    The Fiscal Year (FY) 1995 Performance Based Incentive (PBI) Program at the Department of Energy`s (DOE) Richland Operations Office (Richland) was initiated by Richland as one part of the broader DOE Contract Reform Initiative being implemented at the Hanford Site in FY 1995. This program was identified as an area of concern by the Office of Inspections as a result of previous inspection work. Specifically, during a limited review of the construction of an Effluent Treatment Facility at the Hanford Site, we were unable to identify any written policies describing PBI program controls or implementation procedures. We were told that Richland Operations Office Program Management personnel were not directly involved in the selection of the Effluent Treatment Facility project for the PBI Program, or in the determination that this particular PBI would be established with a potential fee of $1 million.

    This report provides a summary of lessons learned from the demonstration of the licensing process for three Early Site Permit (ESP) applications supported as part of the Department of Energys (DOE) Nuclear Power 2010 (NP 2010) program. The ESP process was established by the Nuclear Regulatory Commission (NRC) to enable completion of the site evaluation component of nuclear power plant licensing under 10 CFR Part 52 before a utility makes a decision to build a plant. Early Site Permits are valid for 10 to 20 years and can be renewed for an additional 10 to 20 years. NRC review of an ESP application addresses site safety issues, environmental protection issues, and plans for coping with emergencies. Successful completion of the ESP process will establish that a site is suitable for possible future construction and operation of a nuclear power plant. Most importantly, an ESP resolves significant site-related safety and environmental issues early in the decision process and helps achieve acceptance by the public. DOE competitively selected Dominion Nuclear Energy North Anna, LLC (Dominion); System Energy Resources, Inc. (an Entergy subsidiary); and Exelon Generation Company, LLC (Exelon) in 2002 to demonstrate the ESP process and provided cost-shared support through the NP 2010 program. Dominion pursued an ESP for the North Anna site in Virginia; System Energy Resources, Inc. pursued an ESP for the Grand Gulf site in Mississippi; and Exelon pursued an ESP for the Clinton site in Illinois. After successfully demonstrating the process, the NRC issued an ESP for Clinton on March 17, 2007; Grand Gulf on April 5, 2007; and North Anna on November 27, 2007. As with all successful projects, there are lessons to be learned from the NP 2010 early site permitting demonstration that can help improve future implementation guidance documents and regulatory review standards. In general, these lessons pertain to the effectiveness of the regulatory process, experience related to guidance for developing and reviewing ESP applications, issues involving ESP plant parameters, and suggestions for future ESP applicants. The development, submittal, and issuance of these first ESPs under DOEs NP 2010 program started the momentum to exercise NRCs new 10 CFR Part 52 licensing process. Several key questions that define critical issues regarding the effectiveness of regulations pertaining to ESPs have been identified and summarized in this report. However, the final resolution of whether the ESP component of the Part 52 process significantly contributes to the predictability in nuclear power plant licensing requires more experience and time, such as the completion of the ongoing combined Construction and Operating License (COL) process for the North Anna and Grand Gulf sites. The three ESP project participants prepared and submitted to DOE lessons learned reports from their experience in developing, submitting, and receiving an ESP. This document summarizes these reports, which are appended hereto. The Nuclear Energy Institute (http://www.nei.org/) and NRC (http://www.nrc.gov/) have also prepared reports regarding their perspectives on lessons learned during the ESP process. Their documents can be accessed on their respective web sites. Following is a summary of the lessons learned from the NP 2010 ESP projects. Effectiveness of the ESP Process: In general, the ESP process is expected (subject to demonstration of the ESP finality provisions in the North Anna and Grand Gulf ESPs) to provide high value for applicants as a site banking and risk mitigation strategy. However, several aspects of the initial process, such as NRC hearings and determining an acceptable approach to the NRCs Emergency Planning requirements, proved challenging for the applicants. Project Execution: Initial regulatory and industry guidance for planning and executing an ESP application program proved to be insufficient to address NRCs document review expectations. However, continuous communication between NRC and the applicants helped establish an acceptable framework

