    The Fiscal Year (FY) 1995 Performance Based Incentive (PBI) Program at the Department of Energy`s (DOE) Richland Operations Office (Richland) was initiated by Richland as one part of the broader DOE Contract Reform Initiative being implemented at the Hanford Site in FY 1995. This program was identified as an area of concern by the Office of Inspections as a result of previous inspection work. Specifically, during a limited review of the construction of an Effluent Treatment Facility at the Hanford Site, we were unable to identify any written policies describing PBI program controls or implementation procedures. We were told that Richland Operations Office Program Management personnel were not directly involved in the selection of the Effluent Treatment Facility project for the PBI Program, or in the determination that this particular PBI would be established with a potential fee of $1 million.

    Department of Energy Order 5633.3, Control and Accountability of Nuclear Materials, requires each facility possessing nuclear material (NM) to {open_quotes}establish a program to assess its control and accountability systems and procedures, and to assure the integrity and quality of these systems.{close_quotes} This paper describes the formation of a performance-based assessment group within Westinghouse Savannah River Company (WSRC) Material Control and Accountability (MC&A) in response to this requirement. The Assessment Group was formed to evaluate both compliance to requirements and system performance capability as determined by performance testing. Evaluations address the five functional areas of MC&A: administration, containment, accounting, measurement, and inventory programs. The assessments performed by this group are used to substantiate the degree of MC&A compliance with requirements and to determine system capability to protect NM in accordance with graded safeguards. Assessment reports provide documented evidence of the integrity and quality of the systems comprising the MC&A program at WSRC.

    During the Cassini Radioisotope Thermoelectric Generator (RTG) program, the heritage RTG design was reviewed and modified to incorporate lessons learned. Design changes were made both to resolve problems as they occurred and to correct difficulties noted in earlier missions. Topics addressed in this paper included problems experienced previously at the launch facility in attaching the pressure relief device to the generators, and the open circuit conditions that occurred at times in the resistance temperature device wiring harness. Also discussed is a problem caused by mistakes in software configuration management.     Training programs at DOE nuclear facilities should provide well- trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two comparison manuals provide additional information to assist contractors in their efforts to accredit training programs.

We report the experience of a training program, identified as "Advanced Programming Concepts", that introduces software concepts, methods and techniques to work effectively on a daily basis in a HEP experiment or other programming intensive fields. This paper illustrates the principles, motivations and methods that shape the "Advanced Computing Concepts" training program, the knowledge base that it conveys, an analysis of the feedback received so far, and the integration of these concepts in the software development process of the experiments as well as its applicability to a wider audience.

    This Departmental Energy Management Program (DEMP) funded Model Program Study developed out of a potential DOE-ID Performance Based Incentive for the Idaho National Engineering and Environmental Laboratory (INEEL), lasting from October 2001 through May 2002, which stressed reductions in electrical usage. An analysis of demand usage obtained from monthly INEEL Power Management electric reports revealed reductions in demand from a majority of the site areas. The purpose of this Model Program study was to determine the methods and activities that were used at these site areas to achieve the reductions in demand and to develop these demand reduction methods and activities into a Model Program that could be shared throughout the INEEL and DOE complex-wide for additional demand savings. INEEL Energy Management personnel interviewed contacts from the eight areas which had achieved a consistent reduction in demand during the study period, namely, Idaho Nuclear Technology and Engineering Center (INTEC), Test Area North (TAN), Power Burst Facility (PBF), Test Reactor Area (TRA) including Advanced Test Reactor ATR), Engineering Test Reactor (ETR), and Materials Test Reactor (MTR) areas, Central Facilities Area (CFA), Specific Manufacturing Capability (SMC), Radioactive Waste Management Complex (RWMC), and Argonne National Laboratory-West (ANLW). The information that resulted from the interviews indicated that more than direct demand and energy reduction actions were responsible for the recorded reductions in demand. INEEL Energy Management identified five categories of actions or conditions that contributed to the demand reduction. These categories are Decontamination and Decommissioning (D&D), employee actions, improvements, inactivation for maintenance, and processes. The following information details the findings from the study.

Facilities identified for D&D are listed in the Federal Facilities Agreement and Consent Order (FFACO) and closed under the Resource Conservation and Recovery Act process.     Federal agencies are mandated to reduce their energy use by 30% by 2005. The investment in energy projects required to achieve this reduction is estimated at $4 billion to $6 billion. The Department of Energy's (DOE's) Federal Energy Management Program (FEMP) has developed streamlined procurement vehicles to allow Federal agencies to acquire private-sector-financed, performance-based energy services for all Federal buildings. These procurement vehicles, called Super Energy Savings Performance Contracts (Super ESPCs) will be in place covering all regions of the US by summer 1998. The six regional DOE ESPC contracts will provide agencies the ability to contract for up to $4.5 billion in private sector financed energy services. This represents an estimated potential of $3 billion in private sector investments in Federal buildings for energy efficiency, renewable energy and water conservation projects. DOE has developed guidelines and unique project development tools that will allow Federal agencies to contract for ESPC services in months rather than in the years it used to take to develop and implement site specific ESPC projects. The Federal government's buying power has transformed the energy services and utilities industries by stimulating the formation of new cross-industry teams and partnerships to meet the breadth of capability and ability to respond to the needs of Federal facilities in large geographic regions. This paper presents results to date and describes the linkages between the Super ESPC Program and the US Climate Change Proposal. A key US strategy that calls for Federal leadership, and in particular for DOE to spearhead a comprehensive effort to reduce greenhouse gas emissions from Federal sources.

