    In this project, a university-wide, academic center has been established entitled ?Institute for Advanced Materials and Renewable Energy?. In this institute, a comprehensive materials characterization facility has been established by co-locating several existing characterization equipment and acquiring several state of the art instrumentation such as field emission transmission electron microscope, scanning electron microscope, high resolution X-ray diffractometer, Particle Size Distribution/Zeta Potential measurement system, and Ultra-microtome for TEM specimen. In addition, a renewable energy conversion and storage research facility was also established by acquiring instrumentation such as UV-Vis absorption spectroscopy, Atomic Layer Deposition reactor, Solar light simulator, oxygen-free glove box, potentiostat/galvanostats and other miscellaneous items. The institute is staffed with three full-time staff members (one senior research technologist, a senior PhD level research scientist and a junior research scientist) to enable proper use of the techniques. About thirty faculty, fifty graduate students and several researchers access the facilities on a routine basis. Several industry R&D organizations (SudChemie, Optical Dynamics and Hexion) utilize the facility. The established ?Institute for Advanced Materials? at UofL has three main objectives: (a) enable a focused research effort leading to the rapid discovery of new materials and processes for advancing alternate energy conversion and storage technologies; (b) enable offering of several laboratory courses on advanced materials science and engineering; and (c) develop university-industry partnerships based on the advanced materials research. The Institute?s efforts were guided by an advisory board comprising eminent researchers from outside KY. Initial research efforts were focused on the discovery of new materials and processes for solar cells and Li ion battery electrodes. Initial sets of results helped PIs to secure a successful EPSCoR cluster implementation grant by teaming with additional researchers from UK. In addition to research efforts, the project enabled several other outcomes: (a) helped recruit a junior faculty member (Dr. Moises Carreon) and establish a lab focused on meso-porous materials toward separation and catalysis; (b) enabled offering of three new, graduate level courses (Materials characterization using spectroscopy and microscopy; Electron and x-ray diffraction; and renewable energy systems); and (c) mentoring of a junior faculty members (Dr. Gerold Willing).