    In the fire safety community, the trend is toward implementing performance-based standards in place of existing prescriptive ones. Prescriptive standards can be difficult to adapt to changing design methods, materials, and application situations of systems that ultimately must perform well in unwanted fire situations. In general, this trend has produced positive results and is embraced by the fire protection community. The question arises as to whether this approach could be used to advantage in cook-off testing. Prescribed fuel fire cook-off tests have been instigated because of historical incidents that led to extensive damage to structures and loss of life. They are designed to evaluate the propensity for a violent response. The prescribed protocol has several advantages: it can be defined in terms of controllable parameters (wind speed, fuel type, pool size, etc.); and it may be conservative for a particular scenario. However, fires are inherently variable and prescribed tests are not necessarily representative of a particular accident scenario. Moreover, prescribed protocols are not necessarily adaptable and may not be conservative. We also consider performance-based testing. This requires more knowledge and thought regarding not only the fire environment, but the behavior of the munitions themselves. Sandia uses a performance based approach in assuring the safe behavior of systems of interest that contain energetic materials. Sandia also conducts prescriptive fire testing for the IAEA, NRC and the DOT. Here we comment on the strengths and weakness of both approaches and suggest a path forward should it be desirable to pursue a performance based cook-off standard.

    Energy codes have provided significant increases in building efficiency over the last 38 years, since the first national energy model code was published in late 1975. The most commonly used path in energy codes, the prescriptive path, appears to be reaching a point of diminishing returns. The current focus on prescriptive codes has limitations including significant variation in actual energy performance depending on which prescriptive options are chosen, a lack of flexibility for designers and developers, and the inability to handle control optimization that is specific to building type and use. This paper provides a high level review of different options for energy codes, including prescriptive, prescriptive packages, EUI Target, outcome-based, and predictive performance approaches. This paper also explores a next generation commercial energy code approach that places a greater emphasis on performance-based criteria. A vision is outlined to serve as a roadmap for future commercial code development. That vision is based on code development being led by a specific approach to predictive energy performance combined with building specific prescriptive packages that are designed to be both cost-effective and to achieve a desired level of performance. Compliance with this new approach can be achieved by either meeting the performance target as demonstrated by whole building energy modeling, or by choosing one of the prescriptive packages.

    It has been suggested that the 1955-1972 nuclear rocket development (Rover) program provides a strong foundation for a renewed nuclear engine development effort. It is concluded that there is an extensive development base deriving from the Rover/NERVA program for bead-loaded graphite-fueled reactors (Isp = 825-900 s), a moderate base for composite fuel (Isp = 875-925 s), and a modest base for carbide fuel (Isp = 975-1025 s).     The Consortium for Energy Efficiency recently sponsored a study of leading electric utility efforts to promote high efficiency residential HVAC equipment. Given growing concerns from some utilities about the level of expenditures associated with rebate programs, special emphasis was placed on assessing the success of financing and other non-rebate options for promoting efficiency. Emphasis was also placed on review of efforts--rebate or otherwise--to push the market to very high levels of efficiency (i.e., SEER 13). This paper presents the results of the study. It includes discussion of key lessons from the utility programs analyzed. It also examines program participation rates and other potential indicators of market impacts. One notable conclusion is that several utility programs have pushed market shares for SEER 12 equipment to about 50% (the national average is less than 20%). At least one utility program has achieved a 50% market share for SEER 13 equipment (the national average is less than 3%). In general, financing does not appear to have as broad an appeal as consumer rebates. However, one unique utility program which combines the other of customer financing with modest incentives to contractors--in the form of frequent seller points that can be redeemed for advertising, technician training, travel and other merchandise--offers some promise that high participation rates can be achieved without customer rebates.

    NREL experienced a significant increase in employees and facilities on our 327-acre main campus in Golden, Colorado over the past five years. To support this growth, researchers developed and demonstrated a new building acquisition method that successfully integrates energy efficiency requirements into the design-build requests for proposals and contracts. We piloted this energy performance based design-build process with our first new construction project in 2008. We have since replicated and evolved the process for large office buildings, a smart grid research laboratory, a supercomputer, a parking structure, and a cafeteria. Each project incorporated aggressive efficiency strategies using contractual energy use requirements in the design-build contracts, all on typical construction budgets. We have found that when energy efficiency is a core project requirement as defined at the beginning of a project, innovative design-build teams can integrate the most cost effective and high performance efficiency strategies on typical construction budgets. When the design-build contract includes measurable energy requirements and is set up to incentivize design-build teams to focus on achieving high performance in actual operations, owners can now expect their facilities to perform. As NREL completed the new construction in 2013, we have documented our best practices in training materials and a how-to guide so that other owners and owner's representatives can replicate our successes and learn from our experiences in attaining market viable, world-class energy performance in the built environment.

