CH2M Hill Plateau Remediation Company (CHPRC) designed, constructed, commissioned, and began operation of the largest groundwater pump and treatment facility in the U.S. Department of Energyís (DOE) nationwide complex. This one-of-a-kind groundwater pump and treatment facility, located at the Hanford Nuclear Reservation Site (Hanford Site) in Washington State, was built to an accelerated schedule with American Recovery and Reinvestment Act (ARRA) funds. There were many contractual, technical, configuration management, quality, safety, and Leadership in Energy and Environmental Design (LEED) challenges associated with the design, procurement, construction, and commissioning of this $95 million, 52,000 ft groundwater pump and treatment facility to meet DOEís mission objective of treating contaminated groundwater at the Hanford Site with a new facility by June 28, 2012. The project teamís successful integration of the projectís core values and green energy technology throughout design, procurement, construction, and start-up of this complex, first-of-its-kind Bio Process facility resulted in successful achievement of DOEís mission objective, as well as attainment of LEED GOLD certification, which makes this Bio Process facility the first non-administrative building in the DOE Office of Environmental Management complex to earn such an award.

Researchers found more ways than ever to conduct transformative science at the Argonne Leadership Computing Facility (ALCF) in 2010. Both familiar initiatives and innovative new programs at the ALCF are now serving a growing, global user community with a wide range of computing needs. The Department of Energy's (DOE) INCITE Program remained vital in providing scientists with major allocations of leadership-class computing resources at the ALCF. For calendar year 2011, 35 projects were awarded 732 million supercomputer processor-hours for computationally intensive, large-scale research projects with the potential to significantly advance key areas in science and engineering. Argonne also continued to provide Director's Discretionary allocations - 'start up' awards - for potential future INCITE projects. And DOE's new ASCR Leadership Computing (ALCC) Program allocated resources to 10 ALCF projects, with an emphasis on high-risk, high-payoff simulations directly related to the Department's energy mission, national emergencies, or for broadening the research community capable of using leadership computing resources. While delivering more science today, we've also been laying a solid foundation for high performance computing in the future. After a successful DOE Lehman review, a contract was signed to deliver Mira, the next-generation Blue Gene/Q system, to the ALCF in 2012. The ALCF is working with the 16 projects that were selected for the Early Science Program (ESP) to enable them to be productive as soon as Mira is operational. Preproduction access to Mira will enable ESP projects to adapt their codes to its architecture and collaborate with ALCF staff in shaking down the new system. We expect the 10-petaflops system to stoke economic growth and improve U.S. competitiveness in key areas such as advancing clean energy and addressing global climate change. Ultimately, we envision Mira as a stepping-stone to exascale-class computers that will be faster than petascale-class computers by a factor of a thousand. Pete Beckman, who served as the ALCF's Director for the past few years, has been named director of the newly created Exascale Technology and Computing Institute (ETCi). The institute will focus on developing exascale computing to extend scientific discovery and solve critical science and engineering problems. Just as Pete's leadership propelled the ALCF to great success, we know that that ETCi will benefit immensely from his expertise and experience. Without question, the future of supercomputing is certainly in good hands. I would like to thank Pete for all his effort over the past two years, during which he oversaw the establishing of ALCF2, the deployment of the Magellan project, increases in utilization, availability, and number of projects using ALCF1. He managed the rapid growth of ALCF staff and made the facility what it is today. All the staff and users are better for Pete's efforts.

