Electrical bushing for a superconductor element

The invention relates to an electrical bushing serving to make a connection at ambient temperature to a superconductor element situated in an enclosure at cryogenic temperature. The electrical bushing passes successively through an enclosure at intermediate temperature between ambient temperature and cryogenic temperature, and an enclosure at ambient temperature, and it comprises a central electrical conductor surrounded by an electrically insulating sheath. According to the invention, an electrically conductive screen connected to ground potential surrounds the insulating sheath over a section that extends from the end of the bushing that is in contact with the enclosure at cryogenic temperature at least as far as the junction between the enclosure at intermediate temperature and the enclosure at ambient temperature. The invention is more particularly applicable to making a connection to a superconductor cable.

The loading capability of a 500 kV HVDC transformer bushing is calculated with some unusual conditions: the internal oil circulation in the bushing is blocked at the flange level and the ambient air temperature is raised to 60 C. Development of a remote bushing for actinide vitrification

The Savannah River Site (SRS) and the Savannah River Technology Center (SRTC) are combining their existing experience in handling highly radioactive, special nuclear materials with commercial glass fiberization technology in order to assemble a small vitrification system for radioactive actinide solutions. The vitrification system or {open_quotes}brushing{close_quotes}, is fabricated from platinum-rhodium alloy and is based on early marble remelt fiberization technology. Advantages of this unique system include its relatively small size, reliable operation, geometrical safety (nuclear criticality), and high temperature capability. The bushing design should be capable of vitrifying a number of the actinide nuclear materials, including solutions of americium/curium, neptunium, and possibly plutonium. State of the art, mathematical and oil model studies are being combined with basic engineering evaluations to verify and improve the thermal and mechanical design concepts.

Design and Overview of 100 kV Bushing for the DNB Injector of ITER  

SciTech Connect (OSTI)

The 100 kV bushing is one of the most important and technologically challenging Safety Important Class (SIC) components of the Diagnostic Neutral Beam (DNB) injector of ITER. It forms interface between gas insulated electrical transmission line and torus primary vacuum and acts as a vacuum feedthrough of ITER. Design optimization has been carried out to meet the electric and structural requirements based on its classification. Unlike HNB bushing, single stage bushing is designed to provide 100 kV isolation. Finite Element Analysis (FEA) based optimization has been carried out for electrostatic and structural analysis. Manufacturing assembly sequence is studied and presented in this paper. However validation of the same is foreseen from manufacturer.

King Coal vs. Reclamation: federal regulation of mountaintop removal mining in Appalachia  

SciTech Connect (OSTI)

This research focuses on the regulatory politics of mountaintop removal mining for coal within the Appalachian states of West Virginia and Kentucky. Based on Administrative Presidency concepts suggesting that chief executives seek more control and influence over agency program decisions, this article analyzes President George W. Bush's efforts to promote the development of coal resources within these states despite statutory constraints posed by federal environmental laws. The analysis demonstrates that President Bush effectively achieved his energy production goals by combining the use of discretionary authority with staff controls, executive orders, and regulatory initiatives to lessen industry compliance costs with environmental regulatory requirements.

In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all.This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

We prove that potential conservation laws have characteristics depending only on local variables if and only if they are induced by local conservation laws. Therefore, characteristics of pure potential conservation laws have to essentially depend on potential variables. This statement provides a significant generalization of results of the recent paper by Bluman, Cheviakov and Ivanova [J. Math. Phys., 2006, V.47, 113505]. Moreover, we present extensions to gauged potential systems, Abelian and general coverings and general foliated systems of differential equations. An example illustrating possible applications of proved statements is considered. A special version of the Hadamard lemma for fiber bundles and the notions of weighted jet spaces are proposed as new tools for the investigation of potential conservation laws.

