More than 30% of all energy use in buildings is attributable to two sources: windows and lighting. Together they account for annual consumer energy expenditures of more than $50 billion. Each affects not only energy use by other major building systems, but also comfort and productivity -- factors that influence building economics far more than does direct energy consumption alone. Windows play a unique role in the building envelope, physically separating the conditioned space from the world outside without sacrificing vital visual contact. Throughout the indoor environment, lighting systems facilitate a variety of tasks associated with a wide range of visual requirements while defining the luminous qualities of the indoor environment. Windows and lighting are thus essential components of any comprehensive building science program. Despite important achievements in reducing building energy consumption over the past decade, significant additional savings are still possible. These will come from two complementary strategies: (1) improve building designs so that they effectively apply existing technologies and extend the market penetration of these technologies; and (2) develop advanced technologies that increase the savings potential of each application. Both the Windows and Daylighting Group and the Lighting System Research Group have made substantial contributions in each of these areas, and continue to do so through the ongoing research summarized here. 23 refs., 16 figs.

Over the past two years, KLA-Tencor and partners successfully developed and deployed software and hardware tools that increase product yield for High Brightness LED (HBLED) manufacturing and reduce product development and factory ramp times. This report summarizes our development effort and details of how the results of the Solid State Light Program (Falcon) have started to help HBLED manufacturers optimize process control by enabling them to flag and correct identified killer defect conditions at any point of origin in the process manufacturing flow. This constitutes a quantum leap in yield management over current practice. Current practice consists of die dispositioning which is just rejection of bad die at end of process based upon probe tests, loosely assisted by optical in-line monitoring for gross process deficiencies. For the first time, and as a result of our Solid State Lighting Program, our LED manufacturing partners have obtained the software and hardware tools that optimize individual process steps to control killer defects at the point in the processes where they originate. Products developed during our two year program enable optimized inspection strategies for many product lines to minimize cost and maximize yield. The Solid State Lighting Program was structured in three phases: i) the development of advanced imaging modes that achieve clear separation between LED defect types, improves signal to noise and scan rates, and minimizes nuisance defects for both front end and back end inspection tools, ii) the creation of defect source analysis (DSA) software that connect the defect maps from back-end and front-end HBLED manufacturing tools to permit the automatic overlay and traceability of defects between tools and process steps, suppress nuisance defects, and identify the origin of killer defects with process step and conditions, and iii) working with partners (Philips Lumileds) on product wafers, obtain a detailed statistical correlation of automated defect and DSA map overlay to failed die identified using end product probe test results. Results from our two year effort have led to “automated end-to-end defect detection” with full defect traceability and the ability to unambiguously correlate device killer defects to optically detected features and their point of origin within the process. Success of the program can be measured by yield improvements at our partner’s facilities and new product orders.

Caterpillar Light Truck Clean Diesel Program

In 1998, light trucks accounted for over 48% of new vehicle sales in the U.S. and well over half the new Light Duty vehicle fuel consumption. The Light Truck Clean Diesel (LTCD) program seeks to introduce large numbers of advanced technology diesel engines in light-duty trucks that would improve their fuel economy (mpg) by at least 50% and reduce our nation's dependence on foreign oil. Incorporating diesel engines in this application represents a high-risk technical and economic challenge. To meet the challenge, a government-industry partnership (Department of Energy, diesel engine manufacturers, and the automotive original equipment manufacturers) is applying joint resources to meet specific goals that will provide benefits to the nation. [1] Caterpillar initially teamed with Ford Motor Company on a 5 year program (1997-2002) to develop prototype vehicles that demonstrate a 50% fuel economy improvement over the current 1997 gasoline powered light truck vehicle in this class while complying with EPA's Tier II emissions regulations. The light truck vehicle selected for the demonstration is a 1999 Ford F150 SuperCab. To meet the goals of the program, the 4.6 L V-8 gasoline engine in this vehicle will be replaced by an advanced compression ignition direct injection (CIDI) engine. Key elements of the Caterpillar LTCD program plan to develop the advanced CIDI engine are presented in this paper.

