    Recently, an excess of events consistent with a Higgs boson with mass of about 125 GeV was reported by the CMS and ATLAS experiments. This Higgs boson mass is consistent with the values that may be obtained in minimal supersymmetric extensions of the Standard Model (SM), with both stop masses less than a TeV and large mixing. The apparently enhanced photon production rate associated with this potential Higgs signal may be the result of light staus with large mixing. Large stau mixing and large coupling of the staus to the SM-like Higgs boson may be obtained for large values of tan {beta} and moderate to large values of the Higgsino mass parameter, {mu}. We study the phenomenological properties of this scenario, including precision electroweak data, the muon anomalous magnetic moment, Dark Matter, and the evolution of the soft supersymmetry-breaking parameters to high energies. We also analyze the possible collider signatures of light third generation sleptons and demonstrate that it is possible to find evidence of their production at the 8 TeV and the 14 TeV LHC. The most promising channel is stau and tau sneutrino associated production, with the sneutrino decaying into a W boson plus a light stau.

    This proposal brought together teams at Brookhaven National Laboratory (BNL), Lawrence Berkeley National Laboratory (LBNL) and Stony Brook University (SBU) to study photocathodes for high repetition rate light sources such as Free Electron Lasers (FEL) and Energy Recovery Linacs (ERL). The work done under this grant comprises a comprehensive program on critical aspects of the production of the electron beams needed for future user facilities. Our program pioneered in situ and in operando diagnostics for alkali antimonide growth. The focus is on development of photocathodes for high repetition rate Free Electron Lasers (FELs) and Energy Recovery Linacs (ERLs), including testing SRF photoguns, both normal-conducting and superconducting. Teams from BNL, LBNL and Stony Brook University (SBU) led this research, and coordinated their work over a range of topics. The work leveraged a robust infrastructure of existing facilities and the support was used for carrying out the research at these facilities. The program concentrated in three areas: a) Physics and chemistry of alkali-antimonide cathodes b) Development and testing of a diamond amplifier for photocathodes c) Tests of both cathodes in superconducting RF photoguns and copper RF photoguns

    We report on the beam dynamics studies and optimization methods for a high repetition rate (1 MHz) photoinjector based on a VHF normal conducting electron source. The simultaneous goals of beamcompression and reservation of 6-dimensional beam brightness have to be achieved in the injector, in order to accommodate a linac driven FEL light source. For this, a parallel, multiobjective optimization algorithm is used. We discuss the relative merits of different injector design points, as well as the constraints imposed on the beam dynamics by technical considerations such as the high repetition rate.

    Synechococcus sp. PCC 7002 was grown to steady state in optically thin turbidostat cultures under conditions for which light quantity and quality was systematically varied by modulating the output of narrow-band LEDs. Cells were provided photons absorbed primarily by chlorophyll (680 nm) or phycocyanin (630 nm) as the organism was subjected to four distinct mono- and dichromatic regimes. During cultivation with dichromatic light, growth rates displayed by Synechococcus sp. PCC 7002 were generally proportional to the total incident irradiance at values < 275 mol photons m-2 s-1 and were not affected by the ratio of 630:680 nm wavelengths. Notably, under monochromatic light conditions, cultures exhibited similar growth rates only when they were irradiated with 630 nm light; cultures irradiated with only 680 nm light grew at rates that were 60 70% of those under other light quality regimes at equivalent irradiances. The functionality of photosystem II and associated processes such as maximum rate of photosynthetic electron transport, rate of cyclic electron flow, and rate of dark respiration generally increased as a function of growth rate. Nonetheless, some of the photophysiological parameters measured here displayed distinct patterns with respect to growth rate of cultures adapted to a single wavelength including phycobiliprotein content, which increased under severely light-limited growth conditions. Additionally, the ratio of photosystem II to photosystem I increased approximately 40% over the range of growth rates, although cells grown with 680 nm light only had the highest ratios. These results suggest the presence of effective mechanisms which allow acclimation of Synechococcus sp. PCC 7002 acclimation to different irradiance conditions.

    Experimental nuclear astrophysics aims at determining the reaction rates for astrophysically relevant reactions at their Gamow energies. For charged-particle induced reactions, the access to these energies is usually hindered, in direct measurements, by the presence of the Coulomb barrier between the interacting particles or by electron screening effects, which make hard the determination of the bare-nucleus S(E)-factor of interest for astrophysical codes. The use of the Trojan Horse Method (THM) appears as one of the most suitable tools for investigating nuclear processes of interest for astrophysics. Here, in view of the recent TH measurements, the main destruction channels for deuterium ({sup 2}H), for the two lithium {sup 6,7}Li isotopes, for the {sup 9}Be and the one for the two boron {sup 10,11}B isotopes will be discussed.

