Setting a retail generation credit

While the additional cost components will vary depending on the way that the wholesale energy component is calculated, at minimum a generation credit should recognize the following costs: Additional value of shaping or load-following; Premia associated with the risks of serving retail load; Transmission costs incurred by competitive suppliers; Commercial costs; and Reasonable profits. In this article the author reviews the construction of a generation credit, starting with three different ways to compute the wholesale cost of electric energy--as a forecast, as a forward price, or from the spot market--and then moving to consideration of additional cost items. Throughout the authors attempts to estimate the costs an efficient competitor will incur in order to illustrate the difference between a retail generation credit and a wholesale price index.

Technical Data to Justify Full Burnup Credit in Criticality Safety Licensing Analysis

Enercon Services, Inc. (ENERCON) was requested under Task Order No.2 to identify scientific and technical data needed to benchmark and justify Full Burnup Credit, which adds 16 fission products and 4 minor actinides1 to Actinide-Only burnup credit. The historical perspective for Full Burnup Credit is discussed, and interviews of organizations participating in burnup credit activities are summarized as a basis for identifying additional data needs and making recommendation. Input from burnup credit participants representing two segments of the commercial nuclear industry is provided. First, the Electric Power Research Institute (EPRI) has been very active in the development of Full Burnup Credit, representing the interests of nuclear utilities in achieving capacity gains for storage and transport casks. EPRI and its utility customers are interested in a swift resolution of the validation issues that are delaying the implementation of Full Burnup Credit [EPRI 2010b]. Second, used nuclear fuel storage and transportation Cask Vendors favor improving burnup credit beyond Actinide-Only burnup credit, although their discussion of specific burnup credit achievements and data needs was limited citing business sensitive and technical proprietary concerns. While Cask Vendor proprietary items are not specifically identified in this report, the needs of all nuclear industry participants are reflected in the conclusions and recommendations of this report. In addition, Oak Ridge National Laboratory (ORNL) and Sandia National Laboratory (SNL) were interviewed for their input into additional data needs to achieve Full Burnup Credit. ORNL was very open to discussions of Full Burnup Credit, with several telecoms and a visit by ENERCON to ORNL. For many years, ORNL has provided extensive support to the NRC regarding burnup credit in all of its forms. Discussions with ORNL focused on potential resolutions to the validation issues for the use of fission products. SNL was helpful in ENERCON's understanding of the difficult issues related to obtaining and analyzing additional cross section test data to support Full Burnup Credit. A PIRT (Phenomena Identification and Ranking Table) analysis was performed by ENERCON to evaluate the costs and benefits of acquiring different types of nuclear data in support of Full Burnup Credit. A PIRT exercise is a formal expert elicitation process with the final output being the ranking tables. The PIRT analysis (Table 7-4: Results of PIRT Evaluation) showed that the acquisition of additional Actinide-Only experimental data, although beneficial, was associated with high cost and is not necessarily needed. The conclusion was that the existing Radiochemical Assay (RCA) data plus the French Haut Taux de Combustion (HTC)2 and handbook Laboratory Critical Experiment (LCE) data provide adequate benchmark validation for Actinide-Only Burnup Credit. The PIRT analysis indicated that the costs and schedule to obtain sufficient additional experimental data to support the addition of 16 fission products to Actinide-Only Burnup Credit to produce Full Burnup Credit are quite substantial. ENERCON estimates the cost to be $50M to $100M with a schedule of five or more years. The PIRT analysis highlights another option for fission product burnup credit, which is the application of computer-based uncertainty analyses (S/U - Sensitivity/Uncertainty methodologies), confirmed by the limited experimental data that is already available. S/U analyses essentially transform cross section uncertainty information contained in the cross section libraries into a reactivity bias and uncertainty. Recent work by ORNL and EPRI has shown that a methodology to support Full Burnup Credit is possible using a combination of traditional RCA and LCE validation plus S/U validation for fission product isotopics and cross sections. Further, the most recent cross section data (ENDF/B-VII) can be incorporated into the burnup credit codes at a reasonable cost compared to the acquisition of equivalent experimental data. Review of Axial Burnup Distribution Considerations for Burnup Credit Calculations

This report attempts to summarize and consolidate the existing knowledge on axial burnup distribution issues that are important to burnup credit criticality safety calculations. Recently released Nuclear Regulatory Commission (NRC) staff guidance permits limited burnup credit, and thus, has prompted resolution of the axial burnup distribution issue. The reactivity difference between the neutron multiplication factor (keff) calculated with explicit representation of the axial burnup distribution and keff calculated assuming a uniform axial burnup is referred to as the ``end effect.'' This end effect is shown to be dependent on many factors, including the axial-burnup profile, total accumulated burnup, cooling time, initial enrichment, assembly design, and the isotopics considered (i.e., actinide-only or actinides plus fission products). Axial modeling studies, efforts related to the development of axial-profile databases, and the determination of bounding axial profiles are also discussed. Finally, areas that could benefit from further efforts are identified.

