    Large helical device (LHD) inward-shifted configurations are unstable to resistive MHD pressure-gradient-driven modes. Sawtooth like activity was observed during LHD operation. The main drivers are the unstable modes 1/2 and 1/3 in the middle and inner plasma region which limit the plasma confinement efficiency of LHD advanced operation scenarios. The aim of the present research is to study the hard MHD limit of 1/2 sawtooth like activity, not observed yet in LHD operation, and to predict its effects on the device performance. Previous investigations pointed out this system relaxation can be an internal disruption [J. Varela et al., 'Internal disruptions and sawtooth like activity in LHD,' 38th EPS Conference on Plasma Physics (2011), P5.077]. In the present work, we simulate an internal disruption; we study the equilibria properties before and after the disruptive process, its effects on the plasma confinement efficiency during each disruptive phase, the relation between the n/m = 1/2 hard MHD events and the soft MHD events, and how to avoid or reduce their adverse effects. The simulation conclusions point out that the large stochastic region in the middle plasma strongly deforms and tears the flux surfaces when the pressure gradient increases above the hard MHD limit. If the instability reaches the inner plasma, the iota profiles will be perturbed near the plasma core and three magnetic islands can appear near the magnetic axis. If the instability is strong enough to link the stochastic regions in the middle plasma (around the half minor radius {rho}) and the plasma core ({rho}<0.25), an internal disruption is driven.

    Traveler attended the Dahlem Research Conference organized by the Freien Universitat, Berlin. The subject of the conference was Limiting the Greenhouse Effect: Options for Controlling Atmospheric CO{sub 2} Accumulation. Like all Dahlem workshops, this was a meeting of scientific experts, although the disciplines represented were broader than usual, ranging across anthropology, economics, international relations, forestry, engineering, and atmospheric chemistry. Participation by scientists from developing countries was limited. The conference was divided into four multidisciplinary working groups. Traveler acted as moderator for Group 3 which examined the question What knowledge is required to tackle the principal social and institutional barriers to reducing CO{sub 2} emissions'' The working rapporteur was Jesse Ausubel of Rockefeller University. Other working groups examined the economic costs, benefits, and technical feasibility of options to reduce emissions per unit of energy service; the options for reducing energy use per unit of GNP; and the significant of linkage between strategies to reduce CO{sub 2} emissions and other goals. Draft reports of the working groups are appended. Overall, the conference identified a number of important research needs in all four areas. It may prove particularly important in bringing the social and institutional research needs relevant to climate change closer to the forefront of the scientific and policy communities than hitherto.

    An internal shim used to accurately measure spaces in conjunction with a standard small probe has a shim top and a chassis. The internal shim is adjustably fixed within the space to be measured using grippers that emerge from the chassis and which are controlled by an arm pivotably attached to the shim top. A standard small probe passes through the shim along guides on the chassis and measures the distance between the exterior of the chassis and the boundary. By summing the measurements on each side of the chassis and the width of the chassis, the dimension of the space can be determined to within 0.001 inches.

Methanofullerenes, fulleroids and/or other fullerenes chemically altered for enhanced solubility, in liquid solution, and in solid blends with transparent glass (SiO.sub.2) gels or polymers, or semiconducting (conjugated) polymers, are shown to be useful as optical limiters (optical surge protectors). The nonlinear absorption is tunable such that the energy transmitted through such blends saturates at high input energy per pulse over a wide range of wavelengths from 400-1100 nm by selecting the host material for its absorption wavelength and ability to transfer the absorbed energy into the optical limiting composition dissolved therein. This phenomenon should be generalizable to other compositions than substituted fullerenes.

In its detailed aspects, the invention includes an amplifier having at least a first triode tube and a second triode tube, the cathode of the second tube being connected to the anode of the first tube. A peak limiter triode tube has its control grid coupled to thc anode of the second tube and its anode connected to the cathode of the second tube.     The burst, collapse and axial load operating limits for Coiled Tubing (CT) are currently established using the Von Mises incipient yield criterion. This criterion has historically been used to calculate the limits for oil country tubular goods (OCTG). The limits according to this criterion are based on the point at which the pipe material reaches a load state in which it begins to yield. Because of the bending that occurs when the CT is spooled on and off the reel, and when it is bent over the guide arch, the CT is already far beyond the yield point before it enters a well. Thus, this criterion does not really apply to CT. This paper describes a research project currently in progress. The purpose of this project is to define a new set of CT limits based on criteria other than incipient yield. This new approach to setting CT operating limits takes into account the internal residual stresses in the CT which are a consequence of repeated bending cycles and the accompanying change in material properties.

    The two broad categories of deposited weld metal repair and fiber-reinforced composite repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repairs and for fiber-reinforced composite repair. To date, all of the experimental work pertaining to the evaluation of potential repair methods has focused on fiber-reinforced composite repairs. Hydrostatic testing was also conducted on four pipeline sections with simulated corrosion damage: two with composite liners and two without.