    Minimum Efficiency Performance Standards (MEPS) have been chosen as part of Chile's national energy efficiency action plan. As a first MEPS, the Ministry of Energy has decided to focus on a regulation for lighting that would ban the sale of inefficient bulbs, effectively phasing out the use of incandescent lamps. Following major economies such as the US (EISA, 2007) , the EU (Ecodesign, 2009) and Australia (AS/NZS, 2008) who planned a phase out based on minimum efficacy requirements, the Ministry of Energy has undertaken the impact analysis of a MEPS on the residential lighting sector. Fundacion Chile (FC) and Lawrence Berkeley National Laboratory (LBNL) collaborated with the Ministry of Energy and the National Energy Efficiency Program (Programa Pais de Eficiencia Energetica, or PPEE) in order to produce a techno-economic analysis of this future policy measure. LBNL has developed for CLASP (CLASP, 2007) a spreadsheet tool called the Policy Analysis Modeling System (PAMS) that allows for evaluation of costs and benefits at the consumer level but also a wide range of impacts at the national level, such as energy savings, net present value of savings, greenhouse gas (CO2) emission reductions and avoided capacity generation due to a specific policy. Because historically Chile has followed European schemes in energy efficiency programs (test procedures, labelling program definitions), we take the Ecodesign commission regulation No 244/2009 as a starting point when defining our phase out program, which means a tiered phase out based on minimum efficacy per lumen category. The following data were collected in order to perform the techno-economic analysis: (1) Retail prices, efficiency and wattage category in the current market, (2) Usage data (hours of lamp use per day), and (3) Stock data, penetration of efficient lamps in the market. Using these data, PAMS calculates the costs and benefits of efficiency standards from two distinct but related perspectives: (1) The Life-Cycle Cost (LCC) calculation examines costs and benefits from the perspective of the individual household; and (2) The National Perspective projects the total national costs and benefits including both financial benefits, and energy savings and environmental benefits. The national perspective calculations are called the National Energy Savings (NES) and the Net Present Value (NPV) calculations. PAMS also calculate total emission mitigation and avoided generation capacity. This paper describes the data and methodology used in PAMS and presents the results of the proposed phase out of incandescent bulbs in Chile.

    The possibility of explaining the positron and electron excess recently found by the PAMELA and ATIC Collaborations in terms of dark matter (DM) annihilation has attracted considerable attention. Models surviving bounds from, e.g., antiproton production generally fall into two classes, where either DM annihilates directly with a large branching fraction into light leptons, or, as in the recent models of Arkani-Hamed et al., and of Nomura and Thaler, the annihilation gives low-mass (pseudo)scalars or vectors {phi} which then decay into {mu}{sup +}{mu}{sup -} or e{sup +}e{sup -}. While the constraints on the first kind of models have recently been treated by several authors, we study here specifically models of the second type which rely on an efficient Sommerfeld enhancement in order to obtain the necessary boost in the annihilation cross section. We compute the photon flux generated by QED radiative corrections to the decay of {phi} and show that this indeed gives a rather spectacular broad peak in E{sup 2}d{sigma}/dE, which for these extreme values of the cross section violates gamma-ray observations of the Galactic center for DM density profiles steeper than that of Navarro, Frenk and White. The most stringent constraint comes from the comparison of the predicted synchrotron radiation in the central part of the Galaxy with radio observations of Sgr A*. For the most commonly adopted DM profiles, the models that provide a good fit to the PAMELA and ATIC data are ruled out, unless there are physical processes that boost the local antimatter fluxes more than 1 order of magnitude, while not affecting the gamma-ray or radio fluxes.

    A method and apparatus for determining and indicating the flame quality, or efficiency of the air-fuel ratio, in a fixed firing rate heating unit, such as an oil burning furnace, is provided. When the flame brightness falls outside a preset range, the flame quality, or excess air, has changed to the point that the unit should be serviced. The flame quality indicator output is in the form of lights mounted on the front of the unit. A green light indicates that the flame is about in the same condition as when the burner was last serviced. A red light indicates a flame which is either too rich or too lean, and that servicing of the burner is required. At the end of each firing cycle, the flame quality indicator goes into a hold mode which is in effect during the period that the burner remains off. A yellow or amber light indicates that the burner is in the hold mode. In this mode, the flame quality lights indicate the flame condition immediately before the burner turned off. Thus the unit can be viewed when it is off, and the flame condition at the end of the previous firing cycle can be observed.

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    The greenhouse gas (GHG) emissions from fuel-based lighting are substantial given the paltry levels of lighting service provided to users, leading to a great opportunity for GHG mitigation byencouraging the switch from fuel-based to rechargeable LED lighting. However, as with most new energy technology, switching to efficient lighting requires an up-front investment of energy(and GHGs) embedded in the manufacture of replacement components. We studied a population of off-grid lighting users in 2008-2009 in Kenya who were given the opportunity to adopt LEDlighting. Based on their use patterns with the LED lights and the levels of kerosene offset we observed, we found that the embodied energy of the LED lamp was"paid for" in only one month for grid charged products and two months for solar charged products. Furthermore, the energyreturn-on investment-ratio (energy produced or offset over the product's service life divided by energy embedded) for off-grid LED lighting ranges from 12 to 24, which is on par with on-gridsolar and large-scale wind energy. We also found that the energy embodied in the manufacture of a typical hurricane lantern is about one-half to one-sixth of that embodied in the particular LEDlights that we evaluated, indicating that the energy payback time would be moderately faster if LEDs ultimately displace the production of kerosene lanterns. As LED products improve, weanticipate longer service lives and more successful displacement of kerosene lighting, both of which will speed the already rapid recovery of embodied energy in these products. Our studyprovides a detailed appendix with embodied energy values for a variety of components used to construct off-grid LED lighting, which can be used to analyze other products.