    This paper will review a procurement, acquisition, and contract process of a large-scale replicable net zero energy (ZEB) office building. The owners developed and implemented an energy performance based design-build process to procure a 220,000 ft2 office building with contractual requirements to meet demand side energy and LEED goals. We will outline the key procurement steps needed to ensure achievement of our energy efficiency and ZEB goals. The development of a clear and comprehensive Request for Proposals (RFP) that includes specific and measurable energy use intensity goals is critical to ensure energy goals are met in a cost effective manner. The RFP includes a contractual requirement to meet an absolute demand side energy use requirement of 25 kBtu/ft2, with specific calculation methods on what loads are included, how to normalize the energy goal based on increased space efficiency and data center allocation, specific plug loads and schedules, and calculation details on how to account for energy used from the campus hot and chilled water supply. Additional advantages of integrating energy requirements into this procurement process include leveraging the voluntary incentive program, which is a financial incentive based on how well the owner feels the design-build team is meeting the RFP goals.

    During the past four years, the Department of Energy -- Savannah River Operations Office and the Westinghouse Savannah River Company (WSRC) Environmental Restoration (ER) Program completed various activities ranging from waste site investigations to closure and post closure projects. Critiques for lessons learned regarding project activities are performed at the completion of each project milestone, and this critique interval allows for frequent recognition of lessons learned. In addition to project related lessons learned, ER also performs lessons learned critiques. T`he Savannah River Site (SRS) also obtains lessons learned information from general industry, commercial nuclear industry, naval nuclear programs, and other DOE sites within the complex. Procedures are approved to administer the lessons learned program, and a database is available to catalog applicable lessons learned regarding environmental remediation, restoration, and administrative activities. ER will continue to use this database as a source of information available to SRS personnel.

    The quantification at regional level of the amount of energy (for thermal uses and for electricity) that can be generated by using solar systems in buildings is hindered by the availability of data for roof area estimation. In this note, we build on an existing geo-referenced method for determining available roof area for solar facilities in Spain to produce a quantitative picture of the likely limits of roof-top solar energy. The installation of solar hot water systems (SHWS) and photovoltaic systems (PV) is considered. After satisfying up to 70% (if possible) of the service hot water demand in every municipality, PV systems are installed in the remaining roof area. Results show that, applying this performance-based criterion, SHWS would contribute up to 1662 ktoe/y of primary energy (or 68.5% of the total thermal-energy demand for service hot water), while PV systems would provide 10 T W h/y of electricity (or 4.0% of the total electricity demand).     In 2005 the U.S. Nuclear Regulatory Commission (NRC) began to implement a new set of responsibilities under the Ronald W. Reagan National Defense Authorization Act (NDAA) of Fiscal Year 2005. Section 3116 of the NDAA requires the U.S. Department of Energy (DOE) to consult with the NRC for certain non-high level waste determinations and also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2005, the NRC staff began consulting with DOE and completed reviews of draft waste determinations for salt waste at the Savannah River Site. In 2006, a second review was completed on tank waste residuals including sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center Tank Farm at the Idaho National Laboratory. Monitoring Plans were developed for these activities and the NRC is actively monitoring disposal actions at both sites. NRC is currently in consultation with DOE on the F-Area Tank Farm closure and anticipates entering consultation on the H-Area Tank Farm at the Savannah River Site. This paper presents, from the NRC perspective, an overview of how the consultation and monitoring process has evolved since its conception in 2005. It addresses changes in methods and procedures used to collect and develop information used by the NRC in developing the technical evaluation report and monitoring plan under consultation and the implementation the plan under monitoring. It will address lessons learned and best practices developed throughout the process. The NDAA has presented significant challenges for the NRC and DOE. Past and current successes demonstrate that the NDAA can achieve its intended goal of facilitating tank closure at DOE legacy defense waste sites. The NRC believes many of the challenges in performing the WD reviews have been identified and addressed. Lessons learned have been collected and documented throughout the review process. Future success will be contingent on each agencies commitment to consistently apply the lessons learned and continue to create an open and collaborative work environment to maintain the process of continuous improvement.     Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting. Software and hardware developments during the project's timeframe enabled redesign providing for student access through the use of tablet devices such as iPads. Early prototype Learning Management Systems (LMS) featuring more student-centric access and interfaces with emerging social media were developed and utilized during the testing applications. The project also produced soft results involving cross learning between and among the partners regarding subject matter expertise, online learning pedagogy, and eLearning technology-based platforms. The partners believe that the most significant, overarching accomplishment of the project was the development and implementation of goals, activities, and outcomes that significantly exceeded those proposed in the initial grant application submitted in 2009. Key specific accomplishments include: (1) development of a set of 8 online learning modules addressing electrical safety as it relates to the work of wind technicians; (3) development of a flexible, open-ended Learning Management System (LMS): (3) creation of a robust body of learning (knowledge, experience, skills, and relationships). Project leaders have concluded that there is substantial resource equity that could be leverage and recommend that it be carried forward to pursue a Next Stage Opportunity relating to development of an online core curriculum for institute and community college energy workforce development programs.