    This International Energy Outlook presents historical data from 1970 to 1993 and EIA`s projections of energy consumption and carbon emissions through 2015 for 6 country groups. Prospects for individual fuels are discussed. Summary tables of the IEO96 world energy consumption, oil production, and carbon emissions projections are provided in Appendix A. The reference case projections of total foreign energy consumption and of natural gas, coal, and renewable energy were prepared using EIA`s World Energy Projection System (WEPS) model. Reference case projections of foreign oil production and consumption were prepared using the International Energy Module of the National Energy Modeling System (NEMS). Nuclear consumption projections were derived from the International Nuclear Model, PC Version (PC-INM). Alternatively, nuclear capacity projections were developed using two methods: the lower reference case projections were based on analysts` knowledge of the nuclear programs in different countries; the upper reference case was generated by the World Integrated Nuclear Evaluation System (WINES)--a demand-driven model. In addition, the NEMS Coal Export Submodule (CES) was used to derive flows in international coal trade.   9. FUEL CASK IMPACT LIMITER VULNERABILITIES

    Cylindrical fuel casks often have impact limiters surrounding just the ends of the cask shaft in a typical 'dumbbell' arrangement. The primary purpose of these impact limiters is to absorb energy to reduce loads on the cask structure during impacts associated with a severe accident. Impact limiters are also credited in many packages with protecting closure seals and maintaining lower peak temperatures during fire events. For this credit to be taken in safety analyses, the impact limiter attachment system must be shown to retain the impact limiter following Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC) impacts. Large casks are often certified by analysis only because of the costs associated with testing. Therefore, some cask impact limiter attachment systems have not been tested in real impacts. A recent structural analysis of the T-3 Spent Fuel Containment Cask found problems with the design of the impact limiter attachment system. Assumptions in the original Safety Analysis for Packaging (SARP) concerning the loading in the attachment bolts were found to be inaccurate in certain drop orientations. This paper documents the lessons learned and their applicability to impact limiter attachment system designs.

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) is an engineered safety system that provides personnel protection from prompt radiation due to accelerated proton beams. The Beam Current Limiter (XL), as an active component of the RSS, limits the maximum average current in a beamline, thus the current available for a beam spill accident. Exceeding the pre-set limit initiates action by the RSS to mitigate the hazard (insertion of beam stoppers in the low energy beam transport). The beam limiter is an electrically isolated, toroidal transformer and associated electronics. The device was designed to continuously monitor beamline currents independent of any external timing. Fail-safe operation was a prime consideration in its development. Fail-safe operation is defined as functioning as intended (due to redundant circuitry), functioning with a more sensitive fault threshold, or generating a fault condition. This report describes the design philosophy, hardware, implementation, operation, and limitations of the device.

    Safety and reliability remain the primary concerns in coiled tubing operations. Factors affecting safety and reliability include corrosion, flexural bending, internal (or external) pressure and tension (or compression), and mechanical damage due to improper use. Such limits as coiled tubing fatigue, collapse, and buckling need to be understood to avoid disaster. With increased use of coiled tubing, operators will gain more experience. But at the same time, with further research and development of coiled tubing, the manufacturing quality will be improved and fatigue, collapse, and buckling models will become more mature, and eventually standard specifications will be available. This paper reviews the uses of coiled tubing and current research on mechanical behavior of said tubing. It also discusses several models used to help predict fatigue and failure levels.

The current limiting device comprises a magnetic core wound with two magnetically opposed, parallel connected coils of copper, a high temperature superconductor or other electrically conducting material, and a fault element connected in series with one of the coils. Under normal operating conditions, the magnetic flux density produced by the two coils cancel each other. Under a fault condition, the fault element is triggered to cause an imbalance in the magnetic flux density between the two coils which results in an increase in the impedance in the coils. While the fault element may be a separate current limiter, switch, fuse, bimetal strip or the like, it preferably is a superconductor current limiter conducting one-half of the current load compared to the same limiter wired to carry the total current of the circuit.     The two broad categories of deposited weld metal repair and fiber-reinforced composite liner repair technologies were reviewed for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Preliminary test programs were developed for both deposited weld metal repair and for fiber-reinforced composite liner repair. Evaluation trials have been conducted using a modified fiber-reinforced composite liner provided by RolaTube and pipe sections without liners. All pipe section specimens failed in areas of simulated damage. Pipe sections containing fiber-reinforced composite liners failed at pressures marginally greater than the pipe sections without liners. The next step is to evaluate a liner material with a modulus of elasticity approximately 95% of the modulus of elasticity for steel. Preliminary welding parameters were developed for deposited weld metal repair in preparation of the receipt of Pacific Gas & Electric's internal pipeline welding repair system (that was designed specifically for 559 mm (22 in.) diameter pipe) and the receipt of 559 mm (22 in.) pipe sections from Panhandle Eastern. The next steps are to transfer welding parameters to the PG&E system and to pressure test repaired pipe sections to failure. A survey of pipeline operators was conducted to better understand the needs and performance requirements of the natural gas transmission industry regarding internal repair. Completed surveys contained the following principal conclusions: (1) Use of internal weld repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway crossings. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling (HDD) when a new bore must be created to solve a leak or other problem. (3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) Pipe diameter sizes range from 50.8 mm (2 in.) through 1,219.2 mm (48 in.). The most common size range for 80% to 90% of operators surveyed is 508 mm to 762 mm (20 in. to 30 in.), with 95% using 558.8 mm (22 in.) pipe. An evaluation of potential repair methods clearly indicates that the project should continue to focus on the development of a repair process involving the use of GMAW welding and on the development of a repair process involving the use of fiber-reinforced composite liners.