    Task A: Examination of the physiological, morphological, and reproductive responses of Panicum virgatum (switchgrass) cultivars identified as potential biofuel producing cultivars as well as naturally-occurring varieties of switchgrass to projected changes in climate for the central portion of the United States. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. At the field site we planted switchgrass collected from regions in Kansas, Oklahoma, and Texas. After a year of establishment we implemented a set of two-year water treatments that examined the responses in physiology, growth and development of switchgrass to predicted changes in precipitation amount for the central United States. After this experiment was completed we performed a second set of experiments that examined the responses of switchgrass physiology, growth, and development to changes in precipitation frequency. We also included in this analysis how genome size of individuals influenced their responses to precipitation frequency changes. Generally, we found switchgrass to be unresponsive to realistic predictions of precipitation changes for the Central Plains of the United States. These studies have provided significant insight into how this important grassland species will respond to future climate change from both an ecological and applied biological perspective. Finally, we provided insight into the mechanism through which this species changes in the face of altered water availability by not supporting the hypothesis that the control of switchgrass responses to changes in precipitation is altered by genome size. Task B: Installation of an extensive green roof system on the Science Center at Saint Joseph's University for research, research-training and educational outreach activities. An experimental green roof system was designed and installed by an outside contractor (Roofmeadows) on the roof of the Science Center at Saint Joseph's University. The roof system includes four test plots, each with a different drainage system, instrumentation to monitor storm water retention, roof deck temperature, heat flux into and out of the building, rain fall, wind speed and direction, relative humidity and heat emission from the roof system. The vegetative roof was planted with 26 species of plants, distributed throughout the roof area, to assess species/variety growth and coverage characteristics, both in terms of the different drain layer systems, and in terms of the different exposures along the north to south axis of the building. Analysis of the drain layer performance, in terms of storm water retention, shows that the aggregate (stone) drainage layer system performed the best, with the moisture management mat system second, and the geotextile drain layer and reservoir sheet layer systems coming in last. Plant growth performance analysis is ongoing, but significant differences have been observed in the third growing season ('13) along the north to south axis, with most species doing better towards the northern end of the roof (in terms of percent ground coverage and plant spread and reproduction). Interestingly, plant growth in all four of the test plots was reduced relative to the lower areas of the roof (the lower area was ca. 2 inches lower than the test plots, due to the space needed for sensors under the plots. The lower roof area uses an aggregate drain layer comparable to that in the third test plot), even when accounting for the north to south differences. The reasons for these differences are not clear and studies are underway to examine the impact of wind scour, drainage rates, temperature, and other factors. Task C: Education and community outreach efforts by the IES involving conferences at SJU, presentations by faculty and students off campus, and educational signage.     Citations measure the importance of a publication, and may serve as a proxy for its popularity and quality of its contents. Here we study the distributions of citations to publications from individual academic institutions for a single year. The average number of citations have large variations between different institutions across the world, but the probability distributions of citations for individual institutions can be rescaled to a common form by scaling the citations by the average number of citations for that institution. We find this feature to be universal for a broad selection of institutions irrespective of the average number of citations per article. A similar analysis for citations to publications in a particular journal in a single year reveals that there are at least two distinct classes of journals across disciplines, depending on the form of the distribution function. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. The major objective of the study was to understand the physiological and growth responses of the important biofuel grass species, Panicum virgatum (switch grass) to simulated changes in precipitation expected for the Central Plains region of the United States. Population level adaptation to broad-scale regional climates or within-population variation in genome size of this genetically and phenotypically diverse C4 grass species may influence the responses to future precipitation variability associated with climate change. Therefore, we investigated switchgrass responses to water variability between natural populations collected across latitudinal gradient and populations. P. virgatum plants from natural populations originating from Kansas, Oklahoma, and Texas received frequent, small precipitation events (“ambient’) or infrequent, large precipitation events (‘altered”) to simulate contrasting rainfall variability expected from this region. We measured leaf-level physiology, aboveground biomass varied significantly by population origin but did not differ by genome size. Our results suggest that trait variation in P. virgatum is primarily attributed to population-level adaptation across latitudinal gradient, not genome size, and that neither population-level adaptation nor genome size may be important predictors of P. virgatum responses to future climatic conditions. Based solely on the data presented here, the most important consideration when deciding what varieties of switchgrass to cultivate for biofuel feedstocks under future climate scenarios is local adaptation and not necessarily genome size as has been hypothesized in the literature.     Task A: Examination of the physiological, morphological, and reproductive responses of Panicum virgatum (switchgrass) cultivars identified as potential biofuel producing cultivars as well as naturally-occurring varieties of switchgrass to projected changes in climate for the central portion of the United States. This project was a multi-year project set in a field site located at the Konza Prairie Biological Station near Manhattan, KS USA. The major objective of the study was to understand the physiological and growth responses of the important biofuel grass species, Panicum virgatum (switch grass) to simulated changes in precipitation expected for the Central Plains region of the United States. Population level adaptation to broad-scale regional climates or within-population variation in genome size of this genetically and phenotypically diverse C4 grass species may influence the responses to future precipitation variability associated with climate change. Therefore, we investigated switchgrass responses to water variability between natural populations collected across latitudinal gradient and populations. P. virgatum plants from natural populations originating from Kansas, Oklahoma, and Texas received frequent, small precipitation events (“ambient’) or infrequent, large precipitation events (‘altered”) to simulate contrasting rainfall variability expected from this region. We measured leaf-level physiology, aboveground biomass varied significantly by population origin but did not differ by genome size. Task B: Installation of an extensive green roof system on the Science Center at Saint Joseph's University for research, research-training and educational outreach activities. An experimental green roof system was designed and installed by an outside contractor (Roofmeadows) on the roof of the Science Center at Saint Joseph's University. The roof system includes four test plots, each with a different drainage system, instrumentation to monitor storm water retention, roof deck temperature, heat flux into and out of the building, rain fall, wind speed and direction, relative humidity and heat emission from the roof system. The vegetative roof was planted with 26 species of plants, distributed throughout the roof area, to assess species/variety growth and coverage characteristics, both in terms of the different drain layer systems, and in terms of the different exposures along the north to south axis of the building. Analysis of the drain layer performance, in terms of storm water retention, shows that the aggregate (stone) drainage layer system performed the best, with the moisture management mat system second, and the geotextile drain layer and reservoir sheet layer systems coming in last. This information is of value in the planning and design of vegetative roof systems since the different types of drainage layer systems have different installation costs and different weights. The different drainage layer systems also seem to be having an impact on plant growth and spread with the test plot with the reservoir sheet layer actually having the poorest plant coverage and plant spread of all areas of the roof studied. The Consortium`s Research, Education and Technology Transfer (RETT) Plan became the working agenda. The Consortium is a resource for collaboration among the member institutions and with federal an state agencies, national and federal laboratories, industries, (including small businesses), majority universities, and two and four-year technical colleges. As a group of 17 institutions geographically located in the southern US, the Consortium is well positioned to reach a diverse group of women and minority populations of African Americans, Hispanics and American Indians. This Report provides a status update on activities and achievements in environmental curriculum development, outreach at the K--12 level, undergraduate and graduate education, research and development, and technology transfer.

