In doing so, I wonder sometimes how often we explain a policy as longstanding or as part of our tradition, but in critical review we do not truly understand why it is needed today. After 33 years and 7 months I have finally After 33 years and 7 months I have finally decided to "pull the plug" and retire from Federal service. It was not an easy decision to make, but I know it is the right one. Strange as it may seem, my entire career has involved the classification program, either as an integral part of the staff or in management positions. People often ask me why I never left the field, and my answer has always been the same: "I have never been bored in classification." As you all know, every day presents a new document review challenge, a different technical issue, some nuanced guidance interpretation, or an urgent policy decision. It is very hard to be bored when you are constantly being challenged by your world. But those same challenges create the

The new organization (see chart on page 4) will increase efficiency by streamlining the chain of command and consolidating functions. Over the past 3 months, we have been in transition, aligning personnel and functions under the new structure. Our office has been renamed the Office of Classification (SP-50). The most noticeable change is the "flattening" of the management structure. One layer of management previously made up of multiple managers is being replaced by a single Deputy Director, Michael Kilpatrick. We now report directly to Glenn Podonsky through Michael

On a professional level, the discussion of our past mistakes and how to prevent them in the future is just as valuable. For our classification program, we are learning from our past mistakes and considering what steps we can take to prevent them in the future. The latest revision to the Department of Energy (DOE) Manual for Identifying Classified Information (DOE M 475.1-1B), addresses many issues of concern to the classification community. Changes made to the manual are intended to put training and processes in place to improve the classification program and help

you may already know, the Government you may already know, the Government Accounting Office (GAO) is conducting a study on the "over classification of information" by Government agencies. The GAO has visited or will visit a number of Headquarters offices and field sites to gather information on our classification system. The study was prompted by Congressional concern that classification of information has proliferated since 9/11. There have also been numerous newspaper articles in recent months questioning the Government's need to protect much of the information that has been classified and concerning Congress' frustration with its inability to obtain classified documents from the executive branch. Over classification hinders our ability to complete the work the public expects us to do.

Why are Online Catalogs Still Hard to Use

We return to arguments made 10 years ago (Borgman, 1988a) that online catalogs are difficult to use because their design does not incorporate sufficient understanding of searching behavior. The earlier article examined studies of information retrieval system searching for their implica-tions for online catalog design; this article examines the implications of card catalog design for online catalogs. With this analysis, we hope to contribute to a better under-standing of user behavior and to lay to rest thecard catalog design model for online catalogs. We discuss the problems with query matching systems, which were designed for skilled search intermediaries rather than end-users, and the knowledge and skills they require in the information-seeking process, illustrated with examples of searching card and online catalogs. Searching requires conceptual knowledge of the information retrieval process-translat-ing an information need into a searchable query; semantic knowledge of how to implement a query in a given sys-tem-the how and when to use system features; and tech-nical skills in executing the query-basic computing skills and the syntax of entering queries as specific search statements. In the short term, we can help make online cat-alogs easier to use through improved training and docu-mentation that is based on information-seeking behavior, with the caveat that good training is not a substitute for good system design. Our long term goal should be to de-sign intuitive systems that require a minimum of instruc-tion. Given the complexity of the information retrieval prob-lem and the limited capabilities of today’s systems, we are far from achieving that goal. If libraries are to provide pri-mary information services for the networked world, they need to put research results on the information-seeking process into practice in designing the next generation of online public access information retrieval systems.

On March 10, the Office of Classification hosted On March 10, the Office of Classification hosted a web-based meeting to discuss Executive Order (E.O.) 13526, Classified National Security Information. The meeting was held using WebEx, a web-based conferencing tool. Participants logged into a website to view content controlled by the host and called in for the audio portion of the meeting. Over 40 persons participated. E.O. 13526 was signed on December 29, 2009. Section 1.7, Classification Prohibitions and Limitations, Section 3.3, Automatic Declassification, and Section 3.7, National Declassification Center, were effective immediately. All other sections of the E.O. will be effective June 27, 2010. Major changes to the E.O. include a higher standard for original classification, the mandate for a fundamental

Applying Learnable Evolution Model to Heat Exchanger Design

A new approach to evolutionary computation, called Learnable Evolution Model (LEM), has been applied to the problem of optimizing tube structures of heat exchangers. In contrast to conventional Darwiniantype evolutionary computation algorithms that use various forms of mutation and/or recombination operators, LEM employs machine learning to guide the process of generating new individuals. A system, ISHED1, based on LEM, automatically searches for the highest capacity heat exchangers under given technical and environmental constraints. The results of experiments have been highly promising, often producing solutions exceeding the best human designs.

Linac Energy Management (LEM) is a control system program that scales magnet field set-point settings following a change in beam energy. LEM is necessary because changes in the number, phase, and amplitude of the active klystrons change the beam's rigidity, and therefore, to maintain constant optics, one has to change focusing gradients and bend fields accordingly. Preliminary subsurface hydrologic considerations: Columbia River Plateau Physiographic Province. Assessment of effectiveness of geologic isolation systems

This report contains a discussion of the hydrologic conditions of the Columbia River Plateau physiographic province. The Columbia River Plateau is underlain by a thick basalt sequence. The Columbia River basalt sequence contains both basalt flows and sedimentary interbeds. These sedimentary interbeds, which are layers of sedimentary rock between lava flows, are the main aquifer zones in the basalt sequence. Permeable interflow zones, involving the permeable top and/or rubble bottom of a flow, are also water-transmitting zones. A number of stratigraphic units are present in the Pasco Basin, which is in the central part of the Columbia River Plateau. At a conceptual level, the stratigraphic sequence from the surface downward can be separated into four hydrostratigraphic systems. These are: (1) the unsaturated zone, (2) the unconfined aquifer, (3) the uppermost confined aquifers, and (4) the lower Yakima basalt hydrologic sequence. A conceptual layered earth model (LEM) has been developed. The LEM represents the major types of porous media (LEM units) that may be encountered at a number of places on the Columbia Plateau, and specifically in the Pasco Basin. The conceptual LEM is not representative of the actual three-dimensional hydrostratigraphic sequence and hydrologic conditions existing at any specific site within the Columbia Plateau physiographic province. However, the LEM may be useful for gaining a better understanding of how the hydrologic regime may change as a result of disruptive events that may interact with a waste repository in geologic media.

