    The coherent-noise level in projection images of an opaque-screen sharp edge, formed in the model scheme of photolithography system at different degrees of spatial coherence of screen-illuminating light is studied experimentally. The spatial coherence of laser radiation was reduced by applying a specially developed device, used as a separate functional unit in the system model. The smoothing of the spatial fluctuations of radiation intensity caused by the random spatial inhomogeneity of the initial beam intensity in the obtained images is shown to be highly efficient.     An illuminated display device with a base member with a plurality of cavities therein. Illumination devices illuminate the cavities and emit light through an opening of the cavities in a pattern, and a speaker can emit sounds in synchronization with the pattern. A panel with translucent portions can overly the base member and the cavities. An animated talking character can have an animated mouth cavity complex with multiple predetermined mouth lighting configurations simulative of human utterances. The cavities can be open, or optical waveguide material or positive members can be disposed therein. Reflective material can enhance internal reflectance and light emission.

    An enhanced spatial light modulator (ESLM) array, a microelectronics patterning system and a projection display system using such an ESLM for heat-minimization and resolution enhancement during imaging, and the method for fabricating such an ESLM array. The ESLM array includes, in each individual pixel element, a small pixel mirror (reflective region) and a much larger pixel surround. Each pixel surround includes diffraction-grating regions and resolution-enhancement regions. During imaging, a selected pixel mirror reflects a selected-pixel beamlet into the capture angle of a projection lens, while the diffraction grating of the pixel surround redirects heat-producing unused radiation away from the projection lens. The resolution-enhancement regions of selected pixels provide phase shifts that increase effective modulation-transfer function in imaging. All of the non-selected pixel surrounds redirect all radiation energy away from the projection lens. All elements of the ESLM are fabricated by deposition, patterning, etching and other microelectronic process technologies.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    Conservative Remapper (CORE) is a C++ language software library for remapping cell masses and cell-averaged densities on unstructured two dimensional grids, maintaining conservation of total mass in the process. CORE contains implementation of two remapping algorithms: a new, efficient "swept region" algorithm, and a more traditional algorithm basedon the computation of cell intersections. Grids may be Cartesian or cylindrical, and cells may have three or more vertices, with no upper limit. CORE can run inmore » serial and in parallel, but in order to achieve wide applicability, CORE used no particular parallel communication library. Instead it achieves parallel communication through strategically placed, user defined callbacks. Users can also provide callbacks to redefine different parts or subcomponents of the remapping process. CORE allows the use of different data types, e.g. single-, double-, and quadruple- precision floating-point numbers, through the use of C++ templates. Using CORE is simple, and requires no configuration scripts or makefiles.« less

    Energy conservation is virtually always a bust. Governments around the world continually trot out new schemes to reduce energy use and promote efficiency. The prime American example of this futility is government regulation of automobile gas mileage. Prompted by the Arab oil embargo of 1973, Congress mandated a doubling of gas mileage. What happened? Gasoline consumption rose from 1973 to the 1990s, as the roads were flooded with energy-efficient cars. Huge sport-utility vehicles crowd parking lots, also thanks to more efficient engines. Conservation fails because it takes no account of economics of human nature. The combination of greater engine efficiency and rising disposable income has produced a true golden age of motoring. In the same way, what is saved by installing special light bulbs is often wasted on new hot tubs, exterior lighting and a host of other energy uses, as homeowners assume that their electric bills will drop off substantially. In spite of these and dozens of other clear failures, the claims for conservation to solve virtually all the national energy dilemmas continue. Few if any are valid. While each of us can reduce energy use in one or two areas, one finds that the nation gradually uses more.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    As an example of private sector initiatives in energy conservation, Prudential's energy management program is highlighted. In Phase I specific hours of operation were permitted, temperatures were maintained at a prescribed level, and lighting standards were reduced. In Phase II, inefficient HVAC systems were upgraded, timing switches and energy management computers were installed, solar film was applied to windows, and metering utilities were separated. An energy consumption tracking system called PACE was also instrumented to maintain the achieved objectives by monthly measuring.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

  10. Energy consumption series: Lighting in commercial buildings

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    The ratio of energy consumption to gross state product is discussed. This ratio, showing the amount of energy Tennessee uses to produce one dollar's worth of goods and services, has decreased by 4.5% during the period from 1973 to 1979 as compared to 10.4% for the same period for the US as a whole. Changes of energy consumption at the national level since the Arab oil embargo are analyzed. Funding for state conservation programs are discussed. The impact that sharp curtailment of Federal funding will have on some Tennessee programs is noted. (MCW)