    This report provides a summary of lessons learned from the demonstration of the licensing process for three Early Site Permit (ESP) applications supported as part of the Department of Energy’s (DOE) Nuclear Power 2010 (NP 2010) program. The ESP process was established by the Nuclear Regulatory Commission (NRC) to enable completion of the site evaluation component of nuclear power plant licensing under 10 CFR Part 52 before a utility makes a decision to build a plant. Early Site Permits are valid for 10 to 20 years and can be renewed for an additional 10 to 20 years. NRC review of an ESP application addresses site safety issues, environmental protection issues, and plans for coping with emergencies. Successful completion of the ESP process will establish that a site is suitable for possible future construction and operation of a nuclear power plant. Most importantly, an ESP resolves significant site-related safety and environmental issues early in the decision process and helps achieve acceptance by the public. DOE competitively selected Dominion Nuclear Energy North Anna, LLC (Dominion); System Energy Resources, Inc. (an Entergy subsidiary); and Exelon Generation Company, LLC (Exelon) in 2002 to demonstrate the ESP process and provided cost-shared support through the NP 2010 program. Dominion pursued an ESP for the North Anna site in Virginia; System Energy Resources, Inc. pursued an ESP for the Grand Gulf site in Mississippi; and Exelon pursued an ESP for the Clinton site in Illinois. After successfully demonstrating the process, the NRC issued an ESP for Clinton on March 17, 2007; Grand Gulf on April 5, 2007; and North Anna on November 27, 2007. As with all successful projects, there are lessons to be learned from the NP 2010 early site permitting demonstration that can help improve future implementation guidance documents and regulatory review standards. In general, these lessons pertain to the effectiveness of the regulatory process, experience related to guidance for developing and reviewing ESP applications, issues involving ESP plant parameters, and suggestions for future ESP applicants. The development, submittal, and issuance of these first ESPs under DOE’s NP 2010 program started the momentum to exercise NRC’s new 10 CFR Part 52 licensing process. Several key questions that define critical issues regarding the effectiveness of regulations pertaining to ESPs have been identified and summarized in this report. However, the final resolution of whether the ESP component of the Part 52 process significantly contributes to the predictability in nuclear power plant licensing requires more experience and time, such as the completion of the ongoing combined Construction and Operating License (COL) process for the North Anna and Grand Gulf sites. The three ESP project participants prepared and submitted to DOE lessons learned reports from their experience in developing, submitting, and receiving an ESP. This document summarizes these reports, which are appended hereto. The Nuclear Energy Institute (http://www.nei.org/) and NRC (http://www.nrc.gov/) have also prepared reports regarding their perspectives on lessons learned during the ESP process. Their documents can be accessed on their respective web sites. Following is a summary of the lessons learned from the NP 2010 ESP projects. Effectiveness of the ESP Process: In general, the ESP process is expected (subject to demonstration of the ESP finality provisions in the North Anna and Grand Gulf ESPs) to provide high value for applicants as a site banking and risk mitigation strategy. However, several aspects of the initial process, such as NRC hearings and determining an acceptable approach to the NRC’s Emergency Planning requirements, proved challenging for the applicants. Project Execution: Initial regulatory and industry guidance for planning and executing an ESP application program proved to be insufficient to address NRC’s document review expectations. However, continuous communication between NRC and the applicants helped establish an acceptable framework

Manufacturing plants can set energy efficiency targets by using performance-based indicators. The U.S. Environmental Protection Agency (EPA), through its ENERGY STAR{reg_sign} program, has been developing plant energy performance indicators (EPIs) to encourage a variety of U.S. industries to use energy more efficiently. This report describes work with the cement manufacturing industry to provide a plant-level indicator of energy efficiency for assembly plants that produce a variety of products, including Portland cement and other specialty cement products, in the United States. Consideration is given to the role that performance-based indicators play in motivating change; the steps needed to develop indicators, including interacting with an industry to secure adequate data for an indicator; and the actual application and use of an indicator when complete. How indicators are employed in the EPA's efforts to encourage industries to voluntarily improve their use of energy is discussed as well.     Energy codes have provided significant increases in building efficiency over the last 38 years, since the first national energy model code was published in late 1975. The most commonly used path in energy codes, the prescriptive path, appears to be reaching a point of diminishing returns. The current focus on prescriptive codes has limitations including significant variation in actual energy performance depending on which prescriptive options are chosen, a lack of flexibility for designers and developers, and the inability to handle control optimization that is specific to building type and use. This paper provides a high level review of different options for energy codes, including prescriptive, prescriptive packages, EUI Target, outcome-based, and predictive performance approaches. This paper also explores a next generation commercial energy code approach that places a greater emphasis on performance-based criteria. A vision is outlined to serve as a roadmap for future commercial code development. That vision is based on code development being led by a specific approach to predictive energy performance combined with building specific prescriptive packages that are designed to be both cost-effective and to achieve a desired level of performance. Compliance with this new approach can be achieved by either meeting the performance target as demonstrated by whole building energy modeling, or by choosing one of the prescriptive packages.