Cylindrical fuel casks often have impact limiters surrounding just the ends of the cask shaft in a typical 'dumbbell' arrangement. The primary purpose of these impact limiters is to absorb energy to reduce loads on the cask structure during impacts associated with a severe accident. Impact limiters are also credited in many packages with protecting closure seals and maintaining lower peak temperatures during fire events. For this credit to be taken in safety analyses, the impact limiter attachment system must be shown to retain the impact limiter following Normal Conditions of Transport (NCT) and Hypothetical Accident Conditions (HAC) impacts. Large casks are often certified by analysis only because of the costs associated with testing. Therefore, some cask impact limiter attachment systems have not been tested in real impacts. A recent structural analysis of the T-3 Spent Fuel Containment Cask found problems with the design of the impact limiter attachment system. Assumptions in the original Safety Analysis for Packaging (SARP) concerning the loading in the attachment bolts were found to be inaccurate in certain drop orientations. This paper documents the lessons learned and their applicability to impact limiter attachment system designs.

TOPICAL REPORT ON ACTINIDE-ONLY BURNUP CREDIT FOR PWR SPENT NUCLEAR FUEL PACKAGES

A methodology for performing and applying nuclear criticality safety calculations, for PWR spent nuclear fuel (SNF) packages with actinide-only burnup credit, is described. The changes in the U-234, U-235, U-236, U-238, Pu-238, Pu-239, Pu-240, Pu-241, Pu-242, and Am-241 concentration with burnup are used in burnup credit criticality analyses. No credit for fission product neutron absorbers is taken. The methodology consists of five major steps. (1) Validate a computer code system to calculate isotopic concentrations of SNF created during burnup in the reactor core and subsequent decay. A set of chemical assay benchmarks is presented for this purpose as well as a method for assessing the calculational bias and uncertainty, and conservative correction factors for each isotope. (2) Validate a computer code system to predict the subcritical multiplication factor, k{sub eff}, of a spent nuclear fuel package. Fifty-seven UO{sub 2}, UO{sub 2}/Gd{sub 2}O{sub 3}, and UO{sub 2}/PuO{sub 2} critical experiments have been selected to cover anticipated conditions of SNF. The method uses an upper safety limit on k{sub eff} (which can be a function of the trending parameters) such that the biased k{sub eff}, when increased for the uncertainty is less than 0.95. (3) Establish bounding conditions for the isotopic concentration and criticality calculations. Three bounding axial profiles have been established to assure the ''end effect'' is accounted for conservatively. (4) Use the validated codes and bounding conditions to generate package loading criteria (burnup credit loading curves). Burnup credit loading curves show the minimum burnup required for a given initial enrichment. The utility burnup record is compared to this requirement after the utility accounts for the uncertainty in its record. Separate curves may be generated for each assembly design, various minimum cooling times and burnable absorber histories. (5) Verify that SNF assemblies meet the package loading criteria and confirm proper assembly selection prior to loading. A measurement of the average assembly burnup is required and that measurement must be within 10% of the utility burnup record for the assembly to be accepted. The measurement device must be accurate to within 10%. Each step is described in detail for use with any computer code system and is then demonstrated with the SCALE 4.2 computer code package using 27BURNUPLIB cross sections.

Oklahoma Cherokee formation study shows benefits of gas tax credits

To no one's surprise, the administration's recently released energy initiative package does not advocate the use of tax incentives such as the Internal Revenue Code Sec. 29 (tight sand gas) credit that expired Dec. 31, 1992. This is unfortunate since tax credits do stimulate drilling, as the authors' recent study of Oklahoma's Pennsylvanian age Cherokee formation demonstrates. Within this 783,000 acre study area, more than 130 additional wells were drilled between 1991--92 because of tax credit incentives. And such tax credits also increase total federal tax revenues by causing wells to be drilled that would not have been drilled or accelerating the drilling of wells, thereby increasing taxable revenue. In short, tax credits create a win-win situation: they stimulate commerce, increase tax revenues, reduce the outflow of capital to foreign petroleum projects, and add to the nation's natural gas reserve, which is beneficial for national security, balance of payments, the environment, and gas market development. The paper discusses the study assumptions, study results, and the tax credit policy.

Tax incentives have been an important factor in the growth of renewable generation over the past decade, and they could continue to be important in the future. The Energy Tax Act of 1978 (Public Law 95-618) established ITCs for wind, and EPACT92 established the Renewable Electricity Production Credit (more commonly called the PTC) as an incentive to promote certain kinds of renewable generation beyond wind on the basis of production levels. Specifically, the PTC provided an inflation-adjusted tax credit of 1.5 cents per kilowatthour for generation sold from qualifying facilities during the first 10 years of operation. The credit was available initially to wind plants and facilities that used closed-loop biomass fuels and were placed in service after passage of the Act and before June 1999.