    An economic and energy analysis of ice rinks was made to examine the areas in which energy could be profitably conserved. The areas where new equipment could make a major reduction in energy use are: the use of waste heat for space heating, the installation of a low emissivity false ceiling to reduce radiant heat, the use of a load cycling controller to reduce refrigeration costs, and the installation of more efficient lighting systems. Changes in rink operating procedure that could cut energy use are: higher refrigerant temperatures, thinner ice, the use of colder resurfacing water, turning the compressors and pumps off at night, and reducing ventilation.

    In China`s 9th 5-year plan (1996-2000), the Chinese government has placed high priority on energy conservation. The China Green Lights Program (CGLP) is listed as one of the key projects of energy conservation. The basic strategy of the CGLP is to mobilise all of the potential contributors to participate in the program, and to use market signals and supplementary non-market instruments to facilitate its implementation. Governmental funds and loans will be used as seed money to attract private participation in the program. The program contains the following elements: (1) Information dissemination to educate the public on the economic and other values of the program and to provide CGLP information to increase consumer awareness and, as a result, increase the demand for energy-efficient lighting systems. (2) Development of standards and codes for lighting systems, establishment of product specifications, and enforcement of product standards. (3) Development of quality certification and labelling system to provide assurances to consumers that the products they are purchasing will meet their performance and cost saving expectations. (4) Highlighted support and financing for production technology development and production capacity expansion. (5) Demonstration and pilot projects to boost consumer confidence in green lighting systems and to demonstrate new production technologies and processes. (6) International co-operation to expand the international exchange and absorb advanced technology and experience for implementation of the China Green Lights Program.

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

    Subject motion during 3D medical scanning can cause blurring and artifacts in the 3D images resulting in either rescans or poor diagnosis. Anesthesia or physical restraints may be used to eliminate motion but are undesirable and can affect results. This software measures the six degree of freedom 3D motion of the subject during the scan under a rigidity assumption using only the intrinsic features present on the subject area being monitored. This movement over timemore » can then be used to correct the scan data removing the blur and artifacts. The software acquires images from external cameras or images stored on disk for processing. The images are from two or three calibrated cameras in a stereo arrangement. Algorithms extract and track the features over time and calculate position and orientation changes relative to an initial position. Output is the 3D position and orientation change measured at each image.« less

    In ionic nanocrystals the cationic sub-lattice can be replaced with a different metal ion via a fast, simple, and reversible place-exchange, allowing post-synthetic modification of the composition of the nanocrystal, while preserving its size and shape. Here, we demonstrate for the first time that during such an exchange, the anionic framework of the crystal is preserved. When applied to nanoheterostructures, this phenomenon ensures that compositional interfaces within the heterostructure are conserved throughout the transformation. For instance, a morphology composed of a CdSe nanocrystal embedded in a CdS rod (CdSe/CdS) was exchanged to a PbSe/PbS nanorod via a Cu2Se/Cu2S structure. During every exchange cycle, the seed size and position within the nanorod were preserved, as evident by excitonic features, Z-contrast imaging, and elemental line-scans. Anionic framework conservation extends the domain of cation exchange to the design of more complex and unique nanostructures.

    Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy's (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration's (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). A comparative analysis is performed. Elements are proposed for inclusion in a comprehensive strategy for conservation in new buildings. (MCW)

In addition, increased and improved sensor capability allows the building owner or user to gather data on the environment within the building. All of this at a cost equal to or less than that of code-compliant fluorescent lighting. The grant we requested and received has been used to further enhance the system with power conversion efficiency improvements and additional features. Some of these features, such as building management system (BMS) control, allow additional energy savings in non-lighting building systems.

    A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

We review the potential of LED solid-state lighting to meet the long-term cost goals.