    Thin solar collecting panels are described made from arrays of small rod collectors consisting of a refracting dielectric rod lens with an absorber imbedded within it and a reflecting mirror coated on the back side of the dielectric rod. Non-tracking collector panels on vertical walls or roof tops receive approximately 90% of solar radiation within an acceptance zone 60.degree. in elevation angle by 120.degree. or more in the azimuth sectors with a collector concentration ratio of approximately 3.0. Miniaturized construction of the circular dielectric rods with internal absorbers reduces the weight per area of glass, plastic and metal used in the collector panels. No external parts or insulation are needed as heat losses are low due to partial vacuum or low conductivity gas surrounding heated portions of the collector. The miniature internal absorbers are generally made of solid copper with black selective surface and the collected solar heat is extracted at the collector ends by thermal conductivity along the absorber rods. Heat is removed from end fittings by use of liquid circulants. Several alternate constructions are provided for simplifying collector panel fabrication and for preventing the thermal expansion and contraction of the heated absorber or circulant tubes from damaging vacuum seals. In a modified version of the internal absorber collector, oil with temperature dependent viscosity is pumped through a segmented absorber which is now composed of closely spaced insulated metal tubes. In this way the circulant is automatically diverted through heated portions of the absorber giving higher collector concentration ratios than theoretically possible for an unsegmented absorber.

    In 2003, the National Association of Regulatory Utility Commissioners (NARUC) and National Energy Technology Laboratories (NETL) collaboratively established the International Clean Energy Coalition (ICEC). The coalition consisting of energy policy-makers, technologists, and financial institutions was designed to assist developing countries in forming and supporting local approaches to greenhouse gas mitigation within the energy sector. ICEC's work focused on capacity building and clean energy deployment in countries that rely heavily on fossil-based electric generation. Under ICEC, the coalition formed a steering committee consisting of NARUC members and held a series of meetings to develop and manage the workplan and define successful outcomes for the projects. ICEC identified India as a target country for their work and completed a country assessment that helped ICEC build a framework for discussion with Indian energy decisionmakers including two follow-on in-country workshops. As of the conclusion of the project in 2010, ICEC had also conducted outreach activities conducted during United Nations Framework Convention on Climate Change (UNFCCC) Ninth Conference of Parties (COP 9) and COP 10. The broad goal of this project was to develop a coalition of decision-makers, technologists, and financial institutions to assist developing countries in implementing affordable, effective and resource appropriate technology and policy strategies to mitigate greenhouse gas emissions. Project goals were met through international forums, a country assessment, and in-country workshops. This project focused on countries that rely heavily on fossil-based electric generation.

    The two broad categories of fiber-reinforced composite liner repair and deposited weld metal repair technologies were reviewed and evaluated for potential application for internal repair of gas transmission pipelines. Both are used to some extent for other applications and could be further developed for internal, local, structural repair of gas transmission pipelines. Principal conclusions from a survey of natural gas transmission industry pipeline operators can be summarized in terms of the following performance requirements for internal repair: (1) Use of internal repair is most attractive for river crossings, under other bodies of water, in difficult soil conditions, under highways, under congested intersections, and under railway. (2) Internal pipe repair offers a strong potential advantage to the high cost of horizontal direct drilling when a new bore must be created to solve a leak or other problem. (3) Typical travel distances can be divided into three distinct groups: up to 305 m (1,000 ft.); between 305 m and 610 m (1,000 ft. and 2,000 ft.); and beyond 914 m (3,000 ft.). All three groups require pig-based systems. A despooled umbilical system would suffice for the first two groups which represents 81% of survey respondents. The third group would require an onboard self-contained power unit for propulsion and welding/liner repair energy needs. (4) The most common size range for 80% to 90% of operators surveyed is 508 mm (20 in.) to 762 mm (30 in.), with 95% using 558.8 mm (22 in.) pipe. Evaluation trials were conducted on pipe sections with simulated corrosion damage repaired with glass fiber-reinforced composite liners, carbon fiber-reinforced composite liners, and weld deposition. Additional un-repaired pipe sections were evaluated in the virgin condition and with simulated damage. Hydrostatic failure pressures for pipe sections repaired with glass fiber-reinforced composite liner were only marginally greater than that of pipe sections without liners, indicating that this type of liner is only marginally effective at restoring the pressure containing capabilities of pipelines. Failure pressures for larger diameter pipe repaired with a semi-circular patch of carbon fiber-reinforced composite lines were also marginally greater than that of a pipe section with un-repaired simulated damage without a liner. These results indicate that fiber reinforced composite liners have the potential to increase the burst pressure of pipe sections with external damage Carbon fiber based liners are viewed as more promising than glass fiber based liners because of the potential for more closely matching the mechanical properties of steel. Pipe repaired with weld deposition failed at pressures lower than that of un-repaired pipe in both the virgin and damaged conditions, indicating that this repair technology is less effective at restoring the pressure containing capability of pipe than a carbon fiber-reinforced liner repair. Physical testing indicates that carbon fiber-reinforced liner repair is the most promising technology evaluated to-date. Development of a comprehensive test plan for this process is recommended for use in the field trial portion of this program.