The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

The ALCF's Early Science Program aims to prepare key applications for the architecture and scale of Mira and to solidify libraries and infrastructure that will pave the way for other future production applications. Two billion core-hours have been allocated to 16 Early Science projects on Mira. The projects, in addition to promising delivery of exciting new science, are all based on state-of-the-art, petascale, parallel applications. The project teams, in collaboration with ALCF staff and IBM, have undertaken intensive efforts to adapt their software to take advantage of Mira's Blue Gene/Q architecture, which, in a number of ways, is a precursor to future high-performance-computing architecture. The Argonne Leadership Computing Facility (ALCF) enables transformative science that solves some of the most difficult challenges in biology, chemistry, energy, climate, materials, physics, and other scientific realms. Users partnering with ALCF staff have reached research milestones previously unattainable, due to the ALCF's world-class supercomputing resources and expertise in computation science. In 2011, the ALCF's commitment to providing outstanding science and leadership-class resources was honored with several prestigious awards. Research on multiscale brain blood flow simulations was named a Gordon Bell Prize finalist. Intrepid, the ALCF's BG/P system, ranked No. 1 on the Graph 500 list for the second consecutive year. The next-generation BG/Q prototype again topped the Green500 list. Skilled experts at the ALCF enable researchers to conduct breakthrough science on the Blue Gene system in key ways. The Catalyst Team matches project PIs with experienced computational scientists to maximize and accelerate research in their specific scientific domains. The Performance Engineering Team facilitates the effective use of applications on the Blue Gene system by assessing and improving the algorithms used by applications and the techniques used to implement those algorithms. The Data Analytics and Visualization Team lends expertise in tools and methods for high-performance, post-processing of large datasets, interactive data exploration, batch visualization, and production visualization. The Operations Team ensures that system hardware and software work reliably and optimally; system tools are matched to the unique system architectures and scale of ALCF resources; the entire system software stack works smoothly together; and I/O performance issues, bug fixes, and requests for system software are addressed. The User Services and Outreach Team offers frontline services and support to existing and potential ALCF users. The team also provides marketing and outreach to users, DOE, and the broader community.

Scientific Application Requirements for Leadership Computing at the Exascale  

SciTech Connect (OSTI)

The Department of Energy s Leadership Computing Facility, located at Oak Ridge National Laboratory s National Center for Computational Sciences, recently polled scientific teams that had large allocations at the center in 2007, asking them to identify computational science requirements for future exascale systems (capable of an exaflop, or 1018 floating point operations per second). These requirements are necessarily speculative, since an exascale system will not be realized until the 2015 2020 timeframe, and are expressed where possible relative to a recent petascale requirements analysis of similar science applications [1]. Our initial findings, which beg further data collection, validation, and analysis, did in fact align with many of our expectations and existing petascale requirements, yet they also contained some surprises, complete with new challenges and opportunities. First and foremost, the breadth and depth of science prospects and benefits on an exascale computing system are striking. Without a doubt, they justify a large investment, even with its inherent risks. The possibilities for return on investment (by any measure) are too large to let us ignore this opportunity. The software opportunities and challenges are enormous. In fact, as one notable computational scientist put it, the scale of questions being asked at the exascale is tremendous and the hardware has gotten way ahead of the software. We are in grave danger of failing because of a software crisis unless concerted investments and coordinating activities are undertaken to reduce and close this hardwaresoftware gap over the next decade. Key to success will be a rigorous requirement for natural mapping of algorithms to hardware in a way that complements (rather than competes with) compilers and runtime systems. The level of abstraction must be raised, and more attention must be paid to functionalities and capabilities that incorporate intent into data structures, are aware of memory hierarchy, possess fault tolerance, exploit asynchronism, and are power-consumption aware. On the other hand, we must also provide application scientists with the ability to develop software without having to become experts in the computer science components. Numerical algorithms are scattered broadly across science domains, with no one particular algorithm being ubiquitous and no one algorithm going unused. Structured grids and dense linear algebra continue to dominate, but other algorithm categories will become more common. A significant increase is projected for Monte Carlo algorithms, unstructured grids, sparse linear algebra, and particle methods, and a relative decrease foreseen in fast Fourier transforms. These projections reflect the expectation of much higher architecture concurrency and the resulting need for very high scalability. The new algorithm categories that application scientists expect to be increasingly important in the next decade include adaptive mesh refinement, implicit nonlinear systems, data assimilation, agent-based methods, parameter continuation, and optimization. The attributes of leadership computing systems expected to increase most in priority over the next decade are (in order of importance) interconnect bandwidth, memory bandwidth, mean time to interrupt, memory latency, and interconnect latency. The attributes expected to decrease most in relative priority are disk latency, archival storage capacity, disk bandwidth, wide area network bandwidth, and local storage capacity. These choices by application developers reflect the expected needs of applications or the expected reality of available hardware. One interpretation is that the increasing priorities reflect the desire to increase computational efficiency to take advantage of increasing peak flops [floating point operations per second], while the decreasing priorities reflect the expectation that computational efficiency will not increase. On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. The management plan was specifically designed to engage a core team and the support of representatives from FDH and the major subcontractors (MSCs) to implement the QIP initiatives; identify, correct, and provide feedback as to the root cause for deficiency; and close out the corrective actions. The QI Project will manage and communicate progress of the process.

