    Concern over the quality of environmental management and restoration has motivated the model development for predicting water and solute transport in the vadose zone. Soil hydraulic properties are required inputs to subsurface models of water flow and contaminant transport in the vadose zone. Computer models are now routinely used in research and management to predict the movement of water and solutes into and through the vadose zone of soils. Such models can be used successfully only if reliable estimates of the soil hydraulic parameters are available. The hydraulic parameters considered in this project consist of the saturated hydraulic conductivity and four parameters of the water retention curves. To quantify hydraulic parameters for heterogeneous soils is both difficult and time consuming. The overall objective of this project was to better quantify soil hydraulic parameters which are critical in predicting water flows and contaminant transport in the vadose zone through a comprehensive and quantitative study to predict heterogeneous soil hydraulic properties and the associated uncertainties. Systematic and quantitative consideration of the parametric heterogeneity and uncertainty can properly address and further reduce predictive uncertainty for contamination characterization and environmental restoration at DOE-managed sites. We conducted a comprehensive study to assess soil hydraulic parameter heterogeneity and uncertainty. We have addressed a number of important issues related to the soil hydraulic property characterizations. The main focus centered on new methods to characterize anisotropy of unsaturated hydraulic property typical of layered soil formations, uncertainty updating method, and artificial neural network base pedo-transfer functions to predict hydraulic parameters from easily available data. The work also involved upscaling of hydraulic properties applicable to large scale flow and contaminant transport modeling in the vadose zone and

    The mission of the Fusion Simulation Project is to develop a predictive capability for the integrated modeling of magnetically confined plasmas. This FSP report adds to the previous activities that defined an approach to integrated modeling in magnetic fusion. These previous activities included a Fusion Energy Sciences Advisory Committee panel that was charged to study integrated simulation in 2002. The report of that panel [Journal of Fusion Energy 20, 135 (2001)] recommended the prompt initiation of a Fusion Simulation Project. In 2003, the Office of Fusion Energy Sciences formed a steering committee that developed a project vision, roadmap, and governance concepts [Journal of Fusion Energy 23, 1 (2004)]. The current FSP planning effort involved forty-six physicists, applied mathematicians and computer scientists, from twenty-one institutions, formed into four panels and a coordinating committee. These panels were constituted to consider: Status of Physics Components, Required Computational and Applied Mathematics Tools, Integration and Management of Code Components, and Project Structure and Management. The ideas, reported here, are the products of these panels, working together over several months and culminating in a three-day workshop in May 2007.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC26-98FT40321 funded through the Office of Fossil Energy and administered at the National Energy Technology Laboratory (NETL) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy & Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying highly efficient, nonpolluting energy systems that meet the nation's requirements for clean fuels, chemicals, and electricity in the 21st century. The EERC in partnership with its nonfederal partners jointly performed 131 JSRP projects for which the total DOE cost share was $22,716,634 (38%) and the nonfederal share was $36,776,573 (62%). Summaries of these projects are presented in this report for six program areas: (1) resource characterization and waste management, (2) air quality assessment and control, (3) advanced power systems, (4) advanced fuel forms, (5) value-added coproducts, and (6) advanced materials. The work performed under this agreement addressed DOE goals for reductions in CO{sub 2} emissions through efficiency, capture, and sequestration; near-zero emissions from highly efficient coal-fired power plants; environmental control capabilities for SO{sub 2}, NO{sub x}, fine respirable particulate (PM{sub 2.5}), and mercury; alternative transportation fuels including liquid synfuels and hydrogen; and synergistic integration of fossil and renewable resources.

