Methanex considers methanol, MTBE in Qatar

CW has learned that Methanex Corp. is considering entering one of two methanol and methyl tert-butyl ether (MTBE) projects in Qatar. Executive v.p. Michael Wilson says that part of the company`s New Zealand plant could be moved to a site in Qatar, which would lower capital costs for the possible project by $75 million-$100 million. Both Qatar General Petroleum Corp. and Qatar Fuel Additives are developing methanol and MTBE projects at Umm Said, Qatar. Methanex says its goal is to ensure low-cost feedstocks.

Total is rumored to be withdrawing from the $700-million methanol and methyl tert-butyl ether (MTBE) Qatar Fuel Additives Co., (Qafac) project. The French company has a 12.5% stake in the project. Similar equity is held by three other foreign investors: Canada`s International Octane, Taiwan`s Chinese Petroleum Corp., and Lee Change Yung Chemical Industrial Corp. Total is said to want Qafac to concentrate on methanol only. The project involves plant unit sizes of 610,000 m.t./year of MTBE and 825,000 m.t./year of methanol. Total declines to comment.

No variations in transit times for Qatar-1 b

The transiting hot Jupiter planet Qatar-1 b was presented to exhibit variations in transit times that could be of perturbative nature. A hot Jupiter with a planetary companion on a nearby orbit would constitute an unprecedented planetary configuration, important for theories of formation and evolution of planetary systems. We performed a photometric follow-up campaign to confirm or refute transit timing variations. We extend the baseline of transit observations by acquiring 18 new transit light curves acquired with 0.6-2.0 m telescopes. These photometric time series, together with data available in the literature, were analyzed in a homogenous way to derive reliable transit parameters and their uncertainties. We show that the dataset of transit times is consistent with a linear ephemeris leaving no hint for any periodic variations with a range of 1 min. We find no compelling evidence for the existence of a close-in planetary companion to Qatar-1 b. This finding is in line with a paradigm that hot Jupiters are...

Considerable debate in the Middle East has centered upon what was previously felt to be two separate methods of enhancing revenues and daily production; hydraulic fracturing and horizontal drilling. In an effort to maximize return on investment, these two issues have been successfully combined in other areas of the world. In order to establish the suitability of this technology in this area, two horizontal wells with over 3,050m (10,000ft) of lateral section were drilled into the Cretaceous Kharaib formation, overlying the North Field, Offshore Qatar. A massive stimulation program was performed in order to evaluate the most feasible stimulation method from both a technical and economical perspective for further field development considerations.Three propped hydraulic fracturing treatments were performed using 183, 500kg (403, 700lb) of 20/40 mesh sand, and seventeen acid matrix treatments placing over 3,217,250l (850,000gals) of HCL into the lateral sections of both wells. This paper describes the performance, operation and logistical support required to complete this offshore operation with join a minimal time frame. The use of a mobile offshore jack-up platform, whereby a land based fracturing spread was placed onto the deck of a converted drilling rig is described.

A concerted effort to further develop productive capacity is evident in most Middle Eastern Countries, through exploration, field development, and secondary recovery. Saudi Arabia, Iraq, and Abu Dhabi all plan expanded petroleum industry programs in 1980. Oil production in Saudi Arabia through the first one-half of 1980 averaged 9.5 million bpd, and the Saudis are proceeding with the large-scale associated gas utilization and industrialization program. Iraq's near-term interest is in development of the Majnoon Discovery. Abu Dhabi is continuing efforts to complete development of a giant offshore field and finalize an onshore/offshore associated gas utilization facility. Only Iran and Kuwait are expected to be relatively inactive in petroleum programs during the remainder of 1980. Individual country reports are presented for Saudi Arabia, Iraq, Abu Dhabi, Dubai, Iran, Kuwait, the Divided Neutral Zone, Qatar, Oman, Bahrain, Syria, Turkey, Israel, Jordan, South Yemen, and Yemen Arab Republic.