Polymer OLED White Light Development Program

OSRAM Opto Semiconductors (OSRAM) successfully completed development, fabrication and characterization of the large area, polymer based white light OLED prototype at their OLED Research and Development (R&D) facility in San Jose, CA. The program, funded by the Department of Energy (DOE), consisted of three key objectives: (1) Develop new polymer materials and device architectures--in order to improve the performance of organic light emitters. (2) Develop processing techniques--in order to demonstrate and enable the manufacturing of large area, white light and color tunable, solid state light sources. (3) Develop new electronics and driving schemes for organic light sources, including color-tunable light sources. The key performance goals are listed. A world record efficiency of 25 lm/W was established for the solution processed white organic device from the significant improvements made during the project. However, the challenges to transfer this technology from an R&D level to a large tile format such as, the robustness of the device and the coating uniformity of large area panels, remain. In this regard, the purity and the blend nature of the materials are two factors that need to be addressed in future work. During the first year, OSRAM's Materials and Device group (M&D) worked closely with the major polymer material suppliers to develop the polymer emissive technology. M&D was successful in demonstrating a 7-8 lm/W white light source which was based on fluorescent materials. However, it became apparent that the major gains in efficiency could only be made if phosphorescent materials were utilized. Thus, in order to improve the performance of the resulting devices, the focus of the project shifted towards development of solution-processable phosphorescent light emitting diodes (PHOLEDs) and device architectures. The result is a higher efficiency than the outlined project milestone.

Energy Star Lighting Verification Program (Program for the Evaluation and Analysis of Residential Lighting)

The Program for the Evaluation and Analysis of Residential Lighting (PEARL) is a watchdog program. It was created in response to complaints received by utility program managers about the performance of certain Energy Star lighting products being promoted within their service territories and the lack of a self-policing mechanism within the lighting industry that would ensure the reliability of these products and their compliance with ENERGY STAR specifications. To remedy these problems, PEARL purchases and tests products that are available to the consumers in the marketplace. The Lighting Research Center (LRC) tests the selected products against the corresponding Energy Star specifications. This report includes the experimental procedure and data results of Cycle Three of PEARL program during the period of October 2002 to April 2003, along with the description of apparatus used, equipment calibration process, experimental methodology, and research findings from the testing. The products tested are 20 models of screw-based compact fluorescent lamps (CFL) of various types and various wattages made or marketed by 12 different manufacturers, and ten models of residential lighting fixtures from eight different manufacturers.

The parameter tested for Cycle three is lumen maintenance at 40% rated life, and parameters tested for Cycle Four are all parameters required in Energy Star specifications except lumen maintenance at 40% rated life.

Advanced Lighting Program Development (BG9702800) Final Report

The report presents a long-range plan for a broad-based, coordinated research, development and market transformation program for reducing the lighting energy intensities in commercial and residential buildings in California without compromising lighting quality. An effective program to advance lighting energy efficiency in California must be based on an understanding that lighting is a mature field and the lighting industry has developed many specialized products that meet a wide variety of light needs for different building types. Above all else, the lighting field is diverse and there are applications for a wide range of lighting products, systems, and strategies. Given the range of existing lighting solutions, an effective energy efficient lighting research portfolio must be broad-based and diverse to match the diversity of the lighting market itself. The belief that there is one solution--a magic bullet, such as a better lamp, for example--that will propel lighting efficiency across all uses to new heights is, in the authors' opinion, an illusion. A multi-path program is the only effective means to raising lighting efficiency across all lighting applications in all building types. This report presents a list of 27 lighting technologies and concepts (key activities) that could form the basis of a coordinated research and market transformation plan for significantly reducing lighting energy intensities in California buildings. The total 27 key activities into seven broad classes as follows: Light sources; Ballasts; Luminaires; Lighting Controls; Lighting Systems in Buildings; Human Factors and Education. Each of the above technology classes is discussed in terms of background, key activities, and the energy savings potential for the state. The report concludes that there are many possibilities for targeted research, development, and market transformation activities across all sectors of the building lighting industry. A concerted investment by the state to foster efficiency improvements in lighting systems in commercial and residential buildings would have a major positive impact on energy use and environmental quality in California.

