    The principal objective of this project was to develop insight into the scope of migration of working age Nevadans out of their county of birth; including the collection of data on their skill levels, desire to out or in-migrate, interactions between families of migratory persons, and the impact that the proposed high-level nuclear waste repository at Yucca mountain might have on their individual, and collective, decisions to migrate and return. The initial phase of this project reported here was conducted in 1992 and 1993 in Lincoln County, Nevada, one of the counties designated as ``affected`` by the proposed repository program. The findings suggest that a serious out-migration problem exists in Lincoln County, and that the Yucca mountain project will likely affect decisions relating to migration patterns in the future.

    This report inventories the surface distribution of silicic tuffs in Nye, Esmeralda, and Lincoln Counties, NV, based on a review of available literature. The inventory was taken to provide a data base in evaluating tuff sites for the disposal of high-level nuclear waste. Silicic ash-flow tuffs that are about 11 to 34 million years (my) old are widespread in these counties. These rocks are locally deformed by right-lateral movement along Walker Lane and the Las Vegas Shear Zone, and left-lateral movement along a zone from near the Nevada Test Site (NTS) to the Utah border, and are commonly offset by steeply dipping normal faults. The normal faults that bound horsts, grabens, and tilted-fault blocks of the Basin-and-Range Province began to form 30 my ago; some are still active. Tuff distribution is discussed on a regional basis. Tuff thicknesses and alterations, structural complexity, and proximity to recent faulting, recent volcanism, and mineral resources are discussed for each area. Although the literature on which it is based is often incomplete and sketchy, this report is intended to serve as a basis for future, more detailed work that includes initial field inspection, detailed field and laboratory studies, and extrapolations to the subsurface.

    Ground water moving through permeable Paleozoic carbonate rocks represents the most likely pathway for migration of radioactive contaminants from nuclear weapons testing at the Nevada Test Site, Nye County, Nevada. The strontium isotopic composition (87Sr/86Sr) of ground water offers a useful means of testing hydrochemical models of regional flow involving advection and reaction. However, reaction models require knowledge of 87Sr/86Sr data for carbonate rock in the Nevada Test Site vicinity, which is scarce. To fill this data gap, samples of core or cuttings were selected from 22 boreholes at depth intervals from which water samples had been obtained previously around the Nevada Test Site at Yucca Flat, Frenchman Flat, Rainier Mesa, and Mercury Valley. Dilute acid leachates of these samples were analyzed for a suite of major- and trace-element concentrations (MgO, CaO, SiO2, Al2O3, MnO, Rb, Sr, Th, and U) as well as for 87Sr/86Sr. Also presented are unpublished analyses of 114 Paleozoic carbonate samples from outcrops, road cuts, or underground sites in the Funeral Mountains, Bare Mountain, Striped Hills, Specter Range, Spring Mountains, and ranges east of the Nevada Test Site measured in the early 1990's. These data originally were collected to evaluate the potential for economic mineral deposition at the potential high-level radioactive waste repository site at Yucca Mountain and adjacent areas (Peterman and others, 1994). Samples were analyzed for a suite of trace elements (Rb, Sr, Zr, Ba, La, and Ce) in bulk-rock powders, and 87Sr/86Sr in partial digestions of carbonate rock using dilute acid or total digestions of silicate-rich rocks. Pre-Tertiary core samples from two boreholes in the central or western part of the Nevada Test Site also were analyzed. Data are presented in tables and summarized in graphs; however, no attempt is made to interpret results with respect to ground-water flow paths in this report. When Newmont Mining Corp. recognised that local power supplies were inadequate and too expensive to meet long-term electricity needs for its major gold- and copper-mining operations in northern Nevada, it built its own generation. What is more, Newmont's privately owned 200-MW net coal-fired plant features power plant technologies that will surely become industry standards.     Cities and counties build many multi-million dollar facilities, and supplying energy to run these facilities is a long-term obligation for a community. Cogeneration offers local governments an opportunity to reduce the cost of providing electricity, heating, and cooling to their buildings. Sometimes cogeneration is combined with district heating and cooling systems. This kind of cogeneration results in system efficiencies as high as 70%--about twice the efficiency of a conventional power plant that produces only electricity! The article describes cogeneration combined with district cooling in Trenton, NJ, and cogeneration on a small scale in San Jose, California.

