel transmission towers would support the 500-kV transmission line. These structures average 135 feet high, with the average span between towers of about 1,150 feet.

    The prominent broad Fe II emission blends in the spectra of active galactic nuclei have been shown to vary in response to continuum variations, but past attempts to measure the reverberation lag time of the optical Fe II lines have met with only limited success. Here we report the detection of Fe II reverberation in two Seyfert 1 galaxies, NGC 4593 and Mrk 1511, based on data from a program carried out at Lick Observatory in Spring 2011. Light curves for emission lines including H? and Fe II were measured by applying a fitting routine to decompose the spectra into several continuum and emission-line components, and we use cross-correlation techniques to determine the reverberation lags of the emission lines relative to V-band light curves. In both cases, the measured lag (?{sub cen}) of Fe II is longer than that of H?, although the inferred lags are somewhat sensitive to the choice of Fe II template used in the fit. For spectral decompositions done using the Fe II template of Vron-Cetty et al., we find ?{sub cen}(Fe II)/?{sub cen}(H?) = 1.9 0.6 in NGC 4593 and 1.5 0.3 in Mrk 1511. The detection of highly correlated variations between Fe II and continuum emission demonstrates that the Fe II emission in these galaxies originates in photoionized gas, located predominantly in the outer portion of the broad-line region.

    BPA is proposing to construct a 500-kilovolt (kV) transmission line that would extend approximately 84 miles between the Grand Coulee 500-kV Switchyard, near Grand Coulee Dam, and the Bell Substation, in Mead just north of Spokane. The new line would cross portions of Douglas, Grant, Lincoln, and Spokane counties. In addition to the transmission line, new equipment would be installed at the substations at each end of the new line and at other facilities. The proposed action would remove an existing 115-kV transmission line and replace it with the new 500-kV line on existing right-of-way for most of its length. Additional right-of-way would be needed in the first 3.5 miles out of the Grand Coulee Switchyard to connect to the existing 115-kV right-of-way. Since the mid-1990s, the transmission path west of Spokane, called the West of Hatwai transmission pathway, has grown increasingly constrained. To date, BPA has been able to manage operation of the path through available operating practices, and customer needed have been met while maintaining the reliability of the path. however, in early 2001, operations showed that the amount of electricity that needs to flow from east to west along this path creates severe transmission congestion. Under these conditions, the system is at risk of overloads and violation of industry safety and reliability standards. The problem is particularly acute in the spring and summer months because of the large amount of power generated by dams east of the path. Large amounts of water cannot be spilled during that time in order for BPA to fulfill its obligation to protect threatened and endangered fish. The amount of power that needs to move through this area during these months at times could exceed the carrying capacity of the existing transmission lines. In additional capacity is not added, BPA will run a significant risk that it will not be able to continue to meet its contractual obligations to deliver power and maintain reliability

    The Project Chariot Site resides in a remote and isolated area in the Cape Thompson region of northwest Alaska (Figure 1-1). The Project Chariot Site was a proposed test location for the U.S. Atomic Energy Commission (AEC) Plowshare Program in 1958. In 1962, the United States Geological Survey (USGS) conducted environmental studies using less than 30 mCi of short-lived mixed fission products. The location of the studies was about 0.75 mile (1.2 km) north of the Project Chariot Site base camp. Radioactive material was spread over the 12 test plots: 10 were used for overland transport tracer tests, one for a sediment transport experiment, and one for an 18-hour percolation test. The 11 test plots constituted an area less than 0.9 percent of an acre. At the conclusion of the August 1962 tracer test, USGS scraped the ground surface of the test plots and the percolation test location. The scraped soil and vegetation were mixed with native soil, deposited in a mound on two of the plots, and covered with 4 ft (1.22 m) of uncontaminated soil (DOE 1993).

    Bonneville Power Administration prepared this EA to assess the potential environmental impacts of the proposed rebuild of the Keeler-Forest Grove and Forest Grove-Tillamook 115-kilovolt (kV) transmission lines between the cities of Hillsboro and Tillamook, in Washington and Tillamook Counties, Oregon. The 58-mile-long rebuild would include replacement of all wood-pole structures over 10 years in age.     The existing switchyards at Western Area Power Administration's (WESTERN) Seminoe and Kortes facilities, located approximately 40 miles northeast of Rawlines, Carbon County, Wyoming, were constructed in 1939 and 1951, respectively. The circuit breakers at these facilities are beyond or approaching their service life and need to be replaced. In addition, the switchyards have poor access for maintenance and replacement of equipment, and their locations create potential for oil spills into the North Platte River. WESTERN is proposing to consolidate the switchyard facilities into one new substation to provide easier access, restore proper levels of system reliability, and decrease the potential for oil contamination of the river. This environmental assessment (EA) was prepared to evaluate the impacts of the proposed Seminoe-Kortes Consolidation Project. 57 refs., 12 figs., 8 tabs.