A Study of Experience Credit for Professional Engineering Licensure

Oak Ridge National Laboratory performed a study of experience credit for professional engineering licensure for the Department of Energy's Industrial Assessment Center (IAC) Program. One of the study's goals was to determine how state licensure boards grant experience credit for engineering licensure, particularly in regards to IAC experience and experience prior to graduation. Another goal involved passing IAC information to state licensure boards to allow the boards to become familiar with the program and determine if they would grant credit to IAC graduates. The National Council of Examiners for Engineers and Surveyors (NCEES) has adopted a document, the ''Model Law''. This document empowers states to create state engineering boards and oversee engineering licensure. The board can also interpret and adopt rules and regulations. The Model Law also gives a general ''process'' for engineering licensure, the ''Model Law Engineer''. The Model Law Engineer requires that an applicant for professional licensure, or professional engineering (PE) licensure, obtain a combination of formal education and professional experience and successfully complete the fundamentals of engineering (FE) and PE exams. The Model Law states that a PE applicant must obtain four years of ''acceptable'' engineering experience after graduation to be allowed to sit for the PE exam. Although the Model Law defines ''acceptable experience,'' it is somewhat open to interpretation, and state boards decide whether applicants have accumulated the necessary amount of experience. The Model Law also allows applicants one year of credit for postgraduate degrees as well as experience credit for teaching courses in engineering. The Model Law grants states the power to adopt and amend the bylaws and rules of the Model Law licensure process. It allows state boards the freedom to modify the experience requirements for professional licensure. This power has created variety in experience requirements, and licensure requirements can differ from state to state. Before this study began, six questions were developed to help document how state boards grant experience credit. Many of the questions were formulated to determine how states deal with teaching experience, postgraduate credit, experience prior to graduation, PE and FE waivers, and the licensure process in general. Data were collected from engineering licensure boards for each of the fifty states and the District of Columbia. Telephone interviews were the primary method of data collection, while email correspondence was also used to a lesser degree. Prior to contacting each board, the researchers attempted to review each state's licensure web site. Based on the data collected, several trends and patterns were identified. For example, there is a general trend away from offering credit for experience prior to graduation. The issue becomes a problem when a PE from one state attempts to gain a license in another state by comity or endorsement. Tennessee and Kansas have recently stopped offering this credit and Mississippi cautions applicants that it could be difficult to obtain licensure in other states.

Benefits of the delta K of depletion benchmarks for burnup credit validation

Pressurized Water Reactor (PWR) burnup credit validation is demonstrated using the benchmarks for quantifying fuel reactivity decrements, published as 'Benchmarks for Quantifying Fuel Reactivity Depletion Uncertainty,' EPRI Report 1022909 (August 2011). This demonstration uses the depletion module TRITON available in the SCALE 6.1 code system followed by criticality calculations using KENO-Va. The difference between the predicted depletion reactivity and the benchmark's depletion reactivity is a bias for the criticality calculations. The uncertainty in the benchmarks is the depletion reactivity uncertainty. This depletion bias and uncertainty is used with the bias and uncertainty from fresh UO{sub 2} critical experiments to determine the criticality safety limits on the neutron multiplication factor, k{sub eff}. The analysis shows that SCALE 6.1 with the ENDF/B-VII 238-group cross section library supports the use of a depletion bias of only 0.0015 in delta k if cooling is ignored and 0.0025 if cooling is credited. The uncertainty in the depletion bias is 0.0064. Reliance on the ENDF/B V cross section library produces much larger disagreement with the benchmarks. The analysis covers numerous combinations of depletion and criticality options. In all cases, the historical uncertainty of 5% of the delta k of depletion ('Kopp memo') was shown to be conservative for fuel with more than 30 GWD/MTU burnup. Since this historically assumed burnup uncertainty is not a function of burnup, the Kopp memo's recommended bias and uncertainty may be exceeded at low burnups, but its absolute magnitude is small. Evaluation of fission product worth margins in PWR spent nuclear fuel burnup credit calculations.

Current criticality safety calculations for the transportation of irradiated LWR fuel make the very conservative assumption that the fuel is fresh. This results in a very substantial overprediction of the actual k{sub eff} of the transportation casks; in certain cases, this decreases the amount of spent fuel which can be loaded in a cask, and increases the cost of transporting the spent fuel to the repository. Accounting for the change of reactivity due to fuel depletion is usually referred to as ''burnup credit.'' The US DOE is currently funding a program aimed at establishing an actinide only burnup credit methodology (in this case, the calculated reactivity takes into account the buildup or depletion of a limited number of actinides). This work is undergoing NRC review. While this methodology is being validated on a significant experimental basis, it implicitly relies on additional margins: in particular, the absorption of neutrons by certain actinides and by all fission products is not taken into account. This provides an important additional margin and helps guarantee that the methodology is conservative provided these neglected absorption are known with reasonable accuracy. This report establishes the accuracy of fission product absorption rate calculations: (1) the analysis of European fission product worth experiments demonstrates that fission product cross-sections available in the US provide very good predictions of fission product worth; (2) this is confirmed by a direct comparison of European and US cross section evaluations; (3) accuracy of Spent Nuclear Fuel (SNF) fission product content predictions is established in a recent ORNL report where several SNF isotopic assays are analyzed; and (4) these data are then combined to establish in a conservative manner the fraction of the predicted total fission product absorption which can be guaranteed based on available experimental data.

