    Community Water Systems (CWSs) are required to remove uranium from drinking water to meet EPA standards. Similarly, mining operations are required to remove uranium from their dewatering discharges to meet permitted surface water discharge limits. Ion exchange (IX) is the primary treatment strategy used by these operations, which loads uranium onto resin beads. Presently, uranium-loaded resin from CWSs and mining operations can be disposed as a waste product or processed by NRC- or Agreement State-licensed uranium recovery facilities if that licensed facility has applied for and received permission to process 'alternate feed'. The disposal of uranium-loaded resin is costly and the cost to amend a uranium recovery license to accept alternate feed can be a strong disincentive to commercial uranium recovery facilities. In response to this issue, the NRC issued a Regulatory Issue Summary (RIS) to clarify the agency's policy that uranium-loaded resin from CWSs and mining operations can be processed by NRC- or Agreement State-licensed uranium recovery facilities without the need for an alternate feed license amendment when these resins are essentially the same, chemically and physically, to resins that licensed uranium recovery facilities currently use (i.e., equivalent feed). NRC staff is clarifying its current alternate feed policy to declare IX resins as equivalent feed. This clarification is necessary to alleviate a regulatory and financial burden on facilities that filter uranium using IX resin, such as CWSs and mine dewatering operations. Disposing of those resins in a licensed facility could be 40 to 50 percent of the total operations and maintenance (O and M) cost for a CWS. Allowing uranium recovery facilities to treat these resins without requiring a license amendment lowers O and M costs and captures a valuable natural resource. (authors)

    This report serves to summarize the major activities completed as part of Virginia Electric and Power Company's North Anna construction and operating license demonstration project with DOE. Project successes, lessons learned, and suggestions for improvement are discussed. Objectives of the North Anna COL project included preparation and submittal of a COLA to the USNRC incorporating ESBWR technology for a third unit a the North Anna Power Station site, support for the NRC review process and mandatory hearing, obtaining NRC approval of the COLA and issuance of a COL, and development of a business case necessary to support a decision on building a new nuclear power plant at the North Anna site.

The respective owners' decisions to decommission the sites resulted in different approaches to both the physical aspects of the decommissioning, and the approach for obtaining approval for completing the decommissioning in accordance with regulations. Being in different States, the two single-unit pressurized water reactor sites had different State requirements and levels of public interest that impacted the decommissioning approaches. This resulted in significant differences in decommissioning planning, conduct of decommissioning operations, volumes of low- level radioactive waste disposed, and the final status survey (FSS) program. While both licensees have Independent Spent Fuel Storage Installations (ISFSIs), Trojan obtained a separate license for the ISFSI in accordance with the requirements of 10 CFR Part 72 and terminated their 10 CFR Part 50 license. Maine Yankee elected to obtain a general license under 10 CFR Part 50 for the ISFSI and reduce the physical site footprint to the ISFSI through a series of license amendments. While the NRC regulations are flexible and allow different approaches to ISFSI licensing there are separate licensing requirements that must be addressed. In 10 CFR 50.82, the NRC mandates public participation in the decommissioning process. For Maine Yankee, public input resulted in the licensee entering into an agreement with a concerned citizen group and resulted in State legislation that significantly lowered the dose limit below the NRC radiological criteria of 25 mrem (0.25 mSv) per year (yr) in 10 CFR 20.1402 for unrestricted use. The lowering of the radiological criteria resulted in a significant dose modeling effort using site-specific Derived Concentrations Guideline Levels (DCGLs) that were well below the NRC DCGL screening values. This contributed to a longer than anticipated period to obtain NRC approval of the Maine Yankee License Termination Plan (LTP). By employing the lessons learned from its first LTP submittal, which was not accepted by the NRC staff, Trojan was able to obtain approval of its revised LTP promptly. While both licensees provided final status survey reports (FSSRs) for NRC approval, the Trojan approach to decommissioning and data management allowed NRC to efficiently review FSS records and supporting documentation. Therefore, NRC was able to review Trojan's FSSR more efficiently than Maine Yankee's FSSR. This paper describes the regulatory impacts of the two different approaches to the decommissioning, the development of licensee required plans, decommissioning operations and records, the differences in licensing processes, and the lessons learned for improving the processes.     This paper reports that Kirkland As, Oslo, has received a geophysical survey and exploration contract (GSEC) in a sizzling exploration and development theater off the Philippines. The license covers about 6,000 sq miles of undisputed waters, with depths mostly less than 300 ft, and lies in the Reed Bank area off Northwest Palawan Island, where several major oil and gas strikes have been made recently. Kirkland has 1 year in which to carry out its seismic work commitment. The terms of the GSEC then give an option to drill one well in a 6 month period. Once the results have been analyzed, the company can either drill another well or enter into a service contract for the license. Kirkland has a 65% share in the license, with the remainder split between Philippine companies Philodrill Corp., Beguet Mining Corp. subsidiary Petrofields, and Seafront Resources Corp. The Philippines is one of Kirkland's main areas of activity, the Kirkland Commercial Manager Ralph Baxter.

