    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time. DOE is preparing the ULP PEIS to analyze the reasonably foreseeable potential environmental impacts, including the site-specific and cumulative impacts, of the range of selected alternatives for managing the program.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Record of Decision (ROD) (62 FR 8692) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Hanford Site tank waste treatment and disposal process. These evaluations are designed to address potential implications of new information on the impacts presented in the Environmental Impact Statement (EIS). In addition the evaluations will support an assessment of DOE's plans for treating and disposing of Hanford Site tank waste to determine if the project plans are still appropriate or need adjustments. To support these reevaluations, DOE prepared a Supplement Analysis DOEEIS-0189-SA3. In addition, DOE sponsored several initiatives to seek viable technical regulatory and operational alternatives to complete the Office of River Protection (ORP) mission such that expedited schedule, improved cost benefits and improved programmatic safety, environmental and technical task can be achieved. This report was completed to fulfill the TWRS EIS/ROD commitment to perform scientific, regulatory and/or financial review of the Hanford Site tank waste remediation program.

    Programmatic environmental impact statements (EISs) are comprehensive documents that integrate environmental considerations into planning and operational decisions at the concept level, avoiding the need for repetitive environmental documentation of specific actions. Procedures developed in the programmatic EIS provide a process for incorporating environmental considerations into the planning phase of future actions and assist in determining the type of environmental considerations into the planning phase of future actions and assist in determining the type of environmental documentation necessary. The programmatic EIS project area is divided into recognizable geographic zones. These zones are mapped and an evaluation zone summary sheet is developed for each area that contains an inventory of pertinent information for analysis of environmental issues. On each map and summary sheet, sensitive zones that are adversely affected and/or require mitigation for implementation of proposed actions are easily recognizable. Accompanying narrative provides both insight for mitigating potential impacts within the sensitive areas and how such impacts should be addressed. Additional assistance in evaluating the effects of planned actions is provided by identifying thresholds of significance at which the effect of a proposed action may prompt the need for environmental documentation.

    Significant achievements in Ocean Thermal Energy Conversion (OTEC) technology have increased the probability of producing OTEC-derived power in this decade with subsequent large-scale commercialization to follow by the turn of the century. Under U.S. Department of Energy funding, Interstate Electronics has prepared an OTEC Programmatic Environmental Assessment (EA) that considers tne development, demonstration, and commercialization of OTEC power systems. The EA considers several tecnnological designs (open cycle and closed cycle), plant configurations (land-based, moored, and plantship), and power usages (baseload electricity and production of ammonia and aluminum). Potencial environmental impacts, health and safety issues, and a status update of international, federal, and state plans and policies, as they may influence OTEC deployments, are included.

    The US Department of Energy (DOE) has prepared a programmatic environmental assessment (EA) of the proposed action to continue leasing withdrawn lands and DOE-owned patented claims for the exploration and production of uranium and vanadium ores. The Domestic Uranium Program regulation, codified at Title 10, Part 760.1, of the US Code of Federal Regulations (CFR), gives DOE the flexibility to continue leasing these lands under the Uranium Lease Management Program (ULMP) if the agency determines that it is in its best interest to do so. A key element in determining what is in DOE`s ``best interest`` is the assessment of the environmental impacts that may be attributable to lease tract operations and associated activities. On the basis of the information and analyses presented in the EA for the ULMP, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined in the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), as amended.Therefore, preparation of an environmental impact statement is not required for the ULMP,and DOE is issuing this Finding, of No Significant Impact (FONSI).

    This report assesses the ecological risks of the Department of Energy`s (DOE) Environmental Restoration Program. The assessment is programmatic in that it is directed at evaluation of the broad programmatic alternatives outlined in the DOE Implementation Plan. It attempts to (1) characterize the ecological resources present on DOE facilities, (2) describe the occurrence and importance of ecologically significant contamination at major DOE facilities, (3) evaluate the adverse ecological impacts of habitat disturbance caused by remedial activities, and (4) determine whether one or another of the programmatic alternatives is clearly ecologically superior to the others. These platforms will provide a valuable opportunity to fully evaluate the intake and discharge configurations, biofouling control methods, and both short-term and long-term environmental effects associated with platform operations. (3) Successful development of OTEC technology to use the maximal resource capabilities and to minimize environmental effects will require a concerted environmental management program, encompassing many different disciplines and environmental specialties.

