    The Lake Roosevelt Fisheries Evaluation Program is the result of a merger between two projects, the Lake Roosevelt Monitoring Program (BPA No. 8806300) and the Lake Roosevelt Data Collection Project (BPA No. 9404300). These projects were merged in 1996 to continue work historically completed under the separate projects, and is now referred to as the Lake Roosevelt Fisheries Evaluation Program. The 1998 Annual Report, Part B. Limnology, Primary Production, and Zooplankton in Lake Roosevelt, Washington examined the limnology, primary production, and zooplankton at eleven locations throughout the reservoir. The 1998 research protocol required a continuation of the more complete examination of limnological parameters in Lake Roosevelt that began in 1997. Phytoplankton and periphyton speciation, phytoplankton and periphyton chlorophyll a analysis, complete zooplankton biomass analysis by taxonomic group, and an increased number of limnologic parameters (TDG, TDS, etc.) were examined and compared with 1997 results. Total dissolved gas levels were greatly reduced in 1998, compared with 1997, likely resulting from the relatively normal water year experienced in 1998. Mean water temperatures were similar to what was observed in past years, with a maximum of 22.7 C and a minimum of 2.6 C. Oxygen concentrations were also relatively normal, with a maximum of 16.6 mg/L, and a minimum of 0.9 mg/L. Phytoplankton in Lake Roosevelt was primarily composed of microplankton (29.6%), Cryptophyceae (21.7%), and Bacillriophyceae (17.0 %). Mean total phytoplankton chlorophyll a maximum concentration occurred in May (3.53 mg/m{sup 3}), and the minimum in January (0.39 mg/m{sup 3}). Phytoplankton chlorophyll a concentrations appear to be influenced by hydro-operations and temperature. Trophic status as indicated by phytoplankton chlorophyll a concentrations place Lake Roosevelt in the oligomesotrophic range. Periphyton colonization rates and biovolume were significantly greater at a depth of 1.5 m (5 ft) when compared with a 4.6 m (15 ft) depth, and during the shorter incubation periods (two and four weeks). Mean zooplankton densities were greatest for Copepoda (88 %), then Daphnia spp. (10%) and other Cladocera (2.1%), while the zooplankton biomass assessment indicated Daphnia spp. had the greatest biomass (53.6%), then Copepoda (44.0%) and other Cladocera (2.5%). Mean overall zooplankton densities were the lowest observed since 1991. The cause was unclear, but may have been an artifact of human error. It seems unlikely that hydro-operations played a significant part in the reduction of zooplankton in light of the relatively friendly water year of 1998.