    Existence criteria for invariant and projectively invariant measures are obtained for a group G of homeomorphisms of the line. These criteria are formulated in terms of the commutator subgroup [G,G]. For the special (but very important) case of groups of homeomorphisms of the line containing a freely acting element we obtain a criterion for the existence of a projectively invariant measure in the form of the absence of a special subgroup with two generators in which one of the generating elements is a freely acting element. The project would be located in Dona Ana county in southern New Mexico, approximately five miles west of El Paso, Texas. The alternative corridors, specific locations within those corridors, and structure types are identified and analyzed in the environmental studies.

    This document is a Phase I deliverable for the Single-Shell Tank Analysis of Record effort. This document is not the Analysis of Record. The intent of this document is to guide the Phase II detailed modeling effort. Preliminary finite element models for each of the tank types were developed and different case studies were performed on one or more of these tank types. Case studies evaluated include thermal loading, waste level variation, the sensitivity of boundary effects (soil radial extent), excavation slope or run to rise ratio, soil stratigraphic (property and layer thickness) variation at different farm locations, and concrete material property variation and their degradation under thermal loads. The preliminary analysis document reviews and preliminary modeling analysis results are reported herein. In addition, this report provides recommendations for the next phase of the SST AOR project, SST detailed modeling. Efforts and results discussed in this report do not include seismic modeling as seismic modeling is covered by a separate report. The combined results of both static and seismic models are required to complete this effort. The SST AOR project supports the US Department of Energy's (DOE) Office of River Protection (ORP) mission for obtaining a better understanding of the structural integrity of Hanford's SSTs. The 149 SSTs, with six different geometries, have experienced a range of operating histories which would require a large number of unique analyses to fully characterize their individual structural integrity. Preliminary modeling evaluations were conducted to determine the number of analyses required for adequate bounding of each of the SST tank types in the Detailed Modeling Phase of the SST AOR Project. The preliminary modeling was conducted in conjunction with the Evaluation Criteria report, Johnson et al. (2010).     Disposal in engineered facilities built in stable, deep geological formations is the reference means for permanently isolating long-lived radioactive waste from the human biosphere. This management method is designed to be intrinsically safe and final, i.e. not dependent on human presence and intervention in order to fulfil its safety goal. There is however no intention to forgo, at any time, knowledge and awareness either of the repository or of the waste that it contains. The preservation of Records, Knowledge and Memory (RK and M) is seen as an integral part of radioactive waste management, supporting lengthy and complex socio-technical processes across pre-operational, operational and post-operational lifetimes. Long-term preservation of RK and M is an emerging multidisciplinary work area in which much learning is expected over the coming years. Novel methods are being sought that are least vulnerable to both natural degradation and to changes in socio-economic conditions. Progress has been made in individual countries, but there is a need to internationalise the thinking, compare approaches, investigate potential solutions and share decisions. This is the task of the NEA RK and M project. A major outcome of the project will be a 'menu-driven document' that will allow people to identify the main elements of a strategic action plan for RK and M preservation. In sum, the preservation of RK and M is a unprecedented task in which technical, scientific and social information is interwoven and needs to be developed and preserved across generations and across specialist boundaries. Important studies have been undertaken in the past decades to explore a variety of approaches to preserving RK and M across different timescales, including archives and markers. The work of the past in this area is useful, but innovative thinking is also needed.     We present dynamical modeling of the broad-line region (BLR) in the Seyfert 1 galaxy Mrk 50 using reverberation mapping data taken as part of the Lick AGN Monitoring Project (LAMP) 2011. We model the reverberation mapping data directly, constraining the geometry and kinematics of the BLR, as well as deriving a black hole mass estimate that does not depend on a normalizing factor or virial coefficient. We find that the geometry of the BLR in Mrk 50 is a nearly face-on thick disk, with a mean radius of 9.6{sup +1.2}{sub -0.9} light days, a width of the BLR of 6.9{sup +1.2}{sub -1.1} light days, and a disk opening angle of 25 {+-} 10 deg above the plane. We also constrain the inclination angle to be 9{sup +7}{sub -5} deg, close to face-on. Finally, the black hole mass of Mrk 50 is inferred to be log{sub 10}(M{sub BH}/M{sub Sun }) = 7.57{sup +0.44}{sub -0.27}. By comparison to the virial black hole mass estimate from traditional reverberation mapping analysis, we find the normalizing constant (virial coefficient) to be log{sub 10} f = 0.78{sup +0.44}{sub -0.27}, consistent with the commonly adopted mean value of 0.74 based on aligning the M{sub BH}-{sigma}* relation for active galactic nuclei and quiescent galaxies. While our dynamical model includes the possibility of a net inflow or outflow in the BLR, we cannot distinguish between these two scenarios.