    Lincoln Composites operates a facility for designing, testing, and manufacturing composite pressure vessels. Lincoln Composites also has a U.S. Department of Energy (DOE)-funded project to develop composite tanks for high-pressure hydrogen storage. The initial stage of this project involves testing the permeation of high-pressure hydrogen through polymer liners. The company recently moved and is constructing a dedicated research/testing laboratory at their new location. In the meantime, permeation tests are being performed in a corner of a large manufacturing facility. The safety review team visited the Lincoln Composites site on May 25, 2010. The project team presented an overview of the company and project and took the safety review team on a tour of the facility. The safety review team saw the entire process of winding a carbon fiber/resin tank on a liner, installing the boss and valves, and curing and painting the tank. The review team also saw the new laboratory that is being built for the DOE project and the temporary arrangement for the hydrogen permeation tests.

    GeoProducts Corporation and the California Department of Water Resources have jointly proposed to develop a 55 MWe power plant in Lassen County, California. The proposed power plant is unique in that it will utilize geothermal heat and wood fuel to generate electrical power, the first attempt to utilize these resources together on a commercial scale. This report identifies requirements for new environmental information that must be generated for permit applications and for preparation of environmental documents required by CEOA and NEPA; presents a schedule for generating new environmental data, for preparing and submitting permit applications, and for obtaining permits; presents a budget for permitting, licensing and environmental assessments as required by applicable laws, regulations and procedures; and investigates the step needed to qualify for a Small Power Plant Exemption by the State Energy Commission.

    Vertical-bore, geothermal heat pumps (GHPs) have been providing heating and cooling to four new elementary schools located in Lincoln, Nebraska since 1995. Performance data collected from on-site energy management systems and district billing and utility records for all fifty schools in the Lincoln district indicate that only five consume less energy than the best performing GHP school; however these five cool less than 10% of their total floor area, while the GHP schools cool 100% of their floor area. When compared to other new schools (with similar ventilation loads), the GHP schools used approximately 26% less source energy per square foot of floor area. Variations in annual energy performance are evident among the four GHP schools, however, together they still consume less source energy than 70% of all schools in the district. These variations are most likely due to operational differences rather than installed equipment, building orientation, or environmental (bore field) conditions.

    The proposed federal action addressed by this environmental assessment is the authorization of disbursements under a loan guaranteed by the US Department of Energy for the Niland Geothermal Energy Program. The disbursements will partially finance the development of a geothermal well field in the Imperial Valley of California to supply a 25-MW(e) (net) power plant. Phase I of the project is the production of 25 MW(e) (net) of power; the full rate of 49 MW (net) would be achieved during Phase II. The project is located on approximately 1600 acres (648 ha) near the city of Niland in Imperial County, California. Well field development includes the initial drilling of 8 production wells for Phase I, 8 production wells for Phase II, and the possible need for as many as 16 replacement wells over the anticipated 30-year life of the facility. Activities associated with the power plant in addition to operation are excavation and construction of the facility and associated systems (such as cooling towers). Significant environmental impacts, as defined in Council on Environmental Quality regulation 40 CFR Part 1508.27, are not expected to occur as a result of this project. Minor impacts could include the following: local degradation of ambient air quality due to particulate and/or hydrogen sulfide emissions, temporarily increased ambient noise levels due to drilling and construction activities, and increased traffic. Impacts could be significant in the event of a major spill of geothermal fluid, which could contaminate groundwater and surface waters and alter or eliminate nearby habitat. Careful land use planning and engineering design, implementation of mitigation measures for pollution control, and design and implementation of an environmental monitoring program that can provide an early indication of potential problems should ensure that impacts, except for certain accidents, will be minimized.