Jack Reed, below and attached are my comments on energy policy for now and the future: ***************************************************************************** AN OUTLINE FOR PRACTICAL & FRUITFUL ENERGY DEVELOPMENT WITH SPECIAL ATTENTION TO SENSIBLE PUBLIC INVESTMENT (Thoughts on intelligent action for energy that is abundant, affordable, associated with many jobs and economic health in New England and the nation) ** CLINGING TO OUTMODED & DESTRUCTIVE TECHNOLOGIES – WE DON'T NEED TO ARGUE ABOUT CLIMATE CHANGE TO SEE THE WAY FORWARD 1. Fossil fuels and nuclear have clear and present dangers and damaging effects, on human and environmental health. This includes the uncontestable pollution involved in production and use, and the risks of greater disasters, along with concerns about toxic waste that can contaminate our water and more. 2. Renewable sources offer a vast number of possibilities for energy production for a variety of uses. To not explore them is wasteful. To stick to same-old, same-old is foolish, and will leave us at the rear of the pack re: future energy development. **SMALL IS BEAUTIFUL – LESS RISKY – MORE PRODUCTIVE – MORE LOCAL 1 Solyndra is the bad apple that makes the point. Because something costs millions, or even billions of dollars doesn't mean it is the way to achieve huge results. The only thing that is huge about propping up mega-corporations is the risk. 2 Making the money available in far smaller amounts to a variety of solar efforts is both less risky and more promising – gives more chance of positive results. And, to anyone who can do the math – millions of small installations is as productive as one giant. 3 Smaller projects tend to be more labor-intensive – and offer local employment in a bunch of different places, benefiting the economies of all. **BENEFICIAL INNOVATION IS NOT BORN IN A CORPORATE THINK TANK, BUT IN THE MINDS OF INDIVIDUAL GENIUSES. 1. History tells us that great inventions have been developed by unknowns working in garages, bike shops, etc. We need to look beyond the elite in corporate money tanks and prestigious academia to find the gems in our own backyards. 2. One such, Paul Klinkman, has at least 50 inventions on hand, is developing several, has one patent and a few more in process, most related to alternative energy production. 3. The point is that we would find many like him – if we would only look. 4. Also, we should be seeking not just new technologies, but new business models. Check out the example from our greenhouse flyer, below. **SAVVY INVESTORS DON'T PUT THE BULK OF THEIR FORTUNES IN JUST A COUPLE OF STOCKS. THEY SPREAD THE RISK BY DIVERSIFYING. LET US BE LIKEWISE SMART IN USE OF PUBLIC MONEY 1 "Renewable energy" is not just about electricity, or even that and hot water. It is not even just those and wind, and certainly more than "solar panels". 2 We need to explore and use the many different types of alternatives, just as we do in most other aspects of our society. 3 Taking the kind of money that was allocated to Solyndra (or even to 38 Studios here in Rhode Island, and instead investing it in even 10 small projects, is a much wiser choice than betting it on another big boondoggle. **WHAT TO DO? PUT OUR MONEY INTO SUPPORT FOR WIDESPREAD USE OF CURRENT "GREEN" ENERGY TECHNOLOGY, AND EVALUATION & DEVELOPMENT OF NEW, TRULY INNOVATIVE OPTIONS 1 Make renewable energy credits available for all solar, wind and other technologies that show promise for meeting our energy needs. 2 Consider setting up an Important Innovations Center like the one described on the other side. TWO EXAMPLES OF NEW & EXCITING RESEARCH & BUSINESS MODELS A. PROPOSED NEW KSD NON-PROFIT IMPORTANT INNOVATIONS CENTER PURPOSES **Provide a place where small inventors can get help in evaluating and developing their ideas. **Provide a place which will focus specifically on inventions that have the potential to benefit the world and its people. **Provide a place which will especially focus on solutions to energy needs – and to environmental pollution and other damage. **Provide a place to enable people interested in doing good rather than getting rich to network and cooperate on accomplishing this kind of change in our world. MEANS **Invite ideas to be submitted and considered. **Focus on those inventors who don't have a large corporation or prestigious university behind them. **Vet the submissions for both efficacy and social value. **Locate funding sources that will support such work. **Locate local and regional businesses interested in marketing and/or manufacturing new and beneficial designs and products. **Connect resources with inventors and their ideas. **Support projects that utilize such innovations for good. WHAT NOT TO DO: Turn these to large multi-national corporations to exploit for their own gain. ****************************************************************************** **** B. THE UNIQUE KSD BUSINESS MODEL FOR SOLAR GREENHOUSE DEVELOPMENT **Provide a KSD design package kit that will allow farmers & other handy people to build their own greenhouses **Include expert consultation & tech support to assist them throughout the process of building.. **Train able local people as helpers to do the on-site assistance in various parts of the country. **Provide training to locally owned small businesses such as sheet metal shops to manufacture desired parts, such as the solar concentrating collectors. **Work to develop a network of local resources that could market, manufacture & install greenhouses.     Hatchery supplementation of kokanee Oncorhynchus nerka and rainbow trout O. mykiss has been the primary mitigation provided by Bonneville Power Administration for loss of anadromous fish to the waters above Grand Coulee Dam (GCD). The hatchery program for rainbow trout has consistently met management goals and provided a substantial contribution to the fishery; however, spawner returns and creel survey results for kokanee have been below management goals. Our objective was to identify factors that limit limnetic fish production in Lake Roosevelt by evaluating abiotic conditions, food limitations, piscivory, and entrainment. Dissolved oxygen concentration was adequate throughout most of the year; however, levels dropped to near 6 mg/L in late July. For kokanee, warm water temperatures during mid-late summer limited their nocturnal distribution to 80-100 m in the lower section of the reservoir. Kokanee spawner length was consistently several centimeters longer than in other Pacific Northwest systems, and the relative weights of rainbow trout and large kokanee were comparable to national averages. Large bodied daphnia (> 1.7 mm) were present in the zooplankton community during all seasons indicating that top down effects were not limiting secondary productivity. Walleye Stizostedion vitreum were the primary piscivore of salmonids in 1998 and 1999. Burbot Lota lota smallmouth bass Micropterus dolomieui, and northern pikeminnow Ptychocheilus oregonensis preyed on salmonids to a lesser degree. Age 3 and 4 walleye were responsible for the majority (65%) of the total walleye consumption of salmonids. Bioenergetics modeling indicated that reservoir wide consumption by walleye could account for a 31-39% loss of stocked kokanee but only 6-12% of rainbow trout. Size at release was the primary reason for differential mortality rates due to predation. Entrainment ranged from 2% to 16% of the monthly abundance estimates of limnetic fish, and could account for 30% of total mortality of limnetic fishes, depending on the contribution of littoral zone fishes. Inflow to GCD forebay showed the strongest negative relationship with entrainment whereas reservoir elevation and fish vertical distribution had no direct relationship with entrainment. Our results indicate that kokanee and rainbow trout in Lake Roosevelt were limited by top down impacts including predation and entrainment, whereas bottom up effects and abiotic conditions were not limiting.

