    This paper covers the recent work carried out at the Rutherford Appleton Laboratory (RAL) on the ISIS Ion Source Development Rig (ISDR). The development of a retarding potential energy analyzer is described and a measured energy spread of 17.6 eV {+-} 1.5 eV from the ion source is reported. Variation in energy spread versus discharge current is shown. The development of a pepperpot emittance scanner to study emittance variation along the beam axis is discussed.

    In order to facilitate the testing of advanced H{sup −} ion sources for the ISIS and Front End Test Stand (FETS) facilities at the Rutherford Appleton Laboratory (RAL), a Vessel for Extraction and Source Plasma Analyses (VESPA) has been constructed. This will perform the first detailed plasma measurements on the ISIS Penning-type H{sup −} ion source using emission spectroscopic techniques. In addition, the 30-year-old extraction optics are re-designed from the ground up in order to fully transport the beam. Using multiple beam and plasma diagnostics devices, the ultimate aim is improve H{sup −} production efficiency and subsequent transport for either long-term ISIS user operations or high power FETS requirements. The VESPA will also accommodate and test a new scaled-up Penning H{sup −} source design. This paper details the VESPA design, construction and commissioning, as well as initial beam and spectroscopy results.

    The key to being able to operate the MICE superconducting solenoids on small coolers is the use of high temperature superconducting (HTS) leads between the first stage of the cooler and the magnet, which operates at around 4.2 K. Because MICE magnets are not shielded, all of the MICE magnets have a stray magnetic field in the region where the coolers and the HTS leads are located. The behavior of the HTS leads in a magnetic field depends strongly on the HTS material used for the leads and the temperature of the cooler first stage temperature. The HTS leads can be specified to operate at the maximum current for the magnet. This report shows how the HTS leads can be specified for use the MICE magnets. MICE magnets take from 1.3 hours (the tracker solenoids) to 3.7 hours (the coupling magnet) to charge to the highest projected operating currents. If the power fails, the cooler and the upper ends of the HTS leads warm up. The question is how one can discharge the magnet to protect the HTS leads without quenching the MICE magnets. This report describes a method that one can use to protect the HTS leads in the event of a power failure at the Rutherford Appleton Laboratory (RAL).

    Texas has identified a potential site in Hudspeth County in far West Texas near the town of Fort Hancock. Over the past year the Texas Low-Level Radioactive Waste Disposal Authority has been conducting detailed geology, hydrology, meteorology, soils, and flora and fauna evaluations. An authorization by the Board of Directors of the Authority to proceed with a license application, assuming that the detailed evaluation indicates that the site is suitable, is expected by September. A prototype license has been prepared in anticipation of the order to proceed with licensing, and the formal license application is expected to be submitted to the Texas Department of Health-Bureau of Radiation Control in December, meeting the license application milestone. Although site selection processes in all siting areas across the country have experienced organized opposition, El Paso County has funded a particularly well-organized, well-financed program to legally and technically stop consideration of the Fort Hancock site prior to the licensing process. Many procedural, regulatory, and technical issues have been raised which have required responses from the Authority in order to proceed with licensing. This has provided a unique perspective of what to expect from well-organized opposition at the licensing stage. This paper presents an update on the Texas siting activity with detailed information on the site evaluation and license application. Experience of dealing with issues raised by opposition relating to NRC guidelines and rules is also discussed.

    The Next Generation Nuclear Plant (NGNP) Project is intended to be the prototype for multi-module commercial high temperature gas reactors (HTGRs) for process heat and/or electricity generation. Part of the objectives of the project are to establish the conditions that would govern or enhance the design, licensing, construction and operation of numerous, modular nuclear plants, particularly suited for industrial applications or that could reduce the risk of such projects. A determination is desired regarding whether a multi-module reactor plant can be licensed with a single Nuclear Regulatory Commission (NRC) review, hearing, and safety evaluation report. If it is determined that a multi-modular reactor plant can be licensed under a single review/hearing process, the structure and the duration of the license for each module will also need to be determined. The purpose of this paper is to describe for the NRC the NGNP position on these two issues and obtain either NRC general concurrence or comments on the approach to these issues. While the current NGNP planning provides for only a single reactor module, the project is intended to provide the basis and establish a licensing framework that can be used by future commercial HTGRs and other reactor designs, including a variety of small modular reactor technologies, with configurations reflecting design standardization of multi-module plants. Therefore, it is important to identify a path for addressing these modular reactor plant issues so that the resolution can be factored into the NGNP Project planning. The NGNP position is that a single combined license (COL) application can be submitted for a multi-modular reactor facility, the COL application can undergo a single NRC review/hearing process, and each module should be issued a separate license.

    Deep geological disposal of long-lived radioactive waste is currently considered a major challenge. Until present, only three deep geological disposal facilities have worldwide been operated: the Asse experimental repository (1967-1978) and the Morsleben repository (1971-1998) in Germany as well as the Waste Isolation Pilot Plant (WIPP) in the USA (1999 to present). Recently, the licensing procedure for the fourth such facility, the German Konrad repository, ended with a positive ''Planfeststellung'' (plan approval). With its plan approval decision, the licensing authority, the Ministry of the Environment of the state of Lower Saxony, approved the single license needed pursuant to German law to construct, operate, and later close down this facility.

    This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

    The Next Generation Nuclear Plant (NGNP) Project, initiated at Idaho National Laboratory (INL) by the U.S. Department of Energy (DOE) pursuant to provisions of the Energy Policy Act of 2005, is based on research and development activities supported by the Department of Energy Generation IV Nuclear Energy Systems Initiative. The principal objective of the NGNP Project is to support commercialization of high temperature gas-cooled reactor (HTGR) technology. The HTGR is a helium-cooled and graphite moderated reactor that can operate at temperatures much higher than those of conventional light water reactor (LWR) technologies. The NGNP will be licensed for construction and operation by the Nuclear Regulatory Commission (NRC). However, not all elements of current regulations (and their related implementation guidance) can be applied to HTGR technology at this time. Certain policies established during past LWR licensing actions must be realigned to properly accommodate advanced HTGR technology. A strategy for licensing HTGR technology was developed and executed through the cooperative effort of DOE and the NRC through the NGNP Project. The purpose of this report is to provide a snapshot of the current status of the still evolving pre-license application regulatory framework relative to commercial HTGR technology deployment in the U.S. The following discussion focuses on (1) describing what has been accomplished by the NGNP Project up to the time of this report, and (2) providing observations and recommendations concerning actions that remain to be accomplished to enable the safe and timely licensing of a commercial HTGR facility in the U.S.

    Through the Atomic Energy Act, Congress made is possible for the public to get a full and fair hearing on civilian nuclear matters. Individuals who are directly affected by any licensing action involving a facility producing or utilizing nuclear materials may participate in a formal hearing, on the record, before independent judges on the Atomic Safety and Licensing Board Panel (ASLBP or Panel). Frequently, in deciding whether a license, permit, amendment, or extension should be granted to a particular applicant, the Panel members must be more than mere umpires. If appropriate, they are authorized to go beyond the issues the parties place before them in order to identify, explore, and resolve significant questions involving threats to the public health and safety that come to a board`s attention during the proceedings.     This dissertation, theoretically and empirically, focuses on US licensees as the recipient of foreign technology, and investigates characteristics of licensees, licenses, and licensed technology. The viability of reverse licensing, as an international growth strategy, is evaluated from the standpoint of two groups of firms. The first consists of thousands of small and medium sized US manufacturing firms, with few products and virtually no R and D expenditures. Without R and D, new technology and stiff international competition, they are forced into bankruptcies despite their extreme importance in the economy (48% of private workforce, 42% of sales, and 38% of GNP). The second group consists of thousands of small and medium sized firms overseas, with a relatively good supply of technology (i.e., patents) and anxious to exploit the US market but lack required resources for FDI. Technology licensing is, perhaps, the only viable option available to them. Reverse licensing provides both groups with a mechanism for their growth, survival, and prosperity. Many US firms have utilized this strategy for many years (i.e, 118 in Ohio) for tapping foreign sources including Soviet bloc technology.