Burnup Credit Approach Used in the Yucca Mountain License Application

The United States Department of Energy has submitted a license application (LA) for construction authorization of a deep geologic repository at Yucca Mountain, Nevada. The license application is currently under review by the United States Nuclear Regulatory Commission (NRC). This paper will describe the methodology and approach used in the LA to address the issue of criticality and the role of burnup credit during the postclosure period. The most significant and effective measures for prevention of criticality in the repository include multiple redundant barriers that act to isolate fissionable material from water (which can act as a moderator, corrosive agent, and transporter of fissile material); inherent geometry of waste package internals and waste forms; presence of fixed neutron absorbers in waste package internals; and fuel burnup for commercial spent nuclear fuel. A probabilistic approach has been used to screen criticality from the total system performance assessment. Within the probabilistic approach, criticality is considered an event, and the total probability of a criticality event occurring within 10,000 years of disposal is calculated and compared against the regulatory criterion. The total probability of criticality includes contributions associated with both internal (within waste packages) and external (external to waste packages) criticality for each of the initiating events that could lead to waste package breach. The occurrence of and conditions necessary for criticality in the repository have been thoroughly evaluated using a comprehensive range of parameter distributions. A simplified design-basis modeling approach has been used to evaluate the probability of criticality by using numerous significant and conservative assumptions. Burnup credit is used only for evaluations of in-package configurations and uses a combination of conservative and bounding modeling approximations to ensure conservatism. This paper will review the NRC regulatory criteria relevant to postclosure criticality, explain the role of criticality within the overall repository performance assessment, describe the strategy for preventing criticality via design features and waste form properties, and discuss the numerous considerations relevant to criticality and burnup credit for spent nuclear fuel disposed of in a geologic repository, with emphasis on the burnup credit approach and analyses.

As a natural outgrowth of improved nodal calculation methods and the accessibility of detailed fuel assembly operating data from core monitoring systems, taking credit for burnup in the storage of light water reactor fuel represents a logical alternative to reracking for storing higher enriched fuel. The paper summarizes a number of array reactivity calculations that indicate: (1) taking credit for burnup leads to significantly lower array k/sub eff's/; (2) axial exposure distribution effects on array reactivity increase with exposure and are more significant in BWR than PWR fuel; (3) BWR fuel void history effects on array reactivity can be significant; and (4) an array of all fresh 3.83 wt% enriched PWR fuel is equivalent in array reactivity to a checkerboard array of 20 GWd/tonne U and fresh fuel enriched to 5.1 wt%. One approach to minimizing operator error in the handling of assemblies would be to first select and store exposed fuel in a checkerboard arrangement throughout the array. These cells could then be capped with a lockout device to preclude removal with the grappling machine. Once these assemblies were in place, all other assemblies could be safely stored in any other available cell.

Improving Credit Card Fraud Detection using a Meta- Classification Strategy

One of the issues facing credit card fraud detection systems is that a significant percentage of transactions labeled as fraudulent are in fact legitimate. These ďfalse alarms Ē delay the detection of fraudulent transactions and can cause unnecessary concerns for customers. In this study, over 1 million unique credit card transactions from 11 months of data from a large Canadian bank were analyzed. A meta-classifier model was applied to the transactions after being analyzed by the Bankís existing neural network based fraud detection algorithm. This meta-classifier model consists of 3 base classifiers constructed using the decision tree, naÔve Bayesian, and k-nearest neighbour algorithms. The naÔve Bayesian algorithm was also used as the meta-level algorithm to combine the base classifier predictions to produce the final classifier. Results from the research show that when a metaclassifier was deployed in series with the Bankís existing fraud detection algorithm improvements of up to 28 % to their existing system can be achieved.

Coal companies hope to receive carbon credits for methane reductions

Each year, underground coal mining in the USA liberates 2.4 million tonnes of coal mine methane (CMM), of which less than 30% is recovered and used. One barrier to CMM recovery is cost. Drainage, collection, and utilization systems are complex and expensive to install. Two coal mines have improved the cost equation, however, by signing on to earn money for CMM emissions they are keeping out of the atmosphere. Jim Walter Resources and PinnOak Resources have joined a voluntary greenhouse gas reduction trading program called the Chicago Climate Exchange (CCX) to turn their avoided emissions into carbon credits. The example they set may encourage other coal mining companies to follow suit, and may bring new projects on the line that would otherwise have not gone forward. 2 refs., 1 fig.

Review of Technical Studies in the United States in Support of Burnup Credit Regulatory Guidance

Taking credit for the reduction in reactivity associated with fuel depletion can enable more cost-effective, higher-density storage, transport, disposal, and reprocessing of spent nuclear fuel (SNF) while maintaining sufficient subcritical margin to establish an adequate safety basis. Consequently, there continues to be considerable interest in the United States (U.S.), as well as internationally, in the increased use of burnup credit in SNF operations, particularly related to storage, transport, and disposal of commercial SNF. This interest has motivated numerous technical studies related to the application of burnup credit, both domestically and internationally, as well as the design of SNF storage, transport and disposal systems that rely on burnup credit for maintaining subcriticality. Responding to industry requests and needs, the U.S. Nuclear Regulatory Commission (NRC) initiated a burnup credit research program in 1999, with support from the Oak Ridge National Laboratory (ORNL), to develop regulatory guidance and the supporting technical bases for allowing and expanding the use of burnup credit in pressurized-water reactor SNF storage and transport applications. Although this NRC research program has not been continuous since its inception, considerable progress has been achieved in many key areas in terms of increased understanding of relevant phenomena and issues, availability of relevant information and data, and subsequently updated regulatory guidance for expanded use of burnup credit. This paper reviews technical studies performed by ORNL for the U.S. NRC burnup credit research program. Examples of topics include reactivity effects associated with reactor operating characteristics, fuel assembly characteristics, burnable absorbers, control rods, spatial burnup distributions, cooling time, and assembly misloading; methods and data for validation of isotopic composition predictions; methods and data for validation of criticality calculations; and operational issues and data related to assembly burnup confirmation. The objective of this paper is to summarize the work and significant accomplishments, with references to the technical reports and publications for complete details, and provide a useful resource to others in the burnup credit community.