    Training programs at DOE nuclear facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    Nieuwenhuis, Oliveras, and Tinelli (2006) showed how to describe enhancements of the Davis-Putnam-Logemann-Loveland algorithm using transition systems, instead of pseudocode. We design a similar framework for several algorithms that generate answer sets for logic programs: Smodels, Smodels-cc, Asp-Sat with Learning (Cmodels), and a newly designed and implemented algorithm Sup. This approach to describing answer set solvers makes it easier to prove their correctness, to compare them, and to design new systems.

    The objective of the Remote Monitoring Transparency Program is to evaluate and demonstrate the use of remote monitoring technologies to advance nonproliferation and transparency efforts that are currently being developed by Russia and the US without compromising the national security of the participating parties. Under a lab-to-lab transparency contract between Sandia National Laboratories (SNL) and the Kurchatov Institute (KI RRC), the Kurchatov Institute will analyze technical and procedural aspects of the application of remote monitoring as a transparency measure to monitor inventories of direct-use HEU and plutonium (e.g., material recovered from dismantled nuclear weapons). A goal of this program is to assist a broad range of political and technical experts in learning more about remote monitoring technologies that could be used to implement nonproliferation, arms control, and other security and confidence building measures. Specifically, this program will: (1) begin integrating Russian technologies into remote monitoring systems; (2) develop remote monitoring procedures that will assist in the application of remote monitoring techniques to monitor inventories of HEU and Pu from dismantled nuclear weapons; and (3) conduct a workshop to review remote monitoring fundamentals, demonstrate an integrated US/Russian remote monitoring will have on the national security of participating countries.

The inferred movements are compared with template patterns prepared from training movements when the relationship was learned to regenerate an acoustic recognition. In a preferred embodiment, the acoustic articulatory relationships are learned by a neural network. Subsequent input acoustic patterns then generate the inferred articulatory movements for use with the templates. Articulatory movement data may be supplemented with characteristic acoustic information, e.g. relative power and high frequency data, to improve template recognition.

    Blind quantum machine learning (BQML) enables a classical client with little quantum technology to delegate a remote quantum machine learning to the quantum server in such a approach that the privacy data is preserved. Here we propose the first BQML protocol that the client can classify two-dimensional vectors to different clusters, resorting to a remote small-scale photon quantum computation processor. During the protocol, the client is only required to rotate and measure the single qubit. The protocol is secure without leaking any relevant information to the Eve. Any eavesdropper who attempts to intercept and disturb the learning process can be noticed. In principle, this protocol can be used to classify high dimensional vectors and may provide a new viewpoint and application for quantum machine learning.

    Meaningful public engagement is a challenging, but promising, feature of strategic environmental assessment (SEA) due to its potential for integrating sustainability principles into policies, plans and programs in developing countries such as Kenya. This research examined two selected SEA case studies to identify the extent of participation, learning outcomes attributable to participation, and if any learning outcomes led to social action for sustainability at the community level. Strengths across the two cases were the inclusion of marginalized populations and consideration of socio-economic concerns. Consistent weaknesses included inadequate notice, document inaccessibility, lack of feedback and communication, and late analysis of alternatives. Despite some learning conditions being unfulfilled, examples of instrumental, communicative, and transformative learning were identified through a focus group and semi-structured interviews with community participants and public officials. Some of these learning outcomes led to individual and social actions that contribute to sustainability. -- Highlights: The strengths and weaknesses of Kenyan SEA public participation processes were identified. Multiple deficiencies in the SEA process likely frustrate meaningful public engagement. Participant learning was observed despite process weaknesses. Participant learning can lead to action for sustainability at the community level.