  4. Assessment of chronic toxicity from stormwater runoff in Lincoln Creek, Milwaukee, WI

    Stormwater runoff is believed to be responsible for a severely degraded biotic community in Lincoln Creek, a stream which drains portions of metropolitan Milwaukee. A previous study using Ceriodaphnia dubia and Pimephales promelas indicated little or no acute toxicity could be attributed to stormwater runoff. The purpose of this study was to assess the potential for chronic toxicity in the stream during periods of stormwater runoff. Reproduction and survival in Daphnia magna, and growth and survival in P. promelas were monitored to assess chronic effects. Seven consecutive 14 day tests were performed between June and September, 1994, in eighteen flow-through aquaria housed within a US Geological Survey gauging station located adjacent to Lincoln Creek. Mortality in D. magna consistently did not occur before day 4 of exposure, but averaged 64% at day 14. Reproduction in D. magna and growth in P. promelas in surviving individuals was not significantly reduced; all effects were manifested as mortality. Results of data analysis after 14 days of exposure contrast markedly with analysis made earlier in the same test. Statistical interpretation of the mortality data at typical endpoints of 48 hours for invertebrates and 96 hours for fish failed to identify adverse impacts of stormwater runoff the authors observed in longer exposures. Short-term toxicity tests appear insensitive to the detection of contaminant related effects. Long-term tests (greater than 7 days) were needed to identify adverse biological impacts that could in part explain the severely degraded biotic community of this urban stream.

    The Mono County Board of Supervisors approved the issuance of a use-permit for the Mammoth-Pacific II geothermal power plant. The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    In 1988, the US Army Corps of Engineers and the City of Seattle placed material on the upper beach at Lincoln Park, in West Seattle, Washington. The fill served to mitigate shoreline erosion that had caused undercutting and collapse of the seawall in several places. A series of pre- and post-construction studies have been conducted to assess the impacts to marine biota of fill placement and movement of surface substrate. This study was designed to monitor infaunal bivalves and eelgrass from intertidal areas in and adjacent to the area of original fill placement. Findings from this survey were compared to previous survey results to determine (1) if recruitment of infaunal bivalves to the fill area has occurred, (2) if infaunal bivalve densities outside the fill area are stable, and (3) if eelgrass distribution and abundance have remained stable along the adjacent shoreline. To maximize comparability of findings from this survey with previous studies, sampling techniques, transects, and tidal elevations were consistent with previous studies at this site.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

    Underground Test Area (UGTA) corrective action unit (CAU) groundwater flow and contaminant transport models of the Nevada Test Site (NTS) and vicinity are built upon hydrostratigraphic framework models (HFMs) that utilize the hydrostratigraphic unit (HSU) as the fundamental modeling component. The delineation and three-dimensional (3-D) modeling of HSUs within the highly complex geologic terrain that is the NTS requires a hydrostratigraphic system that is internally consistent, yet flexible enough to account for overlapping model areas, varied geologic terrain, and the development of multiple alternative HFMs. The UGTA CAU-scale hydrostratigraphic system builds on more than 50 years of geologic and hydrologic work in the NTS region. It includes 76 HSUs developed from nearly 300 stratigraphic units that span more than 570 million years of geologic time, and includes rock units as diverse as marine carbonate and siliciclastic rocks, granitic intrusives, rhyolitic lavas and ash-flow tuffs, and alluvial valley-fill deposits. The UGTA CAU-scale hydrostratigraphic system uses a geology-based approach and two-level classification scheme. The first, or lowest, level of the hydrostratigraphic system is the hydrogeologic unit (HGU). Rocks in a model area are first classified as one of ten HGUs based on the rock’s ability to transmit groundwater (i.e., nature of their porosity and permeability), which at the NTS is mainly a function of the rock’s primary lithology, type and degree of postdepositional alteration, and propensity to fracture. The second, or highest, level within the UGTA CAU-scale hydrostratigraphic system is the HSU, which is the fundamental mapping/modeling unit within UGTA CAU-scale HFMs. HSUs are 3-D bodies that are represented in the finite element mesh for the UGTA groundwater modeling process. HSUs are defined systematically by stratigraphically organizing HGUs of similar character into larger HSUs designations. The careful integration of stratigraphic information in the development of HSUs is important to assure individual HSUs are internally consistent, correlatable, and mappable throughout all the model areas.