An Approach for Validating Actinide and Fission Product Burnup Credit Criticality Safety Analyses--Criticality (keff) Predictions

One of the most significant remaining challenges associated with expanded implementation of burnup credit in the United States is the validation of depletion and criticality calculations used in the safety evaluation - in particular, the availability and use of applicable measured data to support validation, especially for fission products. Applicants and regulatory reviewers have been constrained by both a scarcity of data and a lack of clear technical basis or approach for use of the data. U.S. Nuclear Regulatory Commission (NRC) staff have noted that the rationale for restricting their Interim Staff Guidance on burnup credit (ISG-8) to actinide-only is based largely on the lack of clear, definitive experiments that can be used to estimate the bias and uncertainty for computational analyses associated with using burnup credit. To address the issue of validation, the NRC initiated a project with the Oak Ridge National Laboratory to (1) develop and establish a technically sound validation approach (both depletion and criticality) for commercial spent nuclear fuel (SNF) criticality safety evaluations based on best-available data and methods and (2) apply the approach for representative SNF storage and transport configurations/conditions to demonstrate its usage and applicability, as well as to provide reference bias results. The purpose of this paper is to describe the criticality (k{sub eff}) validation approach, and resulting observations and recommendations. Validation of the isotopic composition (depletion) calculations is addressed in a companion paper at this conference. For criticality validation, the approach is to utilize (1) available laboratory critical experiment (LCE) data from the International Handbook of Evaluated Criticality Safety Benchmark Experiments and the French Haut Taux de Combustion (HTC) program to support validation of the principal actinides and (2) calculated sensitivities, nuclear data uncertainties, and the limited available fission product LCE data to predict and verify individual biases for relevant minor actinides and fission products. This paper (1) provides a detailed description of the approach and its technical bases, (2) describes the application of the approach for representative pressurized water reactor and boiling water reactor safety analysis models to demonstrate its usage and applicability, (3) provides reference bias results based on the prerelease SCALE 6.1 code package and ENDF/B-VII nuclear cross-section data, and (4) provides recommendations for application of the results and methods to other code and data packages.

This phenomenon should be generalizable to other compositions than substituted fullerenes.

Impacts of SNF burnup credit on the shipment capability of the GA-4 cask

Scoping analyses were performed to determine the impacts of two different levels of burnup credit and two different spent fuel pickup rates on the shipment capability and the minimum fleet size of the GA-4 cask. The analyses involved developing loading curves for the GA-4 cask based on the actinide-only and principal-isotope burnup credit considerations. The analyses also involved examination of the spent nuclear fuel assembly population at nine reactor sites and categorization of the assemblies in accordance with the loading restrictions imposed. The results revealed that for the nine sites considered, depending on the level of burnup credit and the pickup rate assumed, the total savings in shipment and cask fleet costs (1994 dollars) can range from $55 million to $74 million.

This CESA - LBNL Case Study examines how much economic value do new and expanded federal tax credits really provide to PV system purchasers, and what implications might they hold for state/utility PV grant programs. The report begins with a discussion of the taxability of PV grants and their interaction with federal credits, as this issue significantly affects the analysis that follows. We then calculate the incremental value of EPAct's new and expanded credits for PV systems of different sizes, and owned by different types of entities. The report concludes with a discussion of potential implications for purchasers of PV systems, as well as for administrators of state/utility PV programs. The market for grid-connected photovoltaics (PV) in the US has grown dramatically in recent years, driven in large part by PV grant or 'buy-down' programs in California, New Jersey, and many other states. The recent announcement of a new 11-year, $3.2 billion PV program in California suggests that state policy will continue to drive even faster growth over the next decade. Federal policy has also played a role, primarily by providing commercial PV systems access to tax benefits, including accelerated depreciation (5-year MACRS schedule) and a business energy investment tax credit (ITC). Since the signing of the Energy Policy Act of 2005 (EPAct) on August 8, the federal government has begun to play a much more significant role in supporting both commercial and residential PV systems. Specifically, EPAct increased the federal ITC for commercial PV systems from 10% to 30% of system costs, and also created a new 30% ITC (capped at $2000) for residential solar systems. Both changes went into effect on January 1, 2006, for an initial period of two years, and in late 2006 were extended for an additional year. Unless extended further, the new residential ITC will expire, and the 30% commercial ITC will revert back to 10%, on January 1, 2009. How much economic value do these new and expanded federal tax credits really provide to PV system purchasers? And what implications might they hold for state/utility PV grant programs? Using a generic (i.e., non-state-specific) cash flow model, this report explores these questions.1 We begin with a discussion of the taxability of PV grants and their interaction with federal credits, as this issue significantly affects the analysis that follows. Traveler attended the Dahlem Research Conference organized by the Freien Universitat, Berlin. The subject of the conference was Limiting the Greenhouse Effect: Options for Controlling Atmospheric CO{sub 2} Accumulation. Like all Dahlem workshops, this was a meeting of scientific experts, although the disciplines represented were broader than usual, ranging across anthropology, economics, international relations, forestry, engineering, and atmospheric chemistry. Participation by scientists from developing countries was limited. The conference was divided into four multidisciplinary working groups. Traveler acted as moderator for Group 3 which examined the question What knowledge is required to tackle the principal social and institutional barriers to reducing CO{sub 2} emissions'' The working rapporteur was Jesse Ausubel of Rockefeller University. Other working groups examined the economic costs, benefits, and technical feasibility of options to reduce emissions per unit of energy service; the options for reducing energy use per unit of GNP; and the significant of linkage between strategies to reduce CO{sub 2} emissions and other goals. Draft reports of the working groups are appended. Overall, the conference identified a number of important research needs in all four areas. It may prove particularly important in bringing the social and institutional research needs relevant to climate change closer to the forefront of the scientific and policy communities than hitherto.

