    During the past two decades there has been a considerable effort in the US to develop and introduce an alternative to the use of gasoline and conventional diesel fuel for transportation. The primary motives for this effort have been twofold: energy security and improvement in air quality, most notably ozone, or smog. The anticipated improvement in air quality is associated with a decrease in the atmospheric reactivity, and sometimes a decrease in the mass emission rate, of the organic gas and NO{sub x} emissions from alternative fuels when compared to conventional transportation fuels. Quantification of these air quality impacts is a prerequisite to decisions on adopting alternative fuels. The purpose of this report is to present a critical review of the procedures and data base used to assess the impact on ambient air quality of mobile source emissions from alternative and conventional transportation fuels and to make recommendations as to how this process can be improved. Alternative transportation fuels are defined as methanol, ethanol, CNG, LPG, and reformulated gasoline. Most of the discussion centers on light-duty AFVs operating on these fuels. Other advanced transportation technologies and fuels such as hydrogen, electric vehicles, and fuel cells, will not be discussed. However, the issues raised herein can also be applied to these technologies and other classes of vehicles, such as heavy-duty diesels (HDDs). An evaluation of the overall impact of AFVs on society requires consideration of a number of complex issues. It involves the development of new vehicle technology associated with engines, fuel systems, and emission control technology; the implementation of the necessary fuel infrastructure; and an appropriate understanding of the economic, health, safety, and environmental impacts associated with the use of these fuels. This report addresses the steps necessary to properly evaluate the impact of AFVs on ozone air quality.

    On February 9, 2007, the Environmental Protection Agency (EPA) released its MSAT2 rule, which will establish controls on gasoline, passenger vehicles, and portable fuel containers. The controls are designed to reduce emissions of benzene and other hazardous air pollutants. Benzene is a known carcinogen, and the EPA estimates that mobile sources produced more than 70% of all benzene emissions in 1999. Other mobile source air toxics, including 1,3-butadiene, formaldehyde, acetaldehyde, acrolein, and naphthalene, also are thought to increase cancer rates or contribute to other serious health problems.

    Emissions from mobile sources undoubtedly contribute to US urban air pollution problems. Consequently, mobile source control measures, ranging from vehicle emission standards to reducing vehicle travel, have been adopted or proposed to help attain air quality standards. To rank various mobile source control measures, various government agencies and private organizations calculate cost-effectiveness in dollars per ton of emissions reduced. Arguments for or against certain control measures are often made on the basis of the calculated cost-effectiveness. Yet, different studies may yield significantly different cost-effectiveness results, because of the various methodologies used and assumptions regarding the values of costs and emission reductions. Because of the methodological differences, the cost-effectiveness results may not be comparable between studies. Use of incomparable cost-effectiveness results may result in adoption of ineffective control measures. This paper first discusses some important methodological issues involved in cost-effectiveness calculation for mobile sources and proposes appropriate, systematic methods for dealing with these issues. Various studies have been completed recently to evaluate the cost-effectiveness of mobile source emission control measures. These studies resulted in wide variations in the cost-effectiveness for same control measures. Methodological assumptions used in each study are presented and, based on the proposed methods for cost-effectiveness calculation, adjustments are applied to the original estimates in each study to correct inappropriate methodological assumptions and to make the studies comparable. Finally, mobile source control measures are ranked on the basis of the adjusted cost-effectiveness estimates.

  14. Residential Mobility and Lung Cancer Risk: Data-Driven Exploration Using Internet Sources

    Frequent relocation has been linked to health decline, particularly with respect to emotional and psychological wellbeing. In this paper we investigate whether there is an association between frequent relocation and lung cancer risk. For the initial investigation we leverage two online data sources to collect cancer and control subjects using web crawling and tailored text mining. The two data sources share different strengths and weaknesses in terms of the amount of detail, population representation, and sample size. One data source includes online obituaries. The second data source includes augmented LinkedIn profiles. For each data source, the subjects spatiotemporal history is reconstructed from the available information provided in the obituaries and from the education and work experience provided in the LinkedIn profiles. The study shows that lung cancer subjects have higher mobility frequency than the control group. This trend is consistent for both data sources.