  11. The Fernald Closure Project: Lessons Learned

    For nearly 37 years, the U.S. Department of Energy site at Fernald - near Cincinnati, Ohio - produced 230,000 metric tons (250,000 short tons) of high-purity, low-enriched uranium for the U.S. Defense Program, generating more than 5.4 million metric tons (6 million short tons) of liquid and solid waste as it carried out its Cold War mission. The facility was shut down in 1989 and clean up began in 1992, when Fluor won the contract to clean up the site. Cleaning up Fernald and returning it to the people of Ohio was a $4.4 billion mega environmental-remediation project that was completed in October 2006. Project evolved through four phases: - Conducting remedial-investigation studies to determine the extent of damage to the environment and groundwater at, and adjacent to, the production facilities; - Selecting cleanup criteria - final end states that had to be met that protect human health and the environment; - Selecting and implementing the remedial actions to meet the cleanup goals; - Executing the work in a safe, compliant and cost-effective manner. In the early stages of the project, there were strained relationships - in fact total distrust - between the local community and the DOE as a result of aquifer contamination and potential health effects to the workers and local residents. To engage citizens and interested stakeholders groups in the decision-making process, the DOE and Fluor developed a public-participation strategy to open the channels of communication with the various parties: site leadership, technical staff and regulators. This approach proved invaluable to the success of the project, which has become a model for future environmental remediation projects. This paper will summarize the history and shares lessons learned: the completion of the uranium-production mission to the implementation of the Records of Decision defining the cleanup standards and the remedies achieved.     Following the events of September 11th, a litany of imaginable horribles was trotted out before an anxious and concerned public. To date, government agencies and academics are still grappling with how to best respond to such catastrophes, and as Senator Lieberman's quote says above, now is the time to plan and prepare for such events. One of the nation's worst fears is that terrorists might detonate an improvised nuclear device (IND) in an American city. With 9/11 serving as the catalyst, the government and many NGOs have invested money into research and development of response capabilities throughout the country. Yet, there is still much to learn about how to best respond to an IND event. My summer 2008 internship at Lawrence Livermore National Laboratory afforded me the opportunity to look in depth at the preparedness process and the research that has been conducted on this issue. While at the laboratory I was tasked to collect, combine, and process research on how cities and the federal government can best prepare for the horrific prospect of an IND event. Specific projects that I was involved with were meeting reports, research reviews, and a full project report. Working directly with Brooke Buddemeier and his support team at the National Atmospheric Release Advisory Center, I was able to witness first hand, preparation for meetings with response planners to inform them of the challenges that an IND event would pose to the affected communities. In addition, I supported the Homeland Security Institute team (HSI), which was looking at IND preparation and preparing a Congressional report. I participated in meetings at which local responders expressed their concerns and contributed valuable information to the response plan. I specialized in the psycho-social aspects of an IND event and served as a technical advisor to some of the research groups. Alongside attending and supporting these meetings, I worked on an independent research project which collected

    A growing number of low and middle income nations (LMCs) have adopted some sort of system for environmental impact assessment (EIA). However, generally many of these EIA systems are characterised by a low performance in terms of timely information dissemination, monitoring and enforcement after licencing. Donor actors (such as the World Bank) have attempted to contribute to a higher performance of EIA systems in LMCs by intervening at two levels: the project level (e.g. by providing scoping advice or EIS quality review) and the system level (e.g. by advising on EIA legislation or by capacity building). The aims of these interventions are environmental protection in concrete cases and enforcing the institutionalisation of environmental protection, respectively. Learning by actors involved is an important condition for realising these aims. A relatively underexplored form of learning concerns learning at EIA system-level via project level donor interventions. This 'indirect' learning potentially results in system changes that better fit the specific context(s) and hence contribute to higher performances. Our exploratory research in Ghana and the Maldives shows that thus far, 'indirect' learning only occurs incidentally and that donors play a modest role in promoting it. Barriers to indirect learning are related to the institutional context rather than to individual characteristics. Moreover, 'indirect' learning seems to flourish best in large projects where donors achieved a position of influence that they can use to evoke reflection upon system malfunctions. In order to enhance learning at all levels donors should thereby present the outcomes of the intervention elaborately (i.e. discuss the outcomes with a large audience), include practical suggestions about post-EIS activities such as monitoring procedures and enforcement options and stimulate the use of their advisory reports to generate organisational memory and ensure a better information dissemination.

    The cooperative research program is explained in Part I. An evaluation is presented of the resolution attained in the separation of a 425 to 550/sup 0/C petroleum distillate fraction according to compound classes using 2 chromatographic methods. Samples were separated by high performance liquid chromatography using 2 columns in series containing 2,4-dinitroanalinopropyl silica and silica, respectively. Initial elution was attained using 1% methylene chloride in pentane followed by a linear gradient up to 30% methylene chloride. In the 2nd method, developed in the American Petroleum Institute's Research Project 60, fractions designated as saturates, monoaromatics, diaromatics, and polyaromatics were collected froma dual silica/alumina column using step gradient elution with pentane, 5% benzene in pentane, 15% benzene in pentane, and 20% ethyl ether, 20% benzene, 60% methanol, followed by pure methanol. The results wil be used to evaluate the quality of the separation in terms of the success in producing fractions containing similar compound classes. 1 figure, 4 tables.

