One of the largest miscible gas injection projects in the world is in its 12th year in the Intisar ''D'' field in the Socialist People's Libyan Arab Jamahiriya. As of March 31, 1981, cumulative oil production totaled 890 MMbbl (141.4 X 10/sup 6/ m/sup 3/) of oil, or 56% recovery of the estimated stock-tank original oil in place (OOIP). This past performance and recent simulation studies indicate a final recovery efficiency on the order of 70%.

Petroleum potential of the Libyan sedimentary basins

Contrary to prevailing opinion, all Libyan sedimentary basins and the Al-Jabal Al-Akhdar platform contain prolific petroleum accumulations with very high prospectivity. A systematic review of the types of traps and pays in this central part of the southern Mediterranean province reveals great variability in reservoir and source rock characteristics. The reservoir rocks are of almost all geologic ages. The thick source rock sequences also vary in nature and organic content. The organic-rich facies have accumulated in intracratonic and passive margin basins or in marginal seas. Most of the oil discovered thus far in these basins is found in large structural traps. Future discoveries of stratigraphic traps or small structural traps will require intensified efforts and detailed studies using up-to-date multidisciplinary techniques in sedimentary tectonics, biostratigraphic facies analysis, and geochemical prospecting in order to develop a better understanding of these basins, thus improving their prospectivity.

Simulation study of the impact of world oil prices on the development of the Libyan economy

The goal of this study was to determine quantitatively how sensitive and vulnerable the Libyan economy's aggregates are to fluctuations in world oil prices. In order to achieve the goal, a macroeconomic model of the Libyan economy was constructed using annual data from 1962-1978. The model contains 36 relations, of which 19 are behavioral equations and 17 are identities. The model was validated by both historical simulation and a one-period out-of-sample forecast. Having established the predictive ability of the model, alternative future scenarios of the Libyan economy were examined from 1980-1987 by performing an ex-ante simulation for this period. This simulation was divided into two sections. The first covers the period 1980-1983, for which actual data for Libyan oil prices and the volume of Libyan oil exports are available. The second section covers the period 1984-1987. In this section the future of the Libyan economy was simulated under a basic price scenario which reflects the most likely forecast regarding the world oil price level from 1984-1987. In addition, a sensitivity analysis was performed by establishing a new scenario for the world oil price level from 1984-1987. A comparison the results of these simulations shows the effects resulting from changes in the world oil price level on the Libyan economy.

Possible energy effects of a US ban on Libyan oil imports

Under current slack market conditions, a ban on trade with Libya is not likely to have a major impact on US oil supplies or prices. Current US oil imports from Libya are small, and oil is readily available from other sources. Libya could experience a temporary loss of oil revenues until it found new customers. Tight market conditions - unlikely in 1982 - would maximize the potential adverse effects on the United States and minimize those on Libya. US oil companies - both those producing and refining Libyan oil - are more likely to feel the adverse effects of a trade ban than the United States as a whole. Although a ban would probably prevent direct imports of Libyan oil from entering the United States, some Libyan oil could still enter the country as products refined elsewhere.

The energy situation of 21 Arab countries for the period between 1960 and 2000 is examined. Attempts to forecast the demand and supply of energy in the Arab world for 1985, 1990 and 2000 are discussed. Following a description of the methodology employed, crude petroleum, petroleum production, natural gas and electricity are explored in detail. Reservoir characters of the Ypresian carbonates, Western Libyan Offshore, Central Mediterranean Sea

Significant hydrocarbon accumulations have been discovered in Western Libyan offshore in the Ypresian carbonate reservoirs of Jdeir Formation and Jirani Dolomite. The discoveries of hydrocarbons are mainly in structural traps where the Jdeir nummulitic facies and Jirani dolomitic facies B have been structured by salt domes or underlying positive fault blocks. This study investigates the relationship between environments of deposition, diagenesis and reservoir characters of the two main hydrocarbon producing units of the Jdeir and Jirani formations. Petrographic and petrophysical studies indicate that porosity in the Jirani Dolomite is related to diagenesis in meteoric environments, while in the Jdeir reservoir is the result of the environment of deposition and diagenesis. Excellent reservoir porosity of Jdeir nummulitic facies and Jirani dolomitic facies B is related to diagenesis in meteoric water during exposure to subaerial conditions which is considered to be due to lowering of sea level and possibly local uplifting.

