The city developed into a legendary cultural center, where some of the West`s leading commercial geniuses made substantial investments. Baku also was a city of diverse peoples, with its Azerbaijani core supplemented by substantial communities of Armenians, Germans, Russians and Swedes, not to mention merchant communities of other central Asian and Middle Eastern peoples. The miracle that caused Baku to bloom, then as now, was the promise of oil. Baku is arguably the world`s first important oil-producing city. As the 20th century draws to a close, Baku once more is on the verge of a transition that may restore its status as an important center for international investment and commerce. Environmental Survey preliminary report, Kansas City Plant, Kansas City, Missouri

This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

Indoor air quality: The legal landscape II

Today`s office environment is as different from its predecessor as an automobile is from a horse and buggy. A 1950s office typically contained tile floors, painted walls, plaster ceilings, carbon paper, and plentiful fresh air circulating through windows that were usually open when weather permitted. In the 1990s, the decor has shifted to carpeted floors, synthetic wall coverings, ceiling tile and multiple copiers. Sophisticated building materials and motorized office products can emit unwelcome constituents into the indoor air, yet ventilation is limited by windows that do not open. One result of these changes has been an unprecedented and ever-increasing concern about indoor air quality (IAQ). Some studies rank indoor air pollution as today`s number one environmental health risk. Increased media attention to the topic has increased public awareness, which has increased litigation and regulatory activity in the area. This paper explores the legal landscape of IAQ in the US, ranging from legislative to regulatory activity on both the federal and state levels, and from civil litigation to actions brought before administrative boards. Along the way, the paper defines and discusses such IAQ problems as building-related illness (BRI) and sick building syndrome (SBS), examining the magnitude of the problems and their possible causes. Finally, the paper provides suggestions to those potentially liable for alleged injuries from indoor air pollution, including architects, builders, contractors, building product manufacturers, building owners and managers, building sellers, employers, and engineering and environmental consultants. This paper is an update of a paper presented at the Air and Waste Management Association`s Annual Meeting in 1992.

Network Analysis in the Legal Domain: A complex model for European Union legal sources

Legislators, designers of legal information systems, as well as citizens face often problems due to the interdependence of the laws and the growing number of references needed to interpret them. Quantifying this complexity is not an easy task. In this paper, we introduce the "Legislation Network" as a novel approach to address related problems. We have collected an extensive data set of a more than 60-year old legislation corpus, as published in the Official Journal of the European Union, and we further analysed it as a complex network, thus gaining insight into its topological structure. Among other issues, we have performed a temporal analysis of the evolution of the Legislation Network, as well as a robust resilience test to assess its vulnerability under specific cases that may lead to possible breakdowns. Results are quite promising, showing that our approach can lead towards an enhanced explanation in respect to the structure and evolution of legislation properties.

This report identifies specific issues related to bioremediation technologies, including those involving the use of plants; native, naturally occurring microbes; non-native, naturally occurring microbes; genetically engineered organisms; and microbial products (e.g., enzymes, surfactants, chelating compounds). It considers issues that fall within the following general categories: US biotechnology policy and the regulation of field releases of organisms; US environmental laws and waste cleanup regulations; intellectual property and patenting issues; technology transfer procedures for commercializing technology developed through government-funded research; stakeholder concerns about bioremediation proposals; and methods for assuring public involvement in technology development and deployment.

In the United States the recent termination of funding for research on therapy for incorporated radionuclides has virtually halted progress on improved or new agents and procedures for removing radioactivity from the body. Research was eliminated, but is still needed on new removal agents, improved delivery system, in vitro test systems, and the toxicology of treatments. For many radionuclides, no adequate therapy exists. The relationship between radionuclide removal and reduction in cancer risk is still unanswered. Without proper research support, needed improvements in the treatment for incorporated radionuclides in the US are uncertain.