    The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

The primary goals of the program were met: 1) reduce the incremental cost of highly insulating windows compared to ENERGY STAR windows; and 2) raise the public and potential buyers awareness of highly insulating windows and their benefits.     Space reactor safety activities and decisions have evolved over the last decade. Important safety decisions have been made in the SP-100, Space Exploration Initiative, NEPSTP, SNTP, and Bimodal Space Reactor programs. In addition, international guidance on space reactor safety has been instituted. Space reactor safety decisions and practices have developed in the areas of inadvertent criticality, reentry, radiological release, orbital operation, programmatic, and policy. In general, the lessons learned point out the importance of carefully reviewing previous safety practices for appropriateness to space nuclear programs in general and to the specific mission under consideration.

    Fifteen states have established ''clean energy funds'' that will collect more than $3 billion in aggregate from ratepayers over the next decade. The general mission of these funds is to support the development of renewable energy technologies and markets; all of the funds target the installation of photovoltaics (PV) in one way or another. So-called ''buy-down'' programs--i.e., programs that offset the high up-front costs of PV through capital grants or rebates--have been the most popular approach taken to date in supporting PV. At present, however, state clean energy funds appear to be evolving into a new phase of supporting PV--one that draws upon lessons learned from the past few years' experience with the first round of buy-down programs. This paper briefly discusses these lessons from the past and describes how various states are tweaking, rearranging, or crafting new programs to incorporate those lessons.

    Of late, mobile technology has introduced new, novel environment that can be capitalized to further enrich the teaching and learning process in classrooms. Taking cognizance of this promising setting, a study was undertaken to investigate the impact of such an environment enabled by android platform on the learning process among undergraduates of Sultan Idris Education University, Malaysia; in particular, this paper discusses critical aspects of the design and implementation of the android learning system. Data were collected through a survey involving 56 respondents, and these data were analyzed by using SPSS 12.0. Findings showed that the respondents were very receptive to the interactivity, accessibility, and convenience of the system, but they were quite frustrated with the occasional interruptions due to internet connectivity problems. Overall, the mobile learning system can be utilized as an inexpensive but potent learning tool that complements undergraduates' learning process.

    This study considered opportunities for hydrogen in stationary applications in order to make recommendations related to RD&D strategies that incorporate lessons learned and best practices from relevant national and international stationary power efforts, as well as cost and environmental modeling of pathways. The study analyzed the different strategies utilized in power generation systems and identified the different challenges and opportunities for producing and using hydrogen as an energy carrier. Specific objectives included both a synopsis/critical analysis of lessons learned from previous stationary power programs and recommendations for a strategy for hydrogen infrastructure deployment. This strategy incorporates all hydrogen pathways and a combination of distributed power generating stations, and provides an overview of stationary power markets, benefits of hydrogen-based stationary power systems, and competitive and technological challenges. The motivation for this project was to identify the lessons learned from prior stationary power programs, including the most significant obstacles, how these obstacles have been approached, outcomes of the programs, and how this information can be used by the Hydrogen, Fuel Cells & Infrastructure Technologies Program to meet program objectives primarily related to hydrogen pathway technologies (production, storage, and delivery) and implementation of fuel cell technologies for distributed stationary power. In addition, the lessons learned address environmental and safety concerns, including codes and standards, and education of key stakeholders.

    This paper discusses the current level of demand-side management (DSM) occurring in selected European countries and reviews the availability of information on DSM programs and program evaluation. Next, thirteen European DSM programs are compared by examining such factors as: motivations for program implementation, marketing methods, participation rates, total energy savings, and program costs. The transfer of DSM program results and experiences found in these case studies is also discussed, as well as the lessons learned during the design, implementation, and evaluation of these programs. This paper represents a preliminary assessment of the state of DSM and DSM program evaluation in Europe. The findings from this work also represent the first steps in a joint international effort to compile and analyze the measured results of energy efficiency programs in a consistent and comprehensive fashion. The authors find that these programs represent cost-effective resources: the cost of energy saved by the programs ranged from a low of 0.0005 ECUs/kWh (0.01 {cents}/kWh) to a high of 0.077 ECUs/kWh (9.7 {cents}/kWh), with an average cost of 0.027 ECUs/kWh (3.3 {cents}/kWh). Weighted by energy savings, the average cost of energy saved by the programs was 0.014 ECUs/kWh (1.8 {cents}/kWh).