A Preliminary Look at the Crust and Upper Mantle of North Africa Using Libyan Seismic Data

In recent years, LLNL has been developing methods to jointly invert both surface wave dispersion data and teleseismic receiver functions. The technique holds great promise in accurately estimating seismic structure, including important tectonic parameters such as basin thickness, crustal thickness, upper mantle velocity, etc. We proposed applying this method to some recently available data from several Libyan stations, as we believe the technique has not been applied to any stations in Libya. The technique holds the promise of improving our understanding of the crust and upper mantle in Libya and North Africa. We recently requested seismic data from stations GHAR (Gharyan) and MARJ (Al Marj) in Libya for about 20 events. The events were large events at regional distances suitable for making dispersion measurements. An example of waveforms recorded at the two stations from an earthquake in Italy is shown in Figure 1. The paths traverse the Ionian Sea. Notice the slow short period group velocities of the surface waves across the Mediterranean, particularly to the easternmost station MARJ. However, because of data availability, signal-to-noise ratio, etc. we were unable to make measurements for every one of these events at both stations. Figure 2 shows a map of paths for 20 sec Rayleigh waves in the eastern Mediterranean region. Paths measured at the two Libyan stations are shown in green. Rayleigh wave dispersion measurements at 20 sec period are sensitive to velocities in the upper 20 km or so, and reveal sediment thickness, crustal velocity, and crustal thickness. Tomographic inversions reveal the sharp group velocity contrast between regions with deep sedimentary basins and those without. Figure 3, the result of an inversion made before adding the new dispersion measurements, shows slow group velocities in the Black Sea, Adriatic Sea, and Eastern Mediterranean. In general, these features correspond well with the sediment thickness model from Laske, shown in Figure 4. Details in and around the Sirt (Sirte) Basin in northern Libya, however, are poorly defined.

Solar-hydrogen energy system for a Libyan coastal county (El-Gharabulli)

A model for a solar-hydrogen energy system was developed for a Libyan Coastal (Mediterranean) County, (i.e., El-Gharabulli). Present energy and economic conditions were studied. A comparison of the present conditions with the proposed solar-hydrogen energy system is presented. In the model, it is proposed to cover the southern parts of the county with photovoltaic cells in order to provide partly the electric energy needs of the county for the different sectors, such as domestic, commercial and industrial, as well as to electrolyze water to produce hydrogen and oxygen. Hydrogen would be stored and distributed for different uses, such as fuel for transportation and industry, and as gas for domestic and commercial use. Part of the hydrogen would be used though fuel cells to generate electricity for night times and cloudy days when the sun is not available. The area under the photovoltaic cells would be partly shaded, which would provide suitable environment for growing some varieties of cash crops. Sea water would be desalinated through a desalination plant on the coast to provide fresh water for domestic, commercial and industrial use, as well as for irrigation of the new agricultural areas in the south.

The oil policies of the Gulf Arab Nations

At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

Ammoniated glycyrrhizin, butylated hydroxytoluene, and gum Arabic are generally recognized as safe (GRAS) substances that are used primarily as additives in foods. These substances were incorporated into rodent diets and fed to male rats and mice for 10 and 8 wk, respectively. The treated male mice and rats were then tested for dominant lethal effects. The mice were also tested for induced heritable translocation. Results of the rat studies indicated a statistically significant dominant lethal effect of each of the compounds tested; however, the biological significance of this response is not known. Results of the mouse dominant lethal and heritable translocation studies, on the other hand, indicated no adverse effects of the compounds tested.

