    When software is used in safety-critical, security-critical, or mission-critical situations, it is imperative to understand and manage the risks involved. A risk assessment methodology and toolset have been developed which are specific to software systems. This paper describes the concepts of the methodology, with emphasis on the experience of designing a toolset to support the methodology. Also presented are results of applying the methodology to two real software-based products: the software toolset itself, and a network firewall.

    This report describes the purpose and results of the two-year, Sandia-sponsored Laboratory Directed Research and Development (LDRD) project entitled Understanding Communication in Counterterrorism Crisis Management The purpose of this project was to facilitate the capture of key communications among team members in simulated training exercises, and to learn how to improve communication in that domain. The first section of this document details the scenario development aspects of the simulation. The second section covers the new communication technologies that were developed and incorporated into the Weapons of Mass Destruction Decision Analysis Center (WMD-DAC) suite of decision support tools. The third section provides an overview of the features of the simulation and highlights its communication aspects. The fourth section describes the Team Communication Study processes and methodologies. The fifth section discusses future directions and areas in which to apply the new technologies and study results obtained as a result of this LDRD.

    Mixing between fuel and shell material is an important topic in the inertial confinement fusion community, and is commonly accepted as the primary mechanism for neutron yield degradation. Typically, radiation hydrodynamic simulations that lack mixing (clean simulations) tend to considerably overestimate the neutron yield. We present here a series of yield calculations based on a variety of fall-line inspired mix models. The results are compared to a series of OMEGA experiments which provide total neutron yields and time-dependent yield rates.

  8. Understanding Carbon Sequestration Options in the United States: Capabilities of a Carbon Management Geographic Information System

    While one can discuss various sequestration options at a national or global level, the actual carbon management approach is highly site specific. In response to the need for a better understanding of carbon management options, Battelle in collaboration with Mitsubishi Corporation, has developed a state-of-the-art Geographic Information System (GIS) focused on carbon capture and sequestration opportunities in the United States. The GIS system contains information (e.g., fuel type, location, vintage, ownership, rated capacity) on all fossil-fired generation capacity in the Untied States with a rated capacity of at least 100 MW. There are also data on other CO2 sources (i.e., natural domes, gas processing plants, etc.) and associated pipelines currently serving enhanced oil recovery (EOR) projects. Data on current and prospective CO2 EOR projects include location, operator, reservoir and oil characteristics, production, and CO2 source. The system also contains information on priority deep saline aquifers and coal bed methane basins with potential for sequestering CO2. The GIS application not only enables data storage, flexible map making, and visualization capabilities, but also facilitates the spatial analyses required to solve complex linking of CO2 sources with appropriate and cost-effective sinks. A variety of screening criteria (spatial, geophysical, and economic) can be employed to identify sources and sinks most likely amenable to deployment of carbon capture and sequestration systems. The system is easily updateable, allowing it to stay on the leading edge of capture and sequestration technology as well as the ever-changing business landscape. Our paper and presentation will describe the development of this GIS and demonstrate its uses for carbon management analysis.

  9. Developing Effective Continuous On-Line Monitoring Technologies to Manage Service Degradation of Nuclear Power Plants

    Recently, there has been increased interest in using prognostics (i.e, remaining useful life (RUL) prediction) for managing and mitigating aging effects in service-degraded passive nuclear power reactor components. A vital part of this philosophy is the development of tools for detecting and monitoring service-induced degradation. Experience with in-service degradation has shown that rapidly-growing cracks, including several varieties of stress corrosion cracks (SCCs), can grow through a pipe in less than one fuel outage cycle after they initiate. Periodic inspection has limited effectiveness at detecting and managing such degradation requiring a more versatile monitoring philosophy. Acoustic emission testing (AET) and guided wave ultrasonic testing (GUT) are related technologies with potential for on-line monitoring applications. However, harsh operating conditions within NPPs inhibit the widespread implementation of both technologies. For AET, another hurdle is the attenuation of passive degradation signals as they travel though large components, relegating AET to targeted applications. GUT is further hindered by the complexity of GUT signatures limiting its application to the inspection of simple components. The development of sensors that are robust and inexpensive is key to expanding the use of AET and GUT for degradation monitoring in NPPs and improving overall effectiveness. Meanwhile, the effectiveness of AET and GUT in NPPs can be enhanced through thoughtful application of tandem AET-GUT techniques.