By combining the genome-wide transcription factor occupancy repertoires, associated epigenetic signals, and co-association patterns, here we deduce several evolutionary principles of gene regulatory features operating since the mouse and human lineages diverged. The genomic distribution profiles, primary binding motifs, chromatin states, and DNA methylation preferences are well conserved for TF-occupied sequences.     NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

    This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    The University of Miami (UM) has embarked on a very important and worthwhile mission: {open_quotes}To make UM one of the most energy efficient Universities in the Nation by the year 2000.{close_quotes} In order for the University to meet this goal we knew we would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past (i.e. elimination, reheat, first generation lighting retrofits, and some diversity), each plant had excess capacity. At that time we also had identified about 600 tons of old falling apart air conditioning equipment. Our Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    Ilumisys and the National Center for Manufacturing Sciences (NCMS) partnered on a three-year project awarded by the United States (U.S.) Department of Energy (DOE), to quantify the impacts of LED lamps, incandescent lamps and fluorescent benchmark lamps over a product lifecycle – i.e. to develop a sustainable design and manufacturing strategy that addresses product manufacturing, use, recycling and disposal scenarios for LED-based lighting. Based on the knowledge gained from extensive product tear-down studies of fluorescent and screw-in lighting products, lifecycle assessment tools, and accelerated lifecycle testing protocols, an interactive Sustainable LED Design Guide has been developed to aid architectural and lighting designers and engineers in making design decisions that consider three important environmental impacts (greenhouse gas emissions, energy use and mercury emission) across all phases of the life of an LED lighting product. Critical information developed for the lifecycle analysis and product feature comparisons is the useful life of the lighting product as well as its performance. The Design Guide is available at www.ncms.org, and was developed based on operational and durability testing of a variety of lighting products including power consumption, light output, and useful life of a lamp in order to allow a more realistic comparison of lamp designs. This report describes the main project tasks, results and innovative features of the lifecycle assessment (LCA)-based design tools, and the key considerations driving the sustainable design of LED lighting systems.     Light-storing photocatalyst was prepared by coating light-storing phosphor and TiO{sub 2} photocatalyst in sequence on ceramic. The light-storing photocatalyst can store light irradiation and emit slowly. Consequently, the photocatalyst remains active when the irradiation source is cut off. Rhodamine B (RhB) can be decomposed efficiently by this photocatalyst in the dark after it absorbs light irradiation. This photocatalyst is photoreactive in an outdoor environment or can save energy by supplying irradiation intermittently for the photocatalyst.

    This report describes the philosophy and structure of MCLIB, A Fortran library of Monte Carlo subroutines which has been developed to test designs of neutron scattering instruments. Emphasis is placed on new features added to the library since the previous presentation of MCLIB at ICANS-XIII in October, 1995. These new features include toroidal mirrors, writing and reading source files, splitting and banking of histories, and a Maxwellian probability distribution. The only change of a program structure has been to include charge and polarization vector in the description of a particle. The latest release of the source code and documentation may be obtained by anonymous ftp. Work is also continuing on a more friendly web-based user interface, and user input is requested for additional features to be added to the library.

    A light source is provided by a photonic crystal having an enhanced photonic density-of-states over a band of frequencies and wherein at least one of the dielectric materials of the photonic crystal has a complex dielectric constant, thereby producing enhanced light emission at the band of frequencies when the photonic crystal is heated. The dielectric material can be a metal, such as tungsten. The spectral properties of the light source can be easily tuned by modification of the photonic crystal structure and materials. The photonic crystal light source can be heated electrically or other heating means. The light source can further include additional photonic crystals that exhibit enhanced light emission at a different band of frequencies to provide for color mixing. The photonic crystal light source may have applications in optical telecommunications, information displays, energy conversion, sensors, and other optical applications.

    An energy conserving air motor with rotary actuation includes a pair of cooperating different diameter pistons coaxially arranged and connected rigidly to one another by a central connecting member provided with spur gear section adaptable of receiving a meshing pinion assembled inside an elongated housing provided with a diffential diameter bore passing therethrough and adaptable of receiving inside a larger diameter section which is blind a larger piston while smaller diameter section which is provided with fluid supply and exhaust port means receives smaller diameter piston while said pinion entering said housing perpendicularly substantially central to the housing ends so as to rotate therein when pistons move linearly inside bore between a first normally atmospheric and a second energized positions in response to the working fluid pressure supplied via fluid supply and exhaust port means by way of a 3-way solenoid or pilot operated directional valve so as to allow energization of the small diameter piston, initially atmospheric, with an end force large enough to shift piston assembly into the second energized position at which time working fluid enters backside of the larger piston via internal pilot porting provided therebetween to exert a much larger end force than that prevailing over the small piston, automatically returning piston assembly into the first original position for an eventual exhaust of the working fluid via 3-way valve and cycle repetition saving energy.