    Pelagic fishes, such as kokanee and rainbow trout, provide an important fishery in Lake Roosevelt; however, spawner returns and creel results have been below management goals in recent years. Our objective was to identify factors that potentially limit pelagic fish production in Lake Roosevelt including entrainment, food limitation, piscivory, and other abiotic factors. We estimated the ratio of total fish entrained through Grand Coulee Dam to the pelagic fish abundance for September and October, 1998. If the majority of these fish were pelagic species, then entrainment averaged 10-13% of pelagic fish abundance each month. This rate of entrainment could impose considerable losses to pelagic fish populations on an annual basis. Therefore, estimates of species composition of entrained fish will be important in upcoming years to estimate the proportion of stocked pelagic fish lost through the dam. Food was not limiting for kokanee or rainbow trout populations since growth rates were high and large zooplankton were present in the reservoir. Estimates of survival for kokanee were low (< 0.01 annual) and unknown for rainbow trout. We estimated that the 1997 standing stock biomass of large (>1.1 mm) Daphnia could have supported 0.08 annual survival by kokanee and rainbow trout before fish consumption would have exceeded available biomass during late winter and early spring. Therefore, if recruitment goals are met in the future there may be a bottleneck in food supply for pelagic planktivores. Walleye and northern pikeminnow were the primary piscivores of salmonids in 1996 and 1997. Predation on salmonid prey was rare for rainbow trout and not detected for burbot or smallmouth bass. Northern pikeminnow had the greatest individual potential as a salmonid predator due to their high consumptive demand; however, their overall impact was limited because of their low relative abundance. We modeled the predation impact of 273,524 walleye in 1996, and 39,075 northern pikeminnow in 1997 because diet data revealed predation on salmonids during these years. We could not determine the absolute impact of piscivores on each salmonid species because identification of fish prey was limited to families. Our estimate of salmonid consumption by walleye in 1996 and northern pikeminnow in 1997 shows that losses of stocked kokanee and rainbow trout could be substantial (up to 73% of kokanee) if piscivores were concentrating on one salmonid species, but were most likely lower, assuming predation was spread among kokanee, rainbow trout, and whitefish. Dissolved oxygen was never limiting for kokanee or rainbow trout, but temperatures were up to 6 EC above the growth optimum for kokanee from July to September in the upper 33 meters of water. Critical data needed for a more complete analysis in the future include species composition of entrainment estimates, entrainment estimates expanded to include unmonitored turbines, seasonal growth of planktivorous salmonids, species composition of salmonid prey, piscivore diet during hatchery releases of salmonids, and collection of temperature and dissolved oxygen data throughout all depths of the reservoir during warm summer months.