    The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning. The final field testing result from this analysis will contribute to the final revisions of each unit during the second-year of this grant.

    For nearly 37 years, the U.S. Department of Energy site at Fernald - near Cincinnati, Ohio - produced 230,000 metric tons (250,000 short tons) of high-purity, low-enriched uranium for the U.S. Defense Program, generating more than 5.4 million metric tons (6 million short tons) of liquid and solid waste as it carried out its Cold War mission. The facility was shut down in 1989 and clean up began in 1992, when Fluor won the contract to clean up the site. Cleaning up Fernald and returning it to the people of Ohio was a $4.4 billion mega environmental-remediation project that was completed in October 2006. Project evolved through four phases: - Conducting remedial-investigation studies to determine the extent of damage to the environment and groundwater at, and adjacent to, the production facilities; - Selecting cleanup criteria - final end states that had to be met that protect human health and the environment; - Selecting and implementing the remedial actions to meet the cleanup goals; - Executing the work in a safe, compliant and cost-effective manner. In the early stages of the project, there were strained relationships - in fact total distrust - between the local community and the DOE as a result of aquifer contamination and potential health effects to the workers and local residents. To engage citizens and interested stakeholders groups in the decision-making process, the DOE and Fluor developed a public-participation strategy to open the channels of communication with the various parties: site leadership, technical staff and regulators. This approach proved invaluable to the success of the project, which has become a model for future environmental remediation projects. This paper will summarize the history and shares lessons learned: the completion of the uranium-production mission to the implementation of the Records of Decision defining the cleanup standards and the remedies achieved. Lessons learned fall into ten categories: - Regulatory approach with end-state determinations; - Interaction with stakeholders; - The balanced approach - on-site and off-site waste-disposal alternatives; - The contracting model; - Site safety performance; - Effectiveness of cleanup remedies; - Worker training and transition; - Client interface; - Cost and schedule performance; - Legacy management. Lessons learned can be applied: While each site and project has its own issues, the various lessons learned from the Fernald Closure Project, when taken from a global perspective, can be applied to similar efforts so that pitfalls are avoided and efficiencies realized.

    This paper introduces a machine learning based collaborative multi band spectrum sensing policy for cognitive radios. The proposed sensing policy guides secondary users to focus the search of unused radio spectrum to those frequencies that persistently provide them high data rate. The proposed policy is based on machine learning, which makes it adaptive with the temporally and spatially varying radio spectrum. Furthermore, there is no need for dynamic modeling of the primary activity since it is implicitly learned over time. Energy efficiency is achieved by minimizing the number of assigned sensors per each subband under a constraint on miss detection probability. It is important to control the missed detections because they cause collisions with primary transmissions and lead to retransmissions at both the primary and secondary user.     ABSTRACT The state of science, technology, engineering and math (STEM) education in the United States has seen some unfavorable assessments over the past decade. In early February, 2010 the House of Representatives heard testimony on undergraduate and graduate education. The message from the panel, which included experts from academia, STEM-based industries, and the National Science Foundation (NSF) was dire and required an urgent response. The experts along with the committee???¢????????s chairperson, U. S. Representative Daniel Lipinski (D-IL) cited that the complexity of Science, Technology, Engineering, and Mathematics applications and coursework and the methodology utilized to teach these subjects are forcing students out of these disciplines. As the National Academies described in its 2007 report Rising Above the Gathering Storm, successful STEM education is not just an academic pursuit???¢????????it???¢????????s a necessity for competing in the knowledge-based economy that the United States had a key role in creating. The potential for action is being made available again as the America COMPETES Act of 2007 is up for reauthorization. Its initial focus was on STEM education at the K-12 levels, but efforts at the undergraduate and graduate levels are needed to retain students to fill the jobs left vacant as baby boomers retire. The Educational Advancement Alliance, Inc. (EAA) has for two decades created programs that have not only addressed the issues of ensuring that students are aptly prepared for college but have focused its efforts over the past decade on increasing the number of students who pursue degrees in STEM disciplines. For the EAA, the introduction of the wonders of science begins at the elementary and middle school level via the Learning Lab, a state-of-the-art mobile science laboratory that visits students in grades 4-6 at the various schools throughout Philadelphia and The Math/Tech Academy which meets on Saturdays for students in grades 5-7. For the past two years the EAA has assisted college graduates in their quest to attain advanced degrees in STEM by providing fellowships. The EAA continued this effort by recruiting and providing fellowships to students who aspired to continue their education at the graduate level. The fellowships provided funding for tuition, fees, books, technology, and stipends to assist with room, board, and living expenses during the academic year and salary, transportation, and living expenses to those students who secured internships with the Department of Energy. Additionally the EAA designed and implemented needed support systems to ensure successful completion of the Masters degree programs, including but not limited to membership in professional associations, attendance at industry and academic conferences, and professional development workshops, and tutorial assistance if needed. This program assisted over 80 students directly and society-at-large by helping to educate and develop future physicists, engineers, biostatisticians, and researchers who will have the necessary skillsets to fill the increasing numbers of positions that require such expertise.