The purpose of this task was to identify demand-side management (DSM) strategies for new construction that utilities have adopted or developed to promote energy-efficient design and construction. PNL conducted a survey of utilities and used the information gathered to extrapolate lessons learned and to identify evolving trends in utility new-construction DSM programs. It is concluded that there is an extensive development base deriving from the Rover/NERVA program for bead-loaded graphite-fueled reactors (Isp = 825-900 s), a moderate base for composite fuel (Isp = 875-925 s), and a modest base for carbide fuel (Isp = 975-1025 s).     In 1996, the US Environmental Protection Agency (EPA) introduced its ENERGY STAR{reg{underscore}sign} Homes program. The purpose of this voluntary program is to reduce a major source of greenhouse warming gases: carbon dioxide emissions from energy use in newly constructed residential buildings. Under this voluntary program, EPA develops partnerships with builders who agree to build homes that are 30 percent more efficient than a similar home design that complies with the CABO Model Energy Code (MEC). This efficiency level is equivalent to a Home Energy Rating System (HERS) five-star home. Builders have complete freedom to make all the design choices on how to meet this performance threshold. EPA in turn provides marketing, sales, financing, and technical support, as well as use of the program's nationally recognized ENERGY STAR brand name. Since the announcement of the program three years ago, over 500 builders and allies have joined the program. At the time that this paper was written, these builders will have completed construction of over 2,000 ENERGY STAR Homes. By the end of 1998, over 15,000 ENERGY STAR Homes are expected to be completed. The ambitious long-term goal of the ENERGY STAR performance levels by the year 2010. There have been many previous efforts to promote energy efficiency in residential new construction programs. What makes this program different? This paper lays out the EPA's plans to achieve these aggressive goals, including the evolution of the design, implementation, and evaluation aspects of the ENERGY STAR Homes program over the last three years.

    After implementing several energy efficiency standards and labels (30 products covered by MEPS, 50 products covered by voluntary labels and 19 products by mandatory labels), the China National Institute of Standardization (CNIS) is now implementing verification and compliance mechanism to ensure that the energy information of labeled products comply with the requirements of their labels. CNIS is doing so by organizing check testing on a random basis for room air-conditioners, refrigerators, motors, heaters, computer displays, ovens, and self -ballasted lamps. The purpose of the check testing is to understand the implementation of the Chinese labeling scheme and help local authorities establishing effective compliance mechanisms. In addition, to ensure robustness and consistency of testing results, CNIS has coordinated a round robin testing for room air conditioners. Eight laboratories (Chinese (6), Australian (1) and Japanese (1)) have been involved in the round robin testing and tests were performed on four sets of samples selected from manufacturer?s production line. This paper describes the methodology used in undertaking both check and round robin testing, provides analysis of testing results and reports on the findings. The analysis of both check and round robin testing demonstrated the benefits of a regularized verification and monitoring system for both laboratories and products such as (i) identifying the possible deviations between laboratories to correct them, (ii) improving the quality of testing facilities, (iii) ensuring the accuracy and reliability of energy label information in order to strength the social credibility of the labeling program and the enforcement mechanism in place.

    NREL experienced a significant increase in employees and facilities on our 327-acre main campus in Golden, Colorado over the past five years. To support this growth, researchers developed and demonstrated a new building acquisition method that successfully integrates energy efficiency requirements into the design-build requests for proposals and contracts. We piloted this energy performance based design-build process with our first new construction project in 2008. We have since replicated and evolved the process for large office buildings, a smart grid research laboratory, a supercomputer, a parking structure, and a cafeteria. Each project incorporated aggressive efficiency strategies using contractual energy use requirements in the design-build contracts, all on typical construction budgets. We have found that when energy efficiency is a core project requirement as defined at the beginning of a project, innovative design-build teams can integrate the most cost effective and high performance efficiency strategies on typical construction budgets. When the design-build contract includes measurable energy requirements and is set up to incentivize design-build teams to focus on achieving high performance in actual operations, owners can now expect their facilities to perform. As NREL completed the new construction in 2013, we have documented our best practices in training materials and a how-to guide so that other owners and owner's representatives can replicate our successes and learn from our experiences in attaining market viable, world-class energy performance in the built environment.

    An emphasis on transition and safe disposition of DOE excess facilities has brought about significant challenges to managing worker, public, and environmental risks. The transition and disposition activities involve a diverse range of hazardous facilities that are old, poorly maintained, and contain radioactive and hazardous substances, the extent of which may be unknown. In addition, many excess facilities do not have historical facility documents such as operating records, plant and instrumentation diagrams, and incident records. The purpose of this report is to present an overview of the Oak Ridge Decontamination and Decommissioning (D and D) Program, its safety performance, and associated safety and health lessons learned and good practices. Illustrative examples of these lessons learned and good practices are also provided. The primary focus of this report is on the safety and health activities and implications associated with the planning phase of Oak Ridge facility disposition projects. Section 1.0 of this report provides the background and purpose of the report. Section 2.0 presents an overview of the facility disposition activities from which the lessons learned and good practices discussed in Section 3.0 were derived.