    Trojan Nuclear Plant (Trojan) and Maine Yankee Nuclear Plant (Maine Yankee) were the first two power reactors to complete decommissioning under the U. S. Nuclear Regulatory Commission's (NRC's) License Termination Rule (LTR), 10 CFR Part 20, Subpart E. The respective owners' decisions to decommission the sites resulted in different approaches to both the physical aspects of the decommissioning, and the approach for obtaining approval for completing the decommissioning in accordance with regulations. Being in different States, the two single-unit pressurized water reactor sites had different State requirements and levels of public interest that impacted the decommissioning approaches. This resulted in significant differences in decommissioning planning, conduct of decommissioning operations, volumes of low- level radioactive waste disposed, and the final status survey (FSS) program. While both licensees have Independent Spent Fuel Storage Installations (ISFSIs), Trojan obtained a separate license for the ISFSI in accordance with the requirements of 10 CFR Part 72 and terminated their 10 CFR Part 50 license. Maine Yankee elected to obtain a general license under 10 CFR Part 50 for the ISFSI and reduce the physical site footprint to the ISFSI through a series of license amendments. While the NRC regulations are flexible and allow different approaches to ISFSI licensing there are separate licensing requirements that must be addressed. In 10 CFR 50.82, the NRC mandates public participation in the decommissioning process. For Maine Yankee, public input resulted in the licensee entering into an agreement with a concerned citizen group and resulted in State legislation that significantly lowered the dose limit below the NRC radiological criteria of 25 mrem (0.25 mSv) per year (yr) in 10 CFR 20.1402 for unrestricted use. The lowering of the radiological criteria resulted in a significant dose modeling effort using site-specific Derived Concentrations Guideline Levels (DCGLs

    This summary describes the operations to clean up the equipment of the Nuclear Licensed Facility 57 (NLF 57). Due to the diversity of the research and development work carried out on the reprocessing of spent fuel in it, this installation is emblematic of many of the technical and organizational issues liable to be encountered in the final closure of nuclear facilities. The French atomic energy commission's center at Fontenay aux Roses (CEA-FAR) was created in 1946 to house pile ZOE. Laboratories for fuel cycle research were installed in existing buildings at the site. Work was later concentrated on spent fuel reprocessing, in a pilot workshop referred to as the 'Usine Pu'. In the early sixties, after the dismantling of these first generation facilities, a radiochemistry laboratory dedicated to research and development work on reprocessing was constructed, designated Building 18. During the same decade, more buildings were added: Building 54, storehouses and offices, Building 91, a hall and laboratories for chemical engineering research on natural and depleted uranium. Together, these three building constitute NLF 57. Building 18 architecture featured four similar modules. Each module had three levels: a sub-level consisting of technical galleries and rooms for the liquid effluent tanks, a ground floor and roof space in which the ventilation was installed. Offices, change rooms, four laboratories and a hall were situated on the ground floor. The shielded lines were installed in the laboratories and the halls. Construction of the building took place between 1959 and 1962, and its commissioning began in 1961. The research and development programs performed in NLF 57 related to studies of the reprocessing of spent fuel, including dry methods and the Purex process, techniques for the treatment of waste (vitrification, alpha waste decontamination, etc.) as well as studies and production of transuranic elements for industry and research.     An overview is given on the development and the advantages of coupled codes which integrate 3D neutron kinetics into thermal-hydraulic system codes. The work performed within GRS by coupling the thermal-hydraulic system code ATHLET and the 3D neutronics code QUABOX/CUBBOX is described as an example. The application of the coupled codes as best-estimate simulation tools for safety analysis is discussed. Some examples from German licensing practices are given which demonstrate how the improved analytical methods of coupled codes have contributed to solve licensing issues related to optimized and more economical use of fuel.     Working safely and having a healthy respect for safety has always been important to the Corps of Engineers. Because we recognize the increased importance of safety to crane operations, we have developed this Training and Licensing program for all crane operators. What the guidelines and this program intends is, think before you act and thinking requires a knowledge base. We feel the following program strengthens the guidelines to enable competent as well as confident crane operations by our personnel. This document outlines the Corps of Engineer`s Land Based Crane Training and Licensing Program for Class I, II, and III operators. The Corps of Engineer`s Portland District Operation`s Division melded guidelines from industry with specific Corps regulations to produce this program. The Crane Licensing and Training program includes three crane operator classes. Each class discusses licensing, physical and academic requirements and performance evaluations. Other related personnel and their responsibilities are also discussed. These include rigger/signalmen, maintenance staff, and inspectors. A section on testing requirements for specific needs follows with a glossary at the end of this document.

    The 72nd Texas Legislature specifically delineated a 400-square-mile area in southeast Hudspeth County where siting activities would be limited. The Authority was given unprecedented powers of property access and eminent domain and expanded budget authority to conduct site selection, characterization, and licensing. In the summer of 1991, the Authority identified five general siting areas in the prescribed region, and in the fall of 1991, the Authority narrowed the siting area to one large ranch composed of about 16,000 acres--called the Faskin Ranch. Site characterization began in 1991 and will be complete by September 1993. In September 1991, Authority staff began preparing the license application and included all available information on the Faskin Ranch. At its February meeting, the Authority`s board directed staff to submit the license application to the Texas Water Commission (the new Texas radiation control agency). The license application was submitted on March 2, 1992, and on April 15, 1992, the Commission determined that the application was sufficiently complete to begin review. Discrete technical packages such as groundwater hydrology, surface water hydrology, design, etc., will be submitted to the agency for review on the completion of each package. A schedule has been developed to allow the regulators the maximum time possible to review critical technical areas while minimizing the total review period.

The LRDP was a Nuclear Energy Institute (NEI) program intended to assess the effectiveness of the guidance provided by NEI 95-10, Revision 0, {open_quotes}Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - The License Renewal Rule,{close_quotes} to implement the requirements of Title 10 of the Code of Federal Regulations, Part 54 (10 CFR Part 54), {open_quotes}Requirements for Renewal of Operating Licenses for Nuclear Power Plants.{close_quotes} In general, NEI 95-10 appeared to contain the basic guidance needed for scoping, screening, identifying aging effects, developing aging management programs, and performing time-limited aging analyses. However, inconsistent implementation of this guidance in some areas was an indication that clarification of existing guidance and/or the inclusion-of some new guidance may be needed for applicants to develop a license renewal program that is consistent with the intent of the rule.

    This report proposes potential research priorities for the Department of Energy (DOE) with the intent of improving the licensability of the Sodium Fast Reactor (SFR). In support of this project, five panels were tasked with identifying potential safety-related gaps in available information, data, and models needed to support the licensing of a SFR. The areas examined were sodium technology, accident sequences and initiators, source term characterization, codes and methods, and fuels and materials. It is the intent of this report to utilize a structured and transparent process that incorporates feedback from all interested stakeholders to suggest future funding priorities for the SFR research and development. While numerous gaps were identified, two cross-cutting gaps related to knowledge preservation were agreed upon by all panels and should be addressed in the near future. The first gap is a need to re-evaluate the current procedures for removing the Applied Technology designation from old documents. The second cross-cutting gap is the need for a robust Knowledge Management and Preservation system in all SFR research areas. Closure of these and the other identified gaps will require both a reprioritization of funding within DOE as well as a re-evaluation of existing bureaucratic procedures within the DOE associated with Applied Technology and Knowledge Management.

    Argonne National Laboratory is providing support to the US Department of Energy in the Global Nuclear Energy Partnership (GNEP) in certification of an advanced, sodium-cooled fast reactor. The reactor is to be constructed as a prototype for future commercial power reactors that will produce electricity while consuming actinides recovered from light water reactor spent fuel. This prototype reactor has been called the Advanced Burner Reactor, or ABR, and is now often referred to as the advanced recycle reactor. As part of its activities, Argonne is providing technical services to assist definition of a safety and licensing strategy for the ABR prototype, and to further implementation of the strategy. In FY06, an organizational meeting was held for DOE and its laboratory contractors to discuss licensing alternatives and review previous licensing experience for the Fast Flux Test Facility (FFTF) and the Clinch River Breeder Reactor Plant (CRBRP). Near the end of FY06, a report summarizing the discussions and conclusions was written. One of the top-level conclusions recorded in the report was a recommendation to follow a licensing strategy that included the US Nuclear Regulatory Commission (NRC) as the regulatory review and licensing authority. In FY07, activities ar Argonne to support safety and licensing progress have continued. These activities have focused on further evaluation of licensing alternatives; assessment of design, analysis, and documentation implications of licensing paths; and initial technical interactions with the Nuclear Regulatory Commission. This report summarizes FY07 activities.