This paper addresses these and related points for a particular type of LEM equipment referred to as "continuous controls." More specifically, the need for such equipment and its performance are reviewed. The remainder of the paper discusses the capabilities and applications of continuous control equipment for retrofit and new construction projects. Further development of a combustion Large Eddy Simulation (LES) code for the design of advanced gaseous combustion systems is described in this sixth quarterly report. CFD Research Corporation (CFDRC) is developing the LES module within the parallel, unstructured solver included in the commercial CFD-ACE+ software. In this quarter, in-situ adaptive tabulation (ISAT) for efficient chemical rate storage and retrieval was implemented and tested within the Linear Eddy Model (LEM). ISAT type 3 is being tested so that extrapolation can be performed and further improve the retrieval rate. Further testing of the LEM for subgrid chemistry was performed for parallel applications and for multi-step chemistry. Validation of the software on backstep and bluff-body reacting cases were performed. Initial calculations of the SimVal experiment at Georgia Tech using their LES code were performed. Georgia Tech continues the effort to parameterize the LEM over composition space so that a neural net can be used efficiently in the combustion LES code. A new and improved Artificial Neural Network (ANN), with log-transformed output, for the 1-step chemistry was implemented in CFDRC's LES code and gave reasonable results. This quarter, the 2nd consortium meeting was held at CFDRC. Next quarter, LES software development and testing will continue. Alpha testing of the code will continue to be performed on cases of interest to the industrial consortium. Optimization of subgrid models will be pursued, particularly with the ISAT approach. Also next quarter, the demonstration of the neural net approach, for multi-step chemical kinetics speed-up in CFD-ACE+, will be accomplished.

Captive Rearing Program for Salmon River Chinook Salmon : Project Progress Report, 2001 Annual Report.

During 2001, the Idaho Department of Fish and Game continued to develop techniques to rear chinook salmon Oncorhynchus tshawytscha to sexual maturity in captivity and to monitor their reproductive performance under natural conditions. Eyed-eggs were hydraulically collected from redds in the East Fork Salmon River (EFSR; N = 311) and the West Fork Yankee Fork Salmon River (WFYF; N = 272) to establish brood year 2001 culture cohorts. The eyed-eggs were incubated and reared by family group at the Eagle Fish Hatchery (Eagle). Juveniles collected the previous summer were PIT and elastomer tagged and vaccinated against vibrio Vibrio spp. and bacterial kidney disease prior to the majority of them being transferred to the National Marine Fisheries Service, Manchester Marine Experimental Station for saltwater rearing through maturity. Smolt transfers included 210 individuals from the Lemhi River (LEM), 242 from the WFYF, and 178 from the EFSR. Maturing fish transfers from Manchester to Eagle included 62 individuals from the LEM, 72 from the WFYF, and 27 from the EFSR. Additional water chilling capacity was added at Eagle in 2001 to test if spawn timing could be advanced by temperature manipulations, and adults from the LEM and WFYF were divided into chilled ({approx} 9 C) and ambient ({approx} 13.5 C) water temperature groups while at Eagle. Twenty-five mature females from the LEM (11 chilled, 14 ambient) were spawned in captivity with 23 males with the same temperature history in 2001. Water temperature group was not shown to affect the spawn timing of these females, but males did mature earlier. Egg survival to the eyed stage of development averaged 37.9% and did not differ significantly between the two temperature groups. A total of 8,154 eyed-eggs from these crosses were placed in in-stream incubators by personnel from the Shoshone-Bannock Tribe. Mature adults (N = 89) were released into the WFYF to evaluate their reproductive performance. After release, fish distributed themselves throughout the study section and displayed a progression of habitat associations and behavior consistent with progressing maturation and the onset of spawning. Five of the 18 redds spawned by captive-reared parents were hydraulically sampled to assess survival to the eyed stage of development. Eyed-eggs were collected from four of these, and survival to this stage ranged from 0%-89%. Expanding these results to the remaining redds produced an estimate of 15,000 eyed-eggs being produced by captive-reared fish.

De­sign­ing, sim­u­lat­ing and op­ti­miz­ing these sys­tems is a chal­lenge. Using COSY IN­FIN­I­TY, a dif­fer­en­tial al­ge­bra-based code, to sim­u­late com­pli­cat­ed el­e­ments can allow the com­pu­ta­tion and cor­rec­tion of a va­ri­ety of high­er order ef­fects, such as spher­i­cal and chro­mat­ic aber­ra­tions, that are dif­fi­cult to ad­dress with other sim­u­la­tion tools. As an ex­am­ple, a he­li­cal dipole mag­net has been im­ple­ment­ed and sim­u­lat­ed, and the per­for­mance of an epicyclic para­met­ric ion­iza­tion cool­ing sys­tem for muons is stud­ied and com­pared to sim­u­la­tions made using G4Beam­line, a GEAN­T4 toolk­it.