    A key challenge for policy-makers and technology market forecasters is to estimate future technology costs and in particular the rate of cost reduction versus production volume. A related, critical question is what role should state and federal governments have in advancing energy efficient and renewable energy technologies? This work provides retrospective experience curves and learning rates for several energy-related technologies, each of which have a known history of federal and state deployment programs. We derive learning rates for eight technologies including energy efficient lighting technologies, stationary fuel cell systems, and residential solar photovoltaics, and provide an overview and timeline of historical deployment programs such as state and federal standards and state and national incentive programs for each technology. Piecewise linear regimes are observed in a range of technology experience curves, and public investments or deployment programs are found to be strongly correlated to an increase in learning rate across multiple technologies. A downward bend in the experience curve is found in 5 out of the 8 energy-related technologies presented here (electronic ballasts, magnetic ballasts, compact fluorescent lighting, general service fluorescent lighting, and the installed cost of solar PV). In each of the five downward-bending experience curves, we believe that an increase in the learning rate can be linked to deployment programs to some degree. This work sheds light on the endogenous versus exogenous contributions to technological innovation and highlights the impact of exogenous government sponsored deployment programs. This work can inform future policy investment direction and can shed light on market transformation and technology learning behavior.

    The R.J. Frisby Mfg. Co. operates on three shifts and produces precision screw machine products for a variety of industries, including automotive, marine, machine tool, hydraulics and pneumatics, business machines, electrical and electronics, photography, and precision instruments. The required degree of manufacturing precision demands high light levels in manufacturing areas. When the 100,000 sq ft plant was built in 1973, mercury vapor lighting was installed consistent with the current state of the art for lighting such facilities. In the ensuing years, it became apparent that the soaring electric bills that came in the wake of the Arab oil embargo of 1973-74 would have to be controlled. Estimates by the U.S. Department of Energy indicated that electric energy costs were likely to rise by 160 percent over the next 10 yr. Based on this estimate, and the fact that lighting accounted for $70,000, or half of the annual electric bill, it was estimated that $900,000 to $1,000,000 would be spent for lighting energy over the next decade. The concern over the probability of rapidly escalating electrical costs was soon justified when, in three steps over one 12 mo period, the electric energy rate increased from $0.0305/kwh to $0.0416/kwh -more than a 36 percent increase. During that same period, the demand charge was raised in two steps from $3.75/kw to $4.85/kw --more than a 29 percent increase.

  20. Light Stops, Light Staus and the 125 GeV Higgs

    The ATLAS and CMS experiments have recently announced the discovery of a Higgs-like resonance with mass close to 125 GeV. Overall, the data is consistent with a Standard Model (SM)-like Higgs boson. Such a particle may arise in the minimal supersymmetric extension of the SM with average stop masses of the order of the TeV scale and a sizable stop mixing parameter. In this article we discuss properties of the SM-like Higgs production and decay rates induced by the possible presence of light staus and light stops. Light staus can affect the decay rate of the Higgs into di-photons and, in the case of sizable left-right mixing, induce an enhancement in this production channel up to $\\sim$ 50% of the Standard Model rate. Light stops may induce sizable modifications of the Higgs gluon fusion production rate and correlated modifications to the Higgs diphoton decay. Departures from SM values of the bottom-quark and tau-lepton couplings to the Higgs can be obtained due to Higgs mixing effects triggered by light third generation scalar superpartners. We describe the phenomenological implications of light staus on searches for light stops and non-standard Higgs bosons. Finally, we discuss the current status of the search for light staus produced in association with sneutrinos, in final states containing a $W$ gauge boson and a pair of $\\tau$s.

    A light source is provided by a photonic crystal having an enhanced photonic density-of-states over a band of frequencies and wherein at least one of the dielectric materials of the photonic crystal has a complex dielectric constant, thereby producing enhanced light emission at the band of frequencies when the photonic crystal is heated. The dielectric material can be a metal, such as tungsten. The spectral properties of the light source can be easily tuned by modification of the photonic crystal structure and materials. The photonic crystal light source can be heated electrically or other heating means. The light source can further include additional photonic crystals that exhibit enhanced light emission at a different band of frequencies to provide for color mixing. The photonic crystal light source may have applications in optical telecommunications, information displays, energy conversion, sensors, and other optical applications.