    A new three-dimensional hydrostratigraphic framework model for the Yucca Flat-Climax Mine Corrective Action Unit was completed in 2005. The model area includes Yucca Flat and Climax Mine, former nuclear testing areas at the Nevada Test Site, and proximal areas. The model area is approximately 1,250 square kilometers in size and is geologically complex. Yucca Flat is a topographically closed basin typical of many valleys in the Basin and Range province. Faulted and tilted blocks of Tertiary-age volcanic rocks and underlying Proterozoic and Paleozoic sedimentary rocks form low ranges around the structural basin. During the Cretaceous Period a granitic intrusive was emplaced at the north end of Yucca Flat. A diverse set of geological and geophysical data collected over the past 50 years was used to develop a structural model and hydrostratigraphic system for the basin. These were integrated using EarthVision? software to develop the 3-dimensional hydrostratigraphic framework model. Fifty-six stratigraphic units in the model area were grouped into 25 hydrostratigraphic units based on each unit's propensity toward aquifer or aquitard characteristics. The authors organized the alluvial section into 3 hydrostratigraphic units including 2 aquifers and 1 confining unit. The volcanic units in the model area are organized into 13 hydrostratigraphic units that include 8 aquifers and 5 confining units. The underlying pre-Tertiary rocks are divided into 7 hydrostratigraphic units, including 3 aquifers and 4 confining units. Other units include 1 Tertiary-age sedimentary confining unit and 1 Mesozoic-age granitic confining unit. The model depicts the thickness, extent, and geometric relationships of these hydrostratigraphic units (''layers'' in the model) along with the major structural features (i.e., faults). The model incorporates 178 high-angle normal faults of Tertiary age and 2 low-angle thrust faults of Mesozoic age. The complexity of the model area and the non-uniqueness of some of the interpretations incorporated into the base model made it necessary to formulate alternative interpretations for some of the major features in the model. Five of these alternatives were developed so they could be modeled in the same fashion as the base model. This work was done for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office in support of the Underground Test Area subproject of the Environmental Restoration Project.

    The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Beatty, Sarcobatus Flats, Rachel, Caliente, Pahranagat NWR, Crater Flat, and Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. This letter report provides a summary of air quality and meteorological data, on completion of the site's sampling program.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project.     To begin understanding the potential economic impacts of large-scale WEC technology, the Bureau of Ocean Energy Management (BOEM) commissioned the National Renewable Energy Laboratory (NREL) to conduct an economic impact analysis of largescale WEC deployment for Oregon coastal counties. This report follows a previously published report by BOEM and NREL on the jobs and economic impacts of WEC technology for the entire state (Jimenez and Tegen 2015). As in Jimenez and Tegen (2015), this analysis examined two deployment scenarios in the 2026-2045 timeframe: the first scenario assumed 13,000 megawatts (MW) of WEC technology deployed during the analysis period, and the second assumed 18,000 MW of WEC technology deployed by 2045. Both scenarios require major technology and cost improvements in the WEC devices. The study is on very large-scale deployment so readers can examine and discuss the potential of a successful and very large WEC industry. The 13,000-MW is used as the basis for the county analysis as it is the smaller of the two scenarios. Sensitivity studies examined the effects of a robust in-state WEC supply chain. The region of analysis is comprised of the seven coastal counties in Oregon—Clatsop, Coos, Curry, Douglas, Lane, Lincoln, and Tillamook—so estimates of jobs and other economic impacts are specific to this coastal county area.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     The Morris County Improvement Authority (Authority), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (Solar Projects) at fifteen (15) sites for seven (7) local government units (Local Units) in and including the County. The Program uses a Power Purchase Agreement (PPA) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners.     Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to “grow” this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    The Santa Clara County Planar Solid Oxide Fuel Cell (PSOFC) project demonstrated the technical viability of pre-commercial PSOFC technology at the County 911 Communications headquarters, as well as the input fuel flexibility of the PSOFC. PSOFC operation was demonstrated on natural gas and denatured ethanol. The Santa Clara County Planar Solid Oxide Fuel Cell (PSOFC) project goals were to acquire, site, and demonstrate the technical viability of a pre-commercial PSOFC technology at the County 911 Communications headquarters. Additional goals included educating local permit approval authorities, and other governmental entities about PSOFC technology, existing fuel cell standards and specific code requirements. The project demonstrated the Bloom Energy (BE) PSOFC technology in grid parallel mode, delivering a minimum 15 kW over 8760 operational hours. The PSOFC system demonstrated greater than 81% electricity availability and 41% electrical efficiency (LHV net AC), providing reliable, stable power to a critical, sensitive 911 communications system that serves geographical boundaries of the entire Santa Clara County. The project also demonstrated input fuel flexibility. BE developed and demonstrated the capability to run its prototype PSOFC system on ethanol. BE designed the hardware necessary to deliver ethanol into its existing PSOFC system. Operational parameters were determined for running the system on ethanol, natural gas (NG), and a combination of both. Required modeling was performed to determine viable operational regimes and regimes where coking could occur.