    The US Department of Energy (DOE) committed in the Tank Waste Remediation System (TWRS) Environmental Impact Statement (EIS) Record of Decision (ROD) to perform future National Environmental Policy Act (NEPA) analysis at key points in the Program. Each review will address the potential impacts that new information may have on the environmental impacts presented in the TWRS EIS and support an assessment of whether DOE`s plans for remediating the tank waste are still pursuing the appropriate plan for remediation or whether adjustments to the program are needed. In response to this commitment, DOE prepared a Supplement Analysis (SA) to support the first of these reevaluations. Subsequent to the completion of the SA, the Phase IB negotiations process with private contractors resulted in several changes to the planned approach. These changes along with other new information regarding the TWRS Program have potential implications for Phase 1 and Phase 2 of tank waste retrieval and waste storage and/or disposal that may influence the environmental impacts of the Phased Implementation alternative. This report focuses on identifying those potential environmental impacts that may require NEPA analysis prior to authorization to begin facility construction and operations.

    The US Department of Energy (DOE) has produced large quantities of radioactive and hazardous waste during years of nuclear weapons production. As a result, a large number of sites across the DOE Complex have become chemically and/or radiologically contaminated. In 1990, the Secretary of Energy charged the DOE Office of Environmental Restoration and Waste management (EM) with the task of preparing a Programmatic Environmental Impact Statement (PEIS). The PEIS should identify and assess the potential environmental impacts of implementing several integrated Environmental Restoration (ER) and Waste Management (WM) alternatives. The determination and integration of appropriate remediation activities and sound waste management practices is vital for ensuring the diminution of adverse human health impacts during site cleanup and waste management programs. This report documents the PEIS risk assessment methodology used to evaluate human health risks posed by WM activities. The methodology presents a programmatic cradle to grave risk assessment for EM program activities. A unit dose approach is used to estimate risks posed by WM activities and is the subject of this document.

    The Department of Energy is preparing a Programmatic Environmental Impact Statement (PEIS) for the Environmental Restoration and Waste Management Program. The PEIS has been divided into an Environmental Restoration section and a Waste Management section. Each section has a unique set of alternatives. This paper will focus on the waste management alternatives and analysis. The set of alternatives for waste management has been divided into waste categories. These categories are: high-level waste, transuranic waste, low-level waste, low-level mixed waste, greater-than-class C and low-level waste from commercial sources, hazardous waste, and spent nuclear fuel. This paper will discuss the alternatives and analytical approach that will be used to evaluate these alternatives for the low-level waste section. Although the same alternatives will be considered for all waste types, the analysis will be performed separately for each waste type. In the sections that follow, information will be provided on waste management configurations, the analysis of waste management alternatives, waste types and locations, facility and transportation activities, the facility and transportation impacts assessment, and the compilation of impacts.

    This report contains the environmental setting information developed for 25 U.S. Department of Energy (DOE) installations in support of the DOE`s Programmatic Environmental Impact Study (PEIS) and the Baseline Environmental Management Report (BEMR). The common objective of the PEIS and the BEMR is to provide the public with information about the environmental contamination problems associated with major DOE facilities across the country, and to assess the relative risks that radiological and hazardous contaminants pose to the public, onsite workers, and the environment. Environmental setting information consists of the site-specific data required to model (using the Multimedia Environmental Pollutant Assessment System) the atmospheric, groundwater, and surface water transport of contaminants within and near the boundaries of the installations. The environmental settings data describes the climate, atmospheric dispersion, hydrogeology, and surface water characteristics of the installations. The number of discrete environmental settings established for each installation was governed by two competing requirements: (1) the risks posed by contaminants released from numerous waste sites were to be modeled as accurately as possible, and (2) the modeling required for numerous release sites and a large number of contaminants had to be completed within the limits imposed by the PEIS and BEMR schedule. The final product is the result of attempts to balance these competing concerns in a way that minimizes the number of settings per installation in order to meet the project schedule while at the same, time providing adequate, if sometimes highly simplified, representations of the different areas within an installation. Environmental settings were developed in conjunction with installation experts in the fields of meteorology, geology, hydrology, and geochemistry.