    Typically, for energy efficiency and scalability purposes, sensor networks have been used in the context of environmental and traffic monitoring applications in which operations at the sensor level are not computationally intensive. But increasingly, sensor network applications require data and compute intensive sensors such video cameras and microphones. In this paper, we describe the design and implementation of two such systems: a vehicle classifier based on acoustic signals and a license plate identification system using a camera. The systems are implemented in an energy-efficient manner to the extent possible using commercially available hardware, the Mica motes and the Stargate platform. Our experience in designing these systems leads us to consider an alternate more flexible, modular, low-power mote architecture that uses a combination of FPGAs, specialized embedded processing units and sensor data acquisition systems.

The Prototype License Application Project was initiated by the Department of Energy`s National Low-Level Waste Management Program in early 1987 and completed in November 1988. As part of this project a prototype safety analysis report was developed. The safety analysis report evaluates the licensibility of an earth-mounded concrete bunker for a low-level radioactive waste (LLW) disposal facility located on a hypothetical site in the northeastern United States. The project required approximately five person-years and twenty months to develop.

    The EPRI FCODE-BETA fuel performance code is the mechanistic model portion for the SPEAR-BETA fuel reliability code, which was developed for EPRI by Entropy Limited. FCODE-BETA was assessed by Battelle, Pacific Northwest Laboratories, and Combustion Engineering, Inc., for adequacy in simulating fuel performance in fuel licensing proceedings. The assessment included a detailed review of those thermal and mechanical performance models of greatest importance to fuel licensing, including fission gas release, fuel temperatures, and cladding uniform strain. It was concluded that the code is inadequate for licensing calculations in its present form. Recommendations for modeling and usability improvements are made.

    This paper represents the Department of Energy Office of Nonproliferation Research and Development (NA-22) Simulations, Algorithms and Modeling (SAM) Program's first effort to identify and frame analytical methods and tools to aid export control professionals in effectively predicting proliferation intent; a complex, multi-step and multi-agency process. The report focuses on analytical modeling methodologies that alone, or combined, may improve the proliferation export control license approval process. It is a follow-up to an earlier paper describing information sources and environments related to international nuclear technology transfer. This report describes the decision criteria used to evaluate modeling techniques and tools to determine which approaches will be investigated during the final 2 years of the project. The report also details the motivation for why new modeling techniques and tools are needed. The analytical modeling methodologies will enable analysts to evaluate the information environment for relevance to detecting proliferation intent, with specific focus on assessing risks associated with transferring dual-use technologies. Dual-use technologies can be used in both weapons and commercial enterprises. A decision-framework was developed to evaluate which of the different analytical modeling methodologies would be most appropriate conditional on the uniqueness of the approach, data availability, laboratory capabilities, relevance to NA-22 and Office of Arms Control and Nonproliferation (NA-24) research needs and the impact if successful. Modeling methodologies were divided into whether they could help micro-level assessments (e.g., help improve individual license assessments) or macro-level assessment. Macro-level assessment focuses on suppliers, technology, consumers, economies, and proliferation context.     Expert panels comprised of subject matter experts identified at the U.S. National Laboratories (SNL, ANL, INL, ORNL, LBL, and BNL), universities (University of Wisconsin and Ohio State University), international agencies (IRSN, CEA, JAEA, KAERI, and JRC-IE) and private consultation companies (Radiation Effects Consulting) were assembled to perform a gap analysis for sodium fast reactor licensing. Expert-opinion elicitation was performed to qualitatively assess the current state of sodium fast reactor technologies. Five independent gap analyses were performed resulting in the following topical reports: (1) Accident Initiators and Sequences (i.e., Initiators/Sequences Technology Gap Analysis), (2) Sodium Technology Phenomena (i.e., Advanced Burner Reactor Sodium Technology Gap Analysis), (3) Fuels and Materials (i.e., Sodium Fast Reactor Fuels and Materials: Research Needs), (4) Source Term Characterization (i.e., Advanced Sodium Fast Reactor Accident Source Terms: Research Needs), and (5) Computer Codes and Models (i.e., Sodium Fast Reactor Gaps Analysis of Computer Codes and Models for Accident Analysis and Reactor Safety). Volume II of the Sodium Research Plan consolidates the five gap analysis reports produced by each expert panel, wherein the importance of the identified phenomena and necessities of further experimental research and code development were addressed. The findings from these five reports comprised the basis for the analysis in Sodium Fast Reactor Research Plan Volume I.

  5. Technical issues in licensing low-level radioactive waste facilities

    The California Department of Health Service spent two years in the review of an application for a low-level radioactive waste disposal facility in California. During this review period a variety of technical issues had to be evaluated and resolved. One of the first issues was the applicability and use of NRC guidance documents for the development of LLW disposal facilities. Other technical issues that required intensive evaluations included surface water hydrology, seismic investigation, field and numerical analysis of the unsaturated zone, including a water infiltration test. Source term verification became an issue because of one specific isotope that comprised more than 90% of the curies projected for disposal during the operational period. The use of trench liners and the proposed monitoring of the unsaturated zone were reviewed by a highly select panel of experts to provide guidance on the need for liners and to ensure that the monitoring system was capable of monitoring sufficient representative areas for radionuclides in the soil, soil gas, and soil moisture. Finally, concerns about the quality of the preoperational environmental monitoring program, including data, sample collection procedures, laboratory analysis, data review and interpretation and duration of monitoring caused a significant delay in completing the licensing review.

    The U.S. Department of Energy (DOE) Office of Civilian Radioactive Waste Management is in the process of preparing the Yucca Mountain license application for submission to the Nuclear Regulatory Commission as the nation’s first geologic repository for spent nuclear fuel (SNF) and high-level waste. Because the DOE SNF will be part of the license application, there are various components of the license application that will require information relative to the DOE SNF. The National Spent Nuclear Fuel Program (NSNFP) is the organization that directs the research, development, and testing of treatment, shipment, and disposal technologies for all DOE SNF. This report documents the work activities conducted by the NSNFP and discusses the relationship between these NSNFP technical activities and the license application. A number of the NSNFP activities were performed to provide risk insights and understanding of DOE SNF disposal as well as to prepare for anticipated questions from the regulatory agency.

    The purpose of our inspection was to review the Department of Energy`s (Energy) export licensing process for dual-use and military (munitions) commodities subject to nuclear nonproliferation controls. Specifically, we reviewed Energy`s authorities, procedures, and policies pertaining to the export licensing process and examined procedures for safeguarding data transmitted between Energy and other agencies involved in the export licensing process. We also reviewed Energy`s role as a member of the Subgroup on Nuclear Export Coordination. Our review of the sample of 60 export cases did not find evidence to lead us to believe that Energy`s recommendations for these cases were inappropriate or incorrect. We identified, however, problems regarding management systems associated with the export license review process. We found that without documentation supporting export licensing decisions by the Export Control Operations Division (ECOD), we could not determine whether ECOD analysts considered all required criteria in their review of export cases referred to Energy. For example, we found that the ECOD did not retain records documenting the bases for its advice, recommendations, or decisions regarding its reviews of export license cases or revisions to lists of controlled commodities and, therefore, was not in compliance with certain provisions of the Export Administration Act, as amended, and Energy records management directives. Additionally, we found that the degree of compliance by Energy with the export licensing review criteria contained in the Export Administration Regulations and the Nuclear Non-Proliferation Act of 1978 could not be determined because ECOD did not retain records documenting the bases for its advice and recommendations on export cases.

    IBERDROLA (Spanish utility) and IBERDROLA INGENIERIA (engineering branch) have been developing during the last 2 yr the 110% Extended Power Uprate Project for Cofrentes BWR-6. IBERDROLA has available an in-house design and licensing reload methodology that has been approved in advance by the Spanish Nuclear Regulatory Authority. This methodology has been applied to perform the nuclear design and the reload licensing analysis for Cofrentes cycles 12 and 13 and to develop a significant number of safety analyses of the Cofrentes Extended Power.Because the scope of the licensing process of the Cofrentes Extended Power Uprate exceeds the range of analysis included in the Cofrentes generic reload licensing process, it has been required to extend the applicability of the Cofrentes RETRAN model to the analysis of new transients. This is the case of the total loss of feedwater (TLFW) transient.The content of this paper shows the benefits of having an in-house design and licensing methodology and describes the process to extend the applicability of the Cofrentes RETRAN model to the analysis of new transients, particularly in this paper the TLFW transient.