Supporting the President's Arms Control and Nonproliferation Agenda: Transparency and Verification for Nuclear Arms Reductions

The President's arms control and nonproliferation agenda is still evolving and the details of initiatives supporting it remain undefined. This means that DOE, NNSA, NA-20, NA-24 and the national laboratories can help define the agenda, and the policies and the initiatives to support it. This will require effective internal and interagency coordination. The arms control and nonproliferation agenda is broad and includes the path-breaking goal of creating conditions for the elimination of nuclear weapons. Responsibility for various elements of the agenda will be widely scattered across the interagency. Therefore an interagency mapping exercise should be performed to identify the key points of engagement within NNSA and other agencies for creating effective policy coordination mechanisms. These can include informal networks, working groups, coordinating committees, interagency task forces, etc. It will be important for NA-20 and NA-24 to get a seat at the table and a functional role in many of these coordinating bodies. The arms control and nonproliferation agenda comprises both mature and developing policy initiatives. The more mature elements such as CTBT ratification and a follow-on strategic nuclear arms treaty with Russia have defined milestones. However, recent press reports indicate that even the START follow-on strategic arms pact that is planned to be complete by the end of 2009 may take significantly longer and be more expansive in scope. The Russians called for proposals to count non-deployed as well as deployed warheads. Other elements of the agenda such as FMCT, future bilateral nuclear arms reductions following a START follow-on treaty, nuclear posture changes, preparations for an international nuclear security summit, strengthened international safeguards and multilateral verification are in much earlier stages of development. For this reason any survey of arms control capabilities within the USG should be structured to address potential needs across the near-term (1-4) years and longer-term (5-10) years planning horizons. Some final observations include acknowledging the enduring nature of several key objectives on the Obama Administration's arms control and nonproliferation agenda. The CTBT, FMCT, bilateral nuclear arms reductions and strengthening the NPT have been sought by successive U.S. Administrations for nearly thirty years. Efforts towards negotiated arms control, although de-emphasized by the G.W. Bush Administration, have remained a pillar of U.S. national security strategy for decades and are likely to be of enduring if not increasing importance for decades to come. Therefore revitalization and expansion of USG capabilities in this area can be a positive legacy no matter what near-term arms control goals are achieved over the next four years. This is why it is important to reconstruct integrated bureaucratic, legislative, budgetary and diplomatic strategies to sustain the arms control and nonproliferation agenda. In this endeavor some past lessons must be taken to heart to avoid bureaucratic overkill and keep interagency policy-making and implementation structures lean and effective. On the Technical side a serious, sustained multilateral program to develop, down select and performance test nuclear weapons dismantlement verification technologies and procedures should be immediately initiated. In order to make this happen the United States and Russia should join with the UK and other interested states in creating a sustained, full-scale research and development program for verification at their respective nuc1ear weapons and defense establishments. The goals include development of effective technologies and procedures for: (1) Attribute measurement systems to certify nuclear warheads and military fissile materials; (2) Chain-of-custody methods to track items after they are authenticated and enter accountability; (3) Transportation monitoring; (4) Storage monitoring; (5) Fissile materials conversion verification. Integrable viscous conservation laws

We propose an extension of the Dubrovin-Zhang perturbative approach to the study of normal forms for non-Hamiltonian integrable scalar conservation laws. The explicit computation of the first few corrections leads to the conjecture that such normal forms are parameterized by one single functional parameter, named viscous central invariant. A constant valued viscous central invariant corresponds to the well-known Burgers hierarchy. The case of a linear viscous central invariant provides a viscous analog of the Camassa-Holm equation, that formerly appeared as a reduction of a two-component Hamiltonian integrable systems. We write explicitly the negative and positive hierarchy associated with this equation and prove the integrability showing that they can be mapped respectively into the heat hierarchy and its negative counterpart, named the Klein-Gordon hierarchy. A local well-posedness theorem for periodic initial data is also proven. We show how transport equations can be used to effectively construct asymptotic solutions via an extension of the quasi-Miura map that preserves the initial datum. The method is alternative to the method of the string equation for Hamiltonian conservation laws and naturally extends to the viscous case. Using these tools we derive the viscous analog of the Painlev\\'e I2 equation that describes the universal behaviour of the solution at the critical point of gradient catastrophe.