    This report provides results from an evaluation PNNL conducted of a spectrally enhanced lighting demonstration project. PNNL performed field measurements and occupant surveys at three office buildings in California before and after lighting retrofits were made in August and December 2005. PNNL measured the following Overhead lighting electricity demand and consumption, Light levels in the workspace, Task lighting use, and Occupant ratings of satisfaction with the lighting. Existing lighting, which varied in each building, was replaced with lamps with correlated color temperature (CCT) of 5000 Kelvin, color rendering index (CRI) of 85, of varying wattages, and lower ballast factor electronic ballasts. The demonstrations were designed to decrease lighting power loads in the three buildings by 22-50 percent, depending on the existing installed lamps and ballasts.     This report is a product of our ongoing effort to support the development of high-quality yet affordable products for off-grid lighting in the developing world that have good potential to succeed in the market. The effort includes work to develop low-cost testing procedures, to identify useful performance metrics, and to facilitate the development of industry standards and product rating protocols. We conducted laboratory testing of nine distinct product lines. In some cases we also tested multiple generations of a single product line and/or operating modes for a product. The resultsare summarized in Table 1. We found that power consumption and light output varied by nearly a factor of 12, with efficacy varying by a factor of more than six. Of particular note, overall luminous efficacy varied from 8.2 to 53.1 lumens per watt. Color quality indices variedmaterially, especially for correlated color temperature. Maximum illuminance, beamcandlepower, and luminance varied by 8x, 32x, and 61x respectively, suggesting considerable differences among products in terms of service levels and visual comfort. Glare varied by1.4x, and was above acceptable thresholds in most cases. Optical losses play a role in overall performance, varying by a factor of 3.2 and ranging as high as 24percent. These findings collectively indicate considerable potential for improved product design.

    In a system for recording images having vastly differing light intensities over the face of the image, a light intensity compressor is provided that utilizes the properties of twisted nematic liquid crystals to compress the image intensity. A photoconductor or photodiode material that is responsive to the wavelength of radiation being recorded is placed adjacent a layer of twisted nematic liquid crystal material. An electric potential applied to a pair of electrodes that are disposed outside of the liquid crystal/photoconductor arrangement to provide an electric field in the vicinity of the liquid crystal material. The electrodes are substantially transparent to the form of radiation being recorded. A pair of crossed polarizers are provided on opposite sides of the liquid crystal. The front polarizer linearly polarizes the light, while the back polarizer cooperates with the front polarizer and the liquid crystal material to compress the intensity of a viewed scene. Light incident upon the intensity compressor activates the photoconductor in proportion to the intensity of the light, thereby varying the field applied to the liquid crystal. The increased field causes the liquid crystal to have less of a twisting effect on the incident linearly polarized light, which will cause an increased percentage of the light to be absorbed by the back polarizer. The intensity of an image may be compressed by forming an image on the light intensity compressor.

    CONTROLITE 1.0 is a lighting energy analysis program designed to calculate the energy savings and cost benefits obtainable using lighting controls in buildings. The program can compute the lighting energy reductions that result from using daylighting, scheduling, and other control strategies. When modeling daylight control systems, the program uses QUICKLITE to compute the daylight illuminances at specified points 5 times a day, 12 days a year (the 21st of each month), and for two skymore » conditions (clear and overcast skies). Fourier series techniques are used to fit a continuous curve through the computed illuminance points. The energy use for each of the 12 days is then computed given user-specified power-in/light-out characteristics of the modeled control system. The monthly and annual energy usage for overcast and clear conditions are found separately by fitting two long-term Fourier series curves to the energy use computed for each of the 12 days. Finally, the monthly energy use is calculated by taking a weighted average for the monthly energy use computed for the overcast and clear sky conditions. The program only treats the energy use directly attributable to lighting. The impact of lighting control strategies on building thermal loads is not computed. The program allows input of different control schedules (i.e., on/off times for the lighting system) for each day of the week, but every week of the year is treated the same; thus, holidays cannot be modeled explicitly. When used for daylighting purposes, CONTROLITE1.0 understands only clear and overcast conditions. User-supplied values for the proportion of clear and overcast hours for each month of the year are required to accommodate different climatic conditions.« less

    We present a vector dominance model to describe radiative decays involving the light scalar mesons. Assuming that the light scalar mesons form a nonet this model gives relations among various decay amplitudes of the form S--> gamma gamma, V-->Sgamma and S--> Vgamma, where S and V denote scalar and vector mesons. By comparing with experimental radiative decay rates, including those recently measured for phi--> PP'gamma, we obtain various predictions. We discuss briefly ongoing extensions of the present work in an attempt to describe the radiative phi decay measurements in detail.

    The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

    A light supersymmetric top quark partner (stop) with a mass nearly degenerate with that of the standard model (SM) top quark can evade direct searches. The precise measurement of SM top properties such as the cross-section has been suggested to give a handle for this ‘stealth stop’ scenario. We present an estimate of the potential impact a light stop may have on top quark mass measurements. The results indicate that certain light stop models may induce a bias of up to a few GeV, and that this effect can hide the shift in, and hence sensitivity from, cross-section measurements. Duemore » to the different initial states, the size of the bias is slightly different between the LHC and the Tevatron. The studies make some simplifying assumptions for the top quark measurement technique, and are based on truth-level samples.« less

