    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    NRECA conceived of the International Electric Cooperative Initiative on Energy Efficiency (IECIEE) in order to provide an ongoing means of contributing voluntary actions on greenhouse gas emissions mitigation as an integral component of its international programs and projects. This required designing the IECIEE to be integrated directly with the core interests and attributes of participating cooperatives in the U.S. and Latin America, which was the initial focus area selected for the IECIEE. In the case of NRECA International, the core interests related to promoting and strengthening the electric cooperative model, which has proved highly successful in maximizing operational efficiencies in electric power generation, distribution and retailing, as compared to government-owned entities. The approach involved three basic components: (i) establishing the IECIEE mechanism, which involved setting up a functioning organizational vehicle providing for investment, management, and emissions credit accounting; (ii) developing a portfolio of projects in countries where NRECA International could effectively implement the broader mandate of cooperative development as energy efficient suppliers and distributors of electrical energy; and (iii) conducting outreach to obtain the commitment of participants and resources from U.S. and Latin American cooperatives and partnering agencies in the development financing community.

    This study focused on Joint Base Lewis McChord (JBLM), which is located in Washington State. Task 1 consisted of a survey of the non-tactical fleet of vehicles at JBLM to begin the review of vehicle mission assignments and the types of vehicles in service. In Task 2, daily operational characteristics of select vehicles were identified and vehicle movements were recorded in data loggers in order to characterize the vehicles’ missions. In Task 3, the results of the data analysis and observations were provided. Individual observations of the selected vehicles provided the basis for recommendations related to PEV adoption (i.e., whether a battery electric vehicle or plug-in hybrid electric vehicle [collectively referred to as PEVs] can fulfill the mission requirements0, as well as the basis for recommendations related to placement of PEV charging infrastructure. This report focuses on an implementation plan for the near-term adoption of PEVs into the JBLM fleet.

    Since 1935, the federal government of the United States has administered a program designed to make electricity available to rural Americans. This dissertation traces the history of the rural electrification program, as well as its costs. While the Congress intended to simply provide help in building the capital structure of rural electric distribution systems, the program continues to flourish some 35 years after these systems first fully covered the countryside. Once the rural distribution systems were built, the government began to provide cooperatives with billions of dollars in subsidized loans for the generation of electric power. Although this program costs the taxpayers nearly $1 billion per year, no one has ever tested its efficacy. The coops' owner/members do not have the right to trade their individual ownership shares. The RECs do not fully exploit the scale and scope economies observed in the investor-owned sector of this industry. This dissertation compares the relative productive efficiencies of the RECs and the investor-owned electric utilities (IOUs) in the United States. Using multiproduct translog cost functions, the estimated costs of cooperatives are compared to those of IOUs in providing identical output bundles. Three separate products are considered as outputs: (1) wholesale power; (2) power sold to large industrial customers; and (3) power sold to residential and commercial customers. It is estimated that, were the RECs forced to pay market prices for their inputs, their costs would exceed those incurred by the IOUs by about 24 percent. Several policy recommendations are made: (1) the RECs should be converted to stockholder-owned, tax-paying corporations; (2) the government should discontinue its subsidized loan program; (3) the government should sell its hydroelectric power at market prices, nullifying the current preference given to cooperatives and municipal distributors in the purchase of this currently underpriced power.