    This paper will review a procurement, acquisition, and contract process of a large-scale replicable net zero energy (ZEB) office building. The owners developed and implemented an energy performance based design-build process to procure a 220,000 ft2 office building with contractual requirements to meet demand side energy and LEED goals. We will outline the key procurement steps needed to ensure achievement of our energy efficiency and ZEB goals. The development of a clear and comprehensive Request for Proposals (RFP) that includes specific and measurable energy use intensity goals is critical to ensure energy goals are met in a cost effective manner. The RFP includes a contractual requirement to meet an absolute demand side energy use requirement of 25 kBtu/ft2, with specific calculation methods on what loads are included, how to normalize the energy goal based on increased space efficiency and data center allocation, specific plug loads and schedules, and calculation details on how to account for energy used from the campus hot and chilled water supply. Additional advantages of integrating energy requirements into this procurement process include leveraging the voluntary incentive program, which is a financial incentive based on how well the owner feels the design-build team is meeting the RFP goals.

    Energy-efficient design in buildings today is too often the exception, rather than the rule. Building to code is not enough. That only means if the building was any worse, it would be illegal. The designers of exceptional buildings are showing that integrated design--architects, engineers, clients, and, ideally, contractors working closely together from the start--creates high performance buildings without additional capital cost, just increased design time. Agreement throughout the design profession shows that high performance buildings would be more prevalent if there were incentives to put the extra time into design integration. Rocky Mountain Institute (RMI) and Eley Associates are working to create Performance Based Fee contracts to demonstrate design incentive fees that can help architects, engineers, and building owners create extremely energy-efficient buildings. These fees will reward design professionals for what they save, not just for what they spend--thus aligning designers` interests with owners.

    The Defense Nuclear Agency is sponsoring a technical study of the requirements of a vehicle to meet the OPCW`s future needs for enhanced chemical weapons verification capabilities. This report provides information about the proven mechanisms by which the U.S. provided both short- and long-term assistance to the IAEA to enhance its verification capabilities. Much of the technical assistance has generic application to international organizations verifying compliance with disarmament treaties or conventions. In addition, some of the equipment developed by the U.S. under the existing arrangements can be applied in the verification of other disarmament treaties or conventions. U.S. technical assistance to IAEA safeguards outside of the IAEA`s regular budget proved to be necessary. The U.S. technical assistance was successful in improving the effectiveness of IAEA safeguards for its most urgent responsibilities and in providing the technical elements for increased IAEA {open_quotes}readiness{close_quotes} for the postponed responsibilities deemed important for U.S. policy objectives. Much of the technical assistance was directed to generic subjects and helped to achieve a system of international verification. It is expected that the capabilities of the Organization for the Prohibition of Chemical Weapons (OPCW) to verify a state`s compliance with the {open_quotes}Chemical Weapons Convention{close_quotes} will require improvements. The latter relies on data, formulas, theorems and mathematical relationships that, with some effort, can be logically explained to another person; it's objective. Communicating risks, however, is subjective and relies on personalities, perceptions and predisposition, as well as emotions. Most notably the emotion is fear--fear of the unknown, fear of the message, the messenger, or the impact of the information on something of value to the person asking the questions. The Department of Energy's Oak Ridge Operations Office is engaged in a Reindustrialization program to lease (and most recently, to transfer) formerly used facilities to private sector entities. Nor is a safety lesson fundamentally different from any other business lesson. With these points in mind, Pacific Northwest National Laboratory recast its lessons learned program in 2000. The laboratory retained elements of a traditional lessons learned program, such as tracking and trending safety metrics, and added a best practices element to increase staff involvement in creating a safer, healthier work environment. Today, the Lessons Learned/Best Practices program offers the latest business thinking summarized from current external publications and shares better ways PNNL staff have discovered for doing things. According to PNNL strategic planning director Marilyn Quadrel, the goal is to sharpen the business acumen, project management ability and leadership skills of all staff and to capture the benefits of practices that emerge from lessons learned. A key tool in the PNNL effort to accelerate learning from past mistakes is one that can be easily implemented by other firms and tailored to their specific needs. It is the weekly placement of Lessons Learned/Best Practices articles in the lab’s internal electronic newsletter. The program is equally applicable in highly regulated environments, such as the national laboratories, and in enterprises that may have fewer external requirements imposed on their operations. And it is cost effective, using less than the equivalent of one fulltime person to administer.