    Suits in the last 4-5 years jeopardize the title of thousands of mining claims and mineral leases. The cases presenting the most striking examples are National Wildlife Federation v. Burford, Connor v. Burford, Sierra Club V. Watt, and Bob Marshall Alliance v. Watt. From the claimants' and lessees' point of view, these decisions granted environmental groups sweeping, though somewhat ill-defined, relief. The challenges by environmental groups are based on statutes designed to bring environmental considerations before federal decision makers. The claimants and lessees are caught in the middle of the exchange between environmentalists and federal agencies. Lawsuits that indirectly challenge leases and claims are unlike environmental challenges to fixed projects such as highways or dams. Those affected often times do not know exactly what is at stake. When the challenge is indirect, unexplored, or partially explored, proper ties have only speculative value and the claimants and lessees are often unwilling or unable to engage in a fight with well-heeled environmental public interest law firms. While the federal government has defended the suits, their interests and those of the claimants and lessees may diverge. In the context of the four cases mentioned above, this paper addresses the rights and remedies of claimants and lessees before, during, and after environmental procedural suits that indirectly challenge federal mining claims and mineral leases.

    The U.S. Department of Energy (DOE) Oak Ridge Operations Office (DOE-ORO) has prepared this Environmental Assessment (EA) for the lease of facilities and equipment to USEC Inc. (USEC), which would be used in its Gas Centrifuge Research and Development (R&D) Project at the East Tennessee Technology Park (ETTP) [hereinafter referred to as the USEC EA]. The USEC EA analyzes the potential environmental impacts of DOE leasing facility K-101 and portions of K-1600, K-1220 and K-1037 at the ETTP to USEC for a minimum 3-year period, with additional option periods consistent with the Oak Ridge Accelerated Clean-up Plan (ACP) Agreement. In July 2002, USEC notified DOE that it intends to use certain leased equipment at an off-site facility at the Centrifuge Technology Center (CTC) on the Boeing Property. The purpose of the USEC Gas Centrifuge R&D Project is to develop an economically attractive gas centrifuge machine and process using DOE's centrifuge technology.

    Under the Uranium Mill Tailings Remedial Action (UMTRA) Project, the U.S. Department of Energy (DOE) is cleaning up contamination to protect human health and the environment at 24 inactive uranium processing sites located in 10 states. Five of the sites are either on or near Native American lands. The UMTRA Project is divided into two projects: Surface and Ground Water. On November 18, 1992, the DOE issued a notice of intent (57 FR 54374, 1992) to prepare a programmatic environmental impact statement (PEIS) for the UMTRA Ground Water Project. The PEIS will result in a record of decision that will determine how the UMTRA Ground Water Project will address ground water contamination resulting from milling operations at the UMTRA Project processing sites. DOE regulations (10 CFR {section} 1021.312) require that an implementation plan be prepared to provide guidance for preparing a PEIS and to record the results of the scoping process. This implementation plan describes and records the results of the PEIS scoping process; summarizes comments received and their disposition; describes the purpose of and need for agency action, the proposed action, and alternatives; lists alternatives considered and eliminated from review; identifies cooperating agencies, their roles, and responsibilities; provides a draft PEIS outline, which includes the planned PEIS scope and content (Attachment A); and provides a schedule for the PEIS process. This plan will be placed in the UMTRA Project libraries listed in Attachment B. The PEIS will identify and evaluate the potential impacts associated with alternatives for conducting the UMTRA Ground Water Project. The PEIS will not assess site-specific impacts; site-specific impacts must be analyzed in separate National Environmental Policy Act (NEPA) documents that will tier off the PEIS. This tiering process will streamline the preparation of site-specific NEPA documents.