Geological history of the west Libyan offshore and adjoining regions

The continental margin of the African plate north of Libya is separated from the Saharan platform to the south by a major Variscan fault system running along the coastline. The structural evolution of three sedimentary basins within the margin is discussed. The Jeffara basin, onshore western Libya-southern Tunisia, formed as a right-lateral pull-part late in the Variscan event. When the strike-slip motion ceased in the Late Permian, the basin continued to subside thermally. The Sabratah (Tripolitanian) basin, offshore western Libya-southern Tunisia, and the Benghazi basin in the Sirte rise were both formed as left-lateral pull-aparts in the Late Triassic-Early Jurassic. From the Middle Jurassic to the present they have subsided thermally. Onshore the lower Mesozoic is characterized by continental and nearshore clastics, separated by an evaporite sequence of Late Triassic-Early Jurassic age. Offshore this sequence is thought to grade northward into open marine carbonates. Uplift along the edge of the Saharan platform during the Early Cretaceous sourced coarse clastics, which grade northward into a thick sequence of shallow-water carbonates. Throughout the Late Cretaceous and early Tertiary, high-energy carbonates were deposited around the flanks of the Sabratah basin, grading into deeper-water, fine-grained clastics and carbonates toward the center of the basin. The late Tertiary succession is dominated by clastics derived from the growing Tellian Atlas to the northwest. During the Mesozoic and Tertiary a thick sequence of carbonates was deposited on the Pelagian platform to the north of the Sabratah basin. Periodically the platform was exposed subaerially.

Of the three main Paleozoic basins - Ghadames, Murquz, and Kufra - only the Ghadames and its continuation into Algeria, the Illizi (or Fort Polignac) basin, has yielded hydrocarbons in significant quantity. The Paleozoic on the Cyrenaica platform and basement of the Sirte basin has a potential not fully considered. The paleogeography of the Paleozoic system is reviewed to illustrate the extent to which inherited and reactivated basement-controlled structures have influenced later Paleozoic sedimentation and hence the distribution of source rocks, reservoirs, and seals. In all instances, the source rocks are restricted to shales of the Tanezufft Formation or occur in the Upper Devonian Aouinet Oeunine Formation. Multiple fine-grained sequences serve as seals in all the fields. The reservoirs range from the well-cemented but highly fractured Cambrian-Ordovician Gargaf sandstones to the Acacus-Tadrart clastics to the fine-grained Lower Carboniferous Tahara Sandstone. The principal plays are associated with minor structures, and stratigraphic trapping mechanisms play a minor role. The average field size (excluding the Sirte basin) is approximately 80 million bbl of recoverable oil. Paleozoic structural plays in the Sirte basin and the Cyrenaica platform include reactivated infra-Cambrian faults. The lower Paleozoic accumulations of the Murzuq basin are tied to large structures. With the exception of local areas in the Ghadames basin, the Paleozoic succession remains a stratigraphic frontier province - still incompletely explored but with several interesting possibilities for large amounts of stratigraphically trapped hydrocarbons.

The Rise and Decline of U.S. Private Sector Investments in Energy R&D since the Arab Oil Embargo of 1973

This paper presents two distinct datasets that describe investments in energy research and development (R&D) by the US private sector since the mid1970s, which is when the US government began to systematically collect these data. The first dataset is based upon a broad survey of more than 20,000 firms’ industrial R&D activities. This broad survey of US industry is coordinated by the US National Science Foundation. The second dataset discussed here is a much narrower accounting of the energy R&D activities of the approximately two dozen largest US oil and gas companies conducted by the US Department of Energy’s Energy Information Agency. Even given the large disparity in the breadth and scope of these two surveys of the private sector’s support for energy R&D, both datasets tell the same story in terms of the broad outlines of the private sector’s investments in energy R&D since the mid 1970s. The broad outlines of the US private sector’s support for energy R&D since the mid 1970s is: (1) In the immediate aftermath of the Arab Oil Embargo of 1973, there is a large surge in US private sector investments in energy R&D that peaked in the period between 1980 and 1982 at approximately $3.7 billion to $6.7 billion per year (in inflation adjusted 2010 US dollars) depending upon which survey is used (2) Private sector investments in energy R&D declined from this peak until bottoming out at approximately $1.8 billion to $1 billion per year in 1999; (3) US private sector support for energy R&D has recovered somewhat over the past decade and stands at $2.2 billion to $3.4 billion. Both data sets indicate that the US private sector’s support for energy R&D has been and remains dominated by fossil energy R&D and in particular R&D related to the needs of the oil and gas industry.