Such a process involves contacting a light metal source material with an inorganic acid to form a solution containing the light metal ions in high concentration. The solution is fed to an electrochemical reactor assembly having an anode side containing an anode and a cathode side containing a cathode, with anode side and the cathode side separated by a bipolar membrane, with the solution being fed to the anode side.     Solar heating and daylighting are two primary design features which can have a major impact on occupant perceptions of an underground living environment. A quantitative design analysis and evaluation of these features has been conducted for an energy conserving earth covered dwelling in a cold climate at high altitude in the Rocky Mountains. For this example, because of the solar contribution, a heating load reduction greater than 45 percent has been calculated and demonstrated on an operational basis, compared to the same earth sheltered construction without solar. The building envelope also has an effective time lag of several months which further increases the annual effectiveness. Also, depending on the sky conditions, the portion of exterior daylight reaching deep into the interior spaces easily exceeds 10 percent in the winter and can reach up to 50 percent or more. Thus, both heating and lighting by natural means are shown to be available in ample quantities in this cave-like structure. Pertinent design features to enhance such performance are highlighted.

    The State Energy Conservation Program was established in 1975 to promote energy conservation and to help states develop and implement their own conservation programs. Base (5) and supplemental (3) programs required states to implement programs including: mandatory thermal-efficiency standards and insulation requirements for new and renovated buildings; mandatory lighting efficiency standards for public buildings; mandatory standards and policies affecting the procurement practices of the state and its political subdivisions; program measures to promote the availability and use of carpools, vanpools, and public transportation; a traffic law or regulation which permits a right turn-on-red; and procedures to carry out a continuing public education effort to increase awareness of energy conservation; procedures which promote effective coordination among local, state, and Federal energy conservation programs; and procedures for carrying out energy audits on buildings and industrial plants. All 50 states and Puerto Rico, Guam, the Virgin Islands, American Samoa, and the District of Columbia participated in the program. The total 1980 energy savings projected by the states is about 5.9 quadrillion Btu's or about 7% of the DOE projected 1980 baseline consumption of just under 83 quads. The detailed summary is presented on the following: information the SECP evaluation; DOE response to the SECP; DOE's role in the program management process; the effectiveness of the states in managing the SECP; the status of program measure implementation; innovative state energy conservation programs; and the evaluation methodology.

It will be discussed the use of water in the process of manufacturing these materials and the amount of water that is used. The way that water is conserved will be reviewed. From the stand point of SNL it will be discussed the amount of material that has been accumulated from 2010 to the first two quarters of 2013 and how much water this material has saved.

    In a system for recording images having vastly differing light intensities over the face of the image, a light intensity compressor is provided that utilizes the properties of twisted nematic liquid crystals to compress the image intensity. A photoconductor or photodiode material that is responsive to the wavelength of radiation being recorded is placed adjacent a layer of twisted nematic liquid crystal material. An electric potential applied to a pair of electrodes that are disposed outside of the liquid crystal/photoconductor arrangement to provide an electric field in the vicinity of the liquid crystal material. The electrodes are substantially transparent to the form of radiation being recorded. A pair of crossed polarizers are provided on opposite sides of the liquid crystal. The front polarizer linearly polarizes the light, while the back polarizer cooperates with the front polarizer and the liquid crystal material to compress the intensity of a viewed scene. Light incident upon the intensity compressor activates the photoconductor in proportion to the intensity of the light, thereby varying the field applied to the liquid crystal. The increased field causes the liquid crystal to have less of a twisting effect on the incident linearly polarized light, which will cause an increased percentage of the light to be absorbed by the back polarizer. The intensity of an image may be compressed by forming an image on the light intensity compressor.