    Bonneville Power Administration (BPA) proposes to fund the portion of the Washington Wildlife Mitigation Agreement (Agreement) pertaining to wildlife habitat mitigation projects to be undertaken in a cooperative effort with the Washington Department of Fish and Wildlife (WDFW). This Agreement serves to establish a monetary budget funded by BPA for projects proposed by Washington Wildlife Coalition members and approved by BPA to protect, mitigate, and improve wildlife and/or wildlife habitat within the State of Washington that has been affected by the construction of Federal dams along the Columbia River. This Environmental Assessment examines the potential environmental effects of acquiring and/or improving wildlife habitat within five different project areas. These project areas are located throughout Grant County and in parts of Okanogan, Douglas, Adams, Franklin, Kittias, Yakima, and Benton Counties. The multiple projects would involve varying combinations of five proposed site-specific activities (habitat improvement, operation and maintenance, monitoring and evaluation, access and recreation management, and cultural resource management). All required Federal, State, and tribal coordination, permits and/or approvals would be obtained prior to ground-disturbing activities.

    The US Department of Energy (DOE) proposes to lease the Strategic Petroleum Reserve`s (SPR) St. James Terminal to private industry. The St. James Terminal consists of six storage tanks, a pumping station, two maine docks and ancillary facilities. DOE believes that the St. James Terminal presents an opportunity to establish a government- industry arrangement that could more effectively use this asset to serve the nations`s oil distribution needs, reduce the operational cost of the SPR, and provide a source of revenue for the Government. DOE solicited interest in leasing its distribution facilities in a notice published March 16, 1994. In response, industry has expressed interest in leasing the St. James Terminal, as well as several DOE pipelines, to enhance the operation of its own facilities or to avoid having to construct new ones. Under such a lease, industry use would be subordinate to DOE use in the event of a national energy emergency. This Environmental Assessment describes the proposed leasing operation, its alternatives, and potential environmental impacts. Based on this analyses, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) OF 1969 and has issued the Finding of No Significant Impact (FONSI).

    This ''Site-wide Environmental Impact Statement for Continued Operation of Lawrence Livermore National Laboratory and Supplemental Stockpile Stewardship and Management Programmatic Environmental Impact Statement'' (LLNL SW/SPEIS) describes the purpose and need for agency action for the continued operation of LLNL and analyzes the environmental impacts of these operations. The primary purpose of continuing operation of LLNL is to provide support for the National Nuclear Security Administration's (NNSA's) nuclear weapons stockpile stewardship missions. LLNL, located about 40 miles east of San Francisco, California, is also needed to support other U.S. Department of Energy (DOE) programs and Federal agencies such as the U.S. Department of Defense, Nuclear Regulatory Commission, U.S. Environmental Protection Agency (EPA), and the newly established U.S. Department of Homeland Security. This LLNL SW/SPEIS analyzes the environmental impacts of reasonable alternatives for ongoing and foreseeable future operations, facilities, and activities at LLNL. The reasonable alternatives include the No Action Alternative, Proposed Action, and the Reduced Operation Alternative. The major decision to be made by DOE/NNSA is to select one of the alternatives for the continued operation of the LLNL.     The US Department of Energy (DOE) has prepared this report to assist its management in making two decisions. The first decision, which is programmatic, is to determine the management program for DOE spent nuclear fuel. The second decision is on the future direction of environmental restoration, waste management, and spent nuclear fuel management activities at the Idaho National Engineering Laboratory. Volume 1 of the EIS, which supports the programmatic decision, considers the effects of spent nuclear fuel management on the quality of the human and natural environment for planning years 1995 through 2035. DOE has derived the information and analysis results in Volume 1 from several site-specific appendixes. Volume 2 of the EIS, which supports the INEL-specific decision, describes environmental impacts for various environmental restoration, waste management, and spent nuclear fuel management alternatives for planning years 1995 through 2005. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examination at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. This appendix evaluates the management of DOE spent nuclear fuel including naval-type fuel.