    The US Department of Energy, Western Area Power Administration (Western) proposes to replace an existing overhead static wire with a shield wire that contains optical fibers (OPGW) on transmission lines from McCullough Substation, south of Las Vegas, Nevada, to Liberty Substation near Phoenix, Arizona. The replacement will occur on the McCullough-Davis, Davis-Parker No. 2, and Parker-Liberty No. 1 230-kV transmission lines. Western is responsible for the operation and maintenance of the lines. Western prepared an Environmental Assessment (EA) entitled ``McCullough to Liberty Fiber Optics Project`` (DOE/EA-1202). The EA contains the analysis of the proposed construction, operation, and maintenance of the OPGW. Based on the analysis in the EA, Western finds that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. The preparation of an environmental impact statement (EIS) is not required, and therefore, Western is issuing this Findings of No Significant Impact (FONSI).

    Congress reconvened on January 23, but most of Washington`s January new involves the Administration. DOE sent two letters to USEC customers, awarded a contract for the independent financial review of the enrichment program, and released a plan for demonstrating AVLIS by 1992. A General Accounting Office (GAO) report investigating the impact of imports of Soviet EUP into the US was made public. Both Congress and the administration are reportedly considering a full-scope US-Soviet Agreement for Nuclear Cooperation. Finally, published reports indicate Congress may consider ending the customs user fee which levies a charge of 0.17% on the value of all imported goods. The fee is felt to violate the General Agreement on Tariffs and Trade (GATT) and is not based on recovering actual Customs costs for processing a good. The fee brings the Treasury over $700 million per year, but the business community plans to lobby hard for its outright elimination or a change in authority to collect the fee based on actual costs.

    Bonneville Power Administration's participation with the Washington Department of Fish and Wildlife, Ford Hatchery, provides the opportunity for enhancing the recreational and subsistence kokanee fisheries in Banks Lake. The artificial production and fisheries evaluation is done cooperatively through the Spokane Hatchery, Sherman Creek Hatchery (WDFW), Banks Lake Volunteer Net Pen Project, and the Lake Roosevelt Fisheries Evaluation Program. Ford Hatchery's production, together with the Sherman Creek and the Spokane Tribal Hatchery, will contribute to an annual goal of one million kokanee yearlings for Lake Roosevelt and 1.4 million kokanee fingerlings and fry for Banks Lake. The purpose of this multi-agency program is to restore and enhance kokanee salmon and rainbow trout populations in Lake Roosevelt and Banks Lake due to Grand Coulee Dam impoundments. The Ford Hatchery will produce 9,533 lbs. (572,000) kokanee annually for release as fingerlings into Banks Lake in October. An additional 2,133 lbs. (128,000) kokanee will be transferred to net pens on Banks Lake at Electric City in October. The net pen raised kokanee will be reared through the fall, winter, and early spring to a total of 8,533 lbs and released in May. While the origin of kokanee comes from Lake Whatcom, current objectives will be to increase the use of native (or, indigenous) stocks for propagation in Banks Lake and the Upper Columbia River. Additional stocks planned for future use in Banks Lake include Lake Roosevelt kokanee and Meadow Creek kokanee. The Ford Hatchery continues to produce resident trout (80,584 lb. per year) to promote the sport fisheries in trout fishing lakes in eastern Washington (WDFW Management, Region 1). Operation and maintenance funding for the increased kokanee program was implemented in FY 2001 and scheduled to continue through FY 2010. Funds from BPA allow for an additional employee at the Ford Hatchery to assist in the operations and maintenance associated with kokanee production. Fish food, materials, and other supplies associated with this program are also funded by BPA. Monitoring and evaluation of the Ford stocking programs will include existing WDFW creel and lake survey programs to assess resident trout releases in trout managed waters. BPA is also funding a creel survey to assess the harvest of hatchery kokanee in Banks Lake.