An Optimizing Compiler for Petascale I/O on Leadership-Class Architectures

In high-performance computing (HPC), parallel I/O architectures usually have very complex hierarchies with multiple layers that collectively constitute an I/O stack, including high-level I/O libraries such as PnetCDF and HDF5, I/O middleware such as MPI-IO, and parallel file systems such as PVFS and Lustre. Our DOE project explored automated instrumentation and compiler support for I/O intensive applications. Our project made significant progress towards understanding the complex I/O hierarchies of high-performance storage systems (including storage caches, HDDs, and SSDs), and designing and implementing state-of-the-art compiler/runtime system technology that targets I/O intensive HPC applications that target leadership class machine. This final report summarizes the major achievements of the project and also points out promising future directions Two new sections in this report compared to the previous report are IOGenie and SSD/NVM-specific optimizations.

TRANSFORMATIONAL LEADERSHIP AND ALTRUISM: ROLE OF POWER DISTANCE IN A HIGH POWER DISTANCE CULTURE

Using a sample of 105 manager-subordinate dyads from a high power distance culture, the effects of power distance and transformational leadership on follower altruism were studied. Findings show a significant positive relationship between power distance and transformational leadership and between transformational leadership and follower altruism. The dimensions on which cultures differ have been identified earlier (Hofstede, 1980). The objective of this study is to look at the effect of a dimension on other variables, in a culture that is high on that dimension. Our contention is that in cultures that score high on the power distance dimension of Hofstede (1980) model, if managers maintain a high power distance between themselves and their followers, their transformational leadership would be enhanced, and transformational leadership in turn will enhance altruistic behavior of followers. Merely knowing the dimensions on which cultures differ is not enough. That knowledge has to be used to predict how an alignment with that dimension would affect other variables.

This brochure/poster provides information on the features of the Research Support Facility including a detailed illustration of the facility with call outs of energy efficiency and renewable energy technologies. Imagine an office building so energy efficient that its occupants consume only the amount of energy generated by renewable power on the building site. The building, the Research Support Facility (RSF) occupied by the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) employees, uses 50% less energy than if it were built to current commercial code and achieves the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED{reg_sign}) Platinum rating. Cloudnet is a research project supported by the European Commission. This project aims to use data obtained quasi-continuously for the development and implementation of cloud remote sensing synergy algorithms. The use of active instruments (lidar and radar) results in detailed vertical profiles of important cloud parameters which cannot be derived from current satellite sensing techniques. A network of three already existing cloud remote sensing stations (CRS-stations) will be operated for a two year period, activities will be co-ordinated, data formats harmonised and analysis of the data performed to evaluate the representation of clouds in four major european weather forecast models.

A number of HEP software packages used by the ATLAS experiment, including GEANT4, ROOT and ALPGEN, have been adapted to run on the IBM Blue Gene supercomputers at the Argonne Leadership Computing Facility. These computers use a non-x86 architecture and have a considerably less rich operating environment than in common use in HEP, but also represent a computing capacity an order of magnitude beyond what ATLAS is presently using via the LCG. The Photovoltaic Manufacturing Technology (PVMaT) project is a historic government/industry photovoltaic (PV) manufacturing R&D partnership composed of joint efforts between the federal government (through the US Department of Energy) and members of the US PV industry. The project`s ultimate goal is to ensure that the US industry retains and extends its world leadership role in the manufacture and commercial development of PV components and systems. PVMaT is designed to do this by helping the US PV industry improve manufacturing processes, accelerate manufacturing cost reductions for PV modules, improve commercial product performance, and lay the groundwork for a substantial scale-up of US-based PV manufacturing capacities. Phase 1 of the project, the problem identification phase, was completed in early 1991. Phase 2, the problem solution phase, which addresses process-specific problems of specific manufacturers, is now underway with an expected duration of 5 years. Phase 3 addresses R&D problems that are relatively common to a number of PV companies or the PV industry as a whole. These ``generic`` problem areas are being addressed through a teamed research approach.