    Each year, the United States Army procures billions of dollars worth of weapons and equipment so that it can accomplish its worldwide mission of deterrence. The process of deciding what to buy, in what quantities, and when to best respond to the threat posed by potential adversaries, is extremely complex, requiring extensive analysis. Two techniques commonly used in this analysis are mathematical programming and cost estimation. Although they are related through constraints on available procurement funds, the use of nonlinear cost learning curves, which more accurately represent system costs as a function of quantity produced, have not been incorporated into mathematical programming formulations that compute the quantities of items to be procured. As a result, the solutions obtained could be either suboptimal, or even infeasible with respect to budgetary limitations. We present a mixed integer programming formulation that uses a piecewise linear approximation of the learning curve costs for a more accurate portrayal of budgetary constraints. In addition, implementation issues are discussed, and performance results are given.

    In 1980 Leon Lederman started Saturday Morning Physics with a handful of volunteer physicists, around 300 students and all the physics teachers who tagged along. Today Fermilab offers over 30 programs annually with help from 250 staff volunteers and 50 educators, and serves around 40,000 students and 2,500 teachers. Find out why we bother. Over the years we have learned to take advantage of opportunities and confront challenges to offer effective programs for teachers and students alike. We offer research experiences for secondary school teachers and high school students. We collaborate with educators to design and run programs that meet their needs and interests. Popular school programs include classroom presentations, experience-based field trips, and high school tours. Through our work in QuarkNet and I2U2, we make real particle physics data available to high school students in datadriven activities as well as masterclasses and e-Labs. Our professional development activities include a Teacher Resource Center and workshops where teachers participate in authentic learning experiences as their students would. We offer informal classes for kids and host events where children and adults enjoy the world of science. Our website hosts a wealth of online resources. Funded by the U.S. Department of Energy, the National Science Foundation and Fermilab Friends for Science Education, our programs reach out across Illinois, throughout the United States and even around the world. We will review the program portfolio and share comments from the volunteers and participants.

    These are the proceedings of the Public Workshop on the US Nuclear Regulatory Commission`s Program for Elimination of Requirements Marginal to Safety. The workshop was held at the Holiday Inn, Bethesda, on April 27 and 28, 1993. The purpose of the workshop was to provide an opportunity for public and industry input to the program. The workshop addressed the institutionalization of the program to review regulations with the purpose of eliminating those that are marginal. The objective is to avoid the dilution of safety efforts. One session was devoted to discussion of the framework for a performance-based regulatory approach. In addition, panelists and attendees discussed scope, schedules and status of specific regulatory items: containment leakage testing requirements, fire protection requirements, requirements for environmental qualification of electrical equipment, requests for information under 10CFR50.54(f), requirements for combustible gas control systems, and quality assurance requirements.