Although the electric utility industry has considerable experience with incentive mechanisms that target specific areas of performance, implementation of mechanisms that cover a comprehensive set of utility costs or services is relatively rare. In recent years, interest in PBR has increased as a result of growing dissatisfaction with COS/ROR and as a result of economic and technological trends that are leading to more competition in certain segments of the electricity industry. In addition, incentive regulation has been used with some success in other public utility industries, most notably telecommunications in the US and telecommunications, energy, and water in the United Kingdom. In this report, the authors analyze comprehensive PBR mechanisms for electric utilities in four ways: (1) they describe different types of PBR mechanisms, (2) they review a sample of actual PBR plans, (3) they consider the interaction of PBR and utility-funded energy efficiency programs, and (4) they examine how PBR interacts with electric utility resource planning and industry restructuring. The report should be of interest to technical staff of utilities and regulatory commissions that are actively considering or designing PBR mechanisms. 16 figs., 17 tabs.

    The quantification at regional level of the amount of energy (for thermal uses and for electricity) that can be generated by using solar systems in buildings is hindered by the availability of data for roof area estimation. In this note, we build on an existing geo-referenced method for determining available roof area for solar facilities in Spain to produce a quantitative picture of the likely limits of roof-top solar energy. The installation of solar hot water systems (SHWS) and photovoltaic systems (PV) is considered. After satisfying up to 70% (if possible) of the service hot water demand in every municipality, PV systems are installed in the remaining roof area. Results show that, applying this performance-based criterion, SHWS would contribute up to 1662 ktoe/y of primary energy (or 68.5% of the total thermal-energy demand for service hot water), while PV systems would provide 10 T W h/y of electricity (or 4.0% of the total electricity demand).     Efficient muon cooling requires high RF gradients in the presence of high (3T) solenoidal fields. The Muon Ionization Cooling Experiment (MICE) also requires that the x-ray production from these cavities is low, in order to minimize backgrounds in the particle detectors that must be located near the cavities. These cavities require thin Be windows to ensure the highest fields on the beam axis. In order to develop these cavities, the MUCOOL RF Program was started about 6 years ago. Initial measurements were made on a six-cell cavity and a single-cell pillbox, both operating at 805 MHz. We have now begun measurements of a 201 MHz pillbox cavity. This program has led to new techniques to look at dark currents, a new model for breakdown and a general model of cavity performance based on surface damage. The experimental program includes studies of thin Be windows, conditioning, dark current production from different materials, magnetic-field effects and breakdown.

    Executive Summary The energy development assumptions identified in the Department of Energy's position paper, 20% Wind Energy by 2030, projected an exploding demand for wind energy-related workforce development. These primary assumptions drove a secondary set of assumptions that early stage wind industry workforce development and training paradigms would need to undergo significant change if the workforce needs were to be met. The current training practice and culture within the wind industry is driven by a relatively small number of experts with deep field experience and knowledge. The current training methodology is dominated by face-to-face, classroom based, instructor present training. Given these assumptions and learning paradigms, the purpose of the National Wind Distance Learning Collaborative was to determine the feasibility of developing online learning strategies and products focused on training wind technicians. The initial project scope centered on (1) identifying resources that would be needed for development of subject matter and course design/delivery strategies for industry-based (non-academic) training, and (2) development of an appropriate Learning Management System (LMS). As the project unfolded, the initial scope was expanded to include development of learning products and the addition of an academic-based training partner. The core partners included two training entities, industry-based Airstreams Renewables and academic-based Lake Area Technical Institute. A third partner, Vision Video Interactive, Inc. provided technology-based learning platforms (hardware and software). The revised scope yielded an expanded set of results beyond the initial expectation. Eight learning modules were developed for the industry-based Electrical Safety course. These modules were subsequently redesigned and repurposed for test application in an academic setting. Software and hardware developments during the project's timeframe enabled redesign providing for student access through the use of tablet devices such as iPads. Early prototype Learning Management Systems (LMS) featuring more student-centric access and interfaces with emerging social media were developed and utilized during the testing applications. The project also produced soft results involving cross learning between and among the partners regarding subject matter expertise, online learning pedagogy, and eLearning technology-based platforms. The partners believe that the most significant, overarching accomplishment of the project was the development and implementation of goals, activities, and outcomes that significantly exceeded those proposed in the initial grant application submitted in 2009. Key specific accomplishments include: (1) development of a set of 8 online learning modules addressing electrical safety as it relates to the work of wind technicians; (3) development of a flexible, open-ended Learning Management System (LMS): (3) creation of a robust body of learning (knowledge, experience, skills, and relationships). Project leaders have concluded that there is substantial resource equity that could be leverage and recommend that it be carried forward to pursue a Next Stage Opportunity relating to development of an online core curriculum for institute and community college energy workforce development programs.

    The specific goals of the ASTC program were: to pilot and administer a year round program to engage and support ethnic minority and women students to enter the pre-college teaching profession; and to develop the ASTC program across California on all twenty CSU campuses. The initial goal of piloting a year round program to engage and support ethnic or underrepresented science students to enter the teaching profession was put in place at CSUS in the Fall of 1993, with the recruitment of students to enter the program in the Spring of 1993. Three students were selected to enter the program, one male Latino, one female Latina and one Caucasian female. The areas of study of these students was respectively biology, physics and geology. All of the students were within two years or less of completing their degree requirements. During the first semester of the program the authors worked on the portion of the model dealing with student participation in the schools with a mentor teacher. The idea being the students would spend a minimum of six hours a week in the classroom of the mentor teacher working with them and their students. In addition the students were assigned to a faculty mentor within their discipline, a person whom they could go to for help and support in their academic efforts. The report discusses what was learned.