This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

The present invention generally relates to luminescent and/or optically absorbing compositions and/or precursors to those compositions, including solid films incorporating these compositions/precursors, exhibiting increased luminescent lifetimes, quantum yields, enhanced stabilities and/or amplified emissions. Examples of analytes detectable by the invention include electrophiles, alkylating agents, thionyl halides, and phosphate ester groups including phosphoryl halides, cyanides and thioates such as those found in certain chemical warfare agents. The present invention additionally relates to devices and methods for amplifying emissions, such as those produced using the above-described compositions and/or precursors, by incorporating the composition and/or precursor within a polymer having an energy migration pathway. Potential incorporation of transuranics into uranium phases

The UO{sub 2} in spent nuclear fuel is unstable under moist oxidizing conditions and will be altered to uranyl oxide hydrate phases. The transuranics released during the corrosion of spent fuel may also be incorporated into the structures of secondary U{sup 6+} phases. The incorporation of radionuclides into alteration products will affect their mobility. A series of precipitation tests were conducted at either 150 or 90 C for seven days to determine the potential incorporation of Ce{sup 4+} and Nd{sup 3+} (surrogates for Pu{sup 4+} and Am{sup 3+}, respectively) into uranium phases. Ianthinite ([U{sub 2}{sup 4+}(UO{sub 2}){sub 4}O{sub 6}(OH){sub 4}(H{sub 2}O){sub 4}](H{sub 2}O){sub 5}) was produced by dissolving uranium oxyacetate in a solution containing copper acetate monohydrate as a reductant. The leachant used in these tests were doped with either 2.1 ppm cerium or 399 ppm neodymium. Inductively coupled plasma-mass spectrometer (ICP-MS) analysis of the solid phase reaction products which were dissolved in a HNO{sub 3} solution indicates that about 306 ppm Ce (K{sub d} = 146) was incorporated into ianthinite, while neodymium contents were much higher, being approximately 24,800 ppm (K{sub d} = 62). Solid phase examinations using an analytical transmission electron microscope/electron energy-loss spectrometer (AEM/EELS) indicate a uniform distribution of Nd, while Ce contents were below detection. Becquerelite (Ca[(UO{sub 2}){sub 6}O{sub 4}(OH){sub 6}]{center_dot}8H{sub 2}O) was produced by dissolving uranium oxyacetate in a solution containing calcium acetate. The leachant in these tests was doped with either 2.1 ppm cerium or 277 ppm neodymium. ICP-MS results indicate that about 33 ppm Ce (K{sub d}=16) was incorporated into becquerelite, while neodymium contents were higher, being approximately 1,300 ppm (K{sub d}=5). Homogeneous distribution of Nd in the solid phase was noted during AEM/EELS examination, and Ce contents were also below detection.

A noise survey of New York City Fire Department equipment was conducted in November, 1982. The evaluation was requested by the fire department to investigate selected noise sources found at the fire scene or on vehicles used to get to and from a fire scene. The author concludes that a potential for overexposure to noise does exist for the fire department personnel. Recommendations include limiting the use of warning devices as much as legally and practically possible, relocating warning devices away from fire personnel on the vehicle, and implementing a hearing conservation program.

Incorporating Experience Curves in Appliance Standards Analysis

The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans. The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

Highlighting High Performance: Twenty River Terrace, Battery Park City, New York, New York

Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. Incorporating local boundary conditions into nonlocal theories

We study nonlocal equations from the area of peridynamics on bounded domains. In our companion paper, we discover that, on $\\mathbb{R}^n$, the governing operator in peridynamics, which involves a convolution, is a bounded function of the classical (local) governing operator. Building on this, we define an abstract convolution operator on bounded domains. The abstract convolution operator is a function of the classical operator, defined by a Hilbert basis available due to the purely discrete spectrum of the latter. As governing operator of the nonlocal equation we use a function of the classical operator, this allows us to incorporate local boundary conditions into nonlocal theories. For the homogeneous wave equation with the considered boundary conditions, we prove that continuity is preserved by time evolution. We give explicit solution expressions for the initial value problems with prominent boundary conditions such as periodic, antiperiodic, Neumann, and Dirichlet. In order to connect to the standard convolution, we give an integral representation of the abstract convolution operator. We present additional "simple" convolutionsbased on periodic and antiperiodic boundary conditions that lead Neumann and Dirichlet boundary conditions. We present a numerical study of the solutions of the wave equation. For discretization, we employ a weak formulation based on a Galerkin projection and use piecewise polynomials on each element which allows discontinuities of the approximate solution at the element borders. We study convergence order of solutions with respect to polynomial order and observe optimal convergence. We depict the solutions for each boundary condition.