    This Institute annual report for the period 1 April 1992--31 March 1993 covers a period which has seen the initial runs of three new spectrometers which constitute a major portion of the new detection capabilities developed for this facility. These devices are the Proton Spectrometer (PSP), the Mass Achromat Recoil Mass Spectrometer (MARS), and the Multipole dipole Multipole (MDM) Particle Spectrometer. These devices are now available to pursue the studies of Gamow Teller states, reactions of astrophysical interest, and giant resonance studies for which they were constructed, as well as for other experiments. A beam analysis system which will deliver high resolution beams to the MDM spectrometer is currently under construction. With the completion of these spectrometer projects, the facility emphasis is now focused on the development of the full capabilities of the K500 cyclotron and on the research program. During the report period, the ECR-K500 cyclotron combination operated 5,849 hours. Theoretical work reported in this document ranges from nuclear structure calculations using the IBM-2 model to calculations of kaon production and the in-medium properties of the rho and phi mesons, the latter as a probe of the QCD phase transition. Nuclear dynamics and exotic shapes and fragmentation modes of hot nuclei are also addressed. In atomic physics, new measurements of x-ray emission from highly ionized ions, of molecular dissociation and of surface interactions are reported.

    Reports on research activities, facility operation, and facility development of the Texas A and M Cyclotron Institute for the period 1 April 1991--31 March 1992 are presented in this document. During the report period, the ECR-K500 Cyclotron Combination operated 4,377 hours. Of this time, 832 hours was used for beam development, 942 hours was used for tuning and optics, and the beam was available for experiments 2,603 hours. This time was used in a variety of studies including elastic and inelastic scattering, projectile break-up, the production and decay of giant resonances, fusion and fission dynamics, intermediate mass fragment emission, e{sup +}e{sup {minus}} production and molecular dissociation. In addition, studies of surfaces and metastable states in highly charged ions were carried out using the ECR source. Completion of two 19-element BaF{sub 2} arrays, of the focal plane detector for the proton spectrometer and installation of the HiLi multidetector have provided significant new experimental capabilities which have been further enhanced by major additions to the computer network. Progress on the Mass Achromat Recoil Spectrometer (MARS) is such that first operation of that device should occur this summer. Funding for installation of the MDM spectrometer was obtained at the beginning of this year. As this report is being completed, the Enge Split Pole Spectrometer is being disassembled and removed to make room for the MDM spectrometer. The split-pole will be shipped to CEBAF for use in experiments there. Installation of the MDM should be completed within the next year. Also expected in the next year is a 92 element plastic-CsI ball.

    The National Supercomputing Center for Energy and the Environment’s intention is to purchase a multi-purpose computer cluster in support of the Performance Assessment Institute (PA Institute). The PA Institute will serve as a research consortium located in Las Vegas Nevada with membership that includes: national laboratories, universities, industry partners, and domestic and international governments. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information. The role of the PA Institute is to facilitate research, knowledge-increase, and knowledge-sharing among users.