  10. UNDERSTANDING PHYSICAL CONDITIONS IN HIGH-REDSHIFT GALAXIES THROUGH C I FINE STRUCTURE LINES: DATA AND METHODOLOGY

    We probe the physical conditions in high-redshift galaxies, specifically, the damped Ly{alpha} systems (DLAs) using neutral carbon (C I) fine structure lines and molecular hydrogen (H{sub 2}). We report five new detections of C I and analyze the C I in an additional two DLAs with previously published data. We also present one new detection of H{sub 2} in a DLA. We present a new method of analysis that simultaneously constrains both the volume density and the temperature of the gas, as opposed to previous studies that a priori assumed a gas temperature. We use only the column density of C I measured in the fine structure states and the assumption of ionization equilibrium in order to constrain the physical conditions in the gas. We present a sample of 11 C I velocity components in six DLAs and compare their properties to those derived by the global C II* technique. The resulting median values for this sample are (n(H I)) = 69 cm{sup -3}, (T) = 50 K, and (log(P/k)) = 3.86 cm{sup -3} K, with standard deviations, {sigma}{sub n(H{sub i})} = 134 cm{sup -3}, {sigma}{sub T} = 52 K, and {sigma}{sub log(P/k)} = 3.68 cm{sup -3} K. This can be compared with the integrated median values for the same DLAs: (n(H I)) = 2.8 cm{sup -3}, (T) = 139 K, and (log(P/k)) = 2.57 cm{sup -3} K, with standard deviations {sigma}{sub n(H{sub i})} = 3.0 cm{sup -3}, {sigma}{sub T} = 43 K, and {sigma}{sub log(P/k)} = 0.22 cm{sup -3} K. Interestingly, the pressures measured in these high-redshift C I clouds are similar to those found in the Milky Way. We conclude that the C I gas is tracing a higher-density, higher-pressure region, possibly indicative of post-shock gas or a photodissociation region on the edge of a molecular cloud. We speculate that these clouds may be direct probes of the precursor sites of star formation in normal galaxies at high redshift.

    The proposed COPS (Coastal Ocean Prediction Systems) program is concerned with combining numerical models with observations (through data assimilation) to improve our predictive knowledge of the coastal ocean. It is oriented toward applied research and development and depends upon the continued pursuit of basic research in programs like COOP (Coastal Ocean Processes); i.e., to a significant degree it is involved with ``technology transfer`` from basic knowledge to operational and management applications. This predictive knowledge is intended to address a variety of societal problems: (1) ship routing, (2) trajectories for search and rescue operations, (3) oil spill trajectory simulations, (4) pollution assessments, (5) fisheries management guidance, (6) simulation of the coastal ocean`s response to climate variability, (7) calculation of sediment transport, (8) calculation of forces on structures, and so forth. The initial concern is with physical models and observations in order to provide a capability for the estimation of physical forces and transports in the coastal ocean. For all these applications, there are common needs for physical field estimates: waves, tides, currents, temperature, and salinity, including mixed layers, thermoclines, fronts, jets, etc. However, the intent is to work with biologists, chemists, and geologists in developing integrated multidisciplinary prediction systems as it becomes feasible to do so. From another perspective, by combining observations with models through data assimilation, a modern approach to monitoring is provided through whole-field estimation.

  14. The Coastal Ocean Prediction Systems program: Understanding and managing our coastal ocean

    The goal of COPS is to couple a program of regular observations to numerical models, through techniques of data assimilation, in order to provide a predictive capability for the US coastal ocean including the Great Lakes, estuaries, and the entire Exclusive Economic Zone (EEZ). The objectives of the program include: determining the predictability of the coastal ocean and the processes that govern the predictability; developing efficient prediction systems for the coastal ocean based on the assimilation of real-time observations into numerical models; and coupling the predictive systems for the physical behavior of the coastal ocean to predictive systems for biological, chemical, and geological processes to achieve an interdisciplinary capability. COPS will provide the basis for effective monitoring and prediction of coastal ocean conditions by optimizing the use of increased scientific understanding, improved observations, advanced computer models, and computer graphics to make the best possible estimates of sea level, currents, temperatures, salinities, and other properties of entire coastal regions.