    MOBILE4.1 is the latest revision to EPA's highway vehicle mobile source emission factor model. Relative to MOBILE4, it contains numerous revisions and provides the user with additional options for modeling highway vehicle emission factors. it will calculate emission factors for hydrocarbons (HC), carbon monoxide, (CO), and oxides of nitrogen (NOx) from highway motor vehicles. It calculates emission factors for eight individual vehicle types, in two regions of the country (low and high altitude). The emission factors depend on various conditions such as ambient temperature, fuel volatility, speed, and mileage accrual rates. It will estimate emission factors for any calendar year between 1960 and 2020 inclusive. The 25 most recent model years are considered in operation in each calendar year. EPA is requiring that states and others preparing emission inventories for nonattainment areas for CO and ozone to use MOBILE4.1 in the development of the base year 1990 emission inventories required under the Clean Air Act of 1990.

  18. Validating the role of AFVs in voluntary mobile source emission reduction programs.

    Late in 1997, EPA announced new allowances for voluntary emission control programs. As a result, the US Department of Energy's (DOE) Clean Cities and other metro areas that have made an ongoing commitment to increasing participation by alternative fuel vehicles (AFVs) in local fleets have the opportunity to estimate the magnitude and obtain emission reduction credit for following through on that commitment. Unexpectedly large reductions in key ozone precursor emissions in key locations and times of the day can be achieved per vehicle-mile by selecting specific light duty AFV offerings from original equipment manufacturers (OEMs) in lieu of their gasoline-fueled counterparts. Additional benefit accrues from the fact that evaporative emissions of non-methane hydrocarbons (generated in the case of CNG, LNG, and LPG by closed fuel-system AFV technology) can be essentially negligible. Upstream emissions from fuel storage and distribution with the airshed of interest are also reduced. This paper provides a justification and outlines a method for including AFVs in the mix of strategies to achieve local and regional improvements in ozone air quality, and for quantifying emission reduction credits. At the time of submission of this paper, the method was still under review by the US EPA Office of Mobile Sources, pending mutually satisfactory resolution of several of its key points. Some of these issues are discussed in the paper.

    This annual report summarizes work to date on our EMSP project: ?Sources, Speciation and Mobility of Plutonium and Other Transuranics in the Groundwater at the Savannah River Site (Sept. 2003-Sept. 2006). Our research focus is to further evaluate the sources and fate of Pu and other transuranics in groundwater at the Savannah River Site (SRS). Our overarching goal is to understand Pu speciation and mobility well enough to support safe remediation, containment and long term stewardship at any site with transuranic wastes and sources. Methods developed under prior funding for the determination Pu isotopes, oxidation state and size fractionation in groundwater are providing the best direct evidence for rejecting or not, hypotheses concerning whether colloids enhance the transport of Pu and other transuranics in groundwater. Survey samples collected in the fall of 2003 from F-area well FSB 78 had a 240/239 Pu atom ratio 7.087 +/-0.048 and reflects the continued presences of decayed 244Cm. In October 2004, we returned to the F-area and completed comprehensive field sampling of 7 wells. Field experiments included 6 different extraction rates at well 92D to test sensitivity to artifacts related to well pumping rates, and an aging experiment to evaluate Pu behavior by re-oxidation of reducing groundwater. Sampling of Pond B was included in the site visit to explore unique conditions of redox potential on Pu within the pond. To date, more than 70 Pu redox and whole water samples have been processed and are awaiting analysis at PNNL. Also, five samples from our 1998 visit are undergoing chemistry at PNNL to directly measure Cm with analysis of 2004 samples to follow. Work is continuing to evaluate particle affinity under controlled conditions and a site specific groundwater transport model which we will apply to our lab and field data to obtain a better understanding of the importance of these processes on Pu transport.