    In recent years, increased national attention has been focused on the potential effects of renewing, or not renewing, the licenses of nuclear power plants as the oldest of them approach the end of the 40-year operating period allowed by their original licenses. As part of a larger study for the US Nuclear Regulatory commission (NRC), the authors conducted an assessment of the potential socioeconomic impacts to those communities throughout the country in which nuclear power plants are located and which, therefore, are most directly affected by renewal of nuclear power plant licenses. This paper focuses on six key issues that are traditionally considered essential in the assessment of social impacts: Population; housing; tax payments; local public services; land use and development; and economic structure.

    In 1982, the U.S. Congress passed the Nuclear Waste Policy Act, a Federal law that established U.S. policy for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Congress amended the Act in 1987, directing the Department of Energy to study only Yucca Mountain, Nevada as the site for a permanent geologic repository. As the law mandated, the Department evaluated Yucca Mountain to determine its suitability as the site for a permanent geologic repository. Decades of scientific studies demonstrated that Yucca Mountain would protect workers, the public, and the environment during the time that a repository would be operating and for tens of thousands of years after closure of the repository. A repository at this remote site would also: preserve the quality of the environment; allow the environmental cleanup of Cold War weapons facilities; provide the nation with additional protection from acts of terrorism; and support a sound energy policy. Throughout the scientific evaluation of Yucca Mountain, there has been no evidence to disqualify Yucca Mountain as a suitable site for the permanent disposal of spent nuclear fuel and high-level radioactive waste. Upon completion of site characterization, the Secretary of Energy considered the results and concluded that a repository at Yucca Mountain would perform in a manner that protects public health and safety. The Secretary recommended the site to the President in February 2002; the President agreed and recommended to Congress that the site be approved. The Governor of Nevada submitted a notice of disapproval, and both houses of Congress acted to override the disapproval. In July 2002, the President's approval allowed the Department to begin the process of submittal of a license application for Yucca Mountain as the site for the nation's first repository for spent nuclear fuel and high-level radioactive waste.     If Yucca Mountain, Nevada is designated as the site for development of a geologic repository for disposal of spent nuclear fuel and high-level radioactive waste, the Department of Energy (DOE) must obtain Nuclear Regulatory Commission (NRC) approval first for repository construction, then for an operating license, and, eventually, for repository closure and decommissioning. The licensing criteria defined in Code of Federal Regulations, Title 10, Part 63 (10 CFR Part 63) establish the basis for these NRC decisions. Submittal of a license application (LA) to the NRC for authorization to construct a repository at the Yucca Mountain site is, at this point, only a potential future action by the DOE. The policy process defined in the Nuclear Waste Policy Act (NWPA), as amended, for recommendation and designation of Yucca Mountain as a repository site makes it difficult to predict whether or when the site might be designated. The DOE may only submit a LA to the NRC if the site designation takes effect. In spite of this uncertainty, the DOE must take prudent and appropriate action now, and over the next several years, to prepare for development and timely submittal of a LA. This is particularly true given the need for the DOE to develop, load, and certify the operation of its electronic information system to provide access to its relevant records as part of the licensing support network (LSN) in compliance with NRC requirements six months prior to LA submittal. The DOE must also develop a LA, which is a substantially different document from those developed to support a Site Recommendation (SR) decision. The LA must satisfy NRC licensing criteria and content requirements, and address the acceptance criteria defined by the NRC in its forthcoming Yucca Mountain Review Plan (YMRP). The content of the LA must be adequate to facilitate NRC acceptance and docketing for review, and the LA and its supporting documents must provide the documented basis for the NR C findings required

    A probabilistic risk assessment (PRA) approach is proposed to be used to scrutinize selection of accident sequences. A technique is described in this Licensing Topical Report to identify candidates for Design Basis Accidents (DBAs) utilizing the risk assessment results. As a part of this technique, it is proposed that events with frequencies below a specified limit would not be candidates. The use of the methodology described is supplementary to the traditional, deterministic approach and may result, in some cases, in the selection of multiple failure sequences as DBAs; it may also provide a basis for not considering some traditionally postulated events as being DBAs. A process is then described for selecting a list of DBAs based on the candidates from PRA as supplementary to knowledge and judgments from past licensing practice. These DBAs would be the events considered in Chapter 15 of Safety Analysis Reports of high-temperature gas-cooled reactors (HTGRs).

    In February 2009, the Office of Inspector General received a letter from Congressman Mark Steven Kirk of Illinois, which included constituent allegations that an exclusive technology licensing agreement by Argonne National Laboratory was tainted by inadequate competition, conflicts of interest, and other improprieties. The technology in question was for the Program for Response Options and Technology Enhancements for Chemical/Biological Terrorism, commonly referred to as PROTECT. Because of the importance of the Department of Energy's technology transfer program, especially as implementation of the American Recovery and Reinvestment Act matures, we reviewed selected aspects of the licensing process for PROTECT to determine whether the allegations had merit. In summary, under the facts developed during our review, it was understandable that interested parties concluded that there was a conflict of interest in this matter and that Argonne may have provided the successful licensee with an unfair advantage. In part, this was consistent with aspects of the complaint from Congressman Kirk's constituent.

  18. Testing, licensing, and code requirements for seismic isolation systems (for nuclear power plants)

    The use of seismic isolation as an earthquake hazard mitigation strategy for nuclear reactor power plants is rapidly receiving interest throughout the world. Seismic isolation has already been used on at least two French PWR plants, was to have been used for plants to be built in Iran, and is under serious consideration for advanced LMR plants (in the US, UK, France, and Japan). In addition, there is a growing use of seismic isolation throughout the world for other critical facilities such as hospitals, emergency facilities, buildings with very high-cost equipment (e.g., computers) and as a strategy to reduce loss of life and expensive equipment in earthquakes. Such a design approach is in complete contrast to the conventional seismic design strategy in which the structure and components are provided with sufficient strength and ductility to resist the earthquake forces and to prevent structural collapses or failure. The use of seismic isolation for nuclear plants can, therefore, be expected to be a significant licensing issue. For isolation, the licensing process must shift away in large measure from the superstructure and concentrate on the behavior of the seismic isolation system. This paper is not intended to promote the advantages of seismic isolation system, but to explore in some detail those technical issues which must be satisfactorily addressed to achieve full licensability of the use of seismic isolation as a viable, attractive and economical alternative to current traditional design approaches. Special problems and topics associated with testing and codes and standards development are addressed. A positive program for approach or strategy to secure licensing is presented.

    Export of commodities, encouraged by both the private sector and the Federal Government, helps to improve our position in the global economy and is in the national interest of the US. However, exports of commodities or technologies, without regard to whether they may significantly contribute to the military potential of individual countries or combination of countries or enhance the proliferation of weapons of mass destruction, may adversely affect the national security of the US. The Federal Government, therefore, implements several laws, Executive Orders, and regulations to control the export of certain commodities and technologies. These commodities and technologies require a license for export. Some of the controlled items are designated as ''dual-use,'' that is, commodities and technologies that have both civilian and military application. Some dual-use commodities are designated as ''nuclear dual-use''--items controlled for nuclear nonproliferation purposes. Another group of controlled commodities is designated as munitions, which are goods and technologies that have solely military uses. The Department of Energy (Energy) conducts reviews of export license applications for nuclear dual-use items and certain munitions. On August 26, 1998, the Chairman of the Senate Committee on Governmental Affairs requested that the Inspectors General from the Departments of Commerce, Defense, Energy, State, and Treasury, and the Central Intelligence Agency (CIA), update and expand on a 1993 interagency review conducted by the Inspectors General of the Departments of Commerce, Defense, Energy, and State of the export licensing processes for dual-use and munitions commodities.