    Deep geological disposal of long-lived radioactive waste is currently considered a major challenge. Until present, only three deep geological disposal facilities have worldwide been operated: the Asse experimental repository (1967-1978) and the Morsleben repository (1971-1998) in Germany as well as the Waste Isolation Pilot Plant (WIPP) in the USA (1999 to present). Recently, the licensing procedure for the fourth such facility, the German Konrad repository, ended with a positive ''Planfeststellung'' (plan approval). With its plan approval decision, the licensing authority, the Ministry of the Environment of the state of Lower Saxony, approved the single license needed pursuant to German law to construct, operate, and later close down this facility.

    A new type of thermodynamic device combining a thermodynamic cycle with the externally applied steady flow of an open thermodynamic process is discussed and experimentally demonstrated. The gas flowing through this device can be heated or cooled in a series of semi-open cyclic steps. The combination of open and cyclic flows makes possible the elimination of some or all of the heat exchangers (with their associated irreversibility). Heat is directly exchanged with the process fluid as it flows through the device when operating as a refrigerator, producing a staging effect that tends to increase First Law thermodynamic efficiency. An open-flow thermoacoustic refrigerator was built to demonstrate this concept. Several approaches are presented that describe the physical characteristics of this device. Tests have been conducted on this refrigerator with good agreement with a proposed theory.

    The Next Generation Nuclear Plant (NGNP) will be a licensed commercial high temperature gas-cooled reactor (HTGR) plant capable of producing the electricity and high temperature process heat for industrial markets supporting a range of end-user applications. The NGNP Project has adopted the 10 CFR 52 Combined License (COL) application process, as recommended in the Report to Congress, dated August 2008, as the foundation for the NGNP licensing strategy. NRC licensing of the NGNP plant utilizing this process will demonstrate the efficacy of licensing future HTGRs for commercial industrial applications. This white paper is one in a series of submittals that will address key generic issues of the COL priority licensing topics as part of the process for establishing HTGR regulatory requirements.

    On July 19, 1996 the US Department of Energy (DOE), State of Colorado (CDPHE), and US Environmental Protection Agency (EPA) entered into an agreement called the Rocky Flats Cleanup Agreement (RFCA) for the cleanup and closure of the Rocky Flats Environmental Technology Site (RFETS or Rocky Flats). Major elements of the agreement include: an Integrated Site-Wide Baseline; up to twelve significant enforceable milestones per year; agreed upon soil and water action levels and standards for cleanup; open space as the likely foreseeable land use; the plutonium and TRU waste removed by 2015; streamlined regulatory process; agreement with the Defense Nuclear Facilities Safety Board (DNFSB) to coordinate activities; and a risk reduction focus. Successful implementation of RFCA requires a substantial effort by the parties to change their way of thinking about RFETS and meet the deliverables and commitments. Substantial progress toward Site closure through the implementation of RFCA has been accomplished in the short time since the signing, yet much remains to be done. Much can be learned from the Rocky Flats experience by other facilities in similar situations.