The dilation or contraction of the pupil of an eye is controlled by the level of scotopic illumination and because the scotopic and photopic illumination can be separately controlled, the system allows the pupil size to be varied independently of the level of photopic illumination.     The glow-in-the-dark stereotype that characterizes the popular image of nuclear materials is not accidental. When the French scientist, Henri Becquerel, first discovered radioactivity in 1896, he was interested in luminescence. Radioluminescence, the production of light from a mixture of energetic and passive materials, is probably the oldest practical application of the unstable nucleus. Tritium-based radioluminescent lighting, in spite of the biologically favorable character of the gaseous tritium isotope, was included in the general tightening of environmental and safety regulations. Tritium light manufacturers would have to meet two fundamental conditions: (1) The benefit clearly outweighed the risk, to the extent that even the perceived risk of a skeptical public would be overcome. (2) The need was significant enough that the customer/user would be willing and able to afford the cost of regulation that was imposed both in the manufacture, use and eventual disposal of nuclear materials. In 1981, researchers at Oak Ridge National Laboratory were investigating larger radioluminescent applications using byproduct nuclear material such as krypton-85, as well as tritium. By 1982, it appeared that large source, (100 Curies or more) tritium gas tube, lights might be useful for marking runways and drop zones for military operations and perhaps even special civilian aviation applications. The successful development of this idea depended on making the light bright enough and demonstrating that large gas tube sources could be used and maintained safely in the environment. This successful DOE program is now in the process of being completed and closed-out. Working closely with the tritium light industry, State governments and other Federal agencies, the basic program goals have been achieved.     Battery electric vehicles (BEVs) could significantly reduce the nation's gasoline consumption and greenhouse gas emissions rates. However, both the upfront cost and the limited range of the vehicle are perceived to be deterrents to the widespread adoption of BEVs. A service provider approach to marketing BEVs, coupled with a battery swapping infrastructure deployment could address both issues and accelerate BEV adoption. This presentation examines customer selection, service usage statistics, service plan fees and driver economics. Our results show it is unlikely that a battery swapping service plan will be more cost-effective than ownership of a conventional vehicle. A battery swapping service plan may be a more cost-effective solution than a directly owned BEV for some single-vehicle, high-mileage consumers. However, other factors not considered in this analysis could decrease the viability of such a service.

    This Concept Definition Study focused on developing a scientific understanding of methods to reduce energy consumption in data networks using rate adaptation. Rate adaptation is a collection of techniques that reduce energy consumption when traffic is light, and only require full energy when traffic is at full provisioned capacity. Rate adaptation is a very promising technique for saving energy: modern data networks are typically operated at average rates well below capacity, but network equipment has not yet been designed to incorporate rate adaptation. The Study concerns packet-switching equipment, routers and switches; such equipment forms the backbone of the modern Internet. The focus of the study is on algorithms and protocols that can be implemented in software or firmware to exploit hardware power-control mechanisms. Hardware power-control mechanisms are widely used in the computer industry, and are beginning to be available for networking equipment as well. Network equipment has different performance requirements than computer equipment because of the very fast rate of packet arrival; hence novel power-control algorithms are required for networking. This study resulted in five published papers, one internal report, and two patent applications, documented below. The specific technical accomplishments are the following: A model for the power consumption of switching equipment used in service-provider telecommunication networks as a function of operating state, and measured power-consumption values for typical current equipment. An algorithm for use in a router that adapts packet processing rate and hence power consumption to traffic load while maintaining performance guarantees on delay and throughput. An algorithm that performs network-wide traffic routing with the objective of minimizing energy consumption, assuming that routers have less-than-ideal rate adaptivity. An estimate of the potential energy savings in service-provider networks using feasibly-implementable rate adaptivity. A buffer-management algorithm that is designed to reduce the size of router buffers, and hence energy consumed. A packet-scheduling algorithm designed to minimize packet-processing energy requirements. Additional research is recommended in at least two areas: further exploration of rate-adaptation in network switching equipment, including incorporation of rate-adaptation in actual hardware, allowing experimentation in operational networks; and development of control protocols that allow parts of networks to be shut down while minimizing disruption to traffic flow in the network. The research is an integral part of a large effort within Bell Laboratories, Alcatel-Lucent, aimed at dramatic improvements in the energy efficiency of telecommunication networks. This Study did not explicitly consider any commercialization opportunities.

    Apparatus is provided for generating energy in the form of light radiation. A fusion reactor is provided for generating a long, or continuous, pulse of high-energy neutrons. The neutron flux is coupled directly with the lasing medium. The lasing medium includes a first component selected from Group O of the periodic table of the elements and having a high inelastic scattering cross section. Gamma radiation from the inelastic scattering reactions interacts with the first component to excite the first component, which decays by photon emission at a first output wavelength. The first output wavelength may be shifted to a second output wavelength using a second liquid component responsive to the first output wavelength. The light outputs may be converted to a coherent laser output by incorporating conventional optics adjacent the laser medium.

    The exact treatment of nuclei starting from the constituent nucleons and the fundamental interactions among them has been a long-standing goal in nuclear physics. Above all nuclear scattering and reactions, which require the solution of the many-body quantum-mechanical problem in the continuum, represent an extraordinary theoretical as well as computational challenge for ab initio approaches.We present a new ab initio many-body approach which derives from the combination of the ab initio no-core shell model with the resonating-group method [4]. By complementing a microscopic cluster technique with the use of realistic interactions, and a microscopic and consistent description of the nucleon clusters, this approach is capable of describing simultaneously both bound and scattering states in light nuclei. We will discuss applications to neutron and proton scattering on sand light p-shell nuclei using realistic nucleon-nucleon potentials, and outline the progress toward the treatment of more complex reactions.