    The application of machine learning to quantum information processing has recently attracted keen interest, particularly for the optimization of control parameters in quantum tasks without any pre-programmed knowledge. By adapting the machine learning technique, we present a novel protocol in which an arbitrarily initialized device at a learner's location is taught by a provider located at a distant place. The protocol is designed such that any external learner who attempts to participate in or disrupt the learning process can be prohibited or noticed. We numerically demonstrate that our protocol works faithfully for single-qubit operation devices. A tradeoff between the inaccuracy and the learning time is also analyzed.

    LLNL turned in 5 Declaration Line Items (DLI's) in 2006. Of these, one was declared completed. We made some changes to streamline our process from 2005, used less money, time and fewer team members. This report is a description of what changes we made in 2006 and what we learned. Many of our core review team had changed from last year, including our Laboratory Director, the Facility safety and security representatives, our Division Leader, and the OPSEC Committee Chair. We were able to hand out an AP Manual to some of them, and briefed all newcomers to the AP process. We first went to the OPSEC Committee and explained what the Additional Protocol process would be for 2006 and solicited their help in locating declarable projects. We utilized the 'three questions' from the AP meeting last year. LLNL has no single place to locate all projects at the laboratory. We talked to Resource Managers and key Managers in the Energy and Environment Directorate and in the Nonproliferation Homeland and International Security Directorate to find applicable projects. We also talked to the Principal Investigators who had projects last year. We reviewed a list of CRADA's and LDRD projects given to us by the Laboratory Site Office. Talking to the PI's proved difficult because of vacation or travel schedules. We were never able to locate one PI in town. Fortunately, collateral information allowed us to screen out his project. We had no problems in downloading new versions of the DWA and DDA. It was helpful for both Steve Blair and Arden Dougan to have write privileges. During the time we were working on the project, we had to tag-team the work to allow for travel and vacation schedules. We had some difficulty locating an 'activities block' in the software. This was mentioned as something we needed to fix from our 2005 declaration. Evidently the Activities Block has been removed from the current version of the software. We also had trouble finding the DLI Detail Report, which we included in our signature process last year. This report had been inadvertently omitted from the version of the software we used. We typed our own version of the Detail Report and the package was sent to signature. The final software was not available in time to include the DLI Report. We streamlined our review process for the Technical and Security Reviews by sending one letter to each entity instead of getting separate approvals from the subordinates, then getting an approval from the lead reviewer. The Review process took 20 days, far shorter than the 6 weeks it required last year. It will be difficult to shorten the process much more. One of our projects had associated laboratory work at NIF. This required many discussions with NIF management during the review process and before their paperwork came to them for signature since they were not aware of the Additional Protocol.

    PRISM is an extension of Prolog with probabilistic predicates and built-in support for expectation-maximization learning. Constraint Handling Rules (CHR) is a high-level programming language based on multi-headed multiset rewrite rules. In this paper, we introduce a new probabilistic logic formalism, called CHRiSM, based on a combination of CHR and PRISM. It can be used for high-level rapid prototyping of complex statistical models by means of "chance rules". The underlying PRISM system can then be used for several probabilistic inference tasks, including probability computation and parameter learning. We define the CHRiSM language in terms of syntax and operational semantics, and illustrate it with examples.     An acoustic input is recognized from inferred articulatory movements output by a learned relationship between training acoustic waveforms and articulatory movements. The inferred movements are compared with template patterns prepared from training movements when the relationship was learned to regenerate an acoustic recognition. In a preferred embodiment, the acoustic articulatory relationships are learned by a neural network. Subsequent input acoustic patterns then generate the inferred articulatory movements for use with the templates. Articulatory movement data may be supplemented with characteristic acoustic information, e.g. relative power and high frequency data, to improve template recognition.

    Meaningful public engagement is a challenging, but promising, feature of strategic environmental assessment (SEA) due to its potential for integrating sustainability principles into policies, plans and programs in developing countries such as Kenya. This research examined two selected SEA case studies to identify the extent of participation, learning outcomes attributable to participation, and if any learning outcomes led to social action for sustainability at the community level. Strengths across the two cases were the inclusion of marginalized populations and consideration of socio-economic concerns. Consistent weaknesses included inadequate notice, document inaccessibility, lack of feedback and communication, and late analysis of alternatives. Despite some learning conditions being unfulfilled, examples of instrumental, communicative, and transformative learning were identified through a focus group and semi-structured interviews with community participants and public officials. Some of these learning outcomes led to individual and social actions that contribute to sustainability. -- Highlights: • The strengths and weaknesses of Kenyan SEA public participation processes were identified. • Multiple deficiencies in the SEA process likely frustrate meaningful public engagement. • Participant learning was observed despite process weaknesses. • Participant learning can lead to action for sustainability at the community level.