    U.S. Department of Energy (DOE) Cooperative Agreement DE-FC21-93MC30098 funded through the Office of Fossil Energy and administered at the Federal Energy Technology Center (FETC) supported the performance of a Jointly Sponsored Research Program (JSRP) at the Energy and Environmental Research Center (EERC) with a minimum 50% nonfederal cost share to assist industry in commercializing and effectively applying efficient, nonpolluting energy technologies that can compete effectively in meeting market demands for clean fuels, chemical feedstocks, and electricity in the 21st century. The objective of the JSRP was to advance the deployment of advanced technologies for improving energy efficiency and environmental performance through jointly sponsored research on topics that would not be adequately addressed by the private sector alone. Examples of such topics include the barriers to hot-gas cleaning impeding the deployment of high-efficiency power systems and the search for practical means for sequestering CO{sub 2} generated by fossil fuel combustion. The selection of particular research projects was guided by a combination of DOE priorities and market needs, as provided by the requirement for joint venture funding approved both by DOE and the private sector sponsor. The research addressed many different energy resource and related environmental problems, with emphasis directed toward the EERC's historic lead mission in low-rank coals (LRCs), which represent approximately half of the U.S. coal resources in the conterminous states, much larger potential resources in Alaska, and a major part of the energy base in the former U.S.S.R., East Central Europe, and the Pacific Rim. The Base and JSRP agreements were tailored to the growing awareness of critical environmental issues, including water supply and quality, air toxics (e.g., mercury), fine respirable particulate matter (PM{sub 2.5}), and the goal of zero net CO{sub 2} emissions.

    Educational objectives of capstone courses such as critical-thinking and problem-solving skills are among the most cited needs in curriculum revitalization efforts. Sponsored competitions present an important vehicle for achieving these educational objectives. Opportunities such as the Greenhouse of the Future Competition provide students a diverse range of critical experiences not easily simulated in traditional classroom settings. The objective of the competition was to provide an opportunity for US university students to conceptualize, design, integrate, fabricate, and demonstrate innovative greenhouse or controlled environment ideas. The students achieved a great sense of accomplishment and satisfaction by converting their ideas into proposals, developing proposals into experiments, tracking the data generated by the experiments and translating that data into a meaningful communication locally and to the scientific community at large. Most of these important learning experiences would have remained as components of the project even if the team had not advanced as the winning entry.

    The EPRI Maintenance and Diagnostics Center, through a tailored collaboration effort with 10 utilities, developed a Substation Predictive Maintenance Program (SPDM). The objective of the program was to reduce Operation and Maintenance (O and M) costs by applying predictive/condition based maintenance practices to energized substation equipment. This report presents a summary of the project including: how new and existing diagnostic technologies and equipment were evaluated and utilized; how information was gathered in program cost justification and savings and specific work procedures and program administrative aids for a SPDM process. The program was effective in implementing a preventive or condition based maintenance process for participating utilities--enhancing the prioritization or work, redirecting maintenance activity and reducing costs. This document can serve as an implementation guide with lessons learned for substation predictive maintenance processes or to compare and contrast programs currently in place.

    The purpose of this presentation is to relay the experience of the Office of New Production Reactors (NP) in developing and implementing its pollution prevention program. NP was established to plan, design, and construct a new safe and environmentally acceptable nuclear reactor capacity necessary to provide an assured supply of tritium to maintain the nation`s long-term deterrent capability. The Program offered the Department of Energy an opportunity to demonstrate its commitment to environmental protection via minimization of environmental releases; new design offers the best opportunity for pollution prevention. The NP pollution prevention program was never fully implemented because NP`s tritium production design activity was recovery terminated. The goal of the Jointly Sponsored Research Program was to develop or assist in the development of innovative technology solutions that will: (1) Increase the production of United States energy resources - coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. Under the JSR Program, energy-related tasks emphasized enhanced oil recovery, heavy oil upgrading and characterization, coal beneficiation and upgrading, coal combustion systems development including oxy-combustion, emissions monitoring and abatement, coal gasification technologies including gas clean-up and conditioning, hydrogen and liquid fuels production, coal-bed methane recovery, and the development of technologies for the utilization of renewable energy resources. Environmental-related activities emphasized cleaning contaminated soils and waters, processing of oily wastes, mitigating acid mine drainage, and demonstrating uses for solid waste from clean coal technologies, and other advanced coal-based systems. Technology enhancement activities included resource characterization studies, development of improved methods, monitors and sensors.     The National Fuel Cell Electric Vehicle Learning Demonstration is a U.S. Department of Energy (DOE) project that started in 2004. The purpose of this project is to conduct an integrated field validation that simultaneously examines the performance of fuel cell vehicles and the supporting hydrogen infrastructure. The DOE's National Renewable Energy Laboratory (NREL) has now analyzed data from over five years of the seven-year project. During this time, over 144 fuel cell electric vehicles have been deployed, and 23 project refueling stations were placed in use.