Agricultural development in a petroleum-based economy: the Libyan case

The purpose of this study was to identify major factors explaining variations in agricultural development in an agricultural settlement in Libya. The study differs from previous research because it dealt with a capital-surplus country with low-population density. In addition, most studies reported earlier were cross-sectional. This study also had access to longitudinal data. Results indicated that age and personal adjustment are the only two variables that have statistically significant effects on farm productivity. The effects of education, household size, and of the adoption of innovations were low and insignificant. Moreover, the overall fit of the model was not satisfactory. In order to improve the predictions, a new model was suggested which included utilization of technology, farm resources, family assistance, farmer's age, and level of education. The results from this revised model indicated that in addition to age, utilization of technology and farm resources also have positive and statistically significant effects on productivity. The implications of these findings are discussed within the context of Libya being a capital-surplus country without having population problems.

This paper presents case histories of pressure buildup analysis in a layered carbonate reservoir (Zella/Aswad Fields in the Socialist People's Libyan Arab Jamahiria). The productive formation consists of several dolomite and limestone layers separated by thin tight streaks. Lack of pressure communication between layers has been determined by pressure measurements in the individual layers using the Repeat Formation Tester (RFT). Results of the two-dimensional radial model simulated pressure buildup performance are compared to the actual measured pressure buildup data. 14 refs.

Two ecotypes of Arabidopsis thaliana, collected from Libya and Norway, were grown in the greenhouse under. UV-B doses of 0 and 10.5 kJ m[sup [minus]2] UV-B[sub BE]. The high UV-B dose simulated midsummer ambient conditions over Libya and a 40% reduction in stratospheric ozone over Norway. The Libyan ectotype, which originated from latitudes where solar UV-B is high, showed no UV-B induced damage to plant growth. However the Norwegian ecotype, which originated from latitudes where solar UV-B is low, showed a significant reduction in plant height, inflorescence weight, and rosette weight in response to enhanced UV-B. Although fruit and seed number for both ecotypes were unaffected by enhanced UV-B radiation the germination success of the seeds harvested from the irradiated Norwegian plants were significantly reduced. The two ecotypes also differed with respect to their accumulation of kaempferol, a putative UV-B protective filter. The Libyan ecotype increased kaempferol concentration by 38% over the 0 kJ treatment whereas the Norwegian ecotype increased by only 15%. These data suggest that, for these ecotypes, variation in UV-B sensitivity may be explained by the differential induction of UV-absorbing leaf pigments.

Exploration limited since '70s in Libya's Sirte basin

Esso Standard made the first Libyan oil discovery in the western Ghadames basin in 1957. The Atshan-2 well tested oil from Devonian sandstones, and the play was a continuation of the Paleozoic trend found productive in the neighboring Edjeleh region of eastern Algeria. Exploration in the Sirte basin began in earnest in 1958. Within the next 10 years, 16 major oil fields had been discovered, each with recoverable reserves greater than 500 million bbl of oil. Libya currently produces under OPEC quota approximately 1.4 million b/d of oil, with discovered in-place reserves of 130 billion bbl of oil. The paper describes the structural framework, sedimentary basins of Libya, the Sirte basin, petroleum geology, play types, source rocks, generation and migration of hydrocarbons, oil reserves, potential, and acreage availability.

The Renewable Energies and Water Desalination Research Center (REWDRC), Libya, will implement the technology for {sup 99}Mo isotope production using LEU foil target, to obtain new revenue streams for the Tajoura nuclear research reactor and desiring to serve the Libyan hospitals by providing the medical radioisotopes. Design information is presented for LEU target with irradiation device and irradiation Beryllium (Be) unit in the Tajoura reactor core. Calculated results for the reactor core with LEU target at different level of power are presented for steady state and several reactivity induced accident situations. This paper will present the steady state thermal hydraulic design and transient analysis of Tajoura reactor was loaded with LEU foil target for {sup 99}Mo production. The results of these calculations show that the reactor with LEU target during the several cases of transient are in safe and no problems will occur. (author)