    Newborn humans preferentially orient to face-like patterns at birth, but months of experience with faces is required for full face processing abilities to develop. Several models have been proposed for how the interaction of genetic and evironmental influences can explain this data. These models generally assume that the brain areas responsible for newborn orienting responses are not capable of learning and are physically separate from those that later learn from real faces. However, it has been difficult to reconcile these models with recent discoveries of face learning in newborns and young infants. We propose a general mechanism by which genetically specified and environmentdriven preferences can coexist in the same visual areas. In particular, newborn face orienting may be the result of prenatal exposure of a learning system to internally generated input patterns, such as those found in PGO waves during REM sleep. Simulating this process with the HLISSOM biological model of the visual system, we demonstrate that the combination of learning and internal patterns is an efficient way to specify and develop circuitry for face perception. This prenatal learning can account for the newborn preferences for schematic and photographic images of faces, providing a computational explanation for how genetic influences interact with experience to construct a complex adaptive system.

    Since the Chernobly accident, the safety of test reactors and irradiation facilities has been critically evaluated from the public's point of view. A systematic evaluation of all safety, environmental, and operational issues must be made in an integrated manner to prioritize actions to maximize benefits while minimizing costs. Such a proactive program has been initiated at the Advanced Test Reactor (ATR). This program, called the Strategic Evaluation Program (STEP), is being conducted for the ATR to provide integrated safety and operational reviews of the reactor against the standards applied to licensed commercial power reactors. This has taken into consideration the lessons learned by the US Nuclear Regulatory Commission (NRC) in its Systematic Evaluation Program (SEP) and the follow-on effort known as the Integrated Safety Assessment Program (ISAP). The SEP was initiated by the NRC to review the designs of older operating nuclear power plants to confirm and document their safety. The ATR STEP objectives are discussed.

The purpose of the Postdoc Program is to bring in talented, creative people who enrich Sandia's environment by performing innovative R&D, as well as by stimulating intellectual curiosity and learning. Postdocs are temporary employees who come to Sandia for career development and advancement reasons. In general, the postdoc term is 1 year, renewable up to five times for a total of six years.     The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

    Fifteen states have established ''clean energy funds'' that will collect more than $3 billion in aggregate from ratepayers over the next decade. The general mission of these funds is to support the development of renewable energy technologies and markets; all of the funds target the installation of photovoltaics (PV) in one way or another. So-called ''buy-down'' programs--i.e., programs that offset the high up-front costs of PV through capital grants or rebates--have been the most popular approach taken to date in supporting PV. At present, however, state clean energy funds appear to be evolving into a new phase of supporting PV--one that draws upon lessons learned from the past few years' experience with the first round of buy-down programs. This paper briefly discusses these lessons from the past and describes how various states are tweaking, rearranging, or crafting new programs to incorporate those lessons.

    Inference and learning of graphical models are both well-studied problems in statistics and machine learning that have found many applications in science and engineering. However, exact inference is intractable in general graphical models, which suggests the problem of seeking the best approximation to a collection of random variables within some tractable family of graphical models. In this paper, we focus our attention on the class of planar Ising models, for which inference is tractable using techniques of statistical physics [Kac and Ward; Kasteleyn]. Based on these techniques and recent methods for planarity testing and planar embedding [Chrobak and Payne], we propose a simple greedy algorithm for learning the best planar Ising model to approximate an arbitrary collection of binary random variables (possibly from sample data). Given the set of all pairwise correlations among variables, we select a planar graph and optimal planar Ising model defined on this graph to best approximate that set of correlations. We present the results of numerical experiments evaluating the performance of our algorithm.

    This study considered opportunities for hydrogen in stationary applications in order to make recommendations related to RD&D strategies that incorporate lessons learned and best practices from relevant national and international stationary power efforts, as well as cost and environmental modeling of pathways. The study analyzed the different strategies utilized in power generation systems and identified the different challenges and opportunities for producing and using hydrogen as an energy carrier. Specific objectives included both a synopsis/critical analysis of lessons learned from previous stationary power programs and recommendations for a strategy for hydrogen infrastructure deployment. This strategy incorporates all hydrogen pathways and a combination of distributed power generating stations, and provides an overview of stationary power markets, benefits of hydrogen-based stationary power systems, and competitive and technological challenges. The motivation for this project was to identify the lessons learned from prior stationary power programs, including the most significant obstacles, how these obstacles have been approached, outcomes of the programs, and how this information can be used by the Hydrogen, Fuel Cells & Infrastructure Technologies Program to meet program objectives primarily related to hydrogen pathway technologies (production, storage, and delivery) and implementation of fuel cell technologies for distributed stationary power. In addition, the lessons learned address environmental and safety concerns, including codes and standards, and education of key stakeholders.