    AREVA NP has gained significant experience during the past five years in digital upgrades at operating nuclear power stations in the US. Plants are seeking modernization with digital technology to address obsolescence, spare parts availability, vendor support, increasing age-related failures and diminished reliability. New systems offer improved reliability and functionality, and decreased maintenance requirements. Significant lessons learned have been identified relating to the areas of licensing, equipment qualification, software quality assurance and other topics specific to digital controls. Digital control systems have been installed in non safety-related control applications at many utilities within the last 15 years. There have also been a few replacements of small safety-related systems with digital technology. Digital control systems are proving to be reliable, accurate, and easy to maintain. Digital technology is gaining acceptance and momentum with both utilities and regulatory agencies based upon the successes of these installations. Also, new plants are being designed with integrated digital control systems. To support plant life extension and address obsolescence of critical components, utilities are beginning to install digital technology for primary safety-system replacement. AREVA NP analyzed operating experience and lessons learned from its own digital upgrade projects as well as industry-wide experience to identify key issues that should be considered when implementing digital controls in nuclear power stations.

    During 2007 and 2008, a new Multi-Probe Corrosion Monitoring System (MPCMS) was designed and fabricated for use in double-shell tank 241-AN-102. The system was successfully installed in the tank on May 1, 2008. The 241-AN-102 MPCMS consists of one 'fixed' in-tank probe containing primary and secondary reference electrodes, tank material electrodes, Electrical Resistance (ER) sensors, and stressed and unstressed corrosion coupons. In addition to the fixed probe, the 241-AN-102 MPCMS also contains four standalone coupon racks, or 'removable' probes. Each rack contains stressed and unstressed coupons made of American Society of Testing and Materials A537 CL1 steel, heat-treated to closely match the chemical and mechanical characteristics of the 241-AN-102 tank wall. These coupon racks can be removed periodically to facilitate examination of the attached coupons for corrosion damage. Along the way to successful system deployment and operation, the system design, fabrication, and testing activities presented a number of challenges. This document discusses these challenges and lessons learned, which when applied to future efforts, should improve overall project efficiency.

    The Gunite and Associated Tanks (GAAT) Remediation Project was the first of its kind performed in the United States. Robotics and remotely operated equipment were used to successfully transfer almost 94,000 gal of remote-handled transuranic sludge containing over 81,000 Ci of radioactive contamination from nine large underground storage tanks at the Oak Ridge National Laboratory (ORNL). The sludge was transferred with over 439,000 gal of radioactive waste supernatant and {approx}420,500 gal of fresh water that was used in sluicing operations. The GAATs are located in a high-traffic area of ORNL near a main thoroughfare. A phased and integrated approach to waste retrieval operations was used for the GAAT Remediation Project. The project promoted safety by obtaining experience from low-risk operations in the North Tank Farm before moving to higher-risk operations in the South Tank Farm. This approach allowed project personnel to become familiar with the tanks and waste, as well as the equipment, processes, procedures, and operations required to perform successful waste retrieval. By using an integrated approach to tank waste retrieval and tank waste management, the project was completed years ahead of the original baseline schedule, which resulted in avoiding millions of dollars in associated costs. This report is organized in two volumes. Volume 1 provides information on the various phases of the GAAT Remediation Project. It also describes the different types of equipment and how they were used. The emphasis of Volume 1 is on the description of the tank waste retrieval performance and the lessons learned during the GAAT Remediation Project.     The Rocky Flats Closure Site is implementing an aggressive approach in an attempt to complete Site closure by 2006. The replanning effort to meet this goal required that the life-cycle decommissioning effort for the Site and for the major individual facilities be reexamined in detail. As part of the overall effort, the cost estimate for the Building 771 decommissioning project was revised to incorporate both actual cost data from a recently-completed similar project and detailed planning for all activities. This paper provides a brief overview of the replanning process and the original estimate, and then discusses the modifications to that estimate to reflect new data, methods, and planning rigor. It provides the new work breakdown structure and discusses the reasons for the final arrangement chosen. It follows with the process used to assign scope, cost, and schedule elements within the new structure, and development of the new code of accounts. Finally, it describes the project control methodology used to track the project, and provides lessons learned on cost tracking in the decommissioning environment.