The oil policies of the Gulf Arab Nations

At its heart, Arab oil policy is inseparable from Arab economic and social policy. This holds whether we are talking about the Arab nations as a group or each separately. The seven Arab nations covered in this report-Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates--participate in several organizations focusing on regional cooperation regarding economic development, social programs, and Islamic unity, as well as organizations concerned with oil policies. This report focuses on the oil-related activities of the countries that may reveal the de facto oil policies of the seven Persian Gulf nations. Nevertheless it should be kept in mind that the decision makers participating in the oil policy organizations are also involved with the collaborative efforts of these other organizations. Oil policies of five of the seven Arab nations are expressed within the forums of the Organization of Petroleum Exporting Countries (OPEC) and the Organization of Arab Petroleum Exporting Countries (OAPEC). Only Oman, among the seven, is not a member of either OAPEC or OPEC; Bahrain is a member of OAPEC but not of OPEC. OPEC and OAPEC provide forums for compromise and cooperation among their members. Nevertheless, each member state maintains its own sovereignty and follows its own policies. Each country deviates from the group prescription from time to time, depending upon individual circumstances.

Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world's share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

The project objective is to design, construct, install, provide operator training and start-up a circulating fluidized bed combustion system at the Lebanon Pennsylvania Veteran`s Affairs Medical Center. This unit will co-fire coal and hospital waste providing inexpensive and efficient destruction of both general and infectious hospital waste and steam generation. The steam generated is as follows: (1) Steam = 20,000 lb/hr, (2) Temperature = 353 F (saturated), (3) Pressure = 125 psig, and (4) Steam quality ={approximately}98.5%. On February 3, 1995 DONLEE notified Lebanon VA and DOE-METC that additional funding would be required to complete the project. This funding, in the amount of $1,140,127, is needed to complete the facility, start-up and shakedown the facility, perform the test program and write the final report. On March 7, 1995 the vendors were notified that the Lebanon VA Steam Plant Project was shut down and that all work outside DONLEE was stopped pending obtaining additional funding.

Global reserves of crude oil remain at 1 trillion bbl, according to OGJ`s annual survey of producing countries. Significant gains are in Brazil, Colombia, Congo, Egypt, Libya, Nigeria, Oman, and Papua New Guinea. Decreases were reported by Indonesia, Norway, the U.K., Iran, Canada, Mexico, and the US. Natural gas reserves slipped to 4.9 quadrillion cu ft. The major production trend is a lasting surge from outside of OPEC. This year`s Worldwide Production report begins with a detailed analysis of this crucial development by an international authority. This article discusses the OECD outlook by region and the turnaround in production in the former Soviet Union.

Microearthquakes and crustal structure off the Makran coast of Iran

On the basis of bathymetric an seismic data collected recently off the coast of Makran in the Gulf of Oman, it has been suggested that the folding of the sediments at the northern edge of the abyssal plain is taking place at the present time. The folding is thought to be the consequence of ongoing subduction of the Arabian plate beneath the Eurasian Lithosphere along the Makran coast. Th model assigns a far more significant role to the Makran coast in shaping the tectonics of the region than has thus far been assumed.

Oil and gas development in Middle East in 1987

Petroleum production in Middle East countries during 1987 totaled an estimated 4,500,500,000 bbl (an average rate of 12,330,137 b/d), up slightly from the revised 1986 total of 4,478,972,000 bbl. Iran, Iraq, Syria, and Yemen Arab Republic had significant increases; Kuwait and Saudi Arabia had significant decreases. Production was established for the first time in People's Democratic Republic of Yemen. New fields went on production in Iraq, Oman, People's Democratic Republic of Yemen, and Syria, and significant oil discoveries were reported in Iraq, Oman, People's Democratic Republic of Yemen, Syria, and Yemen Arab Republic. The level of exploration increased in 1987 with new concessions awarded in some countries, drilling and seismic activities on the increase, new regions in mature areas explored for the first time, and significant reserve additions reported in new and old permits. The Iraq-Iran war still had a negative impact in some regions of the Middle East, particularly in and around the Gulf. 11 figs., 4 tabs.

This funding, in the amount of $1,140,127, is needed to complete the facility, start-up and shakedown the facility, perform the test program and write the final report. After review DOE-METC approved funding in the amount of $1,246,019 to be available August 1, 1995. This report describes each task of the project and its status.

This article surveys the petroleum outlook in the Middle East area. Observations include: Saudi Arabia's money crunch continues to keep the lid on exploration, production work; Abu Dhabi has also curtailed operations because of low oil prices, reduced budgets; Followup drilling has been disappointing around recent gas strikes in Sharjah, Dubai; Oman's aggressive EandP program will result in a 30% drilling increase this year; Kuwait isn't slowing down its development of light oil either; the goal is 40 new wells; Iran and Iraq are still boosting export capacities despite attacks on oil facilities; North Yemen's Alief field is a major find. Numerous structures remain to be drilled; Syria, Bahrain have development projects underway. Turkey is attracting U.S. majors.