    Volume 1 to the Department of Energy`s Programmatic Spent Nuclear Fuel Management and Idaho National Engineering Laboratory Environmental Management Programs Environmental Impact Statement evaluates a range of alternatives for managing naval spent nuclear fuel expected to be removed from US Navy nuclear-powered vessels and prototype reactors through the year 2035. The Environmental Impact Statement (EIS) considers a range of alternatives for examining and storing naval spent nuclear fuel, including alternatives that terminate examination and involve storage close to the refueling or defueling site. The EIS covers the potential environmental impacts of each alternative, as well as cost impacts and impacts to the Naval Nuclear Propulsion Program mission. This Appendix covers aspects of the alternatives that involve managing naval spent nuclear fuel at four naval shipyards and the Naval Nuclear Propulsion Program Kesselring Site in West Milton, New York. This Appendix also covers the impacts of alternatives that involve examining naval spent nuclear fuel at the Expended Core Facility in Idaho and the potential impacts of constructing and operating an inspection facility at any of the Department of Energy (DOE) facilities considered in the EIS. This Appendix also considers the impacts of the alternative involving limited spent nuclear fuel examinations at Puget Sound Naval Shipyard. This Appendix does not address the impacts associated with storing naval spent nuclear fuel after it has been inspected and transferred to DOE facilities. These impacts are addressed in separate appendices for each DOE site.

    Two types of projects in the spent nuclear fuel and environmental restoration and waste management activities at the Idaho National Engineering Laboratory (INEL) are described. These are: foreseeable proposed projects where some funding for preliminary planning and/or conceptual design may already be authorized, but detailed design or planning will not begin until the Department of Energy (DOE) has determined that the requirements of the National Environmental Policy Act process for the project have been completed; planned or ongoing projects not yet completed but whose National Environmental Policy Act documentation is already completed or is expected to be completed before the Record of Decision for this Envirorunental Impact Statement (EIS) is issued. The section on project summaries describe the projects (both foreseeable proposed and ongoing).They provide specific information necessary to analyze the environmental impacts of these projects.     This volume addresses the interim storage of spent nuclear fuel (SNF) at two US Department of Energy sites, the Nevada Test Site (NTS) and the Oak Ridge Reservation (ORR). These sites are being considered to provide a reasonable range of alternative settings at which future SNF management activities could be conducted. These locations are not currently involved in management of large quantities of SNF; NTS has none, and ORR has only small quantities. But NTS and ORR do offer experience and infrastructure for the handling, processing and storage of radioactive materials, and they do exemplify a broad spectrum of environmental parameters. This broad spectrum of environmental parameters will provide, a perspective on whether and how such location attributes may relate to potential environmental impacts. Consideration of these two sites will permit a programmatic decision to be based upon an assessment of the feasible options without bias, to the current storage sites. This volume is divided into four parts. Part One is the volume introduction. Part Two contains chapters one through five for the NTS, as well as references contained in chapter six. Part Three contains chapters one through five for the ORR, as well as references contained in chapter six. Part Four is summary information including the list of preparers, organizations contacted, acronyms, and abbreviations for both the NTS and the ORR. A Table of Contents, List of Figures, and List of Tables are included in parts Two, Three, and Four. This approach permitted the inclusion of both sites in one volume while maintaining consistent chapter numbering.