Individual observations of these selected vehicles provide the basis for recommendations related to PEV adoption and whether a battery electric vehicle (BEV) or plug-in hybrid electric vehicle (PHEV) (collectively PEVs) can fulfill the mission requirements and provides observations related to placement of PEV charging infrastructure. This report provides the results of the data analysis and observations related to the replacement of current vehicles with PEVs. This fulfills part of the Task 3 requirements.     In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test. Mercury concentrations were tracked with continuous mercury monitors (CMMs) at the electrostatic precipitator (ESP) inlet (ESP In), scrubber inlet, and scrubber outlet of San Miguel Unit 1, and a dry sorbent trap method was used to take samples periodically to measure mercury concentrations at the each of the CMM sampling locations described above. A limited number of Ontario Hydro (OH) measurements were also conducted. Removal efficiencies were calculated from mercury-in-coal values to scrubber out CMM values. Sorbent trap samples taken at the each sampling location outlet were found to be fairly consistent with CMM values. A maximum mercury removal of 78.5% was achieved with the SEA2 + DARCO Hg sorbent combination at injection rates of 50 ppm and 4 lb/Macf, respectively. An injection rate of 4 lb/Macf for DARCO Hg-LH and DARCO Hg resulted in mercury removals of 70.0% and 64.2%, respectively. These mercury reduction values were achieved at full load and at stable plant operating conditions. Scrubber reemission was observed during sorbent injection and had a significant effect on coal to scrubber out mercury removal values. When the sorbents were injected into San Miguel Unit 1 at the AH inlet, no effects on unit operations were observed. ESP performance throughout the test period was fairly steady, with only one minor breakdown. However, it should be noted that test durations were short.

    In this project, we developed a confined cooperative self-assembly process to synthesize one-dimensional (1D) j-aggregates including nanowires and nanorods with controlled diameters and aspect ratios. The facile and versatile aqueous solution process assimilates photo-active macrocyclic building blocks inside surfactant micelles, forming stable single-crystalline high surface area nanoporous frameworks with well-defined external morphology defined by the building block packing. Characterizations using TEM, SEM, XRD, N{sub 2} and NO sorption isotherms, TGA, UV-vis spectroscopy, and fluorescence imaging and spectroscopy indicate that the j-aggregate nanostructures are monodisperse and may further assemble into hierarchical arrays with multi-modal functional pores. The nanostructures exhibit enhanced and collective optical properties over the individual chromophores. This project was a small footprint research effort which, nonetheless, produced significant progress towards both the stated goal as well as unanticipated research directions.

  18. Final Technical Report: Residential Fuel Cell Demonstration by the Delaware County Electric Cooperative, Inc.

    This demonstration project contributes to the knowledge base in the area of fuel cells in stationary applications, propane fuel cells, edge-of-grid applications for fuel cells, and energy storage in combination with fuel cells. The project demonstrated that it is technically feasible to meet the whole-house electrical energy needs of a typical upstate New York residence with a 5-kW fuel cell in combination with in-home energy storage without any major modifications to the residence or modifications to the consumption patterns of the residents of the home. The use of a fuel cell at constant output power through a 120-Volt inverter leads to system performance issues including: relatively poor power quality as quantified by the IEEE-defined short term flicker parameter relatively low overall system efficiency Each of these issues is discussed in detail in the text of this report. The fuel cell performed well over the 1-year demonstration period in terms of availability and efficiency of conversion from chemical energy (propane) to electrical energy at the fuel cell output terminals. Another strength of fuel cell performance in the demonstration was the low requirements for maintenance and repair on the fuel cell. The project uncovered a new and important installation consideration for propane fuel cells. Alcohol added to new propane storage tanks is preferentially absorbed on the surface of some fuel cell reformer desulfurization filters. The experience on this project indicates that special attention must be paid to the volume and composition of propane tank additives. Size, composition, and replacement schedules for the de-sulfurization filter bed should be adjusted to account for propane tank additives to avoid sulfur poisoning of fuel cell stacks. Despite good overall technical performance of the fuel cell and the whole energy system, the demonstration showed that such a system is not economically feasible as compared to other commercially available technologies such as propane reciprocating engine generators.