    Sherman Creek Hatchery's primary objective is the restoration and enhancement of the recreational and subsistence fishery in Lake Roosevelt and Banks Lake. The Sherman Creek Hatchery (SCH) was designed to rear 1.7 million kokanee fry for acclimation and imprinting during the spring and early summer. Additionally, it was designed to trap all available returning adult kokanee during the fall for broodstock operation and evaluation. Since the start of this program, the operations on Lake Roosevelt have been modified to better achieve program goals. The Washington Department of Fish and Wildlife, Spokane Tribe of Indians and the Colville Confederated Tribes form the interagency Lake Roosevelt Hatcheries Coordination Team (LRHCT) which sets goals and objectives for both Sherman Creek and the Spokane Tribal Hatchery. The LRHCT also serves to coordinate enhancement efforts on Lake Roosevelt and Banks Lake. Since 1994 the kokanee fingerling program has changed to yearling releases. By utilizing both the hatcheries and additional net pens, up to 1,000,000 kokanee yearlings can be reared and released. The construction and operation of twenty net pens in 2001 enabled the increased production. Another significant change has been to rear up to 300,000 rainbow trout fingerling at SCH from July through October, for stocking into the volunteer net pens. This enables the Spokane Tribal Hatchery (STH) to rear additional kokanee to further the enhancement efforts on Lake Roosevelt. Current objectives include increased use of native tributary stocks where available for propagation into Upper Columbia River Basin waters. The Lake Roosevelt Fisheries Evaluation Program (LRFEP) is responsible for monitoring and evaluation on the Lake Roosevelt Projects. From 1988 to 1998, the principal sport fishery on Lake Roosevelt has shifted from walleye to include rainbow trout and kokanee salmon (Underwood et al. 1997, Tilson and Scholz 1997). The angler use, harvest rates for rainbow and kokanee and the economic value of the fishery has increased substantially during this 10-year period. The investigations on the lake also suggest that the hatchery and net pen programs have enhanced the Lake Roosevelt fishery while not negatively impacting wild and native stocks within the lake. The 2003 Fourth Annual Two Rivers Trout Derby was again a great success. The harvest and data collection were the highest level to date with 1,668 rainbow trout and 416 kokanee salmon caught. The fishermen continue to praise the volunteer net pen program and the hatchery efforts as 90% of the rainbows and 93% of the kokanee caught were of hatchery origin (Lee, 2003).