    An aging assessment of battery chargers and inverters was conducted under the auspices of the NRC's Nuclear Plant Aging Research (NPAR) Program. The intentions of this program are to resolve issues related to the aging and service wear of equipment and systems at operating reactor facilities and to assess their impact on safety. Inverters and battery chargers are used in nuclear power plants to perform significant functions related to plant safety and availability. The specific impact of a battery charger or inverter failure varies with plant configuration. Operating experience data have demonstrated that reactor trips, safety injection system actuations, and inoperable emergency core cooling systems have resulted from inverter failures; and dc bus degradation leading to diesel generator inoperability or loss of control room annunication and indication have resulted from battery and battery charger failures. For the battery charger and inverter, the aging and service wear of subcomponents have contributed significantly to equipment failures. This paper summarizes the data and then describes methods that can be used to detect battery charger and inverter degradation prior to failure, as well as methods to minimize the failure effects. In both cases, the managing of battery charger and inverter aging is emphasized. 5 refs.

    Beginning in the summer of 2000, California experienced serious energy supply problems, sharp increases in wholesale (and retail) electricity and natural gas prices, and isolated blackouts. In response to the rapidly worsening electricity situation in California in late 2000, the state set, as an initial goal, the reduction of the state's peak demand for the summer of 2001 by 5,000 megawatts. To meet this goal, the governor and legislature took a variety of steps to enhance supply, encourage rapid voluntary reductions in demand, and provide incentives for actions that would result in load reductions. Three bills-Assembly Bill 970, Senate Bill X1 5 and Assembly Bill X1 29-allocated roughly $950 million for consumption and demand reduction programs. The governor also enacted a variety of additional measures, including the ''Flex Your Power'' (media awareness and direct business involvement) campaign, requirements for retail sector outdoor lighting reductions, and toughening of energy efficiency building codes. There were, in fact, significant reductions in electricity demand in California during the summer of 2001 and the large number of expected supply disruptions was avoided. To understand the nature of these demand reductions and the motivations for consumer response, Washington State University (WSU) undertook a study for the California Energy Commission (CEC) focusing on conservation behavior in the residential, commercial, and agricultural sectors. The research presented in this report represents an exploration of the response of commercial and institutional organizations to the California energy situation and the unique set of influences that existed during this time. These influences included informational messages and media attention, program interventions, price changes, and external triggering events (e.g., blackouts).     The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    Core--valence--valence (CVV) Auger spectroscopy can now be used as a local valence probe of molecular, chemisorbed and solid-state species. Analysis of Auger data has led to the discovery of localized multihole valence excitations in covalent systems, and there is evidence that these excitations may play a major role in the dissociation of large molecules and in stimulated desorption from semiconductor surfaces. The basic physics behind the CVV decay is summarized. The relative importance of factors that influence the decay amplitudes (local charge density, initial-state screening, valence nonorthogonality, and configuration mixing) and the Auger energies (independent vs coupled final-state holes) is explored.

    The Genomes OnLine Database (GOLD, http://www.genomesonline.org) is a comprehensive online resource to catalogue and monitor genetic studies worldwide. GOLD provides up-to-date status on complete and ongoing sequencing projects along with a broad array of curated metadata. Here we report version 5 (v.5) of the database. The newly designed database schema and web user interface supports several new features including the implementation of a four level (meta)genome project classification system and a simplified intuitive web interface to access reports and launch search tools. The database currently hosts information for about 19,200 studies, 56,000 Biosamples, 56,000 sequencing projects, and 39,400 analysis projects. More than just a catalogue of worldwide genome projects, GOLD is a manually curated, quality controlled metadata warehouse. The problems encountered in integrating disparate and varying quality data into GOLD are briefly highlighted. GOLD fully supports and follows the Genomic Standards Consortium (GSC) Minimum Information standards.