  2. Lewis Acid Pairs for the Activation of Biomass-derived Oxygenates in Aqueous Media

    The objective of this project is to understand the mechanistic aspects behind the cooperative activation of oxygenates by catalytic pairs in aqueous media. Specifically, we will investigate how the reactivity of a solid Lewis acid can be modulated by pairing the active site with other catalytic sites at the molecular level, with the ultimate goal of enhancing activation of targeted functional groups. Although unusual catalytic properties have been attributed to the cooperative effects promoted by such catalytic pairs, virtually no studies exist detailing the use heterogeneous water-tolerant Lewis pairs. A main goal of this work is to devise rational pathways for the synthesis of porous heterogeneous catalysts featuring isolated Lewis pairs that are active in the transformation of biomass-derived oxygenates in the presence of bulk water. Achieving this technical goal will require closely linking advanced synthesis techniques; detailed kinetic and mechanistic investigations; strict thermodynamic arguments; and comprehensive characterization studies of both materials and reaction intermediates. For the last performance period (2014-2015), two technical aims were pursued: 1) C-C coupling using Lewis acid and base pairs in Lewis acidic zeolites. Tin-, zirconium-, and hafnium containing zeolites (e.g., Sn-, Zr-, and Hf-Beta) are versatile solid Lewis acids that selectively activate carbonyl functional groups. In this aim, we demonstrate that these zeolites catalyze the cross-aldol condensation of aromatic aldehydes with acetone under mild reaction conditions with near quantitative yields. NMR studies with isotopically labeled molecules confirm that acid-base pairs in the Si-O-M framework ensemble promote soft enolization through α-proton abstraction. The Lewis acidic zeolites maintain activity in the presence of water and, unlike traditional base catalysts, in acidic solutions. 2) One-pot synthesis of MWW zeolite nanosheets for activation of bulky substrates. Through post-synthetic modifications, layered zeolite precursors can be transformed into 2-dimensional (2D), zeolites with open architectures. These novel hierarchical microporous/mesoporous materials with exposed active sites can facilitate the conversion of bulky substrates while maintaining higher stability than amorphous mesoporous materials. However, post-synthetic exfoliation techniques are energy intensive, multi-step and require highly alkaline conditions that result in low silica yields and a partially amorphous product. In this aim, we demonstrate an effective one-pot synthesis method to generate exfoliated single-unit-cell thick MWW nanosheets. The new material, named MIT-1, is synthesized using a rationally-designed OSDA and results in a material with high crystallinity, surface area, and acidity that does not require post-synthetic treatments other than calcination. A parametric study of Al, Na, and water content reveals that MIT-1 crystallizes over a wide synthetic window. Characterization data show that MIT-1 has high mesoporosity with an external surface area exceeding 500 m2g-1 and a high external acid site density of 21 x 10-5 mol g-1. Catalytic tests demonstrate that MIT-1 has three-fold higher catalytic activity for the Friedel-Crafts alkylation of benzene with benzyl alcohol as compared to that of other 3D MWW topology zeolites.

    Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions.

    In support of the US Department of Energy's Stirling Engine Highway Vehicle Systems program, the NASA Lewis Stirling engine performance code was evaluated by comparing code predictions without engine-specific calibration factors to GPU-3, P-40, and RE-1000 Stirling engine test data. The error in predicting power output was /minus/11 percent for the P-40 and 12 percent for the RE-1000 at design conditions and 16 percent for the GPU-3 at near-design conditions (2000 rpm engine speed versus 3000 rpm at design). The efficiency and heat input predictions showed better agreement with engine test data than did the power predictions. Concerning all data points, the error in predicting the GPU-3 brake power was significantly larger than for the other engines and was mainly a result of inaccuracy in predicting the pressure phase angle. Analysis into this pressure phase angle prediction error suggested that improvement to the cylinder hysteresis loss model could have a significant effect on overall Stirling engine performance predictions. 13 refs., 26 figs., 3 tabs.

    The cooperative program between NRC/ANL and EPRI on the validation of soil-structure interaction analysis methods with actual seismic response data is described. A large scale-model of a containment building has been built by EPRI/Taipower in a highly seismic region of Taiwan. Vibration tests were performed, first on the basemat before the superstructure was built and then on the completed structure. Since its completion, the structure has experienced many earthquakes. The site and structural response to these earthquakes have been recorded with field (surface and downhole) and structural instrumentation. The validation program involves blind predictions of site and structural response during vibration tests and a selected seismic event, and subsequent comparison between the predictions and measurements. The predictive calculations are in progress. The results of the correlation are expected to lead to the evaluation of the methods as to their conservatisms and sensitivities.