These are that it is cheaper to do it yourself; the employees become part of the corporate conservation effect; and no one knows the building and its needs better than the occupant. Steps described in the lighting survey procedure are: (1) divide the building into categories; (2) determine the total square footage for each category; (3) assign a power allowance for each category; (4) multiply the total square footage for each category by the respective power allowances; (5) add the budget sub-totals for each category to determine total building budget; and (6) walk through the building room-by-room and calculate the connected lighting load fixture-by-fixture.     Lighting accounts for approximately 30% of overall electricity use and demand in commercial buildings. This handbook for utility personnel provides a source of basic information on lighting principles, lighting equipment, and other considerations related to lighting design. The handbook is divided into three parts. Part One, Physics of Light, has chapters on light, vision, optics, and photometry. Part Two, Lighting Equipment and Technology, focuses on lamps, luminaires, and lighting controls. Part Three, Lighting Design Decisions, deals with the manner in which lighting design decisions are made and reviews relevant methods and issues.     Use of the National Ignition Facility to also output frequency-doubled (.53{micro}m) laser light would allow significantly more energy to be delivered to targets as well as significantly greater bandwidth for beam smoothing. This green light option could provide access to new ICF target designs and a wider range of plasma conditions for other applications. The wavelength scaling of the interaction physics is a key issue in assessing this green light option. Wavelength scaling theory based on the collisionless plasma approximation is explored, and some limitations associated with plasma collisionality are examined. Important features of the wavelength scaling are tested using the current data base, which is growing. It appears that, with modest restrictions, .53{micro}m light couples with targets as well as .35{micro}m light does. A more quantitative understanding of the beneficial effects of SSD on the interaction physics is needed for both .53{micro}m and .35{micro}m light.

  8. A Ball Lightning Model as a Possible Explanation of Recently Reported Cavity Lights

    The salient features of cavity lights, in particular, mobile luminous objects (MLO's), as have been experimentally observed in superconducting accelerator cavities, are summarized. A model based upon standard electromagnetic interactions between a small particle and the 1.5 GHz cavity excitation field is described. This model can explain some features of these data, in particular, the existence of particle orbits without wall contact. While this result is an important success for the model, it is detailed why the model as it stands is incomplete. It is argued that no avenues for a suitable extension of the model through established physics appear evident, which motivates an investigation of a model based upon a more exotic object, ball lightning. As discussed, further motivation derives from the fact that there are significant similarities in many of the qualitative features of ball lightning and MLO's, even though they appear in quite different circumstances and differ in scale by orders of magnitude. The ball lightning model, which incorporates electromagnetic charges and currents, is based on a symmetrized set of Maxwell's equations in which the electromagnetic sources and fields are characterized by a process called dyality rotation. It is shown that a consistent mathematical description of dyality rotation as a physical process can be achieved by adding suitable (phenomenological) current terms to supplement the usual current terms in the symmetrized Maxwell's equations. These currents, which enable the conservation of electric and magnetic charge, are called vacuum currents. It is shown that the proposed ball lightning model offers a good qualitative explanation of the perplexing aspects of the MLO data. Avenues for further study are indicated.

In various fields a conservation law requires that a set of fluctuating variables be non-negative and (if appropriately normalized) sum to one. As a result, any stochastic differential equation model to be realizable must not produce events outside of the allowed sample space. We develop a set of constraints on the drift and diffusion terms of such stochastic models to ensure that both the non-negativity and the unit-sum conservation law constraint are satisfied as the variables evolve in time. We investigate the consequences of the developed constraints on the Fokker-Planck equation, the associated system of stochastic differential equations, and the evolution equations of the first four moments of the probability density function. We show that random variables, satisfying a conservation law constraint, represented by stochastic diffusion processes, must have diffusion terms that are coupled and nonlinear. The set of constraints developed enables the development of statistical representations of fluctuating variables satisfying a conservation law. We exemplify the results with the bivariate beta process and the multivariate Wright-Fisher, Dirichlet, and Lochner’s generalized Dirichlet processes.

    The shift toward conservation rate structures, although they may provide better incentives to use scarce water wisely, changes who pays what and can increase the variability of future revenue streams to the water agency. Though the definition of the correct rate structure varies by community, the managerial strategies necessary to cope with the uncertainty brought about by conservation rate structures apply universally. Revenue instability directly increases water supplier`s borrowing costs and adds indirect costs in the form of more complicated planning to provide for a reliable future water supply. This article describes an empirical study using data from two water agencies that have adopted conservation rate structures. The article proposes ways quantitative tools may be used to (1) measure and cope with added uncertainty and (2) make explicit the magnitude of trade-offs between revenue stability, equity, and the provision of incentives for efficient use of water resources.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