  3. Uranium-Loaded Water Treatment Resins: 'Equivalent Feed' at NRC and Agreement State-Licensed Uranium Recovery Facilities - 12094

    Community Water Systems (CWSs) are required to remove uranium from drinking water to meet EPA standards. Similarly, mining operations are required to remove uranium from their dewatering discharges to meet permitted surface water discharge limits. Ion exchange (IX) is the primary treatment strategy used by these operations, which loads uranium onto resin beads. Presently, uranium-loaded resin from CWSs and mining operations can be disposed as a waste product or processed by NRC- or Agreement State-licensed uranium recovery facilities if that licensed facility has applied for and received permission to process 'alternate feed'. The disposal of uranium-loaded resin is costly and the cost to amend a uranium recovery license to accept alternate feed can be a strong disincentive to commercial uranium recovery facilities. In response to this issue, the NRC issued a Regulatory Issue Summary (RIS) to clarify the agency's policy that uranium-loaded resin from CWSs and mining operations can be processed by NRC- or Agreement State-licensed uranium recovery facilities without the need for an alternate feed license amendment when these resins are essentially the same, chemically and physically, to resins that licensed uranium recovery facilities currently use (i.e., equivalent feed). NRC staff is clarifying its current alternate feed policy to declare IX resins as equivalent feed. This clarification is necessary to alleviate a regulatory and financial burden on facilities that filter uranium using IX resin, such as CWSs and mine dewatering operations. Disposing of those resins in a licensed facility could be 40 to 50 percent of the total operations and maintenance (O and M) cost for a CWS. Allowing uranium recovery facilities to treat these resins without requiring a license amendment lowers O and M costs and captures a valuable natural resource. (authors)

    Iberdrola (spanish utility) and Iberdrola Ingenieria (engineering branch) have been developing during the last two years the 110% Extended Power Up-rate Project (EPU 110%) for Cofrentes BWR-6. IBERDROLA has available an in-house design and licensing reload methodology that has been approved by the Spanish Nuclear Regulatory Authority. This methodology has been already used to perform the nuclear design and the reload licensing analysis for Cofrentes cycles 12 to 14. The methodology has been also applied to develop a significant number of safety analysis of the Cofrentes Extended Power Up-rate including: Reactor Heat Balance, Core and Fuel performance, Thermal Hydraulic Stability, ECCS LOCA Evaluation, Transient Analysis, Anticipated Transient Without Scram (ATWS) and Station Blackout (SBO) Since the scope of the licensing process of the Cofrentes Extended Power Up-rate exceeds the range of analysis included in the Cofrentes generic reload licensing process, it has been required to extend the applicability of the Cofrentes licensing methodology to the analysis of new transients. This is the case of the TLFW transient. The content of this paper shows the benefits of having an in-house design and licensing methodology, and describes the process to extend the applicability of the methodology to the analysis of new transients. The case of analysis of Total Loss of Feedwater with the Cofrentes Retran Model is included as an example of this process. (authors)

  5. Site selection and licensing issues: Southwest Compact low-level radioactive waste disposal site

    The low-level radioactive waste disposal site in California is being selected through a three-phase program. Phase 1 is a systematic statewide, regional, and local screening study. This program was conducted during 1986 and 1987, and culminated in the selection of three candidate sites fur further study. The candidate sites are identified as the Panamint, Silurian, and Ward Valley sites. Phase 2 comprises site characterization and environmental and socio-economic impact study activities at the three candidate sites. Based upon the site characterization studies, the candidate sites are ranked according to the desirability and conformance with regulatory requirements. Phase 3 comprises preparation of a license application for the selected candidate site. The license application will include a detailed characterization of the site, detailed design and operations plans for the proposed facility, and assessments of potential impacts of the site upon the environment and the local communities. Five types of siting criteria were developed to govern the site selection process. These types are: technical suitability exclusionary criteria, high-avoidance criteria beyond technical suitability requirements, discretionary criteria, public acceptance, and schedule requirements of the LLWR Policy Act Amendments. This paper discusses the application of the hydrological and geotechnical criteria during the siting and licensing studies in California. These criteria address site location and performance, and the degree to which present and future site behavior can be predicted. Primary regulatory requirements governing the suitability of a site are that the site must be hydrologically and geologically simple enough for the confident prediction of future behavior, and that the site must be stable enough that frequent or intensive maintenance of the closed site will not be required.     The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework.     On August 29, 1988, the US Nuclear Regulatory Commission (NRC) issued an Advance Notice of Proposed Rulemaking on nuclear plant license renewal and solicited public comments on NUREG-1317, ''Regulatory Options for Nuclear Plant License Renewal.'' NUREG-1317 presents a discussion of fifteen topics involving technical, environmental, and procedural issues and poses a set of related questions. As part of its ongoing task for the NRC, The MITRE Corporation has summarized and analyzed the public comments received. Fifty-three written comments were received. Of these, 83 percent were from nuclear industry representatives; the remaining comments represented federal and state agencies, public interest groups, and a private citizen.

    Public use of nuclear byproducts, especially radioactive isotopes, will require approval by various regulatory agencies. Use of cesium-137 as an irradiation source for sterilizing medical products will require US Nuclear Regulatory Commission (NRC) approval. Two applications have been filed with NRC, and approval is expected soon. Widespread use of irradiation for food products depends on a favorable ruling by the Food and Drug Administration (FDA). A ruling is pending that would permit irradiation of fruits and vegetables up to 100 krad. NRC also controls the use of isotopes in remote power generators, but little regulatory action has been required in recent years. Recent development of radioluminescent (RL) lighting for runway lights has led to interest by commercial manufacturers.     After more than 20 years of carefully planned and reviewed scientific field work by the U.S. Department of Energy, the U.S. Geological Survey, and numerous other organizations, Secretary of Energy Abraham concluded in January that the Yucca Mountain site is suitable, within the meaning of the Nuclear Waste Policy Act, for development as a permanent nuclear waste and spent fuel repository. In February, the Secretary recommended to the President that the site be developed for licensed disposal of these wastes, and the President transmitted this recommendation to Congress. This paper summarizes key technical and national interest considerations that provided the basis for the recommendation. It also discusses the program's near-term plans for repository development if Congress designates the site.

  5. Web-Based Training on Reviewing Dose Modeling Aspects of NRC Decommissioning and License Termination Plans

    NRC licensees at decommissioning nuclear facilities submit License Termination Plans (LTP) or Decommissioning Plans (DP) to NRC for review and approval. To facilitate a uniform and consistent review of these plans, the NRC developed training for its staff. A live classroom course was first developed in 2005, which targeted specific aspects of the LTP and DP review process related to dose-based compliance demonstrations or modeling. A web-based training (WBT) course was developed in 2006 and 2007 to replace the classroom-based course. The advantage of the WBT is that it will allow for staff training or refreshers at any time, while the advantage of a classroom-based course is that it provides a forum for lively discussion and the sharing of experience of classroom participants. The objective of this course is to train NRC headquarters and regional office staff on how to review sections of a licensee's DP or LTP that pertain to dose modeling. The DP generally refers to the decommissioning of non-reactor facilities, while the LTP refers specifically to the decommissioning of reactors. This review is part of the NRC's licensing process, in which the NRC determines if a licensee has provided a suitable technical basis to support derived concentration guideline levels (DCGLs)1 or dose modeling analyses performed to demonstrate compliance with dose-based license termination rule criteria. This type of training is one component of an organizational management system. These systems 'use a range of practices to identify, create, represent, and distribute knowledge for reuse, awareness and learning'.   8. Licensing of spent fuel dry storage and consolidated rod storage: A Review of Issues and Experiences

    The results of this study, performed by Pacific Northwest Laboratory (PNL) and sponsored by the US Department of Energy (DOE), respond to the nuclear industry's recommendation that a report be prepared that collects and describes the licensing issues (and their resolutions) that confront a new applicant requesting approval from the US Nuclear Regulatory Commission (NRC) for dry storage of spent fuel or for large-scale storage of consolidated spent fuel rods in pools. The issues are identified in comments, questions, and requests from the NRC during its review of applicants' submittals. Included in the report are discussions of (1) the 18 topical reports on cask and module designs for dry storage fuel that have been submitted to the NRC, (2) the three license applications for dry storage of spent fuel at independent spent fuel storage installations (ISFSIs) that have been submitted to the NRC, and (3) the three applications (one of which was later withdrawn) for large-scale storage of consolidated fuel rods in existing spent fuel storage pools at reactors that were submitted tot he NRC. For each of the applications submitted, examples of some of the issues (and suggestions for their resolutions) are described. The issues and their resolutions are also covered in detail in an example in each of the three subject areas: (1) the application for the CASTOR V/21 dry spent fuel storage cask, (2) the application for the ISFSI for dry storage of spent fuel at Surry, and (3) the application for full-scale wet storage of consolidated spent fuel at Millstone-2. The conclusions in the report include examples of major issues that applicants have encountered. Recommendations for future applicants to follow are listed. 401 refs., 26 tabs.