Petroleum production in Middle East countries during 1986 totaled 4,493,973,000 bbl (an average rate of 12,312,254 BOPD), up 22.3% from the revised 1985 total of 3,673,729,000 bbl. Iraq, Kuwait, Saudi Arabia, Abu Dhabi, and Oman had significant increased; Iran was the only Middle East country with a significant decrease. New fields went on production in Oman and Yemen Arab Republic, and significant discoveries were reported in Iraq, Yemen Arab Republic, Oman, and Syria. Although the US methanol market's response to mandated oxygen requirements in reformulated gasoline has been disappointing, the European market has surprisingly been tightening in recent weeks and looks set for a price rise in first-quarter 1993. The tightness is being felt mainly in the Mediterranean market, where the Libyan methanol plant is running at only 70% because of problems with gas feedstock supplies. More significantly, the Brazilian government has now given the go-ahead for a yearlong extension on imports of methanol for use as an ethanol replacement in fuel blending. The new authorization sets a monthly import limit of 48,000 m.t. during that period. Libya is an important supplier of methanol to the Brazilian market and has already shipped about 20,000 m.t. since the authorization was given. Another major supplier to Brazil is Russia, from its two giant 750,000-m.t./year plants at Gubakha and Tomsk. The material is shipped from the terminal at Yuzhnyy on the Black Sea, in Ukrainian territory since the collapse of the Soviet Union.

Although significant amount of palynostratigraphic data relating to sections of various ages from different parts of North Africa were available, no formal proposal for an integrated comprehensive zonation applicable throughout the region existed. As the result of an 8-year program of research sponsored by Arabian Gulf Oil Co., (AGOCO) and carried out in cooperation with Garyounis University Research Centre and members of the Commission Internationale de Microflore du Paleozoique and AGOCO staff, a proposal has been presented for a formal palynostratigraphic zonation scheme which extends from the Ordovician to the Lower Cretaceous. The study based on both core and cutting samples form a large number of wells in Cyrenaica establishes a series of assemblage range zones with nominated zonal taxa. This scheme not only facilitates more accurate correlation within the Libyan region but also provides a formal basis for more precise assessment of intra-basin correlation within the North Africa and the opportunity to determine the extent of palaeolatitudinal variation between North Africa and the standard reference sections in northwest Europe.

Diversity of [beta]-globin mutations in Israeli ethnic groups reflects recent historic events

The authors characterized nearly 500 [beta]-thalassemia genes from the Israeli population representing a variety of ethnic subgroups. They found 28 different mutations in the [beta]-globin gene, including three mutations ([beta][sup S], [beta][sup C], and [beta][sup O-Arab]) causing hemoglobinopathies. Marked genetic heterogeneity was observed in both the Arab (20 mutations) and Jewish (17 mutations) populations. On the other hand, two ethnic isolates - Druze and Samaritans - had a single mutation each. Fifteen of the [beta]-thalassemia alleles are Mediterranean in type, 5 originated in Kurdistan, 2 are of Indian origin, and 2 sporadic alleles came from Europe. Only one mutant allele-nonsense codon 37-appears to be indigenous to Israel. While human habitation in Israel dates back to early prehistory, the present-day spectrum of [beta]-globin mutations can be largely explained by migration events that occurred in the past millennium. 26 refs., 2 figs., 3 tabs.

Search for a bridge to the energy future: Proceedings

The alarming effects, concerns, and even the insights into long-range energy planning that grew out of the OPEC oil embargo of 1973 are fading from the view of a shortsighted public. The enthusiastic initiatives taken in many countries for the development of alternative energy sources have withered due to lack of economic and/or ideological incentive. The events since December 1985, when the members of OPEC decided to increase production in an effort to capture their share of market, have brought down the prices of a barrel of crude to less than US $11 and have made any rational analysis very complex. This has made even the proponents of the alternative energy sources pause and think. The US has, as usual, oscillated from panic to complacency. The Libyan crisis, however, has brought the dangers of complacency into sharp focus. The first commercial coal gasification plant, constructed with a capital investment of over US $2 billion, was abandoned by the owners and is being operated by the US Department of Energy temporarily. In their effort to find a private owner, the US Department of Energy has set the date of auction of this prestigious plant for May 28, 1986. And if an appropriate bid is not forthcoming, the plant faces a very uncertain future. Coal, considered by the World Coal Study (WOCOL) at MIT in 1980, to be a bridge to a global energy future, seems to have lost its luster due to the oil glut which we all know is temporary. This was evident when the bill to grant the Right of Eminent Domain for transportation of coal was defeated. This conference was organized to bring together experts in different areas from various countries to discuss the state of the art and the rate of progress in different alternative energy forms. The recent accident at the Chernobyl nuclear power plant in USSR has brought home the need of diversification of the alternative energy sources.