Blasting detonators incorporating semiconductor bridge technology

The enormity of the coal mine and extraction industries in Russia and the obvious need in both Russia and the US for cost savings and enhanced safety in those industries suggests that joint studies and research would be of mutual benefit. The author suggests that mine sites and well platforms in Russia offer an excellent opportunity for the testing of Sandia`s precise time-delay semiconductor bridge detonators, with the potential for commercialization of the detonators for Russian and other world markets by both US and Russian companies. Sandia`s semiconductor bridge is generating interest among the blasting, mining and perforation industries. The semiconductor bridge is approximately 100 microns long, 380 microns wide and 2 microns thick. The input energy required for semiconductor bridge ignition is one-tenth the energy required for conventional bridgewire devices. Because semiconductor bridge processing is compatible with other microcircuit processing, timing and logic circuits can be incorporated onto the chip with the bridge. These circuits can provide for the precise timing demanded for cast effecting blasting. Indeed tests by Martin Marietta and computer studies by Sandia have shown that such precise timing provides for more uniform rock fragmentation, less fly rock, reduce4d ground shock, fewer ground contaminants and less dust. Cost studies have revealed that the use of precisely timed semiconductor bridges can provide a savings of $200,000 per site per year. In addition to Russia`s vast mineral resources, the Russian Mining Institute outside Moscow has had significant programs in rock fragmentation for many years. He anticipated that collaborative studies by the Institute and Sandia`s modellers would be a valuable resource for field studies.

Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

Energy Efficient Electrochromic Windows Incorporating Ionic Liquids

One approach to increasing the energy efficiency of windows is to control the amount of solar radiation transmitted through a window by using electrochromic technology. What is unique about this project is that the electrochromic is based on the reduction/oxidation reactions of cathodic and anodic organic semi-conducting polymers using room temperature ionic liquids as ion transport electrolytes. It is believed that these types of coatings would be a lower cost alternative to traditional all inorganic thin film based electrochromic technologies. Although there are patents1 based on the proposed technology, it has never been reduced to practice and thoroughly evaluated (i.e. durability and performance) in a window application. We demonstrate that by using organic semi-conductive polymers, specific bands of the solar spectrum (specifically visible and near infrared) can be targeted for electrochemical variable transmittance responsiveness. In addition, when the technology is incorporated into an insulating glass unit, the energy parameters such as the solar heat gain coefficient and the light to solar gain ratio are improved over that of a typical insulating glass unit comprised of glass with a low emissivity coating. A minimum of {approx}0.02 quads of energy savings per year with a reduction of carbon emissions for electricity of {approx}320 MKg/yr benefit is achieved over that of a typical insulating glass unit including a double silver low-E coating. Note that these values include a penalty in the heating season. If this penalty is removed (i.e. in southern climates or commercial structures where cooling is predominate year-round) a maximum energy savings of {approx}0.05 quad per year and {approx}801 MKg/yr can be achieved over that of a typical insulating glass unit including a double silver low-E coating. In its current state, the technology is not durable enough for an exterior window application. The primary downfall is that the redox chemistry fails to recover to a bleached state upon exposure to heat and solar radiation while being cycled over time from the bleached to the dark state. Most likely the polymers are undergoing degradation reactions which are accelerated by heat and solar exposure while in either the reduced or oxidized states and the performance of the polymers is greatly reduced over time. For this technology to succeed in an exterior window application, there needs to be more work done to understand the degradation of the polymers under real-life application conditions such as elevated temperatures and solar exposure so that recommendations for improvements in to the overall system can be made. This will be the key to utilizing this type of technology in any future real-life applications.