    In the U.S., the ISO 50001 Standard, which establishes energy management systems (EnMSs) and processes, has shown uptake primarily in the industrial sector. The U.S. Department of Energy (DOE) undertook a pilot program to explore ISO 50001 implementation in commercial buildings. Eight organizations participated as pilots, with technical assistance provided by DOE, the National Renewable Energy Laboratory (NREL), the Lawrence Berkeley National Laboratory (LBNL), and the Georgia Institute of Technology (Georgia Tech). This paper shares important lessons learned from the pilot. Staff time was the most critical resource required to establish effective EnMSs in commercial buildings. The pilot also revealed that technical support and template/example materials were essential inputs. Crucial activities included evaluating performance, identifying goals, making connections, communicating operational controls, and tracking/reviewing progress. Benefits realized included enhanced intra-organizational connections, greater energy awareness, increased process efficiencies, and improved ability to make business cases. Incremental benefits for ISO 50001 certification were greater accountability, assurance of best practices, public relations opportunities, and potential to unlock verified savings credits or incentive money. Incremental certification costs included more staff/consultant time, money for certification, and a tendency to limit EnMS scope in order to ensure favorable audit results. Five best practices were identified - utilizing expert technical assistance, training, and other resources; focusing on implementation over documentation; keeping top management involved; considering organizational structure when selecting EnMS scope; and matching the implementation level to an EnMS's scope and scale. The last two practices are particularly relevant to the commercial buildings sector.

  4. ALARA Controls and the Radiological Lessons Learned During the Uranium Fuel Removal Projects at the Molten Salt Reactor Experiment

    The removal of uranium-233 (233 U) from the auxiliary charcoal bed (ACB) of the Molten Salt Reactor Experiment (MSRE), performed from January through May 2001, created both unique radiological challenges and widely-applicable lessons learned. In addition to the criticality concerns and alpha contamination, 233U has an associated intense gamma photon from the cocontaminant uranium-232 (232U) decaying to thallium-208 (208Tl). Therefore, rigorous contamination controls and significant shielding were implemented. Extensive, timed mock-up training was also imperative to minimize individual and collective personnel exposures. Back-up shielding and containment techniques (that had been previously developed for defense in depth) were used successfully to control significant, changed conditions. Additional controls were placed on tests and on recovery designs to assure a higher level of safety throughout the removal operations. This paper delineates the manner in which each difficulty was solved, while relating the relevance of the results and the methodology to other projects with high dose-rate, highly-contaminated ionizing radiation hazards. Because of the distinctive features of and current interest in molten salt technology, a brief overview is provided. Also presented is the detailed, practical application of radiological controls integrated into, rather than added after, each evolution of the project--thus demonstrating the broad-based benefits of radiological engineering and ALARA reviews. The resolution of the serious contamination-control problems caused by unexpected uranium hexafluoride (UF6) gaseous diffusion is also explicated. Several tables and figures document the preparations, equipment and operations. A comparison of the pre-job dose calculations for the various functions of the uranium deposit removal (UDR) and the post-job dose-rate data are included in the conclusion.

    The lessons learned during the early phase of design engineering and construction activities for the AP1000 China Project can be applied to any project involving multiple disciplines and multiple organizations. Implementation of a first-of-a-kind design to directly support construction activities utilizing resources assigned to design development and design delivery creates challenges with prioritization of activities, successful closure of issues, and communication between site organizations and the home office. To ensure successful implementation, teams were assigned and developed to directly support construction activities including prioritization of activities, site communication and ensuring closure of site emergent issues. By developing these teams, the organization is better suited to meet the demands of the construction schedule while continuing with design evolution of a standard plant and engineering delivery for multiple projects. For a successful project, proper resource utilization and prioritization are key for overcoming obstacles and ensuring success of the engineering organization. (authors)