    CONTROLITE 1.0 is a lighting energy analysis program designed to calculate the energy savings and cost benefits obtainable using lighting controls in buildings. The program can compute the lighting energy reductions that result from using daylighting, scheduling, and other control strategies. When modeling daylight control systems, the program uses QUICKLITE to compute the daylight illuminances at specified points 5 times a day, 12 days a year (the 21st of each month), and for two skymore » conditions (clear and overcast skies). Fourier series techniques are used to fit a continuous curve through the computed illuminance points. The energy use for each of the 12 days is then computed given user-specified power-in/light-out characteristics of the modeled control system. The monthly and annual energy usage for overcast and clear conditions are found separately by fitting two long-term Fourier series curves to the energy use computed for each of the 12 days. Finally, the monthly energy use is calculated by taking a weighted average for the monthly energy use computed for the overcast and clear sky conditions. The program only treats the energy use directly attributable to lighting. The impact of lighting control strategies on building thermal loads is not computed. The program allows input of different control schedules (i.e., on/off times for the lighting system) for each day of the week, but every week of the year is treated the same; thus, holidays cannot be modeled explicitly. When used for daylighting purposes, CONTROLITE1.0 understands only clear and overcast conditions. User-supplied values for the proportion of clear and overcast hours for each month of the year are required to accommodate different climatic conditions.« less

    The PHISICS (Parallel and Highly Innovative Simulation for INL Code System) software is under an intensive development at INL. In the last months new features have been added and improvements of the previously existing one performed. The modular approach has created a friendly development environment that allows a quick expansion of the capabilities. In the last months a little amount of work has been dedicated to the improvement of the spherical harmonics based nodal transport solver while the implementation of a solver based on the self adjoint formulation of the discrete ordinate is in the test phase on structured mesh. PHISICS now include a depletion solver with the option to use two different algorithms for the solution of the Bateman equation: the Taylor development of the exponential matrix and the Chebyshev Rational Approximation Method. The coupling with RELAP5 is also available at least in the steady state search mode. The coupling between RELAP5 and PHISICS can also take advantage of the new cross section interpolation module so that the coupling could be performed using an arbitrary number of energy groups.

    Magnetism of light actinides exhibits fascinating and potentially useful features. One of them is a giant anisotropy of the two-ion type, apparent mostly in U-based systems. Here we demonstrate on the example of U{sub 2}Ni{sub 2}Sn and its hydride the anisotropy switches over the direction of U moments on a very fine scale. The study of amorphous sputter deposited UFe{sub x} films reveals how the Curie temperature can be tuned so as to exceed the room temperature.

    The X-ray spectra of some magnetized isolated neutron stars (NSs) show absorption features with equivalent widths (EWs) of 50-200 eV, whose nature is not yet well known.To explain the prominent absorption features in the soft X-ray spectra of the highly magnetized (B{approx}10{sup 14} G) X-ray dim isolated NSs (XDINSs), we theoretically investigate different NS local surface models, including naked condensed iron surfaces and partially ionized hydrogen model atmospheres, with semi-infinite and thin atmospheres above the condensed surface. We also developed a code for computing light curves and integral emergent spectra of magnetized neutron stars with various temperature and magnetic field distributions over the NS surface. We compare the general properties of the computed and observed light curves and integral spectra for XDINS RBS 1223 and conclude that the observations can be explained by a thin hydrogen atmosphere above the condensed iron surface, while the presence of a strong toroidal magnetic field component on the XDINS surface is unlikely.We suggest that the harmonically spaced absorption features in the soft X-ray spectrum of the central compact object (CCO) 1E 1207.4-5209 (hereafter 1E 1207) correspond to peaks in the energy dependence of the free-free opacity in a quantizing magnetic field, known as quantum oscillations. To explore observable properties of these quantum oscillations, we calculate models of hydrogen NS atmospheres with B{approx}10{sup 10}-10{sup 11} G(i.e., electron cyclotron energy E{sub c,e}{approx}0.1-1 keV) and T{sub eff} = 1-3 MK. Such conditions are thought to be typical for 1E 1207. We show that observable features at the electron cyclotron harmonics with EWs {approx_equal}100-200 eV can arise due to these quantum oscillations.

The precise measurement of SM top properties such as the cross-section has been suggested to give a handle for this ‘stealth stop’ scenario. We present an estimate of the potential impact a light stop may have on top quark mass measurements. The results indicate that certain light stop models may induce a bias of up to a few GeV, and that this effect can hide the shift in, and hence sensitivity from, cross-section measurements. Due to the different initial states, the size of the bias is slightly different between the LHC and the Tevatron. The studies make some simplifying assumptions for the top quark measurement technique, and are based on truth-level samples.