  2. Development of Proof-of-Concept Units for the Advanced Medium-Sized Mobile Power Sources (AMMPS) Program

    The purpose of this report is to document the development of the proof-of-concept units within the Advanced Medium-sized Mobile Power Sources (AMMPS) program. The design used a small, lightweight diesel engine, a permanent magnet alternator, power electronics and digital controls as outlined in the philosophy detailed previously. One small proof-of-concept unit was completed and delivered to the military. The unit functioned well but was not optimized at the time of delivery to the military. A tremendous amount of experience was gained during this phase that can be used in the development of any follow-on AMMPS production systems. Lessons learned and recommendations for follow-on specifications are provided. The unit demonstrated that significant benefits are possible with the new design philosophy. Trade-offs will have to be made but many of the advantages appear to be within the technical grasp of the market.

    The U.S. Department of Energy's Ames Laboratory has been named a 2010 Industry Leader Award winner by the National Safety Council. The award represents the top 5 percent of members that have qualified for the National Safety Council 2010 Occupational Excellence Achievement Award, based on 2009 calendar year data.

    Currently, the lube refining industry is in a period of transition, with both hydroprocessing and catalytic dewaxing gathering momentum as replacements for solvent extraction and solvent dewaxing. In addition, lube product quality requirements have been increasing, both in the US and abroad. Mobil has developed a broad array of dewaxing catalytic technologies which can serve refiners throughout the stages of this transition. In the future, lube feedstocks which vary in source and wax content will become increasingly important, requiring an optimized system for highest performance. The Mobil Lube Dewaxing (MLDW) process is the work-horse of the catalytic dewaxing technologies, being a robust, low cost technology suitable for both solvent extracted and hydrocracked feeds. The Mobil Selective Dewaxing (MSDW) process has been recently introduced in response to the growth of hydroprocessing. MSDW requires either severely hydrotreated or hydrocracked feeds and provides improved lube yields and VI. For refiners with hydrocrackers and solvent dewaxing units, Mobil Wax Isomerization (MWI) technology can make higher VI base stocks to meet the growing demand for very high quality lube products. A review of these three technologies is presented in this paper.

    On October 27, 2015, The U.S. Department of Energy's National Renewable Energy Laboratory (NREL) brought together local and national thought leaders to discuss the convergence of connectivity, vehicle automation, and transportation infrastructure investments at the Future Energy Efficient Mobility Workshop. The half-day workshop was held in conjunction with the Colorado Department of Transportation's (CDOT) Transportation Matters Summit and featured four panel sessions that showcased perspectives on efficient mobility from federal and state agencies, automakers and their suppliers, transportation data providers, and freight companies.     The vast amount of social media data that can be gathered from the internet coupled with workflows that utilize both commodity systems and massively parallel supercomputers, such as the Cray XMT, open new vistas for research to support health, defense, and national security. Computer technology now enables the analysis of graph structures containing more than 4 billion vertices joined by 34 billion edges along with metrics and massively parallel algorithms that exhibit near-linear scalability according to number of processors. The challenge lies in making this massive data and analysis comprehensible to an analyst and end-users that require actionable knowledge to carry out their duties. Simply stated, we have developed language and content agnostic techniques to reduce large graphs built from vast media corpora into forms people can understand. Specifically, our tools and metrics act as a survey tool to identify thought leaders' -- those members that lead or reflect the thoughts and opinions of an online community, independent of the source language.

    The On-Device Dynamic Analysis of Mobile Applications (ODAMA) project was started in an effort to protect mobile devices used in Industrial Control Systems (ICS) from cyber attack. Because mobile devices hide as much of the computer as possible, the users ability to assess the software running on their system is limited. The research team chose Googles Android platform for this initial research because it is open source and it would give us freedom in our approach, including the ability to modify the mobile devices operating system itself. The research team concluded that a Privileged Application was the right approach, and the result was ODAMA. This project is an important piece of the work to secure the expanding use of mobile devices with our nations critical infrastructure.

The ion mobility spectrometer has a first chamber having first end and a second end extending along a first direction, and a first electrode system that generates a constant electric field parallel to the first direction. The differential mobility spectrometer includes a second chamber having a third end and a fourth end configured such that a fluid may flow in a second direction from the third end to the fourth end, and a second electrode system that generates an asymmetric electric field within an interior of the second chamber. Additionally, the ion mobility spectrometer and the differential mobility spectrometer form an interface region. Also, the first end and the third end are positioned facing one another so that the constant electric field enters the third end and overlaps the fluid flowing in the second direction.