    A multi bank power plant is described comprising at least a first and a second rotary internal combustion engine connectable together in series, each of the engines comprising: a housing; a cam track internally disposed within the housing and adapted to receive a cam follower; an engine block disposed within the housing and rotatable about a central axis; an output shaft extending axially from each the engine block, each output shaft being coaxial with the other; means for coupling the output shafts together so that the output shafts rotate together in the same direction at the same speed; at least one radially arranged cylinder assembly on each block, each cylinder assembly including a cylinder having a longitudinal axis extending generally radially outwardly from the rotational axis of the block, the cylinder including means defining an end wall, a piston member disposed within the cylinder and adapted to reciprocate within the cylinder; a combustion chamber, means permitting periodic introduction of air and fuel into the combustion chamber, means for causing combustion of a compressed mixture of air and fuel within the combustion chamber, means permitting periodic exhaust of products of combustion of air and fuel from the combustion chamber, and means for imparting forces and motions of the piston within the cylinder to and from the cam track, the means comprising a cam follower operatively connected to the piston; wherein the cam track includes at least a first segment and at least a second segment thereof, the first segment having a generally positive slope wherein the segment has a generally increasing radial distance from the rotational axis of the engine block whereby as a piston moves outwardly in a cylinder on a power stroke while the cam follower is in radial register with the cam track segment, the reactive force of the respective cam follower against the cam track segment acts in a direction tending to impart rotation to the engine block.

    Annual limits on intake (ALI) have historically been tabulated by the International Commission on Radiological Protection (e.g., ICRP 1979, 1961) and also by the Environmental Protection Agency (EPA 1988). These compilations have been rendered obsolete by more recent ICRP dosimetry methods, and, rather than provide new ALIs, the ICRP has opted instead to provide committed dose coefficients from which an ALI can be determined by a user for a specific set of conditions. The U.S. Department of Energy historically has referenced compilations of ALIs and has defined their method of calculation in its radiation protection regulation (10 CFDR 835), but has never provided a specific compilation. Under June 2007 amendments to 10 CFR 835, ALIs can be calculated by dividing an appropriate dose limit, either 5-rem (0.05 Sv) effective dose or 50 rem (0.5 Sv) equivalent dose to an individual organ or tissue, by an appropriate committed dose coefficient. When based on effective dose, the ALI is often referred to as a stochastic annual limit on intake (SALI), and when based on the individual organ or tissue equivalent limit, it has often been called a deterministic annual limit on intake (DALI).

    The proposed internationally monitored retrievable storage system (IMRSS) is intended to provide an orderly and secure alternative to continuation of the current individualistic spent-fuel management trends in nuclear-power countries. The IMRSS concept, in its broadest terms, proposes that an international entity undertake the management responsibility for spent fuel after its discharge from power plant cooling ponds. The IMRSS envisages international management of a small number of surface (or near-surface) storage facilities distributed globally (in major nuclear countries and elsewhere) and a transportation system between nuclear plants and the storage facilities. The International Atomic Energy Agency (IAEA) would maintain responsibility for adherence to safeguards criteria. The IMRSS operation would be similar to that of an international bank, with each nation maintaining title to its spent fuel and able to withdraw it for peaceful purposes. The system would provide transparency, accountability, and security. The IMRSS would be a step to establishing an inter- national regime for the prudent management of spent fuel and excess civilian plutonium. The IMRSS concept has been studied in three international workshops. Among the major issues that have been addressed are the global distribution of spent fuel if current trends continue, the need for international criteria and management to ensure public health and nonproliferation, the value of spent-fuel retrievability, the future role of a plutonium resource in the fuel cycle, the operating format of a practical IMRSS, and the integration of an IMRSS with existing geopolitical agreements and arrangements.

    Drift limits for reinforced-concrete shear walls are investigated by reviewing the open literature for appropriate experimental data. Drift values at ultimate are determined for walls with aspect ratios ranging up to a maximum of 3.53 and undergoing different types of lateral loading (cyclic static, monotonic static, and dynamic). Based on the geometry of actual nuclear power plant structures exclusive of containments and concerns regarding their response during seismic (i.e.,cyclic) loading, data are obtained from pertinent references for which the wall aspect ratio is less than or equal to approximately 1, and for which testing is cyclic in nature (typically displacement controlled). In particular, lateral deflections at ultimate load, and at points in the softening region beyond ultimate for which the load has dropped to 90, 80, 70, 60, and 50 percent of its ultimate value, are obtained and converted to drift information. The statistical nature of the data is also investigated. These data are shown to be lognormally distributed, and an analysis of variance is performed. The use of statistics to estimate Probability of Failure for a shear wall structure is illustrated.