The conservation laws of electromagnetism, and implicitly all theories built from quadratic Lagrangians, are extended to a continuum of nonlocal versions. These are associated with symmetries of a class of equal time field correlation functions and give results for both connected and disconnected branches of the general linear group of the space. It is generally assumed that manifestly covariant Lagrangians are the necessary starting point for physical theories. Here we show that the EOM derived from any of these can also follow from a broad class of nonlocal ones and each generally gives a different nonlocal Noether current. When the equations are put into a linear form and evaluated on a flat spacetime, a simple ansatz exists to give a class of conservation laws corresponding to all affine transformations of the underlying space. A general procedure is given to generate a class of nonlocal conservation laws for solutions to a very large class of nonlinear PDEs.

The Department is required by Section 365(c) of Title 3, Part C, of the Energy Policy and Conservation Act (EPCA), 42 U.S.C. 6321-6327, as amended by Title 4, Part B of the Energy Conservation and Production Act (ECPA), to report annually to the President and the Congress on the operation of the State Energy Conservation Program. The report is to include an estimate of the energy conservation achieved, and the degree of state participation and achievement as well as a description of innovative conservation programs undertaken by individual states. Together the EPCA and the ECPA constitute the State Energy Conservation Program (SECP) which has provided the states (any one of the 50 states, the District of Columbia, Puerto Rico, and the Territories and possessions of the United States) with funding to help establish and maintain their capability to plan, design, implement and coordinate a variety of programs and initiatives designed to promote energy conservation and efficiency at state and local levels. All states have operational programs funded under EPCA (no monies have been appropriated under ECPA since FY 1981). In addition, the majority of states have augmented the SECP with oil overcharge funding they have received over the past several years. Each state is required to provide a twenty-percent match for the Federal funds received, and its Base Plan must include the following program measures: (1) mandatory lighting efficiency standards for state public buildings; (2) programs to promote the availability and use of carpool, vanpool, and public transportation; (3) mandatory standards and policies relating to energy efficiency to govern the state procurement practices; (4) mandatory thermal efficiency standards and insulation requirements for new and renovated buildings; and (5) a traffic law or regulation, which permits the operator of a motor vehicle to turn right at a red stop light after stopping. 6 tabs.

The study reported here investigated capacity of Atriplex lentiformis (Torr.) S. Wats. (Quail bush), Atriplex X aptera A. Nels. (pro sp.) (Wytana four-wing saltbush), and Hordeum marinum Huds. (seaside barley) to produce biomass and crude protein and take up cations when irrigated with moderately saline-sodic water, in the presence of a shallow water table. Water tables were established at 0.38, 0.76, and 1.14m below the surface in sand-filled columns. The columns were then planted to the study species. Study plants were irrigated for 224 days; irrigation water was supplied every 7 days equal to water lost to evapotranspiration (ET) plus 100mL (the volume of water removed in the most previous soil solution sampling). Water representing one of two irrigation sources was used: Powder River (PR) or coalbed natural gas (CBNG) wastewater. Biomass production did not differ significantly between water quality treatments but did differ significantly among species and water table depth within species. Averaged across water quality treatments, Hordeum marinum produced 79% more biomass than A. lentiformis and 122% more biomass than Atriplex X aptera, but contained only 11% crude protein compared to 16% crude protein in A. lentiformis and 14% crude protein in Atriplex X aptera. Atriplex spp. grown in columns with the water table at 0.38m depth produced more biomass, took up less calcium on a percentage basis, and took up more sodium on a percentage basis than when grown with the water table at a deeper depth. Uptake of cations by Atriplex lentiformis was approximately twice the uptake of cations by Atriplex X aptera and three times that of H. marinum. After 224 days of irrigation, crop growth, and cation uptake, followed by biomass harvest, EC and SAR of shallow groundwater in columns planted to A. lentiformis were less than EC and SAR of shallow ground water in columns planted to either of the other species.