    Since 1987, Clark County has been designated by the U.S. Department of Energy (DOE) as an 'Affected Unit of Local Government' (AULG). The AULG designation is an acknowledgement by the federal government that activities associated with the Yucca Mountain proposal could result in considerable impacts on Clark County residents and the community as a whole. As an AULG, Clark County is authorized to identify 'any potential economic, social, public health and safety, and environmental impacts of a repository', 42 U.S.C. Section 10135(c)(1)(B)(i) under provisions of the Nuclear Waste Policy Act Amendments (NWPAA). Clark County's oversight program contains key elements of (1) technical and scientific analysis (2) transportation analysis (3) impact assessment and monitoring (4) policy and legislative analysis and monitoring, and (5) public outreach. Clark County has conducted numerous studies of potential impacts, many of which are summarized in Clark County's Impact Assessment Report that was submitted DOE and the President of the United States in February 2002. Given the unprecedented magnitude and duration of DOE's proposal, as well as the many unanswered questions about the transportation routes, number of shipments, and the modal mix that will ultimately be used, impacts to public health and safety and security, as well as socioeconomic impacts, can only be estimated. In order to refine these estimates, Clark County Comprehensive Planning Department's Nuclear Waste Division updates, assesses, and monitors impacts on a regular basis. Clark County's Impact Assessment program covers not only unincorporated Clark County but all five jurisdictions of Las Vegas, North Las Vegas, Henderson, Mesquite, and Boulder City as well as tribal jurisdictions that fall within Clark County's geographic boundary. National and global focus on nuclear power and nuclear waste could have significant impact on the Yucca Mountain Program, and therefore, Clark County's oversight of that program

    This article analyzes the role played by county commissioners in Colorado and Montana in restricting or facilitating the use of clean energy sources in the generation of electrical power. Using data obtained from responses to an internet survey, we found that many commissioners in both states developed land use policies dealing with renewable energy resources over the preceding five years. Colorado and Montana officials were quite similar in terms of their positive reaction to changes that would facilitate greater county interest in clean energy policies. Most respondents favored increasing the pace of renewable energy use in relation to traditional energy sources but were also supportive of a more inclusive renewable portfolio standard that would embrace clean coal technologies and nuclear power.

Electrical Substation and Power Distribution Systems: An electrical distribution system has been constructed on-site that aggregates the electrical service of the different county buildings on the District campus into a county owned electric distribution system that is interconnected with the CHP and the local electric grid. The electrical system is designed, in accordance with the utility guidelines, to allow grid-parallel operation of CHP and provide for import and export of electric power. 6. Thermal Energy Distribution System: The heat recovery system has been integrated into a high temperature water distribution system that distributes the heat to the thermal circuits for the anaerobic digester facility. Additional piping has also been installed to transfer the remaining thermal energy to other county buildings on the campus. On a daily basis, the plant will co-process 35,000 gallons of manure from local dairy farms, 8,500 gallons of food-processor waste and 1,200 gallons of brown grease to produce 200,000 ft3/d of biogas and 44,000 gallons of pathogen-free nutrient-rich digested slurry for agricultural use by farms and in the local area.The biogas fueled CHP produces 5,157,000 kWh of electricity and 19,506 dekatherms of thermal energy per year.     To gain an understanding of the long-term county-level impacts from a large sample of wind power projects and to understand the potential significance of methodological criticisms, the U.S. Department of Agriculture, the Lawrence Berkeley National Laboratory, and NREL recently joined efforts to complete a first-of-its-kind study that quantifies the annual impact on county-level personal income resulting from wind power installations in nearly 130 counties across 12 states. The results of this study, as well as a comparison with the prior county-level estimates generated from input-output models, are summarized here.