    Sherman Creek Hatchery's primary objective is the restoration and enhancement of the recreational and subsistence fishery in Lake Roosevelt and Banks Lake. The Sherman Creek Hatchery (SCH) was designed to rear 1.7 million kokanee fry for acclimation and imprinting during the spring and early summer. Additionally, it was designed to trap all available returning adult kokanee during the fall for broodstock operations and evaluations. Since the start of this program, the operations on Lake Roosevelt have been modified to better achieve program goals. The Washington Department of Fish and Wildlife, Spokane Tribe of Indians and the Colville Confederated Tribe form the interagency Lake Roosevelt Hatcheries Coordination Team (LRHCT) which sets goals and objectives for both Sherman Creek and the Spokane Tribal Hatchery and serves to coordinate enhancement efforts on Lake Roosevelt and Banks Lake. The primary changes have been to replace the kokanee fingerling program with a yearling (post smolt) program of up to 1,000,000 fish. To construct and operate twenty net pens to handle the increased production. The second significant change was to rear up to 300,000 rainbow trout fingerling at SCH from July through October, for stocking into the volunteer net pens. This enables the Spokane Tribal Hatchery (STH) to rear additional kokanee to further the enhancement efforts on Lake Roosevelt. Current objectives include increased use of native/indigenous stocks where available for propagation into Upper Columbia River Basin Waters. Monitoring and evaluation is preformed by the Lake Roosevelt Fisheries Monitoring Program. From 1988 to 1998, the principle sport fishery on Lake Roosevelt has shifted from walleye to include rainbow trout and kokanee salmon (Underwood et al. 1997, Tilson and Scholz 1997). The angler use, harvest rates for rainbow and kokanee and the economic value of the fishery has increased substantially during this 10-year period. The most recent information from the monitoring program also suggests that the hatchery and net pen rearing programs have been beneficial to enhancing the Lake Roosevelt fishery while not negatively impacting wild and native stocks within the lake. The 2001 fishing season has been especially successful with great fishing for both rainbow and kokanee throughout Lake Roosevelt. The results of the Two Rivers Fishing Derby identified 100 percent of the rainbow and 47 percent of the kokanee caught were of hatchery origin.

    Lake Whatcom, Washington kokanee have been stocked in Lake Roosevelt since 1987 with the primary objective of creating a self-sustaining fishery. Success has been limited by low recruitment to the fishery, low adult returns to hatcheries, and a skewed sex ratio. It was hypothesized that a stock native to the upper Columbia River might perform better than the coastal Lake Whatcom stock. Kokanee from Meadow Creek, a tributary of Kootenay Lake, British Columbia were selected as an alternative stock. Post smolts from each stock were released from Sherman Creek Hatchery in late June 2000 and repeated in 2001. Stock performance was evaluated using three measures; (1) number of returns to Sherman Creek, the primary egg collection facility, (2) the number of returns to 86 tributaries sampled and, (3) the number of returns to the creel. In two repeated experiments, neither Meadow Creek or Lake Whatcom kokanee appeared to be capable of providing a run of three-year old spawners to sustain stocking efforts. Less than 10 three-years olds from either stock were collected during the study period. Chi-square analysis indicated age two Meadow Creek kokanee returned to Sherman Creek and to other tributaries in significantly higher numbers when compared to the Lake Whatcom stock in both 2000 and 2001. However, preliminary data from the Spokane Tribe of Indians indicated that a large number of both stocks were precocial before they were stocked. The small number of hatchery three-year olds collected indicated that the current hatchery rearing and stocking methods will continue to produce a limited jacking run largely composed of precocious males and a small number of three-year olds. No kokanee from the study were collected during standard lake wide creel surveys. Supplemental creel data, including fishing derbies, test fisheries, and angler diaries, indicated anglers harvested two-year-old hatchery kokanee a month after release. The majority of the two-year old kokanee harvested were from a direct stock at the Fort Spokane boat launch. Only Lake Whatcom kokanee were stocked from the boat launch, therefore stock performance was not evaluated, however the high success of the stocking location will likely increase harvest of hatchery kokanee in the future. Despite low numbers of the targeted three-year olds, Meadow Creek kokanee should be stocked when possible to promote fish native to the upper Columbia River.

    Clipper Windpower (CWP) has developed the Liberty 2.5 MW wind turbine. The development, manufacturing, and certification process depends heavily on being able to validate the full-scale system design and performance under load in both an accredited structural test facility and through accredited field testing. CWP requested that DOE/ NREL upgrade blade test capabilities to perform a scope of work including structural testing of the C-96 blade used on the CWP Liberty turbine. This funds-in CRADA was developed to upgrade NREL blade test capability, while enabling certification testing of the C-96 blade through the facility and equipment upgrades. NREL shared resource funds were used to develop hardware necessary to structurally attach a large wind turbine to the test stand at the NWTC. Participant funds-in monies were used for developing the test program.

