    This poster presents DRAFT initial results of a forthcoming NREL analysis. The analysis investigates the impacts of the scheduled investment tax credit (ITC) reversion from 30 percent to 10 percent for certain solar photovoltaic projects. Specifically, it considers whether the reversion will result in increased use of alternative compliance payments (ACPs) in lieu of solar renewable energy credits (SRECs) for renewable portfolio standard (RPS) compliance. The analysis models the effect of a 10 percent ITC on power purchase agreement (PPA) prices for non-residential systems in the eight states with solar carve-outs and solar ACPs. Our preliminary results suggest that states will likely install sufficient capacity to meet long-term targets through SRECs rather than ACPs following the ITC reversion. However, the analysis shows that the ITC reversion could affect project economics such that capacity shortfalls in certain states could temporarily increase the use of ACPs.     The CEL has developed a microprocessor-based intelligent time clock (ITC) for control of HVAC equipment. The ITC has the capability of operating as a stand-alone controller, or as part of a distributed large-scale Energy Monitoring and Control System (EMCS). The ITC has 'intelligence' to monitor actual environmental conditions and to base actual control functions on these data. Evaluation of the ITC has demonstrated that such 'intelligent' control devices can provide significant energy savings over conventional control devices.

  13. The TSCA Interagency Testing Committee (ITC) -- influencing science, technology and public policy

    The purpose of this presentation is to briefly describe the ITC and how the ITC`s work over the past 17 years has influenced science, technology and public policy. In 1976, under section 4(e) of the Toxic Substances Control Act (TSCA), the US Congress created the ITC to implement the initial phases of testing TSCA-regulable chemicals. Congress directed the ITC to: (1) make testing decisions on about 70,000 chemicals, (2) develop the TSCA Section 4(e) Priority Testing List, (3) coordinate chemical testing and (4) revise the List at least every six months. The creation, structure, functions and contributions of the.ITC from 1977 to 1992 have been previously described. The ITC has made testing decisions on about 50,000 chemicals. Most chemicals on domestic and international regulatory lists have ITC testing decisions. Science has been influenced by the ITC`s testing decisions to add chemicals to the List, to designate or recommend the added chemicals, to recommend different types of testing, to defer chemicals for testing or to remove chemicals on the List. Technology has been influenced because test methods were developed, laboratory equipment designed, etc. Public Policy has been influenced by ITC`s suggestions to the Civil Service Commission that registers be created for toxicologists and environmental scientists, ITC`s discussions of a National Testing Policy, by EPA`s decisions to publish over 200 Federal Register notices requesting that manufacturers of ITC chemicals submit unpublished data or conduct testing and by chemical manufacturers submission of over 25,000 unpublished studies and conduct of over 900 tests.

  4. Shaking Up the Residential PV Market: Implications of Recent Changes to the ITC

    On August 8, 2005, the Energy Policy Act of 2005 (EPAct 2005) increased the Section 48 investment tax credit (ITC) for commercial photovoltaic (PV) systems from 10% to 30% of the project's 'tax credit basis' (i.e., the dollar amount to which the ITC applies), and also created in Section 25D of the Internal Revenue Code a new 30% ITC (capped at $2,000) for residential solar systems. Both changes went into effect on January 1, 2006, for an initial period of two years, and in late 2006 both credits were extended 'as is' for an additional year (through 2008). In early 2006, Berkeley Lab published an LBNL/CESA case study that examined the financial impact of EPAct 2005's solar tax credits on PV system owners, in light of the $2,000 cap on the residential credit, as well as the fact that most PV systems in the U.S. also receive cash incentives from state-, local-, or utility-administered PV programs, and that these cash incentives may reduce the value of federal tax credits in certain situations. That case study was subsequently revised in February 2007 to reflect new Internal Revenue Service (IRS) guidance. The findings of that case study, which are briefly recapped in the next section, remained relevant up until October 2008, when the Energy Improvement and Extension Act of 2008 extended both solar credits for an unprecedented eight years, removed the $2,000 cap on the residential credit, and eliminated restrictions on the use of both credits in conjunction with the Alternative Minimum Tax (AMT). These significant changes, which apply to systems placed in service on or after January 1, 2009, will increase the value of the solar credits for residential system owners in particular, and are likely to spur significant growth in residential, commercial, and utility-scale PV installations in the years ahead. In light of these substantial changes to the solar ITC, this report takes a fresh look at the value of these revised credits, focusing specifically on the Section 25D