The Pelagian Block (central Mediterranean): Exploration and new opportunities

The Pelagian Block, extending from eastern Tunisia to offshore western Libya and northward to Malta and Sicily, is a complex foreland area structurally active since the Carboniferous, that separates western North Africa from southern Italy. The north (Sicily) and central parts of the Pelagian Block contain Triassic-Lower Jurassic peritidal carbonates with rare evaporites; Middle Jurassic-Eocene pelagic carbonates, and paralic to marine clastics of Oligocene to Pleistocene age, with Messinian evaporites. The Middle Jurassic/Eocene platform to pelagic carbonates of Sicily are gradually replaced southward by basin margin, marine to paralic carbonates and clastics. In eastern Tunisia, these rocks overlie Triassic-Lower Jurasic evaporites. Principal petroleum resources occur offshore SE Sicily, offshore Tunisia and in adjacent Libyan waters. The largest oil fields are Bouri (800 MMB recoverable reserves) and Ashtart (recoverable reserves of 250 MMB). The largest gas field is Miskar (recoverable reserves of 800 BCF). Smaller accumulations are distributed throughout the region. New oil discoveries, ranging in size from 8 MMB to 50 MMB, have recently been made onshore and in the shallow offshore. Proven and potential source beds for hydrocarbons occur in various paleotectonic settings: anoxic lagoons formed in the early continental rifting stages (Triassic/Liassic organic rich units of SE Sicily); subcontinental/paralic coals and shales (Lower Cretaceous of Tunisia); and deeper water anoxic basins (late Mesozoic and Tertiary organic sequences). Additional exploration opportunities are expected in undrilled or sparsely drilled acreage, with traditional plays similar to those tested in the past; or in new plays directed to the exploration of new reservoir objectives.

Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

Impact of oil revenues on foreign policy: a comparative analysis of Iran and Kuwait, 1974-1978

This study compares the pattern of investment and expenditure of oil revenues to discern the existence of common and divergent elements in the policies of these Persian Gulf members of OPEC: one small Arab country, and one large non-Arab country with basic human and technical infrastructure. The study specifically surveys the utilization of oil revenues for the purchase of arms and technology, and for foreign aid programs. Externally, the economic upsurge during this period generated a new quasi-independent economic and political foreign policy. This quasi-independence is reflected, in part, by the ability to choose partners and allies without fearing financial reprisal from the major and super powers; by greater self reliance and greater freedom of action and the ability to impose their will; by their ability to exert integrative or disintegrative economic pressure on alliances and pursue conflict or cooperation with other nations; and finally by their potential ability to draw other states into regional conflicts and to influence the global balance of power. The study views oil as the overriding factor, among multiple operative factors in determinants of foreign policy in this strategically crucial region. Oil contributes not only as a substantial part of the gross national product, but also provides the bulk of the nation's export and foreign exchange revenues needed for import. As such, its influence dwarfs the importance of non-oil trade.

Three separate subjects are analyzed: (1) the incremental pricing requirements of LNG projects, (2) cooperative Arab/Israeli energy programs based on natural gas, and (3) the effects of the 1978 Natural Gas Policy Act on the country as a whole and particularly on Illinois, Michigan, Wisconsin, and Minnesota. The studies found that (1) incremental pricing of LNG complicates the financing of LNG projects and reduces the number of viable projects, leading to increased oil and LP-gas imports, (2) cooperative gas-utilization ventures between Egypt and Israel should aim at developing a regional pipeline network, constructing export facilities, and producing chemical feedstocks, and (3) the peculiarities of each region of the US, along with the interdependency of the factors involved in assessing the NGPA's impact on each region, complicate any attempt to quantify the act's effects, but the profile constructed for Region 5 will facilitate quantification when more data become available.