    Washington is called the 'Evergreen State' and it evokes images like this of lush forests, lakes and mountains. However, such images apply primarily to the half of the state west of the Cascade Mountains, where we are today. Eastern Washington state is quite a different matter and I want to draw your attention to a portion of Eastern Washington that is the focus ofmy presentation to you this morning. This image was taken on a part of the Department of Energy's Hanford Site, a 586-square mile government reservation, the second largest DOE facility in the nation . Here you can see where I am talking about, roughly 220 miles southeast of Seattle and about the same distance northeast of Portland.

    The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF) and Naval Base Kitsap-Bremerton (Shipyard) located in Bremerton, WA are committed to a culture of continuous process improvement for all aspects of Shipyard operations, including reducing the releases of hazardous materials and waste in discharges from the Shipyard. Under the Project ENVVEST Final Project Agreement, a cooperative project among PSNS&IMF, the Environmental Protection Agency (EPA), and the Washington State Department of Ecology (Ecology), and local stakeholders (US Navy, EPA and Ecology 2002) has been helping to improve the environmental quality of the Sinclair and Dyes Inlet Watershed (ENVVEST 2006). An ambient monitoring program for sediment, water, and indigenous mussels began in 2009 to assess the status and trend of ecological resources, assess the effectiveness of cleanup and pollution control measures, and determine if discharges from all sources are protective of beneficial uses including aquatic life. This document presents the 2010 chemical residue data and stable isotopes of carbon (?13C) and nitrogen (?15N) for the regional mussel watch stations located in Sinclair Inlet, Dyes Inlet, Port Orchard Passage, Rich Passage, Agate Passage, Liberty Bay, and Keyport Lagoon. Indigenous bivalves were collected from a small boat and/or from along the shoreline, measured, composited, and analyzed for a suite of trace metals and organic contaminants. The trace metals included silver, arsenic, cadmium, chromium, copper, mercury, nickel, lead, and zinc. The organic contaminants included the list of NOAA Status and Trends 20 polychlorinated biphenyls (PCB) congeners and suite of parent and methylated polycyclic aromatic hydrocarbons (PAHs). These chemical residue data provide the first year of the biota ambient monitoring.