These include (1) a generic free-piston Stirling technology project being conducted to develop technologies generic to both space power and terrestrial heat pump applications in a cooperative, cost-shared effort with the Department of Energy (DOE)/Oak Ridge National Laboratory (ORNL); and (2) a free-piston Stirling space power technology feasibility demonstration project being conducted in support of the Defense Advanced Research Projects Agency (DARPA), DOE, NASA, SP-100 project. The generic technology effort includes extensive parametric testing of a 1 kW free-piston Stirling engine (RE-1000), development of a free-piston Stirling performance computer code, design and fabrication under contract of a hydraulic output modification for RE-1000 engine tests, and a 1000-hour endurance test, under contract, of a 3 kWe free-piston Stirling/alternator engine. The newly initiated space power technology feasibility demonstration effort addresses the capability of scaling a free-piston Stirling/alternator system to about 25 kWe; developing thermodynamic cycle efficiency greater than or equal to 70 percent of Carnot at temperature ratios in the order of 1.5 to 2.0; achieving a power conversion unit specific weight of 6 kg/kWe; operating with noncontacting gas bearings; and dynamically balancing the system. Planned engine and component design and test efforts are described.

    An overview of the National Aeronautics and Space Administration (NASA) Lewis Research Center SP-100 free-piston Stirling engine activities is presented. These activities include a free-piston Stirling space-power technology feasibility demonstration project as part of the SP-100 program being conducted in support of the Department of Defense (DOD), Department of Energy (DOE), and NASA. The space-power Stirling advanced technology effort, under SP-100, addresses the status of the 25 kWe Space Power Demonstrator Engine (SPDE) including test results. Future space-power projections are presented along with a description of a study that will investigate the feasibility of scaling a single-cylinder free-piston Stirling space-power module to the 150 kW power range. Design parameters and conceptual design features will be presented for a 25 kWe, single-cylinder free-piston Stirling space-power converter. A description of a hydrodynamic gas bearing concept will be presented whereby the displacer of a 1 kWe free-piston Stirling engine is modified to demonstrate the bearing concept. And finally the goals of a conceptual design for a 25 kWe Solar Advanced Stirling Conversion System capable of delivering electric power to an electric utility grid will be discussed. The solar work is under an interagency agreement between DOE/Sandia National Laboratory and NASA Lewis.

    An update is presented on the NASA Lewis Stirling component technology program. The component technology program has been organized as part of the NASA Lewis effort to develop Stirling converter technology for space power applications. The Stirling space power project is part of the High Capacity Power element of the NASA Civil Space Technology Initiative (CSTI). Lewis is also providing technical management of a DOE funded project to develop Stirling converter systems for distributed dish solar terrestrial power applications. The primary contractors for the space power and solar terrestrial projects develop component technologies directly related to their project goals. This Lewis component technology program, while coordinated with these main projects, is aimed at longer term issues, advanced technologies, and independent assessments. Topics to be discussed include bearings, linear alternators, controls and load interaction, materials/life assessment, and heat exchangers.

    Purpose: This study aimed to transfer the hPNAS-4 gene, a novel apoptosis-related human gene, into Lewis lung cancer (LL2) and observe its radiosensitive effect on radiation therapy in vitro and in vivo. Methods and Materials: The hPNAS-4 gene was transfected into LL2 cells, and its expression was detected via western blot. Colony formation assay and flow cytometry were used to detect the growth and apoptosis of cells treated with irradiation/PNAS-4 in vitro. The hPNAS-4 gene was transferred into LL2-bearing mice through tail vein injection of the liposome/gene complex. The tumor volumes were recorded after radiation therapy. Proliferating cell nuclear antigen (PCNA) immunohistochemistry staining and terminal deoxynucleotidyl transferase-mediated dUTP nick end labeling (TUNEL) assay were performed to detect the tumor cell growth and apoptosis in vivo. Results: The hPNAS-4 gene was successfully transferred into LL2 cells and tumor tissue, and its overexpressions were confirmed via western blot analysis. Compared with the control, empty plasmid, hPNAS-4, radiation, and empty plasmid plus radiation groups, the hPNAS-4 plus radiation group more significantly inhibited growth and enhanced apoptosis of LL2 cells in vitro and in vivo (P<.05). Conclusions: The hPNAS-4 gene was successfully transferred into LL2 cells and tumor tissue and was expressed in both LL2 cell and tumor tissue. The hPNAS-4 gene therapy significantly enhanced growth inhibition and apoptosis of LL2 tumor cells by radiation therapy in vitro and in vivo. Therefore, it may be a potential radiosensitive treatment of radiation therapy for lung cancer.