    The Hanford Tank Waste Treatment and Immobilization Plant (WTP) Project is currently transitioning its emphasis from an engineering design and construction phase toward facility completion, start-up and commissioning. With this transition, the WTP Project has initiated more detailed assessments of the requirements that must be met during the actual processing of the Hanford Site tank waste. One particular area of interest is the waste qualification program. In general, the waste qualification program involves testing and analysis to demonstrate compliance with waste acceptance criteria, determine waste processability, and demonstrate laboratory-scale unit operations to support WTP operations. The testing and analysis are driven by data quality objectives (DQO) requirements necessary for meeting waste acceptance criteria for transfer of high-level wastes from the tank farms to the WTP, and for ensuring waste processability including proper glass formulations during processing within the WTP complex. Given the successful implementation of similar waste qualification efforts at the Savannah River Site (SRS) which were based on critical technical support and guidance from the Savannah River National Laboratory (SRNL), WTP requested subject matter experts (SMEs) from SRNL to support a technology exchange with respect to waste qualification programs in which a critical review of the WTP program could be initiated and lessons learned could be shared. The technology exchange was held on July 18-20, 2011 in Richland, Washington, and was the initial step in a multi-phased approach to support development and implementation of a successful waste qualification program at the WTP. The 3-day workshop was hosted by WTP with representatives from the Tank Operations Contractor (TOC) and SRNL in attendance as well as representatives from the US DOE Office of River Protection (ORP) and the Defense Nuclear Facility Safety Board (DNFSB) Site Representative office. The purpose of the workshop was to share lessons learned and provide a technology exchange to support development of a technically defensible waste qualification program. The objective of this report is to provide a review, from SRNL's perspective, of the WTP waste qualification program as presented during the workshop. In addition to SRNL's perspective on the general approach to the waste qualification program, more detailed insight into the specific unit operations presented by WTP during the workshop is provided. This report also provides a general overview of the SRS qualification program which serves as a basis for a comparison between the two programs. Recommendations regarding specific steps are made based on the review and SRNL's lessons learned from qualification of SRS low-activity waste (LAW) and high-level waste (HLW) to support maturation of the waste qualification program leading to WTP implementation.

    To comply with anticipated OSHA regulatory requirements concerning Permit-Required Confined Spaces, Westinghouse Hanford Company (WHC) created a Confined Spaces Task Team. The primary focus of the task team was to prepare a formal Confined Space Entry (CSE) Program that would ensure full compliance with the anticipated OSHA requirements. A comprehensive training plan was also prepared and submitted for approval as soon as the new CSE Program was approved and released for implementation. On January 14, 1993, OSHA released their final ruling which contained several further changes, requiring the WHC Confined Space Entry Program and Training Plan to be revised. In this report the research program which will be executed in accordance with this plan will be referred to as the Equipment Qualification Research Program (EQRP). Covered are electrical and mechanical equipment under the conditions described in the OBJECTIVE section of this report.     Exascale class machines will exhibit a new level of complexity: they will feature an unprecedented number of cores and threads, will most likely be heterogeneous and deeply hierarchical, and offer a range of new hardware techniques (such as speculative threading, transactional memory, programmable prefetching, and programmable accelerators), which all have to be utilized for an application to realize the full potential of the machine. Additionally, users will be faced with less memory per core, fixed total power budgets, and sharply reduced MTBFs. At the same time, it is expected that the complexity of applications will rise sharply for exascale systems, both to implement new science possible at exascale and to exploit the new hardware features necessary to achieve exascale performance. This is particularly true for many of the NNSA codes, which are large and often highly complex integrated simulation codes that push the limits of everything in the system including language features. To overcome these limitations and to enable users to reach exascale performance, users will expect a new generation of tools that address the bottlenecks of exascale machines, that work seamlessly with the (set of) programming models on the target machines, that scale with the machine, that provide automatic analysis capabilities, and that are flexible and modular enough to overcome the complexities and changing demands of the exascale architectures. Further, any tool must be robust enough to handle the complexity of large integrated codes while keeping the user's learning curve low. With the ASC program, in particular the CSSE (Computational Systems and Software Engineering) and CCE (Common Compute Environment) projects, we are working towards a new generation of tools that fulfill these requirements and that provide our users as well as the larger HPC community with the necessary tools, techniques, and methodologies required to make exascale performance a reality.

    The National Compact Stellarator Experiment (NCSX) was designed to test physics principles of an innovative stellarator design developed by the Princeton Plasma Physics Laboratory and Oak Ridge National Laboratory. Construction of some of the major components and sub-assemblies was completed, but the estimated cost and schedule for completing the project grew as the technical requirements and risks became better understood, leading to its cancellation in 2008. The project's risks stemmed from its technical challenges, primarily the complex component geometries and tight tolerances that were required. The initial baseline, established in 2004, was supported by a risk management plan and risk-based contingencies, both of which proved to be inadequate. Technical successes were achieved in the construction of challenging components and subassemblies, but cost and schedule growth was experienced. As part of an effort to improve project performance, a new risk management program was devised and implemented in 2007-08. It led to a better understanding of project risks, a sounder basis for contingency estimates, and improved management tools. Although the risks ultimately were unacceptable to the sponsor, valuable lessons in risk management were learned through the experiences with the NCSX project.