Investigation of the Relationship between Green Design and Project Delivery Methods

The selection of the project delivery method (PDM) for any project is critical--it establishes communication, coordination, and contractual issues between the owner, contractor, and designer. With an increase in the number of green design projects, understanding the relationship between the PDM and green design is paramount to project and contract management. It is reasonable to assume that a positive relationship between green design and design-build (DB) exists since both theoretically are intended to foster an integrated, holistic, and collaborative project. This research examines the relationship between the design-bid-build (DBB), construction management (CM), and DB PDMs and green design with the goal of establishing best practices and identifying potential synergies between them. The research collected information by conducting primarily telephone interviews with approximately twenty-five individuals, including owners, contractors, and designers involved in completed green design projects, mainly in the public sector. The interviews developed a general understanding of the current state of knowledge and experience and not a rigorous quantitative analysis. Upon completion of the interviews, the tabulated results were summarized and green project characteristics and project-PDM interactions emerged. Existing published research was evaluated to reveal aspects of PDMs independent of green design. Best practices were ascertained by combining information from the interviews and published research. Best practices are as follows: (1) Project implementation features--The decision to use DB as PDM on green design or other projects should be based on the specific project features; e.g., well-defined scope and adequate owner staffing. DB will not produce successful results on all projects. (2) Collaboration--Project team collaboration early in the design and construction process is an important aspect of green projects, and collaboration was considered somewhat more important in projects that used DB. (3) Experience--Team experience is important on all green design projects independent of the PDM. Owners should use a 'best value' selection process, which is more prevalent in DB projects, and include team experience as a criterion. The owner's role is critical with DB. (4) Leadership--Leadership is an important feature for all contracting parties involved in green design projects and it is a dominant success factor in DB projects. (5) Scope of work--A well-defined scope of work is important on all projects, independent of the PDM. In DB, improving the scope of work definition by developing a set of documents, typically comparable to the design development phase, as the basis for awarding a contract is called DB bridging. Using contracting techniques such as DB bridging can result in better identification of expected quality and improves the owner's level of control. (6) Funding and Budget--Having adequate funding and budget for the given scope of work is particularly important in a green design project. Public funding restrictions may not allow use of certain PDMs, and the nature of public funding streams may make non-traditional PDMs more difficult. (7) Complexity and Flexibility--Complexity and flexibility is a project feature that is more specific to green design projects and is more frequently associated with DB. (8) Control and Accountability--Control and accountability is a problem associated with DB more than with DBB. It is not specific to green design projects. DB Bridging can be used to offset the lack of control with traditional DB. The use of green design and DB is increasing and understanding the linkage between the two is important. This research has found that while linkages do exist, the owner needs to carefully consider all aspects of a green design project before making the decision of the most appropriate PDM.

Multicore and Accelerator Development for a Leadership-Class Stellar Astrophysics Code

We describe recent development work on the core-collapse supernova code CHIMERA. CHIMERA has consumed more than 100 million cpu-hours on Oak Ridge Leadership Computing Facility (OLCF) platforms in the past 3 years, ranking it among the most important applications at the OLCF. Most of the work described has been focused on exploiting the multicore nature of the current platform (Jaguar) via, e.g., multithreading using OpenMP. In addition, we have begun a major effort to marshal the computational power of GPUs with CHIMERA. The impending upgrade of Jaguar to Titan a 20+ PF machine with an NVIDIA GPU on many nodes makes this work essential.

Under the leadership of the Department of Energy Hydrogen and Fuel Cells program, Clean Energy States Alliance (CESA) educated and worked with state leaders to encourage wider deployment of fuel cell and hydrogen technologies. Through outreach to state policymakers, legislative leaders, clean energy funds, energy agencies, and public utility commissions, CESA worked to accomplish the following objectives of this project: 1. Provide information and technical assistance to state policy leaders and state renewable energy programs in the development of effective hydrogen fuel cell programs. 2. Identify and foster hydrogen program best practices. 3. Identify and promote strategic opportunities for states and the Department of Energy (DOE) to advance hydrogen technology deployment through partnerships, collaboration, and targeted activities. Over the three years of this project, CESA, with our partner National Conference of State Legislatures (NCSL), was able to provide credible information on fuel cell policies, finance, and technical assistance to hundreds of state officials and other stakeholders. CESA worked with its membership network to effectively educate state clean energy policymakers, program managers, and decision makers about fuel cell and hydrogen technologies and the efforts by states to advance those technologies. With the assistance of NCSL, CESA gained access to an effective forum for outreach and communication with state legislators from all 50 states on hydrogen issues and policies. This project worked to educate policymakers and stakeholders with the potential to develop and deploy stationary and portable fuel cell technologies.