    In support of the US Department of Energy's Stirling Engine Highway Vehicle Systems program, the NASA Lewis Research Center investigated whether bypassing the P-40 Stirling engine heater during regenerative cooling would improve the engine thermal efficiency. The investigation was accomplished by using the Lewis nodal-analysis Stirling engine computer model. Bypassing the P-40 Stirling engine heater at full power resulted in a rise in the indicated thermal efficiency from 40.6 to 41.0 percent. For the idealized (some losses not included) heater bypass that was analyzed, this benefit is not considered significant.

    The eastern Connecticut town of Windham in cooperation with the Boston-based Kendall Company, a division of Colgate-Palmolive, recently completed construction of the Windham Energy Recovery Facility, which began operation in late October 1981. Steam generated from the new facility travels through underground piping into the Kendall plant where it is used to dry non-woven fabrics and to produce electricity for the plant. Operating around the clock, the incinerator will be capable of consuming 108 tons of waste a day. The pyrolitic process, termed a ''starved air'' system, absorbs heat from the combustion of refuse material and transforms it into steam within a combustion chamber.

    A description of the modifications made to improve the plasma parameters of the U-25B Facility is presented. The oxygen enrichment system was modified to allow oxygen enrichment of up to 50% (by volume) ahead of the preheaters. Optimum design and operating conditions of the seed injection system were defined as a result of experimental investigations. An account of the extensive diagnostic studies performed and a description of the measurement techniques and of the new submillimeter laser interferometer are given. The performance of the MHD generator is analyzed for different operating modes. Studies of fluctuations and nonuniformities, current take-off distributions, local electrical analysis, overall heat transfer history of the MHD channel, and an extensive parametric study of the generator are presented. A detailed account of the complete disassembly and inspection of channel No. 1 after more than 100 hours of operation with the combustor, and of the condition of its various elements is also given.

Another type of new organoboranes have 1-3 perfluorinated fused ring groups and 2-0 perfluorophenyl groups.     The remediation and deactivation and decommissioning (D&D) of nuclear waste storage tanks using telerobotics is one of the most challenging tasks faced in environmental cleanup. Since a number of tanks have reached the end of their design life and some of them have leaks, the unstructured, uncertain and radioactive environment makes the work inefficient and expensive. However, the execution time of teleoperation consumes ten to hundred times that of direct contact with an associated loss in quality. Thus, a considerable effort has been expended to improve the quality and efficiency of telerobotics by incorporating into teleoperation and robotic control functions such as planning, trajectory generation, vision, and 3-D modeling. One example is the Robot Task Space Analyzer (RTSA), which has been developed at the Robotics and Electromechanical Systems Laboratory (REMSL) at the University of Tennessee in support of the D&D robotic work at the Oak Ridge National Laboratory and the National Energy Technology Laboratory. This system builds 3-D models of the area of interest in task space through automatic image processing and/or human interactive manual modeling. The RTSA generates a task plan file, which describes the execution of a task including manipulator and tooling motions. The high level controller of the manipulator interprets the task plan file and executes the task automatically. Thus, if the environment is not highly unstructured, a tooling task, which interacts with environment, will be executed in the autonomous mode. Therefore, the RTSA not only increases the system efficiency, but also improves the system reliability because the operator will act as backstop for safe operation after the 3-D models and task plan files are generated. However, unstructured conditions of environment and tasks necessitate that the telerobot operates in the teleoperation mode for successful execution of task. The inefficiency in the teleoperation mode led to the research described as Human Machine Cooperative Telerobotics (HMCTR). The HMCTR combines the telerobot with robotic control techniques to improve the system efficiency and reliability in teleoperation mode. In this topical report, the control strategy, configuration and experimental results of Human Machines Cooperative Telerobotics (HMCTR), which modifies and limits the commands of human operator to follow the predefined constraints in the teleoperation mode, is described. The current implementation is a laboratory-scale system that will be incorporated into an engineering-scale system at the Oak Ridge National Laboratory in the future.