    The Endangered Species Act (ESA) of 1973, as amended, and related implementing regulations of the jurisdictional federal agencies, the U.S. Departments of Commerce and Interior, at 50 CFR Part 17. 1, et seq., require that federal agencies ensure that any action authorized, funded, or carried out under their jurisdiction is not likely to jeopardize the continued existence of any threatened or endangered species or result in the destruction or adverse modification of critical habitats for such species. The issuance and maintenance of a federal license, such as a construction permit or operating license issued by the U.S. Nuclear Regulatory Commission (NRC) for a commercial nuclear power generating facility is a federal action under the jurisdiction of a federal agency, and is therefore subject to the provisions of the ESA. The U.S. Department of the Interior (through the Fish and Wildlife Service), and the U.S. Department of Commerce, share responsibility for administration of the ESA. The National Marine Fisheries Service (NMFS) deals with species that inhabit marine environments and anadromous fish, while the U.S. Fish and Wildlife Service (USFWS) is responsible for terrestrial and freshwater species and migratory birds. A species (or other distinct taxonomic unit such as subspecies, variety, and for vertebrates, distinct population units) may be classified for protection as `endangered` when it is in danger of extinction within the foreseeable future throughout all or a significant portion of its range. A `threatened` classification is provided to those animals and plants likely to become endangered within the foreseeable future throughout all or a significant portion of their ranges. As of February 1997, there were about 1067 species listed under the ESA in the United States. Additionally there were approximately 125 species currently proposed for listing as threatened or endangered, and another 183 species considered to be candidates for formal listing proposals.

  10. Evaluating the Probabilistic Land-Use Scenarios in the Radiological Dose Assessment for License Termination

    A recent trend in establishing regulatory policy regarding environmental cleanup has been the adoption of a risk-informed decision approach. This approach places an emphasis on the development of a defensible technical basis upon which cleanup decisions can be understood and accepted by stakeholders. The process has been exemplified by the U.S. Nuclear Regulatory Commission's (NRC's) approach to implement its License Termination Rule in Title 10, Part 20, Subpart E of the Code of Federal Regulations (10 CFR 20, Subpart E), for which probabilistic radiological dose assessment has been a key technical element for demonstrating compliance. Further guidance including NUREG-1757 and its supplemental document are also prepared for this purpose. The approach also entails extensive data collection to cover the range of parameter variability, along with interpretations of the probabilistic dose results and demonstration of compliance. One major remaining issue, however, involves the future use of the land following cleanup. Land use is a key factor that may profoundly influence dose assessment, which in turn will affect the level of cleanup and therefore the associated costs. Despite this, incorporation of land-use considerations into the current probabilistic dose assessment approach has not actually been performed in the regulatory process. In order to address the issue, a study was initiated to evaluate the potential influence of land use on dose analysis, to understand the possible ramifications in cleanup decision-making. A probabilistic distribution based on land use was developed as input into the probabilistic RESRAD analysis for the demonstration of this approach.. This results in an understanding of the characteristics of dose distributions as exhibited by various land-use scenarios. By factoring in the probability distribution of land-use scenarios, the potential 'levels of conservatism' can be explicitly defined and evaluated. The results allow the

  11. SCALE: A modular code system for performing standardized computer analyses for licensing evaluation

    This Manual represents Revision 5 of the user documentation for the modular code system referred to as SCALE. The history of the SCALE code system dates back to 1969 when the current Computational Physics and Engineering Division at Oak Ridge National Laboratory (ORNL) began providing the transportation package certification staff at the U.S. Atomic Energy Commission with computational support in the use of the new KENO code for performing criticality safety assessments with the statistical Monte Carlo method. From 1969 to 1976 the certification staff relied on the ORNL staff to assist them in the correct use of codes and data for criticality, shielding, and heat transfer analyses of transportation packages. However, the certification staff learned that, with only occasional use of the codes, it was difficult to become proficient in performing the calculations often needed for an independent safety review. Thus, shortly after the move of the certification staff to the U.S. Nuclear Regulatory Commission (NRC), the NRC staff proposed the development of an easy-to-use analysis system that provided the technical capabilities of the individual modules with which they were familiar. With this proposal, the concept of the Standardized Computer Analyses for Licensing Evaluation (SCALE) code system was born. This manual covers an array of modules written for the SCALE package, consisting of drivers, system libraries, cross section and materials properties libraries, input/output routines, storage modules, and help files.

    This guidebook focuses on cogeneration development. It is one of a series of four guidebooks recently prepared to introduce the energy developer to the federal, state and local agencies that regulate energy facilities in Idaho, Montana, Oregon, and Washington (the Bonneville Power Administration Service Territory). It was prepared specifically to help cogeneration developers obtain the permits, licenses and approvals necessary to construct and operate a cogeneration facility. The regulations, agencies and policies described herein are subject to change. Changes are likely to occur whenever energy or a project becomes a political issue, a state legislature meets, a preexisting popular or valuable land use is thought threatened, elected and appointed officials change, and new directions are imposed on states and local governments by the federal government. Accordingly, cogeneration developers should verify and continuously monitor the status of laws and rules that might affect their plans. Developers are cautioned that the regulations described herein may only be a starting point on the road to obtaining all the necessary permits.

  13. A review of the new ISC-PRIME model and implications for power plant licensing in Maryland

    The Maryland Department of Natural Resources (DNR) Power Plant Research Program (PPRP) manages the consolidated review of environmental, engineering, socioeconomic, cost, and need issues that new and modified power plants in Maryland must address as part of the power plant licensing process. Power plant licensing cases in Maryland have included the addition or replacement of small diesel or combustion turbine electrical generation units, or the addition of new, larger simple-cycle combustion turbine units. Air quality modeling, including an assessment of the effects of building downwash, is often a part of the licensing process. The Electric Power Research Institute (EPRI) has sponsored the development of an improved building downwash model through its PRIME (Plume Rise Model Enhancements) project, involving the design and development of algorithms intended to address deficiencies in the widely used ISCST3. EPA recently provided a version of ISC that incorporates the PRIME model (ISC-PRIME) for review and comment by the public prior to deciding on the suitability and regulatory status of ISC-PRIME. The present paper focuses on a systematic evaluation of ISC-PRIME as it relates to short stacks with exhaust characteristics similar to diesel generators and combustion turbines, using both routine hourly meteorology and synthesized meteorological data covering a wide variety of stability and wind speed combinations. The goals of the paper are two-fold: first, to understand and explain the implications of this new model for power plant licensing decisions in the State of Maryland; and second, to broaden the experience base of the potential ISC-PRIME user community with information on model performance details that are not otherwise readily available.

Full text of publication follows: Implementation of the comprehensive de-licensing process for the West Jefferson North (WJN) facility was documented through the Final Certification of Completion. The Final Certification of Completion summarizes the performance and results of the final status surveys of the affected and unaffected areas of the West Jefferson North (WJN) site as part of the completion of the Columbus Closure Project (CCP). Final status survey processes adhered to the requirements of the 'Radiological Characterization and Final Status Plan for Battelle Columbus Laboratories Decommissioning Project, West Jefferson Site' DD-97-02, Rev. 0 (hereinafter DD-97-02), as reflecting the requirements of draft NUREG 5849. Surveys were performed throughout the decommissioning and remediation activities performed at the WJN and documented in Final Status Survey Reports (FSSR). Throughout the project, the CCP activity engaged the oversight of the US Department of Energy (DOE), the Battelle Memorial Institute (BMI), and the Environmental Survey and Site Assessment Program (ESSAP) of the Oak Ridge Institute for Science and Education (ORISE). The ESSAP of the ORISE fulfilled the Independent Verification Contractor (IVC) role for the CCP under contract to the Oak Ridge Office of the DOE. The US Nuclear Regulatory Commission (NRC) also performed independent review of the in-process final status surveys. The FSSR, in conjunction with the IVC Letter Reports and the NRC inspection reports, document that the endpoint criteria objectives of the NRC-approved Decommissioning Plan have been met for WJN site as covered by the CCP.   15. Assessment of the US regulations for fissile exemptions and fissile material general licenses

    The paragraphs for general licenses for fissile material and exemptions (often termed exceptions in the international community) for fissile material have long been a part of the US Code of Federal Regulations (CFR) 10 CFR Part 71, Packaging and Transportation of Radioactive Material. More recently, the Nuclear Regulatory Commission (NRC) issued a final rule on Part 71 via emergency rule-making procedures in order to address an identified deficiency related to one of the fissile exemptions. To address the specified deficiency in a general fashion, the emergency rule adopted the approach of the 1996 Edition of the IAEA: Regulations for the Safe Transport of Radioactive Material (IAEA 1996), which places restrictions on certain moderating materials and limits the quantity of fissile material in a consignment. The public comments received by the NRC indicated general agreement with the need for restrictions on certain moderators (beryllium, deuterium, and graphite). The comments indicated concern relative to both the degree of restriction imposed (not more than 0.1% of fissile material mass) and the need to limit the fissile material mass of the consignment, particularly in light of the subsequent NRC staff position that the true intent was to provide control for limiting the fissile mass of the conveyance. The purpose of the review is to identify potential deficiencies that might be adverse to maintaining adequate subcriticality under normal conditions of transport and hypothetical accident conditions. In addition, ORNL has been asked to identify changes that would address any identified safety issues, enable inherently safe packages to continue to be unencumbered in transport, and seek to minimize the impact on current safe practices.