The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). In October 2009, the project partners began a 36-month effort to develop an innovative, commercial-scale demonstration project incorporating state-of-the-art waste heat recovery technology at Clean Harbors, Inc., a large hazardous waste incinerator site located in Deer Park, Texas. With financial support provided by the U.S. Department of Energy, the Battleground Energy Recovery Project was launched to advance waste heat recovery solutions into the hazardous waste incineration market, an area that has seen little adoption of heat recovery in the United States. The goal of the project was to accelerate the use of energy-efficient, waste heat recovery technology as an alternative means to produce steam for industrial processes. The project had three main engineering and business objectives: Prove Feasibility of Waste Heat Recovery Technology at a Hazardous Waste Incinerator Complex; Provide Low-cost Steam to a Major Polypropylene Plant Using Waste Heat; and Ô?∑ Create a Showcase Waste Heat Recovery Demonstration Project.

The Office of River Protection (ORP) Project Management Plan (PMP) for the River Protection Project (RPP) describes the process for developing and operating a Waste Treatment Complex (WTC) to clean up Hanford Site tank waste. The Plan describes the scope of the project, the institutional setting within which the project must be completed, and the management processes and structure planned for implementation. The Plan is written from the perspective of the ORP as the taxpayers' representative. The Hanford Site, in southeastern Washington State, has one of the largest concentrations of radioactive waste in the world, as a result of producing plutonium for national defense for more than 40 years. Approximately 53 million gallons of waste stored in 177 aging underground tanks represent major environmental, social, and political challenges for the U.S. Department of Energy (DOE). These challenges require numerous interfaces with state and federal environmental officials, Tribal Nations, stakeholders, Congress, and the US Department of Energy-Headquarters (DOE-HQ). The cleanup of the Site's tank waste is a national issue with the potential for environmental and economic impacts to the region and the nation.

This plan serves the following purposes: Assign organizational and individual responsibilities for bringing the glovebox capability online; Coordinate activities between organizations; Facilitate communication between project members and management; and Identify the mechanisms used to manage and control the project. Oak Ridge National Laboratory's (ORNL's) Cray XT5 supercomputer, Jaguar, kicked off the era of petascale scientific computing in 2008 with applications that sustained more than a thousand trillion floating point calculations per second - or 1 petaflop. Jaguar continues to grow even more powerful as it helps researchers broaden the boundaries of knowledge in virtually every domain of computational science, including weather and climate, nuclear energy, geosciences, combustion, bioenergy, fusion, and materials science. Their insights promise to broaden our knowledge in areas that are vitally important to the Department of Energy (DOE) and the nation as a whole, particularly energy assurance and climate change. The science of the 21st century, however, will demand further revolutions in computing, supercomputers capable of a million trillion calculations a second - 1 exaflop - and beyond. These systems will allow investigators to continue attacking global challenges through modeling and simulation and to unravel longstanding scientific questions. Creating such systems will also require new approaches to daunting challenges. High-performance systems of the future will need to be codesigned for scientific and engineering applications with best-in-class communications networks and data-management infrastructures and teams of skilled researchers able to take full advantage of these new resources. The Oak Ridge Leadership Computing Facility (OLCF) provides the nation's most powerful open resource for capability computing, with a sustainable path that will maintain and extend national leadership for DOE's Office of Science (SC). The OLCF has engaged a world-class team to support petascale science and to take a dramatic step forward, fielding new capabilities for high-end science. This report highlights the successful delivery and operation of a petascale system and shows how the OLCF fosters application development teams, developing cutting-edge tools and resources for next-generation systems.