    High initial cost and lack of public awareness of ground source heat pump (GSHP) technology are the two major barriers preventing rapid deployment of this energy saving technology in the United States. Under the American Recovery and Reinvestment Act (ARRA), 26 GSHP projects have been competitively selected and carried out to demonstrate the benefits of GSHP systems and innovative technologies for cost reduction and/or performance improvement. This paper highlights findings of a case study of one of the ARRA-funded GSHP demonstration projects, which is a heating only central GSHP system using shallow aquifer as heat source and installed at a warehouse and truck bay at Kalispell, MT. This case study is based on the analysis of measured performance data, utility bills, and calculations of energy consumptions of conventional central heating systems for providing the same heat outputs as the central GSHP system did. The evaluated performance metrics include energy efficiency of the heat pump equipment and the overall GSHP system, pumping performance, energy savings, carbon emission reductions, and cost-effectiveness of GSHP system compared with conventional heating systems. This case study also identified areas for reducing uncertainties in performance evaluation, improving operational efficiency, and reducing installed cost of similar GSHP systems in the future.     Free-piston Stirling power converters are a candidate for high capacity space power applications. The Space Power Research Engine (SPRE), a free-piston Stirling engine coupled with a linear alternator, is being tested at the NASA Lewis Research Center in support of the Civil Space Technology Initiative. The SPRE is used as a test bed for evaluating converter modifications which have the potential to improve converter performance and for validating computer code predictions. Reducing the number of cooler tubes on the SPRE has been identified as a modification with the potential to significantly improve power and efficiency. This paper describes experimental tests designed to investigate the effects of reducing the number of cooler tubes on converter power, efficiency and dynamics. Presented are test results from the converter operating with a reduced number of cooler tubes and comparisons between this data and both baseline test data and computer code predictions.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    An overview of the 1985 (NASA) Lewis Research Center free-piston Stirling engine activities in support of the SP-100 Program is presented. The SP-100 program is being conducted in support of the Department of Advanced Research Projects Agency (DARPA) and the Department of Energy (DOE), and NASA. This effort is keyed on the design, fabrication, assembly, and testing of a 25 kW(e) Stirling space-power technology-feasibility demonstrator engine. Another facet of the SP-100 project covers the status of a 9000-h goal endurance test conducted on a 2 kW(e) free-piston Stirling/linear alternator system employing hydrostatic gas bearings. Dynamic balancing of the RE-1000 engine (a 1 kW(e) free-piston Stirling engine) using a passive dynamic absorber is discussed, along with the results of a parametric study showing the relationships of Stirling power converter specific weight and efficiency as functions of Stirling engine heater to cooler temperature ratio. Planned tests are described covering a hydrodynamic gas bearing concept for potential SP-100 application.

    A Mineral resource survey was conducted in 1987 by the U.S. Geological Survey and the U.S. Bureau of Mines to evaluate mineral resources (known) and mineral resource potential (undiscovered) of the Sleeping Giant Wilderness Study Area (MT-075-111) in Lewis and Clark County, Montana. The only economic resource in the study area is an inferred 1.35-million-ton reserve of decorative stone (slate); a small gold placer resource is subeconomic. A high resource potential for decorative slate exists directly adjacent to the area of identified slate resource and in the northeastern part of the study area. The rest of the study area has a low potential for decorative slate. The westernmost part of the study area has a moderate resource potential for copper and associated silver in state-bound deposits in green beds and limestone; potential is low in the rest of the study are. The study area has a low resource potential for sapphires in placer deposits, gold in placer deposits (exclusive of subeconomic resource mentioned above), phosphate in the Spokane Formation, diatomite in lake deposits, uranium, oil, gas, geothermal energy, and no resource potential for phosphate in the Phosphoria Formation.