    Renewable power technologies are inherently capital-intensive, often (but not always) with relatively high construction costs and low operating costs. For this reason, renewable power technologies are typically more sensitive to the availability and cost of financing than are natural gas power plants, for example. In the United States, the bulk of renewable project finance in recent years has been provided by 'tax equity investors' (typically large investment banks and insurance companies) who partner with project developers through highly specialized financing structures (Bolinger, 2009; Cory et al., 2008; Harper et al., 2007). These structures have been designed primarily to capitalize on federal support for renewable power technologies, which has historically come in the form of tax credits and accelerated depreciation deductions. The number of tax equity investors active in the renewable power market has declined precipitously, however, as a result of the financial crisis that began unfolding across the globe in the summer of 2008. The resulting shortage and increased cost of project financing has, in turn, slowed the development of new renewable power projects, leading to layoffs throughout the entire industry supply chain. In recognition of the fact that tax-based policy incentives are not particularly effective when tax burdens are shrinking or non-existent, Congress included several provisions in 'The American Recovery and Reinvestment Act of 2009' (ARRA 2009) designed to make federal incentives for renewable power technologies more useful. Among these provisions is one that allows projects eligible to receive the production tax credit ('the PTC', see Text Box 1) to instead elect the investment tax credit ('the ITC', see Text Box 2). Another provision enables ITC-eligible projects (which now include most PTC-eligible renewable power projects) to instead receive--for a limited time only--a cash grant of equivalent value.     The ITC`s Endocrine-Disrupting Chemicals Subcommittee will implement a proposed strategy for identifying and coordinating the US government ecological and health effects data needs for endocrine-disrupting chemicals, These include chemicals with potential to cause reproductive, developmental, immunological, neurologic or other biological effects by adversely affecting endocrine tissues, hormones or receptors in fish, wildlife or humans. To meet these needs, the Subcommittee will consider three options. First, the information collecting authority of the Toxic Substances Control Act (TSCA) will be considered as a cost-effective mechanism to rapidly (within 60 days) obtain unpublished health and ecological effects studies related to reproductive effects and endocrine-disrupting activity. Second, the chemical testing authority of TSCA will be considered as a method to request that the manufacturers of endocrine-disrupting chemicals conduct tests that are amenable to standardization. Third, consideration will be given to coordinating standardized testing with testing related to research and to using the results of this research to develop standardized methods for assessing the effects of endocrine-disrupting chemicals. The Subcommittee will focus on 16 alkylphenol and alkylphenol ethoxylates with 1989 production or importation volumes greater than 1 million pounds that were identified using the Substructure based Computerized Chemical Selection Expert System (SuCCSES). The ITC`s proposed strategy will be discussed.

    This work describes differential effects of solvent in complexes of the aminoglycoside phosphotransferase(3¢)-IIIa (APH) with different aminoglycosides and the detection of change in solvent structure at specific sites away from substrates. Binding of kanamycins to APH occurs with a larger negative ¢H in H2O relative to D2O (¢¢H(H2O-D2O) < 0), while the reverse is true for neomycins. Unusually large negative ¢Cp values were observed for binding of aminoglycosides to APH. ¢Cp for the APHneomycin complex was -1.6 kcalâmol-1âdeg-1. A break at 30 C was observed in the APH-kanamycin complex yielding ¢Cp values of -0.7 kcalâmol-1âdeg-1 and -3.8 kcalâmol-1âdeg-1 below and above 30 C, respectively. Neither the change in accessible surface area (¢ASA) nor contributions from heats of ionization were sufficient to explain the large negative ¢Cp values. Most significantly, 15N-1H HSQC experiments showed that temperature-dependent shifts of the backbone amide protons of Leu 88, Ser 91, Cys 98, and Leu143 revealed a break at 30 C only in the APH-kanamycin complex in spectra collected between 21 C and 38 C. These amino acids represent solVent reorganization sites that experience a change in solvent structure in their immediate environment as structurally different ligands bind to the enzyme. These residues were away from the substrate binding site and distributed in three hydrophobic patches in APH. Overall, our results show that a large number of factors affect ¢Cp and binding of structurally different ligand groups cause different solvent structure in the active site as well as differentially affecting specific sites away from the ligand binding site.

    Akazara scallop (Chlamys nipponensis akazara) troponin C (TnC) of striated adductor muscle binds only one Ca{sup 2+} ion at the C-terminal EF-hand motif (Site IV), but it works as the Ca{sup 2+}-dependent regulator in adductor muscle contraction. In addition, the scallop troponin (Tn) has been thought to regulate muscle contraction via activating mechanisms that involve the region spanning from the TnC C-lobe (C-lobe) binding site to the inhibitory region of the TnI, and no alternative binding of the TnI C-terminal region to TnC because of no similarity between second TnC-binding regions of vertebrate and the scallop TnIs. To clarify the Ca{sup 2+}-regulatory mechanism of muscle contraction by scallop Tn, we have analyzed the Ca{sup 2+}-binding properties of the complex of TnC C-lobe and TnI peptide, and their interaction using isothermal titration microcalorimetry, nuclear magnetic resonance, circular dichroism, and gel filtration chromatography. The results showed that single Ca{sup 2+}-binding to the Site IV leads to a structural transition not only in Site IV but also Site III through the structural network in the C-lobe of scallop TnC. We therefore assumed that the effect of Ca{sup 2+}-binding must lead to a change in the interaction mode between the C-lobe of TnC and the TnI peptide. The change should be the first event of the transmission of Ca{sup 2+} signal to TnI in Tn ternary complex.