    President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

    In late September 2014 development of the Lake Charles Clean Energy (LCCE) Plant was abandoned resulting in termination of Lake Charles Carbon Capture and Sequestration (CCS) Project which was a subset the LCCE Plant. As a result, the project was only funded through Phase 2A (Design) and did not enter Phase 2B (Construction) or Phase 2C (Operations). This report was prepared relying on information prepared and provided by engineering companies which were engaged by Leucadia Energy, LLC to prepare or review Front End Engineering and Design (FEED) for the Lake Charles Clean Energy Project, which includes the Carbon Capture and Sequestration (CCS) Project in Lake Charles, Louisiana. The Lake Charles Carbon Capture and Sequestration (CCS) Project was to be a large-scale industrial CCS project intended to demonstrate advanced technologies that capture and sequester carbon dioxide (CO2) emissions from industrial sources into underground formations. The Scope of work was divided into two discrete sections; 1) Capture and Compression prepared by the Recipient Leucadia Energy, LLC, and 2) Transport and Sequestration prepared by sub-Recipient Denbury Onshore, LLC. Capture and Compression-The Lake Charles CCS Project Final Technical Report describes the systems and equipment that would be necessary to capture CO2 generated in a large industrial gasification process and sequester the CO2 into underground formations. The purpose of each system is defined along with a description of its equipment and operation. Criteria for selection of major equipment are provided and ancillary utilities necessary for safe and reliable operation in compliance with environmental regulations are described. Construction considerations are described including a general arrangement of the CCS process units within the overall gasification project. A cost estimate is provided, delineated by system area with cost breakdown showing equipment, piping and materials, construction labor, engineering, and other costs. The CCS Project Final Technical Report is based on a Front End Engineering and Design (FEED) study prepared by SK E&C, completed in [June] 2014. Subsequently, Fluor Enterprises completed a FEED validation study in mid-September 2014. The design analyses indicated that the FEED package was sufficient and as expected. However, Fluor considered the construction risk based on a stick-build approach to be unacceptable, but construction risk would be substantially mitigated through utilization of modular construction where site labor and schedule uncertainty is minimized. Fluor’s estimate of the overall EPC project cost utilizing the revised construction plan was comparable to SKE&C’s value after reflecting Fluor’s assessment of project scope and risk characteristic. Development was halted upon conclusion of Phase 2A FEED and the project was not constructed.Transport and Sequestration – The overall objective of the pipeline project was to construct a pipeline to transport captured CO2 from the Lake Charles Clean Energy project to the existing Denbury Green Line and then to the Hastings Field in Southeast Texas to demonstrate effective geologic sequestration of captured CO2 through commercial EOR operations. The overall objective of the MVA portion of the project was to demonstrate effective geologic sequestration of captured CO2 through commercial Enhanced Oil Recovery (EOR) operations in order to evaluate costs, operational processes and technical performance. The DOE target for the project was to capture and implement a research MVA program to demonstrate the sequestration through EOR of approximately one million tons of CO2 per year as an integral component of commercial operations.

    During the Summer of 1983, the Washington Division of Geology and Earth Resources carried out a three-hole drilling program to collect temperature gradient and heat flow information near potential geothermal resource target areas. The project was part of the state-coupled US Department of Energy Geothermal Program. Richardson Well Drilling of Tacoma, Washington was subcontracted through the State to perform the work. The general locations of the project areas are shown in figure 1. The first hole, DNR 83-1, was located within the Green River valley northwest of Mount St. Helens. This site is near the Green River Soda Springs and along the projection of the Mount St. Helens--Elk Lake seismic zone. The other two holes were drilled near Mount Baker. Hole DNR 83-3 was sited about 1/4 km west of the Baker Hot Springs, 10.5 km east of Mount Baker, while hole DNR 83-5 was located along Rocky Creek in the Sulphur Creek Valley. The Rocky Creek hole is about 10 km south-southwest of the peak. Two other holes, DNR 83-2 and DNR 83-4, were located on the north side of the Sulphur Creek Valley. Both holes were abandoned at early stages of drilling because of deep overburden and severe caving problems. The sites were apparently located atop old landslide deposits.

    The U.S. Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Washington.

    A biological {open_quotes}revolution{close_quotes} is in progress. Due to initiatives of the Clinton-Gore administration, biologists across the nation are trying to define and use a new concept called ecosystem management. {open_quotes}Ecosystem management{close_quotes} was born in the frustration of trying to deal with the spotted owl controversy in the Northwest. Biologists could not agree on what should be done. And the biologists and economists rarely got together to try to solve problems. Some astute individuals realized that to achieve a sustainable development, ecosystems would have to be managed on a much larger scale than merely small plots of lands. And people from many different backgrounds and disciplines would need to come together to find solutions. This paper will present the views of a Washington insider who has been a player (although too frequently a minor league player!) in administration initiatives to infuse ecosystem management principles and practices in our national conscience. Today, federal agency staff talk to those in other offices within their own agency. Federal agency staff also work on joint projects across federal agencies. In addition, state government, nonprofits, universities, interested individuals, and tribal governments are becoming involved. This is the biological {open_quotes}revolution{close_quotes} that is in progress. The emphasis is shifting from looking at the life history and problems of single species to a much broader approach of examining many species, including humans. The author will present a report on results of the ecosystem management initiative in the last year and point out some of the hurdles still ahead.