Kazakhstan seeks to step up crude oil export capabilities

This paper reports that the Commonwealth of Independent States' Kazakhstan republic is driving to achieve international export capability for its crude oil production. Latest official figures showed Kazakhstan producing 532,000 b/d, or a little more than 5% of the C.I.S. total of 10.292 million b/d. As part of its oil export campaign, Kazakhstan agreed with Oman to a joint venture pipeline to ship oil from Kazakh fields, including supergiant Tengiz, earmarked for further development by a Chevron Corp. joint venture. In addition, Kazakh leaders were scheduled to conduct 3 days of talks last week with Turkish officials covering construction of a crude oil pipeline to the Mediterranean Sea through Turkey.

Paleoenvironmental implications of novel C[sub 30] steranes in Precambrian to Cenozoic age petroleum and bitumen

Petroleums and bitumens from Early Proterozoic ([approx] 1800 Ma) to Miocene ([approx] 15 Ma) age marine strata contain 24-isopropylcholestanes, a novel group of C[sub 30] steroids. The abundance of these compounds, relative to 24-n-propylcholestanes, varies with source rock age. Late Proterozoic (Vendian) and Early Cambrian oils and/or bitumens from Siberia, the Urals, Oman, Australia, and India have a high ratio of 24-isopropylcholestanes to 24-n-propylcholestanes ([ge] 1), while younger and older samples have a low ratio ([le]0.4). Temporal changes in this parameter may reflect the relative abundance of certain Porifera (sponges) and certain Marine algae through time. Geochemical indicators such as this, which can constrain the source rock age of a migrated oil, are useful in source rock identification during petroleum exploration.

AFBC co-firing of coal and hospital waste. Quarterly report, February - April, 1996

The project objective is to design, construct, install provide operator training and start-up a circulating fluidized bed combustion system at the Lebanon Pennsylvania Veteran`s Affairs Medical Center. This unit will co-fire coal and hospital waste providing lower cost steam for heating and possibly cooling (absorption chiller) and operation of a steam turbine-generator for limited power generation while providing efficient destruction of both general and infectious hospital waste. The steam generated is as follows: steam = 20,000 lb/hr; temperature = 353 F (saturated); pressure = 125 psig; and steam quality = {approximately}98.5%. During this reporting period: structural corrections have been made to make the facility meet the required building costs; and refractory bakeout was successfully completed during April 23-25, 1996 over a 54 -hour period. Operating permits will be obtained after construction has been completed.

The project objective is to design, construct, install provide operator training and start-up a circulating fluidized bed combustion system at the Lebanon Pennsylvania Veteran`s Affairs Medical Center. This unit will co-fire coal and hospital waste providing lower cost steam for heating and possibly cooling (absorption chiller) and operation of a steam turbine-generator for limited power generation. This would permit full capacity operation of the FBC year round in spite of the VA laundry that was shut down as well as efficient destruction of both general and infectious hospital waste and steam generation. The State permitting process required for construction will be completed in early November to allow installation and construction to be completed. Operating permits will be obtained after construction has been completed. A request for proposal for stack sampling and biospore tests was released to four (4) vendors in mid-October. The proposals shall be reviewed during November and the stack sampler will be selected. Funding was approved as of August 1, 1995. Construction and installation resumed on August 21, 1995 at the LVAMC. Construction and installation continues and will be completed by late December 1995.

This unit will co-fire coal and hospital waste providing lower cost steam for heating and possibly cooling (absorption chiller) and operation of a steam turbine-generator for limited power generation while providing efficient destruction of both general and infectious hospital waste. Operating permits will be obtained after construction has been completed. The stack sampler has been selected. This vendor is currently developing the testing protocol. Severe weather in December and January caused work delays to the project, especially to outside work The fabrication and installation of the stack are complete. Only the insulation of the stack remains to be done. Budget problems began to occur in late January. Correction of this situation should occur shortly in February or March. A current schedule for the project is included with this report.