President Obama announced in 2012 an Administration Goal for the United States to double aggregate renewable electricity generation from wind, solar, and geothermal sources by 2020. This analysis, using the Regional Energy Deployment System (ReEDS) model, explores a full range of future renewable deployment scenarios out to 2020 to assess progress and outlook toward this goal. Under all modeled conditions, consisting of 21 scenarios, the Administration Goal is met before 2020, and as early as 2015.

The major objective of the baseline glass formulation work was to develop and select glass formulations that are compliant with contractual and processing requirements for each of the LAW waste streams. Other objectives of the work included preparation and characterization of glasses with respect to the properties of interest, optimization of sulfate loading in the glasses, evaluation of ability to achieve waste loading limits, testing to demonstrate compatibility of glass melts with melter materials of construction, development of glass formulations to support ILAW qualification activities, and identification of glass formulation issues with respect to contract specifications and processing requirements.

In this paper, the non-generalized or restricted second law blackhole dynamics as given by Bekenstein in the beginning is restated, with a rigid proof, in a different form akin to the statement of the second law of thermodynamics given by Clausius. The various physical possibilities and implications of this statement are discussed therein. This paper is a mere venture into the restricted second law of blackhole dynamics pertaining to blackholes emitting Hawking radiation. The paper thus considers a didactically interesting reformulation of the second law of blackhole thermodynamics after some revisions.

Application of Planck's law to thermionic conversion

A simple, highly accurate, mathematical model of heat-to-electricity conversion is developed from Planck's law for the distribution of the radiant exitance of heat at a selected temperature. An electrical power curve is calculated by integration of the heat law over a selected range of electromagnetic wavelength corresponding to electrical voltage. A novel wavelength-voltage conversion factor, developed from the known wavelength-electron volt conversion factor, establishes the wavelength ({lambda}) for the integration. The Planck law is integrated within the limits {lambda} to 2{lambda}. The integration provides the ideal electrical power that is available from heat at the emitter temperature. When multiplied by a simple ratio, the calculated ideal power closely matches published thermionic converter experimental data. The thermal power model of thermionic conversion is validated by experiments with thermionic emission of ordinary electron tubes. A theoretical basis for the heat law based model of thermionic conversion is found in linear oscillator theory.

Conservation Laws and Non-Lie Symmetries

We introduce a method to construct conservation laws for a large class of linear partial differential equations. In contrast to the classical result of Noether, the conserved currents are generated by any symmetry of the operator, including those of the non-Lie type. An explicit example is made of the Dirac equation were we use our construction to find a class of conservation laws associated with a 64 dimensional Lie algebra of discrete symmetries that includes CPT.

This contribution summarizes our work with M.Zworski on open quantum open chaoticmaps (math-ph/0505034). For a simple chaotic scattering system (the open quantum baker's map), we compute the "long-living resonances" in the semiclassical r\\'{e}gime, and show that they satisfy a fractal Weyl law. We can prove this fractal law in the case of a modified model.

Robust model comparison disfavors power law cosmology

Late-time power law expansion has been proposed as an alternative to the standard cosmological model and shown to be consistent with some low-redshift data. We test power law expansion against the standard flat $\\Lambda$CDM cosmology using goodness-of-fit and model comparison criteria. We consider Type Ia supernova (SN Ia) data from two current compilations (Union2.1 and JLA) along with a current set of baryon acoustic oscillation (BAO) measurements that includes the high-redshift Lyman-$\\alpha$ forest measurements from BOSS quasars. We find that neither power law expansion nor $\\Lambda$CDM is strongly preferred over the other when the SN Ia and BAO data are analyzed separately but that power law expansion is strongly disfavored by the combination. We treat the $R_\\text{h} = ct$ cosmology (a constant rate of expansion) separately and find that it is conclusively disfavored by all combinations of data that include SN Ia observations and a poor overall fit when systematic errors in the SN Ia measurements are ig...