Using the Model To help investigators exploit the model to perform identity attribution, we have developed the Identity Map visualization. For a user-provided set of known starting elements and a set of desired target elements for a given identity, the Identity Map generates investigative workflows as paths through the model. Each path consists of a series of elements and inferences between them that connect the input and output elements. Each path also has an associated confidence level that estimates the reliability of the resulting attribution. Identity Map can help investigators understand the possible ways to make an identification decision and guide them toward the data-collection or analysis steps required to reach that decision.

    The overflow line for the reactor vessel of a liquid-metal-cooled nuclear reactor includes means for establishing and maintaining a continuous bleed flow of coolant amounting to 5 to 10% of the total coolant flow through the overflow line to prevent thermal shock to the overflow line when the reactor is restarted following a trip.     In Part 1, students will know how fossil fuels were formed; recognize common uses of Earth’s fossil energy resources and develop an understanding of the risks and benefits of their continued use. In Part 2, students focus on the importance of renewable energy resources for a sustainable future. Current renewable energy technologies (solar, wind, biomass, hydrogen, hydroelectric, and geothermal) are discussed. Information on solar is located on a separate power point (2006 Solar PP) as is hydrogen and transportation alternatives. Students will be able to distinguish between renewable and nonrenewable energy resources and identify the positive and negative effects of each.     On the Cray XT, aprun is the command to launch an application to a set of compute nodes reserved through the Application Level Placement Scheduler (ALPS). At the National Energy Research Scientific Computing Center (NERSC), interactive aprun is disabled. That is, invocations of aprun have to go through the batch system. Batch scripts can and often do contain several apruns which either use subsets of the reserved nodes in parallel, or use all reserved nodes in consecutive apruns. In order to better understand how NERSC users run on the XT, it is necessary to associate aprun information with jobs. It is surprisingly more challenging than it sounds. In this paper, we describe those challenges and how we solved them to produce daily per-job reports for completed apruns. We also describe additional uses of the data, e.g. adjusting charging policy accordingly or associating node failures with jobs/users, and plans for enhancements.

    The data transmission in coherent fiber-optical communication lines using solitons with a variable phase is studied. It is shown that nonlinear coherent structures (solitons) can be applied for effective signal transmission over a long distance using amplitude and optical-phase keying of information. The optimum ratio of the pulse width to the bit slot at which the spectral efficiency (transmitted bits per second and hertz) is maximal is determined. It is shown that soliton fiber-optical communication lines can ensure data transmission at a higher spectral efficiency as compared to traditional communication lines and at a high signal-to-noise ratio.

The electric industry is preparing to undergo a transition from a centralized, producer-controlled network to a decentralized, user-interactive one. Not only will the technology involved in the electric grid change, but the entire business model of the industry will change too. A major objective of the report is to identify the changes that the Smart Grid will bring about so that industry participants can be prepared to face them. A concise overview of the development of the Smart Grid is provided. It presents an understanding of what the Smart Grid is, what new business opportunities or risks might come about due to its introduction, and what activities are already taking place regarding defining or implementing the Smart Grid. This report will be of interest to the utility industry, energy service providers, aggregators, and regulators. It will also be of interest to home/building automation vendors, information technology vendors, academics, consultants, and analysts. The scope of the report includes an overview of the Smart Grid which identifies the main components of the Smart Grid, describes its characteristics, and describes how the Smart Grid differs from the current electric grid. Soon the administration will change all that. A number of independent and utility powerplants have been proposed in Idaho, Montana and the Spokane, Wash., area during the 1990s. As the operators will need to move their power, Bonneville is planning to build a $144-million, 500-kv line to upgrade the 115-kv section. The agency is planning to use its existing right-of-way.

    The increased need to manage California?s electricity grid in real time is a result of the ongoing transition from a system operated by vertically-integrated utilities serving native loads to one operated by an independent system operator supporting competitive energy markets. During this transition period, the traditional approach to reliability management -- construction of new transmission lines -- has not been pursued due to unresolved issues related to the financing and recovery of transmission project costs. In the absence of investments in new transmission infrastructure, the best strategy for managing reliability is to equip system operators with better real-time information about actual operating margins so that they can better understand and manage the risk of operating closer to the edge. A companion strategy is to address known deficiencies in offline modeling tools that are needed to ground the use of improved real-time tools. This project: (1) developed and conducted first-ever demonstrations of two prototype real-time software tools for voltage security assessment and phasor monitoring; and (2) prepared a scoping study on improving load and generator response models. Additional funding through two separate subsequent work authorizations has already been provided to build upon the work initiated in this project.