    This report identifies research conducted by agencies of the federal government other than the Department of Energy (DOE) in the area of advanced polymer matrix composites (PMCs). DOE commissioned the report to avoid duplicating other agencies' efforts in planning its own research program for PMCs. PMC materials consist of high-strength, short or continuous fibers fused together by an organic matrix. Compared to traditional structural metals, PMCs provide greater strength and stiffness, reduced weight and increased heat resistance. The key contributors to PMC research identified by the survey are the Department of Defense (DOD), the National Aeronautics and Space Administration (NASA), the National Science Foundation (NSF), and the Department of Transportation (DOT). The survey identified a total of 778 projects. More than half of the total projects identified emphasize materials research with a goal toward developing materials with improved performance. Although an almost equal number of identified materials projects focus on thermosets and thermoplastics receive more attention because of their increased impact resistance and their easy formability and re-formability. Slightly more than one third of projects identified target structures research. Only 15 percent of the projects identified focus on manufacturing techniques, despite the need for efficient, economical methods manufacturing products constructed of PMCs--techniques required for PMCs to gain widespread acceptance. Three issues to be addressed concerning PMCs research are economy of use, improvements in processing, and education and training. Five target technologies have been identified that could benefit greatly from increased use of PMCs: aircraft fuselages, automobile frames, high-speed machinery, electronic packaging, and construction.

    The National Compact Stellarator Experiment (NCSX) was designed to test physics principles of an innovative stellarator design developed by the Princeton Plasma Physics Laboratory and Oak Ridge National Laboratory. Construction of some of the major components and sub-assemblies was completed, but the estimated cost and schedule for completing the project grew as the technical requirements and risks became better understood, leading to its cancellation in 2008. The project's risks stemmed from its technical challenges, primarily the complex component geometries and tight tolerances that were required.     The Los Alamos National Laboratory (LANL) is currently engaged in a campaign to disposition 3,706 m{sup 3} of transuranic (TRU) waste stored above grade at its Technical Area 54 (TA-54) Area G waste management facility before June 30, 2014. This campaign includes complete removal of all non-cemented above-grade TRU waste that was in storage on October 1, 2011, and is defined as 3,706 m{sup 3} of material. TRU waste containers were placed into storage up to 40 years ago, and most of the older containers must be remediated to address compliance issues before the waste can be characterized, certified as meeting the Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria (WAC), and shipped for disposition. More than half of the remaining TRU waste volume stored above grade is contained within oversize boxes that contain waste items that must be repackaged or size reduced. Facilities and major types of equipment needed to remediate and characterize the TRU waste inventory include two additional oversize box processing lines that are being brought into service as Nuclear Hazard Category III facilities in fiscal year (FY) 2013. Multiple work shifts are scheduled for most remediation lines in FY 2013. An integrated risk-based project management schedule for all disposition activities has been developed that is based on a 'Solution Package' approach. Inventories of containers that have issues in common were compiled into about 15 waste categories and about 75 'Solution Packages' that identify all of the activities needed to disposition the inventory of TRU waste in storage. Scheduled activities include all precursor activities to begin remediation, remediation processing, characterization and certification to the WIPP WAC, and shipping of containers to WIPP. Other industrial processing practices that have been adopted to improve efficiency include staging of containers for remediation, characterization, and shipping; establishment of a transportation center; and load

    Cooperative Agreements, DE-FC26-08NT43293, DOE-WRI Cooperative Research and Development Program for Fossil Energy-Related Resources began in June 2009. The goal of the Program was to develop, commercialize, and deploy technologies of value to the nation’s fossil and renewable energy industries. To ensure relevancy and early commercialization, the involvement of an industrial partner was encouraged. In that regard, the Program stipulated that a minimum of 20% cost share be achieved in a fiscal year. This allowed WRI to carry a diverse portfolio of technologies and projects at various development technology readiness levels. Depending upon the maturity of the research concept and technology, cost share for a given task ranged from none to as high as 67% (two-thirds). Over the course of the Program, a total of twenty six tasks were proposed for DOE approval. Over the period of performance of the Cooperative agreement, WRI has put in place projects utilizing a total of $7,089,581 in USDOE funds. Against this funding, cosponsors have committed $7,398,476 in private funds to produce a program valued at $14,488,057. Tables 1 and 2 presented at the end of this section is a compilation of the funding for all the tasks conducted under the program.     Many opportunities exist for large-scale energy conservation projects in housing. Energy savings performance contracting (ESPC) is now receiving greater attention, as a means to implement such projects. This paper proposes an improved method for prior (to construction) savings estimates for these projects. The proposed approach to prior estimates is verified against data from Fort Polk, LA. In the course of evaluating the ESPC at Fort Polk, the authors have collected energy use data which allowed them to develop calibrated engineering models which accurately predict pre-retrofit energy consumption. They believe that such calibrated models could be used to provide much more accurate estimates of energy savings in retrofit projects. The improved savings estimating approach described here is based on an engineering model calibrated to field-collected data from the pre-retrofit period. A dynamic model of pre-retrofit energy use was developed for all housing and non-housing loads on a complete electrical feeder at Fort Polk. The model included the heat transfer characteristics of the buildings, the pre-retrofit air source heat pump, a hot water consumption model and a profile for electrical use by lights and other appliances. Energy consumption for all 200 apartments was totaled, and by adjusting thermostat setpoints and outdoor air infiltration parameters, the models were matched to field-collected energy consumption data for the entire feeder. The energy conservation measures were then implemented in the calibrated model: the air source heat pumps were replaced by geothermal heat pumps with desuperheaters; hot water loads were reduced to account for the low-flow shower heads; and lighting loads were reduced to account for fixture delamping and replacement with compact fluorescent lights. The analysis of pre- and post-retrofit data indicates that the retrofits have saved 30.3% of pre-retrofit electrical energy consumption on the feeder modeled in this paper.