    Objectives are: (1) Develop an inexpensive, rapid-response, high-sensitivity and selective electrochemical sensor for oxides of nitrogen (NO{sub x}) for compression-ignition, direct-injection (CIDI) OBD II systems; (2) Explore and characterize novel, effective sensing methodologies based on impedance measurements and designs and manufacturing methods that are compatible with mass fabrication; and (3) Collaborate with industry in order to (ultimately) transfer the technology to a supplier for commercialization. Approach used is: (1) Use an ionic (O{sup 2-}) conducting ceramic as a solid electrolyte and metal or metal-oxide electrodes; (2) Correlate NO{sub x} concentration with changes in cell impedance; (3) Evaluate sensing mechanisms and aging effects on long-term performance using electrochemical techniques; and (4) Collaborate with Ford Research Center to optimize sensor performance and perform dynamometer and on-vehicle testing. Work in FY2011 focused on using an algorithm developed in FY2010 in a simplified strategy to demonstrate how data from controlled laboratory evaluation could be applied to data from real-world engine testing. The performance of a Au wire prototype sensor was evaluated in the laboratory with controlled gas compositions and in dynamometer testing with diesel exhaust. The laboratory evaluation indicated a nonlinear dependence of the NO{sub x} and O{sub 2} sensitivity with concentration. For both NO{sub x} and O{sub 2}, the prototype sensor had higher sensitivity at concentrations less than {approx}20 ppm and {approx}7%, respectively, compared to lower NO{sub x} and O{sub 2} sensitivity at concentrations greater than {approx}50 ppm and {approx}10.5%, respectively. Results in dynamometer diesel exhaust generally agreed with the laboratory results. Diesel exhaust after-treatment systems will likely require detection levels less than {approx}20 ppm in order to meet emission regulations. The relevant mathematical expressions for sensitivity in different concentration regimes obtained from bench-level laboratory evaluation were used to adjust the sensor signal in dynamometer testing. Both NO{sub x} and O{sub 2} exhibited non-linear responses over the concentration regimes examined (0-100 ppm for NO{sub x} and 4-7% for O{sub 2}). Adjusted sensor signals had better agreement with both a commercial NO{sub x} sensor and FTIR measurements. However, the lack of complete agreement indicated that it was not possible to completely account for the nonlinear sensor behavior in certain concentration regimes. The agreement at lower NO{sub x} levels (less than 20 ppm) was better than at higher levels (50-100 ppm). Other progress in FY2011 included dynamometer testing of sensors with imbedded heaters and protective housings that were mounted directly into the exhaust manifold. Advanced testing protocols were used to evaluate the sensors. These experiments confirmed the potential for sensor robustness and durability. Advanced material processing methods appropriate for mass manufacturing, such as sputtering, are also being evaluated. A major milestone for this past year was the licensing of the LLNL NO{sub x} sensor technology to EmiSense Technologies, LLC. EmiSense has extensive experience and resources for the development of emission control sensors. A CRADA is in development that will allow LLNL to work in partnership with EmiSense to bring the LLNL NO{sub x} sensor technology to commercialization. Ford Motor Company is also a partner in this effort.

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority?s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