    As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    A thorough understanding of fluid properties helps in determining the potential of hydrates, paraffins, or asphaltenes to block subsea flow lines. Thermal, chemical, and mechanical methods are the main ways for preventing deposition. Already in both the North Sea and the Gulf of Mexico, blockages have led to significant losses in production and reserves recovery. This first article in a two-part series discusses thermal and chemical methods in overcoming fluid behavior problems caused by hydrate and other fluid constituents in subsea multiphase flow. The paper discusses subsea production, possible problems, nucleation, growth, deposition, preventing deposition, hydrate predictions, multiphase flow, and hydrate inhibition.

    The purpose of this document is to identify materials acceptable for use in the US ITER Project Office (USIPO)-supplied components for the ITER Electron cyclotron Heating and Current Drive (ECH&CD) transmission lines (TL), PBS-52. The source of material property information for design analysis shall be either the applicable structural code or the ITER Material Properties Handbook. In the case of conflict, the ITER Material Properties Handbook shall take precedence. Materials selection, and use, shall follow the guidelines established in the Materials Assessment Report (MAR). Materials exposed to vacuum shall conform to the ITER Vacuum Handbook. [Ref. 2] Commercial materials shall conform to the applicable standard (e.g., ASTM, JIS, DIN) for the definition of their grade, physical, chemical and electrical properties and related testing. All materials for which a suitable certification from the supplier is not available shall be tested to determine the relevant properties, as part of the procurement. A complete traceability of all the materials including welding materials shall be provided. Halogenated materials (example: insulating materials) shall be forbidden in areas served by the detritiation systems. Exceptions must be approved by the Tritium System and Safety Section Responsible Officers.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short a high voltage from the first end of the third planar conductor to the first end of the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

The system also includes a coaxial cable running between the first and second end of a drill pipe, the coaxial cable having a conductive tube and a conductive core within it. The invention allows the electrical transmission line to with stand the tension and compression of drill pipe during routine drilling cycles.

The forthcoming ATLAS and CMS experiments can potentially solve this puzzle. Perhaps even more surprisingly, these experiments can potentially lead to progress in understanding the standard model flavour puzzle: Why is there smallness and hierarchy in the flavour parameters? Thus, a rich and informative flavour program is awaiting us not only in the flavour-dedicated LHCb experiment, but also in the high-pT ATLAS and CMS experiments.

    This paper describes the final detailed design, engineering, and installation phase of a Joint Industry Program to qualify a robust subsea multiphase flowmeter module for long-term installation on a North Sea manifold tie-in. Multiphase subsea production has become a common method of hydrocarbon recovery in all areas of offshore E and P. In the North Sea, many developments are subsea satellites with multiphase well-fluids being comingled prior to processing. The system described meets this challenge by offering a cost effective solution to real-time well monitoring as an alternative to the conventional test separator, removing the need for test lines and shutting in wells for testing. The multiphase instrument allows on-line well fluid analysis, and is also an important tool for reservoir management and field analysis, and provides a means of implementing field allocation metering thereby simplifying small marginal field developments. This project is one of the first subsea multiphase flowmeter installations engineered for long-term subsea service, and designed as an integrated component of the subsea production control system.

    Pentaerythritol Tetranitrate (PETN) powder is commonly used in detonators because of its sensitivity and explosive power. PETN detonation is largely determined by the average PETN particle size. This is an issue for aging and storage of weapons because PETN has a relatively high vapor pressure and its average particle size changes due to thermal energy input from the environment. PETN aging is a well known problem although the mechanism is not well understood. It is important to understand PETN aging so that predictive models can be constructed that will benefit stockpile surveillance and lifetime extension programs. PETN particles are known to coarsen over time at relatively low temperatures. Particle coarsening requires mass redistribution since decomposition causes powders to become finer as PETN mass is lost. Two possible mechanisms for mass redistribution are vapor phase transfer via sublimation-redeposition and solid-state mass transfer through surface diffusion. In this work we have examined PETN powders us ing permeability, atomic force microscopy (AFM), and optical microscopy based particle analysis. The results of these measurements lead us to a suggested coarsening mechanism that we reproduce with rudimentary simulations. The physical mechanisms used in the simulations are then used to create an empirical model of the coarsening that may be used to make predictions of PETN aging. In the future we will be measuring the vapor pressures and other physical properties of our powders to be able to make predictions using simulations.