    The United States (U.S.) Department of Energy (DOE) proposes to lease approximately 3 acres of land at the Los Alamos National Laboratory (LANL) on the southeast tip of Technical Area (TA) 54 for the siting, construction and operation of an AM radio broadcasting antenna. This Environmental Assessment (EA) has been developed in order to assess the environmental effects of the Proposed Action and No Action alternative. The Proposed Action includes the lease of land for the siting, construction and operation of an AM radio broadcasting antenna in TA-54, just north of Pajarito Road and State Highway 4. The No Action Alternative was also considered. Under the No Action Alternative, DOE would not lease land on LANL property for the siting and operation of an AM radio broadcasting antenna; the DOE would not have a local station for emergency response use; and the land would continue to be covered in native vegetation and serve as a health and safety buffer zone for TA-54 waste management activities. Other potential sites on LANL property were evaluated but dismissed for reasons such as interference with sensitive laboratory experiments. Potential visual, health, and environmental effects are anticipated to be minimal for the Proposed Action. The radio broadcasting antenna would be visible against the skyline from some public areas, but would be consistent with other man-made objects in the vicinity that partially obstruct viewsheds (e.g. meteorological tower, power lines). Therefore, the net result would be a modest change of the existing view. Electromagnetic field (EMF) emissions from the antenna would be orders or magnitude less than permissible limits. The proposed antenna construction would not affect known cultural sites, but is located in close proximity to two archaeological sites. Construction would be monitored to ensure that the associated road and utility corridor would avoid cultural sites.

    As part of its initiative to fulfill its responsibilities to provide support for the incorporated County of Los Alamos (the County) as an Atomic Energy Community, while simultaneously fulfilling its obligations to enhance the self-sufficiency of the County under authority of the Atomic Energy Community Act of 1955 and the Defense Authorization Act, the U.S. Department of Energy (DOE) proposes to lease undeveloped land in Los Alamos, New Mexico, to the County for private sector use as a research park. The Proposed Action is intended to accelerate economic development activities within the County by creating regional employment opportunities through offering federal land for private sector lease and use. As a result of the proposed land lease, any government expenditures for providing infrastructure to the property would be somewhat supplemented by tenant purchase of Los Alamos National Laboratory (LANL) expertise in research and development activities. The presence of a research park within LANL boundaries is expected to allow private sector tenants of the park to be able to quickly and efficiently call upon LANL scientific expertise and facility and equipment capabilities as part of their own research operations and LANL research personnel, in turn, would be challenged in areas complementary to their federally funded research. In this way a symbiotic relationship would be enjoyed by both parties while simultaneously promoting economic development for the County through new job opportunities at the Research Park and at LANL, new indirect support opportunities for the community at large, and through payment of the basic building space leases.     Transuranic waste (TRUW) loads and potential contaminant releases at and en route to treatment, storage, and disposal sites in the US Department of Energy (DOE) complex are important considerations in DOE`s Waste Management Programmatic Environmental Impact Statement (WM PEIS). Waste loads are determined in part by the level of treatment the waste has undergone and the complex-wide configuration of origination, treatment, storage, and disposal sites selected for TRUW management. Other elements that impact waste loads are treatment volumes, waste characteristics, and the unit operation parameters of the treatment technologies. Treatment levels and site configurations have been combined into six TRUW management alternatives for study in the WM PEIS. This supplemental report to the WM PEIS gives the projected waste loads and contaminant release profiles for DOE treatment sites under each of the six TRUW management alternatives. It gives TRUW characteristics and inventories for current DOE generation and storage sites, describes the treatment technologies for three proposed levels of TRUW treatment, and presents the representative unit operation parameters of the treatment technologies. The data presented are primary inputs to developing the costs, health risks, and socioeconomic and environmental impacts of treating, packaging, and shipping TRUW for disposal.