  16. Resolution of thermal-hydraulic safety and licensing issues for the system 80+{sup {trademark}} design

    The System 80+{sup {trademark}} Standard Design is an evolutionary Advanced Light Water Reactor (ALWR) with a generating capacity of 3931 MWt (1350 MWe). The Final Design Approval (FDA) for this design was issued by the Nuclear Regulatory Commission (NRC) in July 1994. The design certification by the NRC is anticipated by the end of 1995 or early 1996. NRC review of the System 80+ design has involved several new safety issues never before addressed in a regulatory atmosphere. In addition, conformance with the Electric Power Research Institute (EPRI) ALWR Utility Requirements Document (URD) required that the System 80+ plant address nuclear industry concerns with regard to design, construction, operation and maintenance of nuclear power plants. A large number of these issues/concerns deals with previously unresolved generic thermal-hydraulic safety issues and severe accident prevention and mitigation. This paper discusses the thermal-hydraulic analyses and evaluations performed for the System 80+ design to resolve safety and licensing issues relevant to both the Nuclear Stream Supply System (NSSS) and containment designs. For the NSSS design, the Safety Depressurization System mitigation capability and resolution of the boron dilution concern are described. Examples of containment design issues dealing with containment shell strength, robustness of the reactor cavity walls and hydrogen mixing under severe accident conditions are also provided. Finally, the overall approach used in the application of NRC`s new (NUREG-1465) radiological source term for System 80+ evaluation is described. The robustness of the System 80+ containment design to withstand severe accident consequences was demonstrated through detailed thermal-hydraulic analyses and evaluations. This advanced design to shown to meet NRC severe accident policy goals and ALWR URD requirements without any special design features and unnecessary costs.

    In December 1987, Nebraska was selected by the Central Interstate Compact (CIC) Commission as the host state for the construction of a low-level radioactive waste disposal facility. After spending a year in the site screening process, the Compact`s developer, US Ecology, selected three sites for detailed site characterization. These sites were located in Nemaha, Nuckolls and Boyd Counties. One year later the Boyd County site was selected as the preferred site and additional site characterization studies were undertaken. On July 29, 1990, US Ecology submitted a license application to the Nebraska Department of Environmental Control (now Department of Environmental Quality-NDEQ). This paper will present issues that the NDEQ has dealt with since Nebraska`s selection as the host state for the CIC facility.

  1. Development and Assessment of the Appendix K Version of RELAP5-3D for LOCA Licensing Analysis

    In light water reactors, particularly the pressurized water reactor (PWR), the severity of a loss-of-coolant accident (LOCA) would limit how high the reactor power can operate. Although the best-estimate LOCA licensing methodology can provide the greatest margin on the peak cladding temperature (PCT) evaluation during a LOCA, it generally takes much more resources to develop. Instead, implementation of evaluation models required by Appendix K of 10CFR50 on an advanced thermal-hydraulic platform such as RELAP5, TRAC, etc., also can gain significant margin for the PCT calculation. Through compliance evaluation against Appendix K of 10CFR50, all of the required evaluation models have been implemented in RELAP5-3D. To verify and assess the development of the Appendix K version of RELAP5-3D, nine kinds of separate-effects experiments and eight sets of LOCA integral experiments were adopted. Through the assessments against separate-effects experiments, the success of the code modification in accordance with Appendix K of 10CFR50 was demonstrated. Besides, one set of a typical integral large-break LOCA from Loss-of-Fluid Test Facility experiments (L2-5) has also been applied to preliminarily evaluate the integral performance of the Appendix K version of RELAP5-3D. The PCT predicted by the evaluation models is greater than the one from best-estimate calculation in the whole LOCA history with the conservatism of 150 K, and the measured PCTs of L2-5 are also well bounded by the evaluation model calculation. Another seven sets of integral-effect experiments will be further applied in the next step to ensure the reasonable integral conservatism of the newly developed LOCA licensing analysis code (RELAP5-3DK/INER), which can cover all the phases of both large- and small LOCA in one code.

The advantage of the WBT is that it will allow for staff training or refreshers at any time, while the advantage of a classroom-based course is that it provides a forum for lively discussion and the sharing of experience of classroom participants. The training course consists of the core and advanced modules tailored to specific NRC job functions. Topics for individual modules include identifying the characteristics of simple and complex sites, identifying when outside expertise or consultation is needed, demonstrating how to conduct acceptance and technical reviews of dose modeling, and providing details regarding the level of justification needed for realistic scenarios for both dose modeling and derivation of DCGLs. Various methods of applying probabilistic uncertainty analysis to demonstrate compliance with dose-based requirements are presented.   10. Optimizing the front end test stand high performance H{sup -} ion source at RAL

    The aim of the front end test stand project is to demonstrate that chopped low energy H{sup -} beams of high quality can be produced. The beam line currently consists of the ion source, a 3 solenoid low energy beam transport and a suite of diagnostics. A brief status report of the radio frequency quadrupole is given. This paper details the work to optimize the ion source performance. A new high power pulsed discharge power supply with greater reliability has been developed to allow long term, stable operation at 50 Hz with a 60 A, 2.2 ms discharge pulse and up to 100 A at 1.2 ms. The existing extraction power supply has been modified to operate up to 22 kV. Results from optical spectroscopy measurements and their application to source optimization are summarized. Source emittances and beam currents of 60 mA are reported.

  12. Emergency preparedness source term development for the Office of Nuclear Material Safety and Safeguards-Licensed Facilities

    In order to establish requirements for emergency preparedness plans at facilities licensed by the Office of Nuclear Materials Safety and Safeguards, the Nuclear Regulatory Commission (NRC) needs to develop source terms (the amount of material made airborne) in accidents. These source terms are used to estimate the potential public doses from the events, which, in turn, will be used to judge whether emergency preparedness plans are needed for a particular type of facility. Pacific Northwest Laboratory is providing the NRC with source terms by developing several accident scenarios for eleven types of fuel cycle and by-product operations. Several scenarios are developed for each operation, leading to the identification of the maximum release considered for emergency preparedness planning (MREPP) scenario. The MREPP scenarios postulated were of three types: fire, tornado, and criticality. Fire was significant at oxide fuel fabrication, UF/sub 6/ production, radiopharmaceutical manufacturing, radiopharmacy, sealed source manufacturing, waste warehousing, and university research and development facilities. Tornadoes were MREPP events for uranium mills and plutonium contaminated facilities, and criticalities were significant at nonoxide fuel fabrication and nuclear research and development facilities. Techniques for adjusting the MREPP release to different facilities are also described.

    Thirteen papers are presented in volume 3. The seven papers on waste characterization discuss sampling, analysis, and certification techniques for low-level radioactive wastes. The last three papers discuss the licensing studies for earth-mounded concrete bunkers for LLW disposal. Papers have been processed separately for inclusion on the data base.