Limiter design issues addressed in this paper are (1) poloidal location of the limiter belt, (2) shape of the limiter surface facing the plasma, and (3) whether the belt is pumped from one or both sides. The criteria used for evaluation of limiter configuration features were sensitivity to plasma-edge conditions and ease of maintenance and fabrication. The evaluation resulted in the selection of a baseline FED limiter that is located at the bottom of the device and has a flat surface with a single leading edge.

Tropical limit for macroscopic systems in equilibrium defined as the formal limit of Boltzmann constant k going to 0 is discussed. It is shown that such tropical limit is well-adapted to analyse properties of systems with highly degenerated energy levels, particularly of frustrated systems like spin ice and spin glasses. Tropical free energy is a piecewise linear function of temperature, tropical entropy is a piecewise constant function and the system has energy for which tropical Gibbs' probability has maximum. Properties of systems in the points of jump of entropy are studied. Systems with finite and infinitely many energy levels and phenomena of limiting temperatures are discussed.

Reliable statistical information is important to make political decisions on a sound basis and to help measure the impact of policies. Unfortunately, statistics offices in developing countries have scarce resources and statistical censuses are therefore conducted sporadically. Based on mobile phone communications and history of airtime credit purchases, we estimate the relative income of individuals, the diversity and inequality of income, and an indicator for socioeconomic segregation for fine-grained regions of an African country. Our study shows how to use mobile phone datasets as a starting point to understand the socio-economic state of a country, which can be especially useful in countries with few resources to conduct large surveys.

Exploring the Economic Value of EPAct 2005's PV Tax Credits

The market for grid-connected photovoltaics (PV) in the US has grown dramatically in recent years, driven in large part by PV grant or ''buy-down'' programs in California, New Jersey, and many other states. The recent announcement of a new 11-year, $3.2 billion PV program in California suggests that state policy will continue to drive even faster growth over the next decade. Federal policy has also played a role, primarily by providing commercial PV systems access to tax benefits, including accelerated depreciation (5-year MACRS schedule) and a business energy investment tax credit (ITC). With the signing of the Energy Policy Act of 2005 (EPAct) on August 8, the federal government is poised to play a much more significant future role in supporting both commercial and residential PV systems. Specifically, EPAct increased the federal ITC for commercial PV systems from 10% to 30% of system costs, and also created a new 30% ITC (capped at $2000) for residential solar systems. Both changes went into effect on January 1, 2006, and--absent an extension (for which the solar industry has already begun lobbying)--will last for a period of two years: the new residential ITC will expire, and the 30% commercial ITC will revert back to 10%, on January 1, 2008. How much economic value do these new and expanded federal tax credits really provide to PV system purchasers? And what implications might they hold for state/utility PV grant programs? Using a generic (i.e., non-state-specific) cash flow model, this report explores these questions. We begin with a discussion of the taxability of PV grants and their interaction with federal credits, as this issue significantly affects the analysis that follows. We then calculate the incremental value of EPAct's new and expanded credits for PV systems of different sizes, and owned by different types of entities. We conclude with a discussion of potential implications for purchasers of PV systems, as well as for administrators of state/utility PV programs.

Nonlinear subcritical magnetohydrodynamic beta limit

Published gyrokinetic simulations have had difficulty operating beyond about half the ideal magnetohydrodynamic (MHD) critical beta limit with stationary and low transport levels in some well-established reference cases. Here it is demonstrated that this limitation is unlikely due to numerical instability, but rather appears to be a nonlinear subcritical MHD beta limit[R. E. Waltz, Phys. Rev. Lett. 55, 1098 (1985)] induced by the locally enhanced pressure gradients from the diamagnetic component of the nonlinearly driven (zero frequency) zonal flows. Strong evidence that the zonal flow corrugated pressure gradient profiles can act as a MHD-like beta limit unstable secondary equilibrium is provided. It is shown that the addition of sufficient ExB shear or operation closer to drift wave instability threshold, thereby reducing the high-n drift wave turbulence nonlinear pumping of the zonal flows, can allow the normal high-n ideal MHD beta limit to be reached with low transport levels. Example gyrokinetic simulations of experimental discharges are provided: one near the high-n beta limit reasonably matches the low transport levels needed when the high experimental level of ExB shear is applied; a second experimental example at moderately high beta appears to be limited by the subcritical beta.

Extremal Limits and Kerr Spacetime

The fact that one must evaluate the near-extremal and near-horizon limits of Kerr space-time in a specific order, is shown to a lead to discontinuity in the extremal limit, such that this limiting space-time differs nontrivially from the precisely extremal space-time. This is established by first showing a discontinuity in the extremal limit of the maximal analytic extension of the Kerr geometry, given by Carter. Next, we examine the ISCO of the exactly extremal Kerr geometry and show that on the event horizon of the extremal Kerr black hole, it coincides with the principal null geodesic generator of the horizon, having vanishing energy and angular momentum. We find that there is no such ISCO in the near-extremal geometry, thus garnering additional support for our primary contention. We relate this disparity between the two geometries to the lack of a trapping horizon in the extremal situation.