    This report was prepared to support the analysis of risks and costs associated with the proposed treatment of low-level mixed waste (LLMW) under management of the US Department of Energy (DOE). The various waste management alternatives for treatment of LLMW have been defined in the DOE`s Office of Waste Management Programmatic Environmental Impact Statement. This technical memorandum estimates the waste material throughput expected at each proposed LLMW treatment facility and analyzes potential radiological and chemical releases at each DOE site resulting from treatment of these wastes. Models have been developed to generate site-dependent radiological profiles and waste-stream-dependent chemical profiles for these wastes. Current site-dependent inventories and estimates for future generation of LLMW have been obtained from DOE`s 1994 Mixed Waste Inventory Report (MWIR-2). Using treatment procedures developed by the Mixed Waste Treatment Project, the MWIR-2 database was analyzed to provide waste throughput and emission estimates for each of the different waste types assessed in this report. Uncertainties in the estimates at each site are discussed for waste material throughputs and radiological and chemical releases.

    This report provides data and information needed to support the risk and impact assessments of high-level waste (HLW) management alternatives in the U.S. Department of Energy Waste Management (WM) Programmatic Environmental Impact Statement (PEIS). Available data on the physical form, chemical and isotopic composition, storage locations, and other waste characteristics of interest are presented. High-level waste management follows six implementation phases: current storage, retrieval, pretreatment, treatment, interim canister storage, and geologic repository disposal; pretreatment, treatment, and repository disposal are outside the scope of the WM PEIS. Brief descriptions of current and planned HLW management facilities are provided, including information on the type of waste managed in the facility, costs, product form, resource requirements, emissions, and current and future status. Data sources and technical and regulatory assumptions are identified. The range of HLW management alternatives (including decentralized, regionalized, and centralized approaches) is described. The required waste management facilities include expanded interim storage facilities under the various alternatives. Resource requirements for construction (e.g., land and materials) and operation (e.g., energy and process chemicals), work force, costs, effluents, design capacities, and emissions are presented for each alternative.

    The report summarizes results of an oil spill risk analysis (OSRA) conducted for the proposed Navarin Basin OCS Lease Sale 107. The objective of the analysis was to estimate relative risks associated with oil and gas production from proposed leasing alternatives for the proposed lease sale. The analysis will be considered in the environmental impact statement (EIS) prepared for the lease area by the Minerals Management Service (MMS). The proposed action (Alternative I) is to offer for lease OCS lands in the Navarin Basin. The leasing proposal consists of nearly 5,036 blocks (11.4 million hectares) located in the Bering Sea approximately 30 to 225 miles (48 to 360 km) off St. Matthew Island. The area lies in waters that are from 70 to 2,400 meters deep. The 41 hypothetical spill locations, which are used to represent platform and transportation risks for the risk analysis.

    Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations. Such initiatives include the development of grid-appropriate reactors and the development of reliable fuel services (to provide an assured supply of fresh nuclear fuel and assist with the management of the used fuel) for nations who agree to employ nuclear energy only for peaceful purposes, such as electricity generation.

    An abstract of the draft environmental impact statement (EIS) describes a rejected mining plan of the Gulf Oil Corp. to remove subsurface coal in Wyoming, with tunneling under the Little Snake River into Colorado. Rejection by the Federal Energy Regulatory Commission will permit competitive leasing on neighboring tracts, which would have become undervalued if the proposed plan were to proceed. This would have had negative economic and social impacts on the surrounding area. A negative impact from the rejection is the loss of employment and the unmined coal associated with the project. The Federal Coal Leasing Amendments Act of 1975 and the Mineral Leasing Act of 1920 provide legal mandates for the EIS.

    The statistics in this update of the Outer Continental Shelf Statistics publication document what has happened since federal leasing began on the Outer Continental Shelf (OCS) in 1954. Highlights note that of the 29.8 million acres actually leased from 175.6 million acres offered for leasing, 20.1% were in frontier areas. Total revenues for the 1954-1982 period were $58.9 billion with about 13% received in 1982. The book is divided into six parts covering highlights, leasing, exploration and development, production and revenue, reserves and undiscovered recoverable resources, and pollution problems from well and tanker accidents. 5 figures, 59 tables.