    ABSTRACT The state of science, technology, engineering and math (STEM) education in the United States has seen some unfavorable assessments over the past decade. In early February, 2010 the House of Representatives heard testimony on undergraduate and graduate education. The message from the panel, which included experts from academia, STEM-based industries, and the National Science Foundation (NSF) was dire and required an urgent response. The experts along with the committee���¢��������s chairperson, U. S. Representative Daniel Lipinski (D-IL) cited that the complexity of Science, Technology, Engineering, and Mathematics applications and coursework and the methodology utilized to teach these subjects are forcing students out of these disciplines. As the National Academies described in its 2007 report Rising Above the Gathering Storm, successful STEM education is not just an academic pursuit���¢��������it���¢��������s a necessity for competing in the knowledge-based economy that the United States had a key role in creating. The potential for action is being made available again as the America COMPETES Act of 2007 is up for reauthorization. Its initial focus was on STEM education at the K-12 levels, but efforts at the undergraduate and graduate levels are needed to retain students to fill the jobs left vacant as baby boomers retire. The Educational Advancement Alliance, Inc. (EAA) has for two decades created programs that have not only addressed the issues of ensuring that students are aptly prepared for college but have focused its efforts over the past decade on increasing the number of students who pursue degrees in STEM disciplines. For the EAA, the introduction of the wonders of science begins at the elementary and middle school level via the Learning Lab, a state-of-the-art mobile science laboratory that visits students in grades 4-6 at the various schools throughout Philadelphia and The Math/Tech Academy which meets on Saturdays for students in grades 5-7. For the past two years the EAA has assisted college graduates in their quest to attain advanced degrees in STEM by providing fellowships. The EAA continued this effort by recruiting and providing fellowships to students who aspired to continue their education at the graduate level. The fellowships provided funding for tuition, fees, books, technology, and stipends to assist with room, board, and living expenses during the academic year and salary, transportation, and living expenses to those students who secured internships with the Department of Energy. Additionally the EAA designed and implemented needed support systems to ensure successful completion of the Masters degree programs, including but not limited to membership in professional associations, attendance at industry and academic conferences, and professional development workshops, and tutorial assistance if needed. This program assisted over 80 students directly and society-at-large by helping to educate and develop future physicists, engineers, biostatisticians, and researchers who will have the necessary skillsets to fill the increasing numbers of positions that require such expertise.

    After approving the waste certification programs for 45 generators of low-level radioactive and mixed waste, Westinghouse Savannah River Company (WSRC) moved forward to implement a performance-based approach for assuring that approved waste generators maintain their waste certification programs. WSRC implemented the Waste Certification Review Program, which is comprised of two sitewide programs, waste generator self-assessments and Facility Evaluation Board reviews, integrated with the WSRC Solid Waste Management Department Waste Verification Program Evaluations. The waste generator self-assessments ensure compliance with waste certification requirements, and Facility Evaluation Board reviews provide independent oversight of generators` waste certification programs. Waste verification evaluations by the TSD facilities serve as the foundation of the program by confirming that waste contents and generator performance continue to meet waste acceptance criteria (WSRC 1994) prior to shipment to treatment, storage, and disposal facilities. Construction of the Savannah River Site (SRS) was started by the US Government in 1950. The site covers approximately 300 square miles located along the Savannah River near Aiken, South Carolina. It is operated by the US Department of Energy (DOE). Operations are conducted by managing and operating contractors, including the Westinghouse Savannah River Company (WSRC). Historically, the primary purpose of the SRS was to produce special nuclear materials, primarily plutonium and tritium. In general, low-level radioactive and mixed waste is generated through activities in operations. Presently, 47 SRS facilities generate low-level radioactive and mixed waste. The policies, guidelines, and requirements for managing these wastes are determined by DOE and are reflected in DOE Order 5820.2A (US DOE 1988).

    In 1980 Leon Lederman started Saturday Morning Physics with a handful of volunteer physicists, around 300 students and all the physics teachers who tagged along. Today Fermilab offers over 30 programs annually with help from 250 staff volunteers and 50 educators, and serves around 40,000 students and 2,500 teachers. Find out why we bother. Over the years we have learned to take advantage of opportunities and confront challenges to offer effective programs for teachers and students alike. We offer research experiences for secondary school teachers and high school students. We collaborate with educators to design and run programs that meet their needs and interests. Popular school programs include classroom presentations, experience-based field trips, and high school tours. Through our work in QuarkNet and I2U2, we make real particle physics data available to high school students in datadriven activities as well as masterclasses and e-Labs. Our professional development activities include a Teacher Resource Center and workshops where teachers participate in authentic learning experiences as their students would. We offer informal classes for kids and host events where children and adults enjoy the world of science. Our website hosts a wealth of online resources. Funded by the U.S. Department of Energy, the National Science Foundation and Fermilab Friends for Science Education, our programs reach out across Illinois, throughout the United States and even around the world.     Each year, the United States Army procures billions of dollars worth of weapons and equipment so that it can accomplish its worldwide mission of deterrence. The process of deciding what to buy, in what quantities, and when to best respond to the threat posed by potential adversaries, is extremely complex, requiring extensive analysis. Two techniques commonly used in this analysis are mathematical programming and cost estimation. Although they are related through constraints on available procurement funds, the use of nonlinear cost learning curves, which more accurately represent system costs as a function of quantity produced, have not been incorporated into mathematical programming formulations that compute the quantities of items to be procured. As a result, the solutions obtained could be either suboptimal, or even infeasible with respect to budgetary limitations. We present a mixed integer programming formulation that uses a piecewise linear approximation of the learning curve costs for a more accurate portrayal of budgetary constraints. In addition, implementation issues are discussed, and performance results are given.