A passive current limiting device and isolator is particularly adapted for use at high power levels for limiting excessive currents in a circuit in a fault condition such as an electrical short. The current limiting device comprises a magnetic core wound with two magnetically opposed, parallel connected coils of copper, a high temperature superconductor or other electrically conducting material, and a fault element connected in series with one of the coils. Under normal operating conditions, the magnetic flux density produced by the two coils cancel each other. Under a fault condition, the fault element is triggered to cause an imbalance in the magnetic flux density between the two coils which results in an increase in the impedance in the coils. While the fault element may be a separate current limiter, switch, fuse, bimetal strip or the like, it preferably is a superconductor current limiter conducting one-half of the current load compared to the same limiter wired to carry the total current of the circuit. The major voltage during a fault condition is in the coils wound on the common core in a preferred embodiment. 6 figs.

Assessment of Fission Product Cross-Section Data for Burnup Credit Applications

Past efforts by the Department of Energy (DOE), the Electric Power Research Institute (EPRI), the Nuclear Regulatory Commission (NRC), and others have provided sufficient technical information to enable the NRC to issue regulatory guidance for implementation of pressurized-water reactor (PWR) burnup credit; however, consideration of only the reactivity change due to the major actinides is recommended in the guidance. Moreover, DOE, NRC, and EPRI have noted the need for additional scientific and technical data to justify expanding PWR burnup credit to include fission product (FP) nuclides and enable burnup credit implementation for boiling-water reactor (BWR) spent nuclear fuel (SNF). The criticality safety assessment needed for burnup credit applications will utilize computational analyses of packages containing SNF with FP nuclides. Over the years, significant efforts have been devoted to the nuclear data evaluation of major isotopes pertinent to reactor applications (i.e., uranium, plutonium, etc.); however, efforts to evaluate FP cross-section data in the resonance region have been less thorough relative to actinide data. In particular, resonance region cross-section measurements with corresponding R-matrix resonance analyses have not been performed for FP nuclides. Therefore, the objective of this work is to assess the status and performance of existing FP cross-section and cross-section uncertainty data in the resonance region for use in burnup credit analyses. Recommendations for new cross-section measurements and/or evaluations are made based on the data assessment. The assessment focuses on seven primary FP isotopes (103Rh, 133Cs, 143Nd, 149Sm, 151Sm, 152Sm, and 155Gd) that impact reactivity analyses of transportation packages and two FP isotopes (153Eu and 155Eu) that impact prediction of 155Gd concentrations. Much of the assessment work was completed in 2005, and the assessment focused on the latest FP cross-section evaluations available in the international nuclear data community as of March 2005. The accuracy of the cross-section data was investigated by comparing existing cross-section evaluations against available measured cross-section data. When possible, benchmark calculations were also used to assess the performance of the latest FP cross-section data. Since March 2005, the U.S. and European data projects have released newer versions of their respective data files. Although there have been updates to the international data files and to some degree FP data, much of the updates have included nuclear cross-section modeling improvements at energies above the resonance region. The one exception is improved ENDF/B-VII cross-section uncertainty data or covariance data for gadolinium isotopes. In particular, ENDF/B-VII includes improved 155Gd resonance parameter covariance data, but they are based on previously measured resonance data. Although the new covariance data are available for 155Gd, the conclusions of the FP cross-section data assessment of this report still hold in lieu of the newer international cross-section data files. Based on the FP data assessment, there is judged to be a need for new total and capture cross-section measurements and corresponding cross-section evaluations, in a prioritized manner, for the nine FPs to provide the improved information and technical rigor needed for criticality safety analyses.

According to the Technical Work Plan titled Technical Work Plan for Waste Form Degradation Process Model Report for SR (CRWMS M&O 2000a), the purpose of this study is to perform abstractions on solubility limits of radioactive elements based on the process-level information and thermodynamic databases provided by Natural Environment Program Operations (NEPO) and Waste Package Operations (WPO). The scope of this analysis is to produce solubility limits as functions, distributions, or constants for all transported radioactive elements identified by the Performance Assessment Operations (PAO) radioisotope screening. Results from an expert elicitation for solubility limits of most radioactive elements were used in the previous Total System Performance Assessments (TSPAs). However, the elicitation conducted in 1993 does not meet the criteria set forth by the U.S. Nuclear Regulatory Commission (NRC) due to lack of documentation and traceability (Kotra et al. 1996, Section 3). Therefore, at the Waste Form Abstraction Workshop held on February 2-4, 1999, at Albuquerque, New Mexico, the Yucca Mountain Site Characterization Project (YMP) decided to develop geochemical models to study solubility for the proposed Monitored Geologic Repository. WPO/NEPO is to develop process-level solubility models, including review and compilation of relevant thermodynamic data. PAO's responsibility is to perform abstractions based on the process models and chemical conditions and to produce solubility distributions or response surfaces applicable to the proposed repository. The results of this analysis and conceptual model will feed the performance assessment for Total System Performance Assessment--Site Recommendation (TSPA-SR) and Total System Performance Assessment--License Application (TSPA-LA), and to the Waste Form Degradation Process Model Report section on concentration limits.