    The basic concepts of public utility status and utility regulation intertwine the obligation to provide service to the public as reasonably demanded with rate regulation and shielding from competitive interference. While a common law service obligation was not part of the Federal Power Act, the Federal Energy Regulatory Commission has taken the position that service, once commenced, may not be terminated without its approval. This view of Commission authority may not be supported by the legislative history of the Federal Power Act or by judicial precedent. The requirement to serve apart from recognition of a right to serve may result in increased rates in the near term and insufficient capacity, or both, in the long run. A review by the Commission and the courts is examining ways to introduce competition and shift risks from ratepayers to shareholders.

    Any upgrade to utility service provides an opportunity to revisit a Federal building's electrical loads and costs, but it also may provide an economic way to bundle the upgrade with an onsite renewable electricity project during renovation. Upgrading utility service to the site may involve improving or adding a transformer, upgrading utility meters, or otherwise modifying the interconnection equipment or services with the utility. In some cases, the upgrade may change the tariff structure for the facility and may qualify the property for a different structure with lower overall costs. In all cases, the implementation of renewable energy technologies should be identified during the design phase.

    Directed Light Fabrication (DLF) is a rapid prototyping process being developed at Los Alamos National Laboratory to fabricate metal components. This is done by fusing gas delivered metal powder particles in the focal zone of a laser beam that is, programmed to move along or across the part cross section. Fully dense metal is built up a layer at a time to form the desired part represented by a 3 dimensional solid model from CAD software. Machine ``tool paths`` are created from the solid model that command the movement and processing parameters specific to the DLF process so that the part can be built one layer at a time. The result is a fully dense, near net shape metal part that solidifies under rapid solidification conditions.

    a prominent characteristic of earth-sheltered and underground buildings, as well as buildings designed to accommodate more uses within the same perimeters, is the prominence of interior space without direct access to natural light and view opportunities. Solar Optics, a technique for illuminating interior spaces with natural light, offers a way to satisfy the well-documented human affinity for natural light. The system, which uses a heliostat to track the sun and lenses and mirrors to direct the light to remote interior spaces, is more efficient than converting solar radiation into electricity. Through the use of cold mirrors, it is also possible to separate the infrared portion of the spectrum from visible light, thereby creating a cool light source that can reduce a building's space cooling demand. Solar Optics also offers energy savings by transmitting light through a small aperture, as opposed to a large window. Several design problems must still be addressed. The system will be demonstrated in a new building at the University of Minnesota. Because this is a limited demonstration, it does not include the integration of a natural light system with a central source light system...another promising application of Solar Optics.

While LED technology holds promise to provide affordable, high quality lighting services, the widespread dissemination of low quality products may make it difficult to realize this potential. This study includes performance results for three brands of commonly available LED flashlights that were purchased in Kenya in 2009. The performance of the flashlights was evaluated by testing five units for each of the three brands. The tests included measurements of battery capacity, time required to charge the battery, maximum illuminance at one meter, operation time and lux-hours from a fully charged battery, light distribution, and color rendering. All flashlights tested performed well below the manufacturers? rated specifications; the measured battery capacity was 30-50percent lower than the rated capacity and the time required to fully charge the battery was 6-25percent greater than the rated time requirement. Our analysis further shows that within each brand there is considerable variability in each performance indicator. The five samples within a single brand varied from each other by as much as 22percent for battery capacity measurements, 3.6percent for the number of hours required for a full charge, 23percent for maximum initial lux, 38percent for run time, 11percent for light distribution and by as much as 200percent for color rendering. Results obtained are useful for creating a framework for quality assurance of off-grid LED products and will be valuable for informing consumers, distributors and product manufacturers about product performance.

    The Defense Meteorological Satellite Programs Operational Linescan System (DMSP-OLS) nighttime lights imagery has proven to be a powerful remote sensing tool to monitor urbanization and assess socioeconomic activities at large scales. However, the existence of incompatible digital number (DN) values and geometric errors severely limit application of nighttime light image data on multi-year quantitative research. In this study we extend and improve previous studies on inter-calibrating nighttime lights image data to obtain more compatible and reliable nighttime lights time series (NLT) image data for China and the United States (US) through four steps: inter-calibration, geometric correction, steady increase adjustment, and population data correction. We then use gross domestic product (GDP) data to test the processed NLT image data indirectly and find that sum light (summed DN value of pixels in a nighttime light image) maintains apparent increase trends with relatively large GDP growth rates but does not increase or decrease with relatively small GDP growth rates. As nighttime light is a sensitive indicator for economic activity, the temporally consistent trends between sum light and GDP growth rate imply that brightness of nighttime lights on the ground is correctly represented by the processed NLT image data. Finally, through analyzing the corrected NLT image data from 1992 to 2008, we find that China experienced apparent nighttime lights development in 1992-1997 and 2001-2008 respectively and the US suffered from nighttime lights decay in large areas after 2001.