Power-laws and Non-Power-laws in Dark Matter Halos

Simulated dark matter profiles are often modelled as a `NFW' density profile rather than a single power law. Recently, attention has turned to the rather rigorous power-law behaviour exhibited by the `pseudo phase-space density' of the dark matter halo, which is defined dimensionally in terms of the local density and velocity dispersion of the dark matter particles. The non-power-law behaviour of the density profile is generally taken to exclude simple scale-free, in-fall models; however the power-law behaviour of the `pseudo-density' is a counter indication. We argue in this paper that both behaviours may be at least qualitatively understood in terms of a dynamically evolving self-similarity, rather than the form for self-similar infall that is fixed by cosmological initial conditions. The evolution is likely due to collective relaxation such as that provided by the radial-orbit instability on large scales. We deduce, from a distribution function given by first order coarse-graining, both the NFW-type density profile and the power-law pseudo-density profile. The results are not greatly sensitive to variation about 3 in the power of the velocity dispersion used in the definition of the phase space pseudo-density. We suggest that the power 2 may create the more physical quantity, whose deviations from a power-law are a diagnostic of incomplete relaxation.

Using a game theory approach and a new extremal problem, Gibbs formula is proved in a most simple and general way for the classical mechanics case. A corresponding conjecture on the asymptotics of the classical entropy is formulated. For the ordinary quantum mechanics case, the third law of thermodynamics is derived. Some results on the number of ground states and residual entropy are obtained rigorously.

We study the properties of spectrum and eigenstates of the Google matrix of a directed network formed by the procedure calls in the Linux Kernel. We study a toy model for "partially open" wave-mechanical system, like for instance a dielectric micro-cavity, in the semiclassical limit where ray dynamics is applicable. Our model is a quantized map on the 2-dimensional torus, with an additional damping at each time step, resulting in a subunitary propagator, or "damped quantum map". We obtain analogues of Weyl's laws for such maps in the semiclassical limit, and draw some more precise estimates when the classical dynamic is chaotic.

Statistical test of Duane-Hunt's law and its comparison with an alternative law

Using Pearson correlation coefficient a statistical analysis of Duane-Hunt and Kulenkampff's measurement results was performed. This analysis reveals that empirically based Duane-Hunt's law is not entirely consistent with the measurement data. The author has theoretically found the action of electromagnetic oscillators, which corresponds to Planck's constant, and also has found an alternative law based on the classical theory. Using the same statistical method, this alternative law is likewise tested, and it is proved that the alternative law is completely in accordance with the measurements. The alternative law gives a relativistic expression for the energy of electromagnetic wave emitted or absorbed by atoms and proves that the empirically derived Planck-Einstein's expression is only valid for relatively low frequencies. Wave equation, which is similar to the Schr\\"odinger equation, and wavelength of the standing electromagnetic wave are also established by the author's analysis. For a relatively low energy this wavelength becomes equal to the de Broglie wavelength. Without any quantum conditions, the author made a formula similar to the Rydberg's formula, which can be applied to the all known atoms, neutrons and some hyperons.

Inferring the Rate-Length Law of Protein Folding

We investigate the rate-length scaling law of protein folding, a key undetermined scaling law in the analytical theory of protein folding. We demonstrate that chain length is a dominant factor determining folding times, and that the unambiguous determination of the way chain length corre- lates with folding times could provide key mechanistic insight into the folding process. Four specific proposed laws (power law, exponential, and two stretched exponentials) are tested against one an- other, and it is found that the power law best explains the data. At the same time, the fit power law results in rates that are very fast, nearly unreasonably so in a biological context. We show that any of the proposed forms are viable, conclude that more data is necessary to unequivocally infer the rate-length law, and that such data could be obtained through a small number of protein folding experiments on large protein domains.