Energy savings performance contracting (ESPC) is now receiving greater attention, as a means to implement such projects. This paper proposes an improved method for prior (to construction) savings estimates for these projects. More accurate prior estimates reduce project risk, decrease financing costs, and help avoid post-construction legal disputes over performance contract baseline adjustments. The proposed approach to prior estimates is verified against data from Fort Polk, LA. In the course of evaluating the ESPC at Fort Polk, Louisiana, we have collected energy use data - both at the electrical feeder level and at the level of individual residences - which allowed us to develop calibrated engineering models which accurately predict pre-retrofit energy consumption. We believe that such calibrated models could be used to provide much more accurate estimates of energy savings in retrofit projects, particularly in cases where the energy consumption of large populations of housing can be captured on one or a few meters. The improved savings estimating approach described here is based on an engineering model calibrated to field-collected data from the pre-retrofit period. A dynamic model of pre-retrofit energy use was developed for all housing and non-housing loads on a complete electrical feeder at Fort Polk. The feeder serves 46 buildings containing a total of 200 individual apartments. Of the 46 buildings, there are three unique types, and among these types the only difference is compass orientation. The model included the heat transfer characteristics of the buildings, the pre-retrofit air source heat pump, a hot water consumption model and a profile for electrical use by lights and other appliances.     Laboratory-, pilot-, and large-scale CWF combustion work has been performed primarily in Canada, China, Italy, Japan, Korea, Sweden, and the United States, and several projects are still active. Sponsors have included governments, utilities and their research arms, engine manufacturers, equipment suppliers, and other organizations in attempts to show that CWF is a viable alternative to premium fuels, both in cost and performance. The objective of this report is to present brief summaries of past and current industrial- and utility-scale CWF demonstrations in order to determine what lessons can be learned from these important, highly visible projects directed toward the production of steam and electricity. Particular emphasis is placed on identifying the CWF characteristics; boiler type, geometry, size, and location; length of the combustion tests; and the results concerning system performance, including emissions.

    When conducting environmental cleanup or decommissioning projects, characterization of the material to be removed is often performed when the material is in-situ. The actual demolition or excavation and removal of the material can result in individual containers that vary significantly from the original bulk characterization profile. This variance, if not detected, can result in individual containers exceeding Department of Transportation regulations or waste disposal site acceptance criteria. Bulk waste characterization processes were performed to initially characterize the Brookhaven Graphite Research Reactor (BGRR) graphite pile and this information was utilized to characterize all of the containers of graphite. When the last waste container was generated containing graphite dust from the bottom of the pile, but no solid graphite blocks, the material contents were significantly different in composition from the bulk waste characterization. This error resulted in exceedance of the disposal site waste acceptance criteria.   8. Understanding Building Infrastructure and Building Operation through DOE Asset Score Model: Lessons Learned from a Pilot Project