  13. Orange County Government Solar Demonstration and Research Facility

    Orange County Florida completed the construction of a 20 kilowatt Solar Demonstration and Research Facility in March 2015. The system was constructed at the Orange County/University of Florida Cooperative Extension Center whose electric service address is 6021 South Conway Road, Orlando, Florida 32802. The Solar Demonstration and Research Facility is comprised of 72 polycrystalline photovoltaic modules and 3 inverters which convert direct current from the solar panels to alternating current electricity. Each module produces 270 watts of direct current power, for a total canopy production of just under 20,000 watts. The solar modules were installed with a fixed tilt of 5 degrees and face south, toward the equator to maximize the amount of sunlight captures. Each year, the electricity generated by the solar array will help eliminate 20 metric tons of carbon dioxide emissions as well as provide covered parking for staff and visitors vehicles. The solar array is expected to generate 27,000 kilowatt hours of electricity annually equating to an estimated $266 savings in the monthly electric bill, or $3,180 annually for the Orange County/University of Florida Cooperative Extension Center. In addition to reducing the electric bill for the Extension Center, Orange County’s solar array also takes advantage of a rebate incentive offered by the local utility, Orlando Utility Commission, which provided a meter that measures the amount of power produced by the solar array. The local utility company’s Solar Photovoltaic Production Incentive will pay Orange County $0.05 per kilowatt hour for the power that is produced by the solar array. This incentive is provided in addition to Net Metering benefits, which is an effort to promote the use of clean, renewable energy on the electric grid. The Photovoltaic Solar Demonstration and Research Facility also serves an educational tool to the public; the solar array is tied directly into a data logger that provides real time power

    The Kemper County IGCC Project is an advanced coal technology project that is being developed by Mississippi Power Company (MPC). The project is a lignite-fueled 2-on-1 Integrated Gasification Combined-Cycle (IGCC) facility incorporating the air-blown Transport Integrated Gasification (TRIG™) technology jointly developed by Southern Company; Kellogg, Brown, and Root (KBR); and the United States Department of Energy (DOE) at the Power Systems Development Facility (PSDF) in Wilsonville, Alabama. The estimated nameplate capacity of the plant will be 830 MW with a peak net output capability of 582 MW. As a result of advanced emissions control equipment, the facility will produce marketable byproducts of ammonia, sulfuric acid, and carbon dioxide. 65 percent of the carbon dioxide (CO{sub 2}) will be captured and used for enhanced oil recovery (EOR), making the Kemper County facility’s carbon emissions comparable to those of a natural-gas-fired combined cycle power plant. The commercial operation date (COD) of the Kemper County IGCC plant will be May 2014. This report describes the basic design and function of the plant as determined at the end of the Front End Engineering Design (FEED) phase of the project.

    The Pima County Area Development evaluated the county-wide market potential for utilizing geothermal energy. The study identified four potential geothermal resource areas with temperatures less than 100{sup 0}C (212{sup 0}F), and in addition, one area is identified as having a temperature of 147{sup 0}F (297{sup 0}F). Geothermal resources are found to occur in Tucson where average population growth rates of two to three percent per year are expected over the next 40 years. Rapid growth in the manufacturing sector and the existence of major copper mines provide opportunities for the direct utilization of geothermal energy. However, available water supplies are identified as a major constraint to projected growth. The study also includes a regional energy analysis, future predictions for energy consumption and energy prices. A major section of the report is aimed at identifying potential geothermal users in Pima County and providing projections of maximum economic geothermal utilization. The study identifies 115 firms in 32 industrial classes that have some potential for geothermal use. In addition, 26 agribusiness firms were found in the county.