    An overview is given on the development and the advantages of coupled codes which integrate 3D neutron kinetics into thermal-hydraulic system codes. The work performed within GRS by coupling the thermal-hydraulic system code ATHLET and the 3D neutronics code QUABOX/CUBBOX is described as an example. The application of the coupled codes as best-estimate simulation tools for safety analysis is discussed. Some examples from German licensing practices are given which demonstrate how the improved analytical methods of coupled codes have contributed to solve licensing issues related to optimized and more economical use of fuel.     This summary describes the operations to clean up the equipment of the Nuclear Licensed Facility 57 (NLF 57). Due to the diversity of the research and development work carried out on the reprocessing of spent fuel in it, this installation is emblematic of many of the technical and organizational issues liable to be encountered in the final closure of nuclear facilities. The French atomic energy commission's center at Fontenay aux Roses (CEA-FAR) was created in 1946 to house pile ZOE. Laboratories for fuel cycle research were installed in existing buildings at the site. Work was later concentrated on spent fuel reprocessing, in a pilot workshop referred to as the 'Usine Pu'. In the early sixties, after the dismantling of these first generation facilities, a radiochemistry laboratory dedicated to research and development work on reprocessing was constructed, designated Building 18. During the same decade, more buildings were added: Building 54, storehouses and offices, Building 91, a hall and laboratories for chemical engineering research on natural and depleted uranium. Together, these three building constitute NLF 57. Building 18 architecture featured four similar modules. Each module had three levels: a sub-level consisting of technical galleries and rooms for the liquid effluent tanks, a ground floor and roof space in which the ventilation was installed. Offices, change rooms, four laboratories and a hall were situated on the ground floor. The shielded lines were installed in the laboratories and the halls. Construction of the building took place between 1959 and 1962, and its commissioning began in 1961. The research and development programs performed in NLF 57 related to studies of the reprocessing of spent fuel, including dry methods and the Purex process, techniques for the treatment of waste (vitrification, alpha waste decontamination, etc.) as well as studies and production of transuranic elements for industry and research. In addition to this work, the necessary methods of analysis for monitoring it were also developed. The research and development program finally ended on 30 June 1995. The NLF 57 cleanup program was intended to reduce the nuclear and conventional hazards and minimize the quantities of HLW and MLW during the subsequent dismantling work. To facilitate the organization of the cleanup work, it was divided into categories by type: - treatment and removal of nuclear material, - removal of radioactive sources, - treatment and removal of aqueous liquid waste, - treatment and removal of organic effluents, - treatment and removal of solid waste, - pumping out of the PETRUS tank, - flushing and decontamination of the tanks, - cleanup of Buildings 18 and 91/54. To estimate the cost of the operations and to monitor the progress of the work, an indicator system was put in place based on work units representative of the operation. The values of the work units were periodically updated on the basis of experience feedback. The cleanup progress is now 92% complete (06/12/31): - treatment and removal of nuclear material: 100%, - removal of radioactive sources: 100%, - treatment and removal of aqueous liquid waste: 64%, - treatment and removal of organic effluents: 87%, - treatment and removal of solid waste: 99%, - pumping out of the PETRUS tank: 69%, - flushing and decontamination of tank: 75%, - section cleaning of Buildings 18 and 91/: 90%. The DRSN/SAFAR is the delegated Project Owner for cleanup and dismantling operations. It is also the prime contractor for the cleanup and dismantling operations. SAFAR itself is responsible for operations relating to the CEA activity and those with technical risks (Removal of nuclear materials, Removal of radioactive sources, Pumping out plutonium and transuranic contaminated solvent and Flushing and decontamination of tanks and pipes). All other operations are sub-contracted to specialist companies. The NLF57 cleanup program as executed is capable of attaining activity levels compatible with a future dismantling operation using known and mastered techniques and producing a

    Radiological consequence analyses are performed for potential releases from normal operations in surface and subsurface facilities and from Category 1 and Category 2 event sequences during the preclosure period. Surface releases from normal repository operations are primarily from radionuclides released from opening a transportation cask during dry transfer operations of spent nuclear fuel (SNF) in Dry Transfer Facility 1 (DTF 1), Dry Transfer Facility 2 (DTF 2), the Canister Handling facility (CHF), or the Fuel Handling Facility (FHF). Subsurface releases from normal repository operations are from resuspension of waste package surface contamination and neutron activation of ventilated air and silica dust from host rock in the emplacement drifts. The purpose of this calculation is to demonstrate that the preclosure performance objectives, specified in 10 CFR 63.111(a) and 10 CFR 63.111(b), have been met for the proposed design and operations in the geologic repository operations area. Preclosure performance objectives are discussed in Section 6.2.3 and are summarized in Tables 1 and 2.

    During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    This document outlines the foundation for developing language that can be utilized in an Equipment Availability Guarantee, typically included in an O&M services agreement between a PV system or plant owner and an O&M services provider, or operator. Many of the current PV O&M service agreement Availability Guarantees are based on contracts used for traditional power generation, which create challenges for owners and operators due to the variable nature of grid-tied photovoltaic generating technologies. This report documents language used in early PV availability guarantees and presents best practices and equations that can be used to more openly communicate how the reliability of the PV system and plant equipment can be expressed in an availability guarantee. This work will improve the bankability of PV systems by providing greater transparency into the equipment reliability state to all parties involved in an O&M services contract.