    The U.S. Department of Energy (DOE) is developing a national voluntary energy asset score system to help building owners to evaluate the as-built physical characteristics (including building envelope, the mechanical and electrical systems) and overall building energy efficiency, independent of occupancy and operational choices. The energy asset score breaks down building energy use information by simulating building performance under typical operating and occupancy conditions for a given use type. A web-based modeling tool, the energy asset score tool facilitates the implementation of the asset score system. The tool consists of a simplified user interface built on a centralized simulation engine (EnergyPlus). It is intended to reduce both the implementation cost for the users and increase modeling standardization compared with an approach that requires users to build their own energy models. A pilot project with forty-two buildings (consisting mostly offices and schools) was conducted in 2012. This paper reports the findings. Participants were asked to collect a minimum set of building data and enter it into the asset score tool. Participants also provided their utility bills, existing ENERGY STAR scores, and previous energy audit/modeling results if available. The results from the asset score tool were compared with the building energy use data provided by the pilot participants. Three comparisons were performed. First, the actual building energy use, either from the utility bills or via ENERGY STAR Portfolio Manager, was compared with the modeled energy use. It was intended to examine how well the energy asset score represents a buildings system efficiencies, and how well it is correlated to a buildings actual energy consumption. Second, calibrated building energy models (where they exist) were used to examine any discrepancies between the asset score model and the pilot participant buildings [known] energy use pattern.     Rebate programs are becoming increasingly popular among utilities across the country as a method to persuade customers to purchase more energy efficient appliances, space conditioning systems, lighting products and motors. While there is substantial experience with and interest in utility rebate programs, utilities and other organizations lack comprehensive information on other utility-sponsored energy efficient rebate programs. The authors developed this Compendium to fill that gap. This Compendium contains information on 59 energy efficiency rebate programs, based upon a survey of 157 utilities. The information on each rebate program has been cross-tabulated and analyzed to identify such variables as program characteristics, products included, efficiency levels, rebate amounts, funding levels, energy and peak power savings, and the cost of peak demand reduction. Summary conclusions about these variables are also presented. 16 refs., 25 tabs.

    During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

  20. Commercial Buildings Partnerships - Overview of Higher Education Projects

    The Commercial Building Partnership (CBP), a public/private, cost-shared program sponsored by the U.S. Department of Energy (DOE), paired selected commercial building owners and operators with representatives of DOE, its national laboratories, and private-sector technical experts. These teams explored energy-saving measures across building systems – including some considered too costly or technologically challenging – and used advanced energy modeling to achieve peak whole-building performance. Modeling results were then included in new construction or retrofit designs to achieve significant energy reductions. CBP design goals aimed to achieve 50 percent energy savings compared to ANSI/ASHRAE/IES Standard 90.1-2004 for new construction, while retrofits are designed to consume at least 30 percent less energy than either Standard 90.1-2004 or current consumption. After construction and commissioning of the project, laboratory staff continued to work with partners to collect and analyze data for verification of the actual energy reduction. CBP projects represent diverse building types in commercial real estate, including lodging, grocery, retail, higher education, office, and warehouse/storage facilities. Partners also commit to replicating low-energy technologies and strategies from their CBP projects throughout their building portfolios. As a result of CBP projects, five sector overviews (Lodging, Food Sales, General Merchandise, Higher Education, Offices) were created to capture successful strategies and recommended energy efficiency measures that could broadly be applied across these sectors. These overviews are supplemented with individual case studies providing specific details on the decision criteria, modeling results, and lessons learned on specific projects. Sector overviews and CBP case studies will also be updated to reflect verified data and replication strategies as they become available.

    The DOE-sponsored Aging Management Guideline (AMG) for Electrical Cable and Terminations provides an analysis of the potential age-related degradation mechanisms and effects for low-voltage and medium-voltage extruded cables and associated terminations used in commercial nuclear power plants. The AMG examined historical industry failure data and correlated this with postulated aging mechanisms and effects. Existing and developmental testing and condition monitoring techniques were evaluated, as well as current industry practices, in order to assess whether all significant aging mechanisms/effects are being effectively managed. Results of the study indicate that some aging mechanisms and effects are not directly addressed by current industry maintenance and surveillance practices; however, empirical evidence indicates that low- and medium-voltage cable and terminations are in general very reliable. A limited number of nondestructive (or essentially nondestructive) techniques currently available are potentially useful for evaluating low-voltage cable condition; however, such techniques do not currently exist for monitoring medium-voltage cable. Troubleshooting or diagnostic techniques are available to identify certain types of degradation.

    This report provides background information on various fractional-horsepower electric motor technologies, summarizes initial data from a DOE-sponsored Q-Sync motor demonstration project, and extrapolates that data to project the potential economic and environmental benefits resulting from upgrading the current installed base of 9–12 W evaporator fan motors to Q-Sync motors.