    The internal dosimetry program at the Savannah River Site (SRS) consists of radiation protection programs and activities used to detect and evaluate intakes of radioactive material by radiation workers. Examples of such programs are: air monitoring; surface contamination monitoring; personal contamination surveys; radiobioassay; and dose assessment. The objectives of the internal dosimetry program are to demonstrate that the workplace is under control and that workers are not being exposed to radioactive material, and to detect and assess inadvertent intakes in the workplace. The Savannah River Site Internal Dosimetry Technical Basis Manual (TBM) is intended to provide a technical and philosophical discussion of the radiobioassay and dose assessment aspects of the internal dosimetry program.     We study limits on a primordial magnetic field arising from cosmological data, including that from big bang nucleosynthesis, cosmic microwave background polarization plane Faraday rotation limits, and large-scale structure formation. We show that the physically relevant quantity is the value of the effective magnetic field, and limits on it are independent of how the magnetic field was generated.

    A device is described to supplement the power produced by burning fuel in an internal combustion engine with steam, the device comprising: a means for producing a constant flow of water past a boiler means; a means for allowing the water to flow in the direction of the boiler; a boiler means external to the internal combustion engine to convert the water into superheated steam; a means for controlling the pressure of the water such that the water pressure is greater than the pressure of the steam produced by the boiler; and a means for injection of the superheated steam directly into a cylinder of the internal combustion engine, a means for producing a constant flow of water at a pressure greater than the pressure of the superheated steam, wherein the constant flow means at greater pressure comprises a chamber with a gaseous component, with the gaseous component being of constant volume and exerting constant pressure upon water within the chamber.

    During international peace-keeping missions, a diverse number of non-battle hazards may be encountered, which range from heavily polluted areas, endemic disease, toxic industrial materials, local violence, traffic, and even psychological factors. Hence, elevated risk levels from a variety of sources are encountered during deployments. With the emphasis within the Swedish military moving from national defense towards prioritization of international missions in atypical environments, the risk of health consequences, including long term health effects, has received greater consideration. The Swedish military is interested in designing an optimal approach for assessment of health threats during deployments. The Medical Intelligence group at FOI CBRN Security and Defence in Umea has, on request from and in collaboration with the Swedish Armed Forces, reviewed a variety of international health threat and risk assessment models for military operations. Application of risk assessment methods used in different phases of military operations will be reviewed. An overview of different international approaches used in operational risk management (ORM) will be presented as well as a discussion of the specific needs and constraints for health risk assessment in military operations. This work highlights the specific challenges of risk assessment that are unique to the deployment setting such as the assessment of exposures to a variety of diverse hazards concurrently.

    This report documents the results of an aging assessment study for boiling water reactor (BWR) internals. Major stressors for BWR internals are related to unsteady hydrodynamic forces generated by the primary coolant flow in the reactor vessel. Welding and cold-working, dissolved oxygen and impurities in the coolant, applied loads and exposures to fast neutron fluxes are other important stressors. Based on results of a component failure information survey, stress corrosion cracking (SCC) and fatigue are identified as the two major aging-related degradation mechanisms for BWR internals. Significant reported failures include SCC in jet-pump holddown beams, in-core neutron flux monitor dry tubes and core spray spargers. Fatigue failures were detected in feedwater spargers. The implementation of a plant Hydrogen Water Chemistry (HWC) program is considered as a promising method for controlling SCC problems in BWR. More operating data are needed to evaluate its effectiveness for internal components. Long-term fast neutron irradiation effects and high-cycle fatigue in a corrosive environment are uncertainty factors in the aging assessment process. BWR internals are examined by visual inspections and the method is access limited. The presence of a large water gap and an absence of ex-core neutron flux monitors may handicap the use of advanced inspection methods, such as neutron noise vibration measurements, for BWR.

    Congress granted participating US oil companies a limited antitrust defense, through Section 252 of the Energy Policy and Conservation Act of 1975, for certain actions taken in carrying out the International Energy Agency's (IEA) emergency oil allocation and information systems. These limits (1) apply only to actions taken in accordance with approved voluntary plans, (2) are not applicable if the purpose is to injure competition, and (3) apply only to voluntary plans or agreements concerning allocation and information provisions of the International Energy Program. These limitations are augmented by other antitrust safeguards incorporated in the Voluntary Agreement. Actions by oil companies outside antitrust defense do not necessarily violate the antitrust laws. A May 1981 revised draft of Plan of Action was issued by DOE. Comments raised are concerns for independent transactions and whether the limited antitrust defense should be extended to some reallocation activities independent of IEA requests. Risks (such as collusion) arising from participation in meetings with government and joint action by competitors are outlined. 15 references.