    This abstract describes the application of the new decommissioning regulation on all Nuclear Licensed Facilities (NLF is to say INB in French) at Fontenay-aux-Roses's Center (CEA/FAR). The decommissioning process has been applied in six buildings which are out of the new nuclear perimeter proposed (buildings no 7, no 40, no 94, no 39, no 52/1 and no 32) and three buildings have been reorganized (no 54, no 91 and no 53 instead of no 40 and no 94) in order to increase the space for temporary nuclear waste disposal and to reduce the internal transports of nuclear waste on the site. The advantages are the safety and radioprotection improvements and a lower operating cost. A global safety file was written in 2002 and 2003 and was sent to the French Nuclear Authority on November 2003. The list of documents required is given in the paragraph I of this paper. The main goals were two ministerial decrees (one decree for each NLF) getting the authorization to modify the NLF perimeter and to carry out cleaning and dismantling activities leading to the whole decommissioning of all NLF. Some specific authorizations were necessary to carry out the dismantling program during the decommissioning procedure. They were delivered by the French Nuclear Safety Authority (FNSA) or with limited delegation by the General Executive Director (GED) on the CEA Fontenay-aux-Roses's Center, called internal authorization. Full text of publication follows: Nuclear Site License Holders within the United Kingdom are increasingly re-examining the options available for disposal of solid waste produced during routine operations and decommissioning activities. The incentives to do so include: 'Compliance with the requirement to minimise radioactive waste, as stipulated in Disposal Authorisations issued by the Environment Agency' Reducing the burden on the UK Low Level Waste Repository (LLWR)' Achieving cost savings on waste management, by avoiding expensive conditioning, transport and disposal costs for certain wastes. Wastes may be exempted from regulation under the Radioactive Substances Act, 1993 (RSA 93) provided they comply with the conditions laid out in the relevant Exemption Orders. In effect, they may be legally disposed as if they were non-radioactive waste. A national Code of Practice on Clearance and Exemption Principles, Processes and Practices was introduced in 2005 to clarify the requirements of these Exemption Orders and provide guidance on their practical application. In order to demonstrate compliance with these Exemption Orders, it is essential to have good knowledge of the items' history and their potential for contamination. Monitoring is frequently used as definitive evidence that the radioactivity content of waste items does not exceed limits proscribed in the relevant Exemption Orders. The practicalities of monitoring require careful consideration in order to achieve meaningful results and be capable of achieving the low specific activity limits quoted in the Exemption Orders. The Cross Industry Assay Working Group is a national collection of non-destructive assay specialists from a range of companies, which meets regularly to discuss challenges relating to the assay of all categories of waste. In this paper, the Group presents examples of how NDA techniques are being used to support the exemption of waste items. (authors)

  4. Using the Conceptual Site Model to Remediate Two Sites in New England and Reach License Termination and Site Reuse

    The Conceptual Site Model (CSM) is a powerful tool for understanding the link between contamination sources, cleanup objectives, and ultimate site reuse. The CSM describes the site setting, geology, hydrogeology, potential sources, release mechanisms and migration pathways of contaminants. The CSM is needed to understand the extent of contamination and how receptors may be exposed to both radiological and chemical constituents. A key component of the CSM that is often overlooked concerns how the regulatory requirements drive remediation and how each has to be integrated into the CSM to ensure that all stakeholder requirements are understood and addressed. This paper describes how the use of the CSM helped reach closure and reuse at two facilities in Connecticut that are pursuing termination of their Nuclear Regulatory Commission (NRC) license. The two facilities are the Combustion Engineering Site, located in Windsor, Connecticut, (CE Windsor Site) and the Connecticut Yankee Atomic Power Company, located in Haddam Neck, Connecticut (CYAPCO). The closure of each of these facilities is regulated by four agencies: - Nuclear Regulatory Commission (NRC) - which requires cleanup levels for radionuclides to be protective of public health; - US Environmental Protection Agency (USEPA) - which requires cleanup levels for chemicals to be protective of public health and the environment; - Connecticut Department of Environmental Protection (CTDEP) Bureau of Air Management, Radiation Division - which requires cleanup levels for radionuclides to be protective of public health; and - Connecticut Department of Environmental Protection (CTDEP) Bureau of Water Protection and Land Reuse - which requires cleanup levels for chemicals to be protective of public health and the environment.     This is the eighth edition of the NRC Staff Practice and Procedure Digest. It contains a digest of a number of Commission, Atomic Safety and Licensing Appeal Board, and Atomic Safety and Licensing Board decisions issued during the period from July 1, 1972 to June 1996 interpreting the NRC`s Rules of Practice in 10 CFR Part 2. Although the Appeal Board was abolished in 1991, Appeal Board precedent, to the extent it is consistent with more recent case law and rule changes, may still be cited. This eighth edition of the Digest replaces earlier editions and revisions and includes appropriate changes reflecting the amendments to the Rules of Practice effective through June 1996. The Practice and Procedure Digest was originally prepared by NRC attorneys as an internal research tool. Because of its proven usefulness to those attorneys, it was decided that it might also prove useful to members of the public and practitioners before the NRC.     The Standard Review Plan (SRP) (NUREG-1200) provides guidance to staff reviewers in the Office of Nuclear Material Safety and Safeguards who perform safety reviews of applications to construct and operate low-level radioactive waste disposal facilities. The SRP ensures the quality and uniformity of the staff reviews and presents a well-defined base from which to evaluate proposed changes in the scope and requirements of the staff reviews. The SRP makes information about the regulatory licensing process widely available and serves to improve the understanding of the staff`s review process by interested members of the public and the industry. Each individual SRP addresses the responsibilities of persons performing the review, the matters that are reviewed, the Commission`s regulations and acceptance criteria necessary for the review, how the review is accomplished, the conclusions that are appropriate, and the implementation requirements.

  8. License Amendment Request for Storing Exelon Sister Nuclear Stations Class B/C LLRW in the LaSalle Station Interim Radwaste Storage Facility - 13620

    Exelon Nuclear (Exelon) designed and constructed an Interim Radwaste Storage Facility (IRSF) in the mid-1980's at LaSalle County Nuclear Station (LaSalle). The facility was designed to store low-level radioactive waste (LLRW) on an interim basis, i.e., up to five years. The primary reason for the IRSF was to offset lack of disposal in case existing disposal facilities, such as the Southeast Compact's Barnwell Disposal Facility in Barnwell, South Carolina, ceased accepting radioactive waste from utilities not in the Southeast Compact. Approximately ninety percent of the Radwaste projected to be stored in the LaSalle IRSF in that period of time was Class A, with the balance being Class B/C waste. On July 1, 2008 the Barnwell Disposal Facility in the Southeast Compact closed its doors to out of- compact Radwaste, which precluded LaSalle from shipping Class B/C Radwaste to an outside disposal facility. Class A waste generated by LaSalle is still able to be disposed at the 'Envirocare of Utah LLRW Disposal Complex' in Clive, Utah. Thus the need for utilizing the LaSalle IRSF for storing Class B/C Radwaste for an extended period, perhaps life-of-plant or more became apparent. Additionally, other Exelon Midwest nuclear stations located in Illinois that did not build an IRSF heretofore also needed extended Radwaste storage. In early 2009, Exelon made a decision to forward Radwaste from the Byron Nuclear Station (Byron), Braidwood Nuclear Station (Braidwood), and Clinton Nuclear Station (Clinton) to LaSalle's IRSF. As only Class B/C Radwaste would need to be forwarded to LaSalle, the original volumetric capacity of the LaSalle IRSF was capable of handling the small number of additional expected shipments annually from the Exelon sister nuclear stations in Illinois. Forwarding Class B/C Radwaste from the Exelon sister nuclear stations in Illinois to LaSalle would require an amendment to the LaSalle Station operating license.     SCALE--a modular code system for Standardized Computer Analyses Licensing Evaluation--has been developed by Oak Ridge National Laboratory at the request of the US Nuclear Regulatory Commission. The SCALE system utilizes well-established computer codes and methods within standard analysis sequences that (1) allow an input format designed for the occasional user and/or novice, (2) automate the data processing and coupling between modules, and (3) provide accurate and reliable results. System development has been directed at problem-dependent cross-section processing and analysis of criticality safety, shielding, heat transfer, and depletion/decay problems. Since the initial release of SCALE in 1980, the code system has been heavily used for evaluation of nuclear fuel facility and package designs. This revision documents Version 4.2 of the system. The manual is divided into three volumes: Volume 1--for the control module documentation, Volume 2--for functional module documentation; and Volume 3--for documentation of the data libraries and subroutine libraries. This volume discusses the following functional modules: MORSE-SGC; HEATING 7.2; KENO V.a; JUNEBUG-II; HEATPLOT-S; REGPLOT 6; PLORIGEN; and OCULAR.