The U.S. Department of Energy originally created the National Analytical Management Program (NAMP) to help coordinate its analytical capabilities and to address national needs in technology and resources. In support of this mission, the NAMP established a subcommittee to promote training and education in radiochemistry to avert the predicted loss in expertise. In cooperation with the U.S. Environmental Protection Agency and university partners, the NAMP developed a series of two-hour webinar presentations by experts on different topics relevant to radiochemistry. These webinars are intended to be of interest to those already in the workforce who may need a refresher course or a better understanding of specific radiochemistry topics. The live webinars include slides presentation, and engage the attendees by giving them the opportunity to ask questions during the live event through the web-cast interface. Certificates may be given for attendance during the live webinar. The success of these webinars relies not only on the presenters who are internationally recognized experts but also on how we promote them: we advertised them through a dedicated web site, social networks or flyers. Another important point is that they are free are accessible online in 2 formats: audio-video recording and pdf files. Recorded and archived versions comprise a library vital to future generations of radio-chemists and scientists interested in radiochemistry. The first webinar, An Overview of Actinide Chemistry, was presented on April 20, 2012. The overwhelmingly positive feedback from participants clearly demonstrates that the NAMP webinars are making a difference by providing unique educational opportunities in radiochemistry.

Radioluminescent (RL) airfield lighting system program

In 1980, the US Air Force Engineering and Services Center (AFESC) at Tyndall Air Force Base, Florida, requested that the Radioisotope Technology Group of Oak Ridge National Laboratory (ORNL) develop large-scale, tritium-powered, radioluminescent (RL) airfield lighting systems. The RL lighting systems possess the advantages of being portable, requiring no electrical power source, having a long shelf life, and being unaffected by environmental extremes. These characteristics make the RL system well-suited for harsh environments where the cost of electrical power production is high and traditional incandescent airfield lighting systems are difficult to maintain. RL lighting is typically a large-surface-area, low-intensity light source that operates 100% of the time. The RL light sources gradually decrease in brightness over time, so periodic replacement (every 6 to 8 years) is necessary. RL lighting functions best in low ambient light, which provides the high contrast ratios necessary for successful use of these devices. 12 figs., 8 tabs.

It remains the single largest contributor (more than 70%) of non-greenhouse-gas-emitting electric power generation in the United States. Domestic demand for electrical energy is expected to experience a 31% growth from 2009 to 2035. At the same time, most of the currently operating nuclear power plants will begin reaching the end of their initial 20-year extension to their original 40-year operating license for a total of 60 years of operation. Figure E-1 shows projected nuclear energy contribution to the domestic generating capacity. If current operating nuclear power plants do not operate beyond 60 years, the total fraction of generated electrical energy from nuclear power will begin to decline—even with the expected addition of new nuclear generating capacity. The oldest commercial plants in the United States reached their 40th anniversary in 2009. The U.S. Department of Energy Office of Nuclear Energy’s Research and Development Roadmap (Nuclear Energy Roadmap) organizes its activities around four objectives that ensure nuclear energy remains a compelling and viable energy option for the United States. The four objectives are as follows: (1) develop technologies and other solutions that can improve the reliability, sustain the safety, and extend the life of the current reactors; (2) develop improvements in the affordability of new reactors to enable nuclear energy to help meet the Administration’s energy security and climate change goals; (3) develop sustainable nuclear fuel cycles; and (4) understand and minimize the risks of nuclear proliferation and terrorism. The Light Water Reactor Sustainability (LWRS) Program is the primary programmatic activity that addresses Objective 1. This document summarizes the LWRS Program’s plans.

DOE Light Truck Clean Diesel (LTCD) Program Final Caterpillar Public Report Light Truck Clean Diesel Program