This document is a result of the Plant Implementation Team Investigation into delayed reporting of the exotherm in Tank 241-T-111 waste samples. The corrective actions identified are to have immediate notification of appropriate Tank Farm Operations Shift Management if analyses with potential safety impact exceed established levels. A procedure, WHC-IP-0842 Section 12.18, ``TWRS Approved Sampling and Data Analysis by Designated Laboratories`` (WHC 1994), has been established to require all tank waste sampling (including core, auger and supernate) and tank vapor samples be performed using this document. This document establishes levels for specified analysis that require notification of the appropriate shift manager. The following categories provide numerical values for analysis that may indicate that a tank is either outside the operating specification or should be evaluated for inclusion on a Watch List. The information given is intended to translate an operating limit such as heat load, expressed in Btu/hour, to an analysis related limit, in this case cesium-137 and strontium-90 concentrations. By using the values provided as safety flags, the analytical laboratory personnel can notify a shift manager that a tank is in potential violation of an operating limit or that a tank should be considered for inclusion on a Watch List. The shift manager can then take appropriate interim measures until a final determination is made by engineering personnel.

Limited-life cartridge primers

A cartridge primer is described which utilizes an explosive that can be designed to become inactive in a predetermined period of time: a limited-life primer. The explosive or combustible material of the primer is an inorganic reactive multilayer (RML). The reaction products of the RML are sub-micron grains of non-corrosive inorganic compounds that would have no harmful effects on firearms or cartridge cases. Unlike use of primers containing lead components, primers utilizing RML`s would not present a hazard to the environment. The sensitivity of an RML is determined by the physical structure and the stored interfacial energy. The sensitivity lowers with time due to a decrease in interfacial energy resulting from interdiffusion of the elemental layers. Time-dependent interdiffusion is predictable, thereby enabling the functional lifetime of an RML primer to be predetermined by the initial thickness and materials selection of the reacting layers. 10 figs.

Approach for Validating Actinide and Fission Product Compositions for Burnup Credit Criticality Safety Analyses

This paper describes a depletion code validation approach for criticality safety analysis using burnup credit for actinide and fission product nuclides in spent nuclear fuel (SNF) compositions. The technical basis for determining the uncertainties in the calculated nuclide concentrations is comparison of calculations to available measurements obtained from destructive radiochemical assay of SNF samples. Probability distributions developed for the uncertainties in the calculated nuclide concentrations were applied to the SNF compositions of a criticality safety analysis model by the use of a Monte Carlo uncertainty sampling method to determine bias and bias uncertainty in effective neutron multiplication factor. Application of the Monte Carlo uncertainty sampling approach is demonstrated for representative criticality safety analysis models of pressurized water reactor spent fuel pool storage racks and transportation packages using burnup-dependent nuclide concentrations calculated with SCALE 6.1 and the ENDF/B-VII nuclear data. The validation approach and results support a recent revision of the U.S. Nuclear Regulatory Commission Interim Staff Guidance 8.

Photon and graviton mass limits

We review past and current studies of possible long-distance, low-frequency deviations from Maxwell electrodynamics and Einstein gravity. Both have passed through three phases: (1) Testing the inverse-square laws of Newton and Coulomb, (2) Seeking a nonzero value for the rest mass of photon or graviton, and (3) Considering more degrees of freedom, allowing mass while preserving gauge or general-coordinate invariance. For electrodynamics there continues to be no sign of any deviation. Since our previous review the lower limit on the photon Compton wavelength (associated with weakening of electromagnetic fields in vacuum over large distance scale) has improved by four orders of magnitude, to about one astronomical unit. Rapid current progress in astronomical observations makes it likely that there will be further advances. These ultimately could yield a bound exceeding galactic dimensions, as has long been contemplated. Meanwhile, for gravity there have been strong arguments about even the concept of a graviton rest mass. At the same time there are striking observations, commonly labeled 'dark matter' and 'dark energy' that some argue imply modified gravity. This makes the questions for gravity much more interesting. For dark matter, which involves increased attraction at large distances, any explanation by modified gravity would be qualitatively different from graviton mass. Because dark energy is associated with reduced attraction at large distances, it might be explained by a graviton-mass-like effect.

Kinetic limits of dynamical systems

Since the pioneering work of Maxwell and Boltzmann in the 1860s and 1870s, a major challenge in mathematical physics has been the derivation of macroscopic evolution equations from the fundamental microscopic laws of classical or quantum mechanics. Macroscopic transport equations lie at the heart of many important physical theories, including fluid dynamics, condensed matter theory and nuclear physics. The rigorous derivation of macroscopic transport equations is thus not only a conceptual exercise that establishes their consistency with the fundamental laws of physics: the possibility of finding deviations and corrections to classical evolution equations makes this subject both intellectually exciting and relevant in practical applications. The plan of these lectures is to develop a renormalisation technique that will allow us to derive transport equations for the kinetic limits of two classes of simple dynamical systems, the Lorentz gas and kicked Hamiltonians (or linked twist maps). The technique uses the ergodic theory of flows on homogeneous spaces (homogeneous flows for short), and is based on joint work with Andreas Str\\"ombergsson.

With the realignment and closure of Federal facilities, especially Department of Defense installations, Federal agencies have been presented with a unique opportunity: the chance to create and dispose of air emission reduction credits (ERCs). This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.