Middle East: Iran isn't missed much

A concerted effort to further develop productive capacity is evident in most Middle Eastern Countries, through exploration, field development, and secondary recovery. Saudi Arabia, Iraq, and Abu Dhabi all plan expanded petroleum industry programs in 1980. Oil production in Saudi Arabia through the first one-half of 1980 averaged 9.5 million bpd, and the Saudis are proceeding with the large-scale associated gas utilization and industrialization program. Iraq's near-term interest is in development of the Majnoon Discovery. Abu Dhabi is continuing efforts to complete development of a giant offshore field and finalize an onshore/offshore associated gas utilization facility. Only Iran and Kuwait are expected to be relatively inactive in petroleum programs during the remainder of 1980. Individual country reports are presented for Saudi Arabia, Iraq, Abu Dhabi, Dubai, Iran, Kuwait, the Divided Neutral Zone, Qatar, Oman, Bahrain, Syria, Turkey, Israel, Jordan, South Yemen, and Yemen Arab Republic.

Trade balance instability and the optimal exchange rate regime: The case of OPEC countries

The OPEC members have experienced wide fluctuations in their trade balances. This can be attributed to several factors: (1) heavy dependence of national income and export earnings on a single primary export-oil; (2) instability of price and world demand for oil; and (3) the exchange rate regime practiced in recent years. An exchange rate policy can be used to minimize the fluctuations in trade balance, given the changes in exchange rates of major international currencies. The purpose of this study is two fold; first, examine the effects of fluctuations in trade balance on the OPEC economies, and second, propose appropriate exchange rate regime for selected OPEC members. The study is divided into two parts. The first part demonstrates the impact of trade balance changes on national income and other macroeconomic variables using a Keynesian framework. The second part involves using conventional trade models to search for the appropriate exchange rate regime to minimize the fluctuations in trade balance of each selective country. The study's findings are: first, fluctuations in trade balances had negative effects on the economics of Algeria, Kuwait, Libya, Saudi Arabia, and the United Arab Emirates. Second, the current exchange rate regime of no sample country is optimal in minimizing trade balance fluctuations. Third, in contrast to expectations, U.S. dollar peg did not stabilize the trade balance of any OPEC member. Finally, the results show that the sample OPEC economies could have enjoyed faster - though with different degree - economic growth if they had pegged their currencies to the derived optimal exchange rate regime. These optimal exchange rate regimes are: the SDR for Algeria and the United Arab Emirates, the purchasing power parity for Libya and Saudi Arabia, and the real Yen for Kuwait.

South African Riots: Repercussion of the Global Food Crisis and US Drought

High and volatile global food prices have led to food riots and played a critical role in triggering the Arab Spring revolutions in recent years. The severe drought in the US in the summer of 2012 led to a new increase in food prices. Through the fall, they remained at a threshold above which the riots and revolutions had predominantly occurred. Global prices at this level create conditions where an exacerbating local circumstance can trigger unrest. Global corn (maize) prices reached new highs, and countries that depend mostly on maize are more likely to experience high local food prices and associated pressures toward social unrest. Here we analyze the conditions in South Africa, which is a heavily maize-dependent country. Coinciding with increased consumer food indices this summer, massive labor strikes in mining and agriculture have led to the greatest single incident of social violence since the fall of apartheid in 1994. There had been no challenge like it: a desert emirate ablaze; its main city sacked; the economically crucial oil industry devastated; countryside shrouded in smoke from oil well fires and littered with unexploded ordnance, disabled military equipment, and unignited crude oil. Like the well-documented effort that brought 749 burning wells under control in less than 7 months, Kuwaiti reconstruction had no precedent. Unlike the firefight, reconstruction is no-where complete. It nevertheless has placed two of three refineries back on stream, restored oil production to preinvasion levels, and repaired or rebuilt 17 of 26 oil field gathering stations. Most of the progress has come since the last well fire went out on Nov. 6, 1991. Expatriates in Kuwait since the days of Al-Awda- the return,' in Arabic- attribute much of the rapid progress under Al-Tameer- the reconstruction'- to decisions and preparations made while the well fires still raged. The article describes the planning for Al-Awda, reentering the country, drilling plans, facilities reconstruction, and special problems.

Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world's share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

#FailedRevolutions: Using Twitter to Study the Antecedents of ISIS Support

Within a fairly short amount of time, the Islamic State of Iraq and Syria (ISIS) has managed to put large swaths of land in Syria and Iraq under their control. To many observers, the sheer speed at which this "state" was established was dumbfounding. To better understand the roots of this organization and its supporters we present a study using data from Twitter. We start by collecting large amounts of Arabic tweets referring to ISIS and classify them into pro-ISIS and anti-ISIS. This classification turns out to be easily done simply using the name variants used to refer to the organization: the full name and the description as "state" is associated with support, whereas abbreviations usually indicate opposition. We then "go back in time" by analyzing the historic timelines of both users supporting and opposing and look at their pre-ISIS period to gain insights into the antecedents of support. Middle East crisis and US energy policy

The worldwide embargo of oil from Iraq and Kuwait imposed following Iraq's Aug. 2 takeover of its neighbor cut world oil supply by an estimated 4.3 million barrels per day--7 percent of world production. Other major oil producers, notably Saudi Arabia, the United Arab Emirates and Venezuela, are stepping up their production and are expected to make up for most of the shortfall--at least for awhile. As a result, the International Energy Agency, the 21-member agency set up in the 1970s to respond to such emergencies, expects world oil supplies to be adequate through October. But two factors complicate matters in the long run: the drawdown of inventories in August that cut out a cushion that could have been used later and the use now of excess OPEC production capacity that was expected to be used this winter. The result is that the increase in cold weather demand could bring on a 3 million bpd shortage this winter, which would push prices higher.

Strategic Petroleum Reserve annual report for calendar year 1998

The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

Public-Private roundtables at the fourth Clean Energy Ministerial, 17-18 April 2013, New Delhi, India

The Clean Energy Ministerial (CEM) is a high-level global forum to share best practices and promote policies and programs that advance clean energy technologies and accelerate the transition to a global clean energy economy. The CEM works to increase energy efficiency, expand clean energy supply, and enhance clean energy access worldwide. To achieve these goals, the CEM pursues a three-part strategy that includes high-level policy dialogue, technical cooperation, and engagement with the private sector and other stakeholders. Each year, energy ministers and other high-level delegates from the 23 participating CEM governments come together to discuss clean energy, review clean energy progress, and identify tangible next steps to accelerate the clean energy transition. The U.S. Department of Energy, which played a crucial role in launching the CEM, hosted the first annual meeting of energy ministers in Washington, DC, in June 2010. The United Arab Emirates hosted the second Clean Energy Ministerial in 2011, and the United Kingdom hosted the third Clean Energy Ministerial in 2012. In April 2013, India hosted the fourth Clean Energy Ministerial (CEM4) in New Delhi. Key insights from CEM4 are summarized in the report. It captures the ideas and recommendations of the government and private sector leaders who participated in the discussions on six discussion topics: reducing soft costs of solar PV; energy management systems; renewables policy and finance; clean vehicle adoption; mini-grid development; and power systems in emerging economies.

TV Energy Consumption Trends and Energy-Efficiency Improvement Options

The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs. Information collected and created through SEAD activities will be shared among all SEAD partners and, to the extent appropriate, with the global public.As of April 2011, the governments participating in SEAD are: Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden, the United Arab Emirates, the United Kingdom, and the United States. Modeling and comparative assessment of municipal solid waste gasification for energy production

It has been widely used to convert coal into gaseous energy carriers but only has been recently looked at as a process for producing energy from biomass. This study explores the potential of gasification for energy production and treatment of municipal solid waste (MSW). It relies on adapting the theory governing the chemistry and kinetics of the gasification process to the use of MSW as a feedstock to the process. It also relies on an equilibrium kinetics and thermodynamics solver tool (Gasify®) in the process of modeling gasification of MSW. The effect of process temperature variation on gasifying MSW was explored and the results were compared to incineration as an alternative to gasification of MSW. Also, the assessment was performed comparatively for gasification of MSW in the United Arab Emirates, USA, and Thailand, presenting a spectrum of socioeconomic settings with varying MSW compositions in order to explore the effect of MSW composition variance on the products of gasification. All in all, this study provides an insight into the potential of gasification for the treatment of MSW and as a waste to energy alternative to incineration.