The US Department of Energy and Caterpillar entered a Cooperative Agreement to develop compression ignition engine technology suitable for the light truck/SUV market. Caterpillar, in collaboration with a suitable commercialization partner, developed a new Compression Ignition Direct Injection (CIDI) engine technology to dramatically improve the emissions and performance of light truck engines. The overall program objective was to demonstrate engine prototypes by 2004, with an order of magnitude emission reduction while meeting challenging fuel consumption goals. Program emphasis was placed on developing and incorporating cutting edge technologies that could remove the current impediments to commercialization of CIDI power sources in light truck applications. The major obstacle to commercialization is emissions regulations with secondary concerns of driveability and NVH (noise, vibration and harshness). The target emissions levels were 0.05 g/mile NOx and 0.01 g/mile PM to be compliant with the EPA Tier 2 fleet average requirements of 0.07 g/mile and the CARB LEV 2 of 0.05 g/mile for NOx, both have a PM requirement of 0.01 g/mile. The program team developed a combustion process that fundamentally shifted the classic NOx vs. PM behavior of CIDI engines. The NOx vs. PM shift was accomplished with a form of Homogeneous Charge Compression Ignition (HCCI). The HCCI concept centers on appropriate mixing of air and fuel in the compression process and controlling the inception and rate of combustion through various means such as variable valve timing, inlet charge temperature and pressure control. Caterpillar has adapted an existing Caterpillar design of a single injector that: (1) creates the appropriate fuel and air mixture for HCCI, (2) is capable of a more conventional injection to overcome the low power density problems of current HCCI implementations, (3) provides a mixed mode where both the HCCI and conventional combustion are functioning in the same combustion cycle. Figure 1 illustrates the mixed mode injection system. Under the LTCD program Caterpillar developed a mixed mode injector for a multi-cylinder engine system. The mixed mode injection system represents a critical enabling technology for the implementation of HCCI. In addition, Caterpillar implemented variable valve system technology and air system technology on the multi-cylinder engine platform. The valve and air system technology were critical to system control. Caterpillar developed the combustion system to achieve a 93% reduction in NOx emissions. The resulting NOx emissions were 0.12 gm/mile NOx. The demonstrated emissions level meets the stringent Tier 2 Bin 8 requirement without NOx aftertreatment! However, combustion development alone was not adequate to meet the program goal of 0.05gm/mile NOx. To meet the program goals, an additional 60% NOx reduction technology will be required. Caterpillar evaluated a number of NOx reduction technologies to quantify and understand the NOx reduction potential and system performance implications. The NOx adsorber was the most attractive NOx aftertreatment option based on fuel consumption and NOx reduction potential. In spite of the breakthrough technology development conducted under the LTCD program there remains many significant challenges associated with the technology configuration. For HCCI, additional effort is needed to develop a robust control strategy, reduce the hydrocarbon emissions at light load condition, and develop a more production viable fuel system. Furthermore, the NOx adsorber suffers from cost, packaging, and durability challenges that must be addressed.

Materials Inventory Database for the Light Water Reactor Sustainability Program

Scientific research involves the purchasing, processing, characterization, and fabrication of many sample materials. The history of such materials can become complicated over their lifetime – materials might be cut into pieces or moved to various storage locations, for example. A database with built-in functions to track these kinds of processes facilitates well-organized research. The Material Inventory Database Accounting System (MIDAS) is an easy-to-use tracking and reference system for such items. The Light Water Reactor Sustainability Program (LWRS), which seeks to advance the long-term reliability and productivity of existing nuclear reactors in the United States through multiple research pathways, proposed MIDAS as an efficient way to organize and track all items used in its research. The database software ensures traceability of all items used in research using built-in functions which can emulate actions on tracked items – fabrication, processing, splitting, and more – by performing operations on the data. MIDAS can recover and display the complete history of any item as a simple report. To ensure the database functions suitably for the organization of research, it was developed alongside a specific experiment to test accident tolerant nuclear fuel cladding under the LWRS Advanced Light Water Reactor Nuclear Fuels Pathway. MIDAS kept track of materials used in this experiment from receipt at the laboratory through all processes, test conduct and, ultimately, post-test analysis. By the end of this process, the database proved to be right tool for this program. The database software will help LWRS more efficiently conduct research experiments, from simple characterization tests to in-reactor experiments. Furthermore, MIDAS is a universal tool that any other research team could use to organize their material inventory.

Spectrally Enhanced Lighting Program Implementation for Energy Savings: Field Evaluation

This report provides results from an evaluation PNNL conducted of a spectrally enhanced lighting demonstration project. PNNL performed field measurements and occupant surveys at three office buildings in California before and after lighting retrofits were made in August and December 2005. PNNL measured the following Overhead lighting electricity demand and consumption, Light levels in the workspace, Task lighting use, and Occupant ratings of satisfaction with the lighting. Existing lighting, which varied in each building, was replaced with lamps with correlated color temperature (CCT) of 5000 Kelvin, color rendering index (CRI) of 85, of varying wattages, and lower ballast factor electronic ballasts. The demonstrations were designed to decrease lighting power loads in the three buildings by 22-50 percent, depending on the existing installed lamps and ballasts. The project designers hypothesized that this reduction in electrical loads could be achieved by the change to higher CCT lamps without decreasing occupant satisfaction with the lighting.