Nuclear halo and its scaling laws

We have proposed a procedure to extract the probability for valence particle being out of the binding potential from the measured nuclear asymptotic normalization coefficients. With this procedure, available data regarding the nuclear halo candidates are systematically analyzed and a number of halo nuclei are confirmed. Based on these results we have got a much relaxed condition for nuclear halo occurrence. Furthermore, we have presented the scaling laws for the dimensionless quantity $/R^{2}$ of nuclear halo in terms of the analytical expressions of the expectation value for the operator $r^{2}$ in a finite square-well potential.

Planck's Radiation Law in the Quantized Universe

Physical research looks for clues to quantum properties of the gravitational field. On the basis of the common Schr\\"odinger theory, a simple model of the quantization of a Friedmann universe comprising dust and radiation is investigated. With regard to energy quantization, the result suggests a universal limitation of the energy spacing between neighbouring quantum states by the Planck energy. Applied to black-body radiation, a modified Planck radiation law follows. If this could be verified in the laboratory, it would provide a direct hint at quantum properties of the space-time manifold.

Power-law spatial dispersion from fractional Liouville equation

A microscopic model in the framework of fractional kinetics to describe spatial dispersion of power-law type is suggested. The Liouville equation with the Caputo fractional derivatives is used to obtain the power-law dependence of the absolute permittivity on the wave vector. The fractional differential equations for electrostatic potential in the media with power-law spatial dispersion are derived. The particular solutions of these equations for the electric potential of point charge in this media are considered.

Thermodynamic laws beyond free energy relations

Recent studies have developed fundamental limitations on nanoscale thermodynamics, in terms of a set of independent free energy relations. Here we show that free energy relations cannot properly describe quantum coherence in thermodynamic processes. By casting time-asymmetry as a quantifiable, fundamental resource of a quantum state we arrive at an additional, independent set of thermodynamic laws, that naturally extend the existing ones. These asymmetry relations reveal that the traditional Szilard engine argument does not extend automatically to quantum coherences, but instead only relational coherences in a multipartite scenario can contribute to thermodynamic work. We find that coherence transformations are always irreversible. Our results also reveal additional structural parallels between thermodynamics and entanglement theory.

Conservation Laws of Random Matrix Theory

This paper presents an overview of the derivation and significance of recently derived conservation laws for the matrix moments of Hermitean random matrices with dominant exponential weights that may be either even or odd. This is based on a detailed asymptotic analysis of the partition function for these unitary ensembles and their scaling limits. As a particular application we derive closed form expressions for the coefficients of the genus expansion for the associated free energy in a particular class of dominant even weights. These coefficients are generating functions for enumerating g-maps, related to graphical combinatorics on Riemann surfaces. This generalizes and resolves a 30+ year old conjecture in the physics literature related to quantum gravity.

Filament velocity scaling laws for warm ions

The dynamics of filaments or blobs in the scrape-off layer of magnetic fusion devices are studied by magnitude estimates of a comprehensive drift-interchange-Alfvén fluid model. The standard blob models are reproduced in the cold ion case. Even though usually neglected, in the scrape-off layer, the ion temperature can exceed the electron temperature by an order of magnitude. The ion pressure affects the dynamics of filaments amongst others by adding up to the interchange drive and the polarisation current. It is shown how both effects modify the scaling laws for filament velocity in dependence of its size. Simplifications for experimentally relevant limit regimes are given. These are the sheath dissipation, collisional, and electromagnetic regime.

Electromagnetic waves with nonlinear dispersion law

Last year physicists in Europe have measured the velocity of the neutrinos particles. They found the neutrinos moving faster than the speed of light in vacuum. This result means that Einstein's relativity principle and its consequences in modern physics need a global additional renovation. In present paper the part of this problem is considered in terms of basic Maxwell's method only. By means of introduction a diffusion like displacement current the new super wave equation was derived, which permits of its solution be described the electromagnetic waves moving some faster than the conventional speed of light in vacuum especially in a gamma ray of a very short wave length region. The unique properties of these waves are that they undergo nonlinear dispersion law, uppermost limit of which is restricted. Discussion of further experimental problems and a number of estimations are given for the macro physic super wave equations also.