Tectonic synthesis of the northern Arabian platform

The creation and destruction of Tethys oceans from the early Mesozoic to the present has created a complex suture zone along the Zagros/Bitlus trend. The fundamental interactions are between the Arabian and Euasian plates, but several microplates trapped between the major plates further complicate the tectonic fabric of the region. On the west, the Arabian plate slides past the African plate and the Sinai microplate along the Levant fault. The Palmyrides are related to a bend in this plate boundary and are not an offset extension of the Syrian arc. As Arabia penetrates Eurasia the Anatolian block is escaping to the west along the northern (right-lateral) and eastern (left-lateral) faults. Convergence of the Eurasian and Arabian plates resulted in ophiolite abduction (Late Cretaceous), followed by continent-continent collision (Miocene to present). The zone of collision is marked by the Bitlis-Zagrosa suture. Structural features associated with the collision include overthrusting, impactogens, and complexly folded and faulted mountain systems. Intensity and complexity of structuring decreases southward into open long-wavelength folds on the Arabian Platform. The fortuitous combination of rich source rocks, abundant reservoir rocks with primary and fracture porosity, and numerous trapping structures make this an extraordinary prolific hydrocarbon province. A structural and lithologic interpretation of 53 contiguous Landsat Multispectral Scanner scenes covering all of Syria, Iraq, and Kuwait, and portions of Turkey, Iran, Jordan, Lebanon, and Saudi Arabia has provided insights into the tectonic history of this area and its hydrocarbon accumulation.

Three Blind Men and the Elephant

Just like the blind men in the popular story of perceiving the elephant, the three major constituencies participating in the energy debate have greatly different perceptions of the problem. The constituency that is worried about climate change believes the energy problem is caused by profligate use of fossil fuel that has dramatically changed our atmosphere. The energy security group sees dangerous reliance on foreign sources of oil increasingly held by countries hostile to the US. The economic vitality group sees high energy prices and their effect on the economy and our life-style. Just like the blind men, each of the three constituencies perceives a different problem. And just as with the blind men, while each perspective is right as a piece of the elephant, it takes all the perspectives together to actually solve the problem. Environmentalists focus on solutions responding to the scientific consensus that greenhouse gases are creating rapid climate change. The tipping point has come: it is now a consensus position among scientists the global warming is being affected by anthropogenic activity to 90% certainty according to the last IPCC report. Although they still struggle with the prediction of how much global temperatures will rise if we do nothing--is it 5 deg or 10 under BAU? This group believes that we cannot afford to take a chance because we get only one chance. We can not afford to do this kind of experiment with the Earth. Any choice which decreases our CO{sub 2} footprint is favored, even if it means a decrease in standard of living. The energy security constituency sees the geo-politics of oil becoming increasingly dire. They look at oil money being used to fund anti-American activities of groups such as the Wahabis in Saudi Arabia, Hezbollah in Lebanon and the infamous Al Qaeda. They quip that the Iraq war is the first war where we are paying for both sides. They note Iran and the Shia throughout the Middle East seeing the possibility of controlling 2/3 of the world's oil. They see oil and gas being used by Russia to exert political power using the gas tap and Hugo Chavez in Venezuela clearly anti-American and now a virtual dictator who controls 15% of our oil imports. Conflicts in Nigeria over oil wealth and corruption affected our oil supply. Countries such as China are at best unwilling to join political action against countries such as Sudan that supply them oil, and at worst, selling them arms in order to cement their relationships with respect to importing oil. This security constituency favors ending our vulnerability by ending our ''addiction to foreign oil''. This group thinks that there is no domestic source of energy that is bad. They will be happy to see our corn turned into ethanol; our coal turned into liquid fuel for transportation. No matter that the price of tortillas doubles in Mexico, we expand corn farming at the expense of the environment, our tanks and pipes in gas stations corrode and leak, or we make liquid fuel from coal, thus increasing the carbon footprint by 30% per unit of energy. The economic vitality group sees increasing international demand for oil occurring simultaneously with a peaking supply of light sweet crude. They see an oil market where higher prices drive more production of oil which is heavier and more sour (supply follows demand). However, fast growth in world-wide demand increases even faster and prices will go up. For example, China adds 10,000 cars per month, and there is an uncanny correlation between the price of oil and the amount of oil imported by China. The security contingent also worries about reliability of supply as affected by pipeline leaks in Alaska or hurricanes or potential terrorism. This constituency thinks the problem is one of capacity and favors solutions that will increase oil production, reservoirs, pipelines and refineries. They believe that the energy system will be determined by the market and want solutions that favor investment in capacity.