A receiver samples reflections from objects within the field of the sequence of visible electromagnetic pulses with controlled timing, in response to a receive timing signal. The receiver generates a sample signal in response to the samples which indicates distance to the object causing the reflections. The timing circuit supplies the transmit timing signal to the transmitter and supplies the receive timing signal to the receiver. The receive timing signal causes the receiver to sample the reflection such that the time between transmission of pulses in the sequence in sampling by the receiver sweeps over a range of delays. The transmit timing signal causes the transmitter to transmit the sequence of electromagnetic pulses at a pulse repetition rate, and the received timing signal sweeps over the range of delays in a sweep cycle such that reflections are sampled at the pulse repetition rate and with different delays in the range of delays, such that the sample signal represents received reflections in equivalent time. The receiver according to one aspect of the invention includes an avalanche photodiode and a sampling gate coupled to the photodiode which is responsive to the received timing signal. Quark masses break the conformal invariance, but the basic underlying supersymmetric mechanism, which transforms meson and baryon wave functions into each other, still holds and gives remarkable connections across the entire spectrum of light and heavy-light hadrons. As a result, we also briefly examine the consequences of extending the supersymmetric relations to double-heavy mesons and baryons.

    Hundreds of thousands of tons of tritiated light water have been accumulating from the enterprises of nuclear fuel cycles around the world. The Dual-Temperature Water-Hydrogen (DTWH) process looks like the only practical alternative to Combined Electrolysis and Catalytic Exchange (CECE). In DTWH power-consuming lower reflux device (electrolytic cell) is replaced by a so-called 'hot tower' (LPCE column operating at conditions which ensure relatively small value of elementary separation factor α(hot)). In the upper, cold tower, the tritium transfers from hydrogen to water while in the lower, hot tower - in the opposite direction - from water to hydrogen. The DTWH process is much more complicated compared to CECE; it must be thoroughly computed and strictly controlled by an automatic control system. The use of a simulation code for DTWH is absolutely important. The simulation code EVIO-5 deals with 3 flows inside a column (hydrogen gas, water vapour and liquid water) and 2 simultaneous isotope exchange sub-processes (counter-current phase exchange and co-current catalytic exchange). EVIO-5 takes into account the strong dependence of process performance on given conditions (temperature and pressure). It calculates steady-state isotope concentration profiles considering a full set of reversible exchange reactions between different isotope modifications of water and hydrogen (12 molecular species). So the code can be used for simulation of LPCE column operation for detritiation of hydrogen and water feed, which contains H and D not only at low concentrations but above 10 at.% also. EVIO-5 code is used to model a Tritium Removal Facility with a throughput capacity of about 400 m{sup 3}/day. Simulation results show that a huge amount of wet-proofed catalyst is required (about 6000 m{sup 3}), mainly (90%) in the first stage. One reason for these large expenses (apart from a big scale of the problem itself) is the relatively high tritium separation factor in the hot tower. The introduction of some quantity of deuterium into the gaseous flow before the hot tower lowers the tritium separation factor in that column. One possible variant of deuterium introduction to the hot tower of the first stage was modelled. The decontamination capacity increases by a 2.5 factor.

  7. Swelling in light water reactor internal components: Insights from computational modeling

    A modern cluster dynamics model has been used to investigate the materials and irradiation parameters that control microstructural evolution under the relatively low-temperature exposure conditions that are representative of the operating environment for in-core light water reactor components. The focus is on components fabricated from austenitic stainless steel. The model accounts for the synergistic interaction between radiation-produced vacancies and the helium that is produced by nuclear transmutation reactions. Cavity nucleation rates are shown to be relatively high in this temperature regime (275 to 325°C), but are sensitive to assumptions about the fine scale microstructure produced under low-temperature irradiation. The cavity nucleation rates observed run counter to the expectation that void swelling would not occur under these conditions. This expectation was based on previous research on void swelling in austenitic steels in fast reactors. This misleading impression arose primarily from an absence of relevant data. The results of the computational modeling are generally consistent with recent data obtained by examining ex-service components. However, it has been shown that the sensitivity of the model s predictions of low-temperature swelling behavior to assumptions about the primary damage source term and specification of the mean-field sink strengths is somewhat greater that that observed at higher temperatures. Further assessment of the mathematical model is underway to meet the long-term objective of this research, which is to provide a predictive model of void swelling at relevant lifetime exposures to support extended reactor operations.

    The present invention includes an apparatus and corresponding method for temperature correction and count rate expansion of inorganic scintillation detectors. A temperature sensor is attached to an inorganic scintillation detector. The inorganic scintillation detector, due to interaction with incident radiation, creates light pulse signals. A photoreceiver processes the light pulse signals to current signals. Temperature correction circuitry that uses a fast light component signal, a slow light component signal, and the temperature signal from the temperature sensor to corrected an inorganic scintillation detector signal output and expanded the count rate.

    This document brings you up to date on the most recent fuel economy and market share data for the new light-duty vehicle fleet. Model year 1990 fuel economies are weighted based on the sales of the first six months of model year 1990 (from September 1989 to March 1990). Sales-weighted fuel economy of all new automobiles decreased in the first six months of model year 1990, from 28.0 mpg in model year 1989 to 27.7 mpg. The compact, midsize, and large size classes, which together claimed 75% of the new automobile market, each showed fuel economy declines of 0.4 mpg or more. Unlike automobiles, new 1990 light trucks showed an overall 0.4 mpg gain from model year 1989. This increase was primarily due to the increased fuel economy of the small van size class. In the first half of model year 1990, small van replaced small pickup as the second most popular light truck size class. Although the fuel economy of light trucks improved, the larger market share of automobiles in the light-duty vehicle market (automobiles and light trucks combined) and the decreased fuel economy in automobiles resulted in an overall reduction of 0.2 mpg for the entire light-duty vehicle fleet in the first half of model year 1990. Also, in the first half of model year 1990, light trucks claimed more than 33% of the light-duty vehicle market--a considerable increase from the 19.8% share in 1976. 9 figs., 18 tabs.