    On March 10, 1995, members of the Laboratory`s Information Architecture (IA) project presented an overview of progress-to-date to Group and Program Leaders and Deputies in the Computing, Information, and Communications (CIC) division. The presentation included progress reports from each of the seven IA teams: desktop, applications, data warehouse, data, infrastructure, financial analysis, metrics, and review. The fundamental purpose was to familiarize the CIC leaders with the IA project and to open a dialog on how CIC and the IA could better work with each other.     The primary purpose of this handbook is to provide guidance to the ISMS verification Team Leader and the verification team in conducting ISMS verifications. The handbook describes methods and approaches for the review of the ISMS documentation (Phase I) and ISMS implementation (Phase II) and provides information useful to the Team Leader in preparing the review plan, selecting and training the team, coordinating the conduct of the verification, and documenting the results. The process and techniques described are based on the results of several pilot ISMS verifications that have been conducted across the DOE complex. A secondary purpose of this handbook is to provide information useful in developing DOE personnel to conduct these reviews. Specifically, this handbook describes methods and approaches to: (1) Develop the scope of the Phase 1 and Phase 2 review processes to be consistent with the history, hazards, and complexity of the site, facility, or activity; (2) Develop procedures for the conduct of the Phase 1 review, validating that the ISMS documentation satisfies the DEAR clause as amplified in DOE Policies 450.4, 450.5, 450.6 and associated guidance and that DOE can effectively execute responsibilities as described in the Functions, Responsibilities, and Authorities Manual (FRAM); (3) Develop procedures for the conduct of the Phase 2 review, validating that the description approved by the Approval Authority, following or concurrent with the Phase 1 review, has been implemented; and (4) Describe a methodology by which the DOE ISMS verification teams will be advised, trained, and/or mentored to conduct subsequent ISMS verifications.     A medical diagnostic method and instrumentation system for analyzing noncovalently bonded agglomerated biological particles is described. The method and system comprises: a method of preparation for the biological particles; an electrospray generator; an alpha particle radiation source; a differential mobility analyzer; a particle counter; and data acquisition and analysis means. The medical device is useful for the assessment of human diseases, such as cardiac disease risk and hyperlipidemia, by rapid quantitative analysis of lipoprotein fraction densities. Initially, purification procedures are described to reduce an initial blood sample to an analytical input to the instrument. The measured sizes from the analytical sample are correlated with densities, resulting in a spectrum of lipoprotein densities. The lipoprotein density distribution can then be used to characterize cardiac and other lipid-related health risks.

    This paper reports that mobile security systems are becoming increasingly important to military (Army, Air Force) and non-military (Drug Enforcement Agency, Border Patrol) organizations as the level and sophistication of terrorist activity increases. Frequently, organizations are required to deploy at remote sites on little notice. To ensure protection of life and equipment, security systems are sometimes required. Often, the personnel deployed on these missions are not adequately trained in the selection, installation, and operation of today's complex security equipment. The Intelligent Mobile Security System (IMSS) concept, as being developed by Sandia National Laboratories (SNL), allows untrained, non-technical personnel to configure, deploy, operate, and troubleshoot temporary/mobile physical security system.     In this contribution, we investigate the small-signal admittance of the high electron mobility transistors field-effect channels under a continuation branching of the current between channel and gate by using an analytical model. The analytical approach takes into account the linearization of the 2D Poisson equation and the drift current along the channel. The analytical equations discuss the frequency dependence of the admittance at source and drain terminals on the geometrical transistor parameters.

    Correlation ion mobility spectrometry (CIMS) uses gating modulation and correlation signal processing to improve IMS instrument performance. Closely spaced ion peaks can be resolved by adding discriminating codes to the gate and matched filtering for the received ion current signal, thereby improving sensitivity and resolution of an ion mobility spectrometer. CIMS can be used to improve the signal-to-noise ratio even for transient chemical samples. CIMS is especially advantageous for small geometry IMS drift tubes that can otherwise have poor resolution due to their small size.