Dealing with complex environmental issues frequently inhibits redevelopment of industrial sites in urban settings. In 1993, the City of Chicago (City) Department of Planning and Development, Department of Buildings, and Mayor`s Office joined the Department of Environment to investigate reuse of former industrial/commercial properties (brownfields) suspected of environmental or industrial contamination. The collective result is the Brownfield Program, a three-pronged initiative: Brownfield Pilot Program, Brownfield Forum, and Brownfield Research. Black and Veatch Waste Science, Inc. (Waste Science) carried the Brownfield Program forward by performing a Phase 1 environmental site assessment for the City on one of five pilot sites. Waste Science subsequently completed a Phase 2 environmental site assessment and Phase 3 site remediation at the site. Waste oil and PCB-contaminated soil was removed.

Clean Cities 2012 Annual Metrics Report

The U.S. Department of Energy's (DOE) Clean Cities program advances the nation's economic, environmental, and energy security by supporting local actions to cut petroleum use in transportation. A national network of nearly 100 Clean Cities coalitions brings together stakeholders in the public and private sectors to deploy alternative and renewable fuels, idle-reduction measures, fuel economy improvements, and new transportation technologies, as they emerge. Each year DOE asks Clean Cities coordinators to submit annual reports of their activities and accomplishments for the previous calendar year. Data and information are submitted via an online database that is maintained as part of the Alternative Fuels Data Center (AFDC) at the National Renewable Energy Laboratory (NREL). Coordinators submit a range of data that characterizes the membership, funding, projects, and activities of their coalitions. They also submit data about sales of alternative fuels, deployment of alternative fuel vehicles (AFVs) and hybrid electric vehicles (HEVs), idle-reduction initiatives, fuel economy activities, and programs to reduce vehicle miles traveled (VMT). NREL analyzes the data and translates them into petroleum-use reduction impacts, which are summarized in this report.

Disposal of oil field wastes into salt caverns: Feasibility, legality, risk, and costs

Salt caverns can be formed through solution mining in the bedded or domal salt formations that are found in many states. Salt caverns have traditionally been used for hydrocarbon storage, but caverns have also been used to dispose of some types of wastes. This paper provides an overview of several years of research by Argonne National Laboratory on the feasibility and legality of using salt caverns for disposing of oil field wastes, the risks to human populations from this disposal method, and the cost of cavern disposal. Costs are compared between the four operating US disposal caverns and other commercial disposal options located in the same geographic area as the caverns. Argonne`s research indicates that disposal of oil field wastes into salt caverns is feasible and legal. The risk from cavern disposal of oil field wastes appears to be below accepted safe risk thresholds. Disposal caverns are economically competitive with other disposal options.

This thesis is the culminating project for my participation in the OECD NEA International School of Nuclear Law. This paper will begin by providing a historical background to current disarmament and denuclearization treaties. This paper will discuss the current legal framework based on current and historical activities related to denuclearization and nuclear disarmament. Then, it will propose paths forward for the future efforts, and describe the necessary legal considerations. Each treaty or agreement will be examined in respect to its requirements for: 1) limitations and implementation; 2) and verification and monitoring. Then, lessons learned in each of the two areas (limitations and verification) will be used to construct a proposed path forward at the end of this paper.

Legal obstacles and incentives to the development of small scale hydroelectric power in Ohio

The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level is described. The Federal government also exercises extensive regulatory authority in the area. The introductory section examines the regulatory system from the standpoint of the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and concludes with an inquiry into the practical use of the doctrine by the FERC. A developer must obtain title or interest to a streambed from the proper riparian owners. Ohio provides assistance to an electric company in this undertaking by providing it with the power of eminent domain in the event it is unable to reach a purchase agreement with the riparian proprietors. The Ohio Water Law is discussed in detail, followed by discussions: Licensing, Permitting, and Review Procedures; Indirect Considerations; Ohio Public Utilities Commission; Ohio Department of Energy; Incidental Provision; and Financial Considerations.

The initial obstacle that all developers confront in Wisconsin is obtaining the authority to utilize the bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Wisconsin follows the riparian theory of water law.