The talk will begin with an extended introduction to explain the Project to nonbiologists and to show that map construction and sequence determination require extensive computation in order to determine the correct order of the mapped entities and to provide estimates of uncertainty. The Mississippi CCS Project is a proposed large-scale industrial carbon capture and sequestration (CCS) project which would have demonstrated advanced technologies to capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically, the Mississippi CCS Project was to accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petcoke to Substitute Natural Gas (SNG) plant that is selected for a Federal Loan Guarantee and would be the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Mississippi CCS Project was to promote the expansion of enhanced oil recovery (EOR) in the Mississippi, Alabama and Louisiana region which would supply greater energy security through increased domestic energy production. The capture, compression, pipeline, injection, and monitoring infrastructure would have continued to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project were expected to be fulfilled through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations. Phase 1 included the studies that establish the engineering design basis for the capture, compression and transportation of CO{sub 2} from the MG SNG Project, and the criteria and specifications for a monitoring, verification and accounting (MVA) plan at the Soso oil field in Mississippi. The overall objective of Phase 2, was to execute design, construction and operations of three capital projects: the CO{sub 2} capture and compression equipment, the Mississippi CO{sub 2} Pipeline to Denbury's Free State Pipeline, and an MVA system at the Soso oil field.

2020 Vision Project Summary

Since the 2020 Vision project began in 1996, students from participating schools have completed and submitted a variety of scenarios describing potential world and regional conditions in the year 2020 and their possible effect on US national security. This report summarizes the students' views and describes trends observed over the course of the 2020 Vision project's five years. It also highlights the main organizational features of the project. An analysis of thematic trends among the scenarios showed interesting shifts in students' thinking, particularly in their views of computer technology, US relations with China, and globalization. In 1996, most students perceived computer technology as highly beneficial to society, but as the year 2000 approached, this technology was viewed with fear and suspicion, even personified as a malicious, uncontrollable being. Yet, after New Year's passed with little disruption, students generally again perceived computer technology as beneficial. Also in 1996, students tended to see US relations with China as potentially positive, with economic interaction proving favorable to both countries. By 2000, this view had transformed into a perception of China emerging as the US' main rival and ''enemy'' in the global geopolitical realm. Regarding globalization, students in the first two years of the project tended to perceive world events as dependent on US action. However, by the end of the project, they saw the US as having little control over world events and therefore, we Americans would need to cooperate and compromise with other nations in order to maintain our own well-being.

Radiation Embrittlement Archive Project

The Radiation Embrittlement Archive Project (REAP), which is being conducted by the Probabilistic Integrity Safety Assessment (PISA) Program at Oak Ridge National Laboratory under funding from the U.S. Nuclear Regulatory Commission s (NRC) Office of Nuclear Regulatory Research, aims to provide an archival source of information about the effect of neutron radiation on the properties of reactor pressure vessel (RPV) steels. Specifically, this project is an effort to create an Internet-accessible RPV steel embrittlement database. The project s website, https://reap.ornl.gov, provides information in two forms: (1) a document archive with surveillance capsule(s) reports and related technical reports, in PDF format, for the 104 commercial nuclear power plants (NPPs) in the United States, with similar reports from other countries; and (2) a relational database archive with detailed information extracted from the reports. The REAP project focuses on data collected from surveillance capsule programs for light-water moderated, nuclear power reactor vessels operated in the United States, including data on Charpy V-notch energy testing results, tensile properties, composition, exposure temperatures, neutron flux (rate of irradiation damage), and fluence, (Fast Neutron Fluence a cumulative measure of irradiation for E>1 MeV). Additionally, REAP contains data from surveillance programs conducted in other countries. REAP is presently being extended to focus on embrittlement data analysis, as well. This paper summarizes the current status of the REAP database and highlights opportunities to access the data and to participate in the project.

Project ACHIEVE was a math/science academic enhancement program aimed at first year high school Hispanic American students. Four high schools -- two in El Paso, Texas and two in Bakersfield, California -- participated in this Department of Energy-funded program during the spring and summer of 1996. Over 50 students, many of whom felt they were facing a nightmare future, were given the opportunity to work closely with personal computers and software, sophisticated calculators, and computer-based laboratories -- an experience which their regular academic curriculum did not provide. Math and science projects, exercises, and experiments were completed that emphasized independent and creative applications of scientific and mathematical theories to real world problems. The most important outcome was the exposure Project ACHIEVE provided to students concerning the college and technical-field career possibilities available to them.