The system provides mobility in situations such as negotiating tall obstacles and rough terrain that are prohibitive for other small ground base vehicles.     This grant project examines multiple aspects of the pelletizing process to determine the feasibility of pelletizing biomass using a mobile form factor system. These aspects are: the automatic adjustment of the die height in a rotary-style pellet mill, the construction of the die head to allow the use of ceramic materials for extreme wear, integrating a heat exchanger network into the entire process from drying to cooling, the use of superheated steam for adjusting the moisture content to optimum, the economics of using diesel power to operate the system; a break-even analysis of estimated fixed operating costs vs. tons per hour capacity. Initial development work has created a viable mechanical model. The overall analysis of this model suggests that pelletizing can be economically done using a mobile platform.

    Cardiovirus infections inhibit nucleocytoplasmic trafficking by Leader protein-induced phosphorylation of Phe/Gly-containing nucleoporins (Nups). Recombinant Leader from encephalomyocarditis virus, Theiler's murine encephalomyelitis virus and Saffold virus target the same subset of Nups, including Nup62 and Nup98, but not Nup50. Reporter cell lines with fluorescence mCherry markers for M9, RS and classical SV40 import pathways, as well as the Crm1-mediated export pathway, all responded to transfection with the full panel of Leader proteins, showing consequent cessation of path-specific active import/export. For this to happen, the Nups had to be presented in the context of intact nuclear pores and exposed to cytoplasmic extracts. The Leader phosphorylation cascade was not effective against recombinant Nup proteins. The findings support a model of Leader-dependent Nup phosphorylation with the purpose of disrupting Nup-transportin interactions. - Highlights: • Nup98, but not Nup50 becomes phosphorylated by cardiovirus Leader protein-dependent mechanisms. • At least four independent nucleocytoplasmic trafficking pathways are inhibited by this process. • Nups must be presented in a nuclear pore context for Leader-directed phosphorylation. • Leader, by itself, does not cause activation of cellular kinases.

    If software is designed so that the software can issue functions that will move that software from one computing platform to another, then the software is said to be 'mobile'. There are two general areas of security problems associated with mobile code. The 'secure host' problem involves protecting the host from malicious mobile code. The 'secure mobile code' problem, on the other hand, involves protecting the code from malicious hosts. This report focuses on the latter problem. We have found three distinct camps of opinions regarding how to secure mobile code. There are those who believe special distributed hardware is necessary, those who believe special distributed software is necessary, and those who believe neither is necessary. We examine all three camps, with a focus on the third. In the distributed software camp we examine some commonly proposed techniques including Java, D'Agents and Flask. For the specialized hardware camp, we propose a cryptographic technique for 'tamper-proofing' code over a large portion of the software/hardware life cycle by careful modification of current architectures. This method culminates by decrypting/authenticating each instruction within a physically protected CPU, thereby protecting against subversion by malicious code. Our main focus is on the camp that believes that neither specialized software nor hardware is necessary. We concentrate on methods of code obfuscation to render an entire program or a data segment on which a program depends incomprehensible. The hope is to prevent or at least slow down reverse engineering efforts and to prevent goal-oriented attacks on the software and execution. The field of obfuscation is still in a state of development with the central problem being the lack of a basis for evaluating the protection schemes. We give a brief introduction to some of the main ideas in the field, followed by an in depth analysis of a technique called 'white-boxing'. We put forth some new attacks and improvements

    An ion mobility spectrometer does not require a physical aperture grid to prevent premature ion detector response. The last electrodes adjacent to the ion collector (typically the last four or five) have an electrode pitch that is less than the width of the ion swarm and each of the adjacent electrodes is connected to a source of free charge, thereby providing a virtual aperture grid at the end of the drift region that shields the ion collector from the mirror current of the approaching ion swarm. The virtual aperture grid is less complex in assembly and function and is less sensitive to vibrations than the physical aperture grid.