  1. Project Final Report: Building a Community Infrastructure for Scalable On-Line Performance Analysis Tools around Open|SpeedShop

    In this project we created a community tool infrastructure for program development tools targeting Petascale class machines and beyond. This includes tools for performance analysis, debugging, and correctness tools, as well as tuning and optimization frameworks. The developed infrastructure provides a comprehensive and extensible set of individual tool building components. We started with the basic elements necessary across all tools in such an infrastructure followed by a set of generic core modules that allow a comprehensive performance analysis at scale. Further, we developed a methodology and workflow that allows others to add or replace modules, to integrate parts into their own tools, or to customize existing solutions. In order to form the core modules, we built on the existing Open|SpeedShop infrastructure and decomposed it into individual modules that match the necessary tool components. At the same time, we addressed the challenges found in performance tools for petascale systems in each module. When assembled, this instantiation of community tool infrastructure provides an enhanced version of Open|SpeedShop, which, while completely different in its architecture, provides scalable performance analysis for petascale applications through a familiar interface. This project also built upon and enhances capabilities and reusability of project partner components as specified in the original project proposal. The overall project teams work over the project funding cycle was focused on several areas of research, which are described in the following sections. The reminder of this report also highlights related work as well as preliminary work that supported the project. In addition to the project partners funded by the Office of Science under this grant, the project team included several collaborators who contribute to the overall design of the envisioned tool infrastructure.   3. Final Technical Report on STTR Project DE-FG02-06ER86281 Particle Tracking in Matter-Dominated Beam Lines (G4beamline)

    This project has been for software development of the G4beamline [1] program, which is a particle-tracking simulation program based on the Geant4 toolkit [2], optimized for beam lines. This program can perform more realistic simulations than most alternatives, while being significantly easier to use by physicists. This project has fostered the general acceptance of G4beamline within the muon community, and has assisted in expanding its role outside that community. During this project, the G4beamline user community has grown from about a half-dozen users to more than 200 users around the world. This project also validated our business decision to keep G4beamline an open-source program, judging that an STTR project would provide more development resources than would marketing and selling the program. G4beamline is freely available to the physics community, and has been well validated against experiments and other codes within its domain. Muons, Inc. continues to support and develop the program, and a major part of the company's continued success and growth is directly related to our expertise in applying this program to interesting applications.

    The Genomes OnLine Database (GOLD, http://www.genomesonline.org) is a comprehensive online resource to catalogue and monitor genetic studies worldwide. GOLD provides up-to-date status on complete and ongoing sequencing projects along with a broad array of curated metadata. Here we report version 5 (v.5) of the database. The newly designed database schema and web user interface supports several new features including the implementation of a four level (meta)genome project classification system and a simplified intuitive web interface to access reports and launch search tools. The database currently hosts information for about 19,200 studies, 56,000 Biosamples, 56,000 sequencing projects, and 39,400 analysis projects. More than just a catalogue of worldwide genome projects, GOLD is a manually curated, quality controlled metadata warehouse. The problems encountered in integrating disparate and varying quality data into GOLD are briefly highlighted. GOLD fully supports and follows the Genomic Standards Consortium (GSC) Minimum Information standards.