    Because RTGs contain significant quantities of radioactive materials, usually plutonium-238 and its decay products, they must be transported in packages built in accordance with 10 CFR 71 (1994). To meet these regulatory requirements, US DOE commissioned Westinghouse Hanford Co. in 1988 to develop a Radioisotope Thermoelectric Generator Transportation System (RTGTS) that would fully comply while protecting RTGs from adverse environmental conditions during normal transport conditions (eg, mainly shock and heat). RTGTS is scheduled for completion Dec. 1996 and will be available to support NASA`s Cassini mission to Saturn in Oct. 1997. This paper provides an overview of the RTGTS project, discusses the hardware being produced, and summarizes various programmatic and management innovations required by recent changes at DOE.

    A draft environmental impact statement (EPA No. 850428D) assesses the impacts of proposed offtract disposal of waste materials associated with an open pit mine on a prototype oil shale lease tract. The offtract lease would include facilities for retorting, upgrading, power generation, and product storage. Offtract disposal and plant siting would make the mining cite more viable and cost effective. The project would require rerouting of two major country roads, and would eliminate an airport and other facilities. The site would become more isolated, which could affect future development in the area. The Federal Land Policy and Management Act of 1976 mandates the impact study.

    Under contract to the Office of Leasing Policy Development (LPDO), Jack Faucett Associates is currently undertaking the description and analysis of the Outer Continental Shelf (OCS) regulatory process to determine the nature of time delays that affect OCS production of oil and gas. This report represents the results of the first phase of research under this contract, the description and analysis of regulatory activity associated with exploration activities on the Federal OCS. Volume 1 contains the following three sections: (1) study results; (2) Federal regulatory activities during exploration of Federal OCS leases which involved the US Geological Survey, Environmental Protection Agency, US Coast Guard, Corps of Engineers, and National Ocean and Atmospheric Administration; and (3) state regulatory activities during exploration of Federal OCS leases of Alaska, California, Louisiana, Massachusetts, New Jersey, North Carolina, and Texas. Volume II contains appendices of US Geological Survey, Environmental Protection Agency, Coast Guard, Corps of Engineers, the Coastal Zone Management Act, and Alaska. The major causes of delay in the regulatory process governing exploration was summarized in four broad categories: (1) the long and tedious process associated with the Environmental Protection Agency's implementation of the National Pollutant Discharge Elimination System Permit; (2) the lack of mandated time periods for the completion of individual activities in the permitting process; (3) the lack of overall coordination of OCS exploratory regulation; and (4) the inexperience of states, the Federal government and industry relating to the appropriate level of regulation for first-time lease sale areas.

    On February 11, 2004, U.S. President George W. Bush, in a speech to the National Defense University stated: ''The world must create a safe, orderly system to field civilian nuclear plants without adding to the danger of weapons proliferation. The world's leading nuclear exporters should ensure that states have reliable access at reasonable cost to fuel for civilian reactors, so long as those states renounce enrichment and reprocessing. Enrichment and reprocessing are not necessary for nations seeking to harness nuclear energy for peaceful purposes.'' This concept would require nations to choose one of two paths for civilian nuclear development: those that only have reactors and those that contain one or more elements of the nuclear fuel cycle, including recycling. ''Fuel cycle'' states would enrich uranium, manufacture and lease fuel to ''reactor'' states and receive the reactor states' spent fuel. All parties would accede to stringent security and safeguard standards, embedded within a newly invigorated international regime. Reactor states would be relieved of the financial, environmental (and political) burden of enriching and manufacturing fuel and dealing with spent fuel. Fuel cycle states would potentially earn money on leasing the fuel and perhaps on sales of reactors to the reactor states. Such a leasing concept is especially interesting in scenarios which envision growth in nuclear power, and an important consideration for such a nuclear growth regime is the role of recycling of civilian spent fuel. Recycling holds promise for improved management of spent fuel and efficient utilization of resources, but continues to raise the specter of a world with uncontrolled nuclear weapons proliferation. If done effectively, a fuel-leasing concept could help create a political and economic foundation for significant growth of clean, carbon-free nuclear power while providing a mechanism for significant international cooperation to reduce proliferation concern.