    An alignment system that employs jacking block assemblies and alignment posts around the periphery of the top plate of a nuclear reactor lower internals core shroud to align an upper core plate with the lower internals and the core shroud with the core barrel. The distal ends of the alignment posts are chamfered and are closely received within notches machined in the upper core plate at spaced locations around the outer circumference of the upper core plate. The jacking block assemblies are used to center the core shroud in the core barrel and the alignment posts assure the proper orientation of the upper core plate. The alignment posts may alternately be formed in the upper core plate and the notches may be formed in top plate.

The Roundtable will consist of technical presentations from contributed papers and abstracts, two invited speakers, and two invited panels of experts discussing topics related to the development and use of automatic mesh generation tools. In addition, this year we will feature a "Bring Your Best Mesh" competition and poster session to encourage discussion and participation from a wide variety of mesh generation tool users. The schedule and evening social events are designed to provide numerous opportunities for informal dialog. A proceedings will be published by Sandia National Laboratories and distributed at the Roundtable. The United States Nuclear Regulatory Commission has followed the problem, and as part of its investigations, contracted with the Idaho National Engineering and Environmental Laboratory to conduct a risk assessment. The overall project objective is to assess the potential consequences and risks associated with the failure of IGSCC-susceptible BWR vessel internals, with specific consideration given to potential cascading and common mode effects. An initial phase has been completed in which background material was gathered and evaluated, and potential accident sequences were identified. A second phase is underway to perform a simplified, quantitative probabilistic risk assessment on a representative high-power BWR/4. Results of the initial study conducted on the jet pumps show that any cascading failures would not result in a significant increase in the core damage frequency. The methodology is currently being extended to other major reactor internals components.

    A modular and scaleable Matrix Fault Current Limiter (MFCL) that functions as a "variable impedance" device in an electric power network, using components made of superconducting and non-superconducting electrically conductive materials. The matrix fault current limiter comprises a fault current limiter module that includes a superconductor which is electrically coupled in parallel with a trigger coil, wherein the trigger coil is magnetically coupled to the superconductor. The current surge doing a fault within the electrical power network will cause the superconductor to transition to its resistive state and also generate a uniform magnetic field in the trigger coil and simultaneously limit the voltage developed across the superconductor. This results in fast and uniform quenching of the superconductors, significantly reduces the burnout risk associated with non-uniformity often existing within the volume of superconductor materials. The fault current limiter modules may be electrically coupled together to form various "n" (rows).times."m" (columns) matrix configurations.

The cross section of the material making up the limiter has a flatsided or slightly concave portion of increased width towards the plasma and portions of decreased width towards the interior surface of the vessel. This configuration is designed to prevent a major fraction of the material sputtered, vaporized and blistered from the limiter from reaching the plasma. It also allows adequate heat transfer from the wider to the narrower portions.     This report documents the results of a Phase I study on the effects of aging degradations on pr internals. Primary stressers for internals an generated by the primary coolant flow in the they include unsteady hydrodynamic forces and pump-generated pressure pulsations. Other stressors are applied loads, manufacturing processes, impurities in the coolant and exposures to fast neutron fluxes. A survey of reported aging-related failure information indicates that fatigue, stress corrosion cracking (SCC) and mechanical wear are the three major aging-related degradation mechanisms for PWR internals. Significant reported failures include thermal shield flow-induced vibration problems, SCC in guide tube support pins and core support structure bolts, fatigue-induced core baffle water-jet impingement problems and excess wear in flux thimbles. Many of the reported problems have been resolved by accepted engineering practices. Uncertainties remain in the assessment of long-term neutron irradiation effects and environmental factors in high-cycle fatigue failures. Reactor internals are examined by visual inspections and the technique is access limited. Improved inspection methods, especially one with an early failure detection capability, can enhance the safety and efficiency of reactor operations.

  20. A brightness exceeding simulated Langmuir limit

    When an excitation of the first lens determines a beam is parallel beam, a brightness that is 100 times higher than Langmuir limit is measured experimentally, where Langmuir limits are estimated using a simulated axial cathode current density which is simulated based on a measured emission current. The measured brightness is comparable to Langmuir limit, when the lens excitation is such that an image position is slightly shorter than a lens position. Previously measured values of brightness for cathode apical radii of curvature 20, 60, 120, 240, and 480 ?m were 8.7, 5.3, 3.3, 2.4, and 3.9 times higher than their corresponding Langmuir limits, respectively, in this experiment, the lens excitation was such that the lens and the image positions were 180 mm and 400 mm, respectively. From these measured brightness for three different lens excitation conditions, it is concluded that the brightness depends on the first lens excitation. For the electron gun operated in a space charge limited condition, some of the electrons emitted from the cathode are returned to the cathode without having crossed a virtual cathode. Therefore, method that assumes a Langmuir limit defining method using a Maxwellian distribution of electron velocities may need to be revised. For the condition in which the values of the exceeding the Langmuir limit are measured, the simulated trajectories of electrons that are emitted from the cathode do not cross the optical axis at the crossover, thus the law of sines may not be valid for high brightness electron beam systems.