    The Office for Analysis and Evaluation of Operational Data (AEOD) of the U.S. Nuclear Regulatory Commission (NRC) has completed a comprehensive review and evaluation of service water system failures and degradations observed in operating events in light water reactors from 1980 to 1987. The review and evaluation focused on the identification of causes of system failures and degradations, the adequacy of corrective actions implemented and planned, and the safety significance of the operating events. The results of this review and evaluation indicate that service water system failures and degradations have significant safety implications. These system failures and degradations are attributable to a great variety of causes and have adverse impact on a large number of safety-related systems and components that are required to mitigate reactor accidents. Specifically, the causes of failures and degradations include various fouling mechanisms (sediment deposition, biofouling, corrosion and erosion, pipe coating failure, calcium carbonate, foreign material and debris intrusion); single failures and other design deficiencies; flooding; multiple equipment failures; personnel and procedural errors; and seismic deficiencies. Systems and components adversely impacted by a service water system failure or degradation include the component cooling water system, emergency diesel generators, emergency core-cooling system pumps and heat exchangers, the residual heat removal system, containment spray and fan coolers, control room chillers, and reactor building cooling units.

    A compact pulse-rate divider circuit affording low impedance output and high input pulse repetition rates is described. The circuit features a single secondary emission tube having a capacitor interposed between its dynode and its control grid. An output pulse is produced at the anode of the tube each time an incoming pulse at the control grid drives the tube above cutoff and the duration of each output pulse corresponds to the charging time of the capacitor. Pulses incoming during the time the grid bias established by the discharging capacitor is sufficiently negative that the pulses are unable to drive the tube above cutoff do not produce output pulses at the anode; these pulses are lost and a dividing action is thus produced by the circuit. The time constant of the discharge path may be vanied to vary in turn the division ratio of the circuit; the time constant of the charging circuit may be varied to vary the width of the output pulses.     Dynamic Web data sources--sometimes known collectively as the Deep Web--increase the utility of the Web by providing intuitive access to data repositories anywhere that Web access is available. Deep Web services provide access to real-time information, like entertainment event listings, or present a Web interface to large databases or other data repositories. Recent studies suggest that the size and growth rate of the dynamic Web greatly exceed that of the static Web, yet dynamic content is often ignored by existing search engine indexers owing to the technical challenges that arise when attempting to search the Deep Web. To address these challenges, we present DynaBot, a service-centric crawler for discovering and clustering Deep Web sources offering dynamic content. DynaBot has three unique characteristics. First, DynaBot utilizes a service class model of the Web implemented through the construction of service class descriptions (SCDs). Second, DynaBot employs a modular, self-tuning system architecture for focused crawling of the DeepWeb using service class descriptions. Third, DynaBot incorporates methods and algorithms for efficient probing of the Deep Web and for discovering and clustering Deep Web sources and services through SCD-based service matching analysis. Our experimental results demonstrate the effectiveness of the service class discovery, probing, and matching algorithms and suggest techniques for efficiently managing service discovery in the face of the immense scale of the Deep Web.

    The Commercial Lighting Solutions (CLS) project directly supports the U.S. Department of Energys Commercial Building Energy Alliance efforts to design high performance buildings. CLS creates energy efficient best practice lighting designs for widespread use, and they are made available to users via an interactive webtool that both educates and guides the end user through the application of the Lighting Solutions. This report summarizes the peer review of the beta version of the CLS webtool, which contains retail box lighting solutions. The methodology for the peer review process included data collection (stakeholder input), analysis of the comments, and organization of the input into categories for prioritization of the comments against a set of criteria. Based on this process, recommendations were developed about which feedback should be addressed for the release of version 1.0 of the webtool at the Lightfair conference in New York City in May 2009. Due to the volume of data (~500 comments) the methodology for addressing the peer review comments was central to the success of the ultimate goal of improving the tool. The comments were first imported into a master spreadsheet, and then grouped and organized in several layers. Solutions to each comment were then rated by importance and feasibility to determine the practicality of resolving the concerns of the commenter in the short-term or long-term. The rating system was used as an analytical tool, but the results were viewed thoughtfully to ensure that they were not the sole the factor in determining which comments were recommended for near-term resolution. The report provides a list of the top ten most significant and relevant improvements that will be made within the webtool for version 1.0 as well as appendices containing the short-term priorities in additional detail. Peer review comments that are considered high priority by the reviewers and the CLS team but cannot be completed for Version 1.0 are listed as long-term recommendations.

    Cincinnati - The Department of Energy today awarded a Task Order to KPMG, LLP of McLean, VA for audit/review services that will cover a wide range of auditing services. These services will include: pricing proposals, requests for equitable adjustment, change order proposals, business systems (accounting, purchasing and billing systems), forward pricing rates, incurred costs audits, and terminations. Individual subtask orders will be placed for each specific assignment as needed from October 1, 2012 through September 30, 2013. The total not-toexceed value of the task order is $2,993,733.00.