    During Fiscal Year 2012, a team from the Pacific Northwest National Laboratory (PNNL) conducted an assessment and analysis of the Second Line of Defense (SLD) Sustainability spare parts program. Spare parts management touches many aspects of the SLD Sustainability Program including contracting and integration of Local Maintenance Providers (LMP), equipment vendors, analyses and metrics on program performance, system state of health, and maintenance practices. Standardized spares management will provide better data for decisions during site transition phase and will facilitate transition to host country sustainability ownership. The effort was coordinated with related SLD Sustainability Program initiatives, including a configuration items baselining initiative, a metrics initiative, and a maintenance initiative. The spares study has also led to pilot programs for sourcing alternatives that include regional intermediate inventories and partnering agreements that leverage existing supply chains. Many partners from the SLD Sustainability program contributed to and were consulted in the course of the study. This document provides a description of the findings, recommendations, and implemented solutions that have resulted from the study.

    Icing of overhead power lines is a serious problem for electric utilities. The loads resulting from iced conductors take many forms. Existing Codes and Guides offer little help in establishing adequate design criteria. Each transmission line designer must, therefore, rely heavily on intuitive judgment to set performance levels for transmission lines to be built within his particular service area. A special study was undertaken by author Pohlman in behalf of the Electric Power Research Institute (EPRI) to accomplish the following objectives: Improve the general understanding of the total problem; Sample utility perceptions and experience with the problem; Accumulate and review professional opinion on the subject; Inventory past and on-going research activities; Consolidate the above into a definition of the present state-of-the-art to define the need for future research.

    Methods and apparatus are provided for fabricating and constructing solid dielectric "Coiled Transmission Line" pulse generators in radial or axial coiled geometries. The pour and cure fabrication process enables a wide variety of geometries and form factors. The volume between the conductors is filled with liquid blends of monomers, polymers, oligomers, and/or cross-linkers and dielectric powders; and then cured to form high field strength and high dielectric constant solid dielectric transmission lines that intrinsically produce ideal rectangular high voltage pulses when charged and switched into matched impedance loads. Voltage levels may be increased by Marx and/or Blumlein principles incorporating spark gap or, preferentially, solid state switches (such as optically triggered thyristors) which produce reliable, high repetition rate operation. Moreover, these Marxed pulse generators can be DC charged and do not require additional pulse forming circuitry, pulse forming lines, transformers, or an a high voltage spark gap output switch. The apparatus accommodates a wide range of voltages, impedances, pulse durations, pulse repetition rates, and duty cycles. The resulting mobile or flight platform friendly cylindrical geometric configuration is much more compact, light-weight, and robust than conventional linear geometries, or pulse generators constructed from conventional components. Installing additional circuitry may accommodate optional pulse shape improvements. The Coiled Transmission Lines can also be connected in parallel to decrease the impedance, or in series to increase the pulse length.

    The Department of Energy (DOE) is sponsoring an initiative to facilitate efficient, effective and responsible use of Monitored Natural Attenuation (MNA) and Enhanced Attenuation (EA) for chlorinated solvents. This Office of Environmental Management (EM) ''Alternative Project,'' focuses on providing scientific and policy support for MNA/EA. A broadly representative working group of scientists supports the project along with partnerships with regulatory organizations such as the Interstate Technology Regulatory Council (ITRC) and the United States Environmental Protection Agency (USEPA). The initial product of the technical working group was a summary report that articulated the conceptual approach and central scientific tenants of the project, and that identified a prioritized listing of technical targets for field research. This report documented the process in which: (1) scientific ground rules were developed, (2) lines of inquiry were identified and then critically evaluated, (3) promising applied research topics were highlighted in the various lines of inquiry, and (4) these were discussed and prioritized. The summary report will serve as a resource to guide management and decision making throughout the period of the subject MNA/EA Alternative Project. To support and more fully document the information presented in the summary report, the DOE is publishing a series of supplemental documents that present the full texts from the technical analyses within the various lines of inquiry (see listing). The following report--documenting our evaluation of the state of the science for the lines of evidence for supporting decision-making for MNA--is one of those supplemental documents.