    An energy flow chart or 'atlas' for 136 countries has been constructed from data maintained by the International Energy Agency (IEA) and estimates of energy use patterns for the year 2007. Approximately 490 exajoules (460 quadrillion BTU) of primary energy are used in aggregate by these countries each year. While the basic structure of the energy system is consistent from country to country, patterns of resource use and consumption vary. Energy can be visualized as it flows from resources (i.e. coal, petroleum, natural gas) through transformations such as electricity generation to end uses (i.e. residential, commercial, industrial, transportation). These flow patterns are visualized in this atlas of 136 country-level energy flow charts.

    In a method and apparatus for controlling the fuel feed to a stratified-charge internal combustion engine, from idle up to the position corresponding with the maximum flow of air, the overall richness (Rg) of the combustible mixture is reduced by acting simultaneously upon the flow of fuel feeding the main chamber and upon the flow of fuel injected into the auxiliary chamber. For higher loads the maximum flow of air is kept constant and rg is increased by continuing to act upon both fuel flows. By keeping the richness of the mixture in the auxiliary chamber substantially constant, it is possible to obtain the best compromise between the performance of the engine and the emission of pollutant gases.

    This report originates in a workshop held at Sandia National Laboratories, bringing together a variety of external experts with Sandia personnel to discuss 'The Implications of Global Climate Change for International Security.' Whatever the future of the current global warming trend, paleoclimatic history shows that climate change happens, sometimes abruptly. These changes can severely impact human water supplies, agriculture, migration patterns, infrastructure, financial flows, disease prevalence, and economic activity. Those impacts, in turn, can lead to national or international security problems stemming from aggravation of internal conflicts, increased poverty and inequality, exacerbation of existing international conflicts, diversion of national and international resources from international security programs (military or non-military), contribution to global economic decline or collapse, or international realignments based on climate change mitigation policies. After reviewing these potential problems, the report concludes with a brief listing of some research, technology, and policy measures that might mitigate them.

    We derive novel identities satisfied by inflationary correlation functions in the limit where two external momenta are taken to be small. We derive these statements in two ways: using background-wave arguments and as Ward identities following from the fixed-time path integral. Interestingly, these identities allow us to constrain some of the O(q{sup 2}) components of the soft limit, in contrast to their single-soft analogues. We provide several nontrivial checks of our identities both in the context of resonant non-Gaussianities and in small sound speed models. Additionally, we extend the relation at lowest order in external momenta to arbitrarily many soft legs, and comment on the many-soft extension at higher orders in the soft momentum. Finally, we consider how higher soft limits lead to identities satisfied by correlation functions in large-scale structure.

    The Vehicle Technologies Office's Advanced Vehicle Testing Activity carries out testing on a wide range of advanced vehicles and technologies on dynamometers, closed test tracks, and on-the-road. These results provide benchmark data that researchers can use to develop technology models and guide future research and development. The following reports describe testing results of the 2010 Electric Vehicles International neighborhood electric vehicle. Neighborhood electric vehicles reach speeds of no more than 35 miles per hour and are only allowed on roads with speed limits of up to 35 miles per hour.     The Lco tracking program is a computer based solution for tracking time limited action items for Limited Conditions of Operation (LCO) for nuclear and industrial processes. This use is not limited to any process except those not requiring specific action steps and times. The visual and audible assistance the LCO Tracking Program provides significantly reduces the chance of missing crucial actions required for safe operation of any facility in time of limited operations. The LCOmore » Tracking Program maintains all applicable action steps and times for each limited condition for the facility in its data base. The LCO Tracking Program is used to enter that condition by number, and the data base provides the applicble action steps and starts tracking their times based on the time the LCO was entered. The LCO display graphically displays, by colored bar charts, the time expired/time remaining of each specific action item. At 60% time expired, the bar chart turns yellow to caution personnel and then turns red at 90% time expired. Then an audible alarm is sounded at 95% as a warning, to finish or accomplish the required actions to satisfy the requirements. These warning and alarm limits are modifiable by the user and can be set at different values for each action. The display file is dynamic in function, checking every minute, and responds in real time to changes to the LCO Tracking Form file, providing the visual and audible warnings as to the status of the action steps chosen for display. The LCO Tracking Program efficiently tracks action times in minutes or days, up to 2 years. All current LCO''s are easily documentated using the LCO Tracking Form file with ease of printing and disposition.     A common problem in astrophysics is determining how bright a source could be and still not be detected in an observation. Despite the simplicity with which the problem can be stated, the solution involves complicated statistical issues that require careful analysis. In contrast to the more familiar confidence bound, this concept has never been formally analyzed, leading to a great variety of often ad hoc solutions. Here we formulate and describe the problem in a self-consistent manner. Detection significance is usually defined by the acceptable proportion of false positives (background fluctuations that are claimed as detections, or Type I error), and we invoke the complementary concept of false negatives (real sources that go undetected, or Type II error), based on the statistical power of a test, to compute an upper limit to the detectable source intensity. To determine the minimum intensity that a source must have for it to be detected, we first define a detection threshold and then compute the probabilities of detecting sources of various intensities at the given threshold. The intensity that corresponds to the specified Type II error probability defines that minimum intensity and is identified as the upper limit. Thus, an upper limit is a characteristic of the detection procedure rather than the strength of any particular source. It should not be confused with confidence intervals or other estimates of source intensity. This is particularly important given the large number of catalogs that are being generated from increasingly sensitive surveys. We discuss, with examples, the differences between these upper limits and confidence bounds. Both measures are useful quantities that should be reported in order to extract the most science from catalogs, though they answer different statistical questions: an upper bound describes an inference range on the source intensity, while an upper limit calibrates the detection process. We provide a recipe for computing upper limits that applies to all detection algorithms.