    We report the detection of a strong H I 21 cm absorption system at z = 0.5344, as well as a candidate system at z = 0.3389, in the sight line toward the z = 2.64 quasar MG J0414+0534. This, in addition to the absorption at the host redshift and the other two intervening absorbers, takes the total to four (possibly five). The previous maximum number of 21 cm absorbers detected along a single sight line is two and so we suspect that this number of gas-rich absorbers is in some way related to the very red color of the background source. Despite this, no molecular gas (through OH absorption) has yet been detected at any of the 21 cm redshifts, although, from the population of 21 cm absorbers as a whole, there is evidence for a weak correlation between the atomic line strength and the optical-near-infrared color. In either case, the fact that so many gas-rich galaxies (likely to be damped Ly{alpha} absorption systems) have been found along a single sight line toward a highly obscured source may have far-reaching implications for the population of faint galaxies not detected in optical surveys, a possibility which could be addressed through future wide-field absorption line surveys with the Square Kilometer Array.

    This Nuclear Energy Research Initiative (NERI) project was tasked with exploring, adapting, developing and demonstrating innovative nondestructive test methods to automate nuclear coated particle fuel inspection so as to provide the United States (US) with necessary improved and economical Quality Assurance and Control (QA/QC) that is needed for the fuels for several reactor concepts being proposed for both near term deployment [DOE NE & NERAC, 2001] and Generation IV nuclear systems. Replacing present day QA/QC methods, done manually and in many cases destructively, with higher speed automated nondestructive methods will make fuel production for advanced reactors economically feasible. For successful deployment of next generation reactors that employ particle fuels, or fuels in the form of pebbles based on particles, extremely large numbers of fuel particles will require inspection at throughput rates that do not significantly impact the proposed manufacturing processes. The focus of the project is nondestructive examination (NDE) technologies that can be automated for production speeds and make either: (I) On Process Measurements or (II) In Line Measurements. The inspection technologies selected will enable particle quality qualification as a particle or group of particles passes a sensor. A multiple attribute dependent signature will be measured and used for qualification or process control decisions. A primary task for achieving this objective is to establish standard signatures for both good/acceptable particles and the most problematic types of defects using several nondestructive methods.

    Gathering and compiling information on the features and uses of the land within a proposed corridor provides the basis for selecting a route, obtaining easements, and designing and constructing a transmission line. Traditionally, gathering this information involved searches of existing maps and records to obtain the available information, which would then be supplemented with aerial photography to record current conditions. Ground surveys were performed to collect topographic data for design purposes. This information was manually transferred to drawings and other documents to show the terrain, environmentally sensitive areas, property ownership, and existing facilities. These drawing served as the base to which the transmission line right-of-way, structures, and other design information were added. As the design was completed, these drawings became the source of information for constructing the line and ultimately, the record of the facility. New technologies and the every growing need for instantly accessible information have resulted in changes in almost every step of gathering, storing and using information. Electronic data collection, global positioning systems (GPS), digitized terrain models, computerized design techniques, development of drawings using CAD, and graphical information systems (GIS) have individually resulted in significant advancements in this process. Combining these components into an integrated system, however, is truly revolutionizing transmission line engineering. This paper gives an overview of the survey and mapping information that is required for transmission line projects, review the traditional techniques that have been employed to obtain and utilize this information, and discuss the recent advances in the technology. Additionally, a system is presented that integrates the components in this process to achieve efficiency, minimize chances of errors, and provide improved access to project information.

    The Department of Energy (DOE), Western Area Power Administration (Western) is proposing to reroute a section of the Curecanti-Lost Canyon 230-kilovolt (kV) transmission line, in Montrose County, Colorado. A portion of the transmission line, situated 11 miles southeast of Montrose, Colorado, crosses Waterdog Peak, an area of significant geologic surface activity, which is causing the transmission line's lattice steel towers to shift. This increases stress to structure hardware and conductors, and poses a threat to the integrity of the transmission system. Western proposes to relocate the lattice steel towers and line to a more geologically stable area. The existing section of transmission line and the proposed relocation route cross Bureau of Land Management and private land holdings.

    Western Area Power Administration (Western) is a power marketing agency of the US Department of Energy, with jurisdiction in 15 western states. The Salt Lake City Area (SLCA) of Western performs the agency`s mission in parts of Colorado, New Mexico, Texas, Utah, Arizona, Wyoming, and Nevada. As part of its mission, Western owns, operates, and maintains a system of transmission lines for transmitting bulk electrical energy from points of generation to and between delivery points. Part of that system in southwestern Colorado includes the Blue Mesa-Curecanti and Blue Mesa-Salida 115-kV transmission lines. Western proposes to conduct maintenance and improve its access roads for these two transmission lines. This paper discusses the impacts to the existing environment as well as the environmental consequences resulting from the maintenance and construction that is proposed.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.