    A lighting system having at least two independent lighting subsystems each with a different ratio of scotopic illumination to photopic illumination. The radiant energy in the visible region of the spectrum of the lighting subsystems can be adjusted relative to each other so that the total scotopic illumination of the combined system and the total photopic illumination of the combined system can be varied independently. The dilation or contraction of the pupil of an eye is controlled by the level of scotopic illumination and because the scotopic and photopic illumination can be separately controlled, the system allows the pupil size to be varied independently of the level of photopic illumination. Hence, the vision process can be improved for a given level of photopic illumination.

    A light-emitting ceramic based panel, hereafter termed "electroceramescent" panel, is herein claimed. The electroceramescent panel is formed on a substrate providing mechanical support as well as serving as the base electrode for the device. One or more semiconductive ceramic layers directly overlay the substrate, and electrical conductivity and ionic diffusion are controlled. Light emitting regions overlay the semiconductive ceramic layers, and said regions consist sequentially of a layer of a ceramic insulation layer and an electroluminescent layer, comprised of doped phosphors or the equivalent. One or more conductive top electrode layers having optically transmissive areas overlay the light emitting regions, and a multi-layered top barrier cover comprising one or more optically transmissive non-combustible insulation layers overlay said top electrode regions.

  15. Radioluminescent lighting technology

    The glow-in-the-dark stereotype that characterizes the popular image of nuclear materials is not accidental. When the French scientist, Henri Becquerel, first discovered radioactivity in 1896, he was interested in luminescence. Radioluminescence, the production of light from a mixture of energetic and passive materials, is probably the oldest practical application of the unstable nucleus. Tritium-based radioluminescent lighting, in spite of the biologically favorable character of the gaseous tritium isotope, was included in the general tightening of environmental and safety regulations. Tritium light manufacturers would have to meet two fundamental conditions: (1) The benefit clearly outweighed the risk, to the extent that even the perceived risk of a skeptical public would be overcome. (2) The need was significant enough that the customer/user would be willing and able to afford the cost of regulation that was imposed both in the manufacture, use and eventual disposal of nuclear materials. In 1981, researchers at Oak Ridge National Laboratory were investigating larger radioluminescent applications using byproduct nuclear material such as krypton-85, as well as tritium. By 1982, it appeared that large source, (100 Curies or more) tritium gas tube, lights might be useful for marking runways and drop zones for military operations and perhaps even special civilian aviation applications. The successful development of this idea depended on making the light bright enough and demonstrating that large gas tube sources could be used and maintained safely in the environment. This successful DOE program is now in the process of being completed and closed-out. Working closely with the tritium light industry, State governments and other Federal agencies, the basic program goals have been achieved. This is a detailed report of what they have learned, proven, and discovered. 91 refs., 29 figs., 5 tabs. (JF)

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    The present invention provides a method for the preparation of organic light-emitting devices comprising a bilayer structure made by forming a first film layer comprising an electroactive material and an INP precursor material, and exposing the first film layer to a radiation source under an inert atmosphere to generate an interpenetrating network polymer composition comprising the electroactive material. At least one additional layer is disposed on the reacted first film layer to complete the bilayer structure. The bilayer structure is comprised within an organic light-emitting device comprising standard features such as electrodes and optionally one or more additional layers serving as a bipolar emission layer, a hole injection layer, an electron injection layer, an electron transport layer, a hole transport layer, exciton-hole transporting layer, exciton-electron transporting layer, a hole transporting emission layer, or an electron transporting emission layer.

    In this, the final installment in a three-part series on the Thomson surface, we present simulated observations of coronal mass ejections (CMEs) observed by a hypothetical polarizing white light heliospheric imager. Thomson scattering yields a polarization signal that can be exploited to locate observed features in three dimensions relative to the Thomson surface. We consider how the appearance of the CME changes with the direction of trajectory, using simulations of a simple geometrical shape and also of a more realistic CME generated using the ENLIL model. We compare the appearance in both unpolarized B and polarized pB light, and show that there is a quantifiable difference in the measured brightness of a CME between unpolarized and polarized observations. We demonstrate a technique for using this difference to extract the three-dimensional (3D) trajectory of large objects such as CMEs. We conclude with a discussion on how a polarizing heliospheric imager could be used to extract 3D trajectory information about CMEs or other observed features.