    A carburetor for internal combustion engines having a housing including a generally discoidal wall and a hub extending axially from the central portion thereof, an air valve having a relatively flat radially extending surface directed toward and concentric with said discoidal wall and with a central conoidal portion having its apex directed toward the interior of said hub portion. The housing wall and the radially extending surface of the valve define an air passage converging radially inwardly to form an annular valving construction and thence diverge into the interior of said hub. The air valve is adjustable axially toward and away from the discoidal wall of the carburetor housing to regulate the volume of air drawn into the engine with which said carburetor is associated. Fuel is delivered under pressure to the fuel metering valve and from there through said micro-passages and controlled cams simultaneously regulate the axial adjustment of said air valve and the rate of delivery of fuel through said micro-passages according to a predetermined ratio pattern. A third jointly controlled cam simultaneously regulates the ignition timing in accordance with various air and fuel supply settings. The air valve, fuel supply and ignition timing settings are all independent of the existing degree of engine vacuum.

    The invention is a remotely controlled internal pipe cutting device primarily used for cutting pipes where the outside of the pipe is inaccessible at the line where the cut is to be made. The device includes an axial ram within a rotational cylinder which is enclosed in a housing. The housing is adapted for attachment to an open end of the pipe and for supporting the ram and cylinder in cantilever fashion within the pipe. A radially movable cutter, preferably a plasma arc torch, is attached to the distal end of the ram. A drive mechanism, containing motors and mechanical hardware for operating the ram and cylinder, is attached to the proximal end of the housing. The ram and cylinder provide for moving the cutter axially and circumferentially, and a cable assembly attached to a remote motor provide for the movement of the cutter radially, within the pipe. The control system can be adjusted and operated remotely to control the position and movement of the cutter to obtain the desired cut. The control system can also provide automatic standoff control for a plasma arc torch.

    A rotary valve internal combustion engine is described, comprising: an engine block; at least one cylinder in the engine block; at least one cylinder having a top end; cylinder head means located adjacent the top end of at least one cylinder, the cylinder head means having a cylindrically shaped cavity therein, the cylindrically shaped cavity being oriented in perpendicular relation to at least one cylinder; a piston sealingly mounted in at least one cylinder for reciprocable movement therein, the reciprocable movement including an intake stroke and an exhaust stroke; engine shaft means rotatably mounted to the engine block; means within the engine block for converting the reciprocable movement of the piston into rotary motion of the engine shaft means; a cylinder port located at the top end of at least one cylinder; a rotary valve rotatably mounted in the cylindrically shaped cavity; means connected with the engine shaft means for rotating the rotary valve in a predetermined synchronization with the reciprocable movement of the piston; aspiration means in the rotary valve for selectively aspirating at least one cylinder during the intake an exhaust strokes; and a spark plug removably mounted within the rotary valve and rotatable therewith.

    The Office of Technology Development (OTD) was established to ensure that reliable and acceptable technologies are available for implementation at DOE sites and that a technically trained work force is available to complete the EM mission by 2019. OTD established the International Technology Exchange Staff (ITES) to identify, evaluate, and acquire international technologies which can accelerate US DOE cleanup operations. ITES`s goal is to pursue international collaboration among government organizations, educational institutions, and private industry to identify world-wide needs and available technologies that will meet US environmental needs in general, and EM cleanup needs in particular; and establish mechanisms by which US government ER/WM technologies will be transferred to the US private sector for commercialization and export to international markets. ITES has developed the following strategic objectives to implement its international goals: develop and implement EM`s policy for international programs in accordance with DOE and US Government policies and regulations; establish efficient and predictable international technology transfer mechanisms; assist the US private sector in the commercialization and deployment of federally funded EM technologies and related knowledge in international markets; leverage US and non-US resources to accelerate international development and regulatory acceptance of EM technologies; contribute to the improvement of EM`s training of US students, scientists, and managers on international environmental issues. A summary and descriptions of program activities and accomplishments are given for 17 programs which comprise the four main areas of the ITES program: Activities with the Former Soviet Union, International Technology Transfer, International Cooperation, and Information Systems and Publications. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.