The proposed starting date is August 1994. The purpose of this interdisciplinary program is to offer nationally and internationally recognized graduate level training in the areas of environmental policy, science, and health risk assessment. Special emphasis will be placed on human health. Included in this proposal are a needs assessment for environmental science professionals along with employment projections and salary expectations. The Environmental Science program is described and its relationship to other programs within MUSC and UCSC, as well as its relation to similar programs at other institutions are examined.     Within the Nuclear Materials Technology Division of Los Alamos National Laboratory, lead is used as shielding for a variety of operations, including actinide chemistry, weapons production, radiochemistry, and analytical chemistry. In this study, waste minimization issues associated with replacing lead shielding with non-hazardous materials are addressed. These include institutional program available to support this effort, the hazards and accompanying controls grouped with lead shielding, operations that use lead bricks and how this effects the selection of the substitute. Life cycle management issues are also examined. As a final step, an approach to get buy-in from both technical and budget minded employees is presented.

    It is shown that the observation of the spectra of leading neutrons from proton beams can be a good probe of absorptive and migration effects. We quantify how these effects modify the Reggeized pion-exchange description of the measurements of leading neutrons at HERA. We are able to obtain a satisfactory description of all the features of these data. We also briefly discuss the corresponding data for leading baryons produced in hadron-hadron collisions.

    Improved radiation detectors containing lead carbonate or basic lead carbonate as the scintillator element are disclosed. Both of these scintillators have been found to provide a balance of good stopping power, high light yield and short decay constant that is superior to other known scintillator materials.     The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

    The blood lead levels of 249 infants were measured semi-annually from birth to two years of age; the home paint was sampled and any recent home refinishing activity recorded. Mean blood lead from birth to age 2 years did not vary systematically with age but did correlate significantly with the amount of lead in the indoor paint. Refinishing activity in homes with high lead paint was associated with elevations of blood lead averaging 69 per cent.

    In 1977, The US consumer product safety commission banned the use of lead-based paint (LBP) in all industries, except the maritime industry which still has certain privileged uses. Unfortunately for property and building owners, the ban did not come soon enough. In response to this heightened awareness, several environmental market sectors addressing the issues have emerged. These include: residential; soil; commercial; water; and structures. The first and most important step in addressing the concerns posed by the existence of lead based contamination is to quantify the amount of lead-based product, to determine the location of the lead based product and the extent, if any, of lead based contamination, and to make recommendations for the remediation or abatement of the lead product and resultant contamination. In narrowing the focus of these issues, this paper discusses lead-based paint assessment; preparing and organizing the assessment, the regulatory considerations, assessment methodology, and presentation of results.

    The South Carolina Institute for Energy Studies (SCIES), administratively housed at Clemson University, has participated in the advancement of combustion turbine technology for over a decade. The University Turbine Systems Research Program, previously referred to as the Advanced Gas Turbine Systems Research (AGTSR) program, has been administered by SCIES for the U.S. DOE during the 1992-2003 timeframe. The structure of the program is based on a concept presented to the DOE by Clemson University. Under the supervision of the DOE National Energy Technology Laboratory (NETL), the UTSR consortium brings together the engineering departments at leading U.S. universities and U.S. combustion turbine developers to provide a solid base of knowledge for the future generations of land-based gas turbines. In the UTSR program, an Industrial Review Board (IRB) (Appendix C) of gas turbine companies and related organizations defines needed gas turbine research. SCIES prepares yearly requests for university proposals to address the research needs identified by the IRB organizations. IRB technical representatives evaluate the university proposals and review progress reports from the awarded university projects. To accelerate technology transfer technical workshops are held to provide opportunities for university, industry and government officials to share comments and improve quality and relevancy of the research. To provide educational growth at the Universities, in addition to sponsored research, the UTSR provides faculty and student fellowships. The basis for all activities--research, technology transfer, and education--is the DOE Turbine Program Plan and identification, through UTSR consortium group processes, technology needed to meet Program Goals that can be appropriately researched at Performing Member Universities.

    The purpose of this paper is to inform the reader as to some of the pertinent rules and regulations promulgated by the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) that may effect an industrial lead paint removal project. The paper discusses a recommended schedule of procedures and preparations to be followed by the lead paint removal specification writer when analyzing the possible impact of the project on the environment, the public and workers. Implications of the Clean Air Act, the Clean Water Act and the Resource Conservation and Recovery Act (RCRA) along with hazardous waste handling, manifesting, transporting and disposal procedures are discussed with special emphasis placed as to their impact on the writer and the facility owner. As the rules and regulations are highly complex, the writer has attempted to explain the methodology currently being used in state-of-the-art industrial lead abatement specifications.