    Following graduation from a college or university with a technical degree, or through years of experience, an individual's training and career development activities typically focus on enhancing technical problem-solving skills. However, as these technical professionals, herein referred to as 'Techies', advance throughout their careers, they may be required to accept and adapt to the role of being a manager, and must undergo a transition to learn and rely on new problem-solving skills. However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. This paper provides the core elements of an effective management training program for 'Teaching Managers How to Manage' derived from the Department of Energy's Integrated Safety Management System and the Occupational Safety and Health Administration 's Voluntary Protection Program. The individual components of each generating unit and the respective generating units are clamped in their in-line positions by a loading bolt at one end of the fixture and a stop wall at the other end of the fixture. The hot members may have a T-shape and the cold members an hourglass shape to facilitate heat transfer. The direction of heat transfer through the hot members may be perpendicular to the direction of heat transfer through the cold members, and both of these heat transfer directions may be perpendicular to the direction of current flow through the module.

    This Hazardous Waste Management Act/Resource Conservation and Recovery Act Closure (HWMA/RCRA) Plan for the CPP-602 laboratory lines was developed to meet the tank system closure requirements of the Idaho Administrative Procedures Act 58.01.05.008 and 40 Code of Federal Regulations 264, Subpart G. CPP-602 is located at the Idaho Nuclear Technology and Engineering Center at the Idaho National Laboratory Site. The lines in CPP-602 were part of a liquid hazardous waste collection system included in the Idaho Nuclear Technology and Engineering Center Liquid Waste Management System Permit. The laboratory lines discharged to the Deep Tanks System in CPP-601 that is currently being closed under a separate closure plan. This closure plan presents the closure performance standards and the methods for achieving those standards. The closure approach for the CPP-602 laboratory lines is to remove the lines, components, and contaminants to the extent practicable. Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Site CPP-117 includes the CPP-602 waste trench and the area beneath the basement floor where waste lines are direct-buried. Upon completion of rinsing or mopping to remove contamination to the extent practicable from the waste trench and rinsing the intact buried lines (i.e., stainless steel sections), these areas will be managed as part of CERCLA Site CPP-117 and will not be subject to further HWMA/RCRA closure activities. The CPP-602 building is being decontaminated and decommissioned under CERCLA as a non-time critical removal action in accordance with the Federal Facility Agreement/Consent Order. As such, all waste generated by this CERCLA action, including closure-generated waste, will be managed in coordination with that CERCLA action in substantive compliance with HWMA/RCRA regulations. All waste will be subject to a hazardous waste determination for the purpose of supporting appropriate management and will be managed in accordance

    The objective of the Environmental Management program at the Energy and Environmental Research Center (EERC) is to develop, demonstrate, and commercialize technologies that address the environmental management needs of contaminated sites, including characterization, sensors, and monitoring; low-level mixed waste processing; material disposition technology; improved waste forms; in situ containment and remediation; and efficient separation technologies for radioactive wastes. Task 2 is the extraction and analysis of pollutant organics from contaminated solids using off-line supercritical fluid extraction (SFE) and on-line SFE-infrared spectroscopy. Task 3, pyrolysis of plastics, has as its objectives to develop a commercial process to significantly reduce the volume of mixed-plastics-paper-resin waste contaminated with low-level radioactive material; concentrate contaminants in a collectible form; and determine the distribution and form of contaminants after pyrolysis of the mixed waste. Task 4, stabilization of vitrified wastes, has as its objectives to (1) demonstrate a waste vitrification procedure for enhanced stabilization of waste materials and (2) develop a testing protocol to understand the long-term leaching behavior of the stabilized waste form. The primary objective of Task 8, Management and reporting, is coordination of this project with other programs and opportunities. In addition, management oversight will be maintained to ensure that tasks are completed and coordinated as planned and that deliverables are submitted in a timely manner. Accomplishments to date is each task are described. 62 refs.