    Lithium-sulfur (Li-S) battery is one of the most promising energy storage systems because of its high specific capacity of 1675 mAh g-1 based on sulfur. However, the rapid capacity degradation, mainly caused by polysulfide dissolution, remains a significant challenge prior to practical applications. Here, we report a novel Ni-based metal organic framework (Ni-MOF), Ni6(BTB)4(BP)3 (BTB = benzene-1,3,5-tribenzoate and BP = 4,4?-bipridyl), that can remarkably immobilize polysulfides within the cathode structure through physical and chemical interactions at the molecular level. The capacity retention achieves up to 89% after 100 cycles at 0.1 C. The interwoven mesopores (~2.8 nm) and micropores (~1.4 nm) of Ni-MOF firstly provide an ideal matrix to confine polysulfides. Additionally, the strong interactions between Lewis acidic Ni(II) center and the polysulfides base significantly slow down the migration of soluble polysulfides out of the pores, which leads to the excellent cycling performance of Ni-MOF/S composite.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    The information presented in this report was collected during limited site investigation activities conducted in the vicinity of Landfills 1 and 4 at Fort Lewis. The purpose of this work was to provide a means of detecting and evaluating the impacts of these inactive landfills on ground-water quality and adjacent lands. This effort included the design and construction of ground-water monitoring systems for compliance with applicable federal and state regulations governing Resource Conservation and Recovery Act (RCRA)-type landfills. Ground-water samples were collected from both existing (1981 and 1984) wells and the newly installed (1988) wells. The analytical results from the water samples indicate that the ground water in and around Landfill 1 contains limited contamination. Contaminants may include volatile organic compounds and nitrate. The primary concern in the area around Landfill 1 was the determination that ground water from two wells may contain cis-1,2-dichloroethylene and 1,1,1-trichloroethylene above drinking water standards. Nitrate levels in the downgradient wells were greater than those in upgradient wells and exceeded drinking water standards in some of the less-representative samples. Analyses of ground-water samples from wells in and around Landfill 4 indicate several contaminants may be present. These include volatile organic compounds (principally cis-1,2-dichloroethylene and 1,1,1-trichloroethylene), coliform, oil and grease, and perhaps some metals (iron and magnesium). The primary concern in the area around Landfill 4 was the determination that ground water from five wells contained cis-1,2-dichloroethylene and 1,1,1-trichloroethylene above drinking water standards. The source of contaminants beneath either landfill cannot yet be identified. Insufficient data exist to disprove or confirm either landfill as possible contributors. 19 refs., 32 figs., 17 tabs.

    This paper discusses cooperative marketing and its role in recycling programs. The first section of the paper presents a snapshot of cooperative marketing, describes trends, and analyzes driving forces. The maturing recycling industry is examined to speculate on why cooperative marketing is emerging at this time, in certain areas, and in specific subsets of the industry. The second section provides analytical tools to help waste management personnel evaluate cooperative marketing alternatives. Criteria are presented to help evaluate programs to determine if and when cooperative marketing is practical and advantageous for rural, low budget, or new programs. Situations driven by special problems with local recyclable materials markets will be discussed. The last section focuses on steps for putting cooperative marketing programs in place. Attendees are given insight that should enable them to initiate the process of pursuing cooperative marketing. Strategies addressed range from developing program objectives compatible with other community programs and arranging necessary communications, to assessing markets, determining resource needs, predicting material quantities, and optimizing materials supplies to meet market requirements.

    Noncoding RNAs form unique 3D structures, which perform many regulatory functions. To understand how RNAs fold uniquely despite a small number of tertiary interaction motifs, we mutated the major tertiary interactions in a group I ribozyme by single-base substitutions. The resulting perturbations to the folding energy landscape were measured using SAXS, ribozyme activity, hydroxyl radical footprinting, and native PAGE. Double- and triple-mutant cycles show that most tertiary interactions have a small effect on the stability of the native state. Instead, the formation of core and peripheral structural motifs is cooperatively linked in near-native folding intermediates, and this cooperativity depends on the native helix orientation. The emergence of a cooperative interaction network at an early stage of folding suppresses nonnative structures and guides the search for the native state. We suggest that cooperativity in noncoding RNAs arose from natural selection of architectures conducive to forming a unique, stable fold.