    In 1976, under section 4(e) of the Toxic Substances Control Act (TSCA), the US Congress created the TSCA Interagency Testing Committee (ITC) to decide which chemicals should be recommended to the Administrator of the US Environmental Protection Agency for testing. In 1988, under the Canadian Environmental Protection Act (CEPA), the Government of Canada created the Domestic Substances List and Priority Substances List. This paper briefly describes the ITC, the different ITC testing decisions and a few of the ITC`s 11,150 testing decisions for the 21,413 chemicals on the CEPA Domestic Substances List and some of the 24 testing decisions for the 44 chemicals and chemical groups on the CEPA.

    The purpose of this presentation is to briefly describe the ITC, describe the Toxic Substances Control Act (TSCA) Test Submissions (TSCATS) database and how the EPA makes unpublished health and safety studies publicly available through TSCATS as a result of ITC testing recommendations and other activities and to describe some of the unpublished plant toxicity studies that are available tin TSCATS. In 1976, under section 4(e) of the Toxic Substances Control Act (TSCA), the US Congress created the ITC to implement the initial phases of testing TSCA-regulable chemicals. Congress directed the ITC to: (1) make testing decisions on about 70,000 chemicals, (2) develop the TSCA Section 4(e) Priority Testing List, (3) coordinate chemical testing and (4) revise the List at least every six months. The creation, structure, functions and contributions of the ITC from 1977 to 1992 have been previously described. TSCATS is an EPA database. It is an online pointer file that identifies all the unpublished studies that have been submitted to EPA under TSCA sections 4 and 8 and as For Your Information studies. Most of the studies in TSCATS were submitted by manufacturers of chemicals that ITC has added to the Priority Testing List because EPA has published Federal Register notices requesting that manufacturers of ITC chemicals submit unpublished data under TSCA section 8 or conduct testing and submit the data that were developed under TSCA section 4. Data from plant toxicity studies indexed in TSCATS will be presented.

    Purpose: Neither the prognostic importance nor the appropriate management of central nervous system (CNS) involvement is known for patients with acute myeloid leukemia (AML) undergoing hematopoietic cell transplantation (HCT). We examined the impact of a CNS irradiation boost to standard intrathecal chemotherapy (ITC). Methods and Materials: From 1995 to 2005, a total of 648 adult AML patients received a myeloablative HCT: 577 patients were CNS negative (CNS-), and 71 were CNS positive (CNS+). Of the 71 CNS+ patients, 52 received intrathecal chemotherapy alone (CNS+ITC), and 19 received ITC plus an irradiation boost (CNS+RT). Results: The CNS-, CNS+ITC, and CNS+RT patients had 1- and 5-year relapse-free survivals (RFS) of 43% and 35%, 15% and 6%, and 37% and 32%, respectively. CNS+ITC patients had a statistically significant worse RFS compared with CNS- patients (hazard ratio [HR], 2.65; 95% confidence interval [CI], 2.0-3.6; p < 0.0001). CNS+RT patients had improved relapse free survival over that of CNS+ITC patients (HR, 0.45; 95% CI, 0.2-0.8; p = 0.01). The 1- and 5-year overall survivals (OS) of patients with CNS-, CNS+ITC, and CNS+RT, were 50% and 38%, 21% and 6%, and 53% and 42%, respectively. The survival of CNS+RT were significantly better than CNS+ITC patients (p = 0.004). After adjusting for known risk factors, CNS+RT patients had a trend toward lower relapse rates and reduced nonrelapse mortality. Conclusions: CNS+ AML is associated with a poor prognosis. The role of a cranial irradiation boost to intrathecal chemotherapy appears to mitigate the risk of CNS disease, and needs to be further investigated to define optimal treatment strategies.

    The effect of ionizing radiation on short-channel MOSFETs is modeled using a charge-sheet approach. The primary effect of ionizing radiation is the introduction of oxide trapped charge (OTC) and interface trapped charge (ITC). Using a two-dimensional charge-sheet model, transistors with channel lengths between 4.65 ..mu..m and 0.27 ..mu..m were studied. A range of net OTC and ITC values of + 4.0 X 10/sup 11/ cm/sup -2/ corresponding to a dose of approximately 10/sup 6/ rad (SiO/sub 2/) was used to study total dose effects. ITC and OTC cause significant effects in each region of operation. In the subthreshold region, the sensitivity of drain current to these charges is exponential. A more realistic model must include the energy distribution of the ITC charge as well as two-dimensional charge sharing effects. In the triode region, the effects of ITC and OTC are indistinguishable from two-dimensional charge sharing effects.

    Under the Indians' Land Settlement Act of 1989, the Port of Tacoma, Wash., recently transferred 216 acres of land to the Puyallup Indian Tribe. Much of the land lies within the Commencement Bay Superfund site, so the Port cleaned the affected areas before giving the land to the Tribe. Cleanup proceeded quickly, because the parties worked toward a common goal. The initial project involved cleaning up contaminated soil at two locations. The Blair Waterway property includes a graving dock that used slag as ballast to stabilize soil. The slag contained low levels of various contaminants, including arsenic, copper, lead and zinc. The Blair Backup property, a flat, 17-acre site adjacent to the waterway, housed an alloys plant and, following its demolition, a log-sorting yard. Contaminated slag also was used to stabilize soil at the log-sorting yard, and charcoal briquettes and chromium slag were found in the soil.