    This paper will briefly outline major activities in Department of Energy (DOE) Laboratories focused on mobile platforms, both Unmanned Ground Vehicles (UGV’s) as well as Unmanned Air Vehicles (UAV’s). The activities will be discussed in the context of the science and technology construct used by the DOE Technology Roadmap for Robotics and Intelligent Machines (RIM)1 published in 1998; namely, Perception, Reasoning, Action, and Integration. The activities to be discussed span from research and development to deployment in field operations. The activities support customers in other agencies. The discussion of "perception" will include hyperspectral sensors, complex patterns discrimination, multisensor fusion and advances in LADAR technologies, including real-world perception. "Reasoning" activities to be covered include cooperative controls, distributed systems, ad-hoc networks, platform-centric intelligence, and adaptable communications. The paper will discuss "action" activities such as advanced mobility and various air and ground platforms. In the RIM construct, "integration" includes the Human-Machine Integration. Accordingly the paper will discuss adjustable autonomy and the collaboration of operator(s) with distributed UGV’s and UAV’s. Integration also refers to the applications of these technologies into systems to perform operations such as perimeter surveillance, large-area monitoring and reconnaissance. Unique facilities and test beds for advanced mobile systems will be described. Given that this paper is an overview, rather than delve into specific detail in these activities, other more exhaustive references and sources will be cited extensively.

    In a media of finite viscosity, the Coulomb force of external electric field moves ions with some terminal speed. This dynamics is controlled by “mobility” - a property of the interaction potential between ions and media molecules. This fact has been used to separate and characterize gas-phase ions in various modes of ion mobility spectrometry (IMS) developed since 1970. Commercial IMS devices were introduced in 1980-s for field detection of volatile traces such as explosives and chemical warfare agents. Coupling to soft-ionization sources, mass spectrometry (MS), and chromatographic methods in 1990-s had allowed IMS to handle complex samples, enabling new applications in biological and environmental analyses, nanoscience, and other areas. Since 2003, the introduction of commercial systems by major instrument vendors started bringing the IMS/MS capability to broad user community. The other major development of last decade has been the differential IMS or “field asymmetric waveform IMS” (FAIMS) that employs asymmetric time-dependent electric field to sort ions not by mobility itself, but by the difference between its values in strong and weak electric fields. Coupling of FAIMS to conventional IMS and stacking of conventional IMS stages have enabled two-dimensional separations that dramatically expand the power of ion mobility methods.

  18. Simulation Model of Mobile Detection Systems

    In this paper, we consider a mobile source that we attempt to detect with man-portable, vehicle-mounted or boat-mounted radiation detectors. The source is assumed to transit an area populated with these mobile detectors, and the objective is to detect the source before it reaches a perimeter. We describe a simulation model developed to estimate the probability that one of the mobile detectors will come in to close proximity of the moving source and detect it. We illustrate with a maritime simulation example. Our simulation takes place in a 10 km by 5 km rectangular bay patrolled by boats equipped with 2-inch x 4-inch x 16-inch NaI detectors. Boats to be inspected enter the bay and randomly proceed to one of seven harbors on the shore. A source-bearing boat enters the mouth of the bay and proceeds to a pier on the opposite side. We wish to determine the probability that the source is detected and its range from target when detected. Patrol boats select the nearest in-bound boat for inspection and initiate an intercept course. Once within an operational range for the detection system, a detection algorithm is started. If the patrol boat confirms the source is not present, it selects the next nearest boat for inspection. Each run of the simulation ends either when a patrol successfully detects a source or when the source reaches its target. Several statistical detection algorithms have been implemented in the simulation model. First, a simple k-sigma algorithm, which alarms with the counts in a time window exceeds the mean background plus k times the standard deviation of background, is available to the user. The time window used is optimized with respect to the signal-to-background ratio for that range and relative speed.     A portable vapor generator is disclosed that can provide a controlled source of chemical vapors, such as, narcotic or explosive vapors. This source can be used to test and calibrate various types of vapor detection systems by providing a known amount of vapors to the system. The vapor generator is calibrated using a reference ion mobility spectrometer. A method of providing this vapor is described, as follows: explosive or narcotic is deposited on quartz wool, placed in a chamber that can be heated or cooled (depending on the vapor pressure of the material) to control the concentration of vapors in the reservoir. A controlled flow of air is pulsed over the quartz wool releasing a preset quantity of vapors at the outlet.