    This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Potential cooperative efforts under a low cooperation scenario could include information exchanges on military equipment and schedules to prevent misunderstandings and the establishment of protocols for handling emergency situations or unusual circumstances. Measures under a medium cooperation scenario could include establishing joint monitoring groups for better communications, with hot lines and scheduled meetings. The high cooperation scenario describes coordinated responses, joint border patrols, and sharing border intrusion information. Finally, the document lists recommendations for organizational, technical, and operational initiatives that could be applicable to the current situation.

    Sandia National Laboratories performed an assessment of the benefits of energy storage for the Kauai Island Utility Cooperative. This report documents the methodology and results of this study from a generation and production-side benefits perspective only. The KIUC energy storage study focused on the economic impact of using energy storage to shave the system peak, which reduces generator run time and consequently reduces fuel and operation and maintenance (O&M) costs. It was determined that a 16-MWh energy storage system would suit KIUC's needs, taking into account the size of the 13 individual generation units in the KIUC system and a system peak of 78 MW. The analysis shows that an energy storage system substantially reduces the run time of Units D1, D2, D3, and D5 - the four smallest and oldest diesel generators at the Port Allen generating plant. The availability of stored energy also evens the diurnal variability of the remaining generation units during the off- and on-peak periods. However, the net economic benefit is insufficient to justify a load-leveling type of energy storage system at this time. While the presence of storage helps reduce the run time of the smaller and older units, the economic dispatch changes and the largest most efficient unit in the KIUC system, the 27.5-MW steam-injected combustion turbine at Kapaia, is run for extra hours to provide the recharge energy for the storage system. The economic benefits of the storage is significantly reduced because the charging energy for the storage is derived from the same fuel source as the peak generation source it displaces. This situation would be substantially different if there were a renewable energy source available to charge the storage. Especially, if there is a wind generation resource introduced in the KIUC system, there may be a potential of capturing the load-leveling benefits as well as using the storage to dampen the dynamic instability that the wind generation could introduce into the KIUC grid. General Electric is presently conducting such a study and results of this study will be available in the near future. Another study conducted by Electric Power Systems, Inc. (EPS) in May 2006 took a broader approach to determine the causes of KIUC system outages. This study concluded that energy storage with batteries will provide stability benefits and possibly eliminate the load shedding while also providing positive voltage control. Due to the lack of fuel diversity in the KIUC generation mix, SNL recommends that KIUC continue its efforts to quantify the dynamic benefits of storage. The value of the dynamic benefits, especially as an enabler of renewable generation such as wind energy, may be far greater than the production cost benefits alone. A combination of these benefits may provide KIUC sufficient positive economic and operational benefits to implement an energy storage project that will contribute to the overall enhancement of the KIUC system.

    The first synthesis of gracilioether F, a polyketide natural product with an unusual tricyclic core and five contiguous stereocenters, is described. Key steps of the synthesis include a Lewis acid promoted ketenealkene [2+2] cycloaddition and a late-stage carboxylic acid directed C(sp)H oxidation. The synthesis requires only eight steps from norbornadiene.

    An overview is presented of the National Aeronautics and Space Administration (NASA) Lewis Research Center free-piston Stirling engine activities directed toward space-power application. One of the major elements of the program is the development of advanced power conversion concepts of which the Stirling cycle is a viable candidate. Under this program the research findings of the 25 kWe opposed-piston Space Power Demonstrator Engine (SPDE) are presented. Included in the SPDE discussion are initial differences between predicted and experimental power outputs and power output influenced by variations in regenerators. Projections are made for future space-power requirements over the next few decades. A cursory comparison is presented showing the mass benefits that a Stirling system has over a Brayton system for the same peak temperature and output power.

    As part of the NASA funded portion of the SP-100 Advanced Technology Program the Space Power Research Engine (SPRE I) was designed and built to serve as a research tool for evaluation and development of advanced Stirling engine concepts. The SPRE I is designed to produce 12.5 kW electrical power when operated with helium at 15 MPa and with an absolute temperature ratio of two. The engine is now under test in a new test facility which was designed and built at NASA LeRC specifically to test the SPRE I. This paper describes the SPRE I, the NASA test facility, the initial SPRE I test results, and future SPRE I test plans.
